A&WMA holds elections each spring to select theAssociation’s first vice president and members ofthe Board of Directors. The immediate past presi-
dent, president, and first vice president serve one-yearterms, which begin at the Winter Board Meeting in Janu-ary. These posts are rotated so that the newly elected vicepresident serves one term, then assumes the presidency thefollowing year, as the president becomes the immediate pastpresident. Board members serve three-year terms, which alsocommence in January.
Representation on A&WMA’s board must be equallybalanced among membership categories: government,industry, and “other,” which includes sectors such asacademia and consulting. This year, A&WMA welcomesFirst Vice President Art Spratlin, as well as the followingmembers elected to the Board of Directors: Peter Hess (gov-ernment), Kay Bedenis (industry), and Joan Sasine andTony van der Vooren (“other”). All terms of office beganat the Winter Board Meeting in January 2002.
Don’t forget to vote in 2002!...For the very first time,A&WMA members will be able to vote electronically inthis year’s Board elections. All eligible voting members (i.e.,those members on record as of February 28, 2002) will beassigned a six-character PIN number and will receive de-tailed instructions on how to access the online voting areaof the A&WMA Web site. Committee (TC 207). He has worked with 3M’s ET&S departmentsince 1976 and has been involved with the environmentalauditing group since 1986. He has led or participated in morethan 500 environmental compliance and management sys-tems audits of 3M facilities and commercial recycling, treat-ment, and disposal facilities.

Experience:Spratlin has more than three decadesof environmental experience. Hiscareer began with the Arkansas Pol-lution Control Commission in 1968as an environmental engineer super-visor. He moved to the U.S. Environ-mental Protection Agency (EPA) in1970 where he has served in severalmanagerial positions until his ap-
pointment as director of the Air, RCRA, and Toxics Divi-sion in 1985. This experience has helped Spratlin to developextensive knowledge of how EPA can maximize its capa-bility working with other government agencies, the regu-lated community, and the general public to achieve publichealth and environmental protection.

Experience:Hess joined the Bay Area Air QualityManagement District in 1974. Since1979, he has served as the agency’sdeputy air pollution control officer(DAPCO), managing the activities ofthe Enforcement, Permit, Planning,Technical, and Public Information andOutreach Divisions. The Bay Area AirQuality Management District, one of thelargest in the nation, employs 328 staff and operates on a$39-million budget. As DAPCO, Hess has developed extensiveexperience managing budgets (overseeing the preparation ofover 20 annual operating budgets), working with boards andcommittees, overseeing staff, and working collaboratively withindustry to develop innovative technical solutions to air qual-ity problems. He has written and provided guidance on thedesign of numerous regulations, including vapor control atservice stations, marine vessel loading and lightering, andstreamlining of permit processes. During his tenure as DAPCO,air pollution excesses of federal standards have decreased by90% in the San Francisco Bay Area.

Work-shops are typically held over one and one-half or two daysand are led by a small group of instructors, providing aninteractive instructional atmosphere. supervisor for toxic air pollutant and complex permits in 1989.She joined Dames & Moore as a project engineer in 1991,focusing on compliance, permitting, and feasibility studies forindustrial clients. She served as corporate air quality engineerfor the multiple sites owned by EQ—The EnvironmentalQuality Company, a solid and hazardous waste treatment,storage, and disposal company, from 1993 to 1994. Bedenisreturned to Wayne County as director of enforcement in 1994,and assumed the position of director of engineering and per-mitting in 1996. She joined DaimlerChrysler Corporation in2000 as an environmental specialist working in the AdvancedManufacturing Engineering group. Her current responsibilitiesinclude regulatory permitting and compliance for painting op-erations for the U.S. automotive assembly plants.

Experience:Sasine’s environmental engineeringbackground complements her experi-ence in legal counseling, problemsolving, and advocacy. She began hercareer as an engineer in private prac-tice from 1970 to 1974. She beganas an attorney at the U.S. Environ-mental Protection Agency in 1974,working on Clean Air Act state imple-mentation plans for the eight south-eastern states. Sasine served as chief of the Air and ToxicsLaw Branch 1983-1986; as chief of the Water and GeneralLaw Branch 1986-1987; and as chief of the Hazardous WasteLaw Branch 1987-1991. Moving to private practice withPowell, Goldstein, Frazer & Murphy in 1991, her broad baseof experience has equipped her to handle complex regula-tory issues concerning all the major environmental statutes.

Experience:Van der Vooren is the senior managerat AMEC E&C Services and is respon-sible for all aspects of air quality andenvironmental risk assessment. AMECis a provider of engineering solutionsand services to the infrastructure, manu-facturing, and process industries. Van derVooren has been involved in environ-mental issues for more than 20 years.His expertise includes industrial air pol-
lution control (all industrial sectors), compliance testing, regu-latory review, environmental assessment (industrial facilities,landfills, incinerators, contaminated sites), and impact mod-eling (air quality, regulatory, stochastic risk assessment, multi-media pathways). In this capacity, he has developed extensiveexpertise in environmental legislation.

Ron Leiken, QEP, has moved from Harding ESE’s San Fran-cisco Bay Area office to the company’s Carson City, NV, office,where he will continue to work on national environmentalprojects. Leiken has more than 16 years of experience in airquality and multimedia environmental audits and compli-ance management and has worked with Harding for the past12 years. He has been an A&WMA member since 1988.

Regrettably, two names were omitted from the list of A&WMA Past Presi-dents on page RB-34 of the 2002 Resource Book and Membership Directory.The list should have included Morton Sterling (1963–64) and Joseph Padgett(1984–85). A&WMA regrets the error and apologizes for any inconvenience.
Mr. Sterling retired as director of environmental affairs for the DetroitEdison Company in 1997, then worked as a consultant for two years. He isstill actively involved in his local A&WMA chapter, currently serving on itsBoard of Directors. He is also co-facilitator of a local science and technologyorganization of retired professionals in Michigan. Mr. Padgett retired fromEPA’s Air Programs Office in 1995. Since retirement, he has served as vicepresident and president of the Raleigh, NC, chapter of the National Asso-ciation for Retired Federal Employees (NARFE), and currently serves as itslegislative chairman.
