Montgomery Planning Makes the Holidays Bright for Kids

For more than 20 years, MRO staff members have supported many programs with our holiday donations and gifts. Each year, Hearts & Homes for Youth is faced with the task of trying to meet the holiday dreams of more than 136 children and adoles-cents. Youth partici-pating in the Hearts & Homes Program often come from situations of abuse and neglect. This year, MRO staff pulled together and helped 40 chil-dren receive gifts, and raised $641 for the program. Plan-ning Board Chair Casey Anderson then graciously

Notice 14-07 Adjusts Mileage Reimbursement

At the December 2014 Commis-sion Meeting, Chairman Elizabeth M. Hewlett announced that the M-NCPPC had received a Distin-guished Budget Presentation Award for Excellence from the Government Finance Officers’ Association (GFOA) of the United States and Canada. To receive this award, according to the GFOA, a governmental unit must publish a budget document that meets the highest standards as a policy docu-

ment, an operations guide, a financial plan, and as a communications device. The Commission has received this award for its 29th consecutive year. Chairman Hewlett congratulated Bud-get Manager John Kroll, and other staff throughout the Commission who produced the Fiscal Year 2014 Pro-posed Budget book, and recognized the contributions of Budget Office staff as well as departmental budget staff.

Prince George’s County Planning Board Commissioner A. Shuanise Washington was selected as the Fall commencement speaker for Florida Agricultural and Mechanical Univer-sity (FAMU) in Tallahassee, Florida. Washington delivered the keynote address to more than 700 graduat-ing students on December 12, 2014 at the university’s Alfred L. Lawson, Jr. Multipurpose Center and Teaching Gymnasium. We congratulate her on this awesome accomplishment!

Commissioner A. Shuanise Washington Delivers Fall Commencement Speech at FAMU

Striking scenes of a bubbling fountain, a park oasis and a plant-filled greenhouse were among the five images winning top honors in the Planning Department’s Design Excellence Photo Contest. The results of the competition were an-nounced on December 4 to celebrate the outstand-ing talent of the Depart-ment’s staff and generate compelling images for its photo library collection. “We wanted to bring more focus on what makes great urban, suburban and rural design and how architecture, art and landscape is used to improve our surrounding environment. The more we focus on it, the greater understand-ing we have on how to make it better,” said one of the judges, Senior Urban Designer Paul Mortensen. “Another goal was to create energy amongst the Planning staff around the artistic and aesthetic talent that is here today.” Almost all of the participants spent their own time photographing over weekends and in the mornings and evenings. They had to take high-resolution, digital images of places in the Washington, DC metropolitan area or in North America with topog-raphy and vegetation similar to the DC region. Shots of people within public spaces such as transit stations, civic buildings, and parks were encouraged, along with various perspectives from details to broad vistas. More than 200 images were sub-mitted and judged by a panel of De-partment planners and communication experts who selected 18 photos. From those finalists, Department Director Gwen Wright selected five winners who each received a gift card as their

award. Top honors went to Ben Ber-bert, who won for two photos, Re-becca Boone, Kristen O’Connor and Calvin Nelson – all members of the Area 3 Team in the Planning Depart-ment. Everyone who entered also got recognition: all the photos submit-ted to the contest will be added to the

Department’s library for use in pre-sentations, publicity materials, reports, guidelines and publications. “The greatest result,” said Mortensen, “was the enthusiasm generated in the office by the many folks who got out and documented the environment around them in the most creative, photograph-ic ways.”

Health & Benefits: News You Can UseOur mission to our customers is to design, develop and administer quality, cost-effective benefit programs responsively, consistently and fairly.

Predetermination of Dental Benefits A predetermination is a review in advance of treatment by United Concordia (UCCI) to determine patient eligibility and coverage for planned services. Predetermination is not required to receive a benefit for any service under the Plan. However, it is recommended for extensive, more costly treatment such as crowns and bridges. A predetermination gives you and your dentist an estimate of your coverage and how much your share of the cost will be for the treatment being considered. To have services predetermined, you or your dentist should submit a claim showing the planned procedures but leaving out the dates of services. Be sure to sign the predetermination request. Substantiating material such as radiographs and periodontal charting may be requested by UCCI to estimate benefits and coverage. UCCI will determine benefits payable, taking into account exclusions and limitations including alternate treatment options based upon the provisions of the plan. They will notify both you and your dentist of the estimated benefits. When the services are performed, simply have your dentist call UCCI at the telephone number on the back of your card, or fill in the dates of service for the completed procedures on the predetermination notification and re-submit it to UCCI for processing. Any predetermination amount estimated is subject to continued eligibility of the patient. UCCI may also make adjust-ments at the time of final payment to correct any mathematical errors, apply coordination of benefits, and comply with the plan in effect and remaining program maximum dollars on the date of service.

If you have money left over in your 2014 Flexible Spending Account(s) (FSA) after December 31, 2014, you have a grace period (until March 15, 2015) to spend it so that you do not lose it. For those with money remaining in your accounts, here are eight tips to avoid forfeiting funds at the end of the grace period:• Review expansive list of eli-

gible expenses. Nearly 80% of household decision-makers in the U.S. have trouble identifying purchases eligible for a health care FSA. There might be a number of items you will need to buy or have already bought that are eligible for reimbursement. You will find a list of eligible items on ADP/SHPS’ website at https://myspend-ingaccount.adp.com. You will need to register as a user to get access to the lists.

• Request prescriptions for pur-chased over-the-counter (OTC) medications. If your doctor directed you or an eligible FSA dependent to use OTC medica-tions during the year to treat an illness or to stay well, you can be reimbursed for these expenses if you ask your doctor for a written prescription. Because of changes included in the health care reform law, as of January 2011, OTC medications cannot be reimbursed through an FSA without a doctor’s prescription.

• Submit any outstanding re-ceipts. If you haven’t yet sub-mitted receipts for health care expenses like prescriptions or doc-tor’s appointments, dependent care expenses (school care or summer camp), make sure that you gather those receipts and submit them for reimbursement.

• Purchase medical supplies. If you need medical supplies on a regular basis, it can be helpful to have a backup supply on hand. This includes contact lenses and solution, prescription glasses, blood pressure monitors and even Band-Aid-type products. Be care-ful to consider the expiration dates on some of these products when you purchase them.

• Schedule routine medical ap-pointments. Ensure everyone in your family (claimed as a depen-dent under the FSA) has gotten routine check-ups with their pri-mary care physician, dentist and optometrist. Get needed care from specialty doctors such as chiro-practors and acupuncturists.

• Getaflushotandvaccinations. Have you and any eligible depen-dents gotten a flu shot and kept up-to-date with other vaccinations such as tetanus?

• Invest in wellness. This is a great time to get back on track with wellness goals for the year and prevent future medical expenses. Smoking cessation is eligible, as is weight-loss counseling, as long as receipts are accompanied by a letter of medical necessity.

• Log auto miles. Gas and trans-portation fees to and from eligible medical, dental and vision ap-pointments are eligible for re-imbursement, as are visits to the drug store or pharmacy to pick up medications.

Classified Corner

Callum Murray of the Montgom-ery County Planning Department will retire with over 25 years of service. He is currently the Master Planner/Supervisor for an area of 375 square miles, including the Potomac Region and the 93,000-acre Agricultural Re-serve in Montgomery County. Mr. Murray has been a creative and productive planner with the De-partment. Over 25 years of service, Callum accomplished a significant number of complex master planning and regulatory planning projects, such as the North Bethesda/Garrett Park Master Plan (including the Grosvenor, White Flint, Twinbrook, Rock Spring Park, Garrett Park and the surround-ing residential areas), the Friendship Heights Sector Plan, and the Potomac Subregion Master Plan. Callum has received national and

international recognition from the American Planning Association and the World Bank for his master plan work and for implementing the “wedg-es and corridors plan” by preserving agricultural and rural open space in-cluding a critical environmental buffer along the Potomac River. At a recent community meeting, the residents of Potomac stated the following: “A retiring hero - whatever one likes about Potomac, Callum Murray had something to do with keeping it that way.” Callum Murray is from the Isle of Lewis, Scotland. Callum holds a Mas-ters in Urban and Regional Planning from the University of Strathclyde, Glasgow, and a Masters in Landscape Architecture from the University of Michigan. Prior to joining the M-NCPPC, Callum was the Chief Planner and Landscape Architect for the City of Farmington Hills, Michi-gan and also worked as a planner in Scotland for 15 years before coming to the United States. Callum is noted for being unable to string two sentences together with-out a funny anecdote. The Montgom-ery County Planning Department will miss an outstanding leader.

Attention Annuitants Reminders for current and pro-spective retirees:

• Changes for taxes, credit union, address, etc., must be made in writing. Change requests received by the 10th of the month will be made effective the first of the fol-lowing month. The benefit recipi-ent’s original signature is required.

• Do not forget to update your beneficiaries for the $10,000 Post-Retirement Death Benefit. Please contact the ERS for a revision form.

• The Northern Trust Company will mail 1099-R tax forms for the 2014 tax year at the end of Janu-ary 2015.

• Annuity payments are effective the 1st of each month. If the 1st falls on a holiday or weekend, the payment is effective the next busi-ness day.

• Annuity verification requests can only be requested by the annuitant. Please allow at least 48 business hours for processing.

• Make sure you include a State tax withholding change request, along with your address change request when you are moving from one state to another. Changes to State taxes are not automatic.

• Michael McGuire passed away on November 28, 2014. He retired from Prince George’s County Parks and Recreation on Septem-ber 1, 1999 with nearly 18 years of service.

• Sonia Goebel passed away on November 29, 2014. She retired from the Commission on October 1, 1999 with 14 years of service. She worked for Prince George’s County Parks and Recreation.

• Marion Sacco passed away on De-cember 7, 2014. She retired from Prince George’s County Parks and Recreation on January 1, 2006 with 26 years of service.

• Ralph V. Mileo passed away on December 15, 2014. He worked for Prince George’s County Parks and Recreation before retiring on August 1, 2003. He had 25 years of service.

New Members: Are You Eligible To Transfer Service? New ERS members who previous-ly earned retirement service credit in an actuarially funded, defined benefit plan of the State of Maryland, or any political subdivision of the State may be eligible to transfer that service to the ERS. The basic requirements for transfer of service are as follows:

• The member must not have in-curred a break in employment.

• The transfer request must be made within one year of becom-ing a member of the M-NCPPC Employees’ Retirement System (ERS).

• Transfers are allowed in accor-dance with the Annotated Code of Maryland, as applicable at the time of transfer.

• It is a member’s responsibility to request transfer of service, in writing, to the Administrator of the ERS.
