THE recent arson attempt at the City Hallhas sparked security concerns.
Addressing full council members atthe Council Chambers, municipal managerMxolisi Nkosi said that the incident happenedon 20 June at 12.15pm while there was ageneral staff meeting by the South AfricanMunicipal Workers Union (Samwu).
“We phoned the fire department and theSAPS and they conducted their preliminaryinvestigation.
“A case has been openedwith the SAPS andwe will await their findings. As management,we are reviewing the policy and the guidelinesfortheusageoftheCityHall,andwearemindfulof the fact that the council hadpreviously givenus the mandate to attend to the security.
“We had submitted proposals to Amafabecause theCityHall isaheritagebuilding,andthat iswhere thedelay tookplace,” saidNkosi.
Afterareportwaslodgedatoneofthepolicestations, two fire engines and a crew weredispatched to the City Hall.
According to the report circulatedat fullcouncil, “a candle was left behindcardboard with the intention ofigniting the box…and setting theCity Hall alight.
Thiswas placed in a void insidethe male toilets on the groundfloor of the City Hall. The firewas extinguished by CityHall security beforethe arrival of the fire bri-gade.”
Inkatha FreedomParty (IFP) councillorDolo Zondi saidhe wasworried thatcriminal cas-eshavebe-
comemore regular within the City Hall.“It is high time that themunicipal manager
makesadecision.Wemustdealwiththesepeo-ple who are doing this. This is anarchy.
“The municipal manager must deal withthese perpetrators,” he said.
Nkosi responded, “As council we will leaveno stones unturned on this matter.
“We are calling upon anyone withinformation to come forward to us.”

THE Mountain Rise SAPS have arrested fives malesfor allegedly raping a school girl in Thayil Road inNorthdale last Tuesday afternoon.
When police attended to the report of rape , theyfound only a female scholar sleeping.
“The victim was highly under the influence ofalcohol,” said Warrant Officer Joshua Maistry,communications officer at the station.
Police took the 16yearold victim to hospital.“The doctor who examined the girl confirmed thatshe was sexually abused. A case of rape was openedat our station,” said Maistry.
Upon further investigations, the Mountain RisePolice Task Team members arrested five males agedbetween 20 and 16. All of them were charged andappeared in court on 25 June. The case is remandedto a further date as police investigations continue.
Alleged gang rapeINGRID OELLERMANN
TWO men appeared briefly in the magistrate’s courton Monday in connection with a R160 000 jewellerystore robbery at Hayfields Mall last Thursday.
The accused, Thuthukani Danisa (27) andSphesihle Mchunu (26) were not asked to plead toany charges. The case was postponed until July 7 fora possible bail application.
According to the state’s charge sheet, the men arecharged with holding up a staff member at NatalWholesale Jewellers at gunpoint and making off withseven trays of jewellery collectively worth R160 000.
They are also charged with unlawful possessionof a .38 special revolver and three live rounds of .38ammunition.

A local non-profit organisation,Dynamic Youth DevelopmentServices, recently donated a
wheelchair to an eight-year-old boyfrom Thamboville, near Glenwood,after his old wheelchair had become ahazard.
The chairperson of the organisa-tion, Mthokozisi Mabaso, said that assoonastheyheardofayoung,disabledboy who was using a brokenwheelchair, they knew they had tocome to his rescue.
“When Lungelo Mkhize was born,his spine was damaged due to allegednegligence from hospital nurses. Wecannot mention the hospital’s namebecause the matter will soon be incourt. We received this informationfrom the Msunduzi Municipality’syouth office.
“Asanorganization,we thenraisedfundsforthelittleboy’swheelchairandrecently donated it to his family,” saidMabaso.
Dynamic Youth DevelopmentServicesalsodonated foodvouchers tothe Mkhize family on behalf of localchurch Trinity Ministries.
Speaking to the Maritzburg FeverLungelo’s mother Fikile said thewheelchair has made her life easiernowthat sheno longerhas tocarryher
son whenever she goes to town or tohospital with him.
Both Fikile and her son live inTamboville, near Glenwood.
“This experience has been ablessing from God. Getting inside amini bus is no longer a hassle as thenew wheelchair folds easily and doesnot take up a lot of space. The oldwheelchair could not support his backand we had to carry him most of thetime. Lungelo needs a lot of medicalattention and we hope that someonewill come through to help us,” saidFikile.
Dynamic Youth DevelopmentServices was formed in 2010 by fivemembers.
“We try to work with governmentwhenever we can so that servicedelivery can be achieved. We offerskills training and have done roadsafety campaigns with the KZNDepartment of Transport.
“Our mission is to help the needyand we are happy that we have beenable to achieve this objective.Wewantto make a difference in our city,” saidMabaso.

Illegal connections and copper theftfrustrations for Msunduzi residents

COPPER and cable theft is becoming anincreasingly big problem in the city.
Not only is the theft causing aninconvenience to those who are victims of thecrime, but also in some instances are resultingin death.
According to Colonel Jay Naicker of KwaZuluNatal SAPS communications, police haveattended to many complaints of illegalconnections, including at Masukwane(Jika Joe)Informal Settlement and Manor flats.
On numerous occasions, members of thecommunity are reporting illegal connectionsfrom their homes to houses in informalsettlements. For the most part, theseconnections are dealt with by municipal authorities.
“During the period January 2014 to date,there have been two instances where the policewere called and inquest dockets registered andon many occasions, police were called to opentheft and burglary cases,” said Naicker.
According to members, the Mountain Risepolicing area is faced with a serious problem withregard to illegal electricity connections in theinformal settlements.
This area has the largest number of informalsettlements.
The illegal connections have resulted in fourdeaths since January 2014.
“Despite knowing the dangerousconsequences, residents of these settlementscontinue to connect electricity The most affected area is the Swapo B Informal Settlement inCopesville,” said Warrant Officer Joshua Maistry,communications at Mountain Rise Station.
He said that the police are in the process ofaddressing this with local councillors, themunicipal manager and the mayor in order toeradicate this problem so that no further livesare lost. With regard to copper theft, Naicker saidthat things have been stable over the past threemonths. He said that the stolen copper is mostlysold to local scrap yards.
“It is a criminal offence to connect electricityillegally and it poses a danger to children and theelderly,” he added.
The community is hereby informed thatillegal connections of electricity, and the theftof copper wire, is a crime and in accordance withthe laws of South Africa, it is a punishableoffence. The community is urged to report suchincidence to the electricity department at 033392 3000 or the Police Emergency Centre at10111.

MSUNDUZI Municipality ditched its sackcloth-and-ashes image this week as Mayor ChrisNdlelapromisedcitizens thecitywas“sheddingits small town mentality”.

Olympia Hall replete with flowers and drapes.Ndlelamadenoapologyforthepomp.Hesaid
the municipality, which had once stared bank-ruptcy intheface,wasbackonits feet, financial-ly stable and had savings in the bank.Among the highlights in his speech, he spokeof:• A fraud and corruption hotline being launched;• Massive electrification projects;
• R250 million spending on infrastructure maintenance, and;• A drive to clean up the city.
But he also listed traffic gridlocks, illegalelectricity connections and non-payment forservices as amongMsunduzi’s continuing chal-lenges. Ndlela said a key priority was never toreturn to the “murkywaters”, of 2008when themunicipality went under administration.

The influx of foreigners enteringSouth Africa can become a recipe fordisaster if left unchecked.
Many do not have properdocumentation, casting doubt ontheir presence in South Africa.
Not so long ago, a suspect in theNigerian mall attack, MrsBraitwaithe code name the “whitewidow”, was alleged to have beeninstrumental in planning the attackfrom South African soil. It is alsoalleged that she is an alQaedaoperative.
She was in possession of a falseidentity document which onceagain highlights the issue of fraudand corruption. This country canvery easily be used as a springboardfor terrorist groups.
Recently, 12 pupils in a northernKwaZuluNatal school were foundto be at school without the consentof their parents.
The instructor and five othermen were taken into custody. Whatwere the intention of these men?
Were they trying to indoctrinateor brainwash these pupils to
become suicide bombers? Whywere they in such an isolated part ofthe province?
This can be termed speculationor mere paranoia, but with terroristattacks globally and in Africa, wecannot become complacent inSouth Africa.
A house in the leafy suburb ofKloof was raided by police whofound 10 tons of mandrax with astreet value of three billion rands.Two chinese men, understood to bespecialist chemists, were remandedin custody. Foreigners implicated inillicit activities need to be severelydealt with. They must be charged,sentenced and sent back to theircountry of origin.
South Africa must not be seen asa lame duck when dealing withtransgressions of our laws.
Vigilance and awareness isimperative to make sure our countryis not destabilised by foreigners whohave nothing to lose

Mtshali, spends many Saturdayafternoons with a group of childrenteaching them how to crochet andsew.
The groupof about seven childrenare between the ages of 10 and 12,and live nearby Mtshali’s home inCaluza near Edendale.
TheymeetonSaturdayafternoonswhen they are available and spendtime together crocheting.
Mtshali said that she began
teaching them how to sew when shestarted making dolls which she gotfrom Australia.
“When it got tomaking thehair forthedolls,wehad toknit andcrochet.”
Together, the grouphas crochetedablanketandare in the final stagesofcompleting it now that exams areover.
This is all as a result of the hypesurrounding the 67 Blankets forMadiba campaign which hascaptured global attention.

Theywereexcitedtoshowoff theirblanket, dolls and also brought alongtheir needles and wool to crochet at
the museum.Viranna Frank, from themuseum
marketingdepartment,saidthat theyare going to incorporate the projectinto themuseumDemocracyDisplay,which celebrates 20 years ofDemocracy.
“Theprojectwillbe includedintheDemocracydisplaywithpictures, theactual completed blanket and aposter or banner with a furtherexplanation about the initiativehighlighting the effort of the childreninvolved,” she said.
The exhibition will open on 9August. To donate wool, needles, oldpiecesofmaterialtothegroupcontactFrank at 033 341 0500.

OVER the past month, staff at Morar Incorporatedhavebeencollectingblankets andwarmclothes forthe children staying at Thandi House in ChaseValley.
The management of Morar Incorporated deliv-ered the items to the home for abused and aban-doned babies and also made a formal pledge toThandi house to supply them with formula andnappies to the value of R1000 every month for thenext twelve months.

whichregulateshowtheestateofa person who dies without a willis dealt with.
Your marital regime alsomakesadifferenceastohowyourestate will devolve upon yourdeath.
If you are married out ofcommunity of property, yourassets and liabilities are yourown.
However if you aremarried incommunity of property, you havea joint estate with your survivingspouse, and you share all yourassets and liabilities.
When you are married incommunity of property, yoursurviving spouse, by operation oflaw, receives an undivided halfshare of the joint estate beforeyour estate is divided amongstyourheirs, either in termsof yourwill, or in terms of the laws ofintestate succession where youhave died without a will.
That means, that where thedeceased was married, thesurviving spouse is entitled toR125 000.00 or a child’s share,whichever is the greater.
So for example, if you diewithout a will and you aremarried out of community ofproperty with two children andanestateworthR900000.00yourestate will devolve as follows:->> your spouse will receiveR300 000.00 (as this is a child’s shareand is greater that R125 000.00)>> each of your children will receiveR300 00.00.If on the same facts you die withouta will, but you are married incommunity of property, your estatewill devolve as follows:>> your spouse will receive anundivided half share of the estate byvirtue of your spouse’s marriage incommunity of property to you, namelyR450 000.00>> the remaining R450 000.00will devolve as follows:-
• your spouse will receiveR150 000.00 (as this is a child’s shareand is greater than R125 000)
• each of your children will receive
R150 000.00If you are married according to
African customary laws and you havemore than one spouse, each spouse isentitled to a R125 000.00 or a child’share of your estate, whichever is thegreater, upon your death.
As can be seen from the aboveexamples, dying without a willmeans that the law dictates howyour estate must devolve.
Whilst there are certain basicprinciples which apply even ifyou have a will, you can ensurethat your intentions are madeclear in your will as to howyourequireyourestate todevolveupon your death. When you diewithout a will you also lose theopportunity of appointing anexecutor, (an executor is theperson who administers yourestate), a trustee (if a testamenta-ry trust is created in termsof yourwill), and a guardian for yourchildren. The J.D. PowerVehicleDependability Studymeasures problems experienced during thepast12monthsbytheoriginalownersof three-year-oldvehicles(carsbuilt in2011)across202different areas of the vehicle.
A vehicle’s overall reliability is determinedby the number of problems experienced per100 vehicles, with the lowest score indicatingthe greatest reliability.
J.D.Powerglobal automotive vicepresidentDaveSargentsaidLexus is leadingthe industryin reliability by a substantial margin.
“Vehicle dependability has been a strengthofLexussince itcameontothemarket,andthisyear is no exception,” Mr Sargent said.

SINCE its launch in 2010, the VW Polo hatch hasconsistently been the second bestsellingpassenger car in South Africa.
The new Polo has been enhanced both visuallyand technically. The entrylevel derivative’s TSI engine delivers anoutput of 66kW at 4 800rpm. The claimed combinedfuel consumption of this engine is as low as4.9l/100km. This engine is mated to a fivespeedmanual transmission, and is available with theTrendline and Comfortline derivatives.
The higher specification model is the 1.2 TSI, whichdelivers an output of 81kW at 5 000rpm, and attainsa fuel consumption value of 5.1 l/100km. The 81kWengine is available in the Highline derivatives as wellas the CrossPolo.
An extra safety feature, known as the Driver Alertsystem, is standard in Highline derivatives. It detectswhen a driver’s concentration begins to wane, andemits an acoustic sound, while a message appears inthe instrument cluster recommending a break fromdriving.
The new Polo comes standard with a 3 year/45000km Service Plan, 3 year/120 000km warranty anda 12 year anticorrosion warranty. Service interval is15 000km.

A GROUP of 300 gifted youngcricketers from KZN, Gauteng,Border, Griqualand West andWestern Province have taken to thefields of Hilton College for the 2014Sunfoil Township Tournament, nowin its seventh year.
Thetournamentisakeyelementofa successful developmentprogramme run by the Kwazulu-Natal Cricket Union (KZNCU) andWillowton Group, manufacturers ofSunfoil cooking oil, to give disadvan-taged youngsters the opportunity tocompeteagainstotherqualityplayersin match conditions to boost theirskills and confidence.
The ultimate goal of all players isto be selected for the elite Sunfoildevelopment team which will beannounced at the end of thetournament.
“Thisyear’s tournamentpromisesa higher standard of play than everbefore,” said Linda Zondi, theKZNCU’s Township DevelopmentManager.
The format remains the same.Twenty-four teamsmade up of 12
Under-19 and 12Under-15 sideswillplay 49 matches, with 20 overs permatch.
“We have introduced somechanges. We will be playing on two
fields this year instead of one.“We have also invited a fourth
province fromoutsideKZNtopartici-pate. GriqualandWestwillbe joiningGauteng, Border and WesternProvince in bringing one Under-15and one Under-19 team each to thetournament,” said Zondi.
Shoaib Moosa, Sales andMarketing Director of WillowtonGroupsaidthatTheSunfoilTownshipCricket programme is inspiringyoung cricketers to develop a love forthe sport.
“There is no doubt that we areseeing an increasing generalawareness of the sport in thetownships, alongwith an ever-grow-ingenthusiasmforthegameamongstdisadvantaged youngsters as a resultof our development partnershipwiththe KZNCU,” Moosa said.
Moosa and Zondi believe that theannual Sunfoil TownshipTournament has been amajor factorin the success of the 55 townshipteams playing in the Durban andDistrict Cricket Union league in the2013/14 season.
“We were delighted to see five of
the teams win their league.“Our kids are scoring runs and
taking wickets. Now, when they playleague games, they play to win.Before, theywent out to playwith theattitude that they would be beaten,”said Zondi.
Two of the township players havealso been accepted into the SuncoastCricket Academy which is thetraining ground for the Dolphins Bteam.
“Itisalsorewardingtoseethatfourtownship girls were chosen torepresent KZN provincial Under-19team last year,” Zondi said.
Apart from the 300 players takingpart in the Sunfoil TownshipTournament, there is a workingcommittee of almost 150 people whoscore and coach, selectors, umpiresall of whom will be staying at HiltonCollege’s world class facilities thisweek.
The tournament is an excellentopportunity forplayers togainmatchawareness and enhance theirperformance. But it also gives coach-es the opportunity to improve theirskills, Zondi believes.

Msunduzi Mayor Chris Ndlelasaid that the local football clubwill notleavetheHarryGwalaStadiumandthecity forPortElizabethas itshomebase.
Althoughhedidnothavethefiguresonhim,Ndlela said that thedeal is bet-ter than the three-year sponsorship ofR36 millionwhichhadbeenputon thetable by the Nelson Mandela BayMunicipality.
Ndlela said that there are anumberof stakeholders involved in the newdeal.
HealsoaddedthatMaritzburgUnit-ed’spresenceinthecityisgoodforlocalfootball enthusiasts who want topursue a career in the football world.

“The offer is better than what wasbeing offered in the Eastern Cape. Butobviouslywehaveputotherconditionswhich will see the city and the peopleof the province aswell as the people ofthe district of uMgungundlovuderiving some benefits out of it,” saidNdlela.
The sponsorship is reportedlyworth R12 million a year.
“Coming in as a guarantor, we are
mindful that ifwedon’tsucceedinrais-ing what we have guaranteed, we willfoot the bill as the council. But we be-lieve it is worth doing that in the inter-est of the citizens of the city.
We are hoping that we will get theguaranteewehavemade to themfromtheprivatesector. Ifwedon’t, fullcoun-cil endorsed thatwe serve as the guar-antor,” said Ndlela.
MaritzburgUnited’smarketingandcommunications manager BrianZumaalso releasedamedia statementconfirming the news.
“The chairmanand the boardwereappreciative of the gesture by the Nel-sonMandelaBayMetropolitanMunic-ipality for averygoodand temptingof-fer they had made to the club, but be-lieved that remaining inPietermaritzburg was the morereasonable option in the long run,” hestated.
