The Pasco County Commission unani-mously approved a new liquor store inLand O’ Lakes, despite objections by a com-petitor.

Party Liquors & Fine Wines plans toopen a store in the shopping center at thenortheast corner of State Road 54 and LandO’ Lakes Boulevard.

The 11,250-square-foot store will sellpackage beer, wine and liquor at the loca-tion, 2410 Land O’ Lakes Blvd.

It would be the company’s third store, according to Nick Tanoukhi, the store’sowner.

Tanoukhi said he expects to hire 10 full-time and 15 part-time employees.

Joseph Nahas, of TJ Liquor, located onU.S. 41, objected to the proposed liquorstore.

Nahas noted there are nine liquor storeswithin a 5-mile radius and said there’s notenough of a market to support the addition-al store.

Nahas said the new store might not addanything to the community, but could harm

his business. An area resident also questioned the lo-

cation of the new liquor store, noting it waswithin 1,000 feet of a school and a church.

But county planners, who recommend-ed approval of the request, said the distancerequirement previously had been waivedfor another business in the shopping cen-ter. So, that provision does not apply in thiscase.

Tanoukhi said Land O’ Lakes residentswill benefit from the store because it willoffer better prices.

Pasco County attorney JeffreySteinsnyder told commissioners that thecounty’s criteria for granting conditionaluse permits does not address the issue ofcompetition.

“Generally, the way the code works is,it’s a free market system,” Steinsnyder said.

Commissioner Kathryn Starkey said shehas a bias against big corporations wipingout mom and pop operations. But in thiscase, she said, the new liquor store is not alarge corporation.

Starkey said the best way that competi-tors can retain their business is to offerexcellent customer service.

PUBLISHER’S COLUMN

By Diane KortusPublisher

You may have no-ticed we’ve had afew more advertisingcirculars in TheLaker/Lutz Newssince the beginningof the year. And, thatwe’re now sellingsticky notes on ourfront page.

We’ve received afew emails and calls from readers askingabout these inserts and notes, and Ithought other readers might have similarquestions.

So, let’s begin with advertising circu-lars. New to our papers is the weeklySmartSource coupon book, which has be-tween 28 and 40 pages of manufacturercoupons for mostly grocery, drugstore andhousehold products. SmartSource is in-cluded in all of our home delivery routes, which totals 32,000 homes in Lutz, LandO’ Lakes, Wesley Chapel and Zephyrhills.Coupon clippers love SmartSource for thesavings it offers, plus it is a perfect com-plement to the Publix circular that hasbeen in our papers since 2010.

In January, Walmart started running itscircular in our Wesley Chapel edition. Fornow, Walmart is being delivered to the3,300 homes we reach in the 33545 zipcode, but we anticipate other zips will beadded in coming months.

SmartSource and Walmart join severallong-time circular advertisers in TheLaker/Lutz News. In addition to Publixgrocery and liquor, most weeks we havecirculars from Michaels Arts and Crafts,Ulta Beauty, JCPenney and Ace Hardware.Plus, we’re anticipating that Lowe’s will becoming on board in March once it’s newLutz store opens on State Road 54.

As much as we wish otherwise, thepaper delivered to your particular homemay not include circulars from every oneof these stores. And that’s because nationalmerchandisers are experts at analyzing zipcodes and use The Laker/Lutz News incombination with daily newspapers toreach the households they are targeting inthis market.

I share this with you because readershave complained when a friend or familymember gets circulars in their paper, butthey don’t get them in their edition. Thesereaders typically think we are intentionallyomitting their neighborhood.

If it were up to us, we’d insert the samecirculars in all 43,750 papers that we print

and deliver every week. That would begood for our readers — most whom donot subscribe to a daily paper — and obvi-ously good for our sales. But the numberof circulars we insert is determined by themerchant — we can only deliver as manycirculars as we receive.

We believe that, in time, our reader loy-alty will persuade these national accountsto add all — or at least more — of our cir-culation to their buy in The Laker/LutzNews. If you want to help us make thathappen sooner, let the local manager ofthese stores know that you would like toreceive their circular in your weekly com-munity paper.

Now let’s talk about the front-pagesticky notes. This is something new for usthat local businesses have inquired aboutfor many years. New technology has final-ly made these notes affordable for smallbusinesses. Plus, the minimum order hasdropped to 25,000, which is about whatone needs to put a sticky note on everyfront page in Lutz and Land O’ Lakes.

We had some complaints last weekwhen a sticky note covered up a front-page photo of the Rev. Ron Aubin, accompanying a story about Our Lady ofthe Rosary Church’s low-gluten commun-ion hosts. We obviously did not intend forthis to happen, and we explained that toFather Ron.

We also want you to know too, that weare working with our printer on the place-ment of these notes so they do notinterfere with our photos. However, whenthey do, these notes are easy to peel offand we hope will not interfere with yourreading enjoyment.

We do understand that many peoplefind these front-page notes bothersome. However, they are easy to remove and we,and the businesses that wish to advertisein their local newspaper, recognize thatthese are a very effective advertising tool.

Industry research shows that stickynotes increase advertising response ratesby 45 percent. Obviously, this makes thisform of advertising a cost effective way tolet people know about a special offer orproduct.

In addition to helping local businessesmarket their products and services, stickynotes helps to pay our bills. TheLaker/Lutz News are free newspapers, which means advertising is our solesource of revenue. The ability to generateincome from sticky notes helps us to pro-duce a quality community newspaperevery week that is delivered free to yourhome.

The story behind sticky notesand advertising circulars

The Laker/Lutz News Staff Report

Stolen identity tax fraud typically occurswhen someone steals an individual’s identi-ty and then files a fraudulent tax return, according to experts at the HillsboroughCounty Consumer Protection Agency.

The Internal Revenue Service estimatedthat it sent out approximately 3 millionfraudulent refunds last year, costing taxpay-ers an estimated $5.2 billion, according to aconsumer protection agency news release.

Every state has cases of fraud, but Floridahas more cases than any other state.

The Federal Trade Commission offerssome important reminders to help protectconsumers:

• The IRS will never contact a taxpayerby sending an email, text or social mediamessage asking for personal information.

• If you get an email that claims to befrom the IRS, do not reply or click on anylinks. Instead, forward it to [email protected].

• If someone uses your Social SecurityNumber to file for a tax refund before youdo, you will receive a notice or letter fromthe IRS saying more than one return wasfiled for you and you will be shown the firstfiling and refund.

• If someone uses your Social SecurityNumber to get a job, the employer may re-port that person’s income to the IRS using

your Social Security Number.• Since you won’t include those earn-

ings, when you file your tax return, IRSrecords will show you failed to report allyour income and will send you a notice orletter saying you received wages but didn’treport them.

If you are dealing with a tax-related iden-tity theft, the FTC recommends you followthese steps:

• Immediately report the fraud to the IRSIdentity Protection Specialized Unit at (800)908-4490.

• Specialists will work with you to getyour tax return filed and get you any refundyou are due, and protect your IRS accountfrom identity thieves in the future.

• File a police report or complete an IRSID Theft Affidavit Form 14039 and send it tothe IRS with proof of your identity, such as acopy of your Social Security card, driver’s li-cense or passport.

• Record the dates you made calls orsent letters and keep copies of letters inyour files.

• Put a fraud alert on your credit reportsby contacting these credit reporting agen-cies: Equifax: (800) 525-6285; Experian:(888) 397-3742; and, Transunion: 1 (800)680-7289.

• File an identity theft complaint withthe FTC at FTC.gov.

These flowers won’t wilt or fade awayBy Mike MatthewSpecial to The Laker / Lutz News

Viktoriya Harris worked in the flowerdepartment at Publix for three yearsbefore opening her own florist shop,Flowers by Viktoriya, in Land O’Lakes. Her customers loved the arrangementsshe created and soon sought her out forspecial occasions and events.

Viktoriya graduated from AshworthCollege in December 2013 with a degreein floral design and started putting thepieces in place for her own shop. She wasa perfume store owner for five years beforejoining Publix. That experience helpedgreatly in planning for this new venture.

Flowers by Viktoriya opened for busi-ness in October 2014. “I haven’t had aday off since we opened,” says Viktoriya. Her husband, Michael, helps out duringthe day and takes care of deliveries. Thisgives her time to work on her creations.

“I decided to specialize in silk flowerarrangements,” says Viktoriya. “When Iwas at Publix, customers would ask me tocreate arrangements to send through themail. They weren’t happy with the choic-es offered by those 800 number deliveryservices. Silk arrangements enabled meto give them exactly what they wanted.”

Silk flowers and plants are perfect forbusinesses, offices, waiting rooms and anyenvironment where keeping a plantwatered isn’t foremost on your mind. Youalso won’t need to worry about themwhen you’re away from home.

Step into Viktoriya’s shop and you’llhave to look closely to tell the silk plantsfrom the living ones. Her creations areunique. Many of her arrangements areplaced in unusual containers that were

never intended to hold flowers. By thetime she’s finished, you’d think they weremade to go together.

She’s decorated a number of localrestaurants, medical offices and receptionareas. “People are looking for arrange-ments that fit their image and enhancetheir decor,” says Viktoriya. “I listen care-fully to what they’re asking for. I’m verymeticulous. I want to get the order rightfor the customer.”

“The right plants and flowers enhanceyour rooms,” says Viktoriya. “They softenthe mood and create a relaxing atmos-phere. This is particularly important formedical offices and waiting rooms wherepeople may be anxious or nervous whenthey arrive.”

Viktoriya recently attended a masterclass taught by Rene van Rems, a masterfloral designer from Amsterdam. Thisclass focused on creating beautifularrangements for weddings and bridal par-ties.

Spend a few minutes discussing yourfloral needs with Viktoriya and you can’thelp but catch her enthusiasm. She willgo out of her way to create a customarrangement with the design and flowersof your choice.

You’ll also find a variety of live pottedplants and flowers along with cut flowerssuch as long-stem roses. She has a largeselection of vases to choose from alongwith handmade containers. Filler materi-als include artistic stones and seashells forthat Florida look and feel.

Her designs are captivating andunique. Anything from small arrange-ments to sit on a table to large vases forthe floor are available and will be customdesigned to fit your taste and decor.

The Pasco CountyCommission is having a work-shop to explore whether acharter form of governmentwould be in the best interestof residents.

The meeting is scheduledto begin at 10 a.m., on Feb. 12at the West PascoGovernment Center, in theboardroom on the first floor. The government center is at8731 Citizens Drive in NewPort Richey.

Switching to a charter gov-ernment could lead tomassive changes in PascoCounty government.

State Rep. RichardCorcoran, R-Land O’ Lakes, isadvocating that Pasco votersbe allowed the option to voteon whether the countyshould shift to a governmentgoverned by a charter.

Pasco County TaxCollector Mike Fasano thinksshifting to a charter govern-ment would lead to highertaxes and more layers of bu-reaucracy.

Commissioners discussedthe idea at their Jan. 13 meet-ing, then decided to call aworkshop for a more detailedlook at the issue.

Under state law, either amajority of county commis-sioners or a petition signedby 15 percent of the county’sregistered voters can create a charter com-mission. In Pasco, that would require morethan 46,000 signatures.

Once a panel is formed, it has 18 monthsto complete a charter that Pasco voterswould adopt or reject.

At the Jan. 13 meeting, Pasco County at-torney Jeffrey Steinsnyder said there are 20

charter counties operatingacross the state’s 67 counties.

The charter dictates theshape that the governmentwill take, he said.

At the board’s Jan. 27meeting, Schrader remindedcommissioners of the upcom-ing workshop andencouraged them to find outabout how charter govern-ment works in otherjurisdictions.

“We need to make surewe ask as many questions aspossible,” Schrader said.

Commissioner MikeMoore said commissionersmay benefit from talking withelected officials in jurisdic-tions using a charter form ofgovernment.

Schrader added: “Don’t juststop with the elected offi-cials.”

Constituents served inthose jurisdictions may offer adifferent perspective on theissue, Schrader said.

Schrader said it’s also agood idea to talk with theconstituents in those places,to hear how charter govern-ment works from theirperspective.

The commission has invit-ed representatives from theFlorida Association ofCounties to provide informa-tion and answer questions atthe public workshop.

Ginger Delegal, the gener-al counsel for the association

of counties, will make a presentation on thecharter process. Kurt Sptizer, former execu-tive director of the association of countiesand now a private consultant, also will beon hand.

Pasco commissioners also have invitedthe county’s legislative delegation and thecounty’s constitutional officers.

Pasco officials to discusspotential charter government

Pasco CountyCommission Chairman TedSchrader said PascoCounty commissionersshould be prepared to askplenty of questions aboutthe charter form of govern-ment when the boardholds a workshop on theissue on Feb. 12.

Pasco CountyCommissioner Mike Mooreencouraged fellow boardmembers to talk withelected officials in jurisdic-tions with charter govern-ments to find out abouttheir experiences.

popularity for such a cause. Most adultsdon’t want to talk about it,” said Bryant, asophomore at Saint Leo, who herself wasbullied in second grade through ninthgrade.

The bullying stopped, she said, when “Istood up for myself. I encourage other peo-ple to do the same.”

Dade City resident Lucy Payne broughther 8-year-old son, Dallas Payne, and five fos-ter children to Aaron’s presentation. She ispast president of the Pasco County Foster

and Adoptive Parent Association.Children get bullied for all kinds of rea-

sons, Payne said. The clothes that they wear, their speech, or just the way they look canmake them targets for meanness, she added.“I see what goes on: It’s getting them pastthat.”

David Tyler, the foundation’s executive di-rector, collected contact information frompeople interested in internships or part-timework with the foundation.

Tyler met Aaron two years ago in Tampa. He previously worked for actor DannyGlover.

Aaron and Tyler kicked off the anti-bully-

ing program more than two years ago witha 45-day national tour to 66 cities and 32states. They focused on high schools andmiddle schools.

Aaron was able to get students to openup about their problems by telling themabout his experiences.

During his middle school growth spurt,Aaron shot up to 6-feet-4-inches, weighedmore than 300 pounds and wore size 17shoes.

He also had moved from New York toAugusta, Georgia, and didn’t fit in with thepopular crowd.

His mother frequently visited his school

to complain to administrators and teachersthat school bullies beat and verbally abusedher son.

She enrolled him in self-defense classes, and she gave him advice.

“There’s nothing that kid can say thatcan hold anything,” she told him. “What youhave to do is show it doesn’t affect you be-cause it shouldn’t affect you.”

Aaron encourages people to be proactivein standing up to bullies.

“Be vocal in your school,” he said. “I don’tcare if you are called a tattle-tale. I just wantya’ll to protect yourselves and spread theword.”

ANTI-BULLYING, from page 1A

But Keppel’s influence went far beyondhelping athletes reach their potential, stu-dents, who were coached by Keppel, said invideotapes recorded by the school districtafter Keppel’s death.

He was more than a coach, they said.“He was a friend and a mentor,” said

Maddie Toth, who ran for him. “You could goto him for anything — from boy trouble togrades.”

After a moment of silence to honorKeppel, which can now be viewed on aYouTube video, Assistant Principal JeffMorganstein described a man who was “sortof a fixture in our building for over 20years.”

Keppel was involved and he made a dif-ference, Morganstein said. “These studentsreally are his legacy.”

Members of the Land O’ Lakes cross-country team honored the coach bycovering the school marquee with purpleconstruction paper — symbolizing the con-tinuing fight against pancreatic cancer.

They wrote messages on yellow ’Gators, representing the school’s mascot, and post-ed them on the marquee.

One simple message seemed to conveythe collective mood: “I’m going to miss you,”it says.

Hundreds turned out to pay their re-spects to the coach at his funeral Jan. 31 atOur Lady of the Rosary Catholic Church, inLand O’ Lakes.

The Rev. Ron Aubin presided over theMass, joined by other priests on the altar.

Aubin spoke of Keppel as a dedicated

servant of the church, and as a man he’sknown for 21 years.

At the conclusion of the funeral Mass, theRev. Lynn Nichols — a friend and neighborof the Keppel family — delivered a eulogy.

He began at the beginning, describingthe man who was born on June 6, 1961 inIndianapolis, Indiana as the youngest son ofthe Rev. John and Mildred Keppel.

He noted that Keppel was very close tohis mother, who was a high school medialspecialist — a career path that Keppelwould also follow.

He told those gathered that Keppel methis wife, Darlene, on a blind date on Feb. 29,

1984 —forever changing his life. They went on to have two daughters,

Meredith and Morgan.“Dar said he was a hands-on dad. He’d

get up with them (the girls) in the morningand feed them, get them dressed and takethem to school. They rode with him toschool their entire lives,” Nichols said.

“He believed talk is cheap,” Nicholsadded.

When the Keppels were married,Darlene was Catholic and he was not. Buthe told the priest they would raise their chil-dren as Catholics and they did, and he laterconverted to the faith.

“His coaching was how he changed theworld,” said Nichols, whose sons ran forKeppel.

“It was his ministry. He built a great teamand a legacy at Land O’ Lakes. He used thediscipline of cross-country — its trainingand perseverance and focus — to give direc-tion and aid to kids.

“He went beyond coaching. He providedtransportation, bought shoes, provided tu-toring, counseled kids through difficultfamily times, helped them get into college, gave dating advice and shared his faith withthem.

“He was also committed to his communi-ty,” Nichols added.

He was involved in Rotary and was theInteract sponsor at Land O’ Lakes High formore than a decade. He also took part inevents helping Metropolitan Ministries, theU.S. Marine Corps’ Toys for Tots and theAmerican Cancer Society Relay For Life.

He was an active member of theLifeTeen Band for Our Lady of the RosaryChurch for 15 years.

When Keppel asked Nichols to do his eu-logy, he wrote a few words that he askedNichols to share.

“When you find that cancer is a part ofyour life,” Keppel wrote, “you have the bene-fit of saying goodbye to friends and familymembers.

“You get to share special moments …”“Kris knew he wouldn’t be here for

many of Meredith and Morgan’s big days,”Nichols said. So, earlier in the year, herecorded two songs to be played at theirweddings.

“One was the song he sung to Darlene attheir wedding,” Nichols said.

purchases that had been put off during therecession, such as technology upgrades.

Trey Starkey, chief executive officer ofStarkey Ranch, offered this reaction toWren’s assessment.

“I think he’s spot on. It’s the way it feelsfor the real estate end and ag (agriculture)end too,” Starkey said.

Modest but steady growth is much betterthan the extremes that came with the realestate boom and the economic downturnthat followed, Starkey added.

“The slow modest growth model is a lotmore sustainable. It will be in place for along time,” Starkey said.

The number of houses that can be built

annually has fallen, but the volume is nolonger at the lowest end either, Starkey said.“You’re not going to hit it out of the park inone year,” he added. “But you don’t have theend of the world either.”

In the Tampa Bay area, including Pasco, there are signs that the modest growth de-scribed by Wren is taking hold, particularlyamong larger companies with $25 million tohundreds of millions of annual revenues, saidSkip Miller, senior vice president and commer-cial relationship manager for SunTrust Bank.

“They are reinvesting in themselves, ac-quiring businesses and buying equipment,”he said. “They’re really seeing a nice impact.”

Small businesses have not rebounded asmuch, but prospects are improving.

Strip malls that once had 70 percent ofstorefronts vacant now may have only 30

percent vacancy, Miller said.“There’s still a way to go, but the last two

quarters have shown a pickup on the smallbusiness side,” he said. “Confidence is com-ing back.”

Johnny Wild of Wild Real EstateInvestments in Lutz and George Esparza ofW & S Auto Center in Zephyrhills agreedthat small businesses are doing better. Butthey want to see fewer business regulationsand a banking community more open tolending money to small businesses.

Wild described himself as “conservativelypositive.”

Tom and Deni Nihra moved their compa-ny, J.T.D. Enterprises, from Michigan to theWesley Chapel Compark 75 nearly two yearsago. The company manufactures tubular as-semblies used in products such as golf ball

retrievers and flagpoles. Their products alsoare applicable with defense technologies.

Before relocating, the couple consideredsites in Pinellas, Hillsborough and Volusiacounties. They also met with Pasco Countyofficials and staff members of the PascoEconomic Development Council.

“By far, they were the group that was themost organized, the most welcoming,” hesaid. “They went out of their way to help usget information to make a decision.”

Tom Nihra, company vice president, liked Wren’s view that defense spending islikely to go up no matter who resides in theWhite House in 2016.

The news on consumer spending also isgood news.

“That gives me a reason for feeling moreoptimistic,” he said.

A real neighborhood bar – Cheers!By Mike MatthewSpecial to The Laker / Lutz News

Norma Ruckey walked into Jan’s Wine& Boos II and knew without a doubt thatshe wanted to purchase it. It was a combi-nation of package store and bar. Her sonTJ has been tending bar since he turned18 and her daughter Kristen was a liquorstore manager for eight years. It would bea perfect fit. “I liked the idea of a neigh-borhood bar, like Cheers,” says Norma.“What I found was a friendly familiaratmosphere where everyone seemed toknow each other. It was more of a winebar then. Now it’s a full-service bar.”

Together they purchased the bar in July2014. “It was quite a process goingthrough all the licensing issues,” saysNorma. “We needed a license for the bar,the package store, for food, and even amusic license.”

The first thing they did was renovateand redecorate. The wine was movedfrom the bar area to the package side ofthe store which opened up the lounge areato create a real neighborhood bar feeling.

Existing customers are happy with thechanges. “We’ve been receiving a lot ofgreat comments,” says Norma. “We reallywant to know what our customers arethinking. We want to create a placewhere they can come to relax and enjoythemselves.”

Jan’s is open until 10 p.m., Mondaythrough Thursday, and until midnight onFriday and Saturday. There is live musicfrom local bands on Friday night andkaraoke on Saturday. They have winesamplings a couple of times each monthand are working with vendors to establisha regular wine tasting schedule.

Cheese trays can be ordered at the bar.“We have your basic cheese/meat/crackerplatters or you can upgrade to the muchlarger gourmet tray,” says Norma. “Wedon’t want to get into food service.

Instead customers can order food fromlocal restaurants and either pick it up orhave it delivered right to the bar.”Customers can also order a bottle of winefrom the package side of the store to enjoywith their meal.

The package store offers a large selec-tion of top-of-the-line wines both domes-tic and European, as well as liquors andbeers. With the increased interest, theyare building up their selection of localcraft beers. “We have a much larger selec-tion of craft beers than the previous own-ers,” says TJ. “Supporting local brewers isanother way to build a neighborhood bar.We want this to be a real family establish-ment where everyone knows each other.”

Customers can place orders for theproducts they don’t currently stock.Special orders are not a problem.

In addition to live music and karaoke,Jan’s Wine & Boos II, located in the LutzLake Crossing Plaza on the corner of N.Dale Mabry Hwy and Lutz Lake FernRoad, offers three TV’s covering sportingevents and monthly theme parties. They’ve already had a couple of birthdayparties and are looking to handle more ofthese types of events for the over-21crowd. They can comfortably seat up to40 guests.

You can visit their websiteJansWineandBoos.com or like them onfacebook to see the latest events and spe-cials.

No one wants to spend more money thanhe has to on purchases like household sup-plies and groceries. But without planningahead, you may be letting your good moneygo to waste.

Smart shopping habits, which can be easyto adopt, can go a long way toward reducingyour bills.

Plan Weekly/Monthly MealsInstead of impulsively buying produce

and other perishable items while groceryshopping, try to make a plan for all yourmeals that week or month. By only buyingwhat you need, you can save money at thegrocery store and limit the opportunity forfood to go to waste.

Private BrandsAnother simple way to save money is to

make the switch to private or store brands. Many items can be purchased at a fraction ofthe name brand price, and there is often littleor no difference in product quality. For in-stance, Dollar General offers many privatebrand items at affordable prices with a satis-faction guarantee, which can help you to cutback on expenses without sacrificing quality.

Digital CouponsYou can score truly great deals by clip-

ping coupons, but doing so can be a timeconsuming process. New digital alternativescan make the process less painstaking. Thereare digital coupon programs that let userscreate a profile where they can pin thecoupons most relevant to them. You can haveinstant savings on your cellphone or comput-er for items you use the most, without evertouching a newspaper or pair of scissors.
