A lot has happened inMarion this past year, themost important of whichis the Millennium/StarBond project just north ofIllinois 13 in Marion. TheFranklin CountyEconomic DevelopmentCorp. analysis indicatedthe project will create6,000 jobs duringconstruction and earningsof more than $174 million,create 5,585 full-time jobs(direct and indirect) uponcompletion, earningsexpected to exceed $250million, generate a totalmarket impact of goodsand services produced inthe region as a result ofthe development of morethan $395 million, and, asa result, the total regionaleconomic impact of morethe $756 million.

The project receivedbroad and diverse support

in Southern Illinois,including mayors andpublic officials in dozensof communities,chambers of commerce,labor leaders, economicdevelopmentorganizations and schoolofficials.

In 2009, the city ofMarion signed a SisterCity agreement withKanie Town, Japan. MayorJunichi Yokoe and a grouprepresenting Kanie Townhave visited Marion threetimes in the past and havealways brought studentswith them.

Cindy Gibbons, OldNational Bank,coordinated host familiesfor these student visitsand has made theirAmerican experience oneto remember. In May ofthis year, Kanie Towncelebrated their 125thanniversary, and MayorYokoe requested adelegation from Marionvisit Kanie Town. Josh

Benson, Marion Culturaland Civic Centerexecutive director, and Iwere chosen to representthe city of Marion and theMarion Chamber ofCommerce at theanniversary ceremonies.Josh and I were honoredto represent Marion, andwe had an experience wewill never forget.

Marion was the chosensite for the FrontierLeague’s All-Star Gamehere July 14, 2010. With more than 650members, the Marion Chamberof Commerce stands alone asthe biggest organization of itskind in Southern Illinois.

One member business andseveral individuals will behonored at 7 p.m. tonight forstanding out among their peers

when the chamber hosts itsannual awards banquet at theWilliamson County Pavilion.Winning the chamber’sBusiness of the Year award is alaurel earned through hardwork, responsible risk-takingand a belief that Marion truly is“The Hub of the Universe.”

The Green Grass Groupearned the distinction becauseof its purchase and

refurbishment of the KokopelliGolf Course and Restaurant.

“It’s really a reward for us,”said Mark Koller, a vicepresident with Green Grass. “Iknow we’ve done a lot of workhere, and we’ve done a lot to getthis thing moving. It’s reallycoming together.”

Chamber President GeorgeTrammell said Green Grass tooka risk when it jumped into a

messy situation involving abusted sale and problems withthe U.S. Department of State.But Green Grass won the awardfor more than its risk-takingand tenacity in fighting throughred tape.

“It’s also the communityinvolvement,” Trammell said.

And while the chamber boastslarge, national businessesamong its members, Trammell

said the heart of theorganization is found in smallbusinesses with 10 or feweremployees.

“We represent the voice ofsmall business,” Trammell said.

The chamber acts as thatvoice by lobbying hard inSpringfield for its members.

“We tackle issues, notpoliticians,” Trammell said.

members through business-related seminars, monthlyluncheons featuring standoutspeakers, public references,community demographics, listsof major employers, local andarea phone directories, lists ofclubs and organizations, localmaps and lists of local area,state and national legislativecontacts.

Given its size, the MarionChamber of Commerce alsopresents an unequalednetworking opportunity for itsmembers.

Marion chamber membersown businesses in categoriesranging across the alphabet,from abstract and titlecompanies to wholesaledistributors and everythingbetween.

“We’re the largest chambersouth of Springfield (and theSt. Louis metropolitan area),”Trammell said. “We havecorporations that are membersof our chamber that haveheadquarters in other places.With all that’s going on, it’smore advantageous to join achamber and become involvedin the community. We havequite a few businesses that arevalued members.”

None were more valued in2010 than Green Grass, whichtook over Kokopelli in June andimmediately went to work,improving the complex byrebuilding the golf course,adding new parking lots andreopening Koko’s, a full-servicerestaurant.

“I’ve got to give David Hays

all the credit for getting the golfcourse and restaurant going,”Koller said.

Green Grass is building a newresidential community, calledChampions, which will featuregolf-course and waterfronthomes. There are also plans toremodel the clubhouse and addbanquet and meeting rooms, anew sports bar and a new proshop.

The Marion chamber’s newsrelease stated that Green GrassGroup’s investment in Marionwould top $10 million wheneverything is completed.

Hays, Green Grass president,said the group did not win thechamber’s award by itself.

“It’s nice to be noticed, andwe’re very thankful of theentire community for theirsupport, because without theirsupport we wouldn’t have beenable to jump all the hurdles toget to where we are now,” Hayssaid.

For Trammell, tonight’s

ceremonies will offer a chanceto recognize the successes of2010, while looking toward abright future that will one dayinclude an entertainment andshopping district backed bySTAR Bonds.

“This event here hasrecognized people in the pastyear who have doneoutstanding service to thecommunity,” Trammell said.

“We’re looking forward to thisyear and the economy turningaround. We think this is goingto be a very good year, the firstof many.”

Things are looking up for thecity of Marion, as economicdevelopment is headlining thenear future for SouthernIllinois’ Hub of the Universe.

The recent establishment ofIllinois’ first Sales Tax andRevenue bond district onMarion’s north side has pavedthe way for astronomical retailand tourism development,officials say, as the city standsat the edge of an ocean ofpotential growth in revenuesand population.

“I think you could say the skyis the limit,” said Mayor BobButler. “I believe that this isgoing to be a tremendousendeavor, not just for Marion,but it’s going to beneficiallyaffect the whole area.”

The 400-acre STAR bond

district will allow a portion ofsales taxes generated by theplanned retail andentertainment complex to beused to pay for developmentand construction costs, a bigincentive for potential tenantsin the district.

The development is expectedto bring in thousands of retailjobs and become a majordestination for tourists andshoppers in Illinois and theMidwest.

“It’s going to have anawesome effect, I think, on thearea’s economy,” Butler said.

Marion’s geographic locationnear Interstates 57 and 24, aswell as the Illinois 13 and 37highways, have made the city aprime location for business andcommunity growth, Butler said.The city’s population has beensteadily rising for years and

other trends have pointedupward consequently.

“We are really in the heart ofdeep Southern Illinois,” he said.“We have easy access from anydirection.”

According to MillenniumDevelopment Group, thedeveloper working to securemajor tenants for the district,construction on the newcomplex could begin within ayear.

“We’ve pretty well got thingsin order with establishing thedistrict,” said Bruce Holland,managing partner. “We’ve had apretty good interface with someof the potential users that havevisited the site and arecurrently studying it,comparing it against otheroptions and incentives.”

Millennium is wooing majordestination users to the project.

Once a commitment from amajor user is in place,developers can then work ondesigning the layout of thedistrict to that user’s needs andthen plan for smaller retail

locations to fill the space.“Based on requirements of

the legislation, the first usershave to be what we calldestination retail orentertainment users,” Hollandsaid. “That really kind ofguarantees what we call adestination development fromthe start; it can’t be a normalshopping center.”

Residents have speculated asto what type of store orentertainment venue couldsoon be moving into the city,but names of prospectivetenants are strictly confidentialwhile plans are being made.

“Our hope is with the firstphase of construction we willhave entertainment users thatwill draw a lot of people,”Holland said.
