Item No.4 :

With the permission of the Chairman, the following items were also discussed and decisions taken thereon as under :

(1) Amendment to the Regulations on Graduate Medical Education (Amendment) 2010 (Part-II); Regulations on Graduate Medical Education (Amendment) 2012 (Part-I); Post Graduate Medical Education (Amendment) Regulations, 2010 (Part-II) & Post Graduate Medical Education.

The draft amendments placed before the BOG were considered and it was decided to obtain the following additional information from Ministry of Health & Family Welfare for enabling the BOG to take a decision on this issue :

(a) What is the Scheme as available with Government of India in operation for Ministry of External affairs’ students (either at Ministry of Health & Family Welfare or at Ministry of External Affairs level) ?




(b) The present system of implementation of this Scheme.

(2) Enhancement of Intake Capacity in Medical College from 50/100 to 100/150 seats at Undergraduate level. The matter was considered by the BOGs and after detailed deliberation and discussion

at length, it was decided to approve the draft amendment Notification for a Regulation instead of Rules for one time enhancement of seats from 50/100 to 100/150. Dr. B.K. Rao raised his concern and apprehension over the objective as stated therein in the draft amendment Notification, i.e. “without compromising on the prescribed minimum standards of medical education” and he advised to take legal opinion over the issue. Dr. Manoj K. Singh suggested that the issue be fitted in the Rules. The Chairman considered the proposal and views expressed by Dr. B.K. Rao & Dr. Manoj K. Singh and decided to approve the draft Notification. It was also decided that the time for implementation of the decision to be “5 days from the date of approval of the Notification (Minutes) put on website”.

(3) Rajasthan University of Health Sciences’ proposal regarding equivalence matter under section 3(1)(b) of Medical Council of India Act, 1956.

The proposal contained in the Rajasthan University of Health Sciences dated 12th June, 2013 was brought to the notice of the Board of Governors. The BOG has considered the matter and after some discussion, decided to recommend to amend section 3(1)(b) of the IMC Act, 1956, as under, in order to remove the present impediment pointed out by the Rajasthan University of Health Sciences :

“One member from each University, to be elected from amongst from the members of the medical faculty of the University by members of the Senate of the University or in case the University has no Senate, by members of the Court/Board of Management/Governing Councils, since in many of the health universities there is no Senate or Court existing as per their Act .”
