CMS RoP: Person-Centered Care PlanningCat SelmanSince the new CMS survey process has gone into effect, deficiencies in “person-centered care” have been routinely cited in most facilities. The basis for individualized care revolves around, and is directed by, the resident’s comprehensive care plan. This one document causes more frustration, confusion, and concern than almost any other piece of documentation. Who is involved? How is it written? How do we make the plan “individualized,” especially when utilizing computer-generated plans? And, ultimately, what are surveyor’s expectations in this area? Join Cat as she explains the easy process of developing an individualized, person-centered care plan for each resident. During this workshop, Cat will share surveyor focus and trends in current citations. The Requirements of Participation Proposed Rule: Proposed Changes, and Other CMS Priorities Impacting You Sara Rudow, Senior Director of Regulatory Services,American Health Care AssociationOnly July 16, CMS issued a proposed rule that is intended to ease some of the administrative and paperwork burdens of the Requirements of Participation (RoPs). This session will focus on the different regulatory sections with proposed changes that are impacting skilled nursing providers.

Trauma-Informed Care: What Your Staff NEED to Know! Cat SelmanCMS states, “The facility must ensure that residents who are trauma survivors receive culturally competent, trauma-informed care in accordance with professional standards of practice and accounting for residents’ experiences and preferences in order to eliminate or mitigate triggers that may

cause re-traumatization of the resident.” Every employee delivering care or service to any resident should have training and competency skills in this area. The requirement addresses more than just PTSD! This session will address aspects of trauma-informed care as it relates to the CMS requirements: physical trauma, mental/emotional/psychosocial trauma, survey focus, documentation/care planning, as well as training issues. A member of BKD National Health Care Group, Sherri has more than 20 years of experience and focuses on long-term care. She provides clinical consulting for health care providers and educates providers about Medicare reimbursement strategies. Sherri has trained numerous skilled nursing facilities as well as swing bed and skilled nursing units about proper minimum data set completion to

manage the Medicare program. She performs comprehensive follow-up reviews focused on patient-centered care and regulation compliance to help providers obtain appropriate Medicare reimbursement. Prior to joining BKD, she had 10 years of health care experience as a director of nursing and administrator in a skilled nursing facility and also worked as a licensed practical nurse and certified nurse assistant. Sherri is a member of the Missouri League for Nursing and serves on the league’s scholarship and awards committee. She is a Certified Legal Nurse Consultant (CLNC), licensed nursing home administrator and Resident Assessment Coordinator – Certified (RAC-CT). As a CLNC, Sherri assists attorneys representing health care providers. She frequently presents to long-term care and senior living associations. Sherri is a 1992 graduate of Mercy College of Nursing and Health Sciences of Southwest Baptist University, Springfield, Missouri, with a registered nurse (RN) certification, and a 1998 graduate of Southwest Baptist University, Bolivar, Missouri, with a B.S. degree in nursing.

Robin Storey, RN, BSN, FACDONA, CIC, LNHAPathway Health Services

Ms. Storey has more than 25 years of extensive healthcare leadership in the field of geriatrics. She has worked in hospital systems, skilled facilities, assisted living facilities, CCRC’s and as a Director of Clinical Reimbursement and Post-Acute Care Strategy. Ms. Storey is a team-builder and trainer. She works with facility leadership in the development of programs and systems of care that empower staff to deliver exceptional resident care resulting in excellent clinical outcomes and cost savings to the facility.

Ms. Storey has been a frequent presenter at NADONA, AMDA, ASCAP, AASHA annual meetings on topics such as MDS and Medicare Compliance, Team Building for Performance Improvement, Creating a Lift-Free Environment, and Development and Implementation of Nursing Department Budgets. She is a founding member of the National Association of Director of Nursing Administration and the first recipient of NADONA’s Nursing Administrator of the Year Award.

Mitch Hagins, BScSenior Business Leader, Studer Group

Mitch Hagins uses his experience as a Studer Group coach, senior business leader and minister to help organizations fulfill their mission. Mitch has received the Fire Starter Award, Studer Group’s highest honor and has been named coach of the year. He is also a seven-time winner of Studer Group’s Pillar Award for excellence in coaching. Prior to

joining Studer Group, he left a successful business career and returned to Toccoa Falls College to complete a degree in biblical studies. Mitch lives in Atlanta with his wife of 41 years, Donna. They have six children and four grandchildren.

Mitch’s 34 years of professional experience contributes to his success as a coach, trusted advisor and senior leader. He is an expert in strategic planning for both large systems and smaller organizations and has experience managing human resources, upper management, sales, support services and marketing. Mitch uses his extensive business and coaching background to help clients assess their needs and create plans to reach their organizational goals. As a coach, Mitch’s partners have consistently demonstrated improvement in their strategic objectives (e.g. patient /resident/ family experience, quality measures like hand hygiene compliance and reduction of falls with injury, net margin or EDITDA, and workforce issues like reduced turnover, reduced injuries at work and reduced vacancy rates) and have gotten results by improving employee engagement and increasing physician/ professional alignment. Jennifer is a member of BKD health care billing services, a special team within BKD National Health Care Group that is responsible for managing more than $50 million in revenues for home care and long-term care providers.

Ms. Selman received her degree from Trevecca Nazarene University, with continued graduate work at the University of Southern Mississippi. With over 35 years’ experience in management, education and consultation, Ms. Selman has trained providers and surveyors in all 50 states. Since 1989, she has often been requested by the Centers for Medicare and Medicaid Services (CMS) to sit on stakeholder/expert panels responsible for the revision of surveyor guidance and compliance issues. She assisted CMS in the development of both surveyor guidance and surveyor training materials for the current activity requirements. In demand, and on topic, she is considered an authority in aging services.

Sara Rudow, M.P.A.Senior Director, AHCA Regulatory Services

Sara Rudow, M.P.A., has worked for over ten years on policy analysis and implementation to support the delivery of high-quality health care and social services to vulnerable populations. As AHCA’s Senior Director of Regulatory Services, Sara leads AHCA’s efforts to develop and promote systemic changes to regulations, policies, and practices to foster a more transparent and

effective survey/regulatory process and to share information, develop resources, and provide advocacy on critical regulatory and quality issues facing nursing centers. Prior to coming to AHCA, Sara led projects analyzing federal health care programs serving the elderly, disabled, and economically vulnerable and provided technical assistance to federal grantees. She also worked as an analyst at the US Government Accountability Office. Rooted in her early experiences as a caseworker in a residential treatment center for young people with multiple disabilities, Sara is committed to bringing the voices of care providers into the policymaking process. Sara earned her B.A. in Political Science from Columbia University and her M.P.A. in Social and Health Policy from Cornell University.

Where will my CEU certificate be sent?Certificates will be mailed in groups to your facility. If you aren’t associated with a facility, they will be mailed to the address you provided on your registration form.

When will I get my CEU certificate?You should receive your certificate in the mail no later than December 31, 2019. If you haven’t received it by December 31, you can email [email protected] or call the Association office at 501-374-4422.

What about speaker evaluations?Please tear off the first page of your handout packet at the end of each session. Fill out the evaluation and write down your comments and suggestions before placing it in the evaluation boxes. Please do not hand them to our scanning volunteers. AHCA is required to have evaluations for sessions where CEUs are offered.

Elizabeth Blankenship Named a Pioneer in Senior Living Arkansas nurse, operator receives NCAL’s Jan Thayer Pioneer Award

WASHINGTON, D.C. – Elizabeth Blankenship, a registered nurse and former owner and operator of assisted living communities in Arkansas, was today named the 2019 recipient of the Jan Thayer Pioneer Award by the National Center for Assisted Living (NCAL), the assisted living voice of the American Health Care Association (AHCA). During her more than 40-year career in senior living, Blankenship championed common-sense state regulation, quality measurement and improvement, and a positive workplace environment. “As a nurse who worked her way up to soon run her own long term care communities, Liz is an inspiration to the profession,” said Scott Tittle, NCAL Executive Director. “Her story is remarkable, but it was her involvement at the state and national levels that make her worthy of this award. After finding effective ways to improve the lives of her residents and employees, Liz committed to sharing that success with her fellow providers to lift up the entire sector.” Now retired, Blankenship previously owned and operated Southridge Village Assisted Living, a company consisting of four assisted living and continuing care retirement communities throughout Arkansas. She designed and built some of the first private apartments for assisted living residents in the state, dubbed “Homestyle Cottages” that maximized independence in a home-like environment. The company’s communities were recipients of numerous awards, including the Bronze – Commitment to Quality Award through the AHCA/NCAL National Quality Award Program, as well as the Arkansas Governor’s Quality Award. When the Arkansas Legislature established the licensure of assisted living in 2001, Blankenship served on the committee that helped draft the regulations for the sector. She continued to serve the state on numerous committees, task forces, and boards. Blankenship also helped establish the Arkansas Assisted Living Association (AALA) and was its first board president. Part of her service to AALA included writing and teaching “The Role of the RN” segment of the course for administrators taught by the association. She continued to serve on the board of the Arkansas Health Care Association until her retirement. At the national level, Blankenship was one of the first NCAL State Leaders representing Arkansas. Additionally, she served on the NCAL Quality Committee and her clinical expertise and workforce innovations made her a sought-out speaker at multiple, national conferences. Blankenship earned her Bachelor of Science in Nursing from the University of Texas at Arlington. She later became certified as a geriatric nurse through the American Nurses Credentialing Center. In 2015, Blankenship was named Business Woman of the Year in Conway, Arkansas. Earlier this year, Blankenship was awarded the Distinguished Alumni Award from the University of Central Arkansas. The Jan Thayer Pioneer Award recognizes individuals who have moved the senior care profession forward, positively affecting the lives of those served and those who serve. Recipients must demonstrate dedication, leadership, and considerable contributions to the profession.
