It is my pleasure to welcome you in this great event where we gathered to
celebrate this first of its kind ceremony held at KPC to proudly honor the
distinguished winners of the CEO’s annual HSE Award for the best health,
safety and environment programs submitted by oil companies, government
agencies and civil society institutions supporting these projects.
Distinguished Guests
It is a long journey where all oil sector employees significantly contributed
to by their great efforts for the development of oil sector whose production
and export in 1942 was 30 thousand barrels, reaching to a production of 3
million barrels and refining of 930 thousand barrels daily, with the significant
expansion in oil and petrochemicals industries and midstream operations.
During this long journey, the KPC and its Subsidiaries strived to become a
regionally leading company in health, safety and environment performance.
To this end, the KPC adopts a strategic plan of specific and clear objectives,
and monitors its execution through regular reviewing of health, safety and
environment performance.
In the area of sustainable development and environmental protection, several
programs have been executed for reducing environmentally harmful emissions.
The KPC managed to successfully deliver this objective by reducing emissions
to the lowest rate of 1.75%. Also, many programs have been executed, such as
production of unleaded gasoline, establishment of land and marine reserves, and
execution of capital projects for environment protection with a cost exceeding
one billion Kuwaiti dinars over the past ten years only.
In the field of health care, Ahmadi Hospital has been developed and health
insurance services introduced. Also, a hospital is being presently built according
to the latest international standards. Not only the KPC’s attention was paid to

the therapeutic aspects, but the occupational health and health awareness programs have been significantly
developed in various companies to prevent diseases and improve health of employee and their families.
As a result, Health, Safety and Environment Departments at different companies obtained many international
certificates such as ISO and others certifications in different health, safety and environment fields.

The Kuwait Petroleum Corporation recognizes that human energy is a key pillar for development, progress,
and productivity. The KPC is certain of the utmost importance of the health, safety and environment programs
in order to maintain the human capital and enhance their health. Therefore, these programs are included
within the KPC’s list of strategic objectives 2030, and are directly supported by the senior leaders at KPC
and its subsidiaries. Thus, this massive competition aims at consolidating the health, safety and environment
culture at the highest levels of leadership in all oil companies, with stimulating the subsidiaries, our partners
of contractors, government agencies, and NGOs to support and develop specialized programs in this area and
increase cooperation between them in the application of these programs for saving time and efforts, as well as
utilize the expertise and distinctive programs of competing companies.
In spite of its first launch, this competition has been born youthful and giant, witnessing great competition
among more than 60 distinctive projects submitted by all oil companies in different areas of health, safety and
environment.

expand in quantity and quality to become one of the most important oil sector events not only in Kuwait but
also in the entire gulf region. We promise you to provide all necessary support to achieve further success and

efforts and thanks to the honest competition and your positive involvement.

also give all thanks and appreciation to the Award Organizing Committees and all those who contributed with

larger projects, and new participants for achieving excellence in safety, health and environment programs that

environment programs in the oil sector. We should confirm that the great
progress of these programs was an accompanying factor and part of the large
development recognized in the oil production and petroleum industries in a
shared success journey.

We are absolutely certain that this competition has been born youthful and
strong and has achieved many of its objectives and it will play a major role in
supporting and developing health, safety and environment programs for oil
sector employees. It will also stimulate the oil sector companies to develop
and intensify specialized programs in this field, with exerting greater effort
and innovation, and rationalization of these programs to be in line with
scientific methods, as well as improve the KPC’s image in the society as a
guard for safety and environment in Kuwait.

its subsidiaries received many national, local and international HSE awards e.g. ISO, Green Award,
ROSPA , Du-Pont.
It is my pleasure to summarize for you some of the most important projects in the oil sector, which have
had an active role in promoting the health, safety and environment in recent years:
KOC
A big achievement has been reached through reduction of normal operations gas flaring from17.2% •
gas flaring in 2005 to 1.7% in 2011.
Achieved “Zero” motor vehicle accident of major and moderate categories in the last three (3) •
fiscal years.
Great reduction of integrity-related leaks inside KOC facilities. The volume of crude oil spilled •
reduced from 6,348 barrels in 2004 to 218 in 2011.
Provision of Ahmadi Hospital Health services to all oil sector employees•
Medical Surveillance and Occupational Health Monitoring through hospital integration with •
Industrial Hygiene activities.
KOC ‘Health Risk Register’ has been created. •
In 2010, a new medical insurance scheme was offered to employees in the oil sector covering the •
employees and their families.

Establishment of KNPC Crisis Management Centre (CMC) at KNPC HO, in Ahmadi city.•
“Occupational Health Van” is being used to provide OH services at the field level.•
Odor Management Initiative :“Leak Detection And Repair-LDAR Program” •
PIC
Achieved more than 10 Million safe hours without Industrial Disabling Injuries (IDI) for employees •
or contractors.
As part of PIC’s overall Six Sigma program, PIC has completed 9 HSE-related Six Sigma •
Projects
In the year 2010, PIC reduced its Non-Hazardous waste generation by 20% compared to 2008 •
quantity.
KOTC
Transportation of (90) Million Tons of Crude Oil, Petroleum Products and Liquefied Petroleum Gas •

(LPG) to different ports worldwide, without any oil leak accident through implementation of the
most stringent International HSE regulations.
Construction of (15) Tankers/Carriers of different sizes compatible with the most stringent •
international HSE standards. KOTC has proudly received the First VLCC (Dar Salwa) in 2010,
which was selected as “The Tanker/Carrier of the Year”.
Cylinder’s regulators has been improved in order to comply with the International safety standards •
EN 12864
KGOC
Construction of three Additional Ambient Air Quality monitoring Stations completed at Khafji •
Joint Operations. Also Upgraded Air quality monitoring capability by installing Dust Particulate
Matter (PM-10) analyzers and Hydrogen Sulfide (H2S) analyzers.
Wafra Joint Operations (WJO) has removed 90% of liquid, sludge and pits, within Zero Discharge •
Project at Wafra Joint Operation (WJO).
Crash Barrier Installed Between Both Lanes Of Wafra Road 306 Leading To Wafra Joint •
Operations.
OSSC
Formation of Industrial Force: The Oil Sector Services Company has formed the Industrial Force, •
consisting of coastal protection force (CPF), Critical Infrastructure Security Force (CISF), and
Explosives Detection Teams (K-9), to enhance the security and safety of the oil sector.
A security system was established for Shuaiba Industrial Area and Sabhan central warehouse, •
including security electric fences, surveillance cameras, security patrols, and modern communications
system, in addition to a special building for command, control, coordination, communication and
information (C4I).
KPI
ZERO CO2 Emissions resulting from fuel stations by provision of alternative energy. The core •
activity of the project is the design and installation of photovoltaic system on the Q8 Easy retail
outlets.
SSHE MS KPM’s: Excellent performance for the past four year in both Leading and Lagging •
indicators, with reducing lost work cases resulting from work accidents and injuries.

KAFCO
No lost work cases have been reported during the last three years (around 1.5 million safe working •
man-hours).
Has engineered and constructed a new depot featuring the state of art technology of health, safety •
and environment.
Introduced Volatile Organic Compound (VOC) Detectorto promote employees health •

Several Health and environmental Campaigns were presented e.g. Breast Cancer, Healthy Fasting, •
and Work Stress.
Ran a blood donation campaigns to strengthen the company social responsibly.•
At the end, it is our pleasure to retreat my congratulations to all the winners and the Award Organizing
Committees for their outstanding efforts exerted for the success of this competition. We are assured
that this competition will give us a real breakthrough for the health, safety and environment programs
at your esteemed companies.

We have the great pleasure to extend our sincere thanks and appreciation to
all members of the Organizing Committees for their great efforts. Thanks
and appreciation should also be paid to all those who participated in this
massive competition from all oil companies, our partners of contractors,
and government agencies.
Huge efforts continued during 10 months included more than 50 meetings
held by the Main Committee and the Technical and Media Committee with
complete cooperation to set regulations for the competition and determine
the criteria and conditions for application. Focus has been made on those
programs which achieved significant results in reducing accidents and
injuries, and those programs of innovative nature with ease of execution.
Preference was given to the programs that can be executed in cooperation
with more than one of oil sector companies. Also, the program shall be
an applicable model to other oil companies and a valuable addition that
improves image of the company and the KPC towards the public opinion.
On this occasion, we are pleased to present you a summary of the most
important facts and figures of the competition where 63 distinct programs
competed in various areas of health, safety and environment:
Among these programs, the Affiliate Companies submitted 15 programs
in both safety and environment, and 12 programs in health field. In the
area of outstanding performance, 8 companies competed to get its award.
Although the intense competition, but only 4 companies that have won
this important award.

With respect to contractors, the best 3 contractors have been selected by the affiliate companies that
have work contracts with them. As for our partners from the government agencies that support us, the
Security Decision Follow-up Committee (SDFC) of the Ministry of Interior, Central Blood Bank of the
Ministry of Health, and Fire Service Directorate have been selected for their tremendous efforts in the
oil sector and the Kuwaiti society alike. The final outcome of the awards is that both the Kuwait Oil
Company and Kuwait National Petroleum Company received seven awards, Petrochemical Industries
Company received five awards, Kuwait Oil Tanker Company received two awards, and Kuwait Petroleum
International and Oil Sector Services Company received one award for each of them.
Ladies and Gentlmen
I know that the competition was rigorous and the selection of the winning projects and programs of the
CEO Award out of 63 projects was not an easy matter, especially in the presence of a similar competition
at some companies, such as the Kuwait Oil Company and Kuwait National Petroleum Company which
received most awards of the competition due to their advance preparedness.
In the end, we promise you to subject this recently born experience under extensive study to learn
lessons and experiences. In this regard, we hope to receive your views and suggestions that we will
take into consideration as one of the most important factors of development in the coming years, God
willing.
Before I conclude, I am pleased to extend my thanks to everyone who contributed to the success of this
competition especially Mr. Farouk Hussein Al-Zanki, the Chief Executive Officer, Mr. Bader Nasser
Al-Khashti, the Managing Director of Research and Development, Health, Safety and Environment.
Also, I appreciate the most valuable role played by all the Organizing Committees for the success of
this competition and I appreciate your being here and your valuable contribution which we consider as
a great incentive towards development.

Challenges & Achievements of Geriatric Care
KOC
Since the availability of worldwide beds in hospitals is a great challenge, Ahmadi Hospital Geriatric care team is able to some degree to reach this task by providing hospital medical care at our patients’ houses, providing the best available international quality standards and resources for our geriatric (elderly) patients, reducing the rate of mortality (death) among home care patients, reaching 52% for the year 2010-2011. Ahmadi Hospital managed to reduce the total cost of its budget to approximately one million KD.

Decreasing the Body Mass Index in PlC
PIC
The Management in PIC started a wide campaign under the theme “Get Fit” in PIC to tackle the non-
communicable health problems among PIC employees. The first issue was the increasing problem
of obesity as reflected by the gradual rise of BMI of PIC employees seen during the regular medical
examinations of the employees. It reached the average of 29.5 Kilogram/ Square Meter. The campaign
was directed to both the employees and contractors working in PIC and to their families as well. The
rigorous methodology of Six Sigma was applied in solving this problem where the Define, Measure,
Analyze, Improve and Control (DMAIC) were applied for the first time in Kuwait. It was very successful
in bringing the average BMI of PIC employees from 29.5 to 28.7. The benefits extended beyond PIC to
the community where the campaign extended into the sister companies and to the community.

Defeat Obesity
KNPC
KNPC incorporates Periodic Medical Check Up into its medical surveillance for employees to detect deviation from health and pathological changes early and implement intervention programs so that diseases could be prevented. One obvious problem from PME is that the prevalence rate of Obesity is 30%. Hence the medical division introduced ‘Defeat Obesity’, a successful program that motivated obese employees to shed overweight.

E-process for the existing Incident Reporting and
Investigation System (IRIS)

The objective of the project was to develop e-process for the existing Incident Reporting and Investigation System (IRIS). The project was finalized in 2011 and achieved the following benefits incudes:
Timely reporting of incidents • Online investigation process • Improved investigation quality • Improved management involvement at all stages of progress • Effective document control and recommendation close-out • Effective communication of lessons learnt • Easy retrieval of old cases if required.•

Control of Motor Vehicle Accident as a part of HSE

Driving vehicle is an integral part of our daily affairs. Continuously increasing activities during past several years have added more traffic inside our premises which demand more attention to drive safely. Considering its criticality, MVA Control & Prevention was included as a Golden HSE Key under DC & DMD (P&G) Championship. For this purpose a detailed action plan was developed focusing on high potential factors such as installation of driving improvement device, point to point camera surveillance, road condition improvement, defensive driving campaign, provision of driving simulator, bilingual film on safe driving, reward & penalty scheme, as well as behavioral based safety program. The progress made against these items was followed up on quarterly basis with the concerned Team/Group. Accordingly, the Championship was briefed. The strategy resulted in continuously reducing the numbers of MVA during current year. (Zero Category-1 MVA in 2010-11) compared to past statistics (5 Category-1 MVA in 2008-09 & 3 Category-1 MVA in 2009-10).

Anti-Piracy Machine

The Anti-Piracy Machine was installed to safeguard the Vessels against the Pirates who are attacking the vessels. This project benefits KPC and the company in key strategic area. The project resulted in real quantifiable benefits and cost optimization.

Routing BS 140 Slug Catcher condensate
to GC 19 LP Wet Header
KOC
30” HP Rich gas pipeline from NK to SEK (Gravity Pipeline) supplies SEK Booster Stations BS 140 & 150 with HP rich gas from NK GC’s. Gravity pipeline terminates at the Slug Catcher near BS 140 where condensate collected is separated, and liquid free gas is then routed to BS 140 & 150. Condensate collected from the Slug Catcher is flare in Burn Off Pit (BOP) for safe disposal. After implementing this modification, condensate collected from Slug Catcher is now routed to nearby GC 19 wet LP header for blending with crude. Thereby valuable hydrocarbons are recovered instead of flaring and avoiding subsequent environmental impact due to flaring and black smoke from burning of condensate.

PlC Zero Ammonia Emission Project (ZAEP)

PIC’s Zero Ammonia Emission Project is a trend-setter for eliminating ammonia pollution in Urea Plants. The project encompasses novel concepts for eliminating ammonia pollution from both continuous and discontinuous sources at all times with the following major benefits:
Protection of environment• Eliminating ammonia pollution in PIC’s neighboring companies (KNPC Shuaiba, Mina Ahmadi, • Mina Abdullah Refineries) Pollution free safe working environment in PIC plants at all times• The technological solutions applied in the project are innovative and developed from scratch by PIC • Team in collaboration with plant Licensor.PIC’s ZAEP is a first of its kind project designed to protect environment and eliminate ammonia • pollution in neighboring plants & communities. This project enhances the image of PIC as a socially responsible corporate citizen.

Vapor Recovery System at Local Marketing Depots

The project scope was to design, supply and install vapor recovery units at Sabhan& Ahmadi Depots, with the objective to reduce emission of hydrocarbon vapor to atmosphere and recover the loss of product fuel loading and unloading within depots and Petrol Filling stations. Also, one of its objectives is to meet and achieve the KEPA limits.

Z.E.R.O ProjectKPI – Italy Operating Unit (KupIT)
Kuwait Petroleum Italia (KUPIT) launched a strategic and innovative environmental program (i.e. the ZERO project) with one of its objective to protect the environment by minimizing CO2 emissions for its network of service stations (Q8 Easy).The core activity of the project is the design and installation of photovoltaic system on the Q8 Easy service stations in order to generate power to run the stations and minimize CO2 emissions. .The project, so far, has generated a saving of about 100 tons CO2/month.

KOC Marine Colony

The design and construction of the largest artificial marine colony with original idea to build one of the LARGEST UNDER WATER LANDMARK, with different shapes and sizes at (7-9) meter depth at approximate Area of 54,000 m2 and located at approximately 4 Nautical miles south of Ahmadi Port and 1.5 Nautical miles of the shore, is an unparalleled achievement in state of Kuwait. KOC became the first Oil Company creating Dive Team and Committee to carry out project of this magnitude.

Blood Donation Campaign
KNPC
The 3rdKNPC Blood Donation Campaign was conducted over 5 different days at various KNPC sites under the slogan “Donate a Life”. A total of 844pints of blood were collected. This campaign was conducted in response to the Central Blood Bank’s request due to shortage of blood supplies & corporate social responsibility. Educational seminar, posters and distribution of booklets on the occasion helped create health awareness & dispel doubts on donation.

Responsible Care Program
PIC
In addition, to be responsive towards community and all Stakeholders by being transparent on Company’s HSSE Performance, PIC is the first K-Company to receive RC 14001:2008 certification and accreditation, as well as implement its principles, which is a world-class achievement. The certificate was awarded by Lloyd’s Register Quality Assurance (LRQA) on July 2011.The program objective is in-line with PIC’s strategies and continuous efforts to improve and enhance its performance in the area of Health, Safety, Security and Environment (HSSE). The program is already integrated with the existing Management systems (ISO 9001, IS014001, and OHSAS18001).

In Gulf SPIC and as a maintenance contractor in the region, the Health & Safety of our personnel and protecting the Environment are the company’s first priority. The HSE commitments of our personnel are demonstrated via the excellent safety records achieved since July 2010.

SAMSUNG SDS CO HSE performance while providing services in the region and specifically working for KOC have greatly demonstrated our commitments toward protecting the health & safety of our personnel and the environment.

Our project with KOC involve providing an Integrated Security System for all KOC facilities which includes Gathering Centers, Booster Stations, major Oilfields Water facilities, Management and Control Centers, KOC Main Headquarters building and other major office complexes. High level of commitment towards Health, Safety and Environmental issues is always maintained by our personnel while performing.

EQUATE Petrochemical Co
PIC
EQUATE has a robust HSE Management System and its leadership is committed to its implementation. EQUATE HSE records during 2011 clearly reflects EQUATE’s commitments toward HSE.

Kuwait Fire Service Directorate (KFSD)
KOC
There is a great coordination between KOC and KFSD in all related incidents. KFSD significantly contributed to the successful containment of the recent Ahmadi Gas Leak Crisis, and therefore, it has been selected for its full support and cooperation with the Company.Until date, KOC has been working hand in hand with KFSD in ensuring the safety of Ahmadi occupants. KOC & KFSD made great effort for following up on status of Block 1 governmental houses, gas level readings, and remedial actions taken in order to control the crisis, and tunneling up-to-date information back and forth in an effective way.

KUWAIT CENTRAL BLOOD BANK
KNPC
Kuwait Central Blood Bank is the only center in Kuwait permitted to collect blood, conduct tests and supply blood for blood transfusion to the licensed medical centers in Kuwait. This agency is vital to cater to emergency blood transfusion requirements of the population throughout the country. The Center has a highly professional and competent team. This center is accredited by internationally recognized centers including AABB (American Association of Blood Banks).The center and its staff have been prompt and committed. We had to organize 6 (six) separate camps on different dates and locations and the entire operation was well coordinated with enough personnel and resources made available by the Kuwait Central Blood Bank. The response by the donors (employees working in our company) was overwhelming and KNPC was one among the top donors for the year (2010-11). A total of 844 pints of blood was collected.

A big achievement has been reached through reduction of normal operations gas flaring from17.2% • gas flaring in 2005 to 1.7% in 2010-11.Achieved “Zero” motor vehicle accident of major and moderate categories in the last three (3) years.• Great reduction of integrity-related leaks inside KOC facilities. The volume of crude oil spilled • reduced from 6348 barrels in 2004 to 218 in 2011.
Ahmadi Hospital Health service provided for all employees in oil sector•
- Medical Surveillance and Occupational Health Monitoring through hospital integration with Industrial Hygiene activities. - KOC ‘Health Risk Register’ has been created. - In 2010, a new medical insurance scheme was offered to employees in the oil sector covering the
employees and their families.

KOTC transported (89) Million Tons of Crude Oil, Petroleum Products and Liquefied Petroleum Gas • (LPG) to different ports worldwide, without any oil leak accident through implementation of the most stringent International HSE regulations.Construction of (15) different sizes of Tankers/Carriers that characterized with the most stringent • international HSE standards. KOTC received the First VLCC (Dar Salwa) in 2010, which was selected as “The Tanker/Carrier of the Year”.
Cylinder’s regulators has been improved in order to comply with the International safety standards .•
