LHC is the leading independent provider of technical product advice and procurement solutions for the construction, refurbishment and maintenance of homes, schools and community buildings.

LHC’s customers can be assured that our framework arrangements have been established in strict accordance with EU Directives and are fully compliant with UK procurement legislation.

The European Union public procurement directives seek to ensure that public sector bodies award contracts in a transparent, open, fair and non-discriminatory manner. This applies to frameworks and single contracts as well as contracts called-off from framework arrangements.

Environmental, social and economic sustainability has become a key consideration for the public sector when procuring products and services. This has been encouraged by the UK Government and EU, as well as public sector organisations who seek to be more considerate of the wider issues.

LHC is committed to sustainability, both in the way we operate and in the way we expect LHC appointed companies to behave in helping customers achieve their sustainability goals, through the products and services sourced through LHC framework arrangements.

LHC’s main focus is on providing framework arrangements that achieve a high level of quality from building products and services contractors whilst providing best value.

This is achieved through extensive product research and tendering to exacting specifications that ensures that all products and services are fit for purpose and meet regulatory requirements. All of our appointed companies are experienced and have proven skills of working within occupied buildings.

LHC framework arrangements are based around achieving best value for all users through product quality and service specifications. The robustness of LHC specifications, which include consistency, quality, durability and choice, are focused on providing a long and trouble free product life, benefiting both the user and building occupiers.

All of this provides further efficiencies through time and costs saved by the reduction in repairs, replacement and any disruption occupiers may experience.

Financial performance 2013/14

• LHC is a not-for-profit public sector organisation

• Income is generated through a levy collected from LHC appointed companies as a percentage of all work undertaken on LHC projects

• Any surplus is distributed exclusively to LHC Members at the end of each year

• Membership of LHC is free-of-charge

LHC frameworks were used 229 times by 132 customers for work on 512 different projects around the UK between April 2013 and March 2014.

As a result, we have saved our customers 326,325 hours offering a value added saving of £20.3m

Our most successful year to date, led to our members sharing a record breaking figure of £2.1m as a rebate.*
