Humphrey Fellowship Program 2010-11 Mary-Jane Ncube Zimbabwe Ms. Ncube is focusing on public administra- tion, public policy, governance and democracy with an emphasis on the equitable distribution of resources. She has an inter- est in combining academic theory, peer learning and practical experience in order to expand her experien- tial learning opportunities. Ms. Ncube is the Execu- tive Director for Transparency International Zimbabwe, where she advances advocacy opportuni- ties aimed at raising public awareness and promoting institutional and legislative reforms. Nampoiniaina Rabenasolo Madagascar Mr. Rabenasolo’s area of focus is governance and anti-corruption initiatives and strategies with an emphasis on sus- tainable development best practices. He also is ex- ploring public service reforms, public policy analysis and has interest in strengthening civil society capaci- ties in reform measure adherence. Mr. Rabenasolo was Communication Director at the Independent Office Against Corruption (Bianco) where he was responsible for raising public awareness on integrity through media messages and news releases relating to his organization’s endeavors. Umar Riaz Pakistan Mr. Riaz is undertaking the study of public admin- istration, policy development and implementation with a focus on best practices, governance and capacity building. Mr. Riaz is a civil servant and belongs to Police Service of Pakistan, a group of officers responsible for law en- forcement in federal and provincial governments. He has served in National Accountability Bureau, Fron- tier Constabulary and Police Department in KPK (NWFP). He was most recently working as supervi- sory Police Officer in Peshawar responsible for law enforcement, investigation and personnel manage- ment. Loday Tsheten Bhutan Mr. Tsheten is emphasiz- ing studies in public policy analysis and administration in con- text to good governance. He has in- terest in learning both the theoretical and practical aspects of public policy analysis and administration in order to best parlay these experiences into his pro- fessional duty of preventing corruption. In addition, he is interested in honing his leadership skills. Most recently, Mr. Tsheten was Senior Systems Analyst in the Prevention Division of the Anti-Corruption Commission where he was involved in analyzing policy, reviewing systems, and recommending anti- corruption measures. He was also responsible for conducting research and formulating National Anti- Corruption Strategy for Bhutan. About the Maxwell School Syracuse University’s Maxwell School of Citizenship and Public Af- fairs was the first in the nation to offer graduate professional educa- tion in public administration, begin- ning in 1924, and the program has been unwaveringly strong since. In an arrangement that is unique among major col- leges and universities, Maxwell is also home to Syra- cuse University’s scholarly programs in the social sciences —anthropology, economics, geography, his- tory, political science, social science, and sociology. The co-mingling of these scholarly programs with Maxwell’s professional degrees creates rich, com- pounding benefits for students and faculty members. Scholarly research is tested by the “real-world” per- spective of the professional programs. Maxwell’s high esteem draws in large part from the unfettered cross-propagation of theory, policy, and practice — apparent in the classroom and in eight in- terdisciplinary institutes (some of them co-sponsored with other Syracuse University schools). Scholars work side-by-side with practitioners on matters of domestic public policy, global affairs, citizenship and public affairs, environmental policy, conflict resolution and collaborative management, and national and in- ternational security, among others.

The Hubert H. Humphrey Fellow-ship Program was initiated in 1978 tohonor the late Senator and Vice Pres-ident Hubert H. Humphrey and hislife-long commitment to interna-tional cooperation and public service.

The program brings accomplished mid-career pro-fessionals from designated developing nations andemerging democracies to the United States for a yearof professional development and related academicstudy and cultural exchange. The people-to-peopleapproach to international understanding provides abasis for lasting ties between U.S. citizens and theirprofessional counterparts in other countries. It alsostrengthens the global exchange of knowledge andexperience essential to a sustainable world.

Fellowships are granted competitively to professionalcandidates with a commitment to public service.The program is sponsored by the United States De-partment of State and is administered by the Insti-tute of International Education. This year’s programincludes 220 Fellows from 94 countries, hosted by18 universities throughout the United States.

Humphrey Fellows come to the Maxwell School topursue studies and professional development workin the areas of public policy, public administration,non-profit management, leadership and collabora-tion. ICT policy is also studied in partnership withthe University’s School of Information Studies. Thegoals of the program are:

• to enable each Fellow to develop a program thatfosters personal and professional growth and pre-pares the Fellow for leadership roles in his or hercountry;

• to provide opportunities for a rich exchange of in-formation among Fellows and also between Fel-lows and host families, community members,

professional colleagues, as well as students andfaculty at the Maxwell School;

• to help Fellows understand as broadly and deeplyas possible U.S. cultural, political, legal, and eco-nomic systems; and

• to help Fellows develop a fuller sense of globalcontext in which we all operate.

In collaboration with Syracuse University facultymembers and alumni, a network of affiliated profes-sionals, host families — and with the Fellows them-selves — the Humphrey Fellows Program atMaxwell provides an extraordinary environment forcross-cultural learning.

Participants • 2010-11Fatih AkbulutTurkey

Mr. Akbulut’s focus of hisstudies is on best practicesin decision-making at the federal,state and local levels, especially

within national resource allocation. Effective and effi-cient implementation of democratic governance poli-cies is also an area of concentration. Most recentlyMr. Akbulut was Governor of Gumusova District. Aspart of his responsibilities, he organized communityinitiatives, activated local resources for better social,cultural and economical welfare of citizens, and over-saw department directors and civil servants.

Khaled Al-AjmiSaudi Arabia

Dr. Al-Ajmi is focusing oninformation and commu-nication technology policy and prac-tices and how the society can

maximize its benefits. He is interested in the inter-section of ICT policy acceptance and integration intogovernmental and private sectors, with an emphasison the banking sectors. A focus of Dr. Al-Ajmi isalso exploring successful methods, models, and prac-tices to encourage Saudi citizens to more properlyand consistently adopt emerging technologies. Mostrecently, Dr. Al-Ajmi was the head of IT develop-ment department in AlRajhi Bank where he was re-sponsible for information technology activities.

Jungwook AuhSouth Korea

Ms. Auh is focusing herstudies on the analysis ofbest practices of U.S. informationtechnology policy, especially in the

area of standardization. In the process, she is alsoplacing an emphasis on public policy implementa-tion, analysis and evaluation. Ms. Auh comes fromthe Korea Communications Commission as aDeputy Director where she is responsible for devel-oping ICT technology standardization strategies.

Samuel ColeLiberia

Mr. Cole’s focus is onpublic administrationand public policy with an emphasison election administration, leader-

ship, domestic and foreign development policies andpeaceful, democratic political transitions. He is alsointerested in the role of women to feel empoweredto participate in the electoral process as voters, can-didates and elected officials. Most recently Mr. Colewas Director of Civic and Voter Education for theNational Elections Commission in Liberia where heoversaw the commission’s civic and voter educationprograms across the country.

Nicolas HernandezColumbia

Mr. Hernandez is focusinghis studies on civil society,public policy and trans-parency, especially in regards to

anti-corruption. He also is emphasizing leadershipand non-profit management, ethics and governance.He has been an executive director, senior advisor andco-founder of Corporación Ocasa, a non-profit thatfocuses on transparent democracy and youth devel-opment in Colombia. At Ocasa, Mr. Hernandez hasworked on cross-sector collaboration, especially inthe area of corporate social responsibility, advocacyand fund development.

Mutriba LatypovaTajikistan

Ms. Latypova is con-centrating her studieson state-building in the 21st cen-tury. Her focus will include U.S.

foreign policy, economics, policy analysis and ad-ministration. She is also very interested in civic par-ticipation and good governance principles. Ms.Latypova has an extensive experience in leading andmanaging civil society work. Most recently held theposition of Performance Manager for Mendez Eng-land & Associates, Inc. in its Tajikistan Safe Drink-ing Water Project funded by USAID where she wasresponsible for overall planning, coordination, mon-itoring and evaluation process.

Saidal LuniPakistan

Mr. Luni is continuing thefocus of his previous studyin the area of decentralization ofgovernments- the transfer of admin-

istrative and fiscal authority, and its relationship withsustainable development, especially in developingcountries. His work emphasizes both academic andpractical experiences and knowledge in order to morefully integrate theory and practice. He will also ana-

lyze the working of government with that of Interna-tional organizations in order to perform a compara-tive analysis of both sectors. In addition to serving asDistrict Coordination Officer of two Districts, Lo-ralai and Pishin, Mr. Luni was Deputy Commis-sioner of District Zhob where he was responsible forestablishing effective and efficient coordination andworking relationships between departments in pro-viding public services to its citizens.

Shahla MahmudovaAzerbaijan

Ms. Mahmudova is fo-cusing her studies onpolicy analysis, public administra-tion in developing countries, public

sector reform and financial management in state andlocal governance. She has a keen interest in best prac-tices of election administration. Most recently, Ms.Mahmudova was a Project Coordinator for IFES, theInternational Foundation for Electoral Systems inAzerbaijan where she developed and implementedprofessional development training activities forelected officials and acted as a liaison between her or-ganization and other civil society, international com-munity, political and government groups.

Baloko MakalaRwanda

Ms. Makala is concentrat-ing on information andcommunication technology policydevelopment and implementation

with a specific emphasis on how new policies can notonly be implemented but regulation can also bemonitored. Her interest also focuses on ICT policymanagement within both the public and private sec-tors. Most recently, Ms. Makala was Director of In-formation and Communication Technology in theMinistry of Infrastructure in Rwanda where she coor-dinated the design and implementation of the na-tional ICT policy. She is currently an internationalconsultant in the field of ICT for development andcommunication.
