4. ITEMS FROM THE BUSINESS SCHOOL 4.1. MAJOR IN HUMAN RESOURCE MANAGEMENT: PROPOSED STRUCTURAL CHANGES

FOR 2013 – Ref F29677 By way of background, at its meeting held on 28th June 2010, the then Bachelor of Commerce Interim Board of Studies resolved by R19/10 to accept the Human Resource Management major proposal and its associated units, but noted the following: • “that the major in Human Resource Management shares several units with the major Work and

Employment Relations offered in the Bachelor of Arts. • It was proposed that the Chairs of the two Interim Boards (Bachelor of Arts and Bachelor of

Commerce) discuss the extent of the overlap, and whether there should be restrictions on the recognition of broadening units.”

By R27/10, the Bachelor of Commerce Interim Board of Studies resolved to endorse a paper prepared by the Chairs of the respective Boards, which recommended the following: • ‘That the unit outlines for the IREL1101 and IREL2201 be rewritten to show the differences in

expected outcomes, especially because IREL2201 has either MGMT1135 or MGMT1136 as prerequisites. It is important that the outcomes are consistent with the Level at which the unit is being offered and that the proposal explicitly addresses how the two cohorts of students (attending the same lecture stream) are prepared to be able to achieve these different outcomes.

• That the unit outlines for the IREL2201 and IREL3XXXbe rewritten to show the differences in expected outcomes, to reflect that the latter is to be offered at Level 3. It is important that the outcomes are consistent with the Level at which the unit is being offered and that the proposal explicitly addresses how the two cohorts of students (attending the same lecture stream) are prepared to be able to achieve these different outcomes.

• Students should not be permitted to complete the two majors’. At its meeting held on 20th September 2010, the Board of Coursework Studies resolved by R20/10 to recommend to Academic Council that the following be approved: ‘that students should not be permitted to complete the two majors, (Human Resource Management major offered in the Bachelor of Commerce and Work and Employment Relations major offered in the Bachelor of Arts)’.

Members are asked to consider a number of proposed changes to the Human Resource Management major, effective from 2013, with a view to making the two majors (Human resource Management major in the BCom and the Work and Employment Relations Major in the BA) compatible. . Board of Studies (Bachelor of Commerce) Constitution This committee operates in accordance with the Principles and Rules for the Operation of Committees available at http://www.secretariat.uwa.edu.au/page/89528. Members must act in accordance with the University Committee Members' Code of Conduct available at http://www.secretariat.uwa.edu.au/page/89528. Role 1. The role of the Board of Studies for the Bachelor of Commerce is to: (a) provide curriculum development advice to faculties and recommendations, as required, to the Board of Coursework Studies on the following:

(i) degree-specific majors for the Bachelor of Commerce; (ii) embedding the UWA Educational Principles in degree-specific majors; (iii) pre-requisites, co-requisites and related matters; (iv) units, including broadening units; (v) articulation agreements; (vi) annual course reports, incorporating performance and quality data;

(b) deal executively with or provide advice on other matters referred to the Board of Studies for the Bachelor of Commerce by the Board of Coursework Studies or Academic Council. Membership 2. (1) The Board of Studies for the Bachelor of Commerce comprises: (a) a nominee of the Senior Deputy Vice-Chancellor, as Chair; (b) a nominee of the Chair of the Academic Board; (c) the Dean of the Faculty of Business, or nominee; (d) the Dean of the Faculty of Engineering, Computing and Mathematics, or nominee; (e) the Dean of the Faculty of Law, or nominee; (f) the Registrar, or nominee; and (g) the President of the Guild of Undergraduates, or nominee. (2) The Board may invite a person or persons to attend a meeting to provide advice on specific areas or agenda items. Members’ Absence and Nominees 3. (1) If a member or a nominee is unable to attend a meeting, an apology must be sent to the Executive Officer prior to the relevant meeting. (2) Unless the Chair requests or permits otherwise, a member or nominee appointed under 2(1)(b) – (g) who is unable to attend a meeting cannot send anyone else in their stead. Terms of Office of a member appointed as a nominee 4. The term of office of a member appointed as a nominee under 2(1)(a) – (f) is up to two years. Eligibility for a second or Subsequent Term of Office for a member appointed as a nominee 5. (1) At the end of a term of office, a member appointed as a nominee under 2(1)(a) – (f) is eligible to be appointed for a second or subsequent term of office. (2) A member appointed as a nominee under 2(1)(b) – (f) cannot serve for more than two consecutive terms. Skills and/or Qualifications of Members 6. It is desirable that nominees appointed under 2(1)(b) – (e) inclusive have a leadership role within the teaching and learning portfolio in their respective functional areas. Quorum 7. The quorum for the Board of Studies for the Bachelor of Commerce is half the current membership plus one. Decisions 8. (1) All questions that come before the Board are decided by a majority of the members present and voting. (2) The Chair of the meeting has an ordinary vote and a casting vote. Frequency of meetings 9. The Board normally meets once each month in the months of February to November with the exception of July.

The proposal for the introdcution for this new unit, was discussed and agreed to at a meeting between the then VC, Prof Alan Robson, the Dean of the Law School, Professor Stuart Kaye and the Dean of the UWA Business School, Professor Phil Dolon in September 2011. At that meeting (which Assoc/Professor Peter Sinden and Professor Izan also attended) it was agreed that this unit would be offered from 2013. This unit will take the place of ACCT2331 Taxation within the list of required units for the Business Law Major. This unit will not be offered to students within the JD or LLB.

EXTRACT FROM THE MINUTES OF THE MEETING OF THE FACULTY BOARD OF THE UWA BUSINESS SCHOOL

HELD ON WEDNESDAY 14 MARCH 2012 CHANGES TO THE HUMAN RESOURCE MANAGEMENT MAJOR - Ref. F29677 The proposed changes to the Human Resource Management major are to address the concerns associated with units being offered at differing levels between the Human Resource Management and Work and Employment Relations majors. The Faculty has been advised that the majors are incompatible. Although students can complete units in the two majors in the New Courses 2012, they are unable to formally enrol in both majors. It is extremely important that students are able to formally enrol in the two majors (recorded in their transcripts) if they are aiming to work in this field. Members of the Management and Organisations Discipline liaised with several major relevant employers on this matter (the WA Chamber of Commerce and Industry and the WA Industrial Relations Commission) who have provided letters of support on the need for employment relations and human resources students to have an adequate understanding of both areas of knowledge. The Head of the M&O discipline met with the Chair of the Boards of Studies for Bachelor of Arts and Bachelor of Commerce to understand how the two majors could be restructured in order to overcome the compatibility issue. The proposed changes reflect the discussions, these are: • delete the level 2 core unit EMPL2201 Foundations of Employment Relations from the Human

Resources major and replace it with the level 2 core unit EMPL2202 Australian Employment Relations from the Work and Employment Relations major;

• amend the prerequisites for the unit EMPL2202 Australian Employment Relations (for New

Courses 2012 only) to EMPL1101 Introduction to Employment Relations or MGMT1135 Organisational Behaviour or equivalent. The current prerequisite for EMPL2202 is IREL1101 Introduction to Employment Relations. We believe that students who have completed either EMPL1101 or MGMT1135 Organisational Behaviour would have sufficient knowledge of organisations to prepare themselves for EMPL2202. The change in prerequisites for EMPL2202.will also be made to the Work and Employment Relations major offered in the Bachelor of Arts.

• delete the level 3 core unit EMPL3302 Employment Relations in Australia in the HR major; • remove the level 3 option EMPL3301 Globalisation and Work; and • add the unit EMPL3270 Negotiation: Theory and Practice. The requirements for the Human Resource Management major and Work and Employment Relations major were attached to the agenda. Academic informationUnit Content: This unit highlights the importance of financial literacy in personal financial decision making. It

reflects the increased financial responsibility that students face in areas including debt accumulation, financial product selection and retirement savings decisions. Students explore a range of topics including the impact of behavioural biases that are a natural part of decision making, with a view to exploring the impact these biases can have on financial decisions. Students are introduced to time value of money, with examples of the dramatic impact of compounding on both debt and equity. This introduction includes analysis of the cost of credit card debt, loans and mobile phone contracts. Students critique the concept of human capital, with a view to identifying their own human capital and understanding the part that education plays in creating this capital. They explore the interaction between consumption smoothing, debt and investing, along with planning for retirement within the present Australian superannuation system. Students create their own personal balance sheet and a simple plan for their financial future and write a reflective journal concerning this task as part of the course.

Teaching and Learning Practices:

The course is primarily based on lectures and tutorials though students complete a reflective journal concerning their personal balance sheet and financial plan for the future as part of the assessment for the course. A key feature of the learning experience is the use of regular feedback on student learning through various means including questionnaires and experiments. This will inform course improvement over time as well as research into individual financial decision making and the impact of

Outcomes: Graduates face a complex financial world with the expectation that they are well prepared to deal with difficult financial decisions. Research suggests that many graduates are not financially literate and are not well prepared for this aspect of the globalised culturally diverse environment in which they will be living and working. This course develops student understanding of (1) the impact of the time value of money for borrowing and investing; (2) the biases that can adversely affect their financial decisions; (3) human capital and how it affects their spending, saving and borrowing behaviour; (4) the concepts of consumption smoothing and; (5) the importance of planning for retirement. The course also further develops student written communication skills with the completion of a reflective journal.

Assessments tied to outcomes:

There are three components to assessment. (1) group work and individual work; (2) A reflective journal concerning the creation of a personal balance sheet and a plan for their financial future. (This journal is used to assess student understanding of human capital, consumption smoothing and planning for retirement as well as assessing written communication skills) and; (3) a final examination is used to assess student understanding of each of the five learning outcomes as well as written communication skills.

We envisage that the unit will attract 100 students and so we require a lecture theatre for 100 students for 2 hours per week for one semester each year. A one hour tutorial will also be run each week.

The proposed unit meets University objectives of broadening units which develop “research and problem-solving skills” through a focus on personal financial decision making. Further, the unit allows students to engage in emerging national debates, including individual financial responsibility and retirement incomes policy. The unit sits within the National Financial Literacy Strategy, launched in 2011 by the Australian Securities and Investment Commission, and its aim of using educational pathways, including universities, in "consolidating and extending financial literacy skills and knowledge". The unit reflects a wider definition of financial literacy as financial capability proposed by the UK Financial Services Authority. It builds on financial knowledge to include dimensions of financial behaviour and attitude. The unit design reflects four keys domains of financial literacy/capability: 1) Financial Knowledge; 2) Financial Money Management; 3) Choosing financial products; and 4) Planning Ahead. The unit will also provide an excellent research opportunity for Business School staff to extend expertise in the financial literacy literature and enable a contribution to national and international discussions. In particular this will focus on the issue of evaluation of personal financial education. Establishing financial literacy benchmarks among University students and measuring longitudinal change in knowledge, behaviour and attitude will provide a significant research contribution in addition to the primary learning outcomes of the unit.

HELD ON WEDNESDAY 14 MARCH 2012 CHANGES TO PREREQUISITES FOR UNDERGRADUATE UNITS – Ref. F31503, F31504, F31463 The current single prerequisite of INMT2232 Project Management for the units INMT3231 Decision Making, INMT3234 Information Systems Management and MGMT3335 Enterprise Systems, is unnecessarily restrictive in that it precludes any student in the Management Major who chooses two of the other four level 2 units from taking level three units with a focus in the Managing Operations and Business Processes within the Management major. Project Management is recommended for students choosing this area of focus but there is no direct scaffolding of knowledge to the level 3 units. The level three units require a knowledge of management and organisational principles which could be developed in 3 of the level two units in offered in the major. These units are INMT2232 Project Management, MGMT2311 Organisational Learning and Innovation and MGMT2341 International Management. The proposed change allows greater flexibility in student choice at the second and third year levels while maintaining a clear progression through the major. The BCom (Interim) Board of Studies has previously approved MGMT3308 Supply Chain Management to have similar (although wider) prerequisites. The proposed prerequisites are tabled below:
