The $940-million project to replace the John Hart Generat-ing Station is another positive economic step for the city, says Mayor Walter Jakeway.

“This is wonderful…this is Fort McMurray-sized project,” the mayor said last month, referring to the Alberta oil sands boom town.

On Feb. 8, after years of planning by BC Hydro, the B.C. Utilities Commission finally approved the project to replace the generating station on the Campbell River.

The Commission green-lighted the $940-million project which will see the replacement of the 66-year-old John Hart Generating Station over the next five years. As well, the three above-ground pipelines, which carry water from John Hart Lake to the electrical generators, will be replaced with a 1.8-kilometre tunnel.

“We are pleased the Commission has recognized the impor-tance of upgrading an aging facility that has been operating since 1947,” said Energy Minister Rich Coleman in a news release. “Now we can ensure the facility will continue to deliver clean, reliable power to Vancouver Island.”

In addition to the hundreds of jobs created by the project, as well as the spinoff economic opportunities, the city will benefit by having its main water pipeline replaced.

BC Hydro is picking up most of the cost for the replace-ment while the city is contributing $6 million.

“It will be done first before any of the other construction begins,” said Jakeway.

In recent years, city council has faced some lean economic times, but the mayor is optimistic things are changing for the better. In addition to the massive hydro project – and over the same five-year period – the Campbell River Hospital will be replaced with a new $266-million, 95-bed facility.

There’s also the new Berwick seniors’ home to be built downtown as well as the new five-storey head office for Seymour Pacific Developments and Broadstreet Properties Ltd.

Other developments include the new apartment complex under construction on Dogwood Street and Merecroft Road, a shopping centre at Dogwood and Hilchey Road, two new condominiums on Petersen Road, a new Mr. Lube at Mariner Square, the new residential tower for women and children on Dogwood and 11th Avenue, and more.

“There are at least 14 projects going on. There’s another building in the planning stages for downtown…and we will have to address secondary suites in the city for the hundreds of workers who will be coming here,” Jakeway said.

Contractors would benefit from a new category of business licence the City of Campbell River is considering.

The city is looking into developing a business licence that would allow an owner to conduct business in several different communities while purchas-ing just one licence.

The Campbell River Chamber of Commerce is pushing for Mobile Busi-ness Licences, also known as Inter-Community Business Licences.

Colleen Evans, chamber president, said the licences reduce bureaucratic red tape by allowing mobile businesses to operate in several different munici-palities without having to obtain non-resident permits in other communi-ties.

“It allows a business to operate across particular municipalities and regional districts,” Evans said at a

recent council meeting.“It streamlines the process, reduces

costs and makes it easier to do busi-ness in these regions and reduces the red tape.”

Mobile Business Licences are typi-cally suited for contractors such as photographers, mechanics, janitorial service providers, and landscapers.

Evans said allowing those contrac-tors to easily move around the region would provide more selection for con-sumers.

The licences also increase licensing compliance and improve information flow among local governments.

Evans said several jurisdictions already offer Mobile Business Licences, including the Okanagan-Similkameen area, the Capital Regional District and the Courtenay/Comox area.

Evans said under the Okanagan-Similkameen model, it costs $150 for a Mobile Business Licence which allows the mobile business to operate in 19 municipalities and regional districts.

Evans added that “local governments are retaining all the revenue generated by the business licence and businesses remain responsible for complying with the bylaws of each municipality and regional district in which they oper-ate.”

The Mobile Business Licence pro-gram is a key commitment for the province in the BC Jobs Plan and offers support to local governments looking to implement the program.

Campbell River council directed city staff Feb. 7 to undertake a detailed assessment of the Mobile Business Licence model and report back to city council.

Commercial building permits were a bright spot on the construction map last year, according to a report from the Vancouver Island Construction Association (VICA).

There was a gain in commercial building permits in both Victoria and in the rest of the Island.

The Major Projects Inventory recorded a decline in the value of proposed projects for the region in the third quarter. However, the good news is there was an increase in projects under construction.

“The near term outlook is for a seasonal rise in construction activ-ity but for trends to remain down or low,” said Greg Baynton, CEO of the Vancouver Island Construction Asso-ciation.

“The region’s economic and popula-tion growth will remain modest this

year, and as a result, construction activity.”

Non-residential building construc-tion costs edged lower in the fourth quarter and finished the year with a modest rise. Lower energy costs were the main factor.

Construction activity in general in the Vancouver Island and Coast region declined in the fourth quarter to close out a down year for the industry.

“The decline was widespread across the region but mainly outside the Vic-toria metropolitan area,” said Bayn-ton.

This data is contained in a new quar-terly Vancouver Island Construction Report released today by VICA which includes information about activity in construction employment, building permits issued, non-residential build-ing construction investment and major

projects for Victoria, Vancouver Island excluding Victoria and other areas of the Island.

Construction employment was lower in 2012 as were building permits in the entire region.

Besides the gain in commercial building permits in both Victoria and in the rest of the Island, another bright spot was an increase in Victoria residential permits

“Non-residential building construc-tion investment spending in the Victoria metropolitan area declined in the fourth quarter for the sixth con-secutive quarter despite a marginal increase in project bidding opportuni-ties in the association’s BidCentral,” Baynton said. “Spending on commer-cial and industrial buildings declined while government spending plunged to its lowest level since 2003.”
