Discipline

School is the place where children come to live and learn. Learning can best take place in a safe and orderly environment where children practice self-control, show respect for adults and other children, honor property rights, and display honesty and integrity. We are seeking your cooperation in maintaining the best learning environment possible at Chicot Primary and Early Childhood Center.

School district policy forbids disruptive behavior that impedes the learning process and infringes upon the rights of others – such as foul/abusive language, insubordination, etc. All children are expected to abide by the school rules. School rules apply on the school grounds, going to and from school, and at any event where the school is represented (i.e., field trips, etc.).

By working together, we can make school a great experience for your child. Each child will receive a copy to the “LRSD Elementary Middle Senior High Student Handbook.” It is an integral part of the discipline management system. It is essential that you review it with your child.

Absences Due to Disciplinary Sanction

When a student is suspended from school or sent home pending a parent conference, the absence shall not be counted as an unexcused absence. The absence will be coded to reflect the type of sanction. If the student remains out of school for a period of time in excess of the number of days of suspension or sent home notice, those days will be unexcused absences.

Students are expected to attend school while serving a bus suspension. Absences that result solely from not being able to ride a bus to and from school will be unexcused.

Procedures to Follow for Parental Concerns

The appropriate procedures to follow by parents when they have specific concerns are outlined in the following order:

1. Call or schedule a time to meet with the teacher2. If the parental concern is not resolved, contact the Principal or Assistant

Principal For advice or assistance, please remember, TEAM

3. If the concern is not solved, the following protocol is available for contacting LRSD Administrative Personnel (see LRSD student handbook)

(b) respect the authority of school personnel;

(c) behave in a courteous manner;

(d) learn and demonstrate acceptable social behavior;

Chicot Primary School and Early Childhood CenterSchool-Wide Discipline Plan

Teachers have the first primary responsibility for education, supervision and discipline. Teachers are considered the “first line of defense” in discipline matters. All teachers and staff have high expectations for students. The administration supports both teachers and parents in the developmentally appropriate use of discipline or disciplinary sanctions.

Page 9: Little Rock School District - Web view2nd Infraction: Time Out/Thinking ... formative grades on homework and class work, summative grades on quizzes, ... Parents can word in the classroom,

Discipline Logs: Discipline logs will remain the same: warning, time-out, behavior document/parent conference, and office referral. Discipline steps start over each day. Student should initial at each step on the log. All classroom teachers are expected to carry logs on a clipboard when not in their classrooms.Teaming: Students who are having behavioral difficulties can be teamed around at anytime. The teaming process involves the child, family, and all involved staff members. The classroom teacher will schedule teaming as needed.

Buddy Teachers: Classroom teachers will have the option of using the “buddy teachers” for timing out students. Students assigned to a buddy teacher will stay with the assigned buddy teacher in increments of 30 minute periods.

Discipline Plan “STEPS”Each day will begin a new set of “steps” instead of letting “steps” build from one day to the next.Negative Consequences:1st Infraction: Warning – Child’s name entered on behavior log and redirection of student.

(Student/teacher conference)2nd Infraction: Time Out/Thinking Chair – Child will be sent to designated time-out area in the

classroom or place with a buddy teacher. (Buddy teachers are to be utilized in

30 minutes increments.)3rd Infraction: Parent Contact – Child’s parent will be contacted via letter, phone, etc. 4th Infraction Behavior Document(s) and/or Parent Conference required with teacher5th Infraction: Office Referral – The principal or assistant principal may send the child to in- school, send the child home, or suspend the child from school. (This action depends on the severity of the action and is at the discretion of the principal and assistant principal.) The child will initial each step. Comments are required to help minimize any confusion later about the events. A parent conference is required when a pupil receives three behavior documents in one nine week period. Four behavior documents in one nine week period will result in referral to administration.

The class assignments will be mailed and posted on the glass doors of the main entrance to the building prior to the weekend before school starts. Post cards will also be mailed to students stating classroom teacher assignment. Students who do not receive class assignments prior to opening day should report to the location designated in the front foyer on the first day of school.

Inclement Weather

In the event of inclement weather, all car-riders will remain inside the building. As parents arrive to pick up child(ren), they will be called out and escorted to their vehicles.

We ask parents to observe all safety and traffic policies that are put in place during morning arrival and afternoon dismissal.

Please help us keep our children safe. Single lanes of traffic in the parking lot will help protect our students and staff from accidents. Always be alert for children darting between parked cars. Do not leave a parked car blocking other cars.

We ask all parents to please use front doors when picking up child(ren). This includes Pre-Kindergarteners. This is for the safety of our children. There will be staff on duty in all hallways to help with any questions or concerns. Your cooperation will assist us in keeping your child safe.

We do understand that many parents will feel compelled to come and check out their child, we can’t stop you from doing this. However, please know that your child is safe and be encouraged to leave them in the safety of the building. We would like to encourage all parents not to place kids in undue harm by attempting to drive and possibly encountering bad weather such as tornadoes and floods.

Severe Weather

In the event of severe weather, please listen to the radio for information on early dismissal or closed school announcements. If another parent is to pick up your child, you

Page 16: Little Rock School District - Web view2nd Infraction: Time Out/Thinking ... formative grades on homework and class work, summative grades on quizzes, ... Parents can word in the classroom,

should give him/her written permission to do so. In the absence of written permission, the child’s parent will have to be contacted by phone before the child may leave with another person. You will need to sign the office register only if you take your child out before the official dismissal time.

Student EnrollmentThe Little Rock School District is open and free to any child five (5) through twenty-one (21) years of age who resides within the District and has not graduated from high school. Children who obtain the age of five (5) on or before September 15th of a given year will be eligible to attend kindergarten during that school year. School attendance is required until a student’s eighteenth (18th) birthday.

Parents/guardians seeking enrollment of a child in the District will provide the following:

● Certified copy of birth certificate; passport or previous school records,● Proof of address (lease agreement, current utility bill, or personal

property tax bill),

● The child’s immunization record,● Social Security number or request that the District assign an alternate

nine-digit number,

● Expulsion records if applicable.School Attendance

The Board of Education believes that the instructional program is the vital part of formal education and that the student realizes greater benefits when they attend regularly. When students are absent, they are missing an integral part of instruction that usually cannot be made up outside the classroom. Thus, regular attendance will be necessary to accomplish preparation for maximum levels of achievement or full course credit. (Source: LRSD Students Handbook 2007-2008 p. 67)It is the responsibility of the parent/guardian to see that the student is in attendance at school daily. The parent/guardian is to notify the school attendance office in person or by telephone at (447-7000) on any date when a student is absent. The school office will make a reasonable effort to notify the parent when the student is absent from school as defined in the school district’s attendance regulation (Parent Links, phone calls, attendance letters, etc)Each student will be required to maintain a level of attendance which will enable them to discharge their responsibilities as learners and will enable the school to meet its obligations to the students.

Absences from school are acceptable only when a child is ill, when a family emergency exists, or for causes acceptable to the school principal. A family emergency exists when there is a death, serious illness, or extenuating circumstances in the immediate family of the student. On the ninth unexcused absence, the parent/guardian will be notified that a referral to the Pulaski County Juvenile Court has been made in accordance with ACT 1308, adopted by the Arkansas Legislature, March 1997.

Chicot Primary School Handbook 2013-2014Page 13

Students shall be punctual in reporting to school and to classes. A student is tardy when she/he fails to be in the classroom or other assigned locations by the time instruction has began at 7:50 a.m. All teachers shall assist students in being punctual by releasing students with adequate time to travel to their next assigned location.

Procedures to Follow When Student Absences Occur

The parent or guardian shall notify the school attendance office at 447-7000 on the date of the absence no later than 9:00 a.m., specifying the reason for the absence. Failure to notify the school attendance office of the absence shall result in the absence being recorded as unexcused. However, under extenuating circumstances, a principal may extend the verification period.

Tardy and Early Check-Out Policy

Definition – A student is tardy when he/she fails to be in the classroom or other assigned location at the time the tardy bell stops ringing. A student receives and early check-out when he/she exits school prior to the end of the school day (when the last bell has rung).

Conditions: 1) There are generally no excused tardies or early student check-outs. However, an exception can/will be made if the student is delayed due to official school business, illnesses or medical appointment (documentation is required on the day the child returns to school) or for other reasons approved by the building administrator, such as an accident or other emergency.

2) The tardy policy becomes effective one (1) week after the opening of each school year. Tardiness will accumulate on a semester basis, rather than on a nine-

week basis.

Procedures – 1) On the first two unexcused tardies, the teacher will warn the student of pending sanctions.

2) On subsequent tardies, penalties will be imposed according to the procedures

established at the school and approved by the Little Rock School District. After

the sixth tardy, a conference will be held with a parent and the teacher. After the ninth tardy, a conference will be held with a parent and the school counselor. After the twelfth tardy, a conference will be held with a parent

Page 18: Little Rock School District - Web view2nd Infraction: Time Out/Thinking ... formative grades on homework and class work, summative grades on quizzes, ... Parents can word in the classroom,

and the principal and the parent will be asked to sign a form indicating they have been notified of further consequences.

Checking Students out of SchoolIn order to comply with Little Rock School District policy regarding the need to decrease interruptions and increase classroom instruction we request that you limit checking your child out before the school day ends. School is dismissed at 2:25. Students miss valuable instructional time when they are checked out early. If it is necessary to check your child out of school come to the office and fill out the proper information. Please DO NOT request that children be released from class to stand in front of the building to be picked up. This is an extremely unsafe practice. All checking out must be done through the school office for the security of our children. No child will be released from a classroom to anyone that has not first been cleared by the office or is not on the Pupil Information Form (PIF). CHECKING STUDENT OUT OF SCHOOL PRIOR TO THE END OF THE INSTUCTIONAL DAY IS VERY DISRUPTIVE TO THE LEARNING PROCESS AND WE HIGHLY DISCOURAGE THIS PRACTICE. (LRSD STUDENT HANDBOOK) PLEASE REFRAIN FROM CHECKING STUDENTS OUT BETWEEN 1:30 – 2:25 P.M. MONDAY THROUGH FRIDAY.

ConferencesParents are welcomed and encouraged to come to school to talk with our teachers. However, conferences must be made to coincide with teachers’ schedules. All conferences with teachers must be scheduled at a time that is not allotted for class instruction. Teachers are not allowed to conference with parents while students are in the classroom or during scheduled instructional time. All instructional time is vital to our students and must be held in high esteem by everyone. Two mandated parent-teacher conferences are held each year. Parents desiring additional conferences should schedule an appointment with the teacher by note, telephone, or email message. LRSD policy requires advance notice before visiting a classroom. Parents know their children very well and should advocate for them without reservation. If you have concerns, don’t delay setting up a conference with your child’s teacher(s). The principal and assistant principal are also available for conferences as well. Don’t hesitate to call.

Visiting ClassroomsWe welcome all parents and visitors, but for the protection of our students, we must require all visitors to come to the office first to receive a visitor’s pass. Please enter through the front doors. All other doors will be locked. Do not enter through other doors. We value our volunteers in the classroom, cafeteria, playground, and mentors. Even if it is only for fifteen minutes, our students will benefit from your involvement. Active parent participation creates a strong partnership between home and school. By working as a team, we can foster a child’s lifelong love of learning, develop their problem-solving skills and help them acquire a high level of personal and academic achievement that is vital to their overall success.LRSD policy requires advance notice before visiting a classroom.

We must have a working daytime phone number in the event of a medical or other emergency. Please keep employment phone numbers and emergency contact numbers current. PLEASE WRITE A NOTE TO YOUR CHILD’S TEACHER OR CALL THE SCHOOL OFFICE (447-7000) IMMEDIATELY if your contact number changes. As unbelievable as it may seem, we often have been unable to reach someone when children have been hurt or have become ill. Sick children experience more stress when we cannot locate anyone. PLEASE HELP US HELP YOUR CHILD!

Messages Please make arrangements for after school activities and rides home before students leave home each morning. When necessary to contact your child during the school day, please give the message to the school secretary, assistant principal or principal to be delivered to the child or leave a message for the teacher. The Little Rock School District discourages interrupting class activities to give intercom messages unless absolutely necessary. If you must call to leave a message for your child, please do so before 2:00 p.m. Please keep phone calls for emergencies only. Students may use the office phones for emergencies only with the permission of school staff.

Transportation/Bus

It is imperative that all students and their parents be familiar with the transportation regulations. Regulations are included in the Elementary, Middle, and High

Student Handbook that your child receives at the beginning of each school year. Go over these regulations with your child (ren). These regulations apply to field trips as well

Page 21: Little Rock School District - Web view2nd Infraction: Time Out/Thinking ... formative grades on homework and class work, summative grades on quizzes, ... Parents can word in the classroom,

as daily transportation to and from school. Pupils who ride buses to school regularly must know their bus route number and their address.

Students must sit in their assigned bus seats each day and follow all school district rules.

Transportation Regulations

The purpose of the Transportation Department of the Little Rock School District is to provide the safest, most efficient transportation possible for those students who are to be transported between their home and school. This process is the responsibility of the entire community and requires the cooperation of all students, parents, school personnel and citizens who drive on streets in the presence of school buses.Students and parents are expected to read these regulations carefully. They must be followed in order to provide safe, efficient transportation for the students of the district. The Little Rock School District encourages any person who observes and incident jeopardizing the safety of the students on a school bus to report the incident to the Transportation Department (447-4130). It is helpful when a person can identify the bus by its number when making such reports. Any recommendations that will assist the department in its operation are also encouraged.

Suspension, loss of bus privileges, or other disciplinary sanctions may be imposed when students violate the regulations outlined.

Waiting for the Bus:

Be at the bus stop ten (10) minutes before the bus is scheduled to arrive. Stand on the proper side of the street. Wait until the bus stops before crossing the street to board the bus. Respect the property of others. Don’t litter. Don’t make unnecessary noise. Don’t gather or stand on private property without permission. Ride only the bus assigned by the school principal. Make plans with your parent/guardian in case you miss the

bus. Do not hitchhike.

Chicot Primary School Handbook 2013-2014Page 18

Do not try to walk to school. Do not try to ride another school bus. Sit in your assigned seat daily.

1. Busses have specific parking areas on the west side of the building. Please reserve them for that purpose at all times.

2. Cars do not pass buses when they are loading or unloading children. (Arkansas Law)3. Observe the One Way signs at all times.4. Pick your child(ren) up promptly at dismissal times 2:25 p.m. An aide or

staff member is stationed in front of the building to assist the children.

Page 22: Little Rock School District - Web view2nd Infraction: Time Out/Thinking ... formative grades on homework and class work, summative grades on quizzes, ... Parents can word in the classroom,

5. Parking cones are put in place as a means of keeping the area immediately in front of the building clear. For the safety of the children, please observe the no parking areas.

6. Do not park along a curb painted red. These areas must be kept clear as Fire Lanes.7. We have staff members and patrons that are disabled and visit the school regularly.

Please respect the handicapped parking spaces unless you require and deserve this space.

8. Children who walk home should leave the school building and grounds promptly upon dismissal.

9. Please keep the area behind the cafeteria clear of any vehicles unless parked in a designated parking place. Deliveries and trash pick-up occur during the day at this location.

10. The following doors will be open for entry between 7:15-8:00 a.m.: Main front door on the east side for car riders and walker, Cafeteria door for bus riders, ECC main entry doors for Pre-K students and parents

After 8:00 a.m. all entries will be locked from the outside except the main entries to the Primary and Early Childhood Center. We ask that you help us maintain the safety of all students by observing these procedures for entering and exiting the building.

11. All LRSD campuses are weapon free and tobacco/drug free.

Chicot Primary School Handbook 2013-2014Page 19

Illness or Injury at School

All students who are injured or become ill at school must check out through the office before leaving the school campus.

Medication

Medication sent to the school must be in the original container. Medication sent in any other wrapper or container will not be administered. Parents of elementary school students are responsible for getting medication safely to and from school. Medication may not be sent to or from school with the students. Testing InformationThe Little Rock School District utilizes a standards-based instructional format. District standards, benchmarks, instruction, and assessment are tightly aligned. Multiple indicators are used to assess individual student performance and achievement: teacher observations, formative grades on homework and class work, summative grades on quizzes, tests and exams, criterion reference tests, state benchmark exams, and norm referenced tests. Assessment is not thought of as an isolated event. It is an integral part of the curriculum. Assessment is the piece that gives the feedback to reflect if our students have mastered the curriculum.

Tests administered to students in the primary grades include the Iowa Test of Basic Skills, as well as a battery of other literacy assessments.

You can help your child(ren) prepare for testing situations by insuring that each child has a good night’s sleep before each testing date, that he/she eats a good breakfast, and that all students arrive at school before the tardy bell.

Page 24: Little Rock School District - Web view2nd Infraction: Time Out/Thinking ... formative grades on homework and class work, summative grades on quizzes, ... Parents can word in the classroom,

Continue your partnership with your child by being a strong support system and loud cheerleader for education. Encourage them to do their best at all

times.

Academic Reporting Guidelines/ Interim ReportsReport cards are issued every nine weeks for grades K-2. The main purpose for report cards is to indicate to the parent(s) the child’s achievement. This following is the LRSD grading scales:

Grading Scale90 – 100 percent = A80 – 89 percent=B70 – 79 percent = C60 – 69 percent = D0 – 59 percent = F

Chicot Primary School Handbook 2013-2014Page 21

Interim reports are sent home during the fifth week of each nine week academic quarter for children working below their capacity. A parent conference is required after every unfavorable interim report or when a “D” or “F” is recorded on the report card. Student work that is below grade level will be indicated by an asterisk (*). Grades for students with limited English proficiency (LEP) who receive modified classroom instruction will be indicated by adding “LEP” behind such grades.

Academic Improvement Plans/IRI’s

Students failing to achieve at the pass level on the Iowa Test of Basic Skills will receive Academic Improvement Plan (AIP) or an Intensive Reading Intervention Plan (IRI). These

plans are developed in partnership with parents and teachers. Students who do not participate in the remediation provided in their Academic Improvement Plan can/will be

retained according to Arkansas Law.

Homework Policy

The Little Rock School District maintains that homework can be an important activity to help students learn. Homework should be included as an integral part of the instructional program and a means by which students are provided extended time to

Page 25: Little Rock School District - Web view2nd Infraction: Time Out/Thinking ... formative grades on homework and class work, summative grades on quizzes, ... Parents can word in the classroom,

master learning concepts and objectives. Homework should be a positive experience and provide students the opportunity to: (1) reinforce skill development; (2) manage learning time away from the school setting: (3) communicate to parents learning activities provided during the school day; and (4) involve other adults in helping them learn. The tip to making homework time less stressful is to set aside the same time and place to complete homework daily. If no homework is assigned for that night, the school encourages the reading to or with your students for at least 20 minutes daily.

Student Property(Money-Jewelry-Toys- Collectable Trading Cards)

Please label your child’s jackets and other clothing items by turning a sleeve or pant leg inside out and writing his/her name with a laundry marker on the reverse side. Please label lunch boxes by writing your child’s name and room number on the lid of the box. A lost and found is located in the cafeteria.

We do not recommend that our students wear expensive jewelry or bring large sums of money, cell phones, games or any electronic devices to school. Students are PROHIBITED from wearing tooth/mouth grills to school. Children should not bring any personal toys to school. These toys will be taken away from the students and may be picked up in the office by the parents at the end of the school year. The school will not be responsible for lost or broken toys.

We request that students NOT bring trading cards to school. Many of these cards are expensive and are kept in costly albums. Please help us protect these valuable items by keeping them at home.

Assemblies

At all times the students’ behavior should be refined and courteous and reflect school expectations. An indication of the cultural level of our school is the conduct of its

Page 26: Little Rock School District - Web view2nd Infraction: Time Out/Thinking ... formative grades on homework and class work, summative grades on quizzes, ... Parents can word in the classroom,

student body at all times especially during an assembly. Whether guests are present or not, each student is personally responsible for the impression made by the school as a whole. Unacceptable conduct would include whistling, booing, uncalled-for-clapping, and talking during a program or presentation.

Hall Passes

All students must have permission and a hall pass when leaving the classroom for any reason. This will include trips to the restroom, media center, health room, or office, as well as to any place other than the room to which the student has been assigned.

Chicot Primary School and ECC communicates with parents in various ways to increase parent involvement and to support classroom instruction. A monthly newsletter in distributed to update parents on the school’s curriculum, volunteer opportunities, recent health concerns and school events. The newsletter will also include parenting workshops made available by the LRSD and other community based organizations. Parents will also receive access to Edline, a website designated for parents to receive specific feedback and notification of their child’s progress in the classroom updates on grades, homework assignments, classroom projects, and interim reports. A school handbook will also be distributed to parents during registration, parent meetings, and classroom teachers will have copies available. The school handbook will include rituals and routines for Chicot Primary School and ECC. Parents will receive homework policies, behavior contracts, our school uniform requirements and the parent contract. The parent compact outlines how parents, school staff, and students share the responsibility for improving student academic achievement and the means by which the school and parents will build and develop a partnership to help children achieve. All stakeholders will sign the compact. For more information please contact Pamela Criss, Parent Facilitator or Carmen Hernandez 447-7025.

Chicot Primary School and ECC plans meetings monthly to increase parent involvement opportunities. Our meetings provide parents the opportunity to become more involved in making decisions for our school, receive parenting tips, and mentoring opportunities. Teachers often provide training sessions and opportunities for parents and community members on the information needed to participate as successful school volunteers. These efforts assist the parents and create a sense of ease and make the experience pleasant and successful. All parent meetings will be held during appropriate times to ensure equity in parental involvement. The school will also provide (2) hours of professional development for teachers in Parental Involvement which is designed to enhance their understanding of effective parental involvement strategies.
