3. Real-time Traffic Incident Management Information System (RTIMIS) 9:45 a.m. – 10:15 a.m.

At the August HRTO Subcommittee meeting, Scott Cowherd (VDOT) and John Horner (Q-Free Open Roads) presented information on the status and future direction of RTIMIS.

Mr. Scott Cowherd (VDOT) and Mr. Mike Miller (VDOT) will continue the discussion from the previous meeting by outlining operations questions related to RTIMIS.

4. Operations Strategy 10:15 a.m. – 10:30 a.m.

The HRTO Subcommittee, through VDOT consultant Kimley-Horn, is updating the Hampton Roads ITS Strategic Plan with a Regional Operations Strategy. Important steps completed so far include:

• In January 2014, the HRTPO Board allocated $400,000 in RSTP funds for a Regional Operations Strategy (UPC #105492).

• In July 2015, the Project Steering Team gave its approval to the scope of the first Operations Strategy task to be completed by Kimley-Horn.

• In September 2015, an Operations Strategy Vision Development Workshop was held with regional stakeholders, followed by capabilities assessments interviews with local and regional stakeholders.

• In April 2016, a Capabilities Maturity Development workshop was held. This workshop provided an overview of capabilities assessment methodology and regional capabilities assessment findings.

• In May 2016, the Hampton Roads Transportation Operations Strategy report was sent to HRTO Subcommittee members.

HRTO Co-Chairs Mr. Mike Miller (VDOT) and Mr. Robert Lewis (Suffolk) will initiate a discussion on next steps.

5. Emergency Vehicle Preemption 10:30 a.m. – 11:00 a.m.

At the October 2015 HRTO Subcommittee meeting, members decided to include regional Emergency Vehicle Preemption (EVP) deployment with the scope of the Regional Operations Strategy. This will include addressing a regional EVP equipment and coding standard, identifying where existing EVP systems need to be expanded, prioritizing locations for installation, and funding. Important steps completed so far include:

• At the April 2016 HRTO Subcommittee meeting, there was discussion on a number of issues related to EVP, including deployment locations, existing coding schema, and proposed implementation plans.

• Based on the discussion at the April meeting, Kimley-Horn presented a white paper on EVP implementation to the Subcommittee in June 2016.

• In August 2016, the HRTO Subcommittee discussed the number of locations in each locality where EVP needs to be installed or upgraded and compared this to budget constraints. With the needs greatly exceeding the approximately $1 million available, the committee decided to allocate funds for Poquoson’s EVP needs and split the rest equally among each of the localities and VDOT.

HRTO Co-Chairs Mr. Mike Miller (VDOT) and Mr. Robert Lewis (Suffolk) will initiate a discussion on next steps.

6. HRTPO Update 11:00 a.m. – 11:10 a.m.

Keith Nichols and Sam Belfield (HRTPO) will update the HRTO on operations-related HRTPO actions:

1. Public Comment Period

2. Minutes from June 14, 2016 Meeting

No modifications of the minutes – Approved.

3. New Leadership/Recognition of Previous Leadership

At the June HRTO Subcommittee meeting, Mr. Mike Miller (VDOT) and Mr. Robert Lewis (Suffolk) volunteered to Co-Chair the HRTO Subcommittee for the next two years. With no other individuals seeking the position, Mr. Miller and Mr. Lewis were appointed Co-Chairs of the HRTO Subcommittee effective at the August meeting.

The previous HRTO Co-Chairs, Mr. Brian Fowler (Norfolk) and Mr. Mike Corwin (VDOT) were recognized for their leadership over the last two years with a framed certificate of leadership and appreciation.

4. PSAP Integration in Hampton Roads

VDOT and Q-Free Open Roads are currently working on a project to integrate Local Public Safety Access Point (PSAP) information into a new Advanced Transportation Management System (ATMS) called RTIMIS (Real Time Incident Management Information System). Mr. Scott Cowherd (VDOT) and Mr. John Horner (Q-Free Open Roads) provided information on this project.

What is RTIMIS? o Real time data sharing system. o Cross agency-cross jurisdictional system. o 911 CAD Systems, DOT ATMS, signal systems o Secure log-in for protected access o Automated Data Extraction-Zero Operator Impact o Data Filtering

At the April 2016 HRTO Subcommittee meeting, there was discussion on a number of these

issues related to EVP. Based on this discussion, Kimley-Horn prepared a white paper on

EVP implementation which was presented to the Subcommittee at the June 2016 meeting.

The Subcommittee and Kimley-Horn agreed that the following steps were to be completed

before the August meeting:

Identify the number of locations in each locality where EVP needs to be

installed or upgraded.

Check to see how this number of locations compares to budget constraints.

Finalize each locality’s level of interest in participating in the project.

Recommended by the Steering Committee: Give Poquoson the money needed and divide

the remaining funds per locality. Brian Fowler motioned to accept recommendation and

Jacqueline Kassel seconded. Motion carries to give equal amounts to each locality. Each

locality will administer their own project.

6. CMAQ Funding for Operations Projects

Regional Congestion Management and Air Quality (CMAQ) funding has been used for a

number of operations-related projects through the years. For example, between Fiscal

Years 1993 – 2022, 75 signal timing projects have received a total of $75 million in CMAQ

allocations.

However, there is a lag between submitting applications and receiving CMAQ funds, with

this year’s applications primarily competing for allocations in Fiscal Year 2023. For many

operations projects – especially signal timing projects – this lag is an issue. By the time the

city receives those funds, the city or the region may have more urgent signal timing needs

due to unforeseen developments or traffic pattern changes.

Recommended Action: None at this time.

7. HRTPO Update

Mr. Keith Nichols and Mr. Sam Belfield (HRTPO) updated the HRTO on operations-related HRTPO actions:

Recent actions of HRTO’s parent committee – the Transportation Technical Advisory Committee (TTAC):

o Amended the TIP to account for projects that received funding the Smart Scale (formerly HB2).

Norfolk Signal System Improvements-UPC105592 Norfolk Traffic Control System Upgrade-UPC 109303

o The 2040 Hampton Roads Long Range Transportation Plan was approved.

Recent actions of VDOT’s RCTO-TIM (Traffic Incident Management) committee.

o Hosted “Train the Trainer” Workshop July 12-13 with approximately 25 attendees.

o Hosted FHWA TIM Self -Assessment on August 3 at the VDOT TOC o Next meeting is September 8, 2016 at the HRTPO o Instant Tow Program-6 month trial began July 1 and is funded

through VDOT. Program is from Monday through Friday from 5am-9pm.

8. For Your Information

The HRTPO selection process for projects proposed to be funded under the Congestion Mitigation and Air Quality Improvement Program (CMAQ) and Regional Surface Transportation Program (RSTP) is conducted on an annual basis. This year’s project applications are due Monday, August 15th. More information is available at http://www.hrtpo.org/page/cmaq-and-rstp.

VDOT submitted an application for a FHWA Advanced Transportation and Congestion Management Technologies Deployment (ATCMTD) grant for a project to improve mobility on I-64 between I-564 and the Hampton Roads Bridge-Tunnel. The proposed project will:

Implement an active traffic management system (ATM) for I-64 Provide real time travel information for commercial vehicles leaving

the Port facilities Improve tunnel lighting for the westbound tunnel tube Install infrastructure to support the connected vehicle efforts

VDOT requested $9 million in the grant application and will leverage funds from an existing project to cover the required 50% match if the grant is funded.

The next HRTO meeting is scheduled for Tuesday, October 11, 2016 at 9:30 a.m. at Sandy Bottom Nature Park in the City of Hampton.
