In the 21st century, the nations of theworld, especially the developing nations, aremaking large investments in education toturn out highly-qualified human resources,realizing that they will be able to bring abouttheir development and keep pace with othernations only through effective utilization ofboth natural and human resources.

Since 1988, the government has beenmaking reforms in the higher education sectorand has built an arts and science universityor a degree college, a technological universityand a university of computer studies in eachof the 24 special development regions.

The government is spending a greatdeal of money on education in order that theyouths of the Union will be able to pursuehigher education in their own regions.Moreover, measures are being taken to enablethe youths to specialize in many differentbranches of study and to raise theirqualifications.

New generation youths should have agood knowledge of both Myanmar and worldhistory and national politics because, asintellectuals and intelligentsia, they will haveto play a major role in education, organizationand leadership.

The education sector is an importantfoundation for bringing about nationaldevelopment and making people's beliefs andconvictions matured. The intellectuals andintelligentsia produced by the highereducation sector will have to take the lead invarious fields for the Union to be able to keepabreast of other nations.

Realizing that national educationduties they are carrying out for the futurenation are noble and great, teachers shouldtrain the new generation youths well so thatthey will be able to shoulder the responsibilitiesof the future nation most competently.

British soldier shot inAfghanistan dies in hospitalWASHINGTON, 14 May—A soldier shot in Afghani-

stan died in the UK after being flown back for treat-ment, the Ministry of Defence said on Wednesday.

The officer with the 1st Battalion the Welsh Guardsdied in Birmingham’s Selly Oak hospital on Tuesdaywith his family by his bedside.

He was shot in Haji Halem, Helmand Province, onSaturday. Medics treated him on the ground and at afield hospital before he was flown back to the UK forspecialist treatment.

The death means 158 British troops have been killedin Afghanistan since operations began in 2001.

Last Thursday four soldiers were killed in separateincidents during one of the bloodiest days for UKforces in the country.

More than 8,000 British troops are based in Afghani-stan, most of them in the southern province ofHelmand.—Internet

Afghan suicide attack kills one policemanKANDAHAR, 14 May—A suicide attacker blew up a car bomb at an Afghan po-

lice station about 500 metres (yards) from the Pakistan border Thursday, killingone policeman and wounding four, a commander said.

It was the third deadly suicide attack in as many days in Afghanistan, whereTaleban militants warned last month they would step up attacks on Afghan offi-cials and the local and international security forces.

The driver of the car had been trying to enter a border police compound at thetown of Spin Boldak, the border police commander for southwestern Afghanistan,Sayfullah Hakim, told AFP.

“Police became suspicious of the vehicle and would not let it in. They tookcover. The attacker detonated and wounded five border policemen,” he said. Oneof the wounded later died. The attack was similar to scores carried out by Talebanmilitants but there was no immediate claim of responsibility.—Internet

New threat for Iraqimilitary: Drop in oil

pricesBAGHDAD, 14 May—Lower oil prices are threaten-

ing Iraq’s efforts to build a military capable of defend-ing the country, raising the possibility that the Iraqiswill need substantial US help for years after the Ameri-cans leave by 2012.

The budget crunch not only affects ground forcesthat bear the brunt of the fight against Sunni and Shiiteextremists — it also slows development of an air forcecapable of defending the skies and a navy able to pro-tect vital oil exporting facilities in the Persian Gulffrom terror attacks.

All that is forcing US and Iraqi planners to maketough choices during the countdown to the withdrawalof all American troops by the end of 2011. With theObama administration shifting resources to Afghani-stan, the US is not in a position to finance the Iraqibudget shortfall.

“Realistically, as we look out to 2011, this year’sbudget will not keep them on track they need to beon,” said Army Lt Gen Frank Helmick, the Ameri-can officer in charge of training the Iraqi securityforce.

“These ministers in defence and interior are havingto make very, very difficult decisions, having toprioritize their requirements.”

Message of the Secretary-General of theUnited Nations on the International

Day of Families15 May 2009

This year’s International Day of Families, beingcommemorated under the theme, “Mothers andFamilies: Challenges in a Changing World,” focuseson the important role of mothers for families andcommunities around the world.

Mothers play a critical role in the family, which isa powerful force for social cohesion and integration.The mother-child relationship is vital for the healthydevelopment of children. And mothers are not onlycaregivers; they are also breadwinners for their fami-lies. Yet women continue to face major – and evenlife-threatening – challenges in motherhood.

Childbirth, which should be a cause for celebra-tion, is a grave health risk for too many women indeveloping countries. Improving maternal health isthe Millennium Development Goal on which theleast progress has been made. A woman in a least-developed country is 300 times more likely to die inchildbirth or from pregnancy-related complicationsthan a woman in a developed country. We must makepregnancy and childbirth safer by enabling healthsystems to provide family planning, skilledattendance at birth and emergency obstetric care.

Violence against women, many of whom aremothers, remains one of the most pervasive humanrights violations of our time. It has far-reaching con-sequences –endangering the lives of women andgirls, harming their families and communities, anddamaging the very fabric of societies. Ending andpreventing violence against women should be a keypriority for all countries.

We must also ensure universal access to educa-tion. The benefits of educating women and girls ac-crue not only to individual families but to wholecountries, unlocking the potential of women to con-tribute to broader development efforts. Statistics alsoshow that educated mothers are much more likely tokeep their children in school, meaning that the ben-efits of education transcend generations.

As we strive to support mothers in their caregivingwork, we should develop and expand family-friendlypolicies and services, such as child care centres, thatwould reduce some of the workload placed onwomen. Women and men alike need stronger publicsupport to share equally in work and family respon-sibilities. Families built on the recognition of equal-ity between women and men will contribute to morestable and productive societies.

We face multiple challenges in our changingworld, but one factor remains constant: the timelessimportance of mothers and their invaluable contri-bution to raising the next generation. By rewardingtheir efforts and enhancing their living conditions,we can secure a better future for all.—UNIC

LAGOS, 14 May—Nigerian majormilitant group warned oil companies inthe Niger Delta to pull their staff out,according to agencies’ reports onWednesday.

“Oil companies operating in the regionare advised to evacuate their staff withinthe next 24 hours to avoid them being partof the statistics of an emerging civil war,”the Movement for the Emancipation ofthe Niger Delta (MEND) said in a state-ment. The Nigerian military clashed withMEND in southern Delta State Wednes-day morning.

Viking ship found on Swedish lake bottomDivers stumbled on the wreck of a Viking ship this week on the bottom of the

MANILA, 14 May—A free-trade agreement cover-ing both East and South Asia could generate around260 billion US dollars in additional income and tradebenefits could be shared more evenly between the fastgrowing economies and the disadvantaged ones in theregion, a book released on Wednesday by the AsianDevelopment Bank (ADB) finds.

The ADB said East and South Asia have been atthe forefront of the global drive to establish free-tradeagreements in recent years, with around 20 eithersigned, under negotiation, or proposed by the two re-gions as of January last year.

I also noticed that at theopening ceremony, Shan nationals were much pleasedwith the facility.

Thanks to many more hydropower plants, gridsand power stations, the people can visualize what theelectric power sector will be like in next three or fouryears. I noticed Yenwe Hydropower Plant withgenerating capacity of 25 megawatts that can generate120 million kilowatt hours a year was opened on 10February 2007; Pathi Hydropower Plant withgenerating capacity of two megawatts, on 2 January2008; and Khabaung Hydropower Plant withgenerating capacity of 30 megawatts that can generate120 million kilowatt hours a year, on 2 February 2008.At the opening ceremony of Khabaung HydropowerPlant, officials in their speeches disclosed that thegovernment was trying its utmost to complete sixlarge hydropower projects between 2007 and 2010:Kengtawng Hydropower Project (54 megawatts),Shweli Project (1) Hydropower Project (600megawatts), Yeywa Hydropower Project (790megawatts), Kunchaung Hydropower Project (60megawatts), Pyuchaung Hydropower Project (40megawatts) and Shwegyin Hydropower Project (75megawatts).

I feel very heartened to watch on TV news andnews in the newspapers that the Head of State andmembers of the State Peace and Development Counciloccasionally make inspection tours of hydropowerprojects. Officials concerned from the relatedministries and the projects are working hard. It impliesthat the government is putting huge efforts intohydropower projects to supply greater power to thepeople. I have also learnt that Shweli (1) HydropowerPlant with generating capacity of 600 megawatts isgoing to be commissioned. The purpose of this articleis to present what the electric power sector will be likein future for public knowledge.

Generating capacity of the nationOn 16 May 2006, the Ministry of Electric Power

was reconstituted into the Ministry of Electric Power(1) and the Ministry of Electric Power (2). The Ministryof Electric Power (1) is responsible for conductingfeasibility study to find out water resources,constructing hydropower plants and power stations,and generating electricity. The Ministry of ElectricPower (2) takes responsibilities for building an electricpower network system, supporting electricity to thegrids, and distributing electricity to the people.Generation of electric power will be on sharp increasein several years due to the harmonious cooperation ofthe two ministries.

The following 15 hydropower plants are under theMinistry of Electric Power (1).

Shweli (1) Hydropower Plant is due to be equippedwith six 100-megawatt generators. So far, five of themhave started generating electricity, and the last one willbe installed in the plant soon.

The generating capacity the hydropower plantsunder the Ministry of Electric Power (1) totaled 1441megawatts. Up to 1988, the ministry had only twohydropower plants: Baluchaung (2) Hydropower Plant(168 megawatts) and Kinda Hydropower Plant (56

megawatts), totalling 224 megawatts.The Ministry of Electric Power (2) operates the

following 15 gas-fired and steam hydropower plants.

Shweli (1) Hydropower Plant will be able togenerate100 more megawatts if the last generator isinstalled. By 2010, Yeywa (790 megawatts), Kunchaung(60 megawatts), Pyuchaung (40 megawatts) andShwegyin (75 megawatts) will have been completed. Ifso, the generation of hydropower will increase by 1065megawatts. By then, the nation's generating capacitywill increase to 3229.62 megawatts.

So far, the generating capacity of the hydropowerplants under the Ministry of Electric Power (2) hasreached 723.62 megawatts, and all the hydropowerplants are gas-fired and steam ones. Up to 1988, thenation had only seven gas-fired and steam power stationswith generating capacity of 268.2 megawatts in total.

The generating capacity of the two ministriesstands at 2164.62 megawatts. The hydroelectricitygenerated by the 30 hydropower plants is distributedto the consumers through grids. The two ministriesgenerated 6088 million kilowatt hours and distributed5543 million kilowatt hours in 2006-2007; generated6299 million kilowatt hours and distributed 6068million kilowatt hours in 2007-2008; and generated6537 million kilowatts hours and distributed 6334million kilowatt hours in 2008-2009.

The greater economic growth the nation achieves,the higher the demand of electric power will be yearby year. As mentioned above, Shweli (1) HydropowerPlant will be able to generate100 more megawatts ifthe last generator is installed. By 2010, Yeywa (790megawatts), Kunchaung (60 megawatts), Pyuchaung(40 megawatts) and Shwegyin (75 megawatts) willhave been completed. If so, the generation ofhydropower will increase by 1065 megawatts. Bythen, the nation's generating capacity will increase to3229.62 megawatts. As a result of the government'seffective encouragement, and the hard work ofresponsible persons, the hydropower projects areexpected to be completed on schedule. In order tocomplete hydropower projects, diversion tunnels andintake tunnels are constructed. If there is no unforeseengeographical barrier and difficulty, the projects willbe over in time.

The projects imply that the government is pursuinga master plan to satisfy the people's growing demandof electric power.

Russia to charge NASA $51Mper space flight

MOSCOW, 14 May—Russia will charge USastronauts 51 million US dollars per return trip to theInternational Space Station (ISS) from 2010 and willresume selling seats to space tourists, Russian newsagencies reported on Wednesday.

NASA needs to use the Russian Soyuz capsulebecause its own Space Shuttle will be retired next yearafter nearly three decades in service and a replacementis not due until 2014 at the earliest.

Massachusetts stops drivers carrying mobiles

UN says 5,900 languagesrisk extinction

LAGOS, 14 May — The United Nations (UN) saidon Tuesday that 5,900 languages worldwide may be-come extinct before the end of the 21st century if meas-ures to protect them are not introduced, the NewsAgency of Nigeria reported Tuesday.

The United Nations, in a statement issued by theUN Information Centre (UNIC) in Lagos, urged coun-tries to introduce measures to secure their languages,noting that only 600 of the world’s 6,500 languageswould survive.

“There are at present 6,500 languages in the worldand by the end of the century, only 600 of them willsurvive through technological documentation,” thestatement said.

The United Nations said that languages remain criti-cal to the achievement of the Millennium DevelopmentGoals (MDGs) on education, urging that children shouldbe taught their dialects at an early age.

“Governments should introduce policies that wouldpromote speaking of mother tongue,” the UnitedNations statement said.

Meanwhile, the Nigerian federal government hasinitiated efforts to achieve technological documenta-tion of languages in the country.

NAY PYI TAW, 14 May—The Myanmar Police Force managed to arrest in a week the four men who robbeda jewellery shop in Myoma Market in Yamethin, shot a motorcyclist to death, and shot a sales assistant andother one.

Three men on a bicycle arrived at Ngwe Yadana Aung jewellery shop at No (28/29), Building No (10)of Myoma Market in Yamethin at about 4.10 pm on 6 May. Then, they broke the counter with a long-barrelgun and took about five viss of gold necklaces and one viss of gold bracelets worth about K 240 million anddrove away. Sales assistant Daw Cho Pyone, who stopped the men from taking jewellery, sustained gunshotinjuries in her left knee, and U Myo Thant of a nearby drug store, in his right shoulder. The three robbers shotto death Maung Maung Swe, 24, motorcyclist, son of U Myint Swe, of Hsegyi Village, near Hsegyi Village,about one mile east of Yamethin. And they took the motorcycle and drove to Theingon Village and left it atthe village.

Copies of the police sketches of the robbers were distributed to the state/division Police Forces to catch theculprits at large, and the measure led to the arrest of the two brothers: Ko Lay (a) Myo Win Zaw and Khin MaungHtwe (a) Gyapu at about 1 pm on 7 May who stayed hiding near Yinmabin Village; Nyi Nyi Naing and KhaingZaw Win, who helped steal small arms, at Myohaung railways staff quarter in Chanmyathazi Township at about11.30 am on 13 May; and first-degree culprit Nyi Nyi Naing at his house in Mawhit Village in Kutkai Townshipat about 11.59 pm on 13 May. The five small arms Nyi Nyi Naing and Khaing Zaw Win had stolen from aregiment in Yesagyo from 6 to 14 May, and two viss, three ticals and three annas of the six viss of gold necklaceand bracelets were recovered. Investigation is under way to file a lawsuit against them.—MNA

While visiting Taunggyi, we had an opportu-nity to observe the development of Ayethaya Indus-trial Zone.

In the time of the Tatmadaw Government, theprivate industries with potential for development scat-tered in many townships. With a view to emerging thereliable industries for the State, the Government sys-tematically gathered the same industries in groups andset up the industrial zones.

So far, a total of 18 industrial zones have beenestablished in major cities in States and Divisions. Atpresent, the industries are successfully assemblingquality import-substitute products such as power-till-ers, paddy thresher, paddy harvester, machines andspare parts, transport vehicles, and producting per-sonal goods, foodstuff and raw materials on a largescale. The wood and finished wood factories, foundryplants and general industries are also functioning well.
