The municipal forest is located on the outskirts of Pietermaritzburg and it has been managed by Natal Co-operative Timbers (NCT) since 1988. The forest is about 1475.2 hectares of planted land and approximately 700 hectares of unplanted land. The planted sites boasts eucalyptus, acacia and pine plantations. Other plantations include wattle and gum trees. At the recent Municipal Public Accounts Committee (Mpac) meeting, Mpac chairperson Mike Tarr said, “It seems like there is no proper control of the forest, no proper access…so anybody can come and steal what they feel like. The biggest theft is also done by the contractors who take the timber out because they load the lorry and no one weighs it. “No one controls what trucks come in and out of there and I suspect there is a huge problem,” he said. Mpac member ward 24 councillor Philani Ngidi said that the stolen timber is used to build illegal shacks on municipal land. “It is a concern, especially with recent incidents that we have witnessed in ward 32 and 31. As a result of us not attending to this issue, forestryshacksarestartingtomushroom everywhere. “People use the very same timber from our forest to build their illegal structures. It is highly important that action is indeed taken in controlling this,” said Ngidi. The worrying factors for the Mpac members were the internal audit findings for the municipal forest which were concluded from 1 July, 2012 to 31 October, 2013. Some of the findings include the non- functioning of the forestry board of directors, inadequate repairs and maintenance of plantation roads, no measures are taken to weigh timber stock after harvesting and upon dispatch to market, a lack of a review agreement between NCT and the Msunduzi Municipality, losses incurred by the municipal, forestry and the incomplete verification of municipal assets. Tarr requested a detailed report to be submitted to find out how these challenges are being met. IT is a challenge for the MsunduziMunicipality to deal with illegal streettrading since there is only one munici-palofficialresponsiblefordealingwiththis problem.

Msunduzieconomicdevelopment’sRichi Ramharak told the Municipal

Public Accounts Committee (Mpac)that the challenges regarding streettrading are great, and that they areincreasing on a daily basis.

“People need sites, people areunemployed and the streets are filthy. There are a whole range of issues thatactually affect us. Today we just haveone person working on street trading.Attempts have been made and reports

havebeensubmittedtosupervisorsonhow the unit should be structuredregarding the personnel and theresources required, but unfortunatelynothing has come forth. This city hasnot provided any human resources atall and this has not happened for thepast 10 years. Promises have beenmade from higher levels but nothinghas been forthcoming,” explained

THE Baynespruit RehabilitationProject is the contributionof the Msunduzi Municipality

to improve water quality andquantity within the UmgeniCatchment area through communityinvolvement.

The Baynespruit river haspreviouslybeenreportedasunsafebyenvironmental justice organisationgroundWork, as a result ofheavy pollution from the industriesin the surrounding area.

It is still regarded as one of themost highly polluted rivers inthe region, with water monitoringresults consistently showing the

stream has an E. coli level above5000countsper100mlnearly75%ofthe time.

Thesafe level for swimming is130counts per 100ml.

According to the Duzi-UmngeniConservation Trust (DUCT) guide, any E. coli contamination greaterthan 50 000/100ml is a severecontamination and one in threepeople may get sick.

The key purpose and objective ofthe Baynespruit RehabilitationProject is to enhance the waterquality of the Baynespruit streamby implementing communitybased projects to improve ecologicalinfrastructure and reduce pollution. This will ensure that surroundingcommunities have access to

water that is considered safeenough for irrigation of agriculturalcrops, for fishing and recreationalpurposes.

The Baynespruit is approximatelynine kilometres with its headwatersin Northdale and joining theMsunduzi River running throughEastwood and Sobantu.

The Umgeni EcologicalInfrastructure Partnership (UEIP)seeks to formalise the relationshipbetween authorities and thecommunities living near or using theriver and implement UEIP strategiesensuring adequate supply of cleanwater.

Key role players and wardcouncillors in the surroundingcommunities have been identified

to assist in developing a rangeof plans, programmes and projectsaround reducing pollution, managing potential flood eventsincreasing the quantity of waterby removing alien plants.

One of the identified projectsis already in progress andinvolves Mini Stream AssessmentScoring System (MiniSASS) trainingwhich is a rapid technique usedto monitor the health and measurethe general quality of the waterof a river through the identifiedlack of presence of certain smallanimals (macro invertebrates) inrivers.

MiniSASS does not howevermeasure the contamination of thewater by bacteria and viruses and

thus does not determine if the riverwater is fit to drink.

According to ThobekaMafumbatha,MsunduziMunicipalityspokesperson, local schoolsincluding Heather Secondary,Raisethorpe Secondary andNewholmes Primary havebeen asked to participate in themonitoring of the Baynespruit andare involved in creatingenvironmental awareness regardingwater quality issues throughenvironmental education.

“Their participation entails eachschool conducting MiniSASSAssessments on a 200m sectionof the Baynespruit streamusing the miniSASS technique,” shesaid.

“To resolve issuesof street trading andinformal economy, there should be realstructural changes. As the municipality,we need to organizeourselves in a waythatweareequippedto deal with this. Weknow that it isunethical to takepeople’s bread fromtheir mouths. Theseare survivalists weare dealing with.

“The importantcomponents that arelacking from thisreport are structuralcomponents. In thepast, managementhas promised tocreate a streettrading unit, hireenforcement staff, but unfortunatelythose things werementioned in pastreportsandwerelostalong the way,” saidRamharak.

The municipalityhas passed informaltraders bylaws butthere is no enforce-ment to monitor theprocess.

Since then, he has been spendingmostofhis time inandoutofhospitals.

This year in July, Wayne had anoperation where his tumours weresurgically removed in Durban’sParklands Hospital.

He is currently undergoing a five-day aggressive chemotherapy treat-ment thatuses chemical substancesaspart of a standardised chemotherapyregimen.

Now, he is set for a stem celltransplant operation betweenSeptember and October in Johannes-burg.

THEcurrentgovernmentarreardebtis sitting at more than R122 million, said Municipal Public AccountsCommittee (Mpac) chairperson MikeTarr.

Tarr said that the main obstacle isthat there is no clarity on theownership of government property.

“Currently, thegovernmentarreardebt ismore than that [R122million].The big problem with government

debttothisday,20yearsafterthenewSouth Africa, is that governmentproperties, according to the constitu-tion, should be registered against thedepartments that will use them.

“If it is the national department, they should be endorsed on the titledeeds. It should not be too hard to dothat. If you are really curious to seewho is in the building, just cut thelights off and see who comes runningfirst,” said Tarr.

MpacmemberNaleniAtwarusaidthat should Mpac not resolve the

government debt, they will be fallingshort on their duties.

“The biggest challenge as Mpac isthat I am of the opinion that we wereunder review when we went underadministration. The first committeethat they will come down on will beMpacbecausewewereput inplaceasa turnaround strategy from theadministration period,” said Atwaru.

According to Msunduzi municipalrecords, the KZN Department ofPublic Works, National Departmentof Public Works, Umgeni and the

THE Msunduzi Municipality call centreis now working efficiently, saidMsunduzi communications andmarketing manager ThobekaMafumbatha.

“There are problems which we arebusy trying to solve. The problem hasnot necessarily been the call centreitself, but it has been the faults office.Whatever issues are sent to theinfrastructure unit via the faults office,do not get resolved. We have sat downwith the deputy municipal manager forinfrastructure [Sabatha Monganga] tosee how we can resolve the issues.

“The recommendation was that weneed to combine the faults office withthe call centre so that the workflow isproperly managed,” said MafumbathaattherecentMunicipalPublicAccountsCommittee (Mpac) meeting.

Mafumbatha said that whatnormally happens is that whencustomers call the call centre, they are

issued with a reference number andtheir call is then logged at the faultsoffice. The faults office then dispatches infrastructure electricians orplumbers.

“What we have discovered is thatthe faults office does not open theiremails as the information from the callcentre is sent systematically. Theywould claim to not have received theinformation sent to them. Once thework has been done, there is no reportor feedback that comes back to the callcentre from the faults office to say thatthe work has been done,” explainedMafumbatha.

Mpac member Naleni Atwaru saidthat ward councillors should be giveninformation regarding queries loggedat the call centre on matters takingplace within their wards.

“Having frequent electricity outages in my ward…when I speak to officialsthey say that they are too busy toanswer our calls or to provide a followup.Wedonotgetfeedbackonwhattheproblem is, when the matter will beresolved and information on how longthe residents will be without electricity. These are the questions the residentsneed feedback on. I have had residentsgo for five days without electricity andno proper explanation,” said Atwaru.

Paediatric oncologist, DrMonica Vaithilingum saidthat Wayne will use his ownstem cell and the transplantwas the only hope.

“He is in the last stage hecould get to. The aim is to gethim a stem cell transplantwhichisaseriousprocedure,”said Vaithilingum.

HERITAGE - a dubiousand ridiculously com-plex term - finds its

greatest expression on 24September, a nationally de-clared day of celebration ofthe diversity that is South Af-rica.

Theaimof thisday is toen-courage critical thoughtaroundthe importanceofcelebratingand appre-

ciating our natural andculturalheritage.

However,when oneanalysesGovern-ment ini-tiatedcelebra-tions

which takeplace on this

auspicious day,it isevidentthatonly

“select” cultures are promot-ed and celebrated.

Cultures like the Hindu,Muslim, Afrikaaner, Tamiland Coloured traditionsare blatantly ignored in theface of the majority.

How does this ignite thespirit of our late President,Nelson Mandela, who coinedthe phrase “RainbowNation”?

And more importantly, whatisthepointofhavingthisnational holiday if minoritycommunities are ignored inthese celebrations?

Our diverse heritage isveryuniqueandpreciousas itdefines our cultural identityand therefore lies at the heartof our spiritual wellbeing. This diversity, ifproperlynurtured, could contribute tobuildingacohesive society.

Our heritage has the po-tential to affirm our diversecultures and in so doing, shape our national characteras a “rainbow nation” atpeace with itself. Therefore,we need to ensure that allgroups, White, Black, Indianand Coloured, feel valuedwithin our celebrations.

Unitythroughdiversity

MELA on SABC 2 on Sunday, which has replacedEastern Mosaic, is fantastic, informative, entertaining and educational.

The content is supposed to be for theconsumption of all but with particular emphasison the Asian community as the name Melasuggests.

Mela isamagazineprogramwhichshowcasesevents pertinent to the asian population. It hasfashion shows, cooking demonstrations, yogalessons and singing and dancing, amongst otherthings. I enjoy my dose of Mela every Sundaymorning. For now I feel the show is great. MaybeSABC2needstoflightSundaySadnaimmediatelyafter Mela, like they did previously. Why has thetimeslotforSundaySadnashiftedtoanotherday?

Constructive criticism

In short, ourheritage celebratesour achievementsand contributes toredressing pastinequities. Iteducates, it deepensour understandingofsocietywhileatthesame time it encour-ages us to empathisewith the experienceof others.

For a nation thathas just beenthrough apartheid, which had beendeclared a crimeagainst humanity bythe United Nations, the significance ofheritage day cannotbe overemphasised.

Therefore, cele-brations must beinclusive and educa-tional so as to facili-tate this dialogueand bring peoplecloser together inwhat we commonlycall, “unity throughdiversity”.

I AM completely fed up with the lack of service inPietermaritzburg.

Andthistimeit’snotwiththemunicipality, butratherwithprivate businesses. Over the past few weeks, I’ve hadnothing but bad service from companies that charge moneyfor that poor service.

I needed cupboard doors repaired; it took three weeks.I needed parts for an appliance; that was also three weeksago and I still don’t have them. This particular applianceshop never returns my phone calls and there’s always someexcuse as to why my parts have not arrived. We asked abuilder to give us a quote on renovations; he arrived, hada look and we never heard from him again.

After discussing repairing our concrete boundary wallwithmyhusband,Icoincidentallyranintoamanatthepetrolstation who was advertising that very service on his truck.I spoke to him, took down his telephone number and SMSedhim as he requested. I never heard back from him.

I could go on and on. Clearly, businesses in Pietermaritz-burg are doing so well that they don’t need my patronage.Well, if I can possibly help it, I’m never going to use anyof them again and will be vociferous in my condemna-tion of them should anyone ask.

Poor service by city’sprivate businesses

I VACATED my house due to a termite infestation andengagedaremoval company tostoremybelongings. I chosewhat I thoughtwasareputablecompany.Theinventorywasprofessionally conducted and the owner appeared helpful.

When my belongings were returned, I received a brokenchair and couch, damaged DSTV decoder, six pictures withglass breakage and scratching of the pictures, and six bedlegs “lost themselves” and were finally found on theirpremises.

Missing were irreplaceable hand-painted pictures andbookshelves that a carpenter will need to replace with simi-lar wood.

A company representative noted the missing anddamageditems.Nothingwasdone.Ithenreceivedademandfor full payment. I e-mailed the owner to ask when I wouldbe refunded for these items, the cost of which I requestedbededucted frommypayment. Iwas told Iwouldbehandedover if I did not pay. Following legal advice, I paid ande-mailed the owner again, expressing disappointment. Henever replied.

My neighbour had the misfortune of choosing the samecompany. Her new fridge was damaged and boxes weremissing. She also received no compensation.

It seems honesty, common courtesy and empathy are al-ien concepts these days and that these companies appearto be above the law. Anyone moving house, choose yourcompany very carefully.

THE Gay and Lesbian Network (GLN), incollaborationwithTheRainbowTheatreGroup, launched its School Projectrecently.

GLN, through dramatic performanc-es, explores issues in PMB schools suchas hate crimes, homophobia, prejudice, discrimination, stereotypes, bullyingand peer pressure.

The Schools Project is funded by theEmbassy of Finland and targets lifeorientation teachers, pupils andmanagement at schools. It aims to com-bat hate crimes, homophobia and bully-ing and to work closely with teachers toensure that they are able to approachthese issueswithpupilswhoarevictims.

Using drama as a means of exploringthese issues, GLN uses strategies offorum theatre, which enables theaudience watching the performance toget involved and to present them withchallenges that they face..

The forum theatre was adopted byGLNinordertocreateawarenessofLGB-TI (lesbian, gay, bisexual, transgenderand intersexed) issues through creativestrategies.

MOST people don’t realize there are a number of common techniquesused to crack passwords and plenty more ways we make our accountsvulnerable due to simple and widely used passwords.

Avoid consecutive keyboard combinations such as qwerty or asdfg.Don’t use dictionary words, slang terms, common misspellings, orwords spelled backward. These cracks rely on software that automati-cally plugs common words into password fields. Many people use firstnamesaspasswords, usuallythenamesofspouses, kids, otherrelatives,or pets, all of which can be deduced with a little research.

When you click the “forgot password” link within a webmail serviceor other site, you’re asked to answer a question or series of questions. The answers can often be found on your social media profile. Don’t usepersonal information . When 32 million passwords were exposed in abreach last year, almost one percent of victims were using “123456.”Reusing passwords for email, banking, and social media accounts canlead to identity theft. They read the books and are then askedquestions about them while competing againstpupils from various schools in their region.

Marj Brown, founder of the quiz, said thatPhendulani was started because there is a lackof basic literacy in South Africa.

“There is an urgent need to enhance thecomprehension skills of learners who do nothave access to libraries and reading materialto help educate them.

“The quiz is a fun way to get childreninvolved and excited about reading.”

Through generous donations from

individuals, publishers, and funds raised bybetter resourced schools, more than 1000books were donated in support of the quiz.

Thebook list includesDiaryofaWimpyKid,Children’sMadiba,TheChristmasMystery,MrNobody’s Eyes and The Girl who married aGhost.
