In his address, Director high- lighted the significant achievements of CRRI and the need to meet the challenges in future. He appealed to the staff members to join hands to work whole heartedly with dedication for the benefit of the farming community and make the institute nationally more relevant and globally competitive. The celebration was attended by staff with their family members and students of CRRI High School. Patriotic songs were presented by school students that enthralled the gathering. India was organized at the Institute from 26-28 February2014 with the active participation of nine hundred farmersand farmwomen from Bihar, Chhattisgarh, Jharkhand,Odisha and West Bengal. Besides, hundreds of visitorsfrom the neighbouring areas got exposed to CRRItechnologies. The fair and exhibition was inaugurated byDr. Mangala Rai, Agriculture Advisor to Chief Minister ofBihar, Government of Bihar.

Dr. T. Mohapatra, Director, CRRI and Chairman ofRAF, explained the objectives and importance of RAF atthe outset and outlined the activities during the three days’events.

Dr. Sanjeev Chadha, IFS, Director of Horticulture,Government of Odisha; Dr. S.S. Nanda, Dean of Extension,OUAT, Bhubaneswar and Dr. Y. R. Meena, AdditionalCommissioner, DAC, Govt. of India addressed thegathering. Prof. M. on the occasion, Prof. Kar emphasized on conservation ofnatural resources. Sixty exhibition stalls displayingvarious agricultural technologies, information andprogrammes were put up by ICAR institutes, StateGovernment Agencies, Central Government organizationsand private companies. Dr. B.N. Sadangi, Co-chairman,Dr. G.A.K. Kumar, Organizing Secretary, and Chairmanand Members of various committees extended their whole-hearted support for the success of the Regional AgricultureFair.

Review Meeting of Adaptive Trial ofBangladesh Hybrid Paddy (Var. SL 8H)

Conducted at CRRIA review meeting on the

adaptive trial of Bangladeshhybrid paddy (Var. SL 8H)in five states of India (viz.,Assam, Bihar, Odisha,Tripura and West Bengal)was organized at theinstitute on 10 March 2014under the Chairmanship ofDr. Atanu Purkayastha,IAS, Joint Secretary (Seeds &OS), Ministry of Agriculture,Department of Agriculture &Cooperation, Government ofIndia. Present status of theadaptive trials conducted inthe five states was discussed and action points weredefined after a thorough discussion. The distinguisheddignitaries who attended the meeting were Shri RajeshVerma, IAS, Principal Secretary, Agriculture, Governmentof Odisha; Shri R.S. Gopalan, IAS, Director of Agriculture& Food Production, Government of Odisha; Dr. U.S. Singh,South Asia Regional Coordinator, STRASA, IRRI LiaisonOffice, New Delhi; Dr. Anupam Barik, AdditionalCommissioner (Crops), DAC, Government of India, NewDelhi; Dr. P.K. Das, Dean of Research, OUAT,Bhubaneswar; Dr. G.N. Hazarika, Director of Research,AAU, Jorhat, Assam and the representatives from the statesof Bihar and West Bengal. At the outset, Dr. T. Mohapatraextended a hearty welcome and explained the objectivesof the meet. He stressed upon filing the patentapplications at the earliest on the inventions made so thatthe prior art remains with the inventor. All theHeads of Divisions, the Chief Finance & Accounts Officer,Senior Administrative Officer and Administrative Officer,as the Members of this Committee, attended the meeting.Senior Technical Officer (OL) was the Member Secretary.The Director reviewed the status of the progress of OfficialLanguage at the Institute. GEF project which isoperational from April 2010at Pratapur, Badgaon,Gothiali, Hindolopalli andMendhapalli villages ofPurusottampur andBadorampali, Komonda andBalia villages of Khallikotblock of Ganjam District.About 60 progressivefarmers from the projectcluster villages took part inthe training. Dr. B.B. Panda,CCPI of the project briefedthe activities andinterventions made so far inthe project area and threebeneficiary farmers sharedtheir experience. Dr. R.P.Misra, National Coordina-tor (NAIP Component-III),ICAR, New Delhi and ChiefGuest addressed the farmersand highlighted theimportance of asset buildingwhich has been strategicallyembedded in the NAIP GEFproject to ensure availabilityof water for irrigation ofcrops at critical stages. Hedistributed portable waterpump and sprinkler sets tothe beneficiary farmers of the project. In his presidentialaddress, Dr. T. Mohapatra remarked that farmers shoulduse appropriate, ecology specific rice varieties along withclimate resilient production techniques during the wetseason. He urged the farmers to utilize the untappedground water resources existing in these areas during thedry season through shallow tube wells/open wells. Dr.R. Raja, Co-PI proposed vote of thanks.

Two training programmes on “Improved package ofpractices for increasing rice productivity” sponsored byGramin Vikash Kendra, Nalanda, Bihar were organizedfrom 3-7 March 2014 and 10-14 March 2014 for 61progressive farmers from Bihar. Drs. Lipi Das and S.K.Mishra coordinated the programmes.

A training-cum-demonstration programme on “Paddystraw mushroom cultivation” was organized under theProject - “Gender in rice in village Sankilo” on 8 March2014 for about 50 women rice growers on the eve ofInternational Women’s Day.

phases from 6-11 January 2014, 27 January to 1 February2014 and on 31 March 2014. Three training programmeson “Technology Based Agribusiness Programmes” from15-21 January 10-13 February and 31 March to 4 April2014. Fifty six self sponsored entrepreneurs from differentdistricts of Odisha and Andhra Pradesh were participatedin the programmes which were coordinated by Dr. G.A.K.Kumar and Dr. Aloka Agnibesh.

A workshop under the project “Evaluation of theapplicability of a dominant nuclear male sterility systemin rice for hybrid seed production” was organized on 25March 2014 at CRRI. Participants from IIT, Kharagpurjoined the workshop under the leadership of Prof. SKGhosh. Scientists from both CRRI and IIT participated inthe program to discuss the progress of research work andfinalization of work plan for next year. Director, CRRI andHead, Crop Improvement Division reviewed the progressof research work carried out during the year. Dr. SKPradhan presented the progress and work plan of CRRIcentre, whereas, Prof. Ghosh presented on behalf of IIT,Kharagpur.

A workshop on “Usingwild ancestor plants tomake rice more resilient toincreasingly unpredictablewater availability” wasorganised from 10-12 March2014 under DBT-ICAR-BBSRC-DFID & BMGFfunded project at theinstitute. Research partnersfrom cooperating institutesviz., York University, UK,CRRI and Cornell Univer-sity, USA took part in thetechnical session. Prof. IanGraham and Prof. SueHartley from York, Prof.Susan McCouch fromCornell and Scientists ofCRRI namely, Dr. S.K. Dash, Dr. (Mrs) P. Swain, Dr. B.N.Sadangi and Dr. L. Behera participated in this workshopalong with the research scholars. Experimental results ofall the Centres were presented during the workshop andthe future plan was critically discussed. All theparticipants of the workshop visited the CRRI fields,rainout shelter and farmer’s field.

Two hundred thirteen rice demonstrations (directseeded Sahabhagi Dhan and CR Dhan 40) were conductedin eight villages of districts Chatra (3) and Ranchi (5)covering 99.07 ha area under NFSM-IRRI programmeduring Kharif, 2013. Sahabhagi Dhan yielded between23.0 (village Nawagarh of Ranchi dist.) to 67.0 (villageEktara of Chatra District) q/ha. CR Dhan 40 wasdemonstrated in village Ektara of Chatra District whichrecorded yield range of 25-39 q/ha.

Ektara of Chatra district for enhancing cropping intensityand livelihood security during rabi, 2013-14 (sown during20-30 November 2013 utilizing residual moisture). Thecrop is in maturity stage and shall be harvested in firstweek of April.

Front Line Demonstration (FLDs)

Data recording and analysis of twenty-five FLDs ondirect seeded rice (DSR; cv. Sahabhagi Dhan & CR Dhan40) and 5 on transplanted rice (cv. Abhishek) werecompleted in nineteen villages of districts Hazaribag (2),Chatra (3), Saraikela (6), Dumka (7) and Jamtara (1)covering 30 ha area which were initiated during kharif,2013. In drought affected villages of District Chatra,Sahabgagi Dhan yielded between 20.0 to 25.8 q/ha, ascompared to 18.5 to 21.3 q/ha of local checks (Kalamdani).Hazaribag District experienced normal rainfall andaverage yield of 41.8 q/ha (Sahabhagi Dhan) was recordedas compared to 32.7 q/ha of local check. Transplanting ofAbhisekh was very late in Dumka and Jamtara Districtsand grain yield of 34.8 to 38.1 q/ha as compared to 18.5 to21.5 q/ha of local check (Bad Swarna) was recorded. InDumka District, however, early sown DSR of CR Dhan 40recorded grain yield of 36.5 q/ha as compared to 17.5 q/ha of local check (Bauna Dhan).

Exposure visit

Two hundred sixty five farmers sponsored by StateAgriculture Department visited Hazaribag sub-stationduring the period. Besides, six ARS Scientist trainees fromNAARM, Hyderabad visited this station on 25 February2014 and interacted with the Scientists of this researchstation as part of 99th FOCARS. They were also taken tolaboratories and research farm.

New Collaborative Project for IPM in BoroRice

Area expansion under boro rice cultivation along withcreation of irrigation potential has taken place in Assamduring the last decade because boro is the most productiveseason for growing rice in Assam due to clear sky, morenumber of bright sunshine hours and cropping periodcomparatively free of recurrent floods. In order to containthe pest pressure in boro rice using IPM strategy, CRRI hasstarted a new project ‘Development and validation of IPMmodule for boro rice in the North Eastern region’ at itscentre ‘Regional Rainfed Lowland Rice Research Station,Gerua (Assam) in collabora-tion with National Centre forIntegrated Pest Manage-ment, New Delhi.

Notification and Release of CRRI VarietiesCR Dhan 300 (CR 2301-5) IET 19816: It is recommended for the states of

Odisha, Maharastra, Gujarat and Bihar for irrigated ecosystem. It hasmaturity duration of 140 days with long-slender grain and grain yieldcapacity of 5.0 t/ha with 65.7% HRR and 24.8% amylose content. It hasresistance to leaf-folder and dead heart, and is moderately resistant to leafblast, neck blast, sheath rot and white ear head.

CR Dhan 303: It is recommended for the states of Odisha, MadhyaPradesh and Uttar Pradesh for irrigated ecosystem. It has a semi-tall plant type of115 cm height and has moderate resistance to leaf blast, neck blast, sheathrot and RTV.

Heera - A high protein rice variety from CRRIThe Central Rice Research Institute (CRRI), Cuttack

developed an extra early, semi dwarf rice variety namedHeera (CR 544-1-2; IET 10973), which was released in 1988by the Orissa Subcommittee on Crop Standards, Notificationand Release of Varieties and by the Central Variety releaseCommittee in 1991 for rain fed uplands in the wet seasonand for irrigated fields in the dry season. It is an extra-earlyvariety. It matures in 68 to 70 days under direct seedingcondition in kharif with grain yield of 2.5-3.0 t/ha. It takesweek more, if transplanted or grown in Rabi season andyields 4.0 t/ha. Thus, the variety has very high per dayproductivity (56 kg/day), which is far higher compared toother rice varieties.

Considering the importance of rice for nutritional securityCRRI initiated a massive program to evaluate available ricevarieties and germplasm for grain protein and micronutrient content. It was revealed that the variety Heera is anexcellent source of vital nutrients such as protein, iron and zinc. It has long bold grains with brown hull and whitemilled kernel, which has 11.5% protein, 5 ppm of iron and 23 ppm of zinc. Its cooking quality is good and it hasintermediate amylose content. Hence, it is a promising variety for ensuring nutritional security in areas, where rice is astaple food. It has the potential for commercial cultivation as a nutrient dense specialty rice. Promotion of Heera in thestate of Odisha has been initiated this year by CRRI. Its multiplication has been taken up to enhance the seed availabilityfor the next year’s crop.

Up-scaling IPM technology for direct seeded rice in JharkhandMajor biotic stresses of direct seeded upland rice are weeds, brown spot and blast among diseases and gundhi bug

among insects. Keeping this in view, field demonstrations of IPM interventions, viz., seed dressing with Bavistin(carbendazim) @ 2 g/kg, direct seeding with zero-tillage seed-drill (seed rate - 65 kg/ha), spraying of butachlor as pre-emergence weedicide, and Nominee gold (bispyribac sodium) as post emergence weedicide, improved fertilizer applicationschedule (40:30:20; N:P:K), need based application of Tilt (propiconazole) @1 ml/L, Beam 75 (tricyclazole) @ 0.6 g/L andEndosulphan (edifenphos) @ 1.2 ml/L for managing brown spot, blast and gundhi bug, respectively, were taken up withshort duration (90-95 days) improved rice variety Anjali. The demonstrations were laid out in an area of 25 acres withIPM interventions and were compared with non IPM (farmers’ practice) control grown in 5 acres in villages Dhodi andBanha of district Chatra, Jharkhand during wet seasons of 2011 and 2012. Weed biomass in IPM plot was drasticallyreduced by 76% over control. Brown spot and gundhi bug infestations were recorded and respective need basedinterventions significantlyreduced infestations withconcomitant increase in grainyield to the tune of 46.5%. Theoverall benefit of IPMinterventions was successfullydemonstrated during 2011 and2012 in villages. Impactassessment conducted during2013 revealed that more than 50%farmers of the two villagesadopted the technology. Itsfurther dissemina-tion in thedistrict will be assessed during2014 wet season.

AMMI Stability Index for Stability AnalysisA new methodology for measuring a stability i.e. AMMI Stability Index (ASI) is proposed. According to Gauch and

Zobel (1996), most accurate model can be predicted using first two interaction principal component analysis axis.Hence, first two principal components have been used for the proposed methodology.

four environments during 2002 to 2005. The genotypes along with yield, ASI and its ranking are given in the Table 2. Thetable shows that though GEN2 is low yielding genotype it is most stable followed by GEN7 and GEN 18. GEN5 is havingvery good yield potential but is most unstable among the genotypes used.

Experiment on host range of sheath blight pathogen

Yellow nut sedge (Cyperus esculentus),Bermuda grass(Cynodon dactylon), common crab grass (Digitariasanguinalis),viper grass (Dimbra retroflexa), jungle rice(Echinochloa colonum), cockspur grass (Echinochloaglabrescens) and hoorah grass (Fimbristylis miliacea) are afew of the weed flora prevalent in low land riceecosystem.To ascertain their role in perpetuation of ricesheath blight pathogen Rhizoctonia solani Kuhn, theseweed species were artificially inoculated with sheathblight pathogen. The pathogen produced typical sheathblight lesions in all seven weed species. Incubation periodof the pathogen in different weed species varied from 4 to6 days. Highest lesion length (33.2 mm) was recorded inD. sanguinalis which was followed by E. colonum (31.3mm) and E. glabrescens (30.2 mm). Whereas the lowestlesion length (4.4 mm) was observed in C. esculentus (Table3).

The El Nino effect in 2014The occurrence of El Niño during 2014 that might cause

poor rainfall in India and some other rice producingcountries in South-east Asia has been predicted byinternational weather agencies, namely, AustralianBureau of Meteorology, Asia Pacific Climate Centre, JapanAgency for Marine-Earth Science and Technology andthe US Climate Prediction Center. Warm waters offWestern coast of South America caused due to heatingduring El Nino, are expected to increase the sea surfacetemperatures above normal by 0.5°C. This in turn mightlead to formation of low pressure in Pacific Ocean anddiversion of flow of moist winds from the Indian Oceantowards the western coast of South America therebyreducing the amount of rainfall in Indian sub-continent.Such a phenomenon that emerges in cycles of 2 to 7 years,weakens the Asian monsoon and causes drought in North-west and Central India, and heavy rainfall in the North-east India. The timing and the strength of El Nino wouldbe crucial for Indian monsoon. It may not have a hugeimpact if the phenomenon matures towards the end ofrainy season. Based on data available since 1991, there is30% chance of a weak monsoon if El Nino occurs. Duringthe past 130 years, around 60% of all droughts in Indiahave coincided with El Nino.

The Australian Bureau of Meteorology in its update bymid-March has said that the factors that lead to an ElNino are now increasingly visible. The tropical PacificOcean subsurface has already warmed substantially. It islikely that sea surface is going to be warmed up in comingmonths. The US agency NOAA’s Climate PredictionCentre has also confirmed temperature anomaliesassociated with El Nino that increased since the end ofJanuary. The agency has predicted that there is a 50 percent chance of El Nino during summer or autumn thisyear. Indian Metrological Department (IMD) officials,taking a more cautious approach, are also saying aboutgrowing chances of El Nino in mid-2014. However, theIMD will come out with its official forecast during Aprilbased on evaluation of all the factors affecting themonsoon.

El Nino was one of the factors responsible for two ofIndia’s most severe monsoon failure in 2002 and 2009. Itresulted in reduction in the output of summer sown cropssuch as rice and sugar cane that pushed up food prices. In2009, the country received 27 per cent lower rainfallleading to 8 per cent less food grain production. Givenmore than 50% chance of El Niño starting in July this yearwhich is the crucial time for planting of rice, it willnegatively impact the main crop in India and some otherAsian countries like China, Indonesia, the Philippines,Thailand and Vietnam. If El Niño comes early to India,sugarcane cultivation will also be affected severely ashappened in 2009 when Indian sugar production wasreduced by 5 million tonnes. It is apprehended that India’seconomy could grow by 5.2% in 2014-15, against the

current forecast of 6%. In addition, Consumer PriceInflation, with nearly 50% weight of agriculture-relatedarticles, will rise above the current forecast of 8% in 2014-15. However, the economic fallout may not be as bad asfeared, given that the country has substantial food grainin stock due to robust agricultural production in the pastfew years. The monsoon season that prolonged last yearand the rainfall in the winter season are expected toprovide residual moisture useful for the coming kharifsowing. Most of the reservoirs have adequate water stockto meet the increased demand for irrigation.

It is necessary to prepare a ‘Contingency Plan’ to dealwith the possible crisis. In shorter term, a set of measuresare to be taken which includes i) keeping ready sufficientquantity of short duration varieties of major crops and ii)issuing advisories specific to locations. The shorterduration varieties can be planted late if monsoon arriveslate. Besides shorter duration, drought tolerance trait isdesirable in these varieties. In case of rice, varieties likeVandana, Anjali, Shabhagidhan, CR Dhan 40, Annada,MTU 1010 and Khandagiri having early to early mediumduration are recommended. Among these, Vandana,Shabhagidhan and Khandagiri have drought toleranceand thus will tolerate rainfall deficiency during thecropping season. Dry direct seeding is recommended incase of insufficient rain that does not allow nursery raising,puddling and transplanting. In uplands, alternate cropslike green gram, black gram, horse gram, castor, sesame,groundnut, maize etc. can be raised in case of failure ofrice crop due to early drought or delayed arrival ofmonsoon. In areas where heavy rainfall is expected, bothcomplete submergence and water stagnation might occurparticularly in the North-eastern part of the country. Incase of flash flooding, submergence tolerant variety,namely, Swarna-sub 1 needs to be grown. This varietycan tolerate complete submergence up to 15 days.Varieties like Jalmani and Varshadhan are recommendedfor areas of waterlogging up to one metre height or evenmore. However, availability of sufficient quantity of seedsof these varieties is an issue that needs to be addressedwith systematic planning and execution. Agriculture ingeneral and rice cultivation in particular cannot besuccessful without irrigation water. Whether El Nino hitsbadly or not, the country has to have a long term plan tocreate irrigation infrastructure. Harvesting of water inrainy season, making use of excess river water that flowsinto ocean, joining of Indian rivers, elaborate efforts torecharge ground water etc. are some steps which need ourimmediate attention.
