2. NEW COURSES 2012: MAJOR COMBINATIONS ANALYSIS – Ref F28106

Members will note that some combinations of two majors within the new undergraduate degree course structure may potentially exceed the minimum 24 units required. In order to gain a complete picture of when this may occur and which major combinations may be affected, an analysis is attached (Attachment B) for information.

4. ASSESSMENT ITEMS AND WEIGHTING – Ref: F34091 Academic Policy Services is currently reviewing its curriculum management processes in support of new courses to take account of lessons learnt during the last 6 – 12 months and are consulting with stakeholders. This issue is based on feedback from the faculties and the Boards of Studies regarding assessment items and related weightings where there are conflicting needs between Faculties and the Boards. Attached (Attachment D) for members’ consideration is a discussion paper titled Assessment Items and Weighting which addresses issues raised by both Faculties and Boards of Studies regarding the way in which details relating to assessment weightings are captured in unit proposals. 2.  Effective use of committees complemented by efficient administration and management. 

3.  Streamlined management of agenda and minute documentation. 

4.  Impact and efficient use of technology in provision of agendas and minutes.

1 EXECUTIVE SUMMARY

UWA commenced teaching its new undergraduate degrees in 2012. The four three-year undergraduate courses each comprise 24 units. The BPhil (Honours) is a four-year integrated honours degree requiring students to complete 32 units. The first three years of the BPhil share the same structure as the pass degrees. The units studied must include a degree-specific major and at least four units which satisfy the broadening requirements of the course. In addition students cannot include more than 12 units at Level 1 and must pass at least four units at Level 3. Beyond these requirements students have great freedom to craft a course that best suits their interests. Many students will be attracted to the option of completing a second major. This paper explains that the completion of some combinations of two majors will require students to take more than the minimum 24 units. Although the University is not obliged to ensure that every possible combination of two majors can be contained within the normal 24-unit structure, it is important for a number of reasons that student advisers and others (particularly admissions staff) understand which combinations will exceed 24 units so that they can appropriately counsel prospective and current students. The requirement to take more than 24 units to satisfy the requirements of a second major will:

• increase a student’s study load; • increase completion time in most cases; • increase the cost of completing the degree; and • have implications for visa conditions in the case of international students.

The requirement to complete more than 24 units to satisfy a second major will be attributable to one of two circumstances:

• Additional units required for a degree-specific or second major that a student must pass in order to qualify for professional accreditation. In this circumstance students can choose whether or not to include these units and can complete the major without them; and

• Units required for a second major in order to meet the prerequisites of other units in the major sequence, either to ensure adequate knowledge in the discipline area and/or for professional accreditation. In this circumstance students must take these units in order to complete the major. Most commonly these units are taken as complementary units for students enrolled in the degree-specific major. For students taking the major as a second major, these units are taken as electives.

A total number of 42 majors, when taken in certain combinations, may require more than the minimum 24 units. When different specialisations and option choices for these majors are considered separately, there are 384 combinations within a three-year pass degree and 426 combinations within the BPhil (Hons) degree which may exceed the minimum requirement of 24 units over three years or 32 units over four years. A list of these combinations, including the total number of units required, is provided in Appendix IV. Certain risk factors were identified, including:

• Major combinations where both majors require additional units – e.g. Accounting and Engineering Science

• Major combinations where the second majors requires additional units – e.g. Physics and Engineering Science

• Major combinations from within the same ‘area of knowledge’ (as units are not able to contribute to broadening requirements) – e.g. Geology and Engineering Science (BSc); and Management and Accounting (BCom);

• Major combinations where the degree-specific major specifies the maximum four complementary units – e.g. Conservation Biology (BSc);

• Major combinations where the second major may require additional units for both prerequisite and professional requirements – e.g. Engineering Science (Chemical specialisation); and

• Major combinations within the Bachelor of Philosophy (Honours) degree which includes the additional requirements of GCRL1000 (Category B broadening unit) and a LOTE unit.

Example – 30 units A student with a degree-specific major in either:

• Aboriginal Health and Wellbeing; or Accounting; or Agricultural Science; or Botany; or Conservation Biology; or Environmental Science; or Geography; or Geology; or Marine Science; or Natural Resource Management; or Neuroscience; or Pathology and Laboratory Medicine; or Sport Science; or Zoology;

• plus the Chemical specialisation in the Engineering Science major can require up to 30 units. Example – 28 units A student with a degree-specific major in either:

• Aboriginal Health and Wellbeing, Agricultural Science, Botany, Conservation Biology, Environmental Science, Geology, Geography, Marine Science, Neuroscience, Natural Resource Management, Pathology and Laboratory Medicine, Zoology;

• plus either the Civil, Electrical, Environmental, Mechanical, or Mining specialisation in the Engineering Science major

can require up to 28 units. It is recognised that some combinations of majors are unlikely, but there is potential for others to be popular with students. A spreadsheet has been created which represents a complete analysis of the number of units required for every possible major combination, both within the three-year pass degrees and the four year Bachelor of Philosophy (Honours) degree. 2 NEW COURSES 2012: MAJOR COMBINATIONS ANALYSIS

2.1 BACKGROUND

As part of the New Courses 2012 undergraduate degree course rules, students are required to complete a degree-specific major chosen from those offered within their degree (‘area of knowledge’). In addition, students who take a single degree-specific major can choose to include a second major from any ‘area of knowledge’. A standard single major sequence involves eight units. A degree-specific major may require up to four additional ‘complementary’ units, which are not required for the second major variant. An undergraduate pass degree consists of a total of 24 units. It has been noted that some majors require additional units in order to meet prerequisites and/ or professional accreditation. The instances of additional units fall into two categories:

• Category 1: Units required for a degree-specific or second major in order to qualify for professional accreditation (students can choose whether to include these units and can complete the major without them); and

• Category 2: Units required for a second major in order to meet the prerequisites of other units in the major sequence, either to ensure adequate knowledge in the discipline area and/or for professional accreditation (students must take these units in order to complete the major). Most commonly these units are taken as complementary units for students enrolled in the degree-specific major. For students taking the major as a second major, these units are taken as electives. These units should not be confused with those required to meet particular WACE level requirements.

The following examples demonstrate these requirements:

• Category 1: Accounting is a degree-specific single major offered in the Bachelor of Commerce, comprising two Level 1 units + two Level 2 units + four Level 3 units + four Level 1 complementary units or two Level 1 units + three Level 2 units + three Level 3 units + four Level 1 complementary units. Students seeking professional accreditation by entering the Chartered Accountants Program need to take LAWS1104 or LAWS1120 and LAWS2301 alongside their Accounting major;

• Category 2: Engineering Science is a degree-specific major offered in the Bachelor of Science,

comprising two Level 1 units + two Level 2 units + four Level 3 units + three Level 1 complementary units and 1 Level 2 complementary unit. For students taking Engineering Science as a degree-specific major MATH1001; MATH1002; CITS2401; and PHYS1001 or CHEM1002 are taken as complementary units. Students taking Engineering Science as a second major take MATH1001; MATH1002; CITS2401; and PHYS1001 or CHEM1002, as electives to meet prerequisites and corequisites of upper level units and in order to satisfy professional accreditation requirements.

In both categories additional units are taken as ‘electives’. The requirement for additional units can result in up to 14 units being specified for a major. For a student taking a single degree-specific major there will be room in their degree to include the additional units. For example, a degree-specific major which requires four complementary units and two electives will leave 10 remaining units (four of which must be broadening). However; the implications for students taking a second major must be considered carefully, particularly in light of the broadening requirements of the degree. Analysis of some major combinations was able to determine that more than 24 units may be required to complete the degree. Certain risk factors were identified, including:

• Major combinations where both majors require additional units – e.g. Accounting and Engineering Science

• Major combinations where the second majors requires additional units – e.g. Physics and Engineering Science

• Major combinations from within the same ‘area of knowledge’ (as units are not able to contribute to broadening) – e.g. Geology and Engineering Science (BSc); and Management and Accounting (BCom);

Due to the large number of units shared across majors and between second majors and broadening requirements, it was not possible to conduct a simple numerical analysis to accurately determine the major combinations that may potentially exceed 24 units. A more complex method of analysis was needed. A spreadsheet has been created which represents a complete analysis of the number of units required for every possible major combination; both within the three year pass degrees and the four year Bachelor of Philosophy (Honours) degree. A simplified version of the spreadsheet is currently located here: P:\common\Hub and spokes model\NC2012 UG degrees major combinations_simplified_26_06_12.xlsx 2.2 PARAMETERS OF THE ANALYSIS

The spreadsheet is based on the current New Courses 2012 undergraduate major structures (approved in 2011) and will need to be updated to accommodate any future changes to these structures. In the new undergraduate courses there are 82 uniquely coded majors offered in 66 different disciplines. There are 5884 possible major combinations (from unique disciplines). The analysis contained in the Major combinations spreadsheet uses a list of:

• 119 degree-specific majors – split into specialisations or versions (for analysis purposes only); and • 102 second majors – split into specialisations or versions (for analysis purposes only).

The analysis of major combinations excludes the two double majors:

• Biomedical Science (BSc); and • Economics (BCom),

as they cannot be taken as second majors and are not intended to be taken in combinations with other majors. The spreadsheet also takes account of the following major rules:

• Architecture can only be taken in the Bachelor of Design as a degree-specific major with a second major in Integrated Design;

• Specialist Music Studies can only be taken in the Bachelor of Arts as a second major, with a degree-specific major in Music Studies;

• Science Communication can only be taken as a second major with a degree-specific major from the Bachelor of Science.

For the purposes of analysis ‘major’ applies not only to uniquely coded majors, but to specialisations and different ‘versions’ of majors (based on different option choices). The reason for breaking majors down further in this way was to gain a more accurate result based on the real choices that a student will make. For example, if a student’s choice of options means that their majors will share units, the total number of units required for the combination will be less. If we analyse the same combination using generic ‘options’ instead of actual unit choices, the total number of units required will be greater and will increase the possibility of the combination exceeding 24 units in the analysis. By analysing different option choices as versions of majors, we gain a more accurate picture of how many combinations will actually exceed 24 units, in practice. An expanded list of the majors used in the analysis is included in Appendix II. Here it is important to note that major sequences have only been expanded to encompass different ‘versions’ where the units involved are offered in different majors and the list of choices was small. It was deemed time consuming and unnecessary to show every possible choice of options for each major, outside of these parameters. 2.3 RESULTS

The results of the analysis show that there are:

• 10,890 possible major combinations (using the expanded list); • 384 major combinations within the three-year pass degrees which may exceed 24 units; and • 426 major combinations within the Bachelor of Philosophy (Honours) degree which may exceed 24 units

(for the first three years) or 32 units (for the full four years of the degree). These major combinations are marked in yellow on the spreadsheet and can be viewed easily by filtering results to show only those combinations with a total number of units greater than 24 (or 32). A list of these combinations, including the total number of units required, is provided in Appendix IV.

The data currently available in the spreadsheet can be manipulated to further analyse course requirements or degree structures and to gain answers to related questions. Academic informationUnit Content: Accounting is the language of business and is an important channel of communication for all

professionals. The objective of this unit is to provide students with an understanding of basic accounting concepts; given the essential role that accounting will play in their professional and personal lives. It is structured to provide an understanding of accounting issues and problems rather than to educate students to be a preparer of accounting statements (for a role as a professional accountant, for example) or heavy user of financial statements (financial, corporate or investment anayist for example). The focus of the unit is on the ability to read and analyse financial statements and to be aware of its pitfalls .i.e., what financial statements can and cannot tell us. The unit also provides an introduction to cost accounting and the importance of costs in budgeting and pricing, particularly for those in the service oriented businesses.

Outcomes: Graduates face a complex financial world and there exists the expectation that they are well prepared to make these decisions. However research suggests that many graduates have little understanding of the information provided in accounting reports and as a result, are ill-prepared for accounting related decisions they have to make in their working and personal lives. As a broadening unit for non-accounting majors who may choose to become architects, lawyers, engineers and doctors, this course introduces an appreciation for and an understanding of basic concepts and techniques in financial and cost accounting to facilitate informed decisions. Upon completion of this unit, students will be able to: 1) identify basic concepts underlying financial reports, 2) apply techniques to analyse financial reports, 3) explain and apply basic cost concepts to business decisions such as pricing products and services and 4) communicate more effectively with accounting professionals.

Assessments tied to outcomes:

There are two components to assessment. (1) A practical project will assess student understanding of the basic concepts, (2) weekly tutorials will assess students oral communication and problem solving skills in using both financial and cost information for decision making and (3) a final examination will assess student understanding of techniques to analyse and use such reports and the basic concepts for decision making.

In a complex globalised economic environment, graduates, in particular non-accountants are increasingly dealing with financial information. Non-accountants are required to provide input into the financial information and make decisions based on this information. It is therefore vital that non-accounting graduates have an understanding of fundamental accounting concepts and are able to read and analyse financial reports prepared both for external and internal decision making. This proposed unit is designed to bridge the gap between preparers of financial reports (usually accounting graduates with a focus on financial or management accounting) and users of financial reports who are often non-accountants with little or no expertise in the ability to put the financial numbers into the organisational context. It is intended that this unit will equip students with an grasp of accounting to be able to put the financial information into perspective and to be able to make more informed economic decisions.

INTRODUCTION As part of the University’s New Courses curriculum approval process, all unit proposals are required to provide, among other details, the following: (i) list of learning outcomes, (ii) demonstration of how each of the outcomes is assessed and (iii) a list of the assessment items and their respective weight. While data for (i) and (ii) have been captured consistently, the way in which details, such as the respective weight of the assessment items are captured in unit proposals have changed over the last 12 – 18 months in a bid to meet the needs of a range of stakeholders. The view of the Boards of Studies is that a breakdown of the weight attached to each assessment item is critical for pedagogical reasons. At the other end of the spectrum there is a general view that there should be flexibility to allow changes to the weighting of assessment items to occur even after approval of a unit proposal. This paper aims to reconcile both these ends: the need for the Boards of Studies to have this information for consideration at the time of approval of a unit proposal and the flexibility to enable academics to change weighting of assessment items following approval. The paper begins with a brief description of what is meant by ‘assessment items’ and their logical and pedagogical connections with the learning outcomes of a unit. It then identifies key issues relating to the weight of assessment items. The third section presents a recommended way forward for managing assessment items in unit proposals in the future. 1. ASSESSMENT ITEMS

Assessment items refer to components used to assess students in a unit. For example, the following assessment items may be set for a unit: essay, group project, tutorial participation, and examination. Assessment items in a unit are identified and determined in accordance with the University Policy on Assessment Mechanism Statements. Assessment items are not stand alone components of a unit proposal. They are listed in the context of how assessment has been pedagogically tied to learning outcomes of the unit. Academic Council by R23/08 approved the requirement that all new units should include a listing of intended student outcomes and that assessment should be explicitly tailored to such outcomes. In other words, a proposer is required to demonstrate how each of the learning outcomes is assessed. It can, therefore, be inferred that assessment items must be logically arrived from the demonstration of how each outcome is assessed. Thus, changes to assessment items can only occur if there are changes to the way outcomes are assessed. Clause 4.3 of the University Policy on Changes to Units states the following: “4.3 Where a change to unit outcomes is proposed for a unit within an undergraduate major or a postgraduate course: (a) it must be mapped to the outcomes of the undergraduate major or postgraduate course; and (b) the assessment must be tailored to the changed outcomes.” Therefore, changes to assessment items cannot be dealt in isolation. Either the change in assessment is a result of the changes in learning outcomes and to the way these outcomes are assessed or a change in assessment that leads to changes in learning outcomes and to the way these outcomes are assessed. The key point here is that any change to assessment which impact on learning outcomes will require approval by the Boards of Studies. 2. DIFFERING NEEDS AND PRACTICES

Practices in regard to the weighting of assessment items, however, have varied with a view to meeting the needs of a range of stakeholders including the original proposers of the unit. Approved details of a unit are published in both the University Handbook and unit outlines. While the Handbook is the University’s official record of the courses and units that will be offered in a given year, the unit outlines provide students with core information about their units of study. As a University requirement unit outlines must include, among other information, details such as assessment items

and their respective weight and must be published at least one day prior to the commencement of semester or teaching period. However, the Handbook process is, and always has been, finalised during the previous year, many months prior. Although it is a University requirement that unit outlines must align with the information published in the Handbook1, the levels of detail of information provided in the two sources may differ. For example, the Handbook may publish the assessment items for a unit but not their respective weight, to date this information has been at the discretion of the Faculty. However, the Boards of Studies have expressed a view that a breakdown of the weight attached to each assessment item is critical for pedagogical reasons, and that they should be considered at the time of approval. Further, it helps the Boards to consider the relative weight of the assessment items that are tied to the learning outcomes. The challenge here is to reconcile both ends of the spectrum: the Boards’ view that such details should be considered at the time of approval and the Faculty view that there should be flexibility to enable changes to the weighting of assessment items to occur following approval of a unit proposal without consequent re-approval processes 3. RECONCILING DIFFERENCES One way to reconcile both these ends is by requiring proposers to provide a range for the weight assigned to each assessment item for a unit. exceed a total of 100%. The example below (table 3), which captures related details of an actual unit, may help to further illustrate the key points discussed in this paper.

Students are required to write a seminar paper on a key issue in the use and interpretation of various historical sources (outcome 1).

A report on a primary source collection or database requires the development of skills in locating primary sources and critically engaging with the question of the relevance of different sources to different historical questions (outcomes 1 and 2).

Students are required to submit a research plan for assessment. Feedback is provided on a draft of the plan prior to assessment (outcome 3).

Participation in group discussions is also assessed, to encourage and evaluate engagement with the material and learning peers (outcomes 1 - 3).

Assessment items

Scenario 1 One 2500 word seminar paper, (40%); Report on a primary source collection or database, (20%); Research project proposal, (25%, comprised of 5% for a draft and 20% for the final proposal); and Participation, (15%).

Scenario 2Seminar paper; Report on a primary source collection or database; Research project proposal; and Participation

Scenario 3 (Recommended)One 2500 word seminar paper, (30% - 50%); Report on a primary source collection or database, (15% - 25%); Research project proposal, (20% - 40%, comprised of 5% -10% for a draft and 10% - 20% for the final proposal); and Participation, (10% - 20%).

The above three scenarios relating to assessment items capture the different levels of detail of information that may be provided in regard to assessment weighting. In scenario 1 the relative weighting of assessment items will be provided, but they are fixed. Faculties may choose to continue or adopt this option. The approved fixed data relating to assessment weighting will need to be reflected the same in the University Handbook and unit outlines. However, this means that there will be no flexibility to amend assessment weighting without approval by the relevant Board of Studies. The assessment items in scenario 2 have no weighting. But as discussed earlier, this piece of information is necessary for the Boards of Studies to make any informed decision in regard to the approval of a proposed unit. Therefore, the example in scenario 2 would not be acceptable for the Boards of Studies. 4. BENEFITS OF SCENARIO 3 Although scenario 1 is still an option that faculties may choose to adopt, this paper offers an alternative with adoption of scenario 3 which provides for a percentage range in regard to assessment weighting. This proposed way forward (scenario 3):

1) provides adequate information to the Boards of Studies to facilitate an informed decision when considering new unit proposals;

2) provides for flexibility for changes to occur within the approved range set for each assessment item; and

3) facilitates a process whereby information published in the Handbook and unit outlines is not contradictory.

The approved percentage range for each assessment item will be published in the University Handbook. A unit coordinator may, however, set the actual weight attached to each assessment item within the approved range for publication in unit outlines. As is the current practice monitoring of information provided in unit outlines and its alignment to the Handbook, rests with the Faculty. Any proposed change to the weight of assessment items outside the approved respective range will need to be considered by the Boards of Studies as there may be an impact on learning outcomes. Recommendation: That information regarding assessment items at the time of submitting a new unit proposal be provided at the discretion of the Faculty as follows:

Scenario 1: Clarity on the assessment items with a specific percentage value, bearing in mind that any changes to the percentage value can only take place as part of the annual change process. The current deadline for change to unit information is April of the year preceding teaching of the unit. Scenario 3: Clarity on the assessment items with a percentage range, bearing in mind that change to the percentage value within the range can be made by the faculty up until provision of the unit outline. The current deadline for provision of unit outlines is one working day prior to commencement of semester in which the unit is taught. In both instances changes to the assessment weighting, either the specific value or outside of the range, will need to be undertaken in accordance with the annual change process, and approved by the relevant Board of Studies, as there may be an impact on learning outcomes.
