It is said that a rising tide floats all boats. Francie Huggins, award-winning Visual Merchandiser at the Marine Corps Exchange, believes that this adage can inspire MCCS employees as it has inspired her. Enrolled in the Civilian Development Leadership Pro-gram, Francie is taking every opportunity to improve herself and how she does her job at the store and to benefit MCCS.

Francie artfully arranges the MCX displays and, along with her team, ensures that sig-nage in the store is up-to-date and appealing. From draping tables with color-coordinat-

ed cloths to dressing mannequins, a Visual Mer-chandiser strives to entice shoppers by providing a visually appealing environment. Some of Francie’s projects have won acco-lades from MCCS Head-quarters, including the orange, lime, and yellow dress, at left, made from repurposed paper.

Other projects Francie has done include cro-cheting a vest, at right,

from used MCX plastic bags to bring awareness to Earth Day and setting up an electronic display of Marine Corps musi-

cians, replete in their uniformed mannequins, at the entrance of the store last November. She also prepared a stunning display of uniforms and photographs at the Marine Corps Birthday Ball, also last November.

If you see Francie setting up the Designer Month displays in early March, stop by and say hello. You just may be watching her design the next award-winning display.

All branches of the service have an active-duty education benefit, known as “Tuition Assistance.” It is, simply an-other form of financial aid for college, available only to full time active duty servicemembers. Each service branch, including the Coast Guard, is given lati-tude to administer this benefit in its own manner. The pay rates and many of the policies are virtually identical from one service to another. The primary differ-ence between the services, is the phi-losophy behind the policies that provide funding for this benefit.

One thing that should be made clear is that the Tuition Assistance benefit is a privilege, not an entitlement. The pre-vailing philosophy behind the military education benefits seems to be: the GI Bill, meant for use AFTER separation/retirement from the service, is an entitle-ment; Tuition Assistance meant for use

for off-duty secondary-level education while one is full time active duty, is a privilege.

This can be argued all anyone wants, and frankly, is, often. The education office at the USMC installation on Henderson Hall, serving most Marine commands across the National Capital Region, has endured its share of intense phone calls from Student Marines upset that Tuition Assistance funding was cut so drastically. These cuts came as a result of budget reductions to the DoD im-posed by the sequestration.

The Commandant and the Sergeant Major of the Marine Corps explained to some extent how the sequestration cuts were being felt and handled, in a series of You Tube clips released in the Spring of 2013. The bottom line was simply, “the mission comes first.” The concern

expressed in these clips pertained in part, to the inadequate equipment and technology available to serve the mis-sion, especially to deployed Marines.

The recent budget appropriation passed over the holidays and officially signed into law on January 18th, re-stored a substantial amount of funding lost due to the sequestration cuts. The USMC consequently restored much of the funding taken from the Tuition Assistance benefit. This is exceptionally noteworthy, given the concerns for the ill-equipped mission.

New funds became available for USMC Tuition Assistance on February 5th. This new funding should enable a high percentage of college coursework to be covered by Tuition Assistance, for the remainder of Fiscal Year 2014. Student Marines are strongly encouraged to

thoroughly read MARADMIN 611/13 to see all criteria to be applied to Tuition As-sistance applications. Student Marines are encouraged, also to contact the education office as needed, for explanation or guid-ance regarding these criteria, for submit-ting Tuition Assistance applications, and for the Tuition Assistance orientation brief, itself.

The MCCS Henderson Hall education office places a high value on the Tuition Assistance benefit because of the ripple effect of intangibles gained by a student Marine’s secondary education taken into the civilian sector. The USMC should be applauded for its handling of the budget reductions imposed by the recent se-questration. The education office eagerly awaits the opportunity to serve those Marines continuing their education with Tuition Assistance.
