research works in ancientPinle city of MyitthaTownship, Kyauksedistrict, Mandalay Divisionfrom 4 June to 8 July.Theycarried out excavation taskat No. 15 mound out of 30mounds. They found a 50

square feet structure ofBuddhist religious edifice.Despite building thestructure with simplearchitectural works, thehigh standard decorationscould be found.

In the excavation task,

the team found some piecesof fire clay, three pieces ofstone beads and a few ironnails Significantly, theworks of structure found atNo. 15 mound are similarto the structure and brickdecorations of Nos 14 and18 mounds in ancientBeikthanoe city, those ofthe structure at Matheekyamound of ancientSrikhestra city and those

of Nos 8 and 14 in ancientPinle city.

The shapes of buildingsare also similar to thestructures of temples inAmaravati andNagajunakunda ancientcities in the southeastern

region of India. Due to thefindings, the research teamconfirmed that the structurethey found is a religiousedifice.

The team plans to conductmore research works to findthe firm historical evidencesby studying the culturalcharacters of ancient Pyucities namely Beikthanoe,Hanlin and Srikhetra.

Hamas rejects Abbas to visit Gaza GAZA, 26 July — Palestinian Islamic Hamas movement strongman in Gaza

Mahmoud al-Zahar on Saturday rejected the visit of western-backed PalestinianPresident Mahmoud Abbas to the Gaza Strip, ruled by the movement since June2007.

“This matter (Abbas’s visit to Gaza) is completely rejected for security con-siderations,” al-Zahar told the British Broadcasting Corporation (BBC) in an in-terview on Saturday.Al-Zahar wondered “how could Abu Mazen return (to Gaza)under such security situation? How could he be received? And what effect thisvisit would have on people who have their sons, their homes destroyed or theirsalaries stopped?”

Hamas has been ruling the impoverished coastal enclave since it seized controlof it in mid June 2007, following weeks of street-fighting with Abbas’s securityforces and Fatah party militants. Abbas remained in the West Bank and his forceswere routed.

Asked about Hamas conditions to let Gaza Fatah party members travel to theWest Bank city of Bethlehem to attend the party’s sixth General Assembly, al-Zahar said “Fatah has to pay the invoice for its conference success.”

Via Rail lays off 2,000,service stopped

SHANGHAI, 26 July—It’s a simple pleas-ure, but Xu Beilu savors it daily: glidingpast snarled traffic on her motorized bi-cycle, relaxed and sweat-free alongsidethe pedal-pushing masses. China, theworld’s bicycle kingdom — one for everythree inhabitants — is going electric.

Workers weary of crammed publictransport or pedaling long distances tojobs are upgrading to battery-poweredbikes and scooters. Even some who canafford cars are ditching them for electrictwo-wheelers to avoid traffic jams and ex-pensive gasoline. The bicycle was a vividsymbol of China in more doctrinaire com-munist times, when virtually no oneowned a car. Even now, nearly two dec-ades after the country began its great leapinto capitalism, it still has 430 million bi-cycles by government count, outnumber-ing electric bikes and scooters 7-1.

But production of electric two-wheel-ers has soared from fewer than 200,000eight years ago to 22 million last year,mostly for the domestic market. The in-

dustry estimates about 65 million are onChinese roads. Car sales are also boom-ing but there are still only 24 million forcivilian use, because few of the 1.3 bil-lion population can afford them. JAKARTA, 26 July—Compared to people inother areas of Asia, Indo-nesians have more confi-dence in investing theirfunds at home and havemore positive impressionon their financial condi-tions in the future, the re-sult of a survey disclosedhere on Sunday.

The survey, which wascarried out by Sun Finan-cial, an international finan-cial consultant firm, early

this year, showed that 90percent of respondents inIndonesia’s largest busi-ness cities of Jakarta,Medan and Surabaya re-garded their financial con-ditions better than before.

Sixty four percent ofthem were optimistic thattheir financial situationwould be improving nextyear and 84 percent othersexpect improvement

within at least two yearsfrom present time. Indo-nesian respondents werepart of the 7,300 ones sur-veyed in 19 Asian coun-tries and regions includingChina, India, the Philip-pines, Indonesia. 2,000 people bitten by dogs per dayin Sri Lanka

COLOMBO, 26 July—Two thousand incidents ofdog bites are reported eachday in Sri Lanka, a localEnglish newspaperreported on Sunday.TheSunday Island quotedofficials from the HealthMinistry as saying that 28patients died of rabieswhile 205 others sufferedfrom the disease in the firstsix months of 2009.

Of the 205 patients,

172 had been infectedfrom dog bites while theothers had contracted thedisease from cats, cows,pigs, goats, polecats andfoxes.

The government has tospend 500 million rupees(about 4.31 million USdollars) each year to treatthe victims bitten by dogswith an average of 39,000rupees (about 336.2dollars) per person.

Kyaw: : It has been a long time since we last talkedabout international affairs, Grandpa. I amhere to ask you about something I want toknow. These days, I have heard many timesthat some foreign radio stations and someso-called politicians at home are claimingthat Mr Ban Ki-moon’s visit to our countrywas not satisfactory. What is your opinionin that regard?

Soe: : As a matter of fact,if a head of state or aleader of an international organization likeMr Ban Ki-moon wants to visit our country,they have to seek invitation of the hostcountry. After they have received invita-tion, representative persons on both sideshave to coordinate as to schedules and top-ics during the visit. He can visit only afterprearrangements. Regarding prearrange-ments for Mr Ban Ki-moon’s visit, bothsides had already reached a prior agree-ment under which who he could meetand who would not be available. Ban Ki-moon agreed on the prearrangements, sohe visited our country, and he was grantedapproval to hold frank discussions andexchange views with State leaders. Inaddition, the Head of State received himtwo times in honour of his request. Iwould say it was a visit that soundlyproved Myanmar’s hospitality and will-ingness to cooperate with the UN, and itwas a successful visit.

Mya: : Oh, Maung Kyaw, even civilians of ushave to seize up the prevailing rapport withthe hosts when we are on a visit to a house.And hospitality does not mean fulfillingall the wishes of the guests. The hosts’fulfillments and treatment are withintheir reach. But, in that case, they arecriticizing the visit as they viewed.

Kyaw: : They are claiming that the governmentshould have fulfilled Mr Ban Ki-moon’s allwishes and demands because he was report-edly assigned duties by the General Assem-bly to work out the Myanmar issue. Do youthink the UN has the rights to handle ourcountry’s issue so?

Soe: : I should tell you the purposes of the UNfirst before I answer your question. Afterthe World War II, the UN was formed toprevent another world war, for members torefrain from the threat or use of force againstany other State, and to settle their interna-tional disputes by peaceful means and with-out force. That is why the UN Charterstates two purposes that to maintain in-ternational peace and security, and todevelop friendly relations among nationsbased on respect for the principle of equalrights and self-determination of peoples.

Kyaw: : I got it, grandpa. Then, could I ask if he hasthe rights to make such demands.

Soe: : No, he hasn’t. The UN has the right tointervene in such cases that pose threat tointernational peace and security. In the

UN Charter, a principle says that it isbased on the sovereign equality of all itsmembers, and another principle says,“Nothing contained in the Charter shallauthorize the United Nations to intervenein matters which are essentially withinthe domestic jurisdiction of any State”.So, it makes it clear that no organizationor country has the rights to give directivesor to have a go at the democratizationprocess that is our country’s domesticaffairs. Sorry for my being rude in myspeech, Maung Kyaw. I lost my patiencebecause I have heard so many such awkwardmatters very frequently.

Mya: :Mr Ban Ki-moon said that he made threedemands, and he had to watch and see if theMyanmar government would obey them. Hedid interfere in our country’s internal affairs,then, didn’t he?

Soe: :Here is so, Mya. As a friend, colleague or UNSecretary-General, he can give advice andmake suggestions. Our country will take themas appropriate if they are suitable for ourcountry, circumstances favour, and they donot harm our country’s sovereignty. But, I donot think it is wise if he gives instructions asthough our country is a subordinate countryof his. I am sure a UN Secretary-General likeMr Ban Ki-moon has known that. In this case,I think they must be positive suggestions, andanti-government groups exaggerated his sug-gestions to deceive the people into misunder-standing them.

Kyaw: :It will be nice if it is so. Our country has beencooperating constantly with the UN, hasn’tit? But our country will not accept them ifthey are designed to infringe upon sover-eignty and interfere in the internal affairs ofour country.

Mya: :By the way, some are demanding that theSecurity Council take action against our coun-try. What is your opinion in this regard?

Soe: :I have already said that nothing in the Char-ter is to authorize the United Nations tointervene in matters which are essentiallywithin the domestic jurisdiction of any State.The countries that are interfering in the in-ternal affairs of our country and trying toinstall a particular person as the head of Statewho will dance to their tune know well that.That is why they are trying to submitMyanmar issue to the Security Council withthe accusation that Myanmar issue is posinga threat to regional and international secu-rity and peace.

Mya: :Oh, they are making one-sided accusations!Compare the present situation with that before1988. Far-flung areas where people had to live

in a state of panic have become peaceful.Although they did not say a word about thisin those days, they are now accusing ourcountry of posing a threat to the global peaceeven when we have already achieved peace.I’m getting tired of laughing.

Kyaw: :You are right, Kyee Kyee. Sometimes Iwonder whether the UN has lost its originalaims when we hear that it puts blame only onsmall nations like ours but does not say asingle word about the unilateral invasion ofIraq, and hundreds of deaths of civiliansincluding children due to bombings thereand in Afghanistan.

Soe: :Such incidents would not have happenedif the UN Charter had been respected.The Article 100 of the Charter preciselyprescribes that the Secretary-General andhis staff shall not seek the instructions ofany nation or any government in theplace where they are shouldering theirduties. Member nations shall not try toinfluence the work of the Secretary-Gen-eral and his staff. But actually, you haveheard what the Secretary-General mustdemand and what he must say. And youhave also heard what they are talkingthat it cannot be called a success if thosedemands were not met.

Kyaw: :If so, the UN officials should exactly fol-low the UN Charter. The UN is a reliableorganization for us, isn’t it? Since itsformation, the UN’s duty has been toprevent bullying. Is that so?

Soe: There might be control over the UN in ordernot to exactly follow the Charter. For exam-ple, most of the UN funds for its activitiesare raised by powerful countries. Thosewielding veto power are powerful countries.Even the appointment of Secretary-Generalcan be possible only through the approval ofSecurity Council permanent members.

Mya: :I once happened to read a piece of news inthe newspaper that the US owed over onebillion dollars to the UN funds. Is it really?

Soe: :Absolutely right. It is not that that countryis unable to contribute. Being a powerfulcountry, it might have had a plan to coercethe UN to fulfil its wishes through amicableway and not to oppose it by withholding itsshare of contribution.

Kyaw: :I remember one thing only when you have said.Whenever the UN Security Council discussedmilitary operations and civilian arrests in theGaza Strip and on the west bank of JordanRiver the US turned it down with veto power.

Soe: :Oh, Maung Kyaw! What’s more, the UNSGcould not take any action when the US

Soe: :The most important thing for Myanmaris to hold the 2010 election successfullyby maintaining the already-achievedpeace and stability.

It would be better for the UN to

assist our country by realizing the realsituation without infringing upon ourcountry’s sovereignty. But I think therole of the UN would be different if it triedto do its work under others’ pressure not inconformity with the Charter.

Mya: :You must be tired talking. Drink green teaand have roasted dried mutton. MaungKyaw, you’d better explain to your friendswhat your uncle has said. Only then, will thepeople be able to know the road ahead.Otherwise, they will lose their way by am-biguously accepting what others have said.

Kyaw: :Yes, Kyee Kyee. That is why I came hereas I want to explain it again to others. As Ihave known the facts included in the UNCharter, I am in doubt whether Mr Ban Ki-moon’s acts are in conformity with the

Charter. Moreover, are his acts tantamountto interfering in the internal affairs of ourcountry? Does it amount to threateningthe sovereignty? These are the points to beconsidered.

Soe: :Don’t think too much, Maung Kyaw. Theanswer is clear, isn’t it? Anyhow, all thepeople like you and me will have to goforward justifying everything with greatcare.

BEIJING, 26 July—The number of phone usersin China has surpassed one billion by the end ofJune, boosted by the launch of the third-generation(3G) network, statistics from the Ministry ofIndustry and Information Technology (MIIT) hasshown. China added 43.5 million phone usersduring January-June, bringing the total to 1.025billion.

During the period, fixed-line telephone usersdropped by more than 10 million, while mobilephone users jumped by nearly 54 million.

To improve 3G network efficiency, China’s topthree telecommunication operators, China Telecom,China Mobile and China Unicom, invested 80billion yuan so far this year.

Kengtung Nurses Training School produceshuman resources in health sector
