UVOD

Matična knjiga engleskog punokrvnjaka Volumen 3, dodatak 2 sadrži uzgojnu aktivnost pasmine u 2017. godini. Hrvatska poljoprivredna agencija, kao nadležna institucija za vođenje matične knjige engleskog punokrvnjaka u Republici Hrvatskoj, redovito provodi sve odobrene procedure i poštuje prihvaćena pravila EASBC (European and African Stud Book Committee) koja utvrđuju uzgoj engleskog punokrvnjaka i vođenje matične knjige. U uzgoju engleskog punokrvnjaka Republike Hrvatske djeluje nešto više od 150 vlasnika koji posjeduju više od 350 grla, a navedeni trend broja grla stabilan je u posljednjih nekoliko godina. Svi dodatci i promjene u uzgoju ove pasmine u Republici Hrvatskoj bit će zabilježeni u slijedećim izdanjima Matične knjige engleskog punokrvnjaka.

FOREWORD

Croatian Thoroughbred Stud Book Volume 3, addendum 2 includes breeding activity in the year 2017 which records breeding activities from the recent period. Croatian Agricultural Agency, as the competent authority for keeping the Thoroughbred Stud Book in the Republic of Croatia, regularly carries out all EASBC (European and African Stud Book Committee) approved procedures and abides by all rules regarding Thoroughbred breeding. Thoroughbred breeding in the Republic of Croatia registers more than 150 horse owners which keep more than 350 horses, which represents stable trend in last couple of years. All amendments in Thoroughbred breeding in the Republic of Croatia shall be recorded in the following editions of the Croatian Thoroughbred Stud Book.

PRAVILA ZA UPIS GRLA U MATIČNU KNJIGU ENGLESKOG PUNOKRVNJAKA REPUBLIKE HRVATSKE

1. UVOD

I) Prema Članku 12. Međunarodnog sporazuma o uzgoju, galopskim trkama i klađenju (International Agreement on Breeding, Racing and Wagering - IABRW), grlo pasmine engleski punokrvnjak je ono koje je registrirano u matičnoj knjizi zemlje u kojoj je oždrebljeno, a koja je u vrijeme kada je grlo registrirano imala status priznat od strane Međunarodnog odbora za Matične knjige (International Stud Book Committee - ISBC); (IABRW, Dodatak 8).

II) Za neovisno vođenje matične knjige pasmine konja engleski punokrvnjak, kao i za njeno redovito izdavanje (u daljnjem tekstu CROSB – Hrvatski Stud Book), odgovorna je Hrvatska poljoprivredna agencija (u daljnjem tekstu CROSBA – Croatian Stud Book Authority).

III) CROSB sadrži:

a) Indeks svih grla upisanih u CROSB, b) Popis matičnih kobila i potomaka, c) Popis matičnih pastuha, d) Popis uvezenih konja, e) Popis izvezenih konja, f) Popis uginulih konja, g) Statistički pregled,

h) Popis imena grla koja su u prošlom izdanju bila upisana bez imena, i) Dodatke i ispravke pogrešaka,

IV) Sva grla upisana u CROSB registrirana su pod životnim brojem u skladu s odredbama ISBC-a (International Stud Book Committee).

V) Pri vođenju genealoških podataka CROSBA poštuje sva ISBC pravila i ugovore prema Uputama za vođenje Matične knjige engleskog punokrvnjaka (Requirements and Guidelines for Gaining and Maintaining Approval as a Thoroughbred Stud Book), kako to u člancima 3., 4., 12., 13., 14. i 15. propisuje Međunarodni sporazum o uzgoju, galopskim trkama i klađenju (International Agreement on Breding, Racing and Wagering - IABRW).

2. UPIS U CROSB

I) U CROSB mogu biti upisana slijedeća grla engleske punokrvne pasmine:

a) koja su rođena u Hrvatskoj, a potomci su pastuha i kobila koji su i sami upisani u matičnu knjigu priznatu od strane ISBC-a,

b) koja su upisana kao ždrebad u neku od priznatih matičnih knjiga i na pravilan način uvezena u Republiku Hrvatsku.

3. IDENTITET GRLA

I) Prije nego se pastuh ili kobila registrira u CROSB potrebno je utvrditi / potvrditi identitet toga grla:

a) Vlasnik grla mora priložiti dokumentaciju za upis pastuha ili kobile u popis matičnih pastuha ili kobila u kojem je navedeno: ime, boja, starost, spol, porijeklo, uzgajivač, vlasnik, zemlja porijekla, podaci o promjenama vlasništva te način označavanja (vrući žig, transponder i dr.),

b) CROSBA provjerava podatke o svim dotadašnjim vlasnicima na osnovi Identifikacijskog dokumenata (ID) i urednih dokumenata o kupoprodaji,

c) CROSBA provjerava opis grla, d) Uzorak dlake za analizu uzima ovlaštena uzgojna organizacija, a krvi ovlaštena veterinarska organizacija.

Analiza se provodi u ovlaštenom laboratoriju.

II) U slučaju da se radi o uvezenom grlu, rođenom u inozemstvu, potrebno je na uvid priložiti Identifikacijski dokument (ID). Izvoznu potvrdu (Export certifikat) uvezenog grla kao i rezultat testiranja roditeljstva, CROSBA dobiva izravno od SBA (Stud Book Authority) države iz koje je grlo uvezeno. Podaci u ID-u moraju biti istovjetni podacima u Izvoznoj potvrdi. Izvoznu potvrdu CROSBA pohranjuje u matičnu evidenciju.

III) Za rasplodna grla uvezena na određeno vrijeme (kraće od 9 mjeseci) potrebno je osigurati da SBA države izvoznice u kojoj je grlo zadnje registrirano izda dozvolu za uzgojnu migraciju (Breeding Clearance Notification - BCN).

IV) Grlo ne može biti registrirano nakon smrti, izuzev u slučaju procjene CROSBA i to samo ukoliko postoji tipizirana DNK ili blood-type i ako je ista potvrđena od strane nadležne ustanove (ovlaštenog laboratorija) prije njegove smrti.

4. VLASNIŠTVO

I) CROSBA će registrirati promjene vlasništva samo u slučaju predočenja Identifikacijskog dokumenta grla i Potvrde o vlasništvu te uz odgovarajući dokaz o promjeni vlasništva koji CROSBA smatra prihvatljivim. CROSBA prilikom promjene vlasništva grla zahtijeva podatke o imenu, adresi, državljanstvu i kontaktu novog vlasnika grla.

II) Promjenu vlasništva moguće je registrirati nakon podmirivanja naknade promjene vlasništva.

III) Svaka promjena vlasništva registrira se u ID-u grla koji je predmet prodaje.

IV) Vlasništvo nad kopitarom može se registrirati isključivo na jednog vlasnika koji je odgovoran za sve podatke i promjene o grlu prema CROSBA. Ako je grlo u vlasništvu dvaju ili više vlasnika, isti vlasnici međusobne odnose uređuju pravnim ugovorom koji je obvezno dostaviti u CROSBA.

5. REGISTRACIJA ŽDREBADI ROĐENE U HRVATSKOJ

5.1. Postupak registracije:

I) Za registraciju potomstva rasplodnih kobila u CROSB-u uzgajivač mora ispuniti sljedeće uvjete:

a) U CROSBA dostaviti uredno popunjenu Prijavu oždrebljenja zajedno s Potvrdom o pripustu s upisanim danima svih pripusta u ciklusu estrusa u kojem je kobila oplođena u protekloj sezoni. Pripusni dnevnik mora u roku (do 30. rujna tekuće godine opasivanja) biti dostavljen u CROSBA na ovjeru. Prijavu oždrebljenja vlastoručnim potpisom ovjerava vlasnik/najamnik kobile, a Potvrdu o pripustu i Pripusni dnevnik vlasnik/najamnik pastuha.

b) U slučaju da je kobila ili pastuh u najmu, navedenu dokumentaciju (Prijava oždrebljenja, potvrda o pripustu, Pripusni dnevnik) može ovjeriti najamnik grla samo ako je prethodno u CROSBA proslijedio pravno ovjeren ugovor o najmu između vlasnika i najamnika kobile ili pastuha. Najamnik grla prilikom registracije preuzima sve obveze dostavljanja uzgojne dokumentacije u CROSBA prema navedenim pravilima.

c) Prethodno svakom pripustu vlasnik/najamnik pastuha obvezan je provjeriti identitet kobile usporedbom s pripadajućim Identifikacijskim dokumentom kopitara (ID). Za svu vjerodostojnost podataka u Potvrdi o pripustu i potvrđivanje identiteta kobile pri pripustu jamči vlasnik/najamnik pastuha vlastoručnim potpisom. Vlasnik pastuha potpisuje izjavu da je pripust proveden na prirodan način te da nije proveden postupak umjetnog osjemenjivanja, embriotransfera, kloniranja ili bilo koji drugi oblik genetske manipulacije koji ovdje nije naveden.

d) Ako je kobila pripuštana pod dva ili više pastuha, obvezno je priložiti sve Potvrde o pripustu.

e) Prijavu oždrebljenja treba u CROSBA dostaviti najkasnije 28 dana po oždrebljenju. U prijavi moraju biti ispravno i u potpunosti popunjeni svi traženi podaci (datum rođenja, spol, ime ždrebeta, podaci o ocu i majci, vlasništvo te detaljan opis ždrebeta koji obuhvaća opis boje, bijelih oznaka i zvrkova dlake i dr.). Prijavu oždrebljenja vlastoručnim potpisom mora ovjeriti vlasnik/najamnik kobile. Vlasnik kobile potpisuje izjavu da je pripust proveden na prirodan način te da nije proveden postupak umjetnog osjemenjivanja, embriotransfera, kloniranja ili bilo koji drugi oblik genetske manipulacije koji ovdje nije naveden. Ime grla moguće je dati odmah po rođenju (3 prijedloga), a najkasnije do ulaska u reprodukciju ili natjecanje.

f) U slučaju da se radi o dvojcima, to je potrebno naznačiti u prijavi. Svako ždrijebe se prijavljuje na zasebnoj Prijavi oždrebljenja. Potvrda o pripustu je samo jedna, a sva tri dokumenta dostavljaju se zajedno.

g) Prijava oždrebljenja dostavlja se u i slučaju da je ždrijebe rođeno mrtvo ili je uginulo nakon rođenja. U slučaju da je kobila ostala jalova potrebno je prijaviti jalovost uz priloženu Potvrdu o pripustu. Ako je kobila bila pripuštena i nakon toga uginula, uz ovjerenu Prijavu izlučenja potrebno je priložiti Potvrdu o pripustu. Prijava oždrebljenja dostavlja se i ako je kobila bila pripuštena pod pastuhe drugih pasmina.

h) U slučaju da vlasnik kobile ne dostavi spomenutu dokumentaciju, u CROSB rubrici o potomstvu kobile za tekuću godinu bit će upisano „nema povratne informacije“ („no return“).

i) Registrirati se može samo ždrebad koja je prijavljena s potpunom dokumentacijom i za koju je provedena analiza testiranja roditeljstva.

j) Na osnovi zaprimljene dokumentacije novorođenog grla obavlja se testiranje roditeljstva (DNA), označavanje grla, Zapisnik o identifikacijskom pregledu kopitara i registracija grla u CROSB-u.

k) Dokaz o porijeklu ždrebeta na osnovi DNK analize ovlašteni laboratorij dostavlja u CROSBA, koji ga arhivira. Nakon zaprimanja potvrde porijekla i Zapisnika o identifikacijskom pregledu kopitara te trajnog označavanja grla transponderom, ždrebetu se izdaje ID.

l) Identifikacija ždrebeta provodi se dok su pod kobilom, po mogućnosti u dobi od 4 do 8 mjeseci, a najkasnije do 12 mjeseci života.

m) Platiti naknadu za sve obavljene poslove u postupku registracije ždrebeta.

II) Uvjeti gore navedenog članka vrijede za ždrebad koja je prijavljena na regularan način u CROSBA u roku od 28 dana od rođenja.

III) CROSBA neće uvažiti zahtjev za registraciju potomstva kobila ako pravni vlasnik kobile nije na propisan način upisan u ID.

IV) Svu ždrebad rođenu u Hrvatskoj ovlaštena osoba CROSBA označava dijagramskim i tekstualnim opisom, te aplikacijom transpondera.

V) Svu dokumentaciju koju je obvezno dostaviti u CROSBA u cilju registracije identiteta obavezno mora popuniti isključivo vlasnik kobile. U slučaju da je kobila u najmu, sve obveze navedene u ovom članku preuzima pravno reguliran najamnik kobile. Primjerak ugovora o najmu mora biti dostavljen u CROSBA te će u tom slučaju najamnik kobile biti registriran kao uzgajivač novorođenog ždrebeta ako je tako dogovoreno ugovorom.

VI) Uzgajivač novorođenog ždrebeta je pravna ili fizička osoba koja je vlasnik kobile u trenutku oždrebljenja.

5.2. Registracija ždrebadi, potomaka pastuha pripuštanih u inozemstvu:

I) Ako je novorođeno ždrijebe potomak pastuha koji je registriran u inozemstvu, vlasnik kobile dužan je uz Prijavu oždrebljenja dostavili originalan primjerak Potvrde o pripustu koji izdaje vlasnik/najamnik pastuha.

II) Registracija ždrebeta sukladna je Postupku registracije prema članku 5.1.

5.3. Naknadna registracija ždrebeta:

I) Za registraciju ždrebeta za koje postupak registracije nije bio pravilno izvršen prema uvjetima članka 5.1., uzgajivač može upisati ždrijebe pod slijedećim uvjetima:

a) Istovjetnost ždrebeta mora biti nedvosmisleno potvrđena ovjerenom izjavom vlasnika. Svi potrebni dokumenti, s ispravnim vlastoručnim potpisima kako je regulirano u ovim pravilima, moraju se dostaviti u CROSBA, zajedno s dokazom o slijedu vlasništva od datuma rođenja,

b) Registracija će se izvršiti nakon što su priloženi svi dokumenti koje CROSBA zahtijeva, potvrde roditeljstva, trajnog označavanja grla i plaćene novčane naknade koju određuje CROSBA.

II) ŽDREBAD KOJA SU U TRENUTKU PODNOŠENJA ZAHTJEVA ZA NAKNADNI UPIS BILA STARA VIŠE OD DVIJE GODINE NE MOGU BITI REGISTRIRANA U CROSB.

5.4. Nepotpuni zahtjevi za registraciju ždrebeta:

I) Nepotpunu dokumentaciju za registraciju ždrebeta CROSBA odbija i vraća uzgajivaču na dopunu. Ako je CROSBA dokumentaciju vratila na dopunu, smatra se da postupak registracije nije ni započet.

6. IZBOR IMENA

I) Izbor imena obavlja CROSBA po postupku kojeg propisuje članak 14. IABRW-a.

II) CROSBA pohranjuje popis zaštićenih imena.

III) Uzgajivač pri predaji zahtjeva za registraciju, u Prijavi oždrebljenja navodi 3 prijedloga imena, a konačan izbor pripada CROSBA.

IV) Ako grlo nije rođeno u Hrvatskoj, zahtjev za imenovanje regulira SBA države rođenja i u kojoj je izdana Izvozna potvrda (Export Certficate).

V) Registrirati nije moguće:

a) Ime koje je na Međunarodnom popisu zaštićenih imena,

b) Ime koje sadrži više od 18 mjesta, uključujući slova, interpunkcijske znakove i razmake,

c) Ime javnih osoba, bez izričitog dopuštenja te osobe ili njene obitelji, ili ime od komercijalnog značaja bez odgovarajućih dozvola,

d) Ime koje završava sa znamenkama,

e) Ime koje u potpunosti ili djelomično sadrži inicijale, brojeve, rastavnice, točke, zareze, znakove, uskličnike, apostrofe, kose crte, dvotočke, točke-zarez, dijakritičke znakove,

f) Ime koje sugerira ili ima uvredljivo, nepristojno i vulgarno značenje i ako bi moglo biti uvredljivog karaktera prema religiji, politici i etničkim grupama,

g) Ime koje se piše ili izgovara isto ili slično kao ime koje se nalazi na popisu zaštićenih imena, ili kao registrirano ime grla koje je mlađe od 10 godina, a ne nalazi se na tom popisu,

h) Ime koje počinje s bilo kojom oznakom da nije slovo,

i) Ime pod kojim su već registrirana polubraća ili roditelj grla koje se imenuje.

VI) Ako je ime registrirano, ali nije zaštićeno, koriste se slijedeće smjernice kako bi se osiguralo da se registrirano ime ne ponovi u određenom vremenskom periodu:

a) za pastuhe - 15 godina od smrti, 15 godina nakon zadnje pripusne sezone ili kad navrši 35 godina starosti,

b) za kobile - 10 godina od smrti, 10 godina nakon zadnje pripusne sezone ili ždrebljenja ili kad navrši 25 godina starosti,

c) za ostale kategorije - 5 godina od smrti ili kad navrši 20 godina starosti. Ukoliko je grlo uginulo, a nije bilo u galopskim utrkama, isti uzgajivač može ponovno iskoristiti ime tog grla.

VII) Prihvaćeno ime upisuje se u Identifikacijski dokument grla (ID).

7. PRAVILA KONTROLE UZGOJA

I) Ždrijebe je moguće registrirati samo ako je:

a) Rezultat pripusta pastuha i kobile registriranih kao ždrebad u priznate matične knjige (Stud Book) ili ako su oba ili jedan od roditelja unaprijeđeni iz Non-Thoroughbred registra pod uvjetima koja nalaže Članak 13, paragraf 4.1. IABRW-a.

b) Rezultat kopulacije pastuha i kobile, interakcijom penisa i ejakulacijom sjemena u reproduktivni trakt. Kao pomoć pri parenju dio ejakulata pastuha koji je opasao kobilu i koji je nastao tijekom tog parenja može se netom nakon skoka vratiti u reproduktivni trakt opasane kobile.

c) Porođaj novorođenog ždrebeta mora se odviti iz tijela iste kobile u kojoj je novorođenče i začeto. Ždrebad koja su rezultat umjetnog osjemenjivanja, embriotransfera, kloniranja ili bilo kojeg drugog oblika nespomenute genetske manipulacije, ne mogu se registrirati u registar engleskog punokrvnjaka (Thoroughbred Stud Book) odobren od strane međunarodnog povjerenstva (International Stud Book Committee).

8. ODBIJANJE REGISTRACIJE

I) Dostavljena dokumentacija za registraciju ždrebeta mora biti naknadno potvrđena DNK analizom porijekla dotičnog ždrebeta. Ukoliko se DNK analizom utvrdi nesukladnost s dokumentacijom za registraciju ždrebeta, odbija se postupak registracije u CROSB.

II) Bez obzira na ispravan zahtjev za registraciju ždrebeta i na rezultat DNK analize koji potvrđuje navedene podatke o porijeklu, CROSBA zadržava pravo odbijanja registracije ako boja ždrebeta nije skladna s bojom roditelja ili ako je prijavljeno trajanje trudnoće njegove majke značajno različito od prihvaćenih granica.

9. EVIDENCIJA PRIPUSTA

I) Vlasnik pastuha obvezan je prije pripusta provjeriti i potvrditi identitet kobile koju će pripustiti pod svog pastuha. Identitet kobile vlasnik pastuha utvrđuje usporedbom sa ID-om.

II) Vlasnik pastuha dužan je upisati u Popis pripuštenih kobila, odnosno Pripusni dnevnik, sve pripuste svih kobila s kompletno traženim podacima bez obzira na pasminu.

III) Nakon pripusta vlasnik pastuha obvezan je uručiti vlasniku kobile pravilno popunjenu i ovjerenu Potvrdu o pripustu. Potvrde o pripustu vlasniku pastuha izdaje isključivo CROSBA.

IV) Na Potvrdi o pripustu vlasnik pastuha mora naznačiti izjavu kako je kobila pripuštena prirodnim putem, tj. da nije korištena metoda umjetnog osjemenjivanja, embrio transfera, kloniranja ili bilo koji drugi oblik genetske manipulacije koji ovdje nije naveden.

V) Vlasnik pastuha mora izdati Potvrdu o pripustu za svaku kobilu pripuštenu pod njegovog pastuha.

VI) Na kraju pripusne sezone vlasnik pastuha je dužan u CROSBA dostaviti tijekom rujna, a najkasnije do 30. rujna tekuće godine opasivanja, pravilno ispunjen Popis pripuštenih kobila (Pripusni dnevnik) i odgovarajuće primjerke Potvrda o pripustu.

VII) Pripusna dokumentacija pastuha može biti prihvaćena i nakon tog roka, a najkasnije do 31. prosinca tekuće godine opasivanja, uz podmirivanje novčane naknade koju određuje CROSBA.

VIII) Ako vlasnik pripuštenog pastuha do 31. prosinca tekuće godine opasivanja uopće ne dostavi pripusnu dokumentaciju u CROSBA, uzgojna dokumentacija pastuha za slijedeću godinu neće biti izdana, a registracija njegovih potomaka u slijedećoj godini neće biti prihvaćena sve dok se pripusna dokumentacija iz prethodne godine ne dostavi u CROSBA te ne podmire odgovarajuće naknade koje određuje CROSBA.

IX) U slučaju da pastuh u jednoj pripusnoj sezoni nije opasao niti jednu kobilu, taj podatak također mora biti proslijeđen u CROSBA.

X) Svu dokumentaciju koju je obvezno dostaviti u CROSBA popunjava isključivo vlasnik pastuha. U slučaju da je pastuh u najmu, sve obveze navedene u ovom članku preuzima pravno reguliran najamnik pastuha.

10. TESTIRANJE RODITELJSTVA

I) Testiranje roditeljstva ždrebadi rođene u Hrvatskoj obavlja se DNK analizom, a ako to nije moguće onda blood-typing metodom.

II) Nakon zaprimanja uzgojne dokumentacije za registraciju ždrebeta ovlaštena osoba CROSBA uzima biološki uzorak ždrebeta u cilju testiranja roditeljstva navedenog grla.

III) Pri uzimanju biološkog uzorka (i označavanja) vlasnik grla dužan je ovlaštenoj osobi CROSBA osigurati sigurne uvjete za rad. Ukoliko ti uvjeti nisu zadovoljeni, ovlaštena osoba CROSBA može odbiti označavanje i uzorkovanje grla.

IV) Biološki uzorak dostavlja se u ovlašteni laboratorij koji rezultate analize dostavlja isključivo u CROSBA koji će temeljem rezultata analize, ako su zadovoljeni svi uvjeti za registraciju, registrirati ždrijebe.

V) Ovlašteni laboratorij mora biti akreditirani član ISAG-a i zadovoljavati standarde ISBC-a u usporednom testu, te zadovoljiti standard “Rank 1”.

VI) Svi rezultati i dokumentacija zaprimljeni od ovlaštenog laboratorija pohranjuju se u arhivi CROSBA i ne smiju biti javno dostupni.

VII) U slučaju da se radi o uvezenim grlima koja prvi puta ulaze u rasplod, a koja nisu bila DNK tipizirana prije uvoza u Hrvatsku, ovlaštena osoba CROSBA će uzorkovati biološki uzorak grive grla kako bi se u ovlaštenom laboratoriju napravila registracija DNK tipa.

VIII) U slučaju ždrebadi koja su uvezena u majci, navedeno će ždrijebe, kada god će to biti moguće, biti testirano na roditeljstvo temeljem DNK tipizacije. No, ako otac navedenog ždrebeta nije ili ne može biti DNK tipiziran u odgovornoj SBA državi u kojoj se nalazi (uginuće ili drugo), analiza testiranja roditeljstva napraviti će se temeljem blood-typing analize.

IX) Sve troškove testiranja roditeljstva, bez obzira na metodu koja se pritom primjenjuje, kao i rizik koji proizlazi iz rezultata testiranja, preuzima vlasnik grla.

X) CROSBA mora rutinski provoditi testiranje roditeljstva ždrebadi, dok se retrospektivna testiranja roditeljstva ne smiju provoditi.

11. IDENTIFIKACIJA I OZNAČAVANJE GRLA

I) CROSBA temeljem zaprimljene dokumentacije prijave ždrebeta za registraciju utvrđuje identitet grla i izrađuje Zapisnik o identifikacijskom pregledu kopitara te uzima biološke uzorke grla u svrhu testiranja roditeljstva.

II) Grla koja zadovoljavaju sve kriterije za registraciju propisane ovim pravilnikom označavaju se dijagramskim i tekstualnim opisom te aplikacijom transpondera između glave i grebena na sredini vrata na području nuhalnog ligamenta s lijeve strane.

III) Prilikom označavanja i uzimanja biološkog uzorka vlasnik grla dužan je ovlaštenoj osobi CROSBA osigurati sigurne uvjete za rad. Ukoliko ti uvjeti nisu zadovoljeni, ovlaštena osoba CROSBA može odbiti označavanje i uzorkovanje grla.

IV) Na osnovi sve navedene dokumentacije izdaje se Identifikacijski dokument kopitara (ID). ID se izdaje nakon podmirivanja svih troškova nastalih u postupku registracije u CROSB-u. Sve troškove podmiruje vlasnik grla.

V) Vlasnik / posjednik je dužan provjeriti identitet grla, posebice prilikom kupnje, prije pripusta, izvoza, aukcijske prodaje ili trke.

12. IDENTIFIKACIJSKI DOKUMENT KOPITARA (ID)

I) ID se na propisan način izdaje svim grlima upisanim u CROSB i rođenim u Hrvatskoj. ID je osnovni dokument za provjeru identiteta životinje koji mora uvijek pratiti kopitara tijekom njegova života. ID se izdaje u skladu sa Uredbom komisije (EU) br. 2015/262.

II) U ID se upisuju svi relevantni podaci o grlu, uzgajivaču i vlasnicima te se opisuju i ucrtavaju oznake na grlu (zvrkovi dlake, bijele oznake i drugo), metode označavanja (mikročip, žigovi), potvrda o upisu u CROSB kao i podaci o obavljenim vakcinacijama i laboratorijskim analizama sukladno zakonskim odredbama.

III) ID se mora vratiti u CROSBA ako CROSBA to zahtijeva. ID se nakon smrti grla u roku od 30 dana obavezno vraća u vlasništvo CROSBA koja ga pohranjuje.

IV) Upis podataka u ID mogu učiniti samo ovlaštene osobe koje to potvrđuju potpisom i pečatom.

V) Pri promjeni vlasništva ID se obavezno predočava u CROSBA koji promjene vlasništva evidentira u Središnji registar kopitara Republike Hrvatske i u ID-u.

VI) U slučaju da grlo dobije dodatne oznake (promjena boje, znakovite trajne oznake uzrokovane ozljedom i sl.), vlasnik grla dužan je o tome obavijestiti CROSBA koji dopunjuje opis u ID.

VII) Vlasnik grla obvezan je na vrijeme obavijestiti CROSBA o bilo kakvim pogreškama, propustima ili nepravilnostima u ID-u. CROSBA nije odgovoran za kazne ili naknade koje su proizašle iz netočnih podataka u ID-u.

12.1. Izdavanje duplikata ID-a

I) CROSBA će izdati duplikat ID-a samo u opravdanom slučaju, uz pisanu izjavu opravdanja vlasnika grla i nakon podmirivanja naknade za izdavanje duplikata.

II) Duplikat ID-a označen je posebnom oznakom koja upućuje da se ne radi o originalnom primjerku.

III) U slučaju izdavanja duplikata zbog gubitka podataka o obavljenim vakcinacijama, laboratorijskim analizama i liječenju grla, CROSBA će u rubriku Izjave vlasnika o namjeni kopitara upisati da grlo nije namijenjeno za prehranu ljudi, bez obzira na prethodne izjave u izgubljenom primjerku ID-a.

13. IDENTIFIKACIJA I REGISTRACIJA UVEZENIH GRLA

13.1. Uvjeti za registraciju uvezenog grla

I) Uvezeno grlo može se registrirati samo ako je kao ždrijebe upisano u neki od priznatih registara engleskog punokrvnjaka.

II) Ni pod kojim uvjetima se uvezeno grlo ne može registrirati bez Izvozne potvrde. Niti jedan drugi dokument ne može ga zamijeniti. Postupak registracije uvezenog grla u CROSB ne može se nastaviti sve dok Izvozna potvrda ili elektronska verzija iste nije pohranjena u CROSBA. CROSB neće prihvatiti Izvoznu potvrdu izdanu od strane države koja nema priznati registar engleskog punokrvnjaka.

III) Ako uvezeno grlo ne prati odgovarajuća uzgojna dokumentacija (Identifikacijski dokument, Izvozna potvrda i dokaz o vlasništvu), neće se registrirati u CROSB.

13.2. Postupak registracije uvezenog grla

I) Prilikom uvoza grla u Republiku Hrvatsku uvoznik je dužan obavijestiti CROSBA i predočiti uvoznu i uzgojnu dokumentaciju u roku od mjesec dana od uvoza životinje.

II) Ovlaštena osoba CROSBA obavlja obavezan identifikacijski pregled životinje i potvrđuje njegovu istovjetnost s uzgojnom i uvoznom dokumentacijom grla.

III) U slučaju da za uvezeno grlo registar države rođenja ili registar zemlje izvoznice ne posjeduje DNK karticu ili blood-typing karticu grla, ovlaštena osoba CROSBA uzet će biološki uzorak u cilju registracije DNK tipa u ovlaštenom laboratoriju.

IV) Postoji li bilo kakva sumnja u potvrđivanju identiteta uvezenog grla, CROSBA će napraviti ponovnu tipizaciju (DNK ili blood-typing) sa ciljem usporedbe s DNK ili blood-typing karticom zaprimljenom iz registra države rođenja ili registra zemlje izvoznice.

V) Sve troškove identifikacije i registracije uvezenog grla podmiruje vlasnik grla.

13.3. Naknadni zahtjevi za registraciju uvezenog grla

I) O svakom uvozu konja pasmine engleski punokrvnjak na prostor Republike Hrvatske uvoznik/vlasnik mora u roku mjesec dana obavijestiti CROSBA. U slučaju kasnijeg zahtjeva za registracijom uvezenog grla, CROSBA će izvršiti registraciju uvezenog grla uz dodatnu novčanu naknadu.

14. IZVOZ

I) Prije svakog izvoza grla iz Republike Hrvatske vlasnik mora podnijeti zahtjev za izdavanje izvozne dokumentacije, dostaviti ime i adresu kupca, te svu ostalu dokumentaciju koju CROSBA zahtijeva.

II) Vlasnik grla obvezan je prije izvoza grla dostaviti ID, kako bi se u slučaju trajnog izvoza ovjerio za putovanje u zemlju uvoznicu.

III) Ako ID za grlo do dana podnošenja zahtjeva za izdavanje izvozne dokumentacije nije izdan, CROSBA će izdati ID prije izvoza grla.

IV) Ako se grlo izvozi trajno, CROSBA na temelju pismenog zahtjeva vlasnika izdaje ili ovjerava Izvoznu potvrdu (Export Certficate) te je sa DNA potvrdom šalje direktno priznatom registru za vođenje matičnih knjiga engleskog punokrvnjaka države u koju se grlo izvozi, nakon što vlasnik podmiri sve naknade izdavanja i ovjeravanja izvozne dokumentacije.

V) Ako se grlo izvozi privremeno u uzgojne svrhe (do najviše 9 mjeseci) CROSBA će na temelju pismenog zahtjeva vlasnika izdati dozvolu za uzgojnu migraciju (Breeding Clearance Notification-BCN) ili dozvolu za općenitu migraciju (General Notification of Movement-GNM). Prije povratka vlasnik je dužan u priznatom registru privremenog boravka konja tražiti novu dozvolu (BCN ili GNM) u kojoj su navedeni potrebni podaci.

VI) Svaka naknadna međunarodna migracija, izvan zemlje koju pokriva BCN, zahtjeva da izdavatelj istog izda i Izvoznu dozvolu prvotnoj zemlji migracije konja, koja će proslijediti navedenu Izvoznu dozvolu u zemlju u koju je grlo premješteno.

VII) Sve navedene radnje vezane uz izvoz moraju biti odrađene prije odlaska grla.

15. UGINUĆE GRLA

I) Vlasnik grla obvezan je prijaviti uginuće registriranog grla u CROSB, bez obzira je li za grlo već izdan ID ili je u postupku registracije. ID izlučenog grla mora se u roku 30 dana od smrti grla vratiti u CROSBA koja ga arhivira.

II) Prijavu izlučenja grla mora ovjeriti ovlašteni veterinar.

16. VLASNIŠTVO IZDANE DOKUMENTACIJE

I) Svi dokumenti, certifikati i Identifikacijski dokumenti koje izdaje CROSBA vlasništvo su CROSBA i moraju se dostaviti na zahtjev CROSBA ili u roku 30 dana od izlučenja grla.

17. DISKVALIFIKACIJA

I) Promjene nasljednog genoma potencijalnog ili registriranog grla engleskog punokrvnjaka, tijekom začeća, trudnoće ili u bilo kojem kasnijem periodu njegovog života imat će kao posljedicu trajno poništavanje njegovog statusa kao grla engleskog punokrvnjaka i uklanjanje iz Matične knjige na odgovarajući način.

18. PUBLIKACIJE

I) Matična knjiga engleskih punokrvnjaka Republike Hrvatske izdaje se najkasnije svake četiri godine uz dopune svake godine.

RULES AND REGULATIONS OF THE CROATIAN THOROUGHBRED STUD BOOK 1. GENERAL PROVISIONS

I) According to Article 12 of the International Agreement on Breeding, Racing and Wagering (IABRW) a Thoroughbred is a horse which is recorded in the Thoroughbred Stud Book of the country of its foaling, that Stud Book having been granted Approved status by the International Stud Book Committee (IABRW Appendix 8) at the time of its official recording.

II) The Croatian Agricultural Agency (hereinafter: Croatian Stud Book Authority, CROSBA) has been nominated to independently keep the Croatian Stud Book of Thoroughbred Horses (hereinafter: Croatian Stud Book, CROSB) and regularly publish the Stud Book.

III) The CROSB contains:

a) an index of all horses registered in the CROSB, b) a list of mares and offspring, c) a list of stallions, d) a list of imported horses, e) a list of exported horses, f) horse obituaries, g) statistical overview, h) list of names for horses appearing un-named in previous Volumes, i) addenda and errata,

IV) All animals entered in the CROSB are registered under a life number in accordance with ISBC (International Stud Book Committee) rules.

V) In keeping the pedigree records, the CROSBA abides by all the rules and agreements of the ISBC as prescribed by the Requirements and Guidelines for Gaining and Maintaining Approval as a Thoroughbred Stud Book and the International Agreement on Breeding, Racing and Wagering – IABRW in Articles 3., 4., 12., 13.,14. and 15.

2. CONDITIONS OF ENTRY TO THE CROSB

I) The following Thoroughbred may be registered in the CROSB:

a) those which are offspring born in Croatia of stallions and mares which themselves have been registered in an approved Stud Book by the ISBC,

b) those which were duly registered as foal in an approved Stud Book and have been properly imported into Croatia.

3. HORSE IDENTITY

I) Prior to registration of a stallion or mare in the CROSB as a Thoroughbred horse, it is necessary to establish / confirm its identity:

a) the horse owner must submit documentation for registration of the stallion or mare in the list of stallions or mares by providing the following information: name of the horse, colour, age, sex, origin, breeder, owner, country of birth, information about ownership changes and the secondary markings (brand, electronic transponder, other),

b) the CROSBA confirms all information about previous owners according to the Passport and validates documents of sale,

c) the CROSBA checks the horses markings, d) analysis sample is taken by the authorized breeding organization (hair sample) or authorized veterinarian

(blood sample) and the analysis is conducted in an authorized laboratory.

II) In the case the horse in question is imported, born in a foreign country, it is necessary to submit the Passport. An Export Certificate of the imported horse, along with a DNA certificate, is directly transmitted by the Stud Book Authority of the exporting country. Information listed in the Passport must be identical to the information listed in the Export Certificate. The CROSBA retains the Export Certificate.

III) For breeding horses imported for a limited time (less than 9 months), it is necessary for the SBA of the exporting country where the horse was last registered to issue Breeding Clearance Notification (BCN).

IV) No animal may be registered as breeding stock retrospectively, after it has died, except at the discretion of the CROSBA and only if the animal’s DNA or blood type has been officially established prior to the animal’s death.

4. OWNERSHIP

I) The CROSBA will register transfer of ownership only when the Identification document is submitted together with the Ownership certificate and the appropriate proof of ownership transfer as the CROSBA deems acceptable. The CROSBA will require the full name, address, nationality and contact details of the new owner.

II) Transfer of ownership can be registered after all fees have been paid.

III) Every ownership transfer is registered in the Identification document of the horse in question.

IV) Ownership can be registered only to one owner, who is responsible for reporting all information and changes to the CROSBA. If the horse is owned by two or more owners, these owners will regulate mutual relations with a legal contract that has to be submitted to the CROSBA.

5. REGISTRATION OF FOALS BORN IN CROATIA

5.1. Registration procedure:

I) In order to register the offspring of mares on the CROSB list, the breeder must meet the following requirements:

a) Submit to the CROSBA a properly filled Foaling report with a Covering certificate with dates of all matings in the estrus cyclus in which the mare conceived. Covering journal has to be submitted to the CROSBA till 30th September in the year of covering for endorsement. Foaling report is verified by the signature of the mare owner/lessee, the Covering certificate and Covering journal by the stallion owner/lessee.

b) If the mare or stallion is on lease, mentioned documentation (Foaling report, Covering certificate, Covering journal) can be certified by the lessee with the necessary submission of the lease document between the owner and the lessee of the mare or stallion to the CROSBA. The lessee of the horse takes over all obligations to submit breeding documentation to the CROSBA according to these rules.

c) Before the first covering, the stallion owner/lessee is obligated to check the identity of the mare against her Passport. Stallion owner/lessee guarantees with his signature the credibility of information written on the Covering certificates as well as the fact that he has checked the identity of the mare before covering. The stallion owner signs a declaration that the mare was naturally covered and that Artificial Insemination, Embryo Transfer or Transplant, Cloning or any other form of genetic manipulation was not used.

d) If the mare was covered by two or more stallions, it is also necessary to submit all Covering certificates.

e) Foaling report must be submitted no later than 28 days following foaling. The Foaling report must be correctly and completely filled out with all requested information (date of foaling, gender, name, origin, ownership and detailed description of the foal including colour description, white markings and hair whorls, etc.). Foaling report must be certified with the signature of the mare owner/lessee. The mare owner signs a declaration that the mare was naturally covered and that Artificial Insemination, Embryo Transfer or Transplant, Cloning or any other form of genetic manipulation was not used. The foal can be named at birth (3 suggestions) or at latest till reproduction or sports activity.

f) In the case of twins, this information must be filled in the Foaling report. Each twin has to be reported on a separate Foaling report. Only one Covering certificate is required, and all three documents are submitted together.

g) A Foaling report must also be submitted in the case of still-birth or death after foaling. In the case the mare was barren, it is necessary to report the barrenness with the submitted Covering certificate. If the mare was covered and then died, the Covering certificate must also be submitted together with the Death certificate. The Foaling report is also required if a mare was covered by a stallion of another breed.

h) In the case the breeder does not submit the required documentation, the CROSB column on mare offspring for the current year will state „no return“.

i) Only those foals which are reported with full documentation and following successful parent verification shall be registered.

j) Based on received documents, as described in these rules, Identification report, correct parent verification by DNA analysis and fees the registration of the foal in the CROSB shall be completed.

k) DNA based proof of origin for the foal is submitted by the approved laboratory to the CROSBA, which archives the document. After the proof of origin is delivered to the CROSBA and identification report and microchip implantation of the foal were done, its ID (Passport) can be issued.

l) Foal identification is carried out preferably under their dams, at the age of 4 – 8 months, and no later than 12 months of age.

m) Pay all fees in the foal registration process.

II) The terms listed above are valid for foals registered properly to the CROSBA in the period of 28 days after the date of birth.

III) The CROSBA will not accept the application for the registration of progeny if the legal owner of the mare is not recorded in her passport.

IV) The CROSBA official will make permanent identification of all foals born in Croatia by diagram markings, textual markings and with application of a microchip transponder.

V) The mare owner is responsible for all submissions to the CROSBA which are needed for the registration of the foal. In the case the mare is on lease, all obligations noted in this paragraph will pass to legally regulated mare lessee. In that case the lessee will be registered as the breeder of such newborn foal if the owner renounces being the breeder in favour of the lessee.

VI) The foal breeder is a person or entity registered with the CROSBA as the owner of the mare at the time of foaling.

5.2. Registration of foals that are progeny of stallions covering abroad

I) If the newborn foal is progeny of a stallion domiciled abroad, the mare owner is obligated to submit with the Foaling report an original sample of the Covering certificate issued by verified stallion owner/lessee.

II) Registration of foals is similar to Registration procedure according to point 5.1.

5.3. Late applications for registration

I) For the registration of foals for which the registration process was not properly carried out as in the paragraph 5.1., the breeder may register the foal if the following conditions are satisfied:

a) The foaling has to be unambiguously confirmed by the certified owner declaration. All necessary documents with handwritten signatures, as regulated in this rules, have to be sent to the CROSBA together with the proof of the sequence of ownership for the date of birth.

b) Registration will be done after all documents which the CROSBA demands are delivered, parentage verification and marking of the horse are conducted and all fees set by the CROSBA are paid.

II) FOALS OVER TWO YEARS OF AGE AT THE TIME THE REQUEST FOR SUBSEQUENT REGISTRATION IS SUBMITTED, WILL NOT BE REGISTERED IN THE CROSB.

5.4. Incomplete requests for foal registration

I) Incomplete documentation for foal registration shall be rejected by the CROSBA and returned to the breeder for supplementation. If the CROSBA returns the documentation for correction it is considered that the registration process did not begin.

6. NAMING

I) The CROSBA registers names in accordance with Article 14 of the IABRW.

II) The CROSBA keeps a list of protected names which are maintained and published by the International Federation.

III) A breeder is required to submit a list of 3 suggested names when submitting registration application. The final decision is within jurisdiction of the CROSBA.

IV) For a horse born abroad, the application to register a name must be made through the relevant authority of the country of foaling and where the export certificate is lodged.

V) It is not possible to register a name:

a) which appears on the International List of Protected Names,

b) with more than 18 characters, including signs and spaces,

c) of a public person, without that person’s or their family’s permission, or names of commercial significance without the appropriate permission,

d) which is followed by numbers,

e) which is made up entirely of or includes initials, figures, hyphens, full stops, commas, signs, exclamation marks, inverted commas, forward or back slash, colon and semi-colon, diacritical marks,

f) which is suggestive or has a vulgar, obscene or insulting meaning; names considered in poor taste; or names that may be offensive to religious, political or ethnic groups,

g) which is in pronunciation identical or similar to a protected name or a name registered for a horse whose year of foaling is within 10 years of that of the horse in question,

h) which begins with a sign other than a letter,

i) which is already registered to a sibling or parent of the horse in question.

VI) Concerning names registered and not protected, the following criteria are provided as a guideline forming the basis upon which Authorities may establish a suitable period during which registered names will not be reused:

a) in the case of stallions, 15 years after death or 15 years after the last recorded year in which they covered mares or at 35 years of age (whichever is the sooner).

b) in the case of broodmares, 10 years after their death or 10 years after the last recorded year in which they were covered or produced a foal, or at 25 years of age.

c) in the case of all other horses, 5 years after their death, or at 20 years of age (whichever is the sooner). An exception may be made where the name of a horse which has been reported as dead and has not raced is sought for re-use by the same applicant.

VII) The accepted name is registered in the Passport of the horse.

7. CONTROL OF BREEDING

I) A foal may only be registered if it is:

a) the product of mating between a sire and dam, both of which are recorded as foals in an approved Thoroughbred Stud Book or either or both must have been promoted from a Non-Thoroughbred register under the terms set out in Article 13 paragraph 4.1 of the IABRW.

b) the result of a stallion’s mating with a mare which is the physical mounting of a mare by a stallion with intromission of the penis and ejaculation of semen into the reproductive tract. As an aid to the mating a portion of the ejaculate produced by the stallion during such mating may immediately be placed in the reproductive tract of the mare being bred.

c) A natural gestation must take place in, and delivery must be from the body of the same mare in which the foal was conceived. Any foal resulting from, or produced by, the processes of Artificial Insemination, Embryo Transfer or Transplant, Cloning or any other form of genetic manipulation not herein specified, shall not be eligible for recording in a Thoroughbred Stud Book approved by the International Stud Book Committee.

8. REJECTION OF REGISTRATION

I) The submitted documentation has to be verified by DNA parentage testing. If the DNA analysis isn’t identical to submitted documentation for foal registration, the registration procedure to the CROSB will be refused.

II) Regardless of the proper request for registration of a foal, the CROSBA reserves the right to reject the registration if the colour of the foal is inconsistent with the colour of the parents, or if the reported gestation period of its dam is significantly varied with generally accepted limits.

9. COVERING RECORDS FOR STALLIONS

I) The stallion owner is obligated to check the identity of the mare that will be covered to his stallion. The identity verification is done against mare’s Identification document (Passport).

II) The stallion owner is obligated to note in the Covering journal all covered mares with complete information regardless of the mare’s breed.

III) After covering, the stallion owner is obligated to submit a properly filled out and verified Covering certificate to the mare owner. Covering certificates are issued to stallion owners only by the CROSBA.

IV) On the Covering certificate the stallion owner signs a declaration that the mare was naturally covered and that Artificial Insemination, EmbryoTransfer or Transplant, Cloning or any other form of genetic manipulation was not used.

V) The stallion owner has to issue a Covering certificate for each mare covered by his stallion.

VI) At the end of the covering season, the stallion owner is obligated by no later than September 30th of the current year to submit to the CROSBA a correctly filled out Covering journal (list of covered mares) and matching Covering certificates (covering documentation).

VII) The covering documentation can be submitted after September 30th with the fee set by the CROSBA.

VIII) If the stallion owner does not submit the covering documentation by December 31st to the CROSBA, breeding documents for that stallion for the next year will not be accepted, and registration of that stallion’s progeny in the next year will not be accepted until such time as the covering documentation from the previous year has been

submitted together with the fees set by the CROSBA.

IX) In the case the stallion has not covered any mare in one breeding season this also has to be reported to the CROSBA.

X) All documents required by the CROSBA must be delivered by the stallion owner. In the case the stallion is on lease, all obligations noted in this paragraph will pass to legally regulated stallion lessee.

10. PARENTAGE VERIFICATION

I) Parentage verification for the foals born in Croatia is performed by DNA analysis. In the case this is not possible the analysis will be performed by blood-typing method.

II) After breeding documents for registration are submitted, the CROSBA will take biological samples from the foal for parentage verification.

III) When a biological sample is taken (and a microchip is implanted) the breeder must ensure the proper handle of foal. In the event that the above mentioned requirements are not met, the CROSBA official can refuse identification on the spot, to avoid any injury.

IV) Biological sample is sent to a certified laboratory, which delivers the analysis results solely to the CROSBA. If all registration conditions are fulfilled, including analysis results, the CROSBA will register the foal.

V) A certified laboratory must be an accredited member of ISAG and participates to the satisfaction of the ISBC in comparison tests with “Rank 1” status.

VI) All results and documentation submitted by a certified laboratory is archived in the CROSBA.

VII) In the case of imported horses which will be bred for the first time, and which have not been DNA typed before their import to Croatia, the CROSBA will take biological samples for DNA typing by the certified laboratory.

VIII) In the case of mares imported in foal, the imported in utero foal will be parentage verified by DNA typing whenever possible. But if the sire domiciled abroad has not been, and cannot be, DNA typed by the registering authority responsible for the stallion (in the case of death or other), parentage verification will be carried out by blood-typing.

IX) The owner is responsible for all expenses and risks that arise from taking biological samples and parentage verification, regardless of the method used.

X) The CROSBA must routinely parentage test only foals; retrospective parentage testing must not be carried out.

11. IDENTIFICATION AND MARKING OF HORSES

I) Based on submitted request for foal registration, the CROSBA determines the foal’s identity, makes an Identification report and takes biological samples for parentage verification.

II) For horses that are acceptable for registration according to these rules, diagram markings and textual markings will be made, and a microchip transponder will be inserted in the left side, between poll and withers in the middle of the neck in the area of the nuchal ligament.

III) When a microchip is implanted, and a biological sample is taken, the breeder must ensure the proper handle of foal. In the event that the above mentioned requirements are not met, the CROSBA official can refuse identification on the spot, to avoid any injury.

IV) According to all listed documents an Identification document (Passport) will be issued. The Passport is issued after all fees in the registration procedure have been paid by horse owner.

V) The ID/Passport holder must check the identity of the horse in their possession, and in particular, upon first receiving the horse, before covering, export, consignment to sales or racing.

12. IDENTIFICATION DOCUMENT (ID) - PASSPORT

I) The ID (Passport) is issued for all horses registered in the CROSB and born in the Republic of Croatia. The ID is a primary document for checking the identity of a horse, and must remain with the horse its entire life. The ID is issued in accordance to Commission Regulation (EU) No. 2015/262.

II) The ID registers all relevant information of the horse, breeder and owners, identification diagram (hair whorls, white markings etc.), microchip transponder, brands, confirmation that the horse is registered in the CROSB, vaccination records and laboratory analysis as prescribed by the legal regulations.

III) The ID has to be returned to the CROSBA on its demand. When the horse dies, the ID has to be returned to the CROSBA within 30 days from the date of death, where it will be in archive.

IV) Any entry of information in the Passport can only be made by CROSBA officials with confirmation by a signature and stamp.

V) When the horse changes ownership, the ID has to be returned to the CROSBA which enters the new ownership information in Central register of equidae in the Republic of Croatia and in the ID.

VI) In the case when new markings appear on the horse (change of colour, permanent markings caused by injury etc.), the owner has to inform the CROSBA which will supplement the ID.

VII) The owner is obligated to inform the CROSBA about any kind of errors, omission or irregularities in the ID. The CROSBA is not responsible for any penalties or fees caused by inaccurate information in the ID.

12.1. Issuing Duplicate Passports

I) The CROSBA will issue a Duplicate Passport if the reasons of loss are legitimate. The circumstances have to be submitted in written form and the fees must be paid by the horse owner.

II) Duplicated passport will be marked with a suitable duplicate stamp.

III) When a duplicated Passport is issued, due to the loss of vaccination records, laboratory analysis and medical treatment, the CROSBA will in the owner’s declaration endorse that the horse is not intended for slaughter for human consumption, regardless of previous declarations and lost passport.

13. IDENTIFICATION AND REGISTRATION OF IMPORTED HORSES

13.1. Qualification

I) Imported Thoroughbred horses can only enter the CROSB if they appear as foal in a Stud Book approved by the ISBC.

II) Under no circumstances may an imported horse be registered without an Export Certificate. No other document will suffice. No processing of further paperwork for an imported horse can begin until the Export Certificate or an electronic version of the same is on file with the CROSBA. The CROSB does not accept an Export Certificate issued by a Stud Book Authority that does not hold Approved status from the ISBC.

III) If not accompanied by the proper documentation (ID, Export Certificate and proof of ownership), the imported horse may not be registered in the CROSB.

13.2. Registration procedure

I) The importer is obligated to notify the CROSBA when the horses are imported to the Republic of Croatia and has to submit import and breeding documents within one month from the date of import.

II) The CROSBA makes amandatory identification check of the horse and confirms similarity with its breeding and import papers.

III) In the case the Stud Book Authority of origin or the Stud Book Authority of the exporting country does not have DNA or blood-typing card on archive, the CROSBA will take a biological sample for registration of DNA type in certified laboratory.

IV) In the case there is a doubt in identity confirmation of the imported horse, the CROSBA will make fresh registration of DNA type (or blood-typing) for comparison to DNA or blood-typing card submitted by the Stud Book Authority of origin or Stud Book Authority of the exporting country.

V) The registration fee of imported horses is paid for by the owner.

13.3. Late requests for registration of imported horses

I) Every import of horses to the territory of the Republic of Croatia has to be reported to the CROSBA by the owner within one month. In the case of late requests for registration of imported horses, the CROSBA will make the registration of horses with an additional fee.

14. EXPORT

I) Prior to export from the Republic of Croatia the owner is obligated to submit a request for issuing export documentation, name and address of purchaser and all other documents required by the CROSBA.

II) In the case of permanent export, the owner is obligated to submit the Identification document (passport) prior to export, so it could be endorsed for travel.

III) In the case the Identification document has not been issued till the date when the request for issuing export

documentation has been submitted, the CROSBA will issue the Passport prior to the date the animal will be exported.

IV) If the horse is exported permanently, the owner has to inform the CROSBA who will then issue the Export Certificate.The CROSBA will send the EC along with the DNA certificate directly to the approved Stud Book Authority of the country of destination.The owner pays all fees for issuing and endorsing export documentation.

V) If the horse is exported temporary for breeding purposes (9 months maximum), the CROSBA will, upon the written owners request, issue a Breeding Clearance Notification (BCN) or General Notification of Movement (GNM). Before returning, the owner of the horse should apply to the Stud Book Authority of the country of temporary residence for a further BCN or GNM to be supplied to the SBA of the country of permanent residence providing requested details.

VI) Any subsequent international movement beyond that covered by the BCN requires an Export Certificate to be issued, by the Authority which issued the BCN, to the initial country of destination, for onward transmission to the country to which the horse has moved.

VII) In all the cases those export operations must be fulfilled prior to the horse travelling. 15. DEATH OF THE HORSE

I) The owner is obligated to report death for all horses registered in the CROSB, regardless if horses have Identification documents (Passport) or they are in the registration procedure. The Identification document (Passport) has to be submitted to the CROSBA for archive within 30 days from the date of death.

II) Death report has to be verified by a certified veterinarian.

16. PROPERTY OF ISSUED DOCUMENTS

I) All documents, certificates and Identification documents (Passports) issued by the CROSBA are the property of the CROSBA and have to be submitted to the CROSBA on their request, or within 30 days from the horse’s death.

17. DISQUALIFICATION

I) Modification of the heritable genome of a prospective or registered Thoroughbred, during its conception, gestation or at any stage thereafter in its existence, will result in that horse permanently forfeiting its status as a Thoroughbred and where appropriate being removed from the Stud Book.

18. PUBLICATION

I) The Croatian Thoroughbred Stud Book is published every four years with yearly supplements.
