November’s election has been called the most important of a generation, and we are grateful to the candidates for of-fice who chose to participate in our gen-eral election voter’s guide.

For many years, The Daily Sentinel has prepared a voter’s guide to allow voters an opportunity to learn more about the candidates and issues appearing on the general election ballot.

Earlier this month, candidates for local office were asked to complete a question-naire relating to their candidacy. Their responses are included here along with a complete list of candidates for local of-fice.

Responses are edited only when re-quired for editorial style and length. (Limits were set for each response.) Some chose to answer only portions of the questionnaire, in many cases because the question did not relate directly to the race at hand.

Candidates were also invited to pur-chase advertising space to share their campaign message to you, the voters.

We hope that this will assist you in mak-ing an educated choice on Election Day. We encourage you to exercise you right to vote in this important election year.

POMEROY — Thirteen tax levies and three issues pertaining to locations for li-quor sales will be decided by voters in the Nov. 6 general election.

All of the levies require a majority affirma-tive vote for passage.

Of the levies all are renewals with the ex-ception of three — a replacement levy for Racine Village for current expenses, an ad-ditional county-wide tax levy for the Meigs County Council on Aging to maintain ser-vices and facilities for the county’s elderly citizens, and an additional tax levy for the benefit of Columbia Township for the pur-pose of road maintenance.

The two county-wide levies to be decided in the election are as follows:

Carleton School- Meigs Industries Workshop (renewal)

A renewal of a tax for the benefit of Meigs County for the purpose of maintenance, cap-ital construction and operation of Carleton School and Meigs Industries Workshop for persons with mental retardation and devel-opmental disabilities at a rate not to exceed 2 mills for each one dollar of valuation, which amounts to 20 cents for each one hundred dollars of valuation, for five years, commenc-ing in 2012, first due in calendar year 2013.

Meigs County Council on Aging (new)An additional tax for the benefit of Meigs

County for the purpose of Providing and Maintaining Senior Citizens Services or Facilities for the elderly citizens of Meigs County (specifically through the Meigs County Council on Aging, Inc., Multipur-pose Senior Citizens Center) at a rate not exceeding .5 mill for each one dollar of valu-ation, which amounts to five cents ($0.05) for each one hundred dollars of valuation, for five (5) years, commencing in 2013, first due in calendar year 2014.

Columbia Township road maintenance (new)

An additional tax for the benefit of Co-lumbia Township for the purpose of Road Maintenance at a rate not exceeding 1.5 mills for each one dollar of valuation, which amounts to fifteen ($0.15) for each one hun-dred dollars of valuation, for five (5) years, commencing in 2012, first due in calendar year 2013.

Racine Village current expenses (re-placement)

A replacement of a tax for the benefit of Racine Village for the purpose of Current Expenses at a rate not exceeding 1.7 mills for each one dollar of valuation, which amounts to seventeen cents ($0.17) for each one hundred dollars of valuation, for five (5)

years, commencing in 2012, first due in cal-endar year 2013.

MIDDLEPORT VILLAGE — A renewal of a tax for the benefit of Middleport Vil-lage for the purpose of Fire Protection at a rate not exceeding 1 mill for each one dol-lar of valuation, which amounts to ten cents ($0.10) for each one hundred dollars of valuation, for five (5) years, commencing in 2013, first due in calendar year 2014.

Meigs County Candidates Nov. 6, 2012 — General Election

Family Background: I am the daughter of Ray and Joyce Redman; married to Wally Hatfield; and have two daughters, Jamie, a senior at The Ohio State University and Allison, an eighth grader at Meigs Middle School.

Educational Background: I graduated from Wahama High School in 1990 and am a 1995 graduate of The University of Rio Grande. I believe in furthering education and have since graduating taken classes to further my education.

Organizations: I am actively involved in every sport or activity my children have been involved in throughout their life. I am a 4-H Advisor for the Meigs Misfits 4-H Club, a member of The Mason United Methodist Church, was a member of the Meigs County RSVP Board for several years, and was a

member of Jobs Daughters Bethel #62, as a youth.

Current Occupation and Experi-ence: I am currently the Center Manager for the Heart of the Valley Head Start program in Meigs County. I have worked

for the Head Start program for the past 17 years, with 10 of those years for the Athens-Meigs Educational Service Center. I started my work experience while in high school working at Bob’s Market and Greenhouses.

In 100 words or less and as specifically as possible, please explain why you are seeking public office: With the encourage-ment of family and friends, I have decided to get into politics. My uncle is former State Senator Jan Michael Long, and while he was seeking office my family and I hit the campaign trail to help him get elected. It was a great experience and has made me want to get involved at a county level. I am a very outgoing person and love working with people. I think the Clerk of Courts position is a position that requires strong leadership skills and positive attitude toward all those you come in contact with.

In 100 words or less, please identify the number one priority in the office you seek and as specifically as possible, ex-plain how you would address that prior-ity: I feel the most important thing to do while in office is to ensure that all the prop-er procedures are being followed and that the required paper work is being completed in a timely manner. I believe a strong work-ing relationship is required among all those elected and that all elected officials work together for the better of Meigs County. I will work alongside my staff, if elected, to ensure great things are happening. I want to make sure that taxpayers in Meigs County receive the customer service they deserve.

Current occupation and work ex-perience: Work with title work for 26 years, bookkeeping, owned own business for nine years; current notary; computer skills.

In 100 words or less and as specifi-cally as possible, please explain why you are seeking public office: I would love to be working and serving Meigs County to the best of my ability. I’m cur-rently employed by the school district as a bus driver and have also been an aide in the school. I’m ready to get back in title and book work and be close to my home here in Pomeroy. Now, I drive 200 miles a day with my current job.

In 100 words or less, please identify the number one priority in the office you seek and as specifically as pos-sible, explain how you would address that priority: I would like to see the Title Department and BMV be combined in one place, to make it an easier experience to get tags and titles done. I would also do my best to represent Meigs County. I will only say I will try and NOT make prom-ises I can’t keep.

Family Background: Daughter of the late Pearl and Mary Ann VanCooney, both life-long residents of Meigs County. Pearl was a veteran of the United States Army and a retired postal worker. Mary Ann was a home-maker and breast cancer survivor. Widow of the later Herman Lynch, who was an award winning insurance salesman. Mother of Hei-di and Steve, and grandmother of six grand-children.

Educational background: Graduate of Middleport High School; successful comple-tion of Manatron, Writs, and Courtview training; certifications in Records Retention Training, Court of Appeals Training, and Passport Application Acceptance Program for the past three years.

Organizations: President of the Middle-port Alumni Association; member of the Racine Chapter 134 Order of Eastern Star; Executive Committee; Republican Party; La-dies of the Republican Party; and the Ohio Clerk of Courts Association.

Current occupation and work experi-ence: Meigs County Clerk of Courts for four years; deputy Clerk of Courts for 28 years; 32 total years of service to the citizens of Meigs County.

citizens of Meigs County as both Deputy Clerk of Courts and current Clerk of Courts. Navigating government offices can often be frustrating and time consuming. I would like to maintain my cur-rent position as Clerk of Courts so that I may as-sist the citizens of Meigs County by maintaining and improving an already efficient and friendly of-fice. I will strive to con-

tinue the modernization of our services in order to simplify the lives of those we serve.

In 100 words or less, please identify the num-ber one priority in the office you seek and as specifically as possible, explain how you would address that priority: The number one priority in the Clerk of Courts office is actually two-fold. It is our job to not only accurately maintain records, but to organize those records in

a manner that makes them easily accessible to our customers. During my first term , I was able to update our computer records sys-tem, providing more ac-curate and uniform record keeping, and allowing our customers to access infor-mation online. If elected to a second term, I would like to expand and improve our online services, providing a more user friendly and efficient customer experi-ence.

Family Background: I am the daughter of Joyce (Brace) Sisson, of Syracuse, and the late Ernie Sisson. My husband, Travis (son of Peach and Charlie Mugrage of Ra-cine), and I have been married for 15 years and are lifelong residents of Meigs County. We have two daughters, Avary (age 10) and Bella (age 7).

Educational background: I graduated from Southern High School in 1996.

Organizations: I serve as Secretary of Chester Youth League, Project Director of Angela Eason Memorial Park in Chester, Ohio, and I am a member of the Syracuse Community Center.

Current occupation and work experi-ence: I have been employed with the Meigs County Court of Common Pleas for the past 14 years, where I currently serve as Court Reporter. As an employee of the Court, I

work not only with the files that are pro-cessed through the Clerk of Courts office, but I also deal directly with the public. I review legal proceedings and official court files on a daily basis. I provide a daily record of hearings held within the courtroom and, upon request, provide transcription ser-vices for those hearings. I prepare entries, schedule hearings and help maintain an ef-ficient docket for the Court.

In 100 words or less and as specifically as possible, please explain why you are seeking public office: I should be Clerk of Courts as I have a passion for service to the public. I can, do, and will continue to provide positive, courteous, prompt and ef-ficient service. Satisfactory public service is a top priority. For example, I plan to estab-lish a “one-stop shop” for vehicle transfer-ring, tagging and titling services. Through my court experience, I know the Court’s re-quirements for and the public’s expectations in the Clerk of Courts. I feel I possess these qualities and will meet and exceed the ex-pectations. I strongly believe that I am the right person for the right reason.

In 100 words or less, please identify the number one priority in the office you seek and as specifically as possible, ex-plain how you would address that prior-ity: The number one priority of the Clerk of Courts office is efficiency. The Clerk of Courts should be the most efficient office in the courthouse. On a daily basis, documents and titles are filed with the Clerk. Those documents must be processed properly and timely. I would oversee my deputies to en-sure that they are efficiently maintaining their duties, receiving the most up-to-date training, following the latest requirements and responsibilities, as well as utilizing the latest technologies to effectively serve the public. Positive, courteous and efficient ser-vice is my commitment to the public.

To address one, the budget, can have a huge impact on the other priorities as well. If we are maximizing the use of our current budget then the possibility of tax abatements seem more feasible to offer to companies who wish to develop here. Mak-ing certain that the general fund is being spent on things that benefit the growth of the county as a hole and making sure that the budgets are being spent in a reasonable manner.

on developing Meigs County’s economy by getting competitive with other counties through aggressive, but equitably structured tax abatements and incentives to bring new economically-sustainable jobs to the county. For too long we have sit around waiting for the next big opportunity to fall into Meigs County’s lap. That hasn’t worked. I was the elected Prosecut-ing Attorney of Meigs County from January 2001 to January 2009. Prior to being elect-ed Prosecutor, I was a sole practitioner and contract public defender in Meigs County.

I have lived in Meigs County all my life; and my family extends back six generation before me. I was born, raised and educated in Meigs County, and when I married and began to raise a family it was right here. Meigs County is not just the place I live; it is my home. I want to do all I can to make Meigs County the kind of place I remember from my childhood. I want it to be as safe for today’s children as it was for me and even my children. The number one priority of the Prosecuting At-torney should be to assess these needs, determine if the issue falls within the prosecutor’s duties and then provide prompt and timely answers to those questions.

Current occupation and work expe-rience: Currently serving eighth year as Meigs County Sheriff. Was first certified

elementary principal in Southern Local School District working in the district for 41.5 years. During the time working as a teacher, I also worked evenings and week-ends as a deputy sheriff for 31.5 years. Served 18 years on the Racine Village Coun-cil and 14 years on the Meigs County Board of Health.

I want to give back and help make the county a better place in which to live. When he first ran for Sheriff in 2004, the jail was closed, there were laid-off deputies and little public support.

I pledged, if elected, to do what I could to get the jail reopened and regain public support.

In 2005, there was no jail, laid off depu-ties, and $180,000 spent to house prison-ers outside the county. Today, 13 full-time deputies and a jail which reopened in 2006.

Money saved from housing of prisoners was able to pay deputies.

In 100 words or less, please identify the number one priority in the office you seek and as specifically as pos-sible, explain how you would address that priority: Because of the financial condition of the county, I have to deal in REALITY — there is no money. The office must be REACTIVE rather than PROACTIVE.

Number one priority will be to continue to serve the citizens of Meigs County with honest, fair, impartial law enforcement, stressing to deputies “to be of service to the public.” Since the Sheriff is an administra-tor, I will continue to use education, expe-rience, honesty, and personal integrity to work for Meigs County Law Enforcement to better serve the citizens of the county by continuing the work on the drug problem and related theft crimes.

Family Background: My wife, Bar-bara, and I are parents of Crockett and Morgan. My parents are Fred W. Crow, Jr. and Eleanor Karr Crow. My grandfather, Fred W. Crow was prosecuting attorney two terms and Judge of the Court of Com-mon Pleas.

the Meigs Count Council on Aging, and have been a director of Farmers Bank and Savings Company since 1990. I am the legal advisor for the Syracuse Com-munity Center Board of Directors and the Village Solicitor for Syracuse. I am a member of the Meigs County Cancer Society and the NRA.

In 100 words or less and as specifically as possible, please explain why you are seeking public office: I was raised in the Ohio Valley by parents who taught me early about the importance of giving back to my community. For that reason, I have spent my adult life working to improve the lives of the people in the Southeast Ohio.

We need a leader on economic development who will help harness the opportunity of natural energy resources. I drafted the Ohio Workers First Amendment, passed unanimously, which will encourage the use of Ohio’s workers and small businesses in the oil and gas industry rather than those resources going out-of-state. I am eager to continue that work.

In 100 words or less, please identify the number one priority in the office you seek and as specifically as possible, explain how you would address that priority: My number one priority is and has always been economic develop-ment. To create jobs in our region, I will continue to support the responsible development of natural resources like coal and shale gas. As I did in my Ohio Workers First Amendment, I will do every-thing in my power to make sure the economic ben-efit from energy development stays with Ohioans.

For our region’s economy to be competitive, we must also make sure that every child has a qual-ity education. I fought against Governor Kasich’s drastic cuts and will work to make sure that fund-ing for our schools is restored.

Family Background: I grew up in Belmont County, and my wife and I are raising our two young children not far from my hometown. I believe in Eastern Ohio, and I’m ready to fight every day in Columbus for our comeback.

started my campaign for Ohio Senate, I’ve been very busy knocking on doors and talking to my fellow Eastern Ohio-ans. In all my conversations, one key is-sue comes through loud and clear: Jobs!

If we’re ever going to turn this econo-my around, we need to change business as usual in Columbus. That means elimi-nating job-killing regulations, cutting taxes and bringing good paying jobs to our area — and electing new people with the real world experience to get the job done.

Family Back-ground: Phillips lives in Athens with her hus-band, Jim, and their two chil-dren, Jeremiah and Pauline.

Educational Background: A graduate of Ohio University.

Current Oc-cupation and E x p e r i e n c e : Serving her sec-

ond term representing the 92nd Ohio House District, which includes Athens, Meigs, and Morgan counties, and parts of Washington County. The 92nd Ohio House District (will be 94th District af-ter redistricting) is also home to Ohio University and Hocking College. Phillips is a member of the Ohio House Demo-cratic Caucus Leadership team, serving as Assistant Minority Whip.

Prior to her election to the House, Phil-lips represented the 4th Ward on Athens

City Council. She served on the Council’s Planning and Development Committee, which oversees proposed developments, subdivisions, and implementation of the Comprehensive Plan in Athens.

A graduate of Ohio University, Rep. Phillips has built a career fighting for edu-cational opportunities for Ohio’s children. She was the founding Executive Director of the Ohio Fair Schools Campaign, to promote quality public education.

Rep. Phillips is a trained mediator who has provided training in peer mediation and conflict resolution in schools. She previously served as a member of the Board of the League of Women Voters of Athens County.

I learned budgeting strategies and how to man-age everything in the Accounting Department and payroll. I then worked for Kenda USA in ac-counting, later; I was the North American Sales Manager for the bicycle division and advanced to Purchasing Manager for Kenda and for of its division.

In 100 words or less and as specifically as possible, please explain why you are seek-ing public office: I believe my vast experience in business along with my education in Eco-nomics gives me the kind of background needed to work as our State Representative.

My wife was my inspiration to become more involved in politics and run for office. I have a strong passion for my beliefs and after the 2008 elections I knew I had to do a lot more. I have al-ways been active in politics but now is the time to step up and make a difference. I know my educational and business experience will give me the tools to be the representative that our district needs and deserves.

We need to make our State more business friendly with less Government intrusion, taxes and costs. We need to use our great educational institutions to make sure we have an educated and well trained work force. We have several area we will see growth, but the best opportunity will come from oil and gas drilling in Southeast Ohio. We will see thousands of jobs created in the drilling and delivery of the oil and gas.
