Ladies and Gentleman,

It is with great pleasure that the Cascais Town Council welcomes the 19th International Ship and Offshore Structures Congress, its associates, its representatives and all of those who, coming from all over the globe, value the sea and its resources as much as we do.

In Cascais, we take tradition and identity seriously. We know what we are and also what we can accomplish together.

And nothing defines our identity better than the Sea itself.

The Atlantic is part of Cascais’ past, present and future.

Not only by its inspiring values such as tolerance, freedom and pluralism, but also because it’s in the sea that we find one of the most promising value chains of our nation. Portugal is not limited to the edge of Europe, as some claim. Portugal is at the heart of the Atlantic on a globalized and interconnected world. We are at the centre of international trade, innovation and prosperity.

We have made the Ocean a strategic priority at a time of big decisions. As you may know, the UN is evaluating the extension of the Portuguese Maritime Platform. If our ambitions are to succeed, Portugal will have a territory comparable to India in size. That’s why we have to be at the forefront of the maritime sector globally. Therefore, we created the Cascais Maritime Centre where companies innovate, create and explore all the possible resources and opportunities connected to the Oceans. Both businesses and talent are flourishing there.

And speaking of talent, allow me to give a word to the Centro de Engenharia e Tecnologia Naval e Oceânica (CENTEC) of Instituto Superior Técnico at Universidade de Lisboa, a prestigious academy and home to some of the brightest minds in the country.

Thank you all for giving us the great honour of hosting this Congress.

Cascais is also counting on you to guide and support us in this great and ongoing adventure of developing this amusingly vast open horizon.

Congress Chairman’s Welcome

Dear ISSC Colleagues,

I am very pleased to welcome you all to the 19th International Ship and Offshore Structures Congress (ISSC 2015) in Cascais, Portugal between 7 and 10 September 2015.

The ISSC Forum is a privileged meeting place where its members and invited observers can gather to evaluate and discuss current results and the dissemination of recent developments and improvements in the design criteria and production procedures of ship and offshore structures.

Discussions are centred on the present and planned research activities, and very often, it is where the seed of future research activities is planted after having been identified, and plans for forthcoming activities are laid down. The lively exchanges of innovative ideas encourage fruitful collaboration at an international level, sometimes also at a national level, within the various disciplines of ISSC.

It is with pride that I participate in a group of experts with more than half a century’s history, a three-yearly gathering which is the culmination of many contributions being brought together in technical and specialist reports. Indeed, it is with honour that I host the first ISSC Congress to be held in Portugal.

In the working sessions that follow, the technical and specialist committee reports will be presented and discussed with the significant contribution from the invited Official Discussers, whom the organizers wish to thank for accepting this challenge.

In this regard, the ISSC 2015 organizers also wish to thank all Technical and Specialist Committee Chairs and members for their contribution, whether large or small, towards making the ISSC Congress a successful event. Thanks also go to the classification societies who have pledged their support to the 2015 event, namely, DNV GL, ClassNK, ABS, CCS, KR and LR.

We decided to have the Congress venue away from the centre of Lisbon hoping that you would be able to enjoy Cascais and its surrounding areas, and I am happy to have received a warm welcome from its Mayor.

To help make this a memorable Congress, we hope that the social schedule also is as enjoyable and unforgettable as it has been for us to organize it for you.

It is scheduled that all Tours will leave the Congress Hotel entrance between 13h30 and 14h00, and at the latest at 14h15, so that the planned programmes can be completed.

The Tour buses will be displaying the number of the Tour and the destination. Please ensure that you present yourself for the Tour for which you have signed up in order to avoid unnecessary confusion, however, tour guides will be on hand to assist you and accompany you on the Tour.

The customary group photograph will be taken at lunch time on this day, either at the start or end of the lunch break. Indications will be displayed on the Congress noticeboard.

The Congress Dinner will take place at the Casino Estoril situated in the centre of Estoril. It is about a 20-minute walk from the Hotel Miragem Cascais and within walking distance from most of the other hotels in Estoril and Cascais. However, there will be a shuttle bus service from the Hotel Cascais Miragem for those who so wish, making approximately 3 trips between 19h00 and 20h00. The bus will be appropriately identified.

It is planned that the dinner will end at approximately midnight. As some of you may want to stay on at the Casino, the rest of the evening is at your leisure. For those wanting to return to their hotels, the shuttle bus service will be available immediately after the end of the show.

3. How to Register

3.1 Registration Procedure

To complete your registration for ISSC 2015, please go to the Congress website at www.issc2015.org and download the ISSC 2015 Registration Form.

Once you have completed the registration form, please forward it by email to the Congress Secretariat at issc2015@centec.tecnico.ulisboa.pt .

Registration fees are as follows:

For delegates/participants

Early bird (before 30th April 2015) - EUR 850

Regular Fee (before 15th July 2015) - EUR 950

Late comers Fee (after 15th July 2015) - EUR 1000

For accompanying person(s)

Registration fee - EUR 350

All registrations become effective only upon receipt of the registration fee at the Congress Secretariat.

In advance of the Congress, payments can only be made by bank transfer by using the following banking information:

All costs related with bank transfers must be borne by participant. The ISSC 2015 reserves the right to charge participants at the Secretariat/Registration desk the costs related with their bank transfer in order to recover bank charges.

The delegates/participant registration fee includes:

Access to all Technical Sessions, Coffee-breaks, Lunches, 2-volume Proceedings with CD, Welcome Reception, Congress Dinner, and one Technical/Cultural Tour.

The accompanying persons’ registration fee includes:

Welcome Reception, Cascais Borough Council Reception, Congress Dinner, Sightseeing Tours on Monday, Wednesday and Thursday, and one Technical/Cultural Tour on Tuesday.

3.2 Cancellation Policy

Cancellation must be received by the Secretariat in writing.

In the case of a cancellation before 30th June 2015, 100% of the fee will be refunded, minus an administrative fee of EUR 100.

In the case of a cancellation before 31st July 2015, 75% of the fee will be refunded minus an administrative fee of EUR 100.

Registration fees are not refundable for cancellations after 31st July 2015.

Substitutes can be accepted provided the Secretariat is notified in writing and confirmed by the ISSC 2015 Congress Chairman or Secretary.

All refunds will be made after the Congress.

4. Presentation Discussion Proceedings

4.1 Structure of Sessions

It is planned that the Technical and Specialist Committee sessions will have the following structure:

Presentation of the Report 25 minutes Official Discusser 20 minutes Reply to Official Discusser 10 minutes Floor Discussion 30 minutes Reply to floor discussion 10 minutes

Session Chairmen are responsible for ensuring that the time scheduled is observed.

A portable computer will be available for presentations. The standard software, e.g. Microsoft Office, Abode Acrobat and Windows Media Player, will be available on the computer. Special requests may be considered providing the request is received in ample time.

Committee Chairmen and Official Discussers are asked to contact the Secretariat in advance of their session to upload and to test their presentations. Please note that videos often cause problems due to missing codes, etc.

4.2 Discussion Procedure

To streamline the discussion process of each Report, the following procedure should be observed:

Each discusser should speak for no more than 5 minutes.

The discussion must not be used for presentation of individual research, but should concentrate fully on the Report.

Online and written discussions will be presented orally, in the order organised by the Session Chairman, but only if there is time. However, these discussions will be included in the Proceedings.

Written discussions will be accepted 30 minutes before the starting time of each session at the Congress Secretariat.

Oral discussions from the floor will be permitted whatever discussion time remains after all previously prepared on-line and written discussions have been presented.

In order to include all discussions in Volume 3 of the Proceedings, the files or written and oral discussions should be given to the Secretariat during the Congress or sent to the Secretariat immediately after the Congress, but no later than 30th October 2015.

4.3 Proceedings

Two hardcover volumes containing all Committees’ Reports will be available to participants upon registration at the Congress. The third volume of the Proceedings which will be issued only in electronic version will be shipped to all participants after the Congress. Additional sets can be purchased at the Congress Secretariat for a price of EUR 150 for each printed copy and EUR 15 for each CD copy.

The Reports will be available on the internal ISSC website in advance of the Congress.

5. General Information

5.1 Congress Venue

The Congress will be held at the Hotel Cascais Miragem in Cascais, Portugal, just a 25-minute-drive from Lisbon and its international airport, is a beach Hotel located between Estoril and Cascais, and was a preferred location for royalty and aristocrats since the middle of last century, known for its beauty and excellent weather all year around. In an ambient of refinement, with breathtaking views of the Atlantic Ocean, the Hotel Cascais Miragem is ideal for mixing business and pleasure.

Amongst other facilities, the Hotel Cascais Miragem offers 18 conference and meeting rooms which was a preferential choice to host ISSC 2015. From Cascais you are well located to plan your visits to nearby Sintra, Cabo da Roca and Lisbon.

5.2 Getting to Cascais / Estoril

Estoril and Cascais are situated along the coast, between 25and 30 kilometers from Lisbon.

Cascais is a coastal town some 30 kms (19 miles) west of Lisbon. It is a cosmopolitan suburb of the Portuguese capital and one of the most affluent areas of the country. Formerly a fishing village, Cascais gained fame as a resort for Portugal's royal family in the late 19th century and early 20th century.

Estoril is a neighbouring coastal town some 25 kms (15 miles), and became a renowned location during and after World War II, when the region was frequented by spies and diplomatic secrecy, providing the area with a cosmopolitan and sophisticated atmosphere, transforming Estoril in an international tourist destination. During that time, several dignitaries and exiles came to Estoril: the heir to the throne of Hungary lived and died in exile here; the Infante Juan, Count of Barcelona, father of Juan Carlos I of Spain, and the former King Juan Carlos I himself resided in the

territory, as did Umberto II of Italy and Carol II of Romania. It was also in this location that Estoril during many years. Even the former Portuguese dictator, António de Oliveira Salazar, had a summer house in S. João do Estoril. Estoril is popularly recognized for the Casino Estoril.

Owing to its desirable climatic conditions and favourable environment, both towns are very popular vacation spots for both the Portuguese and visitors of other nationalities. The Estoril Coast, in the Greater Lisbon sub-region, extends from Carcavelos, 15 kilometers (9,3 miles), as far as the beach of Guincho, 35 kilometers (22 miles) from Lisbon. There is a small aerodrome in the Municipality of Cascais, however, it is mainly used by small and light aircraft.

Lisbon International Airport, about 25 kilometers from Estoril and Cascais, is by far the most convenient way of arriving by air in Portugal. From the airport, you can travel by taxi, or by metro and train, to Estoril and Cascais. Taxi fares will vary between 35 and 45 Euros, and is the fastest and most direct way of arriving from Lisbon taking approximately 30 and 45 minutes. Lisbon airport is now connected to the metro system. You will need to catch the metro to Cais do Sodré, and from there the train service which runs from Cais do Sodré to Cascais, stopping at a number of stations including Estoril.

5.3 VISA

Portugal is a member of the European Union, and participates in the Schengen Agreement. As such, some ISSC participants may need to apply for a VISA to entre Portugal.

5.4 Hotels

Cascais and Estoril are traditionally popular tourist destinations therefore there is no shortage of hotels and restaurants.

Amongst many hotels of varying categories in the Estoril and Cascais area, a number of hotels including the Hotel Cascais Miragem, the Congress venue, can be booked through Abreu Travel Agency, the appointed travel agency for hotel accommodation.

Abreu Travel Agency is the oldest and largest travel organization in Portugal, founding in 1840. Abreu has offices at over 120 locations throughout mainland Portugal, as well as on the islands of Madeira and Azores. 5.5 Local Transport

Getting around Cascais and Estoril is fairly easy to do on foot. The Hotel Cascais Miragem is a short stroll to the centre of Cascais and also to the centre of Estoril.

From the Cascais train station is 5 minutes again from the Congress venue and there you will be able to catch a train into Lisbon, which runs along the seafront/river front and take approximately 30 minutes.

Bus services are available to visit Sintra and other surrounding areas.

Bicycles are also an enjoyable way of exploring the surrounding areas, if you are a fan of bicycles.

5.6 Weather

Average temperatures in Cascais in September are typically around 23ºC, reaching a high of 28/30ºC and a low of 18/20ºC. On average there are 9 hours of sunshine, and around 33mm of rainfall which corresponds to about 6 days of rain. The chance of rain is around 24%, the chance of a cloudy day 5% and the chance of a windy day 21%.

5.7 Currency

The currency of Portugal is the “Euro” (€). The opening hours for Banks vary. Opening hours range from 08h30 to 10h00 and closing times range from 16h00 to

17h00. Most shops and stores, hotels and restaurants accept credit cards such as VISA or MasterCard, however, American Express is not so widely accepted.

5.8 Shopping / VAT Refund

Street shops are normally opened Monday to Friday between 09h00 and 19h00, on Saturday between 09h00 and 13h00, and closed on Sunday. However, shopping centres/malls are open longer hours, normally from 10h00 to 23h00.

Value Added Tax (VAT) is 23% in Portugal. Non-European citizens are eligible to obtain the refund for VAT if they purchase goods above a minimum amount. Prices displayed in shops always include all taxes.

5.9 Tipping

Tipping is customary in Portugal and always welcome. The amount is discretionary but 5 to 10% is acceptable.

6. Cultural Tours During the afternoon of Tuesday, 8th September, participants are invited to take a break from Technical Sessions and enjoy a relaxing afternoon on one of the tours which have been organised for you to discover a little of Portugal and perhaps get a taste of the local atmosphere and cuisine, encouraging you to return at your leisure.

Tours will depart from the Hotel Cascais Miragem at 14h00 promptly, returning to the point of departure at around 20h00, depending on the tour and road traffic.

Monday, 7th September, 2015

Tour: The Silver Coast and the Shrine of Fátima

Departure to Óbidos one of the most charming Portuguese villages, completely enclosed within the ramparts of a Medieval Castle. A walking visit with entrance by the 18th Century arch covered in glazed tiles (azulejos), bright white small houses along cobblestone narrow streets, flower pots on window-sills, Gothic and Renaissance churches, amongst which the beautiful Church of Santa Maria stands out and reminds us of the importance of Óbidos’ past.

The tour continues to Nazaré, the most famous fishing town in Portugal. Among the bright coloured rowing-boats moored on the beach bathed by the Atlantic Ocean, one may watch the fisher folk bring in the nets.

A superb view is enjoyed from the "Sítio", a belvedere on top of the hill, while in the streets you may observe women still wearing the traditional 7 skirts costumes.

Lunch is included and will be served at a local restaurant.

The tour will proceed to Fátima, the well-known Roman Catholic Marian Shrine, with a visit to the Basilica and the Chapel of Apparitions that marks the spot where the 3 shepherd children had the visions in 1917.

Time at leisure for individual activities is allowed.

The tour will be accompanied by an English speaking guide and includes lunch at a local restaurant.

Tuesday, 8th September, 2015

You will have the morning at leisure with numerous possibilities of visiting the centre of Cascais, taking a walk around Estoril and visiting the Casino Estoril gardens, or you will be able to stop at a seafront café to have some refreshments. Or, even spending some time on one of the many beaches you can choose from.

All accompanying persons are invited to join the Cultural Visits which are organised on Tuesday afternoon for all Congress participants.

Wednesday, 9th September, 2015

Tour: Historical Lisbon (Morning) and Sintra and Estoril Coastline (Afternoon)

Historical Lisbon

Visit this remarkable city, with nearly 2.500 years of history, and its downtown and historical districts.

Highlights of this tour include the 12th century St. George’s fortress, located on top of one of Lisbon’s seven hills, and overlooking the whole downtown area, the river Tagus and the former Moorish quarter of Alfama, where buildings that survived the large scale earthquake of 1755 still exist.

Visit the historical area of Belém, home of the shipyards where the Portuguese Caravelas (sailing boats) were built in the 15th century, and from where expeditions departed to find the maritime routes to Africa, Asia and Brazil, in the glorious sea adventures of Portugal’s past.

In Belém, you will visit the Jerónimos Monastery, a master piece built in the Manueline style, and stop by the famous landmarks of Belém Tower and the Monument to the Discoveries.

The tour will be accompanied by an English speaking guide, and will include lunch.

Entrance fees to monuments are optional and at your discretion.

Sintra and Estoril Coastline

Sintra, located northwest of Lisbon, is a delightful small town, full of historical sites whose roots go back to the Arab occupation in the 12th century.

Later on, Sintra was a summer retreat for the Portuguese Royal families and nobles, and due to its romantic setting, it was immortalized by the British poet Lord Byron, as the “Little Eden”.

Our tour will visit its historical centre and the National Palace, built over a former Moorish palace. From this area, one can admire the many manor houses and see the medieval castle built on top of the mountain.

Then the tour will continue around this beautiful mountain, reaching a totally different environment – the wild and beautiful coast line of Guincho, with its superb beach areas, cliffs and where, close by, is located Cape Roca, the westernmost point of continental Europe.

The tour will return to the hotel, via Cascais, a cosmopolitan former fishing village.

The tour will be accompanied by an English speaking guide and includes entrance fees to the “Pena” Palace in Sintra.

Thursday, 10th September, 2015

Tour: The Southern Plains - Évora

Classified as the "Museum Town of World Heritage" by UNESCO in 1986, Évora was first known by the Celts as Ebora, by the first Roman settlers as Ebora Cerealis, and in 27 BC as Liberitas Julia.

In the suburbs of Évora, there are cromlechs, menirs and dolmens as well as remains from the Neolithic 3.500 BC. In Medieval times, the town was the location of the

courts of Portuguese Kings of the 1st dynasty since 1165 and of the 2nd dynasty up to 1559.

The Roman-Gothic Cathedral dating from 1186, the Church of St. Francis built in 1480 with the macabre Chapel of Bones, and the ruins of the Roman Temple of Diana are some of the places of great interest to be visited. Small streets with Manueline (Gothic-Naturalist) geminated-windows and porticos as well as the "Moucharabieh" verandas of Mudejar influence, lead to the Praça do Giraldo, the meeting point of Évora's inhabitants.

The tour will be accompanied by an English speaking guide and includes lunch at a regional restaurant.

8. Statutes of the ISSC Congress Aims The International Ship and Offshore Structures Congress (ISSC) is a forum for the exchange of information by experts undertaking and applying marine structural research. The aim of ISSC is to further understanding of the various disciplines underpinning marine structural design, production and operation through internationally collaborative endeavours.

Specific objectives are:

To make recommendations for improvements in the design, production and operations procedures;

To review research in progress and to facilitate the evaluation and dissemination of results from recent investigations; and

To identify areas requiring future research.

Structures of interest to the ISSC include ships, offshore structures and other marine structures used for transportation, exploration, and exploitation of resources in and under the oceans.

Meetings The ISSC shall be held every three years. The host country shall be fully responsible for the organisation of the Congress. A host country shall be selected by the Standing Committee (SC) on the basis of submissions made by interest countries at Interim Meetings of the SC. The order of host countries shall aim to reflect the worldwide geographical distribution of the ship, offshore structures, and other marine structure industries and the interest and level of participation in the ISSC.

The duration of the working programme, consisting of the submission of Committee Reports and subsequent discussion, should not exceed five days.

Simplicity should be aimed at keeping the cost of the meetings at a minimum.

Congress Organisation Participation

Participation in the Congress is conditional upon invitation by the Standing Committee (SC) of ISSC through the Chairman.

Invitations should be restricted to Committee Members, Observers, Correspondents and others qualified by reason of professional responsibility or published work to contribute usefully to the discussions at the Congress.

The total number of delegates should preferably not exceed 250.

Chairman

The Chair of the Congress will be held by the Chairman of the SC.

Decisions

Decisions at the Congress or by Committees should preferably be unanimous. No decisions on technical questions are to be made by voting.

Official Language

The official language of the Congress is English

Standing Committee (SC) Membership

A Committee of not more than fifteen members, all from different countries, will be maintained through consensus of the SC. Experience in and commitment to ISSC, hosting of ISSC Congresses, extensive marine structures experience and encouragement of worldwide participation in ISSC are considerations in establishing SC membership.

The membership of the Standing Committee shall properly reflect the worldwide geographic distribution of the ship, offshore structure and other marine structure industries and the interest and level of participation of each country in ISSC.

The SC holds executive power until the next Congress.

An individual shall not be a member of the SC for more than three consecutive periods.

Where a member of the SC resigns office between two Congresses, the Chairman shall appoint a replacement after consultation with members of the SC, with the resigning member and with the representatives of the member’s country.

Duties

The duties of the SC shall be:

1. To ensure the continuation, productivity and relevance of ISSC, including maintenance of the statutes;

2. To facilitate the planning of the Congresses by the host country;

3. To formulate mandates of the Technical and Specialist Committees subject to the approval of the Congress;

4. To decide on the delegates to be invited to the Congress;

5. To select members of the various Technical and Specialist Committees;

6. To nominate SC members to act as liaisons with the various Technical and Specialist Committees;

7. To liaise with designated Correspondents, raising the interests of the subject in the latter’s countries; and

8. To make all other decisions necessary for the successful organisation of ISSC.

Chairman

The Chairman of the SC is the representative of the host country for the next Congress. The Chairman is responsible for making the necessary detailed plans for the Congress with the assistance of the Secretary of the SC.

The immediate past Chairman is ex-officio a member of the SC whose task is to provide assistance to the Chairman in dealing with matters pertinent to the successful conduct of ISSC activities. An immediate past Chairman shall automatically be a country’s representative on the SC and may, in doing so, serve a fourth term on the SC.

Secretary

The Secretary of the SC shall be appointed by the SC on the basis of the Chairman’s recommendation.

Meetings

The main meetings of the SC shall be held during the Congress. At such meetings, the SC shall:

1. Review final preparation of the Congress;

2. Receive reports from Correspondents;

3. Select new Committee Members and Committee Chairmen;

4. Hold joint meetings with the outgoing and incoming Committee Chairman; and

5. Hand over responsibility to the new SC.

The SC shall also normally hold two Interim Meetings between Congresses in order to :

1. Review progress of the Technical and Specialist Committees;

2. Check on progress of the organisation of the Congress; and

3. Select the host country for the subsequent Congress.

Technical and Specialist Committees Membership

At each Congress, an appropriate number of Technical and Specialist Committees shall be formed to fulfil the objectives of ISSC.

The number of members of a Technical Committee should not normally exceed twelve and of a Specialist Committee should not exceed ten. No delegate shall be a member of more than one Committee.

Members shall be selected at a Congress either from amongst the Congress participants or from acceptable nominees. Members shall serve for the term of the Congress and are normally eligible for a second term. Continued membership of any one Committee beyond a second term requires outstanding performance.

Members who have not been effective during their term should not be proposed for re-election. A Committee Chairman may propose to the SC the replacement of ineffective members during their term in the event that a replacement member is needed to provide important input.

When a member resigns before completing their term, the Chairman of the SC may, with the approval of the SC, appoint a new member after consultation with the Committee Chairman concerned.

Duties

The duties of each Committee shall be:

1. To carry out the mandate formulated by the SC;

2. To prepare a report which represents the coordinated views of the Committee on the state-of-the-art, the progress since the previous Congress and recommendations for further research; and

3. To arrange meetings and discussions forums to facilitate preparation of the report.

Chairman

The Chairman of each newly formed Committee shall be selected by the SC from a list of about three candidates nominated by the Committee. The Chairman is ultimately responsible for the successful delivery of the Committee’s duties.

Shortly before the end of his/her term, the Chairman shall submit a brief report to the Secretary of the SC concerning the major accomplishments of the Committee, possible adjustments to the mandate, evaluations of the performance of the Committee members, and other matters of concern to ISSC.

Committee Chairmen shall be discharged at the end of each term. Re-selection is possible for one consecutive term only.

The SC shall take all necessary action to ensure the proper working of a Committee and has the authority to change the Chairman to ensure such proper working.

When a Committee Chairman resigns office during his/her term, the Chairman of the SC will, in consultation with and agreement of the SC, appoint a new Chairman for a Committee.

Correspondents In order to simplify contacts with countries participating in the ISSC but not represented in the SC, the Chairman of the SC can ask a representative from each of these countries to act as a Correspondent.

The Correspondent shall:

1. Handle all matters of a general nature concerning ISSC with regard to their countries, including nominations for membership of various Committees and Observers;

2. Send material of a technical nature to appropriate Committee Chairmen, with a copy to the Secretary;

3. Endeavour to attend at least one meeting of the joint SC and Correspondents between two Congresses; and

4. Liaise with the appropriate, designated SC member to ensure that the interests of the subject within their country are brought to the attention of the SC.

Observers Observers are individuals invited to the Congress by the SC Chairman who are qualified by reason of professional responsibility or published work and able to contribute usefully to the discussions at the Congress.

Provided they are duly registered at the Congress, observers may participate in all technical and social activities of a Congress as well as in Committee Meetings at the invitation of the corresponding Committee Chairman.

Official Discussers The SC will appoint an Official Discusser for each Technical and Specialist Committee, as appropriate. The Official Discusser shall critically assess the Committee’s report as to its success in complying with its mandate, and that all significantly relevant progress in the subjects concerned have been addressed in the Committee Report. The Official Discusser should submit this assessment in writing before the Congress and should present it orally at the Congress. The presentation shall avoid personal and commercial promotion.

Official Discussers shall be appointed by the SC, chosen from amongst the nominations made by each of the Committees. Administration and Finance Committee Reports Committee reports shall be published by the host country and distributed to all delegates at the Congress.

After the Congress, the Official Discussers’ assessments and Congress discussions on the Committees’ Reports shall be published by the host country and distributed to all delegates.

Every effort will be made by the host country to disseminate the publications to a target audience of practising engineers, researchers, academics and students with the aims to disseminate knowledge on marine structures.

All reports shall be produced in accordance with the format prescribed by the host country and should be consistent with international publishing standards. For the Committee reports, the names of the Chairman and other contributors to the report shall be listed on the title page.

Costs The host country is responsible for all of the costs involved in the mounting of a Congress covering both the technical and social programmes. For the technical programmes, this shall include the provision of assembly rooms, the recording of discussions and the technical equipment necessary for presentations at the Congress. The host country shall be permitted to fix a registration fee payable by those attending the Congress to cover one set each of the Congress publications and all other costs required to host the Congress.

Additional copies of the Congress publications may be sold by the host country, at a charge subject to the discretion of the host country.
