(Continued on A-3) It could have been so much worse! By Jerry Greenway and Nickie Cliburn An eastbound tractor- trailer rig lost control in a curve on Hwy. 52-west at Westside School Wednes- day evening, July 22, went into the westbound lane and struck a 2003 Toyota sedan driven by Ms. Joan Carter, 776 Old Highway 52, Lafayette and a Pontiac Vibe driven by Ronald Underwood, 1409 Overton St., Old Hickory, Ten- nessee. First Responders had to cut the top off of Ms. Carter’s Toyota to extricate the injured woman from her vehicle, which came to rest after spinning around and entering a tree line well off the south side of the highway. Ms. Carter, the mother of Lafayette Realtor William Carter, suffered a badly broken left arm in the colli- sion. After being removed from her vehicle by Rescue Squad personnel she was transported by ground to Sumner Regional Medical Center, and then on to Van- derbilt University Medical Center, where she under- went surgery this past Thursday. Her son William reported this Monday that his moth- er was released from the Nashville hospital on Fri- day and was resting com- fortably at home. "The surgeons told her she should completely recover the use of the arm, which was broken in sever- al places, following a long healing process. Carter echoed the thoughts and expressions heard at the accident scene by witnesses and emer- gency personnel when he said "...it could have been so much worse!" Neither the driver of the 2000 model International Eagle tractor trailer, Jonathan S. Huls Sr., 2729 Wayside Road, Manchester, TN, or the driver of the Pontiac Vibe, Ronald C. Underwood, were injured in the 5:59 p.m. accident. THP Trooper Terry Seay investigated the accident, with assistance from THP Sgt. Ashley Mercer. Tpr. Seay and Sgt. Mer- cer diverted Hwy. 52 traffic both east and westbound to Hwy. 141-south, sending motorists to Hartsville in order to continue on their destinations to either Lafayette or Gallatin/West- moreland/Scottsville. The busy highway was closed to through traffic from six p.m. until 1 a.m. the next morning, accord- ing to Trooper Seay. First Response, a haz- ardous materials emergency service, arrived on the scene that night to begin the clean-up of over 250 gallons of diesel fuel which had leaked from the jack- knifed and wrecked tractor trailer rig. A considerable amount of time elasped as the hazardous materials company drained the remaining fuel from the truck’s tanks to insure they were not ruptured or would spill any more fuel when the truck was removed by wrecker service workers from its resting place on the north side of the high- way. Trooper Seay cited truck driver Jonathan Huls Sr. with failure to exercise due care. The truck driver was hauling frozen food for Greatwide Dedicated Trucking out of Shel- byville, TN. Photos by Nickie Cliburn Rescue workers had to cut the top off of Joan Carter s Toyota sedan to remove the injured woman from her vehicle, which collided with an International Eagle tractor trailer driven by Jonathan S. Huls, Sr. of Manchester, Tennessee. County Fair begins Saturday with a ’crash and crunch’ derby By Jerry Greenway The ever-popular Demo- lition Derby will highlight the beginning night of the 2009 Macon County Fair, as dozens of drivers of old cars compete to see which can survive the most dam- age for the longest time while inflicting even more mayhem on their competi- tion. A new section of metal bleachers have been quick- ly erected, replacing those damaged by high winds several weeks ago. Popular fair-related activities will continue all of this coming week, with Youth Exhibits setting up Saturday morning. This all demon- strates the rich rural life we enjoy here, especially at County Fair Time! Governor’s Task Force operation finds several pot patches By Jerry Greenway The Governor’s Task Force for Marijuana Eradication was in Macon County on Monday and Tuesday of last week, resulting in the arrest of a Carter Branch Community couple and the confication of several hundred marijuana plants from numerous locations spotted by two large helicopters engaged in the search and destroy mission. Charged were Nicholas Alexander Theohary, 47, and his wife Ellen who rent property off the Carter Branch Road in south-central Macon County. A path leading from their residence to a marijuana patch was identified, and a visit by ground crews to the home found evidence of a controlled substance, paraphernalia, and in the case of Nicholas Theohary, an un-registered firearm. He faces three charges and was released on $10,000 bond, while Ms. Theohary faces two charges and a $5,000 bond. The joint operation between state and local law enforcement included two helicopters, officers of the THP and TBI, National Guard soldiers and nine Macon County Sheriff’s Department detectives and deputies. "We had two large crews working with each helicopter," related MCSD Det. Bill Cothron. When they spotted a patch of marijuana, they immediately went to the site and cut down the plants. The Task Force took samples to send to the lab for DNA analysis, and then destroyed the rest of the plants at another location using avaition fuel to burn the green plant material." The only arrests made during the two-day operation were of Mr. and Mrs. Theohary, although law enforcement will pursue charges against other growers if they can be identified and connected with the numerous marijuana patches the task force discovered, which appeared to be thriving due to this summer’s frequent rains and favorable growing condi- tions. Spotted fever have been reported, most ineastern Macon County, in the past severalweeks.

It seems to be a ’banner year’ for ticks andtick bites. Middle Tennessee doctors andscientists say they believe an increase in thetick population may be to blame for the rashof cases of Rocky Mountain Spotted fever.

Ticks are small spiderlike animals(arachnids) that bite to fasten themselvesonto the skin and feed on blood. Ticks livein the fur and feathers of many birds andanimals. Tick bites occur most often duringearly spring to late summer and in areaswhere there are many wild animals andbirds.

Most ticks do not carry diseases, andmost tick bites do not cause serious healthproblems. But it is important to remove atick as soon as you find it. Removing thetick’s body helps you avoid diseases the tickmay pass on during feeding. Removing thetick’s head helps prevent an infection in theskin where it bit you. See the Home Treat-

ment section of this topic for the best way toremove a tick.

Usually, removing the tick, washing thesite of the bite, and watching for signs of ill-ness are all that is needed. When you have atick bite, it is important to determinewhether you need a tetanus shot to preventtetanus (lockjaw).

Some people may have an allergic reac-tion to a tick bite. This reaction may bemild, with a few annoying symptoms. Inrare cases, a severe allergic reaction (ana-phylaxis) may occur.

Many of the diseases ticks carry causeflu-like symptoms, such as fever, headache, nausea, vomiting, and muscle aches. Symp-toms may begin from 1 day to 3 weeks afterthe tick bite. If you have these symptoms itwould be wise to consult a physician ornurse practitioner for advice and possibletreatment.

Sometimes a rash or sore appears alongwith the flu-like symptoms. Common tick-borne diseases include Lyme disease andRocky Mountain spotted fever.

County Attorney Guy Holli-man said it was the commis-sions decision as to whether tohonor Meeks request, and boththe mayor and commissionersagreed that vacation timeshould be allotted on a "actu-arial basis," with vacation timedue at only one or one-point-five days per month of time of

employment in the year of aresignation or retirement.

However, because thisdetail has been ambiguouslyinterpreted and applied in pastcircumstances, the commis-sioners agreed to add the sub-ject to the Salary Study Com-mittee’s task of re-writing thecounty’s employee policy, andto allow Meeks to claim a totalof 28 vacation days pay withhis now accepted resignationand retirement.

The position of JudicialCommissioner, and the vacant

seat of former CommissionerPhil Spears will be advertisedand filled at the August meet-ing of the commissioners, which is re-scheduled fromMonday, August 3 (due to thatbeing the week of the countyfair) until the second Mondayin August.

The Private Lives of Public OfficialsBy Lee H. Hamilton

As happens every so often, we have recently been through a spate of embarrassingreports about the lives of prominent public officials, including South Carolina Gover-nor Mark Sanford and former presidential candidate John Edwards.

What should we do when a politicians life goes off the rails? The answer, Imafraid, is that there is no answer. Each of us can only respond according to our owninner compass.

If the misbehavior threatens to bring discredit to the institution in which the politi-cian serves, of course, things are a bit different. Then, important questions need to beinvestigated and answered: Was public money involved? Did a politician abuse his orher position of power? Were any laws broken?

In the end, though, the final judgment is often left up to us, as voters. When anelected official misbehaves, all we can do is to make the best decision we can, rootedin what we know about the case and our own personal reaction.

Lee Hamilton is Director of the Center on Congress at Indiana University. He wasa member of the U.S. House of Representatives for 34 years.

No, because...Dear Editor:

It appears, from reading amost recent correction noticein a local county newspaper, aperson has probably requestedfor a county newspaperreporter to do a follow-upfrom a Red Boiling SpringsCity Council meeting andidentify how some of thecouncil voted on a couple ofissues. Apparently, it includedhow I voted on two issues.

I was all for hiring a parttime Red Boiling SpringsPolice officer to assist withone current officer being outon sick leave and another offi-cer needing to go on sickleave.

However, the vote was tovote on a full time officer andI felt the City did not needanother full time officer. Oneofficer that is on sick leave isscheduled to be back onAugust 21st, and the one justleaving for surgery said thathe would only be about 4 to 6weeks in recovery and thatofficer plans on being back.

I felt that the five full timeofficers we had were toomuch, much less another oneto bring it to six. I just felt itshould have been part timeand not full time. This is thereason I voted no on thisissue. The officer selected waseven willing to be a part timeofficer.

Full time Police officers inRed Boiling Springs, once theeligibility time of 60 dayspasses, receive on a pre-taxbasis, 100% of their medicalinsurance paid of $244.76 permonth, 100% of their dentalpaid of $24.85 per month, and100% of a $35,000.00 lifepolicy paid of $10.15 per

month. In addition, each receives

through a tax plan that is med-ical related $125.00 per monthto help pay medical relateditems such as prescriptions, and insurance medical deduc-tions.

To continue, they receive12 paid sick days per year, and based on the length ofemployment, paid vacationdays.

Also, it should be pointedout that the Police Departmentoperates from the GeneralFund and so does payroll insome portion to the two CityClerks. However, currently thetwo City Clerks have not beenpaid from the General Funddue to lack of cash flow. The2008 W-2 form for annual payof the Chief of Police showsTerry Tuck was paid$53,554.00.

I voted NO to hiringanother full time Police Offi-cer to prevent a larger govern-ment burden that is not need-ed on the taxpayers.

The other issue I voted noon was paying off the GasCompany.

The Council has very limit-ed knowledge as to the Cityactivities. Apparently, uppermanagement in the City hasmade the decision to not keepthe Council informed.

There was no data suppliedto us of any volume to makethe decision to pay off the GasCompany. The subject wasjust thrown out on the table tomake a fast decision.

Another one of the CityUtility Departments has hadfailure that might have hap-pened to the Gas Company, too.

The City over billed Nestle$301,903.70 in another utility

and could not refund the overbill. Instead, Nestle agreed toaccept payment from the Cityof $12,579.32 per month untilit is paid off. That pay off datewill be until early in the year,2010.

Nestle is the largest user ofthe Gas Company too!

Unless Im provided properinformation to make big deci-sions for the City, I will voteNO often.

I voted no to pay off theGas Company due to a lack ofinformation and it appears wemight have some portion ofour City Government operat-ing in secret. I sure hope not!If it is, it needs to stop now.

As always, I can be reachedat 615-633-7750 or [email protected].

Thanks for allowing me toexplain.John CookRed Boiling Springs CouncilMember and Vice-Mayor

The Value of Soccer

To the Editor:Soccer is a very popular

sport worldwide and hasgained in popularity annuallyin this area for the past 10plus years.

Several young players havecome through the local leaugeand gone on to play at the jr.high and high school levels.College scholarships havebeen awarded to several localyoung men and women as aresult of this program.

I along with many other"soccer Moms and Dads"think it’s time for the MaconCounty Soccer Leauge to havetheir own facility. A placewhere clean restrooms can beprovided. A place where thefields can be level. A placethat the entire community canuse and be proud of.

The area that is being usedby the leauge at the presenttime is in an ideal location. This property was not beingused for any other purpose.

It is my opinion that theleague should be given thisarea for the benefit of theyoung soccer players in thisarea.

I believe there is plenty ofroom for fairground expansiontoward the airport, withouthaving to expand toward whatis now being used for soccerfields.

If you believe as I do, Iencourage you to call yourcounty comissioner and voiceyour opinion. Write a letter, orcall a member of the fairboard.

I love attending the fair, and I love the game of soccerand seeing young people par-ticipating in one of the world’sgreatest sports.

I think it’s time for everyone to work together and pro-vide a facility for these youngathletes. They deserve betterthan what they have now.David Thomas

Property Owners Beware!!By Debbie Gross

If you are thinking of buying propertyin Macon County you may want to thinktwice. If you think that deed restrictionsare respected or honored by your countycommissioners, you are wrong.

Our county commissioners justchanged the zoning of one of our residen-tial sub-divisions to allow one lot ownerto be zoned commercial for the purposeof putting in a flower shop in the middleof a quiet residential neighborhood. Eventhrough a large turnout at the commissionmeeting opposed this zoning change, itwas passed by the majority of the countycommission.

Once this happens to one area, it canhappen to your neighborhood. This maybe a flower shop now but if the flowershop business fails, then whos to saywhat other type of commercial venturecould come in. This decision was clearlynot in the best interest of the majority ofthe residents in this sub-division.

Beware that deed restriction on proper-ty only means that you will have to payfor a lawyer to enforce these restrictionsif someone decides they want their lot tobecome commercial.

Our county commissioners failed to

pass zoning laws to protect the residencesfrom chicken houses being constructed inour county and now this. They are fail-ing to protect property values and therights of property owners. They havesent a clear message that businesses comefirst and you as a resident come last.

We need zoning laws in our countythat will protect the majority of the resi-dents in this county.

During the meeting, a citizen whofavored the re-zoning (and I might adddid not live in the immediate area of there-zoning) urged commissioners by stat-ing Macon County needs to be in the21st century, we need jobs.

Let me say first, this is an establishedbusiness wanting to re-locate therefore,no new jobs. Second, locating businessesin the middle of a sub-division is certain-ly not 21st century thinking. In fact, experts agree this sends the countysprogress backwards not forward.

One family had who had purchasedover 20% of the land in the sub-divisionwith the intentions of building homesthere one day asked the county commis-sioners if they wanted a commercial busi-ness backed up to their homes.

The family member urged the commis-sioners to raise their hands if they did.

No one raised their hands! This tells me its not okay for commis-

sioners to have a commercial business intheir back yard but 11 commissionersvoted its okay for you to have a commer-cial business in your back yard.

This is hypocrisy at its finest! Thiswas a defining moment for me.

The commissioners that voted YES tore-zone the property to commercial were:Vernon Biggs, Scott Gammons, DavidCrowder, Billy Bransford, Rosetta Driver,Grant Malo, Jeff Hughes, Larry Tucker,Junior Spears, Ronnie McDuffee, andHelen Hesson.

The commissioners that voted NO tore-zone the property to commercial were:Billy West, Jerry Ray, Tony Boles, MikeEast, Ralph Doss, Annette Looper, andBenton Bartley.

Property owners need to hold ourelected officials accountable for theirdecisions that impact our financial securi-ty along with our quite residential neigh-borhood.

In my opinion, one thing is very clear, its time to clean house in our county gov-ernment come election time in August2010. I am confident that you will cometo the same conclusion as I have.

This week, the U.S.House took an importantstep towards controllingfederal spending by pass-ing H.R. 2920, the Statuto-ry Pay-As-You-Go Act(PAYGO).

The bipartisan billpassed by a vote of 265-166. PAYGO requires thecost of any new federalprogram or initiative becompletely offset, not rais-ing the federal deficit.

Since 2002, we havebeen borrowing moneyfrom China, and othercountries, to pay for newgovernment programs. This bill draws a firm linein the sand — moving for-ward, if we are going tospend a dollar, we mustfind a U.S. dollar to payfor it, said CongressmanBart Gordon, who votedfor the bill.

This legislation rein-states the PAYGO rulesthat proved so successfulin the 90s, which canbring us back to sound fis-cal footing.

The first PAYGO rulewas included in the BudgetEnforcement Act, whichwas signed into law in1990.

From the early 1990s to1997, as shown in thegraph, PAYGO resulted ina gradual reduction in thefederal deficit.

More importantly, from1998 to 2001, the federal

government saw budgetsurpluses for the first timesince 1969.

Since the expiration ofPAYGO, the federal deficithas soared.

New Livestock Indemnityprogram announced

By Kenny CothronAgriculture Secretary Tom Vilsack announced that eligible ranchers and livestock pro-

This program will provide livestock producers with a vital safety net to help themovercome the damaging financial impact of natural disasters, said Vilsack.

The Livestock Indemnity Program (LIP) provides assistance to producers for livestockdeaths that result from disaster. Using funds from the Agricultural Disaster Relief TrustFund established under section 902 of the Trade Act of 1974, the program is adminis-tered by the USDA Farm Service Agency (FSA). LIP compensates livestock owners andcontract growers for livestock death losses in excess of normal mortality due to adverseweather, including losses due to hurricanes, floods, blizzards, disease, wildfires, extremeheat and extreme cold. Eligible losses must have occurred on or after January 1, 2008and before October 1, 2011.

For final dates to submit applications for payment, contact the local FSA office.Specific provisions for the other supplemental agricultural disaster assistance programs

Not only is this good spiritual advice, but it is alsogood from the mere perspective of human relations. Attimes, this can be incredibly difficult, especially if wehave been wronged gravely or repeatedly by someonewho seems intent on harming us. However, by forgivingthose who have harmed us, we bury the hatchet andthus end the conflict and any associated animosity. Oth-erwise, we are sure to keep the conflict running and thus

increase thepossibility ofbeing injured inthe future. Greatacts of forgive-ness are some ofthe most moral-ly beautifulactions, andoften lead toreconciliationswhich were notthought to behumanly possi-ble. Consider

that in places like Rwanda, where acts of genocide were carried out, victims who had their entire families mur-dered have somehow found it within themselves, andwith the help of God, to forgive their enemies. We tooshould reflect on whether we are carrying around any oldgrudges and thus have not forgiven all injuries. And then, with Gods help, truly forgive them.
