The five-year-old girl’s father abandoned her, her mother and two siblings when she was diagnosed with acute lymphoblastic leukemia mid-last year. Since then, her mother Zareen Shabnam has been struggling to make ends meet for the family and to get her treatment. Zara was diagnosed with leukemia in June 2009. She went to India in December that year for treatment thanks to the Health Ministry. But after returning from India in June last year, her condition has not improved and she has fallen sick occasionally. On Tuesday, she was on drips at the Labasa Hospital before undergoing chemotherapy while her grandmother, Farida Bi, stood by her side. The doctor who treated her in India last year has booked her for further treatment at the Rajiv Gandhi Cancer Institute in New Delhi next month. But Ms Shabnam is struggling to raise the $12,000 required to pay for the treatment, airfare, accommodation and meals. “I got separated from my husband when Zara was diagnosed with leukemia last year and he doesn’t want to care for her in any way,” said Ms Shabnam. “He always caused problems because of Zara’s sickness and until today, he has not bothered to find out how I am coping with Zara and the other two daughters. “I managed to take Zara to India for treatment in 2009 and I am grateful to the ministry for paying for the cost of her treatment while I paid for my accommodation.” Ms Shabnam said doctors told her to take Zara back to Fiji after six months of treatment and that she would require full treatment for two years. “I have been told by the doctor to take her back to India next month but I don’t know how I will do it,” she said. “I am desperately in need of $12,000 to pay for Zara’s treatment, airfare, my accommodation and meals in India. “Her condition is not good now and she has been in and out of the hospital ever since we returned from India mid last year I want to see her get well and live a long life.” Ms Shabnam said her parents were looking after Zara in Labasa while she was in Suva trying to raise the money. She said Zara’s red blood cells always got low and as such, she developed high fever and was in a weak state most of the time. The Fiji Muslim League has also asked the public to assist little Zara in getting the treatment. People who wish to assist Zara can deposit money into Ms Shabnam’s account at BSP - 6638185. M. Fiji has been adjudged the twelfth friendliest country in the world, making it one of the most preferred tourism destinations around the globe. Fiji was the only South Pacific island country that was ranked high in a survey undertaken by Forbes, a reputable international magazine. The survey which was published early this month and done in consultation with a cross-section of world travelers in 2010, found Fiji as one of the “most welcome

nations.Thailand came first, followed by Columbia, which was said to have very pleasant citizens and was a preferred destination, in spite of the perception of a centre of drug cartel operations.Australia took the third place, while Costa Rica, Canada, Greece and India, captured the fourth, fifth, sixth and seventh spots respectively. The United States was adjudged the eighth friendliest nation, followed by Turkey in

the ninth position, New Zealand, tenth, Ghana eleventh, Fiji twelfth and Vietnam in 13th position. Fiji set a new record for the number of tourists to the Pacific nation last year and hosted 631,000 international visitors, a 16 per cent increase from the previous year. Australia accounted for the highest number of tourists to Fiji, representing half of all foreign visits. There were also a growing number of visitors from Canada, India and Russia.

AUSAID is providing $720,000 through its co-funded Pacific Financial Inclusion Program (PFIP) to allow Digicel Fiji and Vodafone Fiji to train and set up over 150 agents in rural and maritime areas from the Lau Group to the Yasawas. The AusAID and PFIP partnership is expected to significantly improve the delivery of mobile money services for the people of rural Fiji.Digicel’s Mobile Money and Vodafone’s M-PAiSA allows people in Fiji to receive

or send money to families, friends or business partners using mobile phones and designated mobile money agents.A major challenge for mobile money to reach rural areas is the high cost of setting up rural agents in remote parts of Fiji.Rural agents need training as well as adequate cash flow in order to provide a cash-out service to rural M-money clients. The funding to PFIP is part of the Australian government’s $1.4m investment in the development of M-money in Fiji.

The new bunch of passports that will be issued soon will have new security features, says director of Immigration Major Nemani Vuniwaqa. Major Vuniwaqa said the new security features would include pictures of indigenous birds and plants. He also confirmed that a new company would soon be allocated to

print all passports. “The tender for the printing of new passport books will be announced shortly as the deadline for all the tender was on Wednesday.” Major Vuniwaqa said. He said the reason for issuing a tender for the printing of new bunch of passports was for the additional security features.

CAPTAIN Cook Cruises launched their cruise around Vanua Levu onboard the MV Reef Endeavour on Tuesday evening. The cruise is scheduled to begin in June.

Chief executive officer Nick Hortle said the initiative had been created because there was too much repeat business in Fiji’s tourism sector. “It is called the Discovery Cultural cruise and it will provide our passengers a unique, informed and relaxed way to experience Fiji. Plus the northern parts has a lot of originality to it with its unspoilt and untouched natural resources,” said Mr Hortle. “This launch shows our commitment to tourism and to our passengers. We want to deliver something very different because the best holiday, in my perspective, is the most memorable one. The ones that are special,”

said Mr Hortle. The seven-night Discovery Cultural cruise will have 11 stops. Tivua Island will be the first stop, then Nananu-i-ra Island and Yadua Island where passengers will visit the crested iguana sanctuary and swim with Manta rays. Passengers will also visit schools, meet villagers and enjoy an introduction to different culture and lifestyles. “We will visit the Ellice community, the Banabas on Kioa and Rabi Islands and discover Fijian culture with a village sevusevu, meke and lovo,” said Mr Hortle.

Labasa Town will be another stop and then Dreketi River for a river exploration trip. They will pass villages and towering rainforests. A trip to Kia Island, which is located on the world’s third longest barrier reef, promises passengers an unforgettable snorkeling or glass bottom boating experience. “Each day passengers can relax, swim or snorkel at a picturesque islands including Druadrua, Galoa, Yaqaqa and Manava islands. They can also stay onboard and enjoy a cocktail; by the pool or beauty treatments at the ship’s newly-renovated Senikai Spa,” a company statement said.

Minister for Foreign Affairs & International Cooperation, Ratu Inoke Kubuabola, on behalf of government and the people of Fiji handed over a timely donation to assist the victims of the Christchurch earthquake. The Minister for Foreign Affairs said Government and the people of Fiji through collective solidarity were humbled to present a small token of donation for the New Zealand Government’s Christchurch Earthquake Appeal.“We can never bring back the lives that have been lost,” he said.“However we can try to at least make the

future of those left a brighter and a more hopeful one.“On behalf of the Government and People of Fiji it is my honor to present a small token of our commitment to the Government and the People of New Zealand as you undertake the process of rebuilding the city of Christchurch and your country.”The monetary donation of FDJ$36,523.00 (NZD$26,660.86) is a timely donation and much needed. These were the sentiments shared by acting Head of Mission, Phillip Taula, who said New Zealand deeply appreciates the

generous assistance from the people of Fiji.“This tragedy, the result of a violent magnitude 6.3 earthquake, is affecting the lives of all New Zealanders,” added Taula.“The impact of this earthquake on our country is immense and given the close people-to-people links between New Zealand and Fiji, the assistance and sympathy of the Fiji people is appreciated in this difficult time.” The assistance also comes in light of the sympathy the country as a whole has for the close to 185 lives lost accounted for and the families and friends who have been torn apart by the tragedy.

This can be seen through a multi-faith service that was held last week by New Zealand High Commission in conjunction with the College of Medicine, Nursing and Health Sciences to honor the people who died and those suffering from the widespread impact of the earthquake. Also, the New Zealand High Commissioner’s condolence book signed by a number of dignitaries from Fiji and the donation of various organisations and communities have contributed to make the lives of the people of Christchurch a little bit easier.

A large contingent of Fijian entertainers left for Hong Kong as part of a major

marketing blitz by Tourism Fiji and Air Pacific. The joint promotion will climax this weekend with a street parade at Hong Kong’s major precincts involving the brass band of the Republic of Fiji Military Forces. Air Pacific cabin crew and Fijian tourism industry representatives will join the promotional parade which is timed to coincide with the popular Hong Kong Rugby Sevens Tournament.Chairman of Tourism Fiji and CEO of Air Pacific Dave Pflieger says their team will paint Hong Kong with the “Bula” spirit of Fiji. Pflieger says this is an opportunity to bring Fiji to the people of Hong Kong, and showcase the warmth and fun of the ‘world’s friendliest people.

Pacific Broadcasting Services customers can make their monthly subscriptions payments with their mobile phones after an agreement was signed by the television service provider with Vodafone Fiji.PBS customers can make these payments through their M-PAISA accounts.PBS Managing Director Simon Fong says the business payment option available through M-PAISA phone now offers their clients a very convenient and 24 hour access to pay their PBS subscription from everywhere at any time.“This is particularly good for our clients who are living outside the main centers such as those in Labasa, Taveuni and other outlying areas who have to make special runs to pay their subscription.” Fong said.

M-Paisa Manager Shailendra Prasad said once registered for the M-Paisa service, a customer is able to access the M-Paisa menu on their mobile using *181#.“From the menu they select the “payment” option and follow 3 simple steps to make the payment. Once payment is completed the customer receives an electronic receipt instantly via SMS confirming the payment. Simultaneously, PBS also receives payment advice which it is able to view in real time through a secure access over the web.” Prasad explained.Adding that “Like every other new service we provide, we will conduct awareness campaigns for our customers to learn more about the service.” The new payment system was launched at the Vodafone headquarters in Tamavua.

Papua New Guinea submitted a proposal at the Melanesian Spearhead Group trade and economic officials meeting in Suva – to export Ox & Palm canned meat to Fiji. The proposal is being discussed in detail and a decision may be made soon. Fiji banned PNG’s Ox & Palm canned

meat in 2005 following an inspection by Fiji quarantine officials.Concern was raised then about the quality of Ox & Palm production plants. PNG has subsequently raised the issue at several MSG meetings saying they operate under the same health and safety conditions as Fiji production plants.

AIRLIFT is provided for patients from remote nursing stations during emergencies because there is no doctor based at nursing stations, said Health Ministry permanent secretary Dr Salanieta Saketa. The response on the allocation of doctors at the rural nursing stations comes after a man was seriously injured following a shark attack.

“Only a nurse is based at a nursing station and doctors are allocated according to the number of patients in an area,” Dr Saketa said.In relation to the shark attack victim, she said the incident took place near the Lagi Nursing Station and the victim had to be transferred to Labasa Hospital for surgery.

Government through the Ministry of Foreign Affairs and International Co-operation is advising people against non-essential travel to Tokyo and the north-eastern (Pacific Coast) parts of Japan. This is because of damage caused by the March 11 earthquake and resulting aftershocks and tsunami.Permanent Secretary for Foreign Affairs Solo Mara said people intending to travel because of pressing commitments should register their location with the Fiji Embassy on arrival. He said because of the evolving situation at the Fukushima nuclear facility and its potential disruptions to the supply of goods, transport, communications, power and other infrastructure, Fijian nationals currently in

the affected area should consider leaving the disaster zone. Mr Mara said the United States of America and the United Kingdom governments had given their nationals an 80-kilometre radius distance from the Fukushima Daichi Power Plant to which they would have to strictly observe. “We urge Fiji nationals to also observe the advice being given by Japanese authorities and take all precautionary measures to remain safe,” he said. This advice does not apply to Hokkaido because of its significant distance North of Tokyo and the central and southern parts of Japan. “We will continue to review the situation,” Mr Mara said.

THE Health Ministry received $1.8m as part of a health information system contract with AusAID.Health permanent secretary Dr Sala Saketa said, “we have been working on these two projects for a very long time now”.“The projects are the redevelopment of patient’s information system and laboratory information system.”Dr Saketa said introducing new systems was not easy but with the support of software companies to implement them, the ministry would have enough capacity for the storage of a database.“We are very pleased with AusAID for their generosity”, she said.Professor Ian Rouse of School of Medicine, Nursing and Health Science said, “this is a challenging and an exciting year”.“The redevelopment of the patient’s information system and laboratory information system will help the doctors keep better information and also help them to make better decisions in the care of patients.“The students of the School of Medicine, Nursing and Health Science will also benefit from these two projects.”AusAID program manger Margaret Logavatu said,” We are proud to support the two projects and we are also looking forward to continue helping Fiji”.Health Ministry spokesperson Peni Namotu said the new systems would be accessible to sub-divisional hospitals nationwide.

Casino owners abroad have shown a keen interest in setting up in Fiji, says Tourism Minister Aiyaz Sayed-Khaiyum.Although Sayed-Khaiyum could not reveal any other information about the businesses, he says there have been a number of casino entrepreneurs that have shown their interest.“We will provide more information on the issue in due time.” Sayed-Khaiyum added.

Late last year, Government tendered an Expression of Interest for the development of its first ever casino. The EOI stated that government would formulate a regulatory framework to govern casino operations in Fiji. The framework will be in accordance with international best practice in casino operations and management and will also inter alia take into account socio-economic conditions and the Fiji brand.

A COMPANY in Japan is distributing FIJI Water in tsunami-stricken areas.Interpylon Company Limited’s One and Only Shop, an online monopoly for sales of FIJI Water, said they would support the revival of the stricken areas by offering safe water for the victims on their online tweet. The tweet reads, “We give deep condolences to the people who got affected by the Tohoku region Pacific Ocean coast EQ. We, the company will try to give 15,000 bottles of 330ml FIJI Water to the stricken area.“We reserve 15,000 FIJI Water for donation but we also want to transport all the bottles including those our fellow customers pay for.” In an email to The Fiji Times, a student of

Meiji University in Tokyo and participant of the Ship for World Youth, Kento Alex Hirota, said FIJI Water was expensive and not so common in Japan.“FIJI Water is expensive and drunk by foreign celebrities and is sold by high-quality import shops,” he said.“This company is sending tonnes of FIJI Water to the disaster struck areas and I feel more corporate bodies should do the same and try and provide supplies like food and water to those who don’t have any.“It’s amazing that FIJI Water is supplied to those unfortunate people and even though Fiji is not known here, I feel the same warmth and hospitality that I received when the 23rd Ship for World Youth stopped over in Suva a month ago.”

Fiji is on track to maybe surpass the 600,000 visitor mark following a successful start this year.Already visitor numbers look promising with 48, 455 tourists gracing our shores in January according to statistics released by the Bureau of Statistics. The number of visitors for January is an increase of 8.3 per cent or 3,700 visitors more than the same month last year.Government Statistician Timoci Bainimarama said the increase in visitor numbers were recorded from Canada (2.2 per cent to 1,404) Continental Europe (5.7 per cent to 2,763), USA (5.3 per cent to 4,179), New Zealand up by 2.7 per cent to 4,627 with Australia (11.4 per cent to

25,718) and China (29.8 per cent to 1,207) recording the highest number of visitors to Fiji. However, there were also reduced number of visitors from Japan, Korea and the United Kingdom. The average length of stay for visitors in January 2011 was 10.9 days with Pacific Islanders staying the longest with 16.7 days. This was followed by China with 13.0 days, Canada, New Zealand, USA and the United Kingdom, Continental Europe, Australia and Japan.Resident arrivals for January were 14,360 and resident departures were 12,456 while Fiji citizens migrating were 528 and cruise ship passengers were 4,379.

FIVE years down the line and an elderly couple is still waiting to hear from the Department of Social Welfare on whether they are eligible to receive family assistance allowances.Pyare Lal and Jai Wati of Dreketi in Macuata applied for social welfare benefits in 2006 and have received no word to date.“We need assistance because we are growing older day by day and there is no one to look after us,” Mr Lal said.“Our children now have their own families and they are not here to look after us all the

time,” he said.“We are isolated from the other people because we live on the other side of the Dreketi River and it is hard for us to cope with life here because we are growing old.”Mr Lal said they were not strong enough to dry copra and farm for their food.“I am pleading for assistance from the Social Welfare Department if they could please help us live a better and decent life,” he said.Questions electronically mailed to the Ministry of Social Welfare on a number of occasions last week remained unanswered.

A worker unloads fish from a container at the Lami jetty. Two Fiji companies have met the EU requirements to export fish. Seven

other vessels have also qualified.

TWO Fiji companies have met the requirements set by the European Union to export fish.In addition to this, seven vessels have also qualified. The Health Ministry’s Food Unit, which is monitoring the compliance level for the EU, prepares its establishment list.Food Unit head Jope Tamani, said the EU had one of the most challenging requirements but those would improve and ensure high-quality export products.

He said everything from vessels to transport, ice plants, factories and processing was assessed.“It’s not a piece of cake,” he said. “We deserve our place there. We are going through the final formalities - a list of the approved establishment.“Once that is done, the first consignment can leave our shores.“This is very important for Fiji because it will open up a market and with the tsunami and earthquake in Japan, it would slow down the market there.“But the EU is the single biggest market and one of the most stable in terms of money.“This will work well for Fiji, especially in terms of employment.”Mr Tamani said monitoring and verifying by his unit was a huge responsibility.“We are in charge of monitoring, verifying and all the approval from Fiji is the responsibility of the food unit,” he said.“It’s a huge responsibility which requires a lot of manpower and skills.”Earlier this week, the European Parliament approved a trade agreement between the EU, Fiji and Papua New Guinea.Fiji was de-listed at the outcome of the EU audit back in 2007 while PNG remained on the list.Mr Tamani said the whole chain was basically out of control and Fiji had to earn its place on the list.

AUSTRALIAN travel journalists got a taste of Fiji at the weekend when they were hosted by the Outrigger on the Lagoon Fiji Resort. The journalists represented Brisbane News Magazine, Woman’s Day Magazine, Sunday Age, Women’s Health & Fitness Magazine, The Border Mail and Australian Doctor Magazine,Their itinerary included a Sigatoka River Safari, Vunareuoa Village experience and Sigatoka Sand Dunes hike with resort’s activities manager

Kini Sarai.Other highlights included a tour of the Tian Chinese Farm with executive chef Shailesh Naidu to highlight the diverse regional produce which is used at all of the resort’s restaurants and treatments at the award winning Bebe Spa Sanctuary. Resort general manager Peter Hopgood said the resort’s media program was important in maintaining the profile of the resort and the Coral Coast in the Australian media.“While Tourism Fiji is very pro-active in promoting Fiji as a destination, we feel that it is also important to maintain a high profile for Outrigger on the Lagoon,” said Mr Hopgood.“Outrigger offers a unique and authentic Fijian experience which is largely attributed to the incredible team of staff that work at the property and it is important for us to communicate the high level of hospitality and five-star experience directly to the media.”Next month Outrigger will participate in a media visit from the American Society of Travel Writers Freelance Council.

President of Fiji, Ratu Epeli Nailatikau signs the condolence book at the Japanese Embassy

PRESIDENT Ratu Epeli Nailatikau has extended his condolences to the Japanese Embassy for the loss of lives caused by the

recent earthquake and tsunami disaster in northern Japan.Ratu Epeli was accompanied by First Lady Adi Koila Nailatikau at the signing of the condolence book at the Embassy of Japan in Suva.Earlier in the day, Prime Minister Commodore Voreqe Bainimarama also signed the condolence book. The earthquake and tsunami caused widespread devastation. At least 8000 people are believed to have died and another 12,000 remain missing. In addition, the disaster also caused damage to a nuclear power plant. There are now fears of a radiation leak from the plant.

THE Outrigger on the Lagoon has recently been hosting international media resort personnel. This week the resort hosted a group of American tourists who all had one thing in common each member of the 40-strong touring party are avid listeners of KMJ NOW’s News Talk Radio Show which is hosted by Roy Appleton. The show has an extensive following throughout the United States and belongs to the talkback genre of broadcasting.Founded in 1922, the show is the 38th oldest licensed continuously operated radio station. It broadcasts in Oregon, Nevada, and 45 other states in America

via satellite.“For the past 24 years, I’ve been taking groups of people who listen to my show each year on a tour to a different country as a form of appreciation for their loyalty as listeners,” Mr Appleton said.“We’ve visited 90 countries so far and each year the groups consist of between 200 to 400 people but this trip to Fiji was made by our smallest contingent so far.“Fiji’s been the best country we’ve visited ever you couldn’t find a friendlier race of people such as yours the world over and we will definitely be coming back.”Mr Appleton could not remember the name of the local radio stations he had visited but was impressed with what he saw.“Broadcasting is the same the world over; keep the listeners entertained and engaged in dialogue and Fiji’s radio is definitely holding their own,” he said.As Mr Appleton and his party left the country their only regret being, as Mr Appleton put it, “... Having to miss Nadroga’s (rugby) game against Tavua.”

Fiji and 84 other countries recently released a joint statement at the United Nations Human Rights Council in Geneva on “Ending Acts on Violence and Related Human Rights Violations Based on Sexual Orientation and Gender Identity”.Local non-government organisation, Women’s Action for Change director Peni Moore said her organisation was pleased with the action taken by the Government.“For those of us who’ve been working in this area for a long time, it gave us great pride to see what the Government has done,” said Mrs. Moore. She said she was honored to be a member

of one of the first Pacific island countries that were a signatory to the statement.A statement released by the American Embassy confirmed the statement included expressions of concern on the continued evidence in every region on human rights violations based on sexual orientation and gender identity. The US Secretary of State, Hillary Clinton, said the event stressed a commitment by the US to human rights through dialogue, open discussion and frank conversation, according to a statement.“Gay rights are human rights and human rights are gay rights,” Mrs. Clinton said.

FIJI will import a total 10,000 tonnes of sugar from Thailand to complement low supply consumers face right now. This, after the sugar industry exported last year’s total sugar production of 313,506 tonnes crushed from 1.7m tonnes of cane.Director sugar in the Ministry of Provincial Development Viliame Gucake said with the importation of the 10,000 tonnes of sugar, shortage of supply should be eased until the next harvesting season. He said the two shipments of 4000 tonnes of sugar had already arrived this month and another 6000 tonnes of sugar was to arrive from Thailand next month.“The first shipment of 2000 tonnes of sugar arrived early this month and the second shipment with another 2000 tonnes arrived last week from Thailand,” Mr Gucake said.“Next month we will receive 6000 tonnes

of sugar and that will total the 10,000 tonnes needed for local supply before we start the next harvesting season.Mr Gucake said the imported sugar should sustain local consumption until the crushing season. The price of sugar in supermarket shelves in Labasa Town has increased by more than 50 cents for a kg.Interviewed supermarket managers who preferred to remain anonymous said they could not do much but resort to the increase.A manager of a major supermarket in Labasa said the limited supply of sugar in Labasa had forced them to increase their prices.“The current prices have slightly changed and we ask consumers to bear with us because the supply is limited,” he said.

MEMBERS of the public have been asked to make the visiting Melanesian Spearhead Group delegates feel at home.Deputy Foreign Affairs secretary Sila Balawa urged people to say “Bula” if they meet the wantoks in town. The Government also thanked the business community for their sponsorship of the meeting.

COMMERCIAL banks will now be required to publicly disclose any increases in interest rate spreads beyond the previously regulated limit of 4 per cent a year. Those banks will also be required to disclose specific reasons, including management’s stance and justifications for the increase.A statement from the Reserve Bank of Fiji stated this disclosure was a requirement under the recently released Banking Supervision Policy on interest spread disclosure, and was effected in December last year.“The objective of the policy guideline is to ensure banks are transparent and accountable for any increases in the interest rate spreads beyond the benchmark of 4 per cent,” the RBF said

in a statement.“Promoting public disclosure of financial and other relevant prudential information to foster market discipline and strengthen financial stability is important to the Reserve Bank of Fiji.”The RBF also clarified that interest spread was defined in the policy as “the difference between the yield on monetary assets and cost of average funding liabilities”.It said the definition was based on the absolute figures earned and expensed over the quarter with the balances utilized to earn interest and funding provided by depositors. The RBF is expected to publish the first disclosures this week and future disclosures will be required to be published within a month of the end of quarter.

FIJI ginger is among the best in the world targeted for American and European markets but increasing demand has been a challenge for local farmers. To combat the rising demand, the Ministry of Agriculture has increased the participation of existing and interested farmers through workshops and training on ginger farming.Permanent secretary Colonel Mason Smith

said Fiji exported $6million worth of ginger last year and such potential resulted in the ministry increasing work on ginger seeds preparation with selected export ginger companies.“We have a ginger program for our farmers and this includes training workshops and the preparation of ginger seeds and this is an important part of boosting the supply to our

export market,” he said.“The overseas market is flooded by Asian ginger but the ginger we export is becoming popular and demand is increasing, so we need to work towards meeting the demand.”Fiji’s major ginger exporter - Kaiming Agro Processing Ltd stated that they were working closely with Government in boosting export.“Fiji ginger has a unique taste and the baby

ginger has very less fiber in it compared to other countries especially Asia so this has seen the demand grow every year,” said company director, Kaiming Qiu.“Right now our ginger supply is still less compared to Asian markets and they currently dominate the overseas market because it is cheap whereas the Fiji ginger is expensive because of the quality.”

THE Melanesian Spearhead Group trade and economic officials meeting started at the Vale ni Bose complex behind closed doors but discussions are not expected to include PACER Plus. The Pacific Agreement on Closer Economic Relations (PACER) Plus, which is still negotiated, is a trade agreement between Australia and New Zealand.Instead, discussions are expected to centre around trade agreements within the MSG bloc of Vanuatu, Papua New Guinea, New Caledonia (Front de Liberation Nationale Kanak et Socialiste), Solomon Islands and Fiji Islands. East Timor and Indonesia are also part of the summit as observers. The trade and economic officials complete their discussions before the senior officials meet. The Pacific Institute of Public Policy issued a discussion paper titled “Youthquake: Will Melanesian democracy be sunk by demography” and claimed that Australia’s

policy in Melanesia is a drift as the region increasingly looks north to Asia. While the media was only allowed picture opportunities, deputy secretary Foreign Affairs and International Cooperation, Sila Balawa through the Information Ministry said discussions would be on matters that affect the people.Mr Balawa also told the ministry the meeting was also for the public and that everything was being done transparently so that it was public knowledge.“We are doing everything transparently and it is public knowledge because the issues discussed have been coming out in the media,” Mr Balawa told the ministry.“We are doing everything in a transparent manner because the issues involve the general public and the Melanesian people.”Mr Balawa said climate change and encouraging more economic activities among the MSG countries would be discussed.

The EU ambassador to the Pacific,Wiepke van der Goot

The European Union (EU) recently re-listed Fiji in its list of countries allowed to export fish to its member states. EU Ambassador to the Pacific, Wiepke Van Der Goot, took the opportunity to advise the country to continue upgrading its exporting facilities and boost its fishing fleet.Van Der Goot noted that currently just two of the country’s companies satisfy the EU’s stringent standards and that, if Fiji wants to improve its economic development, it should work to achieve more and help more firms meet EU requirements. In terms of vessels, only seven meet EU standards. He reminded that the Union de-listed Fiji in 2004 after it found that the country was unable to meet EU standards. In that year,

mercury was found in some tuna loins and three years later, in 2007, several people in France fell seriously ill after consuming fish imported from Fiji.Fiji’s re-listing, Van Der Goot opined, is a good omen and Fiji should take it as encouragement to enhance its development.“This result should now encourage Fiji to take full advantage of the possibilities of global sourcing under the Market Access Regulation or – even better – under the interim EPA by notifying the EU about its implementation,” he said.Head of the Fiji Fish Company Graham Southwick, however, doubts whether meeting the EU’s imposed standards is a worthwhile endeavor. He said the Union has now cleared Fiji authorities to monitor and sign off on exports – even though just three years ago the EU had deemed said authorities incompetent for the job, reports the media. Moreover, he told, the EU has not cleared fisheries exporters themselves and has requested that they fulfill a litany of conditions.“Now they’re talking about having to upgrade not only the factories, they want to upgrade the boats and then they want to upgrade the trucks and they’re saying you know where is the thing going to end really, upgrading the airport or the

aircraft, where is this thing going to end and we don’t have any finite list that we can say, ’OK if we do these 10 things that we can go to Europe’. At the moment the list seems to be never-ending,” Southwick complained.Still, he said Fiji exporters have asked for a final list of conditions so they can determine the cost of the requested upgrades.

Europeans are remarkable eaters of fish and fishery products, the ambassador noted, with an average per capita consumption of 25 kg per year. The EU is also the world’s main importer of fish, with a total market of some 500 million consumers. At least 60 per cent of the Union’s required fishing products are imported from third countries.

A horrific shark attack at Udu in Vanua Levu forced doctors at the Labasa Hospital to remove the victim’s left forearm, after most of it was bitten off during the attack on Monday.Metereti Jeke, 30, survived the ordeal and says he will not fear the sea, as he lay in bed at the Labasa Hospital. They were the only words the father of two uttered as he fought back tears.Metereti has depended on the sea to feed his family. His emotional mother Talica Vakasawaqa sat by his bedside and spoke about the chain of events that led to her son losing part of his arm. Mrs. Vakasawaqa and her husband left their home at Nukudamu Village in a boat to pick Metereti, an uncle and a nephew for a diving trip on Monday morning. “After picking them up we went straight to the reef just opposite our village,” Mrs. Vakasawaqa said.“It is a popular spot because we easily catch fish there. It was around 4pm when we decided to end the trip but Metereti decided to make one last dive.“I went in with him and after a few minutes, I heard screams and people calling my name. I knew something

had gone wrong. I threw my catch back into the water and hurried back to the boat.”The sight of her son shocked her.“His left forearm had been ripped with the flesh dangling from the bone. He had two pieces of cloth tied above the bite but the blood kept oozing out.”The victim’s father then tied a rope to prevent further blood loss and immediately took Metereti to Nabouono Health Centre. The nurses there wrapped a bandage around the injury and referred him to the Lagi Medical Centre where he arrived around 6.30pm. After receiving minor treatment from the nurses, he was transferred to Labasa Hospital. Mrs. Vakasawaqa said they left Lagi, which is about 90 kilometers away from Labasa Town, at about 11pm and reached Labasa at about 1.30am on Tuesday. It was a nightmare, Mrs. Vakasawaqa said.“My son was in a lot of pain and we feared losing him, but thanks to the ambulance driver who transported us so fast to Labasa. He had lost a lot of blood and my family and I have God and the doctors at the hospital to thank for saving his life.”She described Metereti as a

hardworking man.“When he regained consciousness, he smiled at me and told me not to cry. He knew he had lost his arm and said he would do his best to earn for his family with his right hand.”Mrs. Vakasawaqa said they were aware of the presence of sharks in the waters near the village; however, the only shark attack she could recall was one she said happened 20 years ago.Senior fisheries officer Northern

Gerald Billings said shark attacks were uncommon in the north and he has warned people to take extra care while out to sea.“Sharks are very territorial in nature and they become vicious if their territory is interfered with. The best advice for people is to be very careful and not to dive in waters which they are unsure of because it can lead to life threatening incidents,” Mr Billings said.

AN insurance company dealing with third party policies and vehicle insurance has been ordered by the Fiji Court of Appeal to pay more than $250,000 to a man who was a passenger in a motor vehicle accident.Mukesh Chandra had claimed passenger liability and third party payment from Sun Insurance after he was involved in an accident. But Sun Insurance refused to pay the claims, saying the driver of the vehicle which Chandra was travelling in did not hold a valid license. The court found that Sun Insurance failed to prove either of the two facts that would result in a breach of condition which would avoid Chandra’s third party statutory claim.Justice William Marshall ruled, “I propose

therefore that it be ordered that the amount ordered to be paid by Sun Insurance to Mukesh Chandra in respect of the passenger liability claim, be appropriated instead to the claim in respect of Imlesh Krishna as insured of AC123 in respect of driver Nazim Hussein and his negligent driving.”An order will be necessary that $233,295 be paid to Mukesh Chand in respect of this liability.“An order in respect of interest should also be made.”The court also ordered that $4000 be paid to Chandra in third party payments and Sun Insurance covers his court costs. An interest of six per cent was levied on Sun Insurance on the amount of $233,295 to be paid to Chandra from September 2008.The court noted in its ruling that in the

VATUKOULA residents occupying company quarters have to adhere to a strict one-dog policy, says Vatukoula Gold Mine Limited general manager Bert Leathley.“The reason for the policy is very simple. Allowing people to have more than one dog is a recipe for dog attacks,” he told the media.“In the interest of safety and as a precautionary measure, I introduced the one-dog policy to ensure this type of incident does not occur now or in the future.”Mr Leathley, who many regard as the savior of Vatukoula, also said while each residence was allowed one dog, the animal had to be licensed.Mr Leathley’s one-dog policy is part of a new wave of reforms that he brought to the gold mining town which includes a ban on livestock being kept on company property. While some disgruntled workers have

voiced concerns at the new measures, the majority have welcomed the new initiatives. Those who support it say it has led to a vast improvement in the general cleanliness and hygiene around their homes and the Vatukoula community as a whole.Meanwhile, municipalities in the Western Division have voiced concerns about the stray dog issue with the Ba Town Council coming up with an innovative way to deal with the problem.“We have sent all 147 dogs trapped in the past three weeks to the Nausori Highlands where farmers use them to hunt pigs,” said Ba and Tavua special administrator Arun Prasad.Mr Prasad said while Vatukoula’s one-dog policy had some merit, his approach would be a two-dog policy.“Dogs have feelings too and you don’t want them feeling lonely and neglected,” he said

A TEAM from the Public Rental Board visited a few areas in Labasa donating sewing machines to women’s group. The team visited Tuatua, Naodamu and Vunimoli Housing and gave two machines each to the women of those communities.PRB general manager Mesake Senibulu said the project would assist families generate income to pay outstanding

rental arrears while at the same time, support their respective families. The women thanked the board for its help, saying the machines would go a long way towards helping them meet their financial obligations.A similar exercise has been carried out by the Social Welfare and Women’s Ministry.

United Kingdom since 1976, all new full driving licenses are valid until the day before the licensed driver’s 70th birthday.“This removed many cases of driving without a valid license from the Magistrates Court,” the court said.“In other countries including Fiji, the

revenue from renewal fees serves to discourage the Land Transport Authority, or equivalent body, from doing in this matter what is done in the United Kingdom. In Hong Kong the period is 10 years. In Fiji the maximum renewal period is six years.”

ministry to launch bus fare cards

decrease in Potato Prices

A Deed of Agreement between Government and the Fiji Bus Operators Association was signed in January to provide bus fare concessions to senior citizens and disabled persons. As the line ministry for the elderly and disabled persons, the Ministry of Social Welfare, Women and Poverty Alleviation is the lead agency in the implementation of the agreement. As in the agreement, those falling in the category of 60 years and above are eligible for 50 per cent concession on bus fares and disabled persons are eligible for free bus fares. All those eligible for this concession must be certified and issued with the identification cards. This will be done through the district and divisional offices. The Ministry of Social Welfare, Women and Poverty Alleviation permanent secretary Mr Govind Sami announced the ministry will launch the bus fare identification cards (ID) on Friday, March

25 at Sukuna Park at 2.30pm.The official launching will be done by the Minister for Women, Social Welfare and Poverty Alleviation Dr Jiko Luveni. The first batch of cards has been dispatched to district and divisional offices for collection. “These cards will be available for distribution from Monday, March 28. We have received about 5000 applications and details of applicants are being updated into the ministry’s database,” Mr Sami said. Card holders will also be given a Fiji Bus Operators voucher book with tickets and each ticket is valid for a trip and should be given to the driver when boarding the bus. New voucher books will be issued free of charge once all the tickets from the voucher books are used up. Mr Sami said the ministry had appointed clerical officers in each district office at all divisions to facilitate the distribution of ID Cards.

A new Code of Conduct for civil servants that takes into account changes in various laws of the country will be drawn up.Public Service Commission chairman Josefa Serulagilagi says the new code will allow for a more modernized approach to service.“Actually, the code of conduct is very important, it will bring together the civil service,” he said.“We will try and modernize the way we operate – in most cases we still find that a lot of things are still behind in services that are delivered.“This is why we would like to put in place

a new code of conduct so civil servants know exactly the role they should play and what is expected of them in the code.”The new code of conduct is one of the recommendations in the report that is being fine tuned by the People’s Charter National Advisory Council to be submitted to the Prime Minister Commodore Voreqe Bainimarama this week.“We have the laws that are changing even now, there are more changes in the law now than what has happened in the past so the Code of Conduct needs to also fall in line with all these changes,” Mr Serulagilagi said.

Prices of potatoes in the country have been further reduced. The prices will now range from $1.75 to $2.25 per kg.Meanwhile, a New Zealand fresh produce distributor will open its Fiji-based outlet this week allowing a new wave of opportunities for local growers and consumers.Turners and Growers Fiji will be based in Suva and starts supplying fruits and vegetables this Friday.Commerce Commission Chairman

Dr. Mahendra Reddy said the opening of this new outlet is good news for customers as they will now have more quality products at reduced prices.“By having a major wholesaler established in Fiji, it will remove cases such as lots of increased costs arising from individual supermarkets importing their own mass products on their own small scales. So we are looking at major gains for the customers in terms of prices and quality.” Reddy said.

The hospital’s wildlife expert Cláudio Yudi Kanayama and his team glued a

plastic shield onto the tortoise’s carapace (underside) before affixing a wheel to it. A

second wheel was added shortly after. Take one pet tortoise, add two wheels commonly used for office furniture and you’ve got the world’s first bionic turtle. In late February, a red-footed tortoise in Brazil was given a new lease on life, when a team of veterinarians at the Veterinary Hospital of Uberaba in the country’s Minas Gerais state attached two wheels to its shell.Originally the adult tortoise’s owner had brought the animal into the hospital in hopes that doctors could heal an infected leg wound. The tortoise had damaged its left leg on an electrical fence that had fallen down in the garden where it livesThe team, however, had no choice but

to amputate the tortoise’s entire leg after determining the infection posed a risk to the tortoise’s entire wellbeing. But while animals such as dogs and cats can manage on three legs, things aren’t as easy for a tortoise with its heavy shell and sluggish movement. The hospital’s wildlife expert, Cláudio Yudi Kanayama, came up with the next best thing: a wheel similar to a furniture caster. The doctor and his team glued a plastic shield onto the tortoise’s plastron (underside) before affixing a wheel to it.A second wheel was added a few weeks later in a follow-up appointment to give the tortoise even more balance.Red-footed tortoises are native to South America and are common pets in Brazil. Rodrigo Rodrigues, a veterinary student at the hospital who spoke on behalf of Kanayama, told the reporter the tortoise and its owner is doing well. Its leg stitches will be removed shortly and with the new wheels, the tortoise can navigate around its home more easily. “He’s fine. He’s a little wheelbarrow now,” Rodrigues said. “His owner is thrilled.”

Two strong earthquakes of magnitude 7.0 have struck northeastern Burma, close to the borders with Thailand and Laos. The US Geological Survey said the quakes struck seconds apart at 8.25pm (1.55pm Irish time). The first one was very shallow, at a depth of only 10km, while the second one was deeper at 230km.The tremors took place in a sparsely populated, hilly area of Burma - officially

known as Myanmar. The region is best known as the Golden Triangle and is a traditional source of opium. No tsunami warning has been issued, with seismologists saying the quakes were too far inland to generate a wave in the Indian Ocean.Witnesses said the earthquakes were felt in Bangkok and as far away as the Vietnam capital of Hanoi where people were evacuated from tall buildings.

RELATIVES wept and soldiers saluted as dozens of tsunami victims in simple wooden coffins were buried in a mass grave in a city in northeast Japan overwhelmed by death. With makeshift morgues close to overflowing and crematoriums unable to keep pace with the numbers of bodies, the Japanese authorities have taken the drastic step of using mass burial sites as temporary resting places.

A 92-YEAR-OLD Florida woman was arrested after she fired a handgun into her neighbor’s house when he refused to give her a kiss. Helen Staudinger told Marion County sheriff’s deputies that she had walked next door to speak with her neighbor, 53-year-old Dwight Bettner, who she said asked her to leave.Ms Staudinger said she told Mr Bettner she would not leave until he gave her a kiss, the Star-Banner reported.Ms Staudinger said she and Mr Bettner argued, after which she retrieved a .380 semi-automatic handgun from her home and fired several shots into Mr Bettner’s home. One of the bullets flew into Mr Bettner’s

bedroom, where he was hit with flying glass, while three others hit the side of the house.Mr Bettner told the Star-Banner that Ms Staudinger, a widow, had expressed a fondness for him since he moved to the neighborhood six months ago.“I told her I’m in a relationship,” Mr Bettner said. “She has this idea I’m supposed to be her man.”Mr Bettner said the elderly woman has also cursed at him and attempted to strangle another woman with whom she thought he was having an affair.Ms Staudinger was charged with aggravated assault and shooting into an occupied dwelling, according to the Marion County Sheriff’s Office.

THE number of people confirmed dead or listed as missing in Japan surpassed 25,000 - 12 days after a massive earthquake and tsunami struck the country’s northeast coast. There are fears of a much higher toll from the disaster, which flattened entire towns along the Pacific coast of northern Honshu Island. The National Police Agency said 9487 people had been confirmed dead and

15,617 officially listed as missing - a total of 25,104 - as a result of the March 11 catastrophe.A total of 2755 people have been injured. The quake has become Japan’s deadliest natural disaster since the 1923 Great Kanto Earthquake, which killed more than 142,000 people.Hundreds of thousands of people have been displaced from their homes and have taken shelter in evacuation facilities.

Tap water in downtown Tokyo measured more than twice the recommended limit per liter for infants, officials from the Tokyo Water Bureau said. Radiation has seeped into vegetables, raw milk, the water supply and seawater since an earthquake and tsunami crippled the Fukushima Dai-ichi power plant nearly two weeks ago. Broccoli was added to a list of tainted vegetables and U.S. officials announced a block on Japanese dairy and other produce from the region.

Elizabeth Taylor, the glamorous queen of American movie stardom, whose achievements as an actress were often overshadowed by her rapturous looks and real-life dramas, died early Wednesday of congestive heart failure at Cedars-Sinai Medical Center in Los Angeles, said publicist Sally Morrison. woman finds dog alive in burned-ouT home

AT 60kg, Lu Hao is already five times the size of a normal child his age, and his mother is unable to pick him up. When the three-year-old toddler from China was born he weighed just 2.6kg, around the average size for a newborn. However, from the time he was three months old he began to gain weight rapidly.“His appetite is so good that for a meal he can eat three big bowls of rice, even larger than I and his mother,” said Hao’s father Lu Yuncheng.Since Hao was one-year-old his parents have tried to keep a careful eye on his diet. However, Hao’s mother Chen Yuan comments: “We have to let him be as if we don’t feed him he will cry non-stop.”No matter how hard the family restricts Hao’s diet and pushes him to move more the toddler has still managed to put on 10kg in the past year.“In both of our families, there was no such

giant person,” said father Yuncheng. To push Hao to do more sports, the family installed a basketball hoop in the yard and often takes him to swim in a local river. But the exercise just makes him hungrier and results in him putting on more weight.Hao hates walking and each day his mother takes him to kindergarten on a motorcycle.“He is quite happy that I could ride him to kindergarten instead of walking him there,” said Yuan.Hao has many toys at home but his favorite is Superman because, he says, “Superman can fly and beat bad men!”When asked if he would like to fly like Superman Hao giggles and replies: “No. I am too fat”.“We took him to three hospitals and one said he has a tumor in the head, while the other two said there is no tumor in the head,” said Yuncheng.“Doctors said his hormones are at a normal level. It’s hard to know why he could be so big.”“We now worry the most about his health. As if he continues to grow at this rate his heart could fail,” said Yuan. They also worry that when he gets older and more aware of his weight Hao will be bullied.“Our biggest hope is one day Hao could get slim,” said Chen.

A Swedish robber who hid in a bank vault for three days was caught - after he left bottles of his urine behind. The 27-year-old man used the bottles to relieve himself after sneaking into the vault one Friday and remaining there until the bank reopened on the Monday. While inside the vault, in Copenghagen, the man and his accomplice emptied 140 safety deposit boxes of about £300,000 in cash

and jewellery. They managed to surprise bank staff and escape when the vault was reopened. But prosecutor Frederik Larsen said they forgot to take the urine with them “so we were able to get their DNA samples from the bottles”.The evidence helped prosecutors win a 21-month prison sentence for the Swede. His accomplice is still at large and the loot hasn’t been recovered.

Hillary Clinton has confirmed she plans to retire from politics in 2013.

The current U.S. Secretary of State, and former First Lady, has decided to step away from the political spotlight when President Barack Obama’s current term comes to an end in two years’ time. And Clinton is adamant she won’t be tempted back to Washington, D.C., telling People magazine, “I’ve been on the highest tightrope of American and global politics. In two years it will be 20 years. I want to do other things... I want to go home first, catch up on mundane things like sleep and cleaning closets.”

Two former Virgin Blue executives who are trying to win back jobs they lost when they became mothers will have their discrimination cases heard together.Sponsorship specialist Kirsty Aitken and public affairs officer Leonie Vandeven, both in their early 30s, have taken court action alleging they were discriminated against after confirming they were pregnant or returning from maternity leave. The women had worked together as part

of the airline’s public relations team until mid-2010 when they were told their positions were no longer required.Ms Aitken and Ms Vandeven claim their positions were immediately re-filled after they were forced to take redundancies.During a brief mention of the matter in the Federal Magistrates Court in Brisbane, lawyers for Virgin Blue and for the former employees agreed that the two cases should be heard together.

MEXICO’S interior ministry distributed a guide to reducing sexist language in the government offices of a nation renowned for its machismo. The Manual for the Non-Sexist Use of Language is a “tool to familiarize federal public workers with the use of non-sexist strategies in the Spanish language,” according to the introduction of the guide. The manual seeks to reduce comments that enforce sexual stereotypes, such as “If you want to work, why did you have children?”

or “You’re prettier when you keep quiet,” according to the document. It also seeks to avoid referring to women in terms of possession, such as “Pedro’s wife.”The Mexican government acknowledged on International Women’s Day earlier this month that “insults and harassment” of women remained a problem. The recommendations came amid concern over a rise in female homicides in Mexico, also called femicides, in which women are particularly targeted for their gender.

THE Eiffel Tower was evacuated after a suspicious package was found at the world-famous Paris attraction. Between 2000 and 3000 people were evacuated from the site after officials received a call from a phone booth around 4.30pm local time, saying that a bomb would explode at the monument

at 5pm, it was reported.Police were investigating a package found at the site and that the tower was expected to reopen shortly. This is the fourth time in recent months the Eiffel Tower has been evacuated due to a bomb scare. All three previous threats turned out to be false.

living in the burned out wreckage of her home

A PET owner who thought her beloved dachshund was gone forever after a fire destroyed her apartment a month ago has found the pet living in the wreckage

of her burned-out home. Terisa Acevedo moved in with relatives after the February 23 fire. She returned to the apartment on Monday after her landlord asked her to turn off the alarm on a vehicle in the driveway. The 24-year-old heard scratching, pulled away the plywood covering the doorway and found the year-old pup, Lola. She says Lola jumped into her arms and set off a flood of tears. She says the dog was a little skinnier than she remembered but otherwise okay.Veterinarians say the dog somehow found food and water in the home and is expected to fully recover.

Former talk-show host wants Lucy, Edmonton Valley Zoo’s lone elephant, to get examinedFormer television game show host Bob Barker is offering $100,000 to the City of Edmonton if it will allow experts to examine Lucy, the lone elephant at the Edmonton Valley Zoo.“It seems like a win-win-win scenario to me,” said Barker, in a news release. “The zoo wins, concerned citizens win, but most importantly of all, Lucy wins,” said Barker, who gave up hosting duties with The Price is Right in 2007 after some 35 years.

A growing list of celebrities have joined animal rights groups in a high-profile campaign over the past couple of years urging the zoo to move the 35-year-old Asian elephant to a sanctuary in the United States. The groups including Zoocheck and PETA believe Lucy is overweight, lonely and plagued with health problems typical of captive elephants.Once Lucy is examined by experts selected by the animal protection groups, the city can spend the money however it wants, said Barker. In December, former Edmonton Oiler Georges Laraque offered to donate $100,000 to a city project such as a downtown arena or a new Indy racetrack, if the city moves Lucy to a warmer climate. The city has refused to entertain such requests, maintaining Lucy receives excellent care and moving her would endanger her health.

Around 500 Shaw Communications employees in Western Canada lost their jobs on Wednesday. The Calgary-based company made the layoffs as part of a corporate restructuring to make Shaw more efficient, President Peter Bissonnette said. There will be no impact on Shaw Media, Shaw Television or Global News, he said.About 140 people in Calgary are being laid

off, many of them managers. There were about 50 layoffs in Edmonton.A call centre in Saskatoon employing about 50 was also shut down. The calls handled there will now be taken by a larger call centre in Winnipeg, Bissonnette said.About 60 people on Vancouver Island were let go, as well as 90 employees in Vancouver, including warehouse workers and management.“It’s always difficult because…most of these employees have been with us some time and have made great contributions to our company,” said Bissonnette. “And unfortunately, you know, this is never pleasant.”Shaw has grown dramatically over the last two years and now employs more than 13,000 people, Bissonnette said.

B.C. Premier Christy Clark was in Surrey on Monday to launch the province’s largest-ever health-care project – the $512-million expansion of Surrey Memorial Hospital.Clark said the project will add a new eight-storey critical care tower and a new emergency room five times larger than the existing one, as well as renovating the existing facility. Construction on the expansion actually began in January and is expected to wrap up in 2014.

“It’s going to be huge. The second-biggest hospital - when this is done - in British Columbia is going to be right here in Surrey as it should be because this is where the population is growing,” she said.Surrey’s rapid population growth has made hospital overcrowding a large problem for the Fraser Health Authority. Recently, the Royal Columbia Hospital had to use its Tim Hortons as an emergency room because of a shortage of ER beds.

Canada’s efforts to combat immigration fraud have been strengthened following the signing of a new information-sharing initiative with New Zealand, Citizenship, Immigration and Multiculturalism Minister Jason Kenney, announced yesterday. “This initiative will help Canadian immigration authorities detect foreign criminals and previous deportees who are trying to re-enter Canada without permission,” said Minister Kenney. “Canada already has similar initiatives in place with the United Kingdom, Australia and the United States, and we are pleased to expand this partnership to include New

Zealand.”Under this arrangement, Canada will be able to securely and confidentially check the fingerprint information of asylum seekers and foreign nationals facing deportation in Canada with those stored in New Zealand immigration databases. “The ability to check identities with each other helps Canada and New Zealand identify people using false identities or people with criminal histories,” said New Zealand Immigration Minister Dr. Jonathan Coleman. “The initiative gives greater confidence that non-genuine immigration cases will be refused through the improved detection of fraudulent

identity and immigration claims.” The initiative was developed as part of the Five Country Conference (FCC), a forum for immigration and border security comprised of Citizenship and Immigration Canada and the Canada Border Services Agency in partnership with New Zealand, the United Kingdom, the United States and Australia. To date, as a result of data-sharing:•The U.K. returned to Australia a wanted rapist posing as an asylum seeker, who subsequently pleaded guilty. •Canada revoked the refugee status of a man whom British records proved to be an American citizen.

•The U.K. took action against an asylum seeker who used nine identities and six different documents across the FCC countries.Canadian citizens will not be affected, nor will visitors, foreign students or foreign workers. Most permanent residents will not be affected either, other than those who acquired their status via a successful refugee claim. The protection of personal information is important to all the countries involved. Each FCC country has in place a number of safeguards to protect privacy and has completed a comprehensive privacy impact assessment.

Comox Valley distribution servicesOnly buy or fill up your car or truck in the early morning when the ground temperature is still cold. Remember that all service stations have their storage tanks buried below ground. The colder the ground the more dense the gasoline, when it gets warmer gasoline expands, so buying in the afternoon or in the evening.... Your gallon is not exactly a gallon. In the petroleum business, the specific gravity and the temperature of the gasoline, diesel and jet fuel, ethanol and other petroleum products play an important role. A 1-degree rise in temperature is a big deal for this business. But the service stations do not have temperature compensation at the pumps. When you’re filling up do not squeeze the trigger of the nozzle to a fast mode. If you look you will see that the trigger has three (3) stages: low, middle, and high. In slow mode you should be pumping on low speed, thereby minimizing the vapors that are created while you are pumping. All hoses at the pump have a vapor return. If you are pumping on the fast

rate, some other liquid that goes to your tank becomes vapor. Those vapors are being sucked up and back into the underground storage tank so you’re getting less worth for your money. One of the most important tips is to fill up when your gas tank is HALF FULL or HALF EMPTY. The reason for this is, the more gas you have in your tank the less air occupying its empty space. Gasoline evaporates faster than you can imagine. Gasoline storage tanks have an internal floating roof. This roof serves as zero clearance between the gas and the atmosphere, so it minimizes the evaporation. Unlike service stations, here where I work, every truck that we load is temperature compensated so that every gallon is actually the exact amount. Another reminder, if there is a gasoline truck pumping into the storage tanks when you stop to buy gas, DO NOT fill up--most likely the gasoline is being stirred up as the gas is being delivered, and you might pick up some of the dirt that normally settles on the bottom. Hope this will help you get the most value for your money.

In 2010, ICBC invested approximately $9 million in 280 road improvement projects throughout B.C. ICBC launched the road improvement program in 1989 and since then, has invested approximately $100 million in projects across B.C.A 2009 independent evaluation concluded that for every dollar invested, ICBC and customers see a

return 5 to 12 times the investment. That is, for every dollar invested, ICBC and customers save $5.60 over two years and $12.80 over five years in reduced crash costs. All proposed road improvement projects are assessed on their ability to make B.C. roads safer. The following news releases were issued about road improvement projects in these communities:

Aries (Mar 21 - Apr 19) You will have a fortunate week ahead when you will be sought by various clients or organizations. You have been putting in a lot of hard work and have achieved excellent results. This has certainly given a boost to your career and you now have more responsibility to maintain the image that you have created for yourself. The surplus funds at your disposal should be invested wisely and not put into any speculative deals. You may not be as fortunate with a matter that doesn’t come under your field of expertise. Your personal life is happy and full of good cheer. Romance is more on your mind than in actuality due to your inability to find time for amorous sport. Taurus (Apr 20 - May 20) You will be making good progress in your career especially after handling your current assignment to great satisfaction. Financial benefits will follow though a bit later. Independent entrepreneurs will feel the need to expand their workspace and may either buy an additional premise or move into a larger accommodation. Some of you will travel this week to sign a new agreement or to discuss a fresh project in another town. Home and family life is happy more so after you get the good news of a youngster doing exceptionally well in education or sports.Gemini (May 21 - Jun 20) Fresh opportunities appear on the horizon but you will have to scrutinize each and every offer before making any commitment. You could well be on way to achieving a major breakthrough in your career if you play your cards carefully. It is quite possible that some of the new offer you get may be tempting but may have a short tenure. These should be rejected outright. You need to make plans for a long-term move in your job or business. Love life begins to sparkle with the advent of a new person in your life. The single and eligible will receive a favorable proposal for marriage that they are likely to accept.Cancer (Jun 21 - Jul 22) You are doing well in your work and it should be your endeavor to keep up the fast and efficient pace to maintain your position. This is the right time to go ahead with your past plans on which you may have worked hard. If you let others interfere by giving uncalled for advice or suggestions you will only be confusing yourself. Someone you met a couple of months ago at an official function will contact you with some work or business proposal. You should consider fresh offers dispassionately for it is quite likely that someone may have certain ulterior motives to work with you. Love life seem to be getting quite interesting with your mate or beloved making exciting plans for most evenings. Something sure is brewing in matters of amour. Matters at home remain happy with elders supporting you in your endeavors to bring about major changes in the domestic environment. The married will hardly find any time to be with their mate with frequent visitors coming home and renovations being carried out.Scorpio (Oct 23 - Nov 21) You will need to work in co-operation with others for by antagonizing a colleague or a senior will jeopardize your position in your job or business. In fact you will benefit more through the efforts of others than by your enterprise. Your ingenuity lies in getting others to work for you and by maintaining good rapport with government or other officials. Home and family life is likely to get upset due to your busy work schedule. You may also get romantically drawn to someone who is married or with whom there can be no stable relationship. You could be treading a dangerous path as far as matters of the heart is concerned.Sagittarius (Nov 22 - dec 21) Let not an over confident approach upset your business plans, for others may suspect your motives. You need to take others into confidence and seek their indulgence right from planning to the stage of executing the deal. This will endear you to some influential people who will later delegate to you more important task with prospects of handsome gains. Your personal life takes an interesting turn. Whereas the married will

Make most of fun times while it lasts for you will soon set out on a long journey on work. Capricorn (Dec 22 - Jan 19) You can look forward to some major changes in your work as well as in location. Any change or move that takes place now will be for the better and will have long term repercussions on your career and personal life. Hence even though all seem to be working out fine, you need to remain extra cautious not to make any mistake. One thing that you must bear in mind is that not to effect any change yourself, but let matters come up by themselves. You should only act as an observer and when the time comes take the right decision. Do not initiate any change in job or location on your own. Your personal life is quite satisfactory with you getting full support from your mate, family or beloved. Aquarius (Jan 20 - Feb 18) You need to rein in your enthusiasm and work in co-operation with others. This is the time to listen to the wise counsel of those who may be more experienced or those

having special qualifications for the type of work you do. In fact this is the right time to add to your qualification by taking up a specialized study or training programmed. Students will be required to work very hard before they are given the clearance to appear for a test or an interview. Domestic scene could get a bit chaotic with lots happening in the form of renovation, arrival of guests and an elder not keeping well. Housewives will find themselves on their toes throughout this week with something or the other cropping up each time they plan to rest. Pisces (Feb 19 - Mar 20) Travel figures strongly on your agenda this week. You may have to undertake a short journey to conclude an important business deal. The single and eligible will receive proposal for marriage that they will find suitable and give their acceptance. Love ties forged this week will prove happy and enduring. Hence if you are in love now is the time to make commitment.

This page contains basic information. If you are concerned about your health, you should consult a doctor.

... CONTINUED FROM LAST WEEKThe Health risks of Being Overweight

Being overweight has a major impact on women’s health. A weight loss of 10 to 20 pounds can improve your health drastically.Numerous people have trouble obtaining a body weight that is healthy for them.Statistics are showing an ever increasing number for this issue.Previously there were approximately 65% of Americans over weight and 31% suffering from obesity. That percentage equaled about one-third of adult Americans: 34.7 million of women and 26.6 million of men.For children the statistics for over-weight was approximately 15% for children ages 6 through 11 and 15% for children ages 12 through 19 were.Today those statistics have increased to:- Over-weight: More than 9 million children and adolescents between the ages of 6 and 19 years.- Americans age 20 and older, 142.0 million are over-weight or obese.- Of that figure there are approximately 73 million and 69 million women. - The obesity statistics show approximately 31 million men and 37 million women. There are so many people in the world today who are unhappy with their weight and the way they look. Some people who are at a healthy weight believe that they need to lose a few pounds, but there is a huge population out there of people who are either over weight or clinically obese. In order to be healthy, if you are overweight or obese - you need to get down to the weight that is right for your specific body type, not the weight that the model on the front of a popular magazine is. You need to be at your ideal weight... Because of all the news reports about so many being obese many people are beginning to confuse overweight with

obesity. So the real question is, is there a difference between the two? Let’s make a comparison.Overweight and risk FactorsIf you are above the healthy weight range for your body type, you are considered to be overweight. It is important even if you are only slightly overweight to change your lifestyle so you can get back to your ideal weight. It can be just a matter of a few pounds that puts you into the obese category which has increased health risks.Overweight is classified if your body mass index (BMI) is between 25 and 29.9. There are various factors that play a role in the body mass index such as your physical activity and muscle composition. You can be in this range and not be over weight if you are very physically active. If you are over weight and have any of the following risk factors, your health would benefit greatly from weight loss.• Family history of Heart Disease? • Do you smoke? • Is your lifestyle sedentary? • Do you have high blood pressure? • Do you have high LDL cholesterol or low HDL cholesterol? • Do you have diabetes?Health risks of Being OverweightResearch has proven that being over weight or obese increases the risk of many health problems. These can include:• Diabetes • High blood pressure • Stroke • Heart attack/heart failure • Cancer • Gallbladder problems • Gout • Osteoarthritis • Sleep apneaHealth risks of Being Obese

There are two classifications of obesity, clinical obesity and morbid obesity. If you are well above the healthy weight range (between 18 and 24 BMI) and above

the overweight range (25 to 29 BMI) you are considered to be clinically obese. If you have a BMI of 40 and above you are considered to be morbidly obese. While being overweight has many health risks, being clinically obese and even worse morbidly obese have many more health risks. If you are obese you should talk to your doctor and devise a plan to get healthy before developing any serious condition. If you are considered obese, you can add to the health risks above: increased risk of premature death, Type 2 Diabetes, Chronic Venous Insufficiency, Fatty Liver Disease, Deep Vein Thrombosis, breathing problems and arthritis.Overweight versus ObesityThey are both labels for weight ranges that exceed the considered healthy weight for a given height. However, the biggest difference is obesity has greater health risks which can include premature death. So both terms identify weight ranges and the increase to various health problems and diseases.BMI is not always the best determining factor for being overweight or being obese. An athlete who is 5’9 and weighs 220 pounds would have a high BMI but it would not be because of fat and therefore would not be considered overweight or obese. To ensure your in good health, if your BMI shows you to be in either one of these categories, you should see your doctor.Terms and definitions regarding the Body Mass Index. There are three different types of fats in the body along with lean body mass that make up the body composition.Body Composition: - this is the make up of body fat and lean body mass.Lean Body Mass: - this refers to the muscles, tissues and bones in your body that are not considered to be fatty tissues. If you have a high lean body mass you will have a high metabolism and a high rate of losing calories. You can increase your lean body mass by having a regular program of strength training.Body Fat: - this is a main component of the body’s make up. It is used for storing excess energy, keeping you warm and protecting your organs from harm. Essential Fat: - is very important to maintaining a healthy body. This fat is stored in your bone marrow, central nervous system, muscles and organs. For a man, the essential fat takes up about 3 percent of his weight. For a woman, the essential fat takes up about 12 percent of her weight. The major difference is gender specific fat found in breasts, pelvis, thighs and hips. Storage Fat: - this fat builds up on the inside of your body and is used to protect you inner organs from injury. Most women and men have close to the same amount of storage fat. Storage fat is what increases when you gain excess fat and weight. Therefore if you are losing weight this is the fat that you will want to get rid of but you do not want to get rid of it all, it still has

an important role in protecting your organs. Various issues can affect your weight such as caloric intake, type of foods you eat, your age and health condition, how you use food, your physical fitness, your genetic makeup and your physiologic makeup. Being overweight and being obese can cause some serious damage to your health... take the time to get healthy now and enjoy life!Calculate your BMI• Multiply your weight (in pounds) times 704 • Divide that by your height in inches • Divide that number by your height in inches againExample:• You’re 5’4” (62 inches) and weigh 160 pounds • 160 x 704 = 11264 • 11264 divided by 62 = 1816.77 • 1816.77 divided by 62 = 29.30 • the BMI would be 29.30Find your results:• 18.5 and under - Under weight, extremely active or still growing • 19 - 24.9 = Fit • 25 - 29.9 = Overweight • 30 + = Obese Underweight is considered to be under a healthy weight. Most consider individuals under 18.5 to be underweight - although some authorities use a higher value of 20. It is important to note that the BMI is a statistical estimate and some individuals classified as underweight may be perfectly healthy. Overweight is defined as weighing more than is normal, necessary, or allowed, especially having more body weight than is considered normal or healthy for one’s age or build.Obese is defined as well above ones normal weight. A person has traditionally been considered to be obese if they are more than 20 percent over their ideal weight. The body mass index is very useful to doctors in determining relative weight to height and measures your total body fat. The BMI is an accurate measurement of body fat with the exception of people that are very muscular or have lost a lot of muscle. You should consult your doctor before starting a weight loss program.Portion Control...All Things in ModerationSimple portion control tips can help you to maintain your weight.Eating smaller servings is one way to cut calories, but it’s also very challenging! A practical way to keep track of the servings of food you’re eating is to visualize it. 1) The palm of your hand would equal a serving of protein. 2) Two fists would equal a serving of vegetables. 3) A tightened fist would equal a serving of pasta or potatoes.

Anesthesiologist disputes allegations of assaulting sedated women

dr. george doodnaught is accused of assaulting 29 women while

they were under anesthesia for surgical procedures. his lawyer has criticized north

york general hospital’s position as anunfair ‘rush to judgment.’

Toronto’s North York General Hospital has struck a deal to pay compensation to 26 female patients who allege they were sexually assaulted by an operating room anesthesiologist. That’s despite there being no finding of

guilt, no court ruling and no medical license suspension against the doctor.Dr. George Doodnaught, 62, was charged with sexually assaulting three of his patients in March 2010. Police laid an additional 26 charges against the doctor after more women came forward claiming they had been assaulted while under sedation. The incidents are alleged to have taken place at North York General Hospital and another smaller facility between 1992 and February 2010.Neither the North York hospital nor the women would disclose the amount of the payments, which will be paid by the hospital’s insurer, Healthcare Insurance Reciprocal of Canada.“The details are all confidential,” says Darcy Merkur, a lawyer who represents 26 of the 29 women who accused Doodnaught of sex assault. “But it does resolve all of the 26 claims that we advanced against the hospital in a way that our clients believe is fair, efficient, sensitive and respectful to them.”details of alleged attacks under wrapsPolice investigators have refused to provide

details of the attacks alleged by the patients. “They are in an anesthetic state and have the ability to recall the sexual acts occurring to them during their surgical procedures,” Toronto police Det.-Const. Julie Stehlik said at a news conference last year.“I do not want to taint any potential victims coming forward … and affect their ability to recall their own incidents.” Investigators refuse to say how the alleged offences could have taken place in busy operating rooms with other medical staff present.Accused doctor decries payoutsThe lawyer for the doctor at the centre of the allegations called the hospital’s position “reprehensible.”“Dr. Doodnaught denies any allegations of wrongdoing,” Brian Greenspan said. “Their rush to judgment is unfair and infuriating.”Doodnaught has not even had a preliminary hearing on the charges, which is set for October 2011. He still is licensed to practice medicine in Ontario.“We don’t have the authority to impose restrictions,” said Kathryn Clarke,

spokeswoman for the Ontario College of Physicians and Surgeons. “Our investigation is ongoing and until that is complete there can be no disciplinary proceeding.”No longer employed by the North York hospital, Doodnaught was originally banned from all work as an anesthesiologist in Ontario due to bail restrictions. But in January, he convinced a judge to lift some of those restrictions and is now entitled to resume work — only on male patients and only under the visual supervision of another physician. Doodnaught is not currently working but “the possibility should be open to him … to earn an income and to keep up his qualifications,” Greenspan said.“This is a 30-year doctor with an impeccable reputation,” he said. “That’s been ruined by unproven allegations.”He would not say whether Doodnaught intends to look for a new job.Shortly after he was charged in March 2010, Doodnaught transferred title of his North York home — assessed at $1.1 million — to his wife.

Callers or emails pose as authentic, and try to steal banking infoThe Canada Safeway Ltd. grocery chain is warning customers in Western Canada about a phone scam that targets Safeway Club Card holders.John Graham, Safeway’s director of public affairs, said in a written statement that people in B.C. and Alberta have been receiving calls from either automated or live callers claiming to represent the company. The callers make reference to club cards and reward points and claim that the target has won

bonus points or some other sort of large prize. The caller then asks the target for personal credit card information.Graham said Canada Safeway does not make unsolicited phone calls to request personal or financial information.“Should you receive such a call, you should hang up the phone and advise your local law enforcement agency,” he said. While a number of complaints about the calls have surfaced, so far there are no known victims of this latest scam, Graham said.

Sri Rama Navami

Rama Navami celebrates the birth of Lord Rama, son of King Dasharatha of Ayodhya.Rama was an incarnation of Vishnu and the hero of the Ramayana, the Sanskrit epic of 24,000 stanzas.A continuous recital of the book takes place for about a week prior to the celebration and on the day itself, the highlights of the story are read in the temple.Rituals and ceremoniesThe house is thoroughly cleaned on Rama Navami and is also decorated. Offerings of fruit and flowers are placed on the family shrine and after an early

bath, prayers are recited. The youngest female member of the household leads the puja (prayers) by applying a red tilak (mark) to all the other members of the family before everyone joins together in worship. An image or picture of baby Rama is placed in a covered cradle. At noon the covering is removed and Prasad (special sacred food) is offered to Rama, which may then be shared amongst the congregation. There is an element of fasting. Some people don’t eat certain foods, particularly things like onions, garlic, some spices and wheat products. The festival is a focal point for moral reflection and being especially charitable to others. Why do we celebrate Rama Navami?Story of Lord RamaLord Rama was born on the ninth day of the month of Chitra, hence we celebrate his birthday as a ‘Navami’. Indian mathematicians and philosophers see nine as a magical number. Planets in our solar system are also nine, as are the main forms of goddess Durga and the ways of bhakti - devotion. Let us consider why we celebrate

Rama-Navami, by considering nine of Lord Rama’s great characteristics / virtues.

“ Actions speak louder than Words “ was Rama’s chief motto. He embodied all the virtues by practising what he preached. More than his divine powers, his glorious heritage or his incredible prowess was his unblemished, untarnished, irreproachable character. His popularity, bravery, courage in face of all adversities, kindness, sense of justice, obedience, intelligence, limitless patience, boundless compassion and steadfast following of duty / “dharma” have endeared him to countless generations of Hindus and non-Hindus alike.1) Popularity: To lay claim to the title of “ Idol / Hero “, one should be popular with the people. Kings and politicians soon loose their popular appeal with loss of

power. Popular idol/ hero rules in the hearts and minds of the ordinary people. Rama achieved this by his innate characteristics of charm, kindness, openness, generosity and a real willingness to listen to other’s problem. Everyone in Ayodhya felt they could approach Rama with their problems. Rama was known to find swift, realistic and just answers for every one. His aura, charm and charisma made every one relax and feel happy in his presence. 2) Bravery: It is essential for a “ Idol / Hero “ to be brave. It is not enough to be popular if you cannot achieve anything concrete. Rama fought for his people in the battle field as well as the Royal Court of Ayodhya. He stood his ground in all adversities and fought for the cause of righteousness. Being adventurous, Rama took his exile as a great challenge to explore new frontiers. Even in the jungles he fought for the rights of the oppressed. To be brave means to face danger with open eyes. Knowing his enemies strong points aswell as the weaknesses, Rama sought to rid the society of those who threatened to undermine it.

Just for KidsParenting

Connect the dots. Count by 2’s

AdditionHaving a learning disability doesn’t mean you can’t learn. But you’ll need some help and you’ll need to work extra hard. If you have a learning disability, such as dyslexia or dyscalculia (serious trouble with math), remember that you are not slow or dumb.Learning disabilities happen because of the way a person’s brain takes in and processes information. As a result, people learn differently. The trick will be figuring out how you learn best. There are people who know how to do just that. Your parents and teachers can help you and they can find you a learning specialist or a school psychologist. These professionals can help figure out what a kid’s learning problem is — and come up with ideas for how to make it better. What Are Learning Disabilities?Learning disabilities aren’t contagious, but they can be genetic. That means they can be passed down in families through the genes, like many other traits we get from our parents and grandparents. Someone with a learning disability probably has other family members who have had some learning troubles, too.Kids with learning problems are sometimes surprised to find out that one of their parents had similar troubles when he or she was in school. But kids today have an advantage over their parents. Learning experts now know a lot more about the brain and how learning works — and it’s easier for kids to get the help they need.Dyslexia (say: dis-lek-see-uh) is a learning

disability that means a kid has a lot of trouble reading and writing. Kids who have trouble with math may have dyscalculia (say: dis-kal-kyoo-lee-uh). And people who have trouble forming letters when they write may have dysgraphia (say: dis-graf-ee-uh). Other kids may have language disorders, meaning they have trouble understanding language and understanding what they read.It can be confusing, though. What qualifies as “trouble” enough to be diagnosed as a learning disability? Reading, doing math, and writing letters may be tough for lots of kids at first. But when those early troubles don’t fade away, and it’s really difficult to make any progress, it’s possible the kid has a learning disability.Attention deficit hyperactivity disorder (ADHD) is sometimes thought of as a learning disability but it’s not usually considered one. Why? Because most kids with ADHD can learn in school without special assistance, even though they may be easily distracted or have trouble sitting still in class. Although ADHD itself isn’t a learning disability, researchers believe kids with ADHD may be more likely to have learning disabilities. How Do I Know if I Have a Learning Disability? It’s very hard for a kid to know if he or she has a learning disability. But kids don’t have to figure all this out on their own. What a kid needs to do is tell someone. Start with your teacher and your mom or dad.

How to Teach Your Child About Money from an Allowance

... CONTINUED FROM LAST WEEKStep 5 Consider what will happen if the chores are not completed. Does your child lose money he has earned if chores are not completed, similar to a fine? Will your child lose privileges for not completing chores?Step 6 Draw strong connections between the work your child completes and the money she earns for each chore. Frequently discuss how earning money for chores is the same as people working to earn paychecks.

Step 7 Decide how often your child will get paid. Once a week is a motivating time frame. If your child has chores Monday-Sunday, then she can get paid on the following Monday. Be consistent!Step 8 Do not pay your child for chores he has not completed. Only pay your child what he has earned. While it may require more work on your part to keep up with what has been completed and what has not been, doing so will teach your child accountability.Step 9 Pay your child on her pay day, no matter what. Think of how you would react if you did not receive your paycheck on time. This will also teach your child trust and set another example of responsibility for her.Step 10 Celebrate your child’s pay day, especially during the first few weeks. This will help your child realize that this is a major accomplishment and also encourage her to stay motivated.

Wheelchair picture a stir

The Fiji Times - the most trusted name in news and sports

The picture of two Fiji 7’s players in a wheelchair has created quite a stir among Fijian rugby fans on the lower mainland. The Fiji Times received well over 200 calls from local rugby enthusiasts calling the two players’ actions inappropriate before leaving for Happy Valley in Hong Kong.Fiji Times sports editor Edwin Chand said hours after the story head lined “Fiji jets out for HK7s” was posted on line, Monday (Tuesday) Canada time, the sports department was flooded with calls. He said that number rose to a staggering 300 by Thursday.“Most online readers jumped on the band wagon. This was pretty unusual resent,” Chand said.“Rugby fans went crazy over the wheelchair picture. I guess the picture does tell a thousand words.”Fiji 7’s Fan, Delta’s Kavekini Taoba said Waqabaca Kotobalavu and Osea Kolinisau’s Fiji Times online picture Monday at the Nadi airport in a wheelchair is a sign of bad luck to come. He blew steam saying the two disrespected the underprivileged to gain a few seconds of notoriety.“Who would in their right mind resort to the chairs designated for the disabled and vulnerable? That was all ever available at Nadi Airport concourse, Taoba asked. “Give me a break”.

He said the two gave the photographer no option but a great take.Taoba said the Fiji 7’s side is not in the ‘Disabled’ IRB Sevens tournament, though it always seems that way for not winning recently.“Maybe these two are carrying injuries and are planning to play through It.” Is it a hint? He said.Taoba says Coach Iliesa Tanivula has a reputation to use unhealthy players in the past so this could come as no surprise. Some even had hilarious responses like to “dress them like clowns and make them to play wheelchair rugby”.Others drew harsh criticism not print worthy. Solomon Auger, a local Rugby academic coach said the picture hoopla amounts to nothing, but understands the commotion behind it.“When the team doesn’t do too well then every bit of action comes under the microscope.”He said certainly the feeling is enormous in this case, when you do well everything serves right but since the Fijians have done poorly recently the disgruntled fans have made it known. “The Digicel Fiji 7s team will have to redeem itself to a much higher standard, a win at the circuit will put everything into perspective”, said Auger.Jitendra Ram who had followed Fiji 7’s since the Senivalati Laulau, Esala Labalaba and

A former Diamond Star club says radical changes are needed with the Fijian Soccer’s governing body.Sam Lal said when it comes to FSLGV’s prize purse for both divisions it’s ridiculously low.He doesn’t doubt the 24-team association has the lowest prize package Canada wide.“It costs between 7000 to 8000 dollars to manage a team for a season. And here you get 1000 dollars prize money. That is if you win the league. I call this unreasonable,” Lal said.“4 months of summer soccer. You spend more then you bargain for.Lal recalls hefty 2000 dollars prize money during the Fiji Football Association era. “We have come a long way, you would think inflation brings about changes, but with this association they are going backwards. There’s a dire need to raise the winner’s purseLal blames the treacle governance and suggests

corporate sponsorships are the solution to fix the short fall. While the association claims to have the best soccer minds in the fold, least they could do is use that leverage to negotiate and secure a sponsorship deal.“Best soccer minds”, Lal said with a smirk, “They are conflicted with reality. His suggestions negotiate with local businesses some sort of deal. In return have the league named after them. Like the Barclays Premier League or the Weet-Bix National Soccer League, how hard is that,” Lal feels it’s unlikely to happen, as the FSLGV is weary of outside intervention.“They see outsiders as the invaders of their territory, so this card is off their chest.” added Lal.Many clubs hold similar views when it comes to prize money the fact is how many do actually resent openly are the other thing.

Jon “Bones” Jones became the youngest UFC Champion in history at 23 years old as he beat Mauricio “Shogun” Rua by TKO by way of body shots and knees in round three this past Saturday at UFC 128. Jones was proclaimed to be “The Future” and the most hyped UFC fighter in history and he certainly lived up to it all Saturday night. In Shogun, Jones was supposed to be against the hardest challenge in his MMA career as Shogun who is only 29 and considered a legend in the sport of MMA was supposed to test all of Jones’s abilities. Jones however was not tested at all as he dominated the fight from start to finish. Jones was simply too fast with too much of a reach for Shogun who had just come off knee surgery. The end came at 2:37 into the third round as Shogun who was already injured early in the fight (as stated by his brother Murilo “Ninja” Rua) took a hard left hook followed by a knee to his body. Shogun who is a Brazilian Jiu-Jitsu black belt couldn’t do anything on the ground

where the fight was for most of the time as Jones was just too strong in his wrestling, while landing vicious elbows. Shogun attempted only one of his signature leg kicks, which was countered by a takedown by Jones. Jones also took the fight on 6 weeks’ notice as his training partner Rashad “Suga” Evans pulled out of his original fight with Shogun as he sustained an injury during training. Following the fight Jones proclaimed himself to be “God’s Champion” and said “Believe in yourself, believe in your heart. Once you get there, don’t slow down.” UFC Light Heavyweight Champions have somewhat of a curse arisen within their ranks as the last 5 Champions have all defended the belt once or twice, and then all have lost the title. Jones will now have to defend his championship against his training partner Rashad Evans as he is next in line. A few weeks ago they said they’d never fight each other but after the fight Evans said “I guess you should never say never, He’s got that strap. So I’ve got to go after it.” who has recently left Greg Jacksons Gym as Jones also trains there.

Ilame Lutumailagi era of the 70’s said he’s got his drink of choice, Kava, hand pounded ready for the weekend and has his fingers crossed this time around.

“Let’s root for our countrymen,” Ram said. “Let’s put all the wheelchair differences aside. Come together and support our men. That’s the least we could do morally this weekend.

Wheelchair saga! Fiji 7’s Waqabaca Kotobalavu and Osea Kolinisau in a wheelchair at Nadi Airport concourse Monday before jetting off to Happy Valley Hong Kong was met with mixed

reactions on the lower mainland.

Dissecting everything about the CanucksEach week, the NHL on TSN panel voices its opinions on the hot topics of the day in the Wednesday Night Hockey Quiz. As a follow-up, TSN.ca offers you the opportunity to chime in on all the big issues with our insiders. Read up on all the questions and answers from TSN’s hockey experts, and put in your own two cents on our popular Your Call feature.Question No. 1: What is Vancouver’s single greatest strength: goaltending, defence, scoring depth or special teams? McKenzie: I will say scoring depth. When you’ve got the Sedins, you’ve got a great base to build on. You’ve got Kesler after that. There are always question marks after Kesler of who’s going to get goals: is it going to be Mason Raymond? Is it going to be (Mikael) Samuelsson? Will (Raffi) Torres score? But between them all, they manage to get it done. Vancouver and Detroit, the top two offences in the league. Peca: I’m going special teams. When you talk about winning and losing hockey games, special teams play a big part of that. I know on their penalty kill, being the number one faceoff team in the National Hockey League

goes a long way for that number to be where it is. If they can continue this trend in the playoffs, they’re going to be tough to beat. Ward: Goaltending. You never hear about a player standing on his head, stealing a game or stealing a series. They have two bona fide starters there, a 1A and a 1B. Question No. 2: Six of the last seven President’s Trophy winners have failed to win the Stanley Cup: is it coincidence or cause-and-effect? Ward: Coincidence. Never a detriment or fall back or something negative to be the best team in the league whether in the playoffs or the regular season. I think it’s purely a bad question on the part of the Quiz Master – this is the type of stuff you use to fill radio talk shows with. McKenzie: Cause-and-Effect. You get a first place team and they go through and they cruise and there’s no adversity, that sometimes comes back to bite them. But in the Vancouver Canucks case, the reason they can overcome it, is because they have had adversity and the fans of Vancouver know that. Two times against Chicago, Dallas … lots of adversity, they’ll overcome that. Peca: I’m going coincidence also. I can go

back to ‘06 when we beat the Detroit Red Wings who were the President’s Cup team. It becomes about matchups: yes, they’re the best team in the regular season, but too many teams are good enough and smart enough and coached well enough that when they get in the postseason, they know it’s a clean slate. Question No. 3: If you were the Vancouver Canucks, who would you fear the most in the first round: Anaheim, Chicago, LA or Nashville? McKenzie: I’ll take the Chicago Blackhawks and the psychological factor. Yes, the Blackhawks, they’re not the same team that they have been in the past. But they still have Jonathan Toews, they’ve still got lots of players that can elevate their game, and the Vancouver Canucks, just the psychology of it. I think that would be a bugaboo. Ward: I gotta go with Anaheim. I feel like, answer the question in nets about where they’re going to go with it, what direction and I feel most solid about that decision. They’re durable, they’re rugged, they’re built for the grind, they have experience in the locker room when it comes to the Stanley Cup. And Lubomir Visnovsky is the guy that answers the questions when it comes down to: who fulfills the role of Scott Niedermayer in the playoffs? Peca: I’m going with Chicago. Until Vancouver can show they can overcome the mental hurdle of the Chicago Blackhawks, I

think it’s going to be tough for them to move on. Yes, they can believe in themselves, they’ve had a great regular season, but once you get in a series – if they end up facing the Chicago Blackhawks it’s hard to eliminate those doubts in their mind. Question No. 4: Henrik and Daniel Sedin are the best pitch-and-catch combination in sports since a) Joe Montana / Jerry Rice, b) Steve Carlton / Tim McCarver or c) John Stockton and Karl Malone?Peca: I’m going with Stockton and Malone. When you think of the success of the Utah Jazz, they went as Stockton and Malone went. And much like the Vancouver Canucks, their success is predicated on the twins, Henrik and Daniel. If they’re not going, if they’re not at the top of their game, the team isn’t successful. McKenzie: I’ll say Montana and Rice, and I’ll say this is a dumb question. Because you don’t ask somebody who’s as one-dimensional, knows only a little bit about hockey and nothing else about anything else to answer the question. But I just looked at it and said, well, Jerry Rice seems like a nice guy. Ward: Malone and Stockton. They have symbiotic relationships. Both guys had passers and both had finishers. They both can find each other no matter where they are on the floor or the ice. They seem to have that innate ability to understand each other’s game.

Manny Malhotra was the Vancouver Canucks’ third-line centre, penalty-killing specialist and faceoff ace before last week’s serious eye injury ended his season.

An eye injury has ended Vancouver Canucks centre Manny Malhotra’s season, but we want to let him know that fans are thinking of him during what will be a long recovery.

The Vancouver Canucks’ 2-1 victory over Detroit Wednesday all but secured first place in the Western Conference, meaning the team is all but certain to face the eighth and final playoff qualifier out West. And if they had their druthers, the Canucks would just as soon avoid the Anaheim Ducks.Anaheim, which has won four straight, is sitting on eighth after a 4-3 overtime win over the Dallas Stars Wednesday. The Ducks split four meetings with the Canucks this year (not many opponents can say that), and could have goaltender Jonas Hiller (vertigo) back by next week.Anaheim’s top-four forwards all have

some impressive career numbers against Vancouver, and Ryan Getzlaf and Corey Perry seem to forever get under the skin of Canucks players. But Hiller, who like most Swiss goalies is accustomed to playing the equalizer when his team can’t match skating talent, could also be a big factor if he regains form in what remains of the regular season. The Chicago Blackhawks may still be Vancouver’s bogeyman, and the Nashville Predators have given the Canucks a tough time in 2010-11, but a first-round meeting against Anaheim (big, skilled forwards; Stanley Cup experience; potential difference-maker in goal) could be just as ominous.

Vancouver Whitecaps’ Eric Hassli scores the first goal against Toronto at their MSL debutopener at Empire Field in Vancouver on Saturday. Whitecaps won 3-1.Major League Soccer on Tuesday named Vancouver Whitecaps midfielder Davide Chiumiento and striker Eric Hassli to their team of the week. The former Swiss Super League players made their MLS debuts in grand fashion Saturday by leading the Whitecaps to a memorable 4-2 victory over Canadian arch-rivals Toronto FC at Empire Field. Chiumiento set up a pair of goals while Hassli scored twice. The duo combined when Hassli — the club’s first Designated Player — scored the first MLS goal in franchise history after a cross from Chiumiento.Chiumiento also engineered the team’s second

goal of the match, making a run up field before playing a through ball to Terry Dunfield to take a 2-1 lead into halftime.Hassli put the game out of reach in the 72nd minute when he raced down the field to finish off a feed from Wes Knight.Joining Hassli as the week’s best forwards are Colorado Rapids striker Omar Cummings and Sporting Kansas City forward Omar Bravo, while Real Salt Lake’s Kyle Beckerman, New York Red Bulls’ Teemu Tainio, and Los Angeles Galaxy’s Juninho join Chiumiento on the list of selected midfielders. FC Dallas’s Zach Lloyd, Seattle Sounders’ FC’s Jeff Parke, and Philadelphia Union’s Danny Califf round out the defence, while Real Salt Lake’s Nick Rimando was named the team’s goalkeeper. The Whitecaps next play at Chester, Penn., against the Philadelphia Union on Saturday at 1 p.m.

Manny Malhotra will miss the remainder of the regular season and the playoffs after suffering a serious eye injury last week, the Vancouver Canucks announced on Monday. The Canucks made the decision in consultation with team doctors and specialists and declined further comment on the status of the centre’s eye or his vision.Malhotra, 30, was struck by a puck that deflected off a stick last Wednesday against

Colorado. He immediately clutched near his left eye and skated to the locker room, leaving a trail of blood. The Mississauga, Ont., native didn’t break any orbital bones according to the team, but his vision was affected. He underwent surgery in the aftermath of the injury, but visited his teammates on Saturday.Malhotra does not wear a visor. While it’s quite possible his injury would have occurred

even with one, several Canucks spoke publicly about considering the extra protection in the wake of the scary incident. The veteran of over nine NHL seasons has been an integral piece for the Canucks since signing a three-year contract worth $7.5 million US last summer, contributing 11 goals and 19 assists while enhancing his reputation as one of the NHL’s best face-off men.

This season has brought a new feeling for Roberto Luongo; one he knows may not last once the playoffs arrive for the Vancouver Canucks’ net minder and his team.Being the very best.“It’s the first time in my career that I’ve been at the top of the standings looking down at everybody else,” Luongo said. “It’s just fun and exciting to come to the rink every day. I think guys are excited about what’s ahead of us.”

Squad attracting attention in VancouverAfter an exhilarating performance in their Major League Soccer (MLS) debut, Vancouver Whitecaps FC has been receiving some increased attention. For many Whitecaps FC players, being recognized around town is a new experience. “I’ve been here three years and it’s probably happened more in the

last week then it has in three years,” noticed goalkeeper Jay Nolly. The media have picked up on the enthusiasm - Saturday’s match was televised nationally on TSN and was the top story for many prominent Vancouver media outlets. The magic of opening day was particularly exciting for Vancouver-born Terry Dunfield. The midfielder played a key role in the match, scoring the second goal in front

of dozens of family and friends.“The soccer community is quite close-knit in Vancouver and they’ve been crying out for something like this,” said Dunfield. “There are some very knowledgeable soccer fans here and it’s great that at the end of the week, they can now have something to look forward to and watch, and they’re going to see some very talented players come to Vancouver.”

Heavyweight Shane Carwin’s next opponent will be six-foot-six Norwegian Jon Olav Einemo in Vancouver on June 11.UFC president Dana White made the announcement Wednesday on a live chat with the Seattle Times website, ahead of Saturday’s televised Fight Night card at Seattle’s Key Arena. The 35-year-old Norwegian is an Abu Dabi submission champion and has a 6-1 MMA record although he has not fought since 2006. His lone loss was to Fabricio Werdum that year in Pride.Carwin said on his website (www.shane-carwin.com) that he had expected to fight the winner of Mike Russow and Jon Madsen. “I got a call from my manager saying that this Jon Olav Einemo had asked to fight me. I was

waiting on the Russow-Maddsen outcome but I guess the UFC liked this matchup. “I am excited to be on the UFC 131 card in Vancouver,” he added. Carwin (12-1) has been frustrated by injuries since losing to then-champion Brock Lesnar at UFC 116 last July.

Health Canada announced a recall of two high blood pressure and angina medications and an antibiotic because some supplies have been mislabeled. The prescription drugs are Mylan-Minocycline, a generic version of an antibiotic used to treat various types of infections, and Mylan-Amlodipine, which is used to treat hypertension and chest pain.“The risk to a patient, who is sensitive or allergic to tetracyclines or minocycline, and is taking Mylan-Minocycline to treat their high blood pressure or angina, but is now using Mylan-Amlodipine due to a labeling error, can be life-threatening,” Health Canada said in a statement.A pharmacist complained to the company that one bottle out of an order of four was labeled as Mylan-Amlodipine 5 mg tablets, but contained 100 Mylan-Minocycline 50 mg capsules.

Mylan Pharmaceuticals said its quality investigation revealed the labeling error and mix of capsules for tablets. The company is advising pharmacists and wholesalers to return all quantities of the lot (1037180) to Mylan Pharmaceuticals. The 250-count bottles that were distributed to wholesalers and pharmacies with the same lot number are not part of this recall, the company said. Mylan is contacting pharmacists who may have received product from this lot and is advising them to contact patients who had an Amlodipine prescription filled on or after Sept. 13, 2010, the date when this Minocycline lot was released to the Canadian market, to ensure that they did not receive mislabeled product.Patients should contact their pharmacists or physicians if they have any questions.

... CONTINUED FROM LAST WEEK2. Vaccinate When your pet was born, he received protection from many diseases from antibodies passed in his mother’s milk. These antibodies dissipated by the time he was about three months old, leaving his immune system vulnerable. That’s where you come in. The ASPCA recommends that cats receive a three-in-one vaccine that protects against feline calicivirus, rhinotracheitis and panleukopenia, as well as a rabies vaccination. Ask your vet if vaccinations for feline leukemia, chlamydia, feline infectious peritonitis and ringworm are recommended for your kitty. Dogs should receive a five-in-one vaccine against several infectious diseases, including distemper, leptospirosis and parvovirus, as well as a rabies vaccination. Ask the vet if vaccinations for kennel cough and Lyme disease are recommended for your dog. 3. See Your Vet! You go to the doctor regularly—and so should your pet. Annual checkups give your veterinarian the chance to notice any developing illness and take care of it right away. Your vet will want to know about your pet’s behavior, eating and exercise habits, and will check her temperature, pulse and respiratory rate. The doctor will also inspect her gums and teeth, heart and lungs, and assess the health of her internal organs. If it’s been a year or more since your pet has seen a vet, make that appointment today! 4. Fight Fleas But do it safely, please! These little

pests can cause big problems for your pets, including skin disease, anemia, scratching, allergies and tapeworms. There are many products available to help you control the fleas on your pet and in your home, but it’s of utmost importance that whatever you use is approved for use on your pet’s species. In other words, don’t use products for dogs on your cat, and vice versa. Cats especially are extremely sensitive to insecticides, and many pets die annually from improper use of flea control products. Ask your vet for a recommendation, and don’t forget—when fighting fleas, you’ll need to treat ALL the pets in the household, not just those who are obviously infested.FleasWhat Are Fleas? Fleas are the most common external parasite to plague companion animals. They are wingless insects that feed on blood, can jump up to two feet high and make a very comfortable home in your pet’s fur. They can live for as few as 13 days or as long as 12 months—and during that time, can produce millions of offspring. Though there are many species of fleas, the one that most often affects both dogs and cats in North America is the cat flea, Ctenocephalides felis. How Do I Know if My Cat Has Fleas? If you see your cat scratching often and persistently, it’s time for a spot check. Invest in a fine tooth comb and run it through your cat’s fur, especially around the neck and at the base of the tail. If you see small, fast-moving brown shapes about the size of a pinhead in her fur, your cat has fleas. Also check for black spots in between the teeth of the comb. The black spots are called “flea dirt”—dried blood excreted by fleas. And if you see tiny white grains, these may be flea eggs.

Munni and Sheila have chalked up a new Bollywood trend, making at least one sizzling item number mandatory in every release!Surprisingly though, it is not the original Munni (Malaika Arora) or Sheila (Katrina Kaif) who are much

in demand, but it is the sassy and sizzling Mallika Sherawat who is in demand. She is already heating up the charts with Razia Gundon Mein Phas Gayi, from Anees Bamzee’s Thank You. And now, Mallika fans can look forward to another scorching number in Inder Kumar’s Double Dhamaal, where the actress has grooved to sexy, steamy Jalebi Bai.The song was shot at Mumbai’s Mehboob studio in Bandra, a suburb in Mumbai on a lavishly mounted casino set. It was choreographed by Ganesh Acharya and composed by Anand Raaj Anand. While Thank You is slated to release in April, Double Dhamaal is expected to release in June. And, knowing Mallika Sherawat, Jalebi Bai will give both Mallika and Sheila a good run for their money!

After the major success of films like “Love, Sex Aur Dhokha” and “Once Upon A Time In Mumbai”, Ekta Kapoor is ready with her next venture “Shor In the City”, a dark comedy.

The first look of the film, which stars Tusshar Kapoor, Sendhil Ramamurthy, Preeti Desai, Radhika Apte, Pitabosh and Nikhil Diwedi is out now.The first poster has a teal-colored background with scratch effects and a graphic representation of the film’s characters. The depiction of Mumbai’s skyline in the poster is meant to indicate that the city plays a major role in the film. The film has been helmed by Raj Nidimoru and Krishna D.K. and is slated to hit the screens April 28.

If you think that film people enjoy the liberty while shooting in public, then you are wrong…Tusshar Kapoor, Nikhil Dwivedi and Pithobash, who are among the ensemble cast in the keenly awaited comedy, ‘Shor In The City’, found themselves at the receiving end of the cops’ wrath. On a motorbike for two, the trio

were riding triple seat in the by-lanes of suburban Mumbai, and without helmets, when the cops intercepted them for breaking rules. The production unit tried to reason with the cops, but because permission had not been taken, the cops reportedly extracted a tidy fine.

The latest buzz has it that Salman Khan the heartthrob of Bollywood is all set to get his female fans swooning by stripping in front of camera to break a World Record for the show The Guinness World Records Ab India Todega. The 65- year- old veteran passed away on Saturday in Mumbai after a massive cardiac arrest. Nischol had left for Pune from his home in the Mumbai suburban area of Khar along with actor and friend Randhir Kapoor around 10.30 am on Saturday. Their car had reached central Mumbai when he suffered a heart attack. He was declared dead on his way to the hospital. The fans know Naveen Nischol as Imran Khan’s dad in Break Ke Baad, and the affable theatre addict Bapu in Dibakar Banerjee’s crossover comedy hit, Khosla Ka Ghosla. To film buffs of the seventies, however, he was the dapper hero who looked most suited to rival reigning superstar Rajesh Khanna’s charms as Bollywood’s resident lover boy. Many critics of the era also predicted Nischol would be the closest competitor of Amitabh Bachchan, the emerging superstar of the times.Despite early hits such as Dhund , Victoria No. 203, Chhalia, Parwana and Buddha Mil Gaya , that was not to be. Somehow, the talented actor’s CV missed out on that one blockbuster which would catapult him to the top league. An FTII gold medalist, Nischol made his debut with Rekha in Mohan Segal’s 1970 hit, Sawan Bhadon . After the initial hits, Nischol saw a period of lull marked by second- string releases such as Zorro, Mere Sajna, Kulvadhu, Aafat, Do Ladke Dono Kadke and Khanjar . By the eighties, he started

accepting strong character roles in films such as The Burning Train, Desh Premee, Dil Hi Dil Mein and Jawaani . The advent of national television saw a turnaround in fate. Nischol rediscovered his career with the DD Metro sitcom, Dekh Bhai Dekh , which went on air in 1993. His role of Balraj Deewan, the mild- mannered head of an urban joint family who bore the eccentric antics of his kin with an amused smile, was an instant hit.By the nineties, Nischol had fully graduated to supporting roles.Notable avatars of the actor over the past two decades were seen in Aashiq Banaya Aapne, Rehnaa Hai Terre Dil Mein, Aa Ab Laut Chalen, Aastha and Raju Ban Gaya Gentleman . Nischol’s last starring role happened in Nagesh Kukunoor’s crossover comedy Bollywood Calling . The 2001 film, co- starring Om Puri, Perizaad Zorabian and Hollywood actor Pat Cusick, saw him assay a fading and egoistic Bollywood superstar. The audience noted how the character bore shades of seventies matinee idol Rajesh Khanna.Being fortunate to have worked as a hero in Bollywood’s golden era of music, Nischol will forever be associated with some evergreen songs.Hits such as Kishore Kumar’s Raat kali ek khwaab mein aayee and Bhali bhali si ek soorat in Buddha Mil Gaya , and Mohammad Rafi’s Tum jo mil gaye ho in Hanste Zakhm will always evoke memories of the cute lover boy hero who brought alive the romantic aura of these popular classics.Unlike many showbiz personalities, Naveen Nischol led a scandal free life. The only notable storm in his life happened in 2006 when his wife Geetanjali committed suicide. The actor and his producer brother Pravin Nischol were charged with abetment of suicide, but a Mumbai court acquitted him two years later.

The Lincoln Lawyer (PG) * * * *

Above the Law!

By ROBERT WALLDMAN

Sharp and witty welcome viewers to The Lincoln Lawyer, the latest legal drama from E1One Films and Lionsgate now pleading its case at the Fifth Avenue Cinemas, Empire Studio 12, and Silver City arenas all over B.C.Something different is in the air when you first encounter Mick Haller. Handsome Matthew McConaughey (The Newton Boys) is perfectly cast as the hip legal beagle who works out of his car. Ford Motor Company executives must be thrilled to see their luxury model on screen for much of this time as our Mick wheels and deals his way in and out of countless confrontations. Working the system is what this member of the bar is all about and it’s quite impressive seeing McConaughey do his thing. Quite a while back the same actor got an early start playing the system in the underrated A Time To Kill. Now it’s good to see him given lots of leeway and breathing space in this 119 minute drama.

Director Brad Furman fills the screen with a bunch of talented actors giving The Lincoln Lawyer a great sense of intrigue. Just maybe Mick has met his match when he runs into new client Lous Roulet. Born into money Ryan Philippe (Crash) suitably displays all the arrogance and hip attitude as the client who may be turn out to be just as smart as his counsel.Other key members in this tale of crime and punishment are a group of prosecutors defenders led by Marisa Tomei (My Cousin Vinny) and Josh Lucas (Glory Road). If you like great courtroom exchanges you’ll find ample encounters hear. And the back story showing the actual investigations into some stirring crimes are also well executed. Along the way you really do identify with all the unique people that filter into this one case that has tentacles going off in a whole bunch of different directions.

Action, some violence and a dashing display of cockiness and a go attitude all contribute to make The Lincoln Lawyer a lot of fun to witness. Even veteran character actor William H. Macy (Fargo) joins in on the fun as an investigator who’s not your traditional kind.Today loads of legal and police stories are on television on constantly. To make it as a feature film the story and acting must be a cut above the rest. Thanks to the vibrancy of McConaughey you’ll be hooked right from the start as you watch this fast talker work the system to achieve his goals. Little does his character realize that he may have gotten himself into one jam too many. Sorting out the problems along the way is part of the fun in this well-scripted story that truly keeps you guessing until the very end. Consider this to be the mark of a top notch suspense story set in the courts and The Lincoln Lawyer returns with thumbs up verdict.

Climate in FijiOften referred to as the ‘crossroads of the Pacific,’ Fiji is the ultimate tropical paradise

for many, with its incredible beaches, azure lagoons and glorious weather. Home to a wealth of natural beauty on land as well as underwater, this island nation is a great place to kick back and relax, or to have the adventure of a lifetime. The best time to visit Fiji is between the months of March and November, when the weather is dry and the temperature ranges between 26°C to 30°C.Unlike the seasonal weather in North America or Europe, Fiji’s has a mild tropical climate throughout the year with cool trade winds blowing from the east southeast

keeping the temperatures nice and pleasant. The average day temperature in Fiji is a balmy 25°C, with temperatures much cooler in the mountainous regions of the bigger islands. The water temperature here tends to average from 25°C to 28°C throughout the year, making snorkeling and diving in Fiji superb at any time.It gets quite hot and humid from November to April, while from May to October, the weather in Fiji is much cooler and drier. The rainfall here is highly erratic and is usually characterized by brief but heavy downpours. Hurricanes or tropical cyclones are most

likely to take place between November and April and usually originate from low pressure centers near the equator. However, it should be noted that strong destructive hurricanes rarely hit Fiji. One thing to keep in mind about Fiji weather is that the climate here varies across the different islands. While the smaller isles tend to be dry and sunny most of the time, places like Suva on the other hand, tend get quite wet and cloudy. The southwestern region of Viti Levu and the Mamanucas for example are blessed with copious amounts of sunshine.

emergenciesWhen to call an ambulance

July 2011 calendar

... CONTINUED FROM LAST WEEK•You will be asked to give the phone number you are calling from and the address where the injured or sick person is. If you are located on a country property, you will need to know your property fire map reference.•You will be asked to describe the problem. You will be asked about the nature of the emergency, the number of people involved, the injured or ill person’s gender and age, and whether or not they are conscious or breathing. This information helps to determine the seriousness of the problem and what resources are required. •While you are answering questions, an ambulance dispatcher will send out an emergency ambulance. You will not hear the dispatcher doing this, but don’t be concerned, continue to answer the questions. All the information you provide is relayed to the ambulance paramedics on their way to the emergency. This allows them to prepare before they arrive. •The call taker may give you first aid instructions over the phone. •Please do not hang up until the call taker tells you that you can. •If possible, have someone waiting outside to flag down the ambulance. If it is dark, put on an outside light. You can ask for an interpreterIf you do not speak English or prefer to speak in your native language, you can ask for an interpreter. When the call taker starts asking you questions

in English, you need to ask for an interpreter. There will be a short wait while the call taker gets an interpreter on the line to talk to you. Ask for an interpreter straight away if the sick person is in a life-threatening situation. Try to learn the words ‘unconscious’, ‘not breathing’ and ‘bleeding’ in English and say this when you ring up – before they get the interpreter to ask further questions. This allows them to send an ambulance immediately.First aid coursesIt is strongly recommended that you take a first aid course, so you can recognise a medical emergency and administer first aid until the ambulance paramedics arrive to take over. Your quick and effective action could mean the difference between life and death for the injured person. For more information on first aid courses, contact St John Ambulance Australia.Things to remember •Some people hesitate to call for an ambulance because they are not sure if the situation is a medical emergency – if in doubt, call 911.•Give an accurate location so the ambulance gets to the injured or ill person as soon as possible. •Do not hang up the phone until the ambulance call taker tells you to. •It’s a good idea to do a first aid course so you can recognise a medical emergency and administer first aid until the ambulance paramedics arrive.

This year, July has 5 Fridays, 5 Saturdays and 5 Sundays. This happens once every 823 years. This is called “money bags”. So, forward this to your friends and money will arrive within 4 days. Based on Chinese Feng Shui the one who does not forward.....will be without money... Not taking any chances !!!I’m not taking any chances!

... CONTINUED FROM LAST WEEKPreparing your Home

Go through your home, imagining what could happen to each part of it if it were shaken violently. If you live in a condo or apartment building, you may experience more sway and less vibration than in a single-storey building.Work with your building or strata corporation manager to help quake-proof your home. Seek advice from professionals (insurance, engineers, architects) if you are unsure what to do.Previous earthquakes have proven that these items need attention:-Check for home hazards: Is the house bolted to its foundations? Are the walls braced? Chimneys weak? Are roof tiles loose? Make necessary repairs now!

-Tie down your water heater and other appliances that could break gas or water lines if they topple.-Secure top-heavy furniture (eg: shelving units) to prevent tipping. Keep heavy items on lower shelves.-Fix mirrors and other hanging objects so they won’t fall of hooks.-Locate beds away from chimneys, windows, heavy pictures, etc. Closed curtains will help keep broken window glass off nearby occupied beds.-Put anti-skid pads (eg: Velcro) under TVs, VCRs, computers and small appliances.-Store valuable documents and special small keepsakes in a fire-resistant place.-Keep sturdy shoes and outdoor clothing handy.-Use child-proof or safety latches on cupboards to stop contents from spilling out.-Keep flammable items and household chemicals away from heat and where they can’t spill. Keep them in a safe cupboard if they can’t be stored in an outside shed.-Put plywood up in the attic on joists around each chimney to help prevent bricks and mortar from coming through a ceiling. During the earthquakePreparations for an earthquake include knowing what to do while it is happening. By learning and practicing what you should try to do, you will be more able to remain calm enough to protect yourself and help others. Even if you have a plan for your home, you may be away. Know what to do, wherever you are. In summary, you should take cover and stay there.

... CONTINUED FROM LAST WEEKFacts on Flossing

The type of floss you choose depends on how much space you have between your teeth. Dentists usually recommend unwaxed floss because it’s thinner and easier to slide through small spaces. However, studies have shown that there is no major difference in the effectiveness based on the type of floss used. With any floss, you should be careful to avoid injuring your gums. Follow these instructions:•Carefully insert the floss between two teeth, using a back and forth motion. Gently bring the floss to the gumline, but don’t force it under the gums. Curve the floss around the edge of your tooth in the shape of the letter “C” and slide it up and down the side of each tooth. •Repeat this process between all your teeth, and remember to floss the back sides of your back teeth.Tooth-whitening Products

Some toothpastes claim to whiten teeth. There’s nothing wrong with using whitening toothpastes as long as they also contain fluoride and ingredients that fight plaque and tartar. But these toothpastes alone don’t contain much in the way of whitening ingredients and probably won’t noticeably change the color of your teeth. It’s easy to be lured by ads telling people they need gleaming white teeth. But these ads are really targeted to older people. The truth is that most teens don’t need tooth whitening because teeth

usually yellow as a person gets older. If you think your teeth aren’t white enough, though, talk to your dentist before you try any over-the-counter whitening products. Your dentist may be able to offer you professional treatment, which will be suited to your unique needs and will work better than over-the-counter products.Be careful when buying over-the-counter whitening products. Some bleaching agents may damage your gums and mouth. So always follow the instructions on any whitening product you use.The Nutrition ConnectionEating sugar, as you probably already know, is a major cause of tooth decay. But it’s not just how much sugar you eat — when and how you eat it can be just as important to keeping teeth healthy. When you eat sugary foods or drink sodas frequently throughout the day, the enamel that protects your teeth is constantly exposed to acids. Hard candies, cough drops, and breath mints that contain sugar are especially harmful because they dissolve slowly in your mouth. Many experts suggest that you take a 3-hour break between eating foods containing sugar.Sugary or starchy foods eaten with a meal are less harmful to your teeth than when they’re eaten alone, possibly because the production of saliva, which washes away the sugar and bacteria, is increased. Eating sugary foods before you go to bed can be the most damaging (especially if you don’t brush your teeth afterward) because you don’t produce as much saliva when you sleep. For most people, it’s hard to cut out sweets completely, so try to follow these more realistic guidelines:•Eat carbohydrates (sugars and starches) with a meal. •If you can’t brush your teeth after eating, rinse your mouth with water or mouthwash, or chew sugarless gum. •Don’t eat sugary foods between meals. •If you snack, eat nonsugary foods, such as cheese, popcorn, raw veggies, or yogurt.Going to the DentistThe main reason for going to the dentist regularly — every 6 months — is prevention. The goal is to prevent tooth decay, gum disease, and other disorders that put the health of your teeth and mouth at risk.

Daily intake of a common cooking medium like safflower oil for 16 weeks is a safe way to protect your heart from risks. These new findings also suggest that safflower oil can improve levels of good cholesterol, blood sugar, insulin sensitivity in obese post-menopausal women with Type 2 diabetes. This finding comes about 18 months after the researchers discovered that safflower oil reduced abdominal fat and increased muscle tissue in this group of women after 16 weeks of use, the journal reports.“The women in the study didn’t replace what was in their diet with safflower oil. They added it to what they were already doing,” said Martha Belury, professor of

human nutrition at Ohio State University, who led the study.“I believe these findings suggest that people consciously make sure they get a serving of healthy oil in their diets each day - maybe an oil and vinegar dressing on a salad, or some oil for cooking,” said Belury, according to an Ohio statement.“And this recommendation can be extended to everyone,” she added.Safflower oil contains linoleic acid, which is a PUFA -- a polyunsaturated fatty acid. Research dating back to the 1960s has suggested that these dietary oils from plant sources can help prevent heart disease, said Belury. But attention to these fats has declined as omega-3 fish oils have gained popularity among consumers, she said.

Spanish researchers have warned that people who regularly swim in chlorinated water or take lots of showers or baths could increase the risk of developing bladder cancer. They said carcinogenic chemicals called trihalomethanes (THMs) are created as a by-product of chlorinating water and can be absorbed through the skin, reports the Daily Mail. The researchers from the Centre for Research in Environmental Epidemiology in Castilla La Mancha, Spain, examined 1,270 people and found that wealthy individuals who drank more bottled water - to avoid the health risks posed by drinking tap water -

cancelled out any beneficial effect by swimming more and taking more showers.“People with more money and more education may think that they’re reducing their risk of exposure to water contaminants by drinking bottled water,” said Gemma Castaqo-Vinyals.“However, despite being apparently cleaner and taking more exercise, a result of taking more frequent and longer baths, and using swimming pools more often - they are actually increasing their risk of THM exposure,” she added. Moreover, Castaqo-Vinyals said that the additional risk of developing bladder cancer through the water contaminants was ‘small’.

If you have less than 24 teeth, beware. It could lead to a stroke.Researchers calculate that those with fewer than 24 teeth are 60 percent more likely to suffer a stroke. Underlying gum disease may be to blame, a new study says.Researchers at Japan’s Hiroshima University examined 358 patients and found that stroke patients in their 50s and 60s had significantly fewer teeth than patients in the same age groups who had had other problems. The number of teeth was also significantly lower among stroke

patients in their 50s than in the other population of the same age.Researchers found that having 24 or less teeth increased the risk of stroke by 57 percent, compared with those with 25 or more teeth. They also took into account a range of other risk factors associated with stroke including smoking habits, obesity and alcohol use.“This review suggests that tooth loss may be related to both ischemic and hemorrhagic strokes,” says Mitsuyoshi Yoshida, who led the study at Hiroshima.

“Before you speak, think - Is it necessary? Is it true? Is it kind? Will it hurt anyone? Will it improve on the silence?”

Sri Sathya Sai Baba quote

Without singing the glory of Lord Sai one cannot achieve any peace. It is not possible to realise bliss without worshipping Lord Hari. Without love and devotion how can one get liberated? It is not possible to attain the state of Nirvana (Mukti or Salvation) without serving the Divine Preceptor. Without engaging in the recitation of

the Lord’s name and meditating on Him, there cannot be any union with Him. The vision ‘Darshan’ of the Lord will endow one with Supreme Wisdom. Those deeds which are suffused with Love and Compassion are Righteous and Truthful Deeds. Except for God nobody belongs to us. The Supreme Lord is none other than Lord Sai.

OPRAH winfrey’s heavily publicized trip to Queensland has been credited with bringing more American tourists to the disaster-ravaged state. For the first time since June 2010, the number of US inbound passengers increased in January and February, with almost 10,000 entering Brisbane International Airport. The modest growth of 1.1 per cent each month was in contrast to falls at Sydney and Melbourne airports of 0.2 per cent and 0.5 per cent. The Brisbane Airport Corporation’s Rebecca Masci said it was encouraging to see the US market making a comeback.“The increase in visitors from the US is potentially related to Oprah’s promotion of the region, and is a positive sign that international guests are receiving the message that Queensland is open and ready for business,” Ms Masci said. The talk show queen travelled to Australia last December, accompanied by 302 “ultimate fans”, visiting Cairns, Whitehaven Beach in the Whitsundays and Hamilton

Island. The programs aired in late-January, shortly after the devastating Queensland floods.Daniel Gschwind from the Queensland Tourism Industry Council said it may be too early to attribute any improvement to the “Oprah effect”, but the positive growth was welcomed.“I totally expect Oprah’s promotion of Australia to have a significant impact on visitor numbers from the US and given that it’s already showing signs of improvement, that puts us in a strong position,” he said.He said Oprah’s popular show was the “most effective word of mouth” imaginable.“Oprah is the ultimate distribution model. She speaks to millions of people and most importantly, millions of people listen to what she has to say.”Ms Masci said domestic passenger numbers also rose in February to 1,113,193.In another boost, almost 200 journalists from around the world will descend on Queensland this week for a whirlwind tour of the state’s landmarks. The move, part of the Government’s $10 million campaign to boost tourism, will involve the world’s media traversing the state to spread the message that it’s “back in business”.Journalists from 22 countries will visit sites such as Hamilton Island, Cairns, Noosa, Port Douglas, Hervey Bay, Sunshine Coast, Airlie Beach, Palm Cove, Fraser Island, Warwick, Stanthorpe, Ballandean, Moreton Island and Brisbane.

FLASH flooding throughout southeast NSw has hit record highs, with four towns declared natural disaster zones after some of the heaviest rain seen in the area since 1978. In what pollsters predict will be her final days as NSW Premier, Kristina Keneally declared Shellharbour, Kiama, Bombala and Bega disaster zones following torrential rainfall along the Illawarra and south coast.Residents in Bega Valley Shire experienced 380mm of rain by Monday morning and had been isolated as water cut off two highways.Businesses, homes and schools were flooded and there were reports of people walking chest-deep in floodwater.State Emergency Services regional controller for Illawarra Greg Murphy said the water was slowly receding but more

rain could be ahead. “There is still a high probability of local flooding and number of isolated properties,” he said. Some people had no power or telephone service.A month’s worth of rain hit the area in 24 hours, and emergency services and rescue crews received 770 distress calls.A man died at Warilla, near Shellharbour, after 300mm of rain swept through the town. The body of the 61-year-old man was discovered near a storm water drain.Shellharbour SES incident controller Richard Hart said there were conflicting reports as to how the man drowned.“Some people say he was actually walking in the floodwater near the storm drain,” he said.Mr Hart said walking, riding or driving through floodwater was dangerous.“The severity of the water and how fast it flows takes people by surprise,” he said.Shellharbour is believed to be the worst-affected town, with damage to roads, bridges, homes and properties.Up to 20 emergency services crews were out in the field backed by teams from the state’s fire and rescue brigades and the NSW rural fire service.

Prince William has visited the flood-hit farming region of Kerang in southern Australia, as he finishes his tour of disaster zones in New Zealand

and Australia on behalf of the Queen.Victoria state Premier Ted Baillieu welcomed the prince during a visit which saw him learn to kick an Aussie Rules football and receive a cricket jacket from Australian test cricketer Peter Siddle.During his five-day tour, the prince has also witnessed earthquake damage in Christchurch in New Zealand and the aftermath of Cyclone Yasi in northern Queensland, Australia.

AUSTRALIA’S $4.5 billion foreign aid program is plagued by record levels of fraud, with millions of dollars being stolen by corrupt officials and overseas agencies. AusAID has 175 cases of fraud under investigation - stretching across 27 countries and totaling millions of dollars.Documents released under Freedom of Information expose a criminal trial in some of the world’s poorest countries, with widespread theft of money and forging of receipts. They also show how food and other supplies are being diverted from dirt-poor communities and sold on the black market at inflated prices. While AusAID insists it is improving fraud control, the documents also reveal police are often reluctant to intervene and charge local criminals - frustrating the agency’s attempts to recover missing aid money. In one extraordinary case, the Eritrean Government in 2006 seized food and other supplies from the UN’s World Food Program, saddling Australian taxpayers with a probable loss of $1.25 million. The revelations will do little to boost public confidence in a foreign aid program that is forecast to nearly double to $8 billion a year by 2015.PNG emerged as corruption central with 71 cases of identified fraud - 40 per cent of the AusAID total - involving millions in missing funds.Indonesia, which will receive $458 million in Australian assistance in 2010/11, recorded

31 fraud cases, followed by the Philippines at 20 and Solomon Islands with 19.AusAID director-general Peter Baxter said fraud levels in foreign aid compared “very favorably” with domestic agencies like Centrelink.“The level of fraud in our program from 2004/05 until December 2010 was 0.017 of 1 per cent of the $20 billion that had been appropriated to AusAID during that period,” Mr Baxter said. And he denied fraud was on the increase, despite 16 cases being reported last November alone. But FOI documents reveal how taxpayers’ money is being squandered, with corrupt local officials and agencies profiting at the expense of the poor. Australia is one of the biggest aid donors in the world, focusing on the Asia-Pacific although the Government wants to expand its aid funding into Africa over the coming years. The FOI documents reveal the difficulties of trying to manage a $4.5 billion budget while dealing with some of the most corrupt nations in the world. One investigation in Fiji, involving fraud of $37,670, has been closed with AusAID declining to report the matter to police “due to the highly sensitive political environment” in the Pacific island nation.Other times, AusAID has struggled to establish fraud “because of the lack of a paper trail” while on other occasions businesses were paid money but then closed their offices. An unknown amount of AusAID funds were caught up in a major scandal involving the African country of Mali with health workers allegedly embezzling hundreds of thousands of dollars. The fraud involved “managing contractors” paid hundreds of millions to manage aid projects - including Cardno Limited, involved in 40-odd cases of fraud.

Sprinkling the lawn will now have to happen in the early morningBetter set the alarm clock a little earlier if you have a big lawn. Metro Vancouver is banning evening-time lawn sprinkling.Starting in June, people with lawns will only be allowed to sprinkle them in the mornings, between 4 a.m. and 9 a.m.Tim Stevenson, who heads Metro’s water committee, says during the summer the water in local reservoirs gets drained quickly. “There’s a lot of wasted water, particularly in the summer. People water their lawns continually when it’s simply

not needed,” he points out.“We’re hoping to convince people in fact to not water their lawns at all in the summer time, and to let them grow in that beautiful brown colour,” he remarks.Offenders won’t be penalized this summer. Enforcement will begin in 2012.Also this year, each home will now have three, instead of two, days allotted for lawn sprinkling each week. Even numbered homes will now have Mondays, Wednesdays and Saturdays to water, while odd numbered homes will have Tuesdays, Thursdays and Sundays.

The celeb is in Vancouver in MayInstead of buying tickets to see Charlie Sheen, donate the cash to a charity. That’s the idea of a Washington man who thinks people can spend their money better elsewhere.A businessman in Everett, Leland Dart’s campaign is called “Charity not Charlie.”He’s hoping to make some good out of Sheen’s upcoming tour. “A few thousand people will go see him... he’ll go out of town and all of his dollars will go back

out of town with him. We wanted to find a way to make sure the local community is supported whether Sheen shows up or not.”And Dart’s not really asking for much. “Give $25 to a local charity. If you don’t have $25 then give $25 worth of your time.”There’s no one organizing anything like this in Canada, but charities like the Red Cross could probably use your help.Tickets to see Sheen at Rogers Arena on May 2nd are between $55 and $575.
