greater prosperity of the dairying, poultry and allied industries of Northern Iowa. He is a past president of the Iowa Creamery and Butter Man­ufacturers Association, a past president of the Association of Ice Cream Manufacturers of Iowa, is a past director of the American Association of Creamery Butter Manufacturers, and past direc­tor of the National Association of Ice Cream Manufacturers. He has also given much time to civic affairs and for two terms was president of the Mason City Chamber of Commerce and has been a director of the Chamber since 1913. He is a past presi(lent of the local Rotary Club; has been a director of the Mason City Y. M. C. A. since 1923, and was a member of the city council from 1909 to 1914. From 1919 to 1926 he served as a member of the civil service com­mission. From 1926 to the present time (1931) he has been a member of the city board of equal­ization. At the time of the World war he was special examiner for the Liberty Loan committee and was enrolled as a member of the Home Guards. Mr. Wilcox is a Mason, a Knight Tem­plar and Shriner, member of the Independent Order of Odd Fellows, is a Republican in politics and is a member of the official board of the First Methodist Episcopal Church.

He married, October 12, 1900, Miss Claire Gibson, of Sheldon, Iowa. Her parents, William and Elizabeth (McDougal) Gibson, were born in Canada, and her father died in 1914 and her mother in 1923. Mrs. Wilcox is one of three children, the other two being Marion and Lucile. Mr. Wilcox has a half brother, Mr. R. J. Hub­bard, living in Chicago, and a half sister, Mrs. J. F . Lernen, living in Valley Junction, Iowa, where his mother also resides.

JoHN W. JACOBS has the personal character and the technical ability that have enabled him to gain place as one of the leading members of the bar of Calhoun County, where he has been established in the active practice of his profes­sion at Lake City for the past thirty-four years and where he is now senior member of the repre­sentative law firm that is the only one at Lake City, that of Jacobs & McCaulley, his coadjutor being Han. Marion R. McCaulley, of whom spe­cific mention is made in the following sketch.

Mr. Jacobs was born on the parental home farm in Calhoun County, Iowa, August 7, 1871, and the date of his nativity shows that his parents had gained a goodly degree of pioneer precedence in this part of the Hawkeye State. He is a son of Henry F. and Margaret (Law­rence) Jacobs, the former of whom was born in Maryland and the latter in Ohio. Henry F. Jacobs was long numbered among the substantial farmers and sterling citizens of Calhoun County, and here he and his wife continued to maintain their home until their death.

As boy and youth John W. Jacobs had his due quota of experience in connection with the work of the home farm, and he supplemented the dis­cipline of the district school by attending the

public schools of Lake City. In 1895 he wa graduated in Drake University, in the City 0~ Des Moines, and received therefrom the degre of Bachelor of Science, and it may be noted inci: dentally that a fellow student was E. R . Harlan who boarded at the same place as did Mr. Jacobs' and who is the one who has functioned as editor' in-chief of this history of Iowa. After leavin~ Drake University Mr. Jacobs was a student one year in the law department of the University of Iow.a, and aft~r being admitted to the bar of his natlve state, m 1896, he became associated in law practice with Han. M. E . Hutchinson at Lake City. This professional alliance conti~ued until Judge Hutchinson was elected to the bench of the District Court, in 1910, and thereafter Mr. Jacobs continued in individual control of his important law business until 1915, when he adm!tted to partnership an able ;young lawyer, Manon R. McCaulley, who has smce continued the junior member of the law firm of Jacobs & McCaulley.

Mr. Jacobs has been active and influential in the councils of the Republican party in this sec­tion of his native state, was for three terms rep­resentative of Calhoun County in the State Legis­lature, and he gave four terms of characteris­tically loyal and progressive administration in the office of mayor of Lake City. In 1928 he was a member of the delegation to the Republican National Convention at Kansas City. He is affiliated with the Masonic fraternity and is a member of the Calhoun County Bar Association and the Iowa State Bar Association . His wife whose maiden name was Bertha E. Coe, wa~ likewise born and reared in Iowa, and they have two children, Catherine and Jean. ·

MARION ROBERT McCAULLEY. November, 1930, marked the election of this able and popular attorney for his fourth consecutive term of ser­vice as representative of Calhoun County in the Iowa Legislature, and gave renewed evidence of his secure place in popular esteem in his native county. Mr. McCaulley is one of the prominent younger members of the bar of Calhoun County and is engaged in the successful practice of his profession at Lake City, the ~ounty seat, where he is junior member of the representative law firm of Jacobs & McCaulley. In the preceding sketch of this publication is given specific· men­tion of his professional associate, John W . Jacobs, the two constituting the only law firm at Lake City. 1~t-

WILBUR LEE PECK. For nearly a quarter of a century Wilbur Lee Peck occupied the position of superintendent of schools of Allamakee County, and during this long period watched the growth and development of education in the county with the eye of a proprietor. Practically all of the innovations that have made the schools of this county some of the best in the state were in­augurated by him, for while by nature he is a student, he also possesses the qualities that go to make up the man of progressive and enlight­ened views, and these characteristics, have been applied to his work in such a manner as to bring about the greatest measure of good.

Wilbur Lee Peck, LL. B., was born at Ossian, Iowa, August 25, 1872, and is a son of James and Lucinda (Borst) Peck. His father was born at Oswego, New York, where he received a lib­eral education, and was still a young man when he came to Iowa in 1862, purchasing a farm near Ossian and farmed a number of years and moved then to Franksville, where he spent the re­mainder of his life and died in 1902, his widow, who was born at Cherry Valley, New York, sur­viving him until 1916. James Peck, in addition to being a successful farmer, was considered the best read and posted man on politics and current events in the county and was a strong Democrat. He and his wife were the parents of five sons and two daughters, the daughters now being deceased.

The next to the youngest of his parents' chil­dren, Wilbur Lee Peck obtained his early educa­tion in the rural schools, following which he attended high school at Frankville, Iowa, and Lenox College and the Iowa State Teachers Col­lege at Cedar Falls. He then took a course with the American Extension University, from which he received the degree of Bachelor of Laws, and this was followed by courses with the Interna­tional Correspondence School and the Research University of Washington, D. C. Professor Peck has been a teacher since 1890. His early experi­ence was in the rural schools, where he taught f{)r two years in Winneshiek County, becoming then the principal of the Frankville schools, a position which he retained for five years. In 1898 he became principal of the Waukon Busi­ness College, remaining in that capacity until 1907, when he began doing institute work at Decorah and was engaged therein for four years. In 1907 he was made county superintendent of schools of Allamakee County and this office he occupied without interruption until September 1, 1930. He had charge of 117 rural, four high, two consolidated and two parochial schools and the Waukon Junior College, with 3,000 students and 192 teachers. Allamakee County has been very progressive in the matter of school buildings, and all of the buildings (the majority new and modern) were erected during Professor Peck's incumbency. He devised a very fine system of records for his office, making it possible at a glance to determine the names of teachers and pupils, locations, attendance and much other data. Professor Peck is a life member of the National

Memorial to the Honorable Marion McCaulley of Calhoun County

MR. SPEAKER: Your committee, appointed to prepare a suitable reso­lution commemorating the life, eharacter and public service of the Hon­orable Marion R. McCaulley beg10 leave to submit the following memorial:

Marion R. McCaulley was born June 4, 1892, at Lake City, Iowa, the oldest son of Francis and Margaret McCaulley, and passed away July 21, 1946, at Methodist Hospital in Des Moines.

On October 20, 1915, he was married to Miss Blanche Hinton of Lake City. They were the parents of one son, Marion R. McCaulley, Jr.

Mr. McCaulley received his early education in the Lake City schools, later attending business college at Waterloo, Iowa, and the University of Iowa. He then ent.ered the Law College of the University of Ken­tucky from which he received his L.L.B. in 1915. In the same year he was admitted to the bar in Kentucky and Iowa after which he became associated with John W. Jacobs in the practice of la:w at Lake City, which association lasted until 1940, when the law partnership of Mc­Caulley and Swanson was formed.

Shortly after the United States entered World War I, Mr. McCaulley volunteered for service and was commissioned a Captain. He was a charter member of ·the Lake City American Legion Post. He was also a staunch Republican, serving as Calhoun County Attorney for several terms, and as City Attorney. He was first elected to the Iowa House of Representatives in 1924 and served in the Forty-first, Forty-second, Forty-second Extra, Forty-third and Forty-fourth General Assemblies.

He proved himself to be a resourceful wqrker in connection with. the deliberations of the House of Representatives and those of various im­portant committees to which he was assigned. He was indefatigable in protecting and advancing the interests of his constituents. •

Mr. MeCaulley was a member of the Baptist Church and was ~ffiliated with the Masonic Lodge, The Elks, Ancient Arabic Order, Nobles of the Mystic Shrine; Alpha Delta Sigma, journalism, and Delta Chi,- social fraternities.

Memorial to the Honorable William A. Mooty of Grundy County

MR. SPEAKER: Your committee, . appointed to prepare a suitable reso­lution commemorating the life, character and public service of the late Honorable William A. Mooty, begs leave to submit the following ,emorial:

Mr. Williain A. Mooty, age eighty-three, long a prominent citizen of Grundy county, Iowa, passed away on January 12, 1947.

Mr. Mooty was a native of Ireland. He was born May 28, 1863, at Ballymahon, Longford County, Ireland, the son of William and Sarah Mooty.

Hi 1878 at the age of fifteen, he came to America. He remain~?d in New York for a year and in ~79 h~C> came west to Grundy county which became his permanent home.

He attended the public school at Grundy Center, Tilford Academy at Vinton and Western College at Toledo. His home was on a farm in Washington township. After he finished school, he went back to the farm and spent the remainder of his life there. He understood farming well, he enjoyed it, and his farming activities were followed with suc­cess and prosperity.

On April 12, 1905, William Mooty and May E. Kaufman were mar­ried. They made their home together on their Washington township farm. Their two children were born and grew up there and both sur­vive the parents. They are William L. Mooty of Grundy Center and Mrs. Helen M. Hennessy of Hillsdale, Michigan.

l\IIr. Mooty represented his county for three te1·ms in the Iowa state legislature, serving in the Thirty-seventh, Thirty-eighth, and Forty-fifth General Assemblies. He was a member of the Republican party.
