Zara STrUGGLES TO STaY aLIVE

ZARA Shabnam is a little girl fighting the battle of her life against leukemia.The five-year-old girl’s father abandoned her, her mother and two siblings when she was diagnosed with acute lymphoblastic leukemia mid-last year.Since then, her mother Zareen Shabnam has been struggling to make ends meet for the family and to get her treatment.Zara was diagnosed with leukemia in June 2009. She went to India in December that year for treatment thanks to the Health Ministry.But after returning from India in June last year, her condition has not improved and she has fallen sick occasionally.On Tuesday, she was on drips at the Labasa Hospital before undergoing chemotherapy while her grandmother, Farida Bi, stood by her side.The doctor who treated her in India last year has booked her for further treatment at the Rajiv Gandhi Cancer Institute in New Delhi next month.But Ms Shabnam is struggling to raise the $12,000 required to pay for the treatment, airfare, accommodation and meals.“I got separated from my husband when Zara was diagnosed with leukemia last year and he doesn’t want to care for her in any way,” said Ms Shabnam.“He always caused problems because of Zara’s sickness and until today, he has not bothered to find out how I am coping with Zara and the other two daughters.“I managed to take Zara to India for treatment in 2009 and I am grateful to the ministry for paying for the cost

of her treatment while I paid for my accommodation.”Ms Shabnam said doctors told her to take Zara back to Fiji after six months of treatment and that she would require full treatment for two years.“I have been told by the doctor to take her back to India next month but I don’t know how I will do it,” she said.“I am desperately in need of $12,000 to pay for Zara’s treatment, airfare, my accommodation and meals in India.“Her condition is not good now and she has been in and out of the hospital ever since

we returned from India mid last year I want to see her get well and live a long life.”Ms Shabnam said her parents were looking after Zara in Labasa while she was in Suva trying to raise the money.She said Zara’s red blood cells always got low and as such, she developed high fever and was in a weak state most of the time.The Fiji Muslim League has also asked the public to assist little Zara in getting the treatment.People who wish to assist Zara can deposit money into Ms Shabnam’s account at BSP - 6638185.

Fiji has been adjudged the twelfth friendliest country in the world, making it one of the most preferred tourism destinations around the globe. Fiji was the only South Pacific island country that was ranked high in a survey undertaken by Forbes, a reputable international magazine.The survey which was published early this month and done in consultation with a cross-section of world travelers in 2010, found Fiji as one of the “most welcome

nations.Thailand came first, followed by Columbia, which was said to have very pleasant citizens and was a preferred destination, in spite of the perception of a centre of drug cartel operations.Australia took the third place, while Costa Rica, Canada, Greece and India, captured the fourth, fifth, sixth and seventh spots respectively.The United States was adjudged the eighth friendliest nation, followed by Turkey in

the ninth position, New Zealand, tenth, Ghana eleventh, Fiji twelfth and Vietnam in 13th position. Fiji set a new record for the number of tourists to the Pacific nation last year and hosted 631,000 international visitors, a 16 per cent increase from the previous year. Australia accounted for the highest number of tourists to Fiji, representing half of all foreign visits. There were also a growing number of visitors from Canada, India and Russia.

AUSAID is providing $720,000 through its co-funded Pacific Financial Inclusion Program (PFIP) to allow Digicel Fiji and Vodafone Fiji to train and set up over 150 agents in rural and maritime areas from the Lau Group to the Yasawas.The AusAID and PFIP partnership is expected to significantly improve the delivery of mobile money services for the people of rural Fiji.Digicel’s Mobile Money and Vodafone’s M-PAiSA allows people in Fiji to receive

or send money to families, friends or business partners using mobile phones and designated mobile money agents.A major challenge for mobile money to reach rural areas is the high cost of setting up rural agents in remote parts of Fiji.Rural agents need training as well as adequate cash flow in order to provide a cash-out service to rural M-money clients.The funding to PFIP is part of the Australian government’s $1.4m investment in the development of M-money in Fiji.

The new bunch of passports that will be issued soon will have new security features, says director of Immigration Major Nemani Vuniwaqa. Major Vuniwaqa said the new security features would include pictures of indigenous birds and plants. He also confirmed that a new company would soon be allocated to

print all passports. “The tender for the printing of new passport books will be announced shortly as the deadline for all the tender was on Wednesday.” Major Vuniwaqa said. He said the reason for issuing a tender for the printing of new bunch of passports was for the additional security features.

CAPTAIN Cook Cruises launched their cruise around Vanua Levu onboard the MV Reef Endeavour on Tuesday evening. The cruise is scheduled to begin in June.

Chief executive officer Nick Hortle said the initiative had been created because there was too much repeat business in Fiji’s tourism sector. “It is called the Discovery Cultural cruise and it will provide our passengers a unique, informed and relaxed way to experience Fiji. Plus the northern parts has a lot of originality to it with its unspoilt and untouched natural resources,” said Mr Hortle. “This launch shows our commitment to tourism and to our passengers. We want to deliver something very different because the best holiday, in my perspective, is the most memorable one. The ones that are special,”

said Mr Hortle. The seven-night Discovery Cultural cruise will have 11 stops. Tivua Island will be the first stop, then Nananu-i-ra Island and Yadua Island where passengers will visit the crested iguana sanctuary and swim with Manta rays. Passengers will also visit schools, meet villagers and enjoy an introduction to different culture and lifestyles. “We will visit the Ellice community, the Banabas on Kioa and Rabi Islands and discover Fijian culture with a village sevusevu, meke and lovo,” said Mr Hortle.

Labasa Town will be another stop and then Dreketi River for a river exploration trip. They will pass villages and towering rainforests. A trip to Kia Island, which is located on the world’s third longest barrier reef, promises passengers an unforgettable snorkeling or glass bottom boating experience. “Each day passengers can relax, swim or snorkel at a picturesque islands including Druadrua, Galoa, Yaqaqa and Manava islands. They can also stay onboard and enjoy a cocktail; by the pool or beauty treatments at the ship’s newly-renovated Senikai Spa,” a company statement said.

Minister for Foreign Affairs & International Cooperation, Ratu Inoke Kubuabola, on behalf of government and the people of Fiji handed over a timely donation to assist the victims of the Christchurch earthquake.The Minister for Foreign Affairs said Government and the people of Fiji through collective solidarity were humbled to present a small token of donation for the New Zealand Government’s Christchurch Earthquake Appeal.“We can never bring back the lives that have been lost,” he said.“However we can try to at least make the

future of those left a brighter and a more hopeful one.“On behalf of the Government and People of Fiji it is my honor to present a small token of our commitment to the Government and the People of New Zealand as you undertake the process of rebuilding the city of Christchurch and your country.”The monetary donation of FDJ$36,523.00 (NZD$26,660.86) is a timely donation and much needed.These were the sentiments shared by acting Head of Mission, Phillip Taula, who said New Zealand deeply appreciates the

generous assistance from the people of Fiji.“This tragedy, the result of a violent magnitude 6.3 earthquake, is affecting the lives of all New Zealanders,” added Taula.“The impact of this earthquake on our country is immense and given the close people-to-people links between New Zealand and Fiji, the assistance and sympathy of the Fiji people is appreciated in this difficult time.” The assistance also comes in light of the sympathy the country as a whole has for the close to 185 lives lost accounted for and the families and friends who have been torn apart by the tragedy.

This can be seen through a multi-faith service that was held last week by New Zealand High Commission in conjunction with the College of Medicine, Nursing and Health Sciences to honor the people who died and those suffering from the widespread impact of the earthquake.Also, the New Zealand High Commissioner’s condolence book signed by a number of dignitaries from Fiji and the donation of various organisations and communities have contributed to make the lives of the people of Christchurch a little bit easier.

A large contingent of Fijian entertainers left for Hong Kong as part of a major

marketing blitz by Tourism Fiji and Air Pacific. The joint promotion will climax this weekend with a street parade at Hong Kong’s major precincts involving the brass band of the Republic of Fiji Military Forces. Air Pacific cabin crew and Fijian tourism industry representatives will join the promotional parade which is timed to coincide with the popular Hong Kong Rugby Sevens Tournament.Chairman of Tourism Fiji and CEO of Air Pacific Dave Pflieger says their team will paint Hong Kong with the “Bula” spirit of Fiji. Pflieger says this is an opportunity to bring Fiji to the people of Hong Kong, and showcase the warmth and fun of the ‘world’s friendliest people.

Pacific Broadcasting Services customers can make their monthly subscriptions payments with their mobile phones after an agreement was signed by the television service provider with Vodafone Fiji.PBS customers can make these payments through their M-PAISA accounts.PBS Managing Director Simon Fong says the business payment option available through M-PAISA phone now offers their clients a very convenient and 24 hour access to pay their PBS subscription from everywhere at any time.“This is particularly good for our clients who are living outside the main centers such as those in Labasa, Taveuni and other outlying areas who have to make special runs to pay their subscription.” Fong said.

M-Paisa Manager Shailendra Prasad said once registered for the M-Paisa service, a customer is able to access the M-Paisa menu on their mobile using *181#.“From the menu they select the “payment” option and follow 3 simple steps to make the payment. Once payment is completed the customer receives an electronic receipt instantly via SMS confirming the payment. Simultaneously, PBS also receives payment advice which it is able to view in real time through a secure access over the web.” Prasad explained.Adding that “Like every other new service we provide, we will conduct awareness campaigns for our customers to learn more about the service.” The new payment system was launched at the Vodafone headquarters in Tamavua.

Papua New Guinea submitted a proposal at the Melanesian Spearhead Group trade and economic officials meeting in Suva – to export Ox & Palm canned meat to Fiji.The proposal is being discussed in detail and a decision may be made soon. Fiji banned PNG’s Ox & Palm canned

meat in 2005 following an inspection by Fiji quarantine officials.Concern was raised then about the quality of Ox & Palm production plants. PNG has subsequently raised the issue at several MSG meetings saying they operate under the same health and safety conditions as Fiji production plants.

The Miss India Fiji Beauty Pageant originally set for March 27th has been postponed to Sunday May 1st, 2011 to be held at Tappoo City. The Miss India Worldwide Pageant has been shifted to May 14th in Dubai allowing the Miss India Fiji contestants a little bit

more time to prepare themselves for the final event. The winner of the Miss India Fiji pageant will represent Fiji at the Miss India Worldwide pageant.The reigning Miss India Fiji, Naziah Ali will hand over her crown to one of the 14 contestants. The lucky winner will fly to Dubai

to take part in the Miss India Worldwide pageant which will be held on May 14th at the Abu Dhabi Convention Center. Over 30 countries are expected to take part in the internationally recognized Miss India Worldwide pageant which is known as the largest ethnic pageant in the world.

THE Fiji Agro-Processors Association (FAPA) has announced the new price for root crop exports enabling farmers to make more than 30 to 40 per cent profit.Chairman Brij Lal said famers used to suffer losses without the pricing model.For frozen cassava the minimum farm gate price is 40 cents a kilogram and $1.62 a

kilogram for importing companies (free on board) from the Suva wharf.As for frozen dalo the minimum farm gate price is 80 cents a kilogram and $2.98 (FOB) a kilogram for importing companies.The minimum farm gate price for fresh dalo is $1.20 per kilogram and $2.52 (FOB) for importing companies.

AIRLIFT is provided for patients from remote nursing stations during emergencies because there is no doctor based at nursing stations, said Health Ministry permanent secretary Dr Salanieta Saketa.The response on the allocation of doctors at the rural nursing stations comes after a man was seriously injured following a shark attack.

“Only a nurse is based at a nursing station and doctors are allocated according to the number of patients in an area,” Dr Saketa said.In relation to the shark attack victim, she said the incident took place near the Lagi Nursing Station and the victim had to be transferred to Labasa Hospital for surgery.

Government through the Ministry of Foreign Affairs and International Co-operation is advising people against non-essential travel to Tokyo and the north-eastern (Pacific Coast) parts of Japan. This is because of damage caused by the March 11 earthquake and resulting aftershocks and tsunami.Permanent Secretary for Foreign Affairs Solo Mara said people intending to travel because of pressing commitments should register their location with the Fiji Embassy on arrival. He said because of the evolving situation at the Fukushima nuclear facility and its potential disruptions to the supply of goods, transport, communications, power and other infrastructure, Fijian nationals currently in

the affected area should consider leaving the disaster zone. Mr Mara said the United States of America and the United Kingdom governments had given their nationals an 80-kilometre radius distance from the Fukushima Daichi Power Plant to which they would have to strictly observe. “We urge Fiji nationals to also observe the advice being given by Japanese authorities and take all precautionary measures to remain safe,” he said. This advice does not apply to Hokkaido because of its significant distance North of Tokyo and the central and southern parts of Japan. “We will continue to review the situation,” Mr Mara said.

THE Health Ministry received $1.8m as part of a health information system contract with AusAID.Health permanent secretary Dr Sala Saketa said, “we have been working on these two projects for a very long time now”.“The projects are the redevelopment of patient’s information system and laboratory information system.”Dr Saketa said introducing new systems was not easy but with the support of software companies to implement them, the ministry would have enough capacity for the storage of a database.“We are very pleased with AusAID for their generosity”, she said.Professor Ian Rouse of School of Medicine, Nursing and Health Science said, “this is a challenging and an exciting year”.“The redevelopment of the patient’s information system and laboratory information system will help the doctors keep better information and also help them to make better decisions in the care of patients.“The students of the School of Medicine, Nursing and Health Science will also benefit from these two projects.”AusAID program manger Margaret Logavatu said,” We are proud to support the two projects and we are also looking forward to continue helping Fiji”.Health Ministry spokesperson Peni Namotu said the new systems would be accessible to sub-divisional hospitals nationwide.

Casino owners abroad have shown a keen interest in setting up in Fiji, says Tourism Minister Aiyaz Sayed-Khaiyum.Although Sayed-Khaiyum could not reveal any other information about the businesses, he says there have been a number of casino entrepreneurs that have shown their interest.“We will provide more information on the issue in due time.” Sayed-Khaiyum added.

Late last year, Government tendered an Expression of Interest for the development of its first ever casino.The EOI stated that government would formulate a regulatory framework to govern casino operations in Fiji. The framework will be in accordance with international best practice in casino operations and management and will also inter alia take into account socio-economic conditions and the Fiji brand.

A COMPANY in Japan is distributing FIJI Water in tsunami-stricken areas.Interpylon Company Limited’s One and Only Shop, an online monopoly for sales of FIJI Water, said they would support the revival of the stricken areas by offering safe water for the victims on their online tweet.The tweet reads, “We give deep condolences to the people who got affected by the Tohoku region Pacific Ocean coast EQ. We, the company will try to give 15,000 bottles of 330ml FIJI Water to the stricken area.“We reserve 15,000 FIJI Water for donation but we also want to transport all the bottles including those our fellow customers pay for.” In an email to The Fiji Times, a student of

Meiji University in Tokyo and participant of the Ship for World Youth, Kento Alex Hirota, said FIJI Water was expensive and not so common in Japan.“FIJI Water is expensive and drunk by foreign celebrities and is sold by high-quality import shops,” he said.“This company is sending tonnes of FIJI Water to the disaster struck areas and I feel more corporate bodies should do the same and try and provide supplies like food and water to those who don’t have any.“It’s amazing that FIJI Water is supplied to those unfortunate people and even though Fiji is not known here, I feel the same warmth and hospitality that I received when the 23rd Ship for World Youth stopped over in Suva a month ago.”

Fiji is on track to maybe surpass the 600,000 visitor mark following a successful start this year.Already visitor numbers look promising with 48, 455 tourists gracing our shores in January according to statistics released by the Bureau of Statistics.The number of visitors for January is an increase of 8.3 per cent or 3,700 visitors more than the same month last year.Government Statistician Timoci Bainimarama said the increase in visitor numbers were recorded from Canada (2.2 per cent to 1,404) Continental Europe (5.7 per cent to 2,763), USA (5.3 per cent to 4,179), New Zealand up by 2.7 per cent to 4,627 with Australia (11.4 per cent to

25,718) and China (29.8 per cent to 1,207) recording the highest number of visitors to Fiji.However, there were also reduced number of visitors from Japan, Korea and the United Kingdom.The average length of stay for visitors in January 2011 was 10.9 days with Pacific Islanders staying the longest with 16.7 days.This was followed by China with 13.0 days, Canada, New Zealand, USA and the United Kingdom, Continental Europe, Australia and Japan.Resident arrivals for January were 14,360 and resident departures were 12,456 while Fiji citizens migrating were 528 and cruise ship passengers were 4,379.

FIVE years down the line and an elderly couple is still waiting to hear from the Department of Social Welfare on whether they are eligible to receive family assistance allowances.Pyare Lal and Jai Wati of Dreketi in Macuata applied for social welfare benefits in 2006 and have received no word to date.“We need assistance because we are growing older day by day and there is no one to look after us,” Mr Lal said.“Our children now have their own families and they are not here to look after us all the

time,” he said.“We are isolated from the other people because we live on the other side of the Dreketi River and it is hard for us to cope with life here because we are growing old.”Mr Lal said they were not strong enough to dry copra and farm for their food.“I am pleading for assistance from the Social Welfare Department if they could please help us live a better and decent life,” he said.Questions electronically mailed to the Ministry of Social Welfare on a number of occasions last week remained unanswered.

TWO Fiji companies have met the requirements set by the European Union to export fish.In addition to this, seven vessels have also qualified.The Health Ministry’s Food Unit, which is monitoring the compliance level for the EU, prepares its establishment list.Food Unit head Jope Tamani, said the EU had one of the most challenging requirements but those would improve and ensure high-quality export products.

He said everything from vessels to transport, ice plants, factories and processing was assessed.“It’s not a piece of cake,” he said. “We deserve our place there. We are going through the final formalities - a list of the approved establishment.“Once that is done, the first consignment can leave our shores.“This is very important for Fiji because it will open up a market and with the tsunami and earthquake in Japan, it would slow down the market there.“But the EU is the single biggest market and one of the most stable in terms of money.“This will work well for Fiji, especially in terms of employment.”Mr Tamani said monitoring and verifying by his unit was a huge responsibility.“We are in charge of monitoring, verifying and all the approval from Fiji is the responsibility of the food unit,” he said.“It’s a huge responsibility which requires a lot of manpower and skills.”Earlier this week, the European Parliament approved a trade agreement between the EU, Fiji and Papua New Guinea.Fiji was de-listed at the outcome of the EU audit back in 2007 while PNG remained on the list.Mr Tamani said the whole chain was basically out of control and Fiji had to earn its place on the list.

PRESIDENT Ratu Epeli Nailatikau has extended his condolences to the Japanese Embassy for the loss of lives caused by the

recent earthquake and tsunami disaster in northern Japan.Ratu Epeli was accompanied by First Lady Adi Koila Nailatikau at the signing of the condolence book at the Embassy of Japan in Suva.Earlier in the day, Prime Minister Commodore Voreqe Bainimarama also signed the condolence book.The earthquake and tsunami caused widespread devastation. At least 8000 people are believed to have died and another 12,000 remain missing.In addition, the disaster also caused damage to a nuclear power plant. There are now fears of a radiation leak from the plant.

THE Outrigger on the Lagoon has recently been hosting international media resort personnel.This week the resort hosted a group of American tourists who all had one thing in common each member of the 40-strong touring party are avid listeners of KMJ NOW’s News Talk Radio Show which is hosted by Roy Appleton.The show has an extensive following throughout the United States and belongs to the talkback genre of broadcasting.Founded in 1922, the show is the 38th oldest licensed continuously operated radio station. via satellite.“For the past 24 years, I’ve been taking groups of people who listen to my show each year on a tour to a different country as a form of appreciation for their loyalty as listeners,” Mr Appleton said.“We’ve visited 90 countries so far and each year the groups consist of between 200 to 400 people but this trip to Fiji was made by our smallest contingent so far.“Fiji’s been the best country we’ve visited ever you couldn’t find a friendlier race of people such as yours the world over and we will definitely be coming back.”Mr Appleton could not remember the name of the local radio stations he had visited but was impressed with what he saw.“Broadcasting is the same the world over; keep the listeners entertained and engaged in dialogue and Fiji’s radio is definitely holding their own,” he said.As Mr Appleton and his party left the country their only regret being, as Mr Appleton put it, “... Having to miss Nadroga’s (rugby) game against Tavua.”

Fiji and 84 other countries recently released a joint statement at the United Nations Human Rights Council in Geneva on “Ending Acts on Violence and Related Human Rights Violations Based on Sexual Orientation and Gender Identity”.Local non-government organisation, Women’s Action for Change director Peni Moore said her organisation was pleased with the action taken by the Government.“For those of us who’ve been working in this area for a long time, it gave us great pride to see what the Government has done,” said Mrs. Moore.She said she was honored to be a member

FIJI will import a total 10,000 tonnes of sugar from Thailand to complement low supply consumers face right now.This, after the sugar industry exported last year’s total sugar production of 313,506 tonnes crushed from 1.7m tonnes of cane.Director sugar in the Ministry of Provincial Development Viliame Gucake said with the importation of the 10,000 tonnes of sugar, shortage of supply should be eased until the next harvesting season.He said the two shipments of 4000 tonnes of sugar had already arrived this month and another 6000 tonnes of sugar was to arrive from Thailand next month.“The first shipment of 2000 tonnes of sugar arrived early this month and the second shipment with another 2000 tonnes arrived last week from Thailand,” Mr Gucake said.“Next month we will receive 6000 tonnes

of sugar and that will total the 10,000 tonnes needed for local supply before we start the next harvesting season.Mr Gucake said the imported sugar should sustain local consumption until the crushing season.The price of sugar in supermarket shelves in Labasa Town has increased by more than 50 cents for a kg.Interviewed supermarket managers who preferred to remain anonymous said they could not do much but resort to the increase.A manager of a major supermarket in Labasa said the limited supply of sugar in Labasa had forced them to increase their prices.“The current prices have slightly changed and we ask consumers to bear with us because the supply is limited,” he said.

COMMERCIAL banks will now be required to publicly disclose any increases in interest rate spreads beyond the previously regulated limit of 4 per cent a year.Those banks will also be required to disclose specific reasons, including management’s stance and justifications for the increase.A statement from the Reserve Bank of Fiji stated this disclosure was a requirement under the recently released Banking Supervision Policy on interest spread disclosure, and was effected in December last year.“The objective of the policy guideline is to ensure banks are transparent and accountable for any increases in the interest rate spreads beyond the benchmark of 4 per cent,” the RBF said

in a statement.“Promoting public disclosure of financial and other relevant prudential information to foster market discipline and strengthen financial stability is important to the Reserve Bank of Fiji.”The RBF also clarified that interest spread was defined in the policy as “the difference between the yield on monetary assets and cost of average funding liabilities”.It said the definition was based on the absolute figures earned and expensed over the quarter with the balances utilized to earn interest and funding provided by depositors.The RBF is expected to publish the first disclosures this week and future disclosures will be required to be published within a month of the end of quarter.

The European Union (EU) recently re-listed Fiji in its list of countries allowed to export fish to its member states. EU Ambassador to the Pacific, Wiepke Van Der Goot, took the opportunity to advise the country to continue upgrading its exporting facilities and boost its fishing fleet.Van Der Goot noted that currently just two of the country’s companies satisfy the EU’s stringent standards and that, if Fiji wants to improve its economic development, it should work to achieve more and help more firms meet EU requirements. In terms of vessels, only seven meet EU standards.He reminded that the Union de-listed Fiji in 2004 after it found that the country was unable to meet EU standards. In that year,

mercury was found in some tuna loins and three years later, in 2007, several people in France fell seriously ill after consuming fish imported from Fiji.Fiji’s re-listing, Van Der Goot opined, is a good omen and Fiji should take it as encouragement to enhance its development.“This result should now encourage Fiji to take full advantage of the possibilities of global sourcing under the Market Access Regulation or – even better – under the interim EPA by notifying the EU about its implementation,” he said.Head of the Fiji Fish Company Graham Southwick, however, doubts whether meeting the EU’s imposed standards is a worthwhile endeavor. He said the Union has now cleared Fiji authorities to monitor and sign off on exports – even though just three years ago the EU had deemed said authorities incompetent for the job, reports the media.Moreover, he told, the EU has not cleared fisheries exporters themselves and has requested that they fulfill a litany of conditions.“Now they’re talking about having to upgrade not only the factories, they want to upgrade the boats and then they want to upgrade the trucks and they’re saying you know where is the thing going to end really, upgrading the airport or the

aircraft, where is this thing going to end and we don’t have any finite list that we can say, ’OK if we do these 10 things that we can go to Europe’. At the moment the list seems to be never-ending,” Southwick complained.Still, he said Fiji exporters have asked for a final list of conditions so they can determine the cost of the requested upgrades.

The EU is also the world’s main importer of fish, with a total market of some 500 million consumers. At least 60 per cent of the Union’s required fishing products are imported from third countries.

A horrific shark attack at Udu in Vanua Levu forced doctors at the Labasa Hospital to remove the victim’s left forearm, after most of it was bitten off during the attack on Monday.Metereti Jeke, 30, survived the ordeal and says he will not fear the sea, as he lay in bed at the Labasa Hospital.They were the only words the father of two uttered as he fought back tears.Metereti has depended on the sea to feed his family.His emotional mother Talica Vakasawaqa sat by his bedside and spoke about the chain of events that led to her son losing part of his arm. Mrs. Vakasawaqa and her husband left their home at Nukudamu Village in a boat to pick Metereti, an uncle and a nephew for a diving trip on Monday morning. “After picking them up we went straight to the reef just opposite our village,” Mrs. Vakasawaqa said.“It is a popular spot because we easily catch fish there. It was around 4pm when we decided to end the trip but Metereti decided to make one last dive.“I went in with him and after a few minutes, I heard screams and people calling my name. I knew something

had gone wrong. I threw my catch back into the water and hurried back to the boat.”The sight of her son shocked her.“His left forearm had been ripped with the flesh dangling from the bone. He had two pieces of cloth tied above the bite but the blood kept oozing out.”The victim’s father then tied a rope to prevent further blood loss and immediately took Metereti to Nabouono Health Centre.The nurses there wrapped a bandage around the injury and referred him to the Lagi Medical Centre where he arrived around 6.30pm. After receiving minor treatment from the nurses, he was transferred to Labasa Hospital. Mrs. Vakasawaqa said they left Lagi, which is about 90 kilometers away from Labasa Town, at about 11pm and reached Labasa at about 1.30am on Tuesday. It was a nightmare, Mrs. Vakasawaqa said.“My son was in a lot of pain and we feared losing him, but thanks to the ambulance driver who transported us so fast to Labasa. He had lost a lot of blood and my family and I have God and the doctors at the hospital to thank for saving his life.”She described Metereti as a

hardworking man.“When he regained consciousness, he smiled at me and told me not to cry. He knew he had lost his arm and said he would do his best to earn for his family with his right hand.”Mrs. Vakasawaqa said they were aware of the presence of sharks in the waters near the village; however, the only shark attack she could recall was one she said happened 20 years ago.Senior fisheries officer Northern

Gerald Billings said shark attacks were uncommon in the north and he has warned people to take extra care while out to sea.“Sharks are very territorial in nature and they become vicious if their territory is interfered with. The best advice for people is to be very careful and not to dive in waters which they are unsure of because it can lead to life threatening incidents,” Mr Billings said.

AN insurance company dealing with third party policies and vehicle insurance has been ordered by the Fiji Court of Appeal to pay more than $250,000 to a man who was a passenger in a motor vehicle accident.Mukesh Chandra had claimed passenger liability and third party payment from Sun Insurance after he was involved in an accident.But Sun Insurance refused to pay the claims, saying the driver of the vehicle which Chandra was travelling in did not hold a valid license. The court found that Sun Insurance failed to prove either of the two facts that would result in a breach of condition which would avoid Chandra’s third party statutory claim.Justice William Marshall ruled, “I propose

therefore that it be ordered that the amount ordered to be paid by Sun Insurance to Mukesh Chandra in respect of the passenger liability claim, be appropriated instead to the claim in respect of Imlesh Krishna as insured of AC123 in respect of driver Nazim Hussein and his negligent driving.”An order will be necessary that $233,295 be paid to Mukesh Chand in respect of this liability.“An order in respect of interest should also be made.”The court also ordered that $4000 be paid to Chandra in third party payments and Sun Insurance covers his court costs.An interest of six per cent was levied on Sun Insurance on the amount of $233,295 to be paid to Chandra from September 2008.The court noted in its ruling that in the

A Deed of Agreement between Government and the Fiji Bus Operators Association was signed in January to provide bus fare concessions to senior citizens and disabled persons. As the line ministry for the elderly and disabled persons, the Ministry of Social Welfare, Women and Poverty Alleviation is the lead agency in the implementation of the agreement.As in the agreement, those falling in the category of 60 years and above are eligible for 50 per cent concession on bus fares and disabled persons are eligible for free bus fares. All those eligible for this concession must be certified and issued with the identification cards. This will be done through the district and divisional offices. The Ministry of Social Welfare, Women and Poverty Alleviation permanent secretary Mr Govind Sami announced the ministry will launch the bus fare identification cards (ID) on Friday, March

25 at Sukuna Park at 2.30pm.The official launching will be done by the Minister for Women, Social Welfare and Poverty Alleviation Dr Jiko Luveni. The first batch of cards has been dispatched to district and divisional offices for collection. “These cards will be available for distribution from Monday, March 28. We have received about 5000 applications and details of applicants are being updated into the ministry’s database,” Mr Sami said. Card holders will also be given a Fiji Bus Operators voucher book with tickets and each ticket is valid for a trip and should be given to the driver when boarding the bus. New voucher books will be issued free of charge once all the tickets from the voucher books are used up. Mr Sami said the ministry had appointed clerical officers in each district office at all divisions to facilitate the distribution of ID Cards.

A new Code of Conduct for civil servants that takes into account changes in various laws of the country will be drawn up.Public Service Commission chairman Josefa Serulagilagi says the new code will allow for a more modernized approach to service.“Actually, the code of conduct is very important, it will bring together the civil service,” he said.“We will try and modernize the way we operate – in most cases we still find that a lot of things are still behind in services that are delivered.“This is why we would like to put in place

a new code of conduct so civil servants know exactly the role they should play and what is expected of them in the code.”The new code of conduct is one of the recommendations in the report that is being fine tuned by the People’s Charter National Advisory Council to be submitted to the Prime Minister Commodore Voreqe Bainimarama this week.“We have the laws that are changing even now, there are more changes in the law now than what has happened in the past so the Code of Conduct needs to also fall in line with all these changes,” Mr Serulagilagi said.

When the three-year-old toddler from China was born he weighed just 2.6kg, around the average size for a newborn.However, from the time he was three months old he began to gain weight rapidly.“His appetite is so good that for a meal he can eat three big bowls of rice, even larger than I and his mother,” said Hao’s father Lu Yuncheng.Since Hao was one-year-old his parents have tried to keep a careful eye on his diet.However, Hao’s mother Chen Yuan comments: “We have to let him be as if we don’t feed him he will cry non-stop.”No matter how hard the family restricts Hao’s diet and pushes him to move more the toddler has still managed to put on 10kg in the past year.“In both of our families, there was no such

A Swedish robber who hid in a bank vault for three days was caught - after he left bottles of his urine behind.The 27-year-old man used the bottles to relieve himself after sneaking into the vault one Friday and remaining there until the bank reopened on the Monday. While inside the vault, in Copenghagen, the man and his accomplice emptied 140 safety deposit boxes of about £300,000 in cash

A growing list of celebrities have joined animal rights groups in a high-profile campaign over the past couple of years urging the zoo to move the 35-year-old Asian elephant to a sanctuary in the United States.The groups including Zoocheck and PETA believe Lucy is overweight, lonely and plagued with health problems typical of captive elephants.Once Lucy is examined by experts selected by the animal protection groups, the city can spend the money however it wants, said Barker.In December, former Edmonton Oiler Georges Laraque offered to donate $100,000 to a city project such as a downtown arena or a new Indy racetrack, if the city moves Lucy to a warmer climate.The city has refused to entertain such requests, maintaining Lucy receives excellent care and moving her would endanger her health.

Around 500 Shaw Communications employees in Western Canada lost their jobs on Wednesday.The Calgary-based company made the layoffs as part of a corporate restructuring to make Shaw more efficient, President Peter Bissonnette said.There will be no impact on Shaw Media, Shaw Television or Global News, he said.About 140 people in Calgary are being laid

off, many of them managers.There were about 50 layoffs in Edmonton.A call centre in Saskatoon employing about 50 was also shut down. The calls handled there will now be taken by a larger call centre in Winnipeg, Bissonnette said.About 60 people on Vancouver Island were let go, as well as 90 employees in Vancouver, including warehouse workers and management.“It’s always difficult because…most of these employees have been with us some time and have made great contributions to our company,” said Bissonnette. “And unfortunately, you know, this is never pleasant.”Shaw has grown dramatically over the last two years and now employs more than 13,000 people, Bissonnette said.

B.C. Premier Christy Clark was in Surrey on Monday to launch the province’s largest-ever health-care project – the $512-million expansion of Surrey Memorial Hospital.Clark said the project will add a new eight-storey critical care tower and a new emergency room five times larger than the existing one, as well as renovating the existing facility. Construction on the expansion actually began in January and is expected to wrap up in 2014.

“It’s going to be huge. The second-biggest hospital - when this is done - in British Columbia is going to be right here in Surrey as it should be because this is where the population is growing,” she said.Surrey’s rapid population growth has made hospital overcrowding a large problem for the Fraser Health Authority. Recently, the Royal Columbia Hospital had to use its Tim Hortons as an emergency room because of a shortage of ER beds.

Canada’s efforts to combat immigration fraud have been strengthened following the signing of a new information-sharing initiative with New Zealand, Citizenship, Immigration and Multiculturalism Minister Jason Kenney, announced yesterday. “This initiative will help Canadian immigration authorities detect foreign criminals and previous deportees who are trying to re-enter Canada without permission,” said Minister Kenney. “Canada already has similar initiatives in place with the United Kingdom, Australia and the United States, and we are pleased to expand this partnership to include New

Zealand.”Under this arrangement, Canada will be able to securely and confidentially check the fingerprint information of asylum seekers and foreign nationals facing deportation in Canada with those stored in New Zealand immigration databases. “The ability to check identities with each other helps Canada and New Zealand identify people using false identities or people with criminal histories,” said New Zealand Immigration Minister Dr. Jonathan Coleman. “The initiative gives greater confidence that non-genuine immigration cases will be refused through the improved detection of fraudulent

identity and immigration claims.” The initiative was developed as part of the Five Country Conference (FCC), a forum for immigration and border security comprised of Citizenship and Immigration Canada and the Canada Border Services Agency in partnership with New Zealand, the United Kingdom, the United States and Australia. To date, as a result of data-sharing:•The U.K. returned to Australia a wanted rapist posing as an asylum seeker, who subsequently pleaded guilty. •Canada revoked the refugee status of a man whom British records proved to be an American citizen.

•The U.K. took action against an asylum seeker who used nine identities and six different documents across the FCC countries.Canadian citizens will not be affected, nor will visitors, foreign students or foreign workers. Most permanent residents will not be affected either, other than those who acquired their status via a successful refugee claim.The protection of personal information is important to all the countries involved. Each FCC country has in place a number of safeguards to protect privacy and has completed a comprehensive privacy impact assessment.

When you’re filling up do not squeeze the trigger of the nozzle to a fast mode. If you look you will see that the trigger has three (3) stages: low, middle, and high. In slow mode you should be pumping on low speed, thereby minimizing the vapors that are created while you are pumping. All hoses at the pump have a vapor return. If you are pumping on the fast

rate, some other liquid that goes to your tank becomes vapor. Those vapors are being sucked up and back into the underground storage tank so you’re getting less worth for your money. One of the most important tips is to fill up when your gas tank is HALF FULL or HALF EMPTY. The reason for this is, the more gas you have in your tank the less air occupying its empty space. Gasoline evaporates faster than you can imagine. Gasoline storage tanks have an internal floating roof. This roof serves as zero clearance between the gas and the atmosphere, so it minimizes the evaporation. Unlike service stations, here where I work, every truck that we load is temperature compensated so that every gallon is actually the exact amount. Another reminder, if there is a gasoline truck pumping into the storage tanks when you stop to buy gas, DO NOT fill up--most likely the gasoline is being stirred up as the gas is being delivered, and you might pick up some of the dirt that normally settles on the bottom. Ingredients:3 mashed, yellow bananas 1/3 cup melted butter 2/3 to 1 cup sugar 1 beaten egg 1 teaspoon vanilla 1 teaspoon baking soda A pinch of salt 1.5 cups of flourdirections:

Preheat your oven to 350 F (175 Celsius). Put the bananas and butter in a large mixing bowl and mix them. Then add the egg, sugar and vanilla. Then mix in the salt and baking soda. Finally, add the flour and mix. The mixture should be poured into a buttered loaf pan (4x8 inches), then baked for about 1 hour. After cooking, let it cool down, remove from the pan, slice and serve!

Remove from heat and reserve for serving. In a small bowl mix together the flour, paprika, cayenne pepper and salt. Place chicken wings in a large nonporous glass dish or bowl and sprinkle flour mixture over them until they are evenly coated. Cover dish or bowl and refrigerate for 60 to 90 minutes. Fry coated wings in hot oil for 10 to 15 minutes, or until parts of wings begin to turn brown. Remove from heat, place wings in serving bowl, add hot sauce mixture and stir together. Serve.

Anesthesiologist disputes allegations of assaulting sedated women

Toronto’s North York General Hospital has struck a deal to pay compensation to 26 female patients who allege they were sexually assaulted by an operating room anesthesiologist.That’s despite there being no finding of

guilt, no court ruling and no medical license suspension against the doctor.Dr. George Doodnaught, 62, was charged with sexually assaulting three of his patients in March 2010. Police laid an additional 26 charges against the doctor after more women came forward claiming they had been assaulted while under sedation. The incidents are alleged to have taken place at North York General Hospital and another smaller facility between 1992 and February 2010.Neither the North York hospital nor the women would disclose the amount of the payments, which will be paid by the hospital’s insurer, Healthcare Insurance Reciprocal of Canada.“The details are all confidential,” says Darcy Merkur, a lawyer who represents 26 of the 29 women who accused Doodnaught of sex assault. “But it does resolve all of the 26 claims that we advanced against the hospital in a way that our clients believe is fair, efficient, sensitive and respectful to them.”details of alleged attacks under wrapsPolice investigators have refused to provide

details of the attacks alleged by the patients. “They are in an anesthetic state and have the ability to recall the sexual acts occurring to them during their surgical procedures,” Toronto police Det.-Const. Callers or emails pose as authentic, and try to steal banking infoThe Canada Safeway Ltd. grocery chain is warning customers in Western Canada about a phone scam that targets Safeway Club Card holders.John Graham, Safeway’s director of public affairs, said in a written statement that people in B.C. and Alberta have been receiving calls from either automated or live callers claiming to represent the company.The callers make reference to club cards and reward points and claim that the target has won

bonus points or some other sort of large prize. The caller then asks the target for personal credit card information.Graham said Canada Safeway does not make unsolicited phone calls to request personal or financial information.“Should you receive such a call, you should hang up the phone and advise your local law enforcement agency,” he said.While a number of complaints about the calls have surfaced, so far there are no known victims of this latest scam, Graham said.

The picture of two Fiji 7’s players in a wheelchair has created quite a stir among Fijian rugby fans on the lower mainland.The Fiji Times received well over 200 calls from local rugby enthusiasts calling the two players’ actions inappropriate before leaving for Happy Valley in Hong Kong.Fiji Times sports editor Edwin Chand said hours after the story head lined “Fiji jets out for HK7s” was posted on line, Monday (Tuesday) Canada time, the sports department was flooded with calls. He said that number rose to a staggering 300 by Thursday.“Most online readers jumped on the band wagon. This was pretty unusual resent,” Chand said.“Rugby fans went crazy over the wheelchair picture. I guess the picture does tell a thousand words.”Fiji 7’s Fan, Delta’s Kavekini Taoba said Waqabaca Kotobalavu and Osea Kolinisau’s Fiji Times online picture Monday at the Nadi airport in a wheelchair is a sign of bad luck to come. Jon “Bones” Jones became the youngest UFC Champion in history at 23 years old as he beat Mauricio “Shogun” Rua by TKO by way of body shots and knees in round three this past Saturday at UFC 128. Jones was proclaimed to be “The Future” and the most hyped UFC fighter in history and he certainly lived up to it all Saturday night. In Shogun, Jones was supposed to be against the hardest challenge in his MMA career as Shogun who is only 29 and considered a legend in the sport of MMA was supposed to test all of Jones’s abilities. Jones however was not tested at all as he dominated the fight from start to finish. Jones was simply too fast with too much of a reach for Shogun who had just come off knee surgery. The end came at 2:37 into the third round as Shogun who was already injured early in the fight (as stated by his brother Murilo “Ninja” Rua) took a hard left hook followed by a knee to his body. Shogun who is a Brazilian Jiu-Jitsu black belt couldn’t do anything on the ground

where the fight was for most of the time as Jones was just too strong in his wrestling, while landing vicious elbows. Shogun attempted only one of his signature leg kicks, which was countered by a takedown by Jones. Jones also took the fight on 6 weeks’ notice as his training partner Rashad “Suga” Evans pulled out of his original fight with Shogun as he sustained an injury during training. Following the fight Jones proclaimed himself to be “God’s Champion” and said “Believe in yourself, believe in your heart. Once you get there, don’t slow down.” UFC Light Heavyweight Champions have somewhat of a curse arisen within their ranks as the last 5 Champions have all defended the belt once or twice, and then all have lost the title. Jones will now have to defend his championship against his training partner Rashad Evans as he is next in line. A few weeks ago they said they’d never fight each other but after the fight Evans said “I guess you should never say never, He’s got that strap. So I’ve got to go after it.” who has recently left Greg Jacksons Gym as Jones also trains there.

McKenzie: I will say scoring depth. When you’ve got the Sedins, you’ve got a great base to build on. You’ve got Kesler after that. There are always question marks after Kesler of who’s going to get goals: is it going to be Mason Raymond? Is it going to be (Mikael) Samuelsson? Will (Raffi) Torres score? But between them all, they manage to get it done. Vancouver and Detroit, the top two offences in the league. Peca: I’m going special teams. When you talk about winning and losing hockey games, special teams play a big part of that. I know on their penalty kill, being the number one faceoff team in the National Hockey League

You get a first place team and they go through and they cruise and there’s no adversity, that sometimes comes back to bite them. But in the Vancouver Canucks case, the reason they can overcome it, is because they have had adversity and the fans of Vancouver know that. Two times against Chicago, Dallas … lots of adversity, they’ll overcome that. Peca: I’m going coincidence also. I can go

back to ‘06 when we beat the Detroit Red Wings who were the President’s Cup team. It becomes about matchups: yes, they’re the best team in the regular season, but too many teams are good enough and smart enough and coached well enough that when they get in the postseason, they know it’s a clean slate. Question No. 3: If you were the Vancouver Canucks, who would you fear the most in the first round: Anaheim, Chicago, LA or Nashville? McKenzie: I’ll take the Chicago Blackhawks and the psychological factor. Yes, the Blackhawks, they’re not the same team that they have been in the past. But they still have Jonathan Toews, they’ve still got lots of players that can elevate their game, and the Vancouver Canucks, just the psychology of it. I think that would be a bugaboo. Ward: I gotta go with Anaheim. I feel like, answer the question in nets about where they’re going to go with it, what direction and I feel most solid about that decision. They’re durable, they’re rugged, they’re built for the grind, they have experience in the locker room when it comes to the Stanley Cup. And Lubomir Visnovsky is the guy that answers the questions when it comes down to: who fulfills the role of Scott Niedermayer in the playoffs? Peca: I’m going with Chicago. Until Vancouver can show they can overcome the mental hurdle of the Chicago Blackhawks, I

think it’s going to be tough for them to move on. Yes, they can believe in themselves, they’ve had a great regular season, but once you get in a series – if they end up facing the Chicago Blackhawks it’s hard to eliminate those doubts in their mind. Question No. 4: Henrik and Daniel Sedin are the best pitch-and-catch combination in sports since a) Joe Montana / Jerry Rice, b) Steve Carlton / Tim McCarver or c) John Stockton and Karl Malone?Peca: I’m going with Stockton and Malone. When you think of the success of the Utah Jazz, they went as Stockton and Malone went. And much like the Vancouver Canucks, their success is predicated on the twins, Henrik and Daniel. If they’re not going, if they’re not at the top of their game, the team isn’t successful. McKenzie: I’ll say Montana and Rice, and I’ll say this is a dumb question. Because you don’t ask somebody who’s as one-dimensional, knows only a little bit about hockey and nothing else about anything else to answer the question. But I just looked at it and said, well, Jerry Rice seems like a nice guy. Ward: Malone and Stockton. They have symbiotic relationships. Both guys had passers and both had finishers. They both can find each other no matter where they are on the floor or the ice. They seem to have that innate ability to understand each other’s game.

The Vancouver Canucks’ 2-1 victory over Detroit Wednesday all but secured first place in the Western Conference, meaning the team is all but certain to face the eighth and final playoff qualifier out West.And if they had their druthers, the Canucks would just as soon avoid the Anaheim Ducks.Anaheim, which has won four straight, is sitting on eighth after a 4-3 overtime win over the Dallas Stars Wednesday. The Ducks split four meetings with the Canucks this year (not many opponents can say that), and could have goaltender Jonas Hiller (vertigo) back by next week.Anaheim’s top-four forwards all have

some impressive career numbers against Vancouver, and Ryan Getzlaf and Corey Perry seem to forever get under the skin of Canucks players. But Hiller, who like most Swiss goalies is accustomed to playing the equalizer when his team can’t match skating talent, could also be a big factor if he regains form in what remains of the regular season.The Chicago Blackhawks may still be Vancouver’s bogeyman, and the Nashville Predators have given the Canucks a tough time in 2010-11, but a first-round meeting against Anaheim (big, skilled forwards; Stanley Cup experience; potential difference-maker in goal) could be just as ominous.

Manny Malhotra will miss the remainder of the regular season and the playoffs after suffering a serious eye injury last week, the Vancouver Canucks announced on Monday.The Canucks made the decision in consultation with team doctors and specialists and declined further comment on the status of the centre’s eye or his vision.Malhotra, 30, was struck by a puck that deflected off a stick last Wednesday against

Colorado. He immediately clutched near his left eye and skated to the locker room, leaving a trail of blood.The Mississauga, Ont., native didn’t break any orbital bones according to the team, but his vision was affected. He underwent surgery in the aftermath of the injury, but visited his teammates on Saturday.Malhotra does not wear a visor. While it’s quite possible his injury would have occurred

even with one, several Canucks spoke publicly about considering the extra protection in the wake of the scary incident.The veteran of over nine NHL seasons has been an integral piece for the Canucks since signing a three-year contract worth $7.5 million US last summer, contributing 11 goals and 19 assists while enhancing his reputation as one of the NHL’s best face-off men.

Health Canada announced a recall of two high blood pressure and angina medications and an antibiotic because some supplies have been mislabeled.The prescription drugs are Mylan-Minocycline, a generic version of an antibiotic used to treat various types of infections, and Mylan-Amlodipine, which is used to treat hypertension and chest pain.“The risk to a patient, who is sensitive or allergic to tetracyclines or minocycline, and is taking Mylan-Minocycline to treat their high blood pressure or angina, but is now using Mylan-Amlodipine due to a labeling error, can be life-threatening,” Health Canada said in a statement.A pharmacist complained to the company that one bottle out of an order of four was labeled as Mylan-Amlodipine 5 mg tablets, but contained 100 Mylan-Minocycline 50 mg capsules.

Mylan Pharmaceuticals said its quality investigation revealed the labeling error and mix of capsules for tablets.The company is advising pharmacists and wholesalers to return all quantities of the lot (1037180) to Mylan Pharmaceuticals.The 250-count bottles that were distributed to wholesalers and pharmacies with the same lot number are not part of this recall, the company said. Mylan is contacting pharmacists who may have received product from this lot and is advising them to contact patients who had an Amlodipine prescription filled on or after Sept. 13, 2010, the date when this Minocycline lot was released to the Canadian market, to ensure that they did not receive mislabeled product.Patients should contact their pharmacists or physicians if they have any questions.

Nischol had left for Pune from his home in the Mumbai suburban area of Khar along with actor and friend Randhir Kapoor around 10.30 am on Saturday. Their car had reached central Mumbai when he suffered a heart attack. He was declared dead on his way to the hospital.The fans know Naveen Nischol as Imran Khan’s dad in Break Ke Baad, and the affable theatre addict Bapu in Dibakar Banerjee’s crossover comedy hit, Khosla Ka Ghosla. To film buffs of the seventies, however, he was the dapper hero who looked most suited to rival reigning superstar Rajesh Khanna’s charms as Bollywood’s resident lover boy.Many critics of the era also predicted Nischol would be the closest competitor of Amitabh Bachchan, the emerging superstar of the times.Despite early hits such as Dhund , Victoria No. 203, Chhalia, Parwana and Buddha Mil Gaya , that was not to be. Sharp and witty welcome viewers to The Lincoln Lawyer, the latest legal drama from E1One Films and Lionsgate now pleading its case at the Fifth Avenue Cinemas, Empire Studio 12, and Silver City arenas all over B.C.Something different is in the air when you first encounter Mick Haller. Handsome Matthew McConaughey (The Newton Boys) is perfectly cast as the hip legal beagle who works out of his car. Ford Motor Company executives must be thrilled to see their luxury model on screen for much of this time as our Mick wheels and deals his way in and out of countless confrontations. Working the system is what this member of the bar is all about and it’s quite impressive seeing McConaughey do his thing. Quite a while back the same actor got an early start playing the system in the underrated A Time To Kill. Now it’s good to see him given lots of leeway and breathing space in this 119 minute drama.

Director Brad Furman fills the screen with a bunch of talented actors giving The Lincoln Lawyer a great sense of intrigue. Just maybe Mick has met his match when he runs into new client Lous Roulet. Born into money Ryan Philippe (Crash) suitably displays all the arrogance and hip attitude as the client who may be turn out to be just as smart as his counsel.Other key members in this tale of crime and punishment are a group of prosecutors defenders led by Marisa Tomei (My Cousin Vinny) and Josh Lucas (Glory Road). If you like great courtroom exchanges you’ll find ample encounters hear. And the back story showing the actual investigations into some stirring crimes are also well executed. Along the way you really do identify with all the unique people that filter into this one case that has tentacles going off in a whole bunch of different directions.

Action, some violence and a dashing display of cockiness and a go attitude all contribute to make The Lincoln Lawyer a lot of fun to witness. Even veteran character actor William H. Macy (Fargo) joins in on the fun as an investigator who’s not your traditional kind.Today loads of legal and police stories are on television on constantly. To make it as a feature film the story and acting must be a cut above the rest. Thanks to the vibrancy of McConaughey you’ll be hooked right from the start as you watch this fast talker work the system to achieve his goals. Little does his character realize that he may have gotten himself into one jam too many. Sorting out the problems along the way is part of the fun in this well-scripted story that truly keeps you guessing until the very end. Consider this to be the mark of a top notch suspense story set in the courts and The Lincoln Lawyer returns with thumbs up verdict.

Daily intake of a common cooking medium like safflower oil for 16 weeks is a safe way to protect your heart from risks.These new findings also suggest that safflower oil can improve levels of good cholesterol, blood sugar, insulin sensitivity in obese post-menopausal women with Type 2 diabetes.This finding comes about 18 months after the researchers discovered that safflower oil reduced abdominal fat and increased muscle tissue in this group of women after 16 weeks of use, the journal reports.“The women in the study didn’t replace what was in their diet with safflower oil. They added it to what they were already doing,” said Martha Belury, professor of

human nutrition at Ohio State University, who led the study.“I believe these findings suggest that people consciously make sure they get a serving of healthy oil in their diets each day - maybe an oil and vinegar dressing on a salad, or some oil for cooking,” said Belury, according to an Ohio statement.“And this recommendation can be extended to everyone,” she added.Safflower oil contains linoleic acid, which is a PUFA -- a polyunsaturated fatty acid. Research dating back to the 1960s has suggested that these dietary oils from plant sources can help prevent heart disease, said Belury.But attention to these fats has declined as omega-3 fish oils have gained popularity among consumers, she said.

Spanish researchers have warned that people who regularly swim in chlorinated water or take lots of showers or baths could increase the risk of developing bladder cancer.They said carcinogenic chemicals called trihalomethanes (THMs) are created as a by-product of chlorinating water and can be absorbed through the skin, reports the Daily Mail.The researchers from the Centre for Research in Environmental Epidemiology in Castilla La Mancha, Spain, examined 1,270 people and found that wealthy individuals who drank more bottled water - to avoid the health risks posed by drinking tap water -

cancelled out any beneficial effect by swimming more and taking more showers.“People with more money and more education may think that they’re reducing their risk of exposure to water contaminants by drinking bottled water,” said Gemma Castaqo-Vinyals.“However, despite being apparently cleaner and taking more exercise, a result of taking more frequent and longer baths, and using swimming pools more often - they are actually increasing their risk of THM exposure,” she added.Moreover, Castaqo-Vinyals said that the additional risk of developing bladder cancer through the water contaminants was ‘small’.

Underlying gum disease may be to blame, a new study says.Researchers at Japan’s Hiroshima University examined 358 patients and found that stroke patients in their 50s and 60s had significantly fewer teeth than patients in the same age groups who had had other problems.The number of teeth was also significantly lower among stroke

patients in their 50s than in the other population of the same age.Researchers found that having 24 or less teeth increased the risk of stroke by 57 percent, compared with those with 25 or more teeth.They also took into account a range of other risk factors associated with stroke including smoking habits, obesity and alcohol use.“This review suggests that tooth loss may be related to both ischemic and hemorrhagic strokes,” says Mitsuyoshi Yoshida, who led the study at Hiroshima.

For the first time since June 2010, the number of US inbound passengers increased in January and February, with almost 10,000 entering Brisbane International Airport.The modest growth of 1.1 per cent each month was in contrast to falls at Sydney and Melbourne airports of 0.2 per cent and 0.5 per cent.The Brisbane Airport Corporation’s Rebecca Masci said it was encouraging to see the US market making a comeback.“The increase in visitors from the US is potentially related to Oprah’s promotion of the region, and is a positive sign that international guests are receiving the message that Queensland is open and ready for business,” Ms Masci said.The talk show queen travelled to Australia last December, accompanied by 302 “ultimate fans”, visiting Cairns, Whitehaven Beach in the Whitsundays and Hamilton

FLASH flooding throughout southeast NSw has hit record highs, with four towns declared natural disaster zones after some of the heaviest rain seen in the area since 1978. In what pollsters predict will be her final days as NSW Premier, Kristina Keneally declared Shellharbour, Kiama, Bombala and Bega disaster zones following torrential rainfall along the Illawarra and south coast.Residents in Bega Valley Shire experienced 380mm of rain by Monday morning and had been isolated as water cut off two highways.Businesses, homes and schools were flooded and there were reports of people walking chest-deep in floodwater.State Emergency Services regional controller for Illawarra Greg Murphy said the water was slowly receding but more

rain could be ahead. “There is still a high probability of local flooding and number of isolated properties,” he said.Some people had no power or telephone service.A month’s worth of rain hit the area in 24 hours, and emergency services and rescue crews received 770 distress calls.A man died at Warilla, near Shellharbour, after 300mm of rain swept through the town.The body of the 61-year-old man was discovered near a storm water drain.Shellharbour SES incident controller Richard Hart said there were conflicting reports as to how the man drowned.“Some people say he was actually walking in the floodwater near the storm drain,” he said.Mr Hart said walking, riding or driving through floodwater was dangerous.“The severity of the water and how fast it flows takes people by surprise,” he said.Shellharbour is believed to be the worst-affected town, with damage to roads, bridges, homes and properties.Up to 20 emergency services crews were out in the field backed by teams from the state’s fire and rescue brigades and the NSW rural fire service.

AUSTRALIA’S $4.5 billion foreign aid program is plagued by record levels of fraud, with millions of dollars being stolen by corrupt officials and overseas agencies. AusAID has 175 cases of fraud under investigation - stretching across 27 countries and totaling millions of dollars.Documents released under Freedom of Information expose a criminal trial in some of the world’s poorest countries, with widespread theft of money and forging of receipts.They also show how food and other supplies are being diverted from dirt-poor communities and sold on the black market at inflated prices.While AusAID insists it is improving fraud control, the documents also reveal police are often reluctant to intervene and charge local criminals - frustrating the agency’s attempts to recover missing aid money.In one extraordinary case, the Eritrean Government in 2006 seized food and other supplies from the UN’s World Food Program, saddling Australian taxpayers with a probable loss of $1.25 million.The revelations will do little to boost public confidence in a foreign aid program that is forecast to nearly double to $8 billion a year by 2015.PNG emerged as corruption central with 71 cases of identified fraud - 40 per cent of the AusAID total - involving millions in missing funds.Indonesia, which will receive $458 million in Australian assistance in 2010/11, recorded

31 fraud cases, followed by the Philippines at 20 and Solomon Islands with 19.AusAID director-general Peter Baxter said fraud levels in foreign aid compared “very favorably” with domestic agencies like Centrelink.“The level of fraud in our program from 2004/05 until December 2010 was 0.017 of 1 per cent of the $20 billion that had been appropriated to AusAID during that period,” Mr Baxter said. And he denied fraud was on the increase, despite 16 cases being reported last November alone.But FOI documents reveal how taxpayers’ money is being squandered, with corrupt local officials and agencies profiting at the expense of the poor. Australia is one of the biggest aid donors in the world, focusing on the Asia-Pacific although the Government wants to expand its aid funding into Africa over the coming years.The FOI documents reveal the difficulties of trying to manage a $4.5 billion budget while dealing with some of the most corrupt nations in the world. One investigation in Fiji, involving fraud of $37,670, has been closed with AusAID declining to report the matter to police “due to the highly sensitive political environment” in the Pacific island nation.Other times, AusAID has struggled to establish fraud “because of the lack of a paper trail” while on other occasions businesses were paid money but then closed their offices.An unknown amount of AusAID funds were caught up in a major scandal involving the African country of Mali with health workers allegedly embezzling hundreds of thousands of dollars.The fraud involved “managing contractors” paid hundreds of millions to manage aid projects - including Cardno Limited, involved in 40-odd cases of fraud.

Sprinkling the lawn will now have to happen in the early morningBetter set the alarm clock a little earlier if you have a big lawn. Metro Vancouver is banning evening-time lawn sprinkling.Starting in June, people with lawns will only be allowed to sprinkle them in the mornings, between 4 a.m. and 9 a.m.Tim Stevenson, who heads Metro’s water committee, says during the summer the water in local reservoirs gets drained quickly. “There’s a lot of wasted water, particularly in the summer. People water their lawns continually when it’s simply

not needed,” he points out.“We’re hoping to convince people in fact to not water their lawns at all in the summer time, and to let them grow in that beautiful brown colour,” he remarks.Offenders won’t be penalized this summer. Enforcement will begin in 2012.Also this year, each home will now have three, instead of two, days allotted for lawn sprinkling each week. Even numbered homes will now have Mondays, Wednesdays and Saturdays to water, while odd numbered homes will have Tuesdays, Thursdays and Sundays.
