    PROSPECTUS

    for those interested in supporting theestablishment of MCEE in Sarajevo, and/or

    taking part in its future and programs and

    activities planned for 2011 -2015.

    Introduction

    Climate change is a global reality, mostly caused by human

    activities and predominantly by energy consumption..

    Therefore energy sectors worldwide are facing serious

    sustainable development challenges. Those challenges are

    affecting our way of life and especially the way we use energy.

    Energy efficiency (EE) is the most cost effective measure

    to mitigate climate change (CC) and its implementation

    is the logical first step. Importantly, EEs energy savings

    saves money. Energy security is increased because the

    overall needs for primary energy are reduced. Finally, EE will

    transform the energy market by creating employment and

    business development opportunities.

    Bosnia and Herzegovina (BiH) is among the least energy

    efficient states in South East Europe. Its energy bill was 2.1

    billion euro in 2008, which represents almost 20% of the

    countrys GDP. With the EU target of 20% EE improvements

    by 2020, the potential annual savings amount is at least 420

    million euro per year.

    To tap this potential, initiate process of EE markettransformation in Bosnia and Herzegovina, and enable

    sustainable energy development, it is necessary to inform

    all levels of society, including citizens, businesses, and

    political leaders.

    The proposal to establish the Multimedia Center for Energy

    Efficiency (MCEE) in Sarajevo is based on a clear need to

    inform and educate citizens on effective and attractive

    energy efficiency solutions that provide significant

    money savings and offer new business and employment

    opportunities.

    The MCEE will be the place that brings together the

    supply and demand sides of the EE market, systematically

    informing citizens on solutions for EE improvements and

    application of renewable energy sources (RES). The Center

    will have wide impact by: raising awareness of responsible

    and rational ways of consuming energy, improving

    citizens understanding of RES potential, and clarifying

    the key benefits of implementing EE measures to save

    money, reduce emissions and improve the quality of life in

    environmentally friendly and sustainable ways.

    It will be the point where interested citizens will be informed

    on EE and then, as educated consumers, will make informed

    decisions when buying the EE products and services. For

    that reason the best available EE technologies (BAT) will

    be presented at MCEE, as well as information for citizens

    about possibilities for financing the implementation of EE

    measures in their households.

    In addition to its informative and educational role, the MCEE

    will be a place for exchange of knowledge and establishment

    of cooperation in commercial and societal spheres.

    For all of the above reasons, you are invited to support this

    initiative and contribute to the establishment of MCEE to be

    a Bridge to a Brighter Futurefor citizens of BiH.

    Location

    The MCEE will be located at the Faculty of Mechanical

    Engineering in Sarajevo on Wilsons promenade. This

    attractive location will enable citizens to spontaneously

    visit the MCEE when walking on the promenade and see the

    information about the actual events in the Centre presented

    on screens and posters on the Center outside walls.

    Goals

    The Multimedia Center for Energy Efficiency (MCEE) will

    be an EE and RES market transformer. It will be a one-stop-

    energy-advice-center that will:

    introduce energy efficiency (EE) and renewable energy

    sources (RES) into citizens everyday vocabulary;

    change the attitude towards energy consumption and

    behavior of citizens; create awareness on climate change issues;

    provide information on what citizens can do to

    mitigate climate change; and

    stimulate demand for EE and RES products and

    services.

    Over an area of 1100 m2, eight thematic areas and a

    multimedia presentation room will be arranged to promote

    the latest technologies and present dynamic multimedia

    educational programs that will appeal to all citizens. Adults,

    students and children can drop in or visits by school groups

    can be arranged. The Center will be a must see place forexchanging EE and RES information.

    Approach and Concept

    Through its ONE-STOP-ADVICE approach, the Multimedia

    Center for Energy Efficiency will enable citizens to access

    all necessary information related to the latest EE and RES

    technologies and possibilities for implementation of energy

    efficiency measures in their homes or offices. The 8 thematic

    areas presented will be as follows:

    1. Climate change and the environment2. Education and services

    3. Intelligent houses

    4. Energy efficient construction

    5. Energy efficient interior and exterior lighting

    6. Energy efficient HVAC equipment

    7. Renewable energy sources

    8. Finances

    9. Multimedia room

    Visitors will be taken on a discovery tour through thesethematic areas, individually or in organized groups with

    trained Energy Advisers as guides. They will also be able

    to watch films and informational presentations and

    demonstrations in a multimedia room or visit public

    roundtables, workshops, lectures and presentations.

    Children will be able to play in interactive exhibits to learn

    about EE and RES.

    The standing exhibits will be supported and complemented

    by a dynamic annual program of activities and events (see

    a draft at the back cover) emphasizing seasonal specifics for

    EE & RES.

    Discovery Tour

    THEMATIC AREA -I

    CLIMATE CHANGE AND THE ENVIRONMENT will be the

    first thematic area in order to inform citizens about the

    global problem that needs immediate action from every

    one of us. Facts about destructive effects of climate change

    and the resulting global warming will be presented and

    documented to elicit strong concern from visitors. The areawill emphasize the detrimental impact of massive emissions

    of CO2and where CO

    2emissions come from.

    THEMATIC AREA - II

    The overall theme that will connect all thematic

    areas will be related to AWARENESS, KNOWLEDGE,

    TRAINING, EDUCATION AND SUPPORT SERVICES FOR

    IMPLEMENTATION OF EE & RES, where EE & RES service

    providers, educational institutions and training providers

    will present their programs and tools..

    THEMATIC AREA - III

    Besides usage of renewable energy sources, it is important

    to explain to citizens how intelligent systems of energymanagement in their homes would help them to not only

    reduce energy losses but also create more comfortable

    living conditions in their homes. Therefore, the sixth area

    will demonstrate the SMARTHOME CONCEPT, introducing

    smart meters and appliances, energy labels for home

    appliances and the concept of the intelligent home.

    THEMATIC AREA IV

    Since the greatest losses of energy needed for heating

    and cooling in buildings go through the windows, wallsand ceilings, the second thematic area will cover ENERGY

    EFFICIENT CONSTRUCTION. This area will introduce the

    concepts of low-energy buildings and passive buildings,

    including the latest concept of `active` buildings. Products

    for construction and thermal insulation, doors and windows,

    shades and blinds will be presented.

    THEMATIC AREA V

    The third thematic area will present

    ENERGY EFFICIENT INTERIOR AND

    EXTERIOR LIGHTING, comparing the

    usage of standard technology light

    bulbs, the advanced LED (light emitting

    diodes) and the latest lighting control

    systems. The exhibited products will

    present solutions for home, office andstreet lighting.

    To further illustrate the importance of

    other ways energy is being used in our

    buildings, within the fourth thematic

    area, solutions and equipment for

    HEATING, VENTILATION AND AIR

    CONDITIONING (HVAC) will be

    presented.

    THEMATIC AREA VII

    The fifth thematic area will cover the role of RENEWABLE

    ENERGY SOURCES for the supply of thermal and electric

    energy needs of buildings. It is important to introduce

    solutions that would enable and promote individual usage

    of alternative and renewable energy sources and decrease

    the need for energy distributed to the consumers through

    the standard supply networks.

    FINANCING options for EE will be covered by the

    seventh thematic area, where information about financing

    implementation of EE measures by loans and other means

    will be made available.

    MULTIMEDIA PRESENTATIONS

    There will be complementary presentations in the

    CONFERENCE / MULTIMEDIA ROOM according to an

    annual calendar of events (please see the back cover for an

    illustration).

    Activities

    Additionally, the MCEE will organize various educational

    activities for citizens, students and children throughoutthe year. Some of the activities will be continuous, and the

    others will be of seasonable character, such as thematic EE

    and RES presentations, lectures and workshops for citizens

    and EE&RES laboratories, classes and playground for

    students and children.

    Some of the activities will be organized in cooperation with

    the media, such as TV Roundtables, which will cover many

    different and actual EE themes through an open public

    discussion of experts in various areas of energy efficiency

    and renewable energy sources, but more targeted to some

    specific areas of interest related to the benefits of the

    consumers.

    Exhibition Area

    The MCEE will take the visitors on a discovery and

    educational tour through a series of thematic areas where

    the latest EE and RES technologies and products will be

    exhibited. Wherever it will be possible, the technologies

    and products will be live, meaning that their function will

    be demonstrated practically so that the visitors can easily

    understand how the solutions work for them when installed

    in buildings, houses and homes.
