Federal Policy Committee Remit and Attendance List

The Federal Policy Committee is responsible for developing policy and overseeing the Federal Party’s policy making process. This includes producing policy papers for debate at conference, and drawing up (in consultation with the relevant parliamentary party) the Federal election manifesto for Westminster and European elections.

The FPC has 29 voting members: the Party Leader and four other MP’s; the Party President; one peer; one MEP; three councillors; three state party reps; and fifteen members directly elected conference reps. It must be chaired by one of the five MP members.

David Boyle The policy committee is the only party institution that can possibly provide us with the distinctiveness that we so badly need. The party urgently needs bold, distinctive and coherent new approaches, and therefore thinkers on the FPC. The truth is we have neglected our thinking over the past decade, especially when it comes to economics. With a powerful and distinctive economic policy, we are a serious political force; without one we’re just a pressure group. If I’m re-elected to the FPC, that’s what I want to achieve: a bold new Liberal economics that can replace the failures of ‘trickle down’, which can:

Make sure the rewards of business are better distributed before tax.

Re-imagine banking as an effective force to drive local enterprise, not a corrosive drag on recovery.

Galvanise a new demand for Liberalism, because it works in practice.

Green economyInvestment in green energy and transport will revive the economy and lay the foundations for long-term prosperity. Environmental policies are a strength for the party and an area of real distinctiveness from the Tories.

Social justiceRaising the income tax threshold is a good policy, but does nothing for those too poor to pay any. I want to see wealth and green taxes brought in to reduce VAT and end benefits cuts.

EuropeTory Europhobia will marginalise the UK and weaken its influence. We need to highlight Lib Dem ministers’ successes in realising UK priorities through working within the EU – for instance on climate change.

For the Liberal Democrats to remain a credible, independent party of government, ourpolicies must be distinctive, progressive and radical enough to tackle the economic,environmental and societal challenges we face.As the newly-appointed Director of the Social Liberal Forum (socialliberal.net), whichexists to promote policies that achieve social justice and actively narrow gaps inpower and opportunity between the rich and poor, Prateek Buch has the dynamismand track record to make this happen.

As a Liberal Democrat and Social Liberal Forum activist, I have:• Published the Social Liberal Forum’s economic platform, Plan C, and argued for a

social liberal approach to a fair, sustainable economy through FPC policy workinggroups on Inequality and Sources of Sustainable Jobs and Prosperity

Butt PhilipThis elections matters. The committee you electwill serve until just six months before the likelydate of the next General Election. This FPC willdo the majority of the work developing the nextmanifesto - the platform we fight the next electionon will shape the future of the party for manyyears to come. That platform must be LIBERALand RADICAL, shaped by Liberal Democrat values,not coalition compromises.

My record in the past:

I voted to keep our policy of raising the basicallowance for income tax (even when the leadershipbriefly abandoned it in 2007).

I voted to keep our policy of scrapping tuition feesand still believe we should work towards makinghigher education free.

I voted to scrap trident.

My priorities for the future:

A fairer tax system - we’ve made progress byincreasing the basic allowance, but we need to makemore progress towards taxing land.

A fairer society - social justice is one of our coreprinciples. We must protect the most vulnerable inour society and not support unfair welfare cuts whichhit the very poorest hardest..

A greener Government - we must hold theGovernment to its commitment to be the greenestever. We must also do more to promote energyefficiency and clean, renewable energy productionwhich can drive the economy of the future.

Thank you to all those who voted for me in2010. The last two years have been an eye-opener and steep learning curve.During this time I put three important itemsonto FPC agendas, supported by writtenreports. These were on solar Feed-in Tariffs,Gove’s action on vocational qualifications and,most recently, on proposals for Planningchanges. I reported back to the East Midlandsand ALDES after meetings, as the rep fromFPC.I was also a rep from FPC to FCC. Mybackground in science and engineeringimproved the knowledge balance on bothbodies. Coming from Derby (East Midlands) Iimproved the geographic balance as one of themost northerly people present.

An Agenda of Reform:The entrenched inequality in our society and the moribund nature of our economy are two symptoms of the same problem.

This is my first foray into Federal committee elections and I admit that not so long ago I had little interest in politics but, since discovering the Liberal Democrats just over 4 years ago, I have become an Activist, Constituency Officer and Local Councillor with a keen interest in policy development and campaigning.

My professional life has proved a useful foundation as I help organisations define themselves in terms of brand, core values, offerings and policies; ensuring they ask and answer the right questions to make sure they are true to themselves and both relevant and compelling in their sector. I work with organisations of all sizes drawing up blueprints for their future and agreeing the steps to take them there.

Having lived and worked across the UK and abroad I am now based in Somerset and believe it is essential for regions to be actively represented at Federal level.

Steve Coltman for the Federal Policy Committee

I have been a member of the party since the merger, have held a wide range of posts at local and regional level, have been a General Election agent 4 times and I am currently local party chair but none of these is a good reason to vote me onto the FPC. I hope, however, the following reasons are:

1. Defence – I am on the party’s defence policy working group and getting a convincing case for an alternative to Trident will be a key policy at the next GE. I am confident the upcoming Trident review will support our case, but it is essential we get our facts right, unite behind a sensible policy and present it clearly and confidently. If we do this, we can command centre-stage in this crucial debate. I have the background knowledge to put together a convincing case.

2. Science and Industry – all three parties now acknowledge the need to re-balance the economy, and promote manufacturing. I have had a 30-yr career in industrial research, development and manufacturing. I am currently the Chair of the Association of Liberal Democrat Engineers & Scientists – if I don’t know something, I can find a man or woman who does!

3. Europe – the party is rather estranged from main-stream public opinion where Europe is concerned, and it is important that a balanced view of the subject is aired on the FPC. In 2013/14 we need a Federal Policy Committee to focus on policy which allows our party to fight hard to ensure fair and liberal policies are made for two reasons:

to continue to make sure our parliamentarians have the support of the party in negotiations within the coalition,

allowing Liberal Democrat values to be considered in all policy areas; to build towards our campaigns for elections, notably the

2015 General Election manifesto.

I’m asking for your 1st preference vote in support of my application to FPC to allow me to work towards the goals mentioned above, whilst working with you to achieve them. I back this up with experience of working on policy at regional level and with SAOs.

My professional and academic background covers fields such as the core values of our party in Education, Environmental management and campaigning for civil liberties. I also have experience in health care including mental health and many service and customer-facing indus-tries.

This means that the FPC should in no way be inhibited by current coalition policy from pursuing true Liberal Democrat inspired policies.

• We need to make a virtue of the fact that we make policy transparently and

democratically to stress our progressive and radical credentials, and to help the party’s campaigners identify in the public mind which coalition policies are Lib Dem inspired and which are not.

I believe we must always stress our progressive values and prioritise social justice. True localism involves democratic accountability and a key role for local authorities, not a free market free for all, undermining vulnerable schools, hospitals and other services. Councils can’t really have real power until the ability raise resources is conceded by central Government instead of being tightened.

The most important challenge in the next 2 years for FPC is working to produce a manifesto that is credible, reflects our shared values as Liberal Democrats and differentiates us from the Tories. Our key pledges must seek to reduce inequality, protect the planet for our children and resist the continuing attack on our civil liberties. Our approach to the economy has to demonstrate how we balance the need to reduce the deficit with the responsibility to care for the most vulnerable. That is why I support the calls within the party for a living wage and against unfair welfare cuts. For a commitment to protect our civil liberties and human rights and against secret courts and new unnecessary snooping powers. For continued investment in Green technologies and initiatives and against the expensive and dangerous renewal of Trident. It is clear that many on the centre left of the party have left already, while those of us who stay are fighting to ensure our party doesn’t lose sight of what we hold dear. I remain unhappy with the Coalition, but that has never stopped me engaging, keeping my pledge to you two years ago that I would work tirelessly to ensure our voice is heard. Whether you agree with me or not, I hope you will agree that is essential to have members of FPC who are willing to challenge and hold our parliamentarians to account, especially when they approve policy that wasn’t included in the Coalition Agreement. If you give me your trust by electing me to Federal Policy Committee, I will strive for Liberal Democrat policies that build and safeguard our fundamental principles of a fair, free and open society. To achieve these ends, the policies must be effective, so they need to be based on evidence.

I will seek to find ways to make full use of the wealth of experience of our all of our members in developing Lib Dem policies, and in the work of FPC.

Dear Conference Rep, I’m putting myself forward as I believe my experi-ence will bring a unique perspective to the FPC in it’s important work over the next two years - preparing the ground for our next Manifesto and fixing our Party’s priorities for the rest of this Parliament. I’ve spent much of my career in policy work for the voluntary sector, with nearly 10 years working on social policy for the Citizens Advice Bureau service which - through it’s network - has a finger on the pulse of problems in every single community in the UK. I am seeking your support in my re-election to the Federal Policy Committee. I believe my experience, expertise and enthusiasm make a valuable contribution to this committee and to party policy-making more generally, and I would be grateful for your first preference vote. What do I have to offer? Experience As a city councillor for nine years, responsible for Arts and Recreation for four, and now portfolio- holder for Customer Services and Resources, I know how local government works and am committed to strengthening our party’s commitment to localism. With responsibility for the implementation of the changes to council tax benefit, I am acutely aware of how national government impacts on the work of local councils, and it’s not always positive. I see on a daily basis the vital importance of getting our policies right first time, every time. Expertise I am now a senior lecturer in International Relations, and a Fellow of Robinson College, Cambridge University, specialising in European politics. Before this, I ran the European Programme at Chatham House for four and a half years, lived in Germany and taught at the Central European University in Budapest. Currently I chair our Defence working group and am a member of the Europe working group. As a Federal Policy Committee member for the last seven years, I played an active role in shaping the policies that went into our last European and general election manifestos. Enthusiasm I am a tireless campaigner for Liberal Democrat values on the doorstep, and in federal party committees, working groups and federal conference. As Deputy Chair of the Parliamentary Candidates’ Association, I organised policy briefings for parliamentary candidates; as East of England regional chair, I expanded this model to a wider regional group to try to widen engagement across the party. I believe that such activities should be extended to make sure that all our members, not just those who attend Conference, are able to engage in party policy-making. I’m convinced that as a party we must be consistent and distinctive, but with policies which are always realistic, achievable in government and grounded in our liberal and social democratic values. If re-elected to FPC, I will continue to fight tirelessly for these, our values.

●  Experience in writing policy motions through membership of WLD executive.●  Excellent English – recent policy motions have been badly written (including sentences that don’t make sense) and use lots of meaningless ‘management’ jargon (for example, utilise instead of use). I will ensure motions are in good English and properly proof read.

The world stands at a tipping point; decisions made in the next decade will affect generations to come. Our Liberal Democrat values must be embedded in government policy and taken up by communities and individuals to ensure those changes move our world in a positive direction.

We must tackle the big challenges: climate change, depleting resources, a growing and ageing population. We need to build relationships with emerging democracies and deepen those with international partners. We must help our nation develop the skills we need for future success. Our policies must be relevant to global, national and local communities for real change to take place.

I’m a trained scientist and professional manager, working to develop evidence-based policy tempered with human understanding. I developed insight into future innovation running international environmental & energy projects and through research coordination.

I campaign for civil liberties, seeing how new technology enhances democracy and empowers communities everywhere. My experiences teaching in HE and FE drive my desire to provide fair opportunity for all. I’m a local party activist, supporting community campaigns from bus routes to diversity events.
