Jeff Zander reported the Elko County School District (ECSD) budget was approved last night. There will be a $50 per pupil reduction. It was a pretty flat budget. Staffing will remain the same. The ECSD is expecting some enrollment increases. Kindergarten is up 53 students. Class sizes are up 2 students per class over the district. The SB11 funding scenario is economies of scale and protects the rurals, but with the recession, we are sharing local wealth with Clark County. ECSD has finished its five-year capital improvement plan. They are looking at properties around Elko. They have not closed on the land over in Wendover yet.Chuck Knight said Arizona has tremendous tuition rate increases as well - more than Nevada. We need to work with the legislature from totally disbanding service to the rural areas. As we move forward this year we play a strong role in the legislature as volunteers. Chuck feels this board should take action and to apply pressure in whatever way is needed.Hugh Collett has written two papers. “Completion on Education” essentially points out the differences between community colleges and universities. It used to be that everyone knew the differences. Now we are going to have to educate them again. Chancellor doesn’t seem to understand. The second paper is “Nevada Rural Education”. Some of the information contained in the papers could be used to present to our legislature and Governor and to people who have some bearing on our finances. Another suggestion

is that we should produce a documentary about the accomplishments. It should spotlight the innovational thinking on our faculty and administration. It needs to emphasize the history, growth, and economic impact of ordinary individuals. The college has been fantastically unselfish. We should be proactive and aggressive. We need to show relationships we have with industry. John Rice said we just finished making a recruitment video on the students’ experience and how their lives have change because of their experiences here. We have our Serving Rural Nevada booklet that we put together as an informational item. Lynn said that Team Elko has reconvened meeting and will be talking to the other counties. We are resources and can’t sit on the committees, but we can provide information and resources. Perhaps some members of the GBC Advisory Board should attend the Team Elko meetings. Chuck Knight feels that education is for everybody and this new funding is not equitable. Matt McCarty agrees the college has been very selfless. We are going against a group that is very selfish. Southern Nevada controls Nevada. We are looking at a cut in funding and even if it can be challenged it could take years. They will still control the purse strings. We don’t have the political might. So coming up with ideas on how to raise funds or reduce the money from the state is key. Work on multiple fronts and approaches are still required. Mike McFarlane said we are trying to find out how other institutions are pursuing. GBC receives 173% of what CSN does in terms of dollars per FTE. Why do we cost 173% more? The reason is because of class size. If we are going to engage them in why our funding is being cut here is the reason and how can we work this out. They have 26 per class and we have 16 per class. Chuck says the formula urban vs rural have always been 150% difference. This is historically the correct way based on need rather than numbers. Hit them with the facts. If the facts don’t work, then hit them with a law suit. Hugh said that we have proved we are the only ones that can successfully provide education in the rural areas. Every time we have had a problem throughout the years we have become stronger and become a better college. Hugh said he would like some action on these two reports. The reports will be sent out via email. Lynn said the legislative committee is studying the new proposal and current funding. They will do a proposal to the full legislature in August. Chuck said he would like to see this as a basis for a statement that is eventually adopted by this Board. Really study it and change or add to it, it is just the basis for the communication. The arguments are sound. Two weeks should be the time limit. Matt McCarty will take the lead. This will be a document from the GBC Advisory Board and not the college. Eleanor says that this is happening quickly. Chuck said that once it has been redrafted that another meeting should be called.Eleanor Little wanted an update on classes in Owyhee. Mike said we have an instructor for the computer class. People are interested. Mike will be visiting with Edwina during the summer. We are working at getting a sign for the building that says GBC.

6. President’s Report Mike McFarlane and Lynn Mahlberg went to Ely for their graduation celebrations. Tonight is Winnemucca and Battle Mountain’s graduation celebrations which they will be attending. GBC had 430 graduates which is largest number yet. Certificates are up to 99. GBC has been working with Hanover Grants to see if there are some grants out there that we have overlooked. We have an excellent grants manager but it’s difficult for one person. Lynn will still continue to go to the different areas. The new president starts July 1. We are having people turn job offers down because of the housing shortage.

Don Miller wants to have a program that introduces GBC high school freshman and their parents. We could have a program on campus in the theatre. In order to attract the students we need to attract the parents as well. Jeff Zander said it is a good idea. Do it in shifts. Don will work with Jeff.

7. Questions on Written Reports None.

Great Basin CollegeAdvisory Board Written Reports

May 17, 2012

ACADEMIC AFFAIRS

GBC is scheduled for a Year Seven Comprehensive Self-Evaluation Report and visit in spring 2013. A brief review of the Year One Report was conducted by a representative from Northwest Commission on Colleges and Universities. Comments were good; however, it is important that planning and assessment play a pivotal role in the success of the next evaluation.

Details of the exchange of properties between Nye County School District and GBC are still being researched and discussed. The properties involved are the GBC High Tech Center and the Mount Charleston Elementary School in Pahrump.

Recruitments for several teaching and non-teaching faculty positions continue. Positions being recruited for are:

a. Psychology Instructorb. History Instructorc. Diesel Technology Instructord. Biology Instructor (Pahrump)e. Nursing Instructorf. Library Circulation Managerg. Assistant Director/Mark H. Dawson Child Centerh. Lead Teacher (4 positions)/Mark H. Dawson Child Centeri. Electrical Technology Instructorj. Technical Mathematics Instructor

GBC is experiencing difficulty recruiting faculty for the Elko community because of the lack and cost of housing. Benefits and salary reductions have also had a negative impact on the recruitment process.

The interview process is complete and selections have been made for the following positions:a. Economics/Finance Instructor – Dr. Hang Thu Nguyenb. Biology Instructor – Dr. Sameer Bhattaraic. Criminal Justice Instructor – Richard Mackeyd. History Instructor – Dr. Jonathon Fostere. ABE/ESL Accountability Specialist – Brenda Gonzales

A team of five members will be attending the Association of American College and Universities 2012 Institute on General Education and Assessment Conference in June. Team members are Mike McFarlane, Mary Doucette, Christine Young-Gerber, Lynne Owens, and Stephen Theriault. The GBC group will explore general education models, processes of redesign and implementation of highly effective practices, clarification and integration of learning outcomes, and strategies for assessment.

The final art gallery presentation, “Spring into ART”, was April 30-May 11, 2012. The presentation focused on student and Argentum artists’ art. Handmade ceramic bowls, beads, and photography were just some of the exhibits on display.

Associate of Applied Science/Career and Technical Education (CTE) Programs – The Maintenance Training Cooperative (MTC) scholarships have been awarded. Interviews were conducted by the MTC group made up of approximately 40 Newmont and Barrick personnel. There were 169 applicants interviewed over two days and candidates came from as far away as Lander, Wyoming. Comments by the interview committee were very positive saying “this year’s applicants were very good making it hard to choose who will get scholarships.” There were a total of 80 scholarships awarded, with Newmont providing - 11 Diesel, 10 Electrical, 7 Millwright, 5 Welding, and 4 Instrumentation, for a total of 37 scholarships. Barrick provided - 16 Diesel, 10 Electrical, 9 Millwright, 2 Welding, and 6 Instrumentation, for a total number of 43 scholarships awarded.

The Electrical Department at Great Basin College has recently obtained the status of Accredited Training and Education Facility through the National Center for Construction Education and Research (NCCER). GBC has been working toward this certification for several years, and was able to realize this goal with the help of TIC Construction Company. TIC, a major construction management company, worked with our electrical instructors to assure all of NCCER’s requirements were met. NCCER will not sponsor a school unless there is an industry link or sponsor. This accreditation will allow GBC students to be listed on a national registry of qualified technicians who have passed NCCER training standards. In order for GBC to meet the requirements of this accreditation one instructor must achieve master trainer certification through NCCER. Steve Garcia, a long time electrical instructor, obtained this certification and is now able to certify other instructors at GBC. We are very proud of our instructors and of this accomplishment.

Diesel Instructor Searches – There have been some changes in the diesel department’s instructor pool. Last month there were two instructor searches conducted at the same time. The searches were for a contract training diesel instructor, and for a tenure-track position to teach a third section of diesel courses. We were able to hire one instructor for the tenure track position, but we were unable to fill the contract training position. One of our AAS Diesel tenure-track instructors was looking for a change and agreed to move to the contract training position. This still leaves us with one open position for the AAS Diesel program. So, we are still in need of a Diesel instructor for the third section of classes in the AAS Diesel program. The searches that were conducted had several viable candidates, but because of our benefit package and salaries we were unable to hire for this position. A new search is being conducted.

Contract Training – The only change to contract training from the last report was the resignation of one instructor. The instructor who resigned had a family member who was diagnosed with a long term illness, and our health care benefits were not cost effective for him to continue his employment with GBC. This position was filled with an instructor from the AAS Diesel program.

Currently, there are 3 contract training streams with each having a dedicated instructor; (2) mobile maintenance and (1) fixed maintenance. Barrick continues to support the entire mobile maintenance streams and half of the fixed maintenance stream.Newmont supports the other half of the fixed maintenance stream. There are 90 mobile maintenance classes scheduled for this year with an average class size of 12 students for a total of 1080 students being trained. Fixed maintenance has 12 classes scheduled for the first half of the year. The fixed maintenance contract training has been underutilized, and hopefully will increase in students and number of classes.

Round Mountain Gold Company has requested 2 fixed maintenance training classes to be taught at their Round Mountain operation. These classes are scheduled for late May and early June.

Continuing Education/Contract Training – Continuing Education has scheduled twelve Microsoft Office computer courses in April and May for Newmont Gold Mining Corp. and one course for the Nevada Highway Patrol / Elko County Sheriff’s Department. Half of the Newmont courses are offered in Elko and half are offered in Winnemucca. Last semester, we also offered four Technical Writing workshops for the Bureau of Land Management who had participants from many of their rural Nevada field offices.

Community Education – Spring semester enrollment in Community Education courses has been excellent. To date, 559 students have enrolled in everything from Healthcare Provider CPR to Beginning Fly Tying. Continuing Education is currently working with Nevada Works on Medical Administrative Assistant and Pharmacy Technician career training. We also put together a nursing Continuing Education Unit (CEU) course offered to health professionals in Elko, Winnemucca, Battle Mountain, Ely, Pahrump, and Tonopah.

Kids College – Academic, personal, and sports enrichment classes will be held at GBC campuses in Battle Mountain, Elko and Winnemucca this summer. Registration is currently underway for kids ages 5 through 17. Barrick and Newmont have contributed funds to market these programs. Barrick is offering a Mining Technology class taught by professionals from the mines for no cost to students. The hands-on course features many scientific experiments that reflect what goes on in the gold mining process and exposes participants to careers in geology, engineering, hydrology and more.

Travel – Adjunct Art Instructor, Cynthia Delaney will lead a GBC group of 18 travelers to Greece and Turkey June 11-23. This fall, English professor, Teresa Howell will take GBC Continuing Education students to Ashland, Oregon for the Ashland Shakespeare Festival. Students will attend four plays and participate in a backstage tour.

Intellectual & Cultural Enrichment (ICE) Committee – The Tumble Words program brought poet, Shaun Griffin to Elko for poetry appreciation and poetry writing workshops that were delivered by interactive video to Elko, Battle Mountain, Ely, Pahrump and Winnemucca April 10 & 11. There were approximately 50 student and community participants in the workshops. Joni Morris and her band, After Midnight played a tribute to Legendary Ladies of Country Music in the GBC Theater on April 19th. 80 tickets were sold. The ICE committee and editor Lora Minter produced the 2012 GBC Argentum literary and creative arts magazine. We had over 200 submissions this year, which is the largest number ever! In addition to students, faculty and staff, members of the community were also encouraged to submit their work. The published Argentum artists are displaying their works in the GBC Spring Art Show through May 11.Grants Office Quarterly Report 5/10/12

Grants - GBC has contracted with Hanover Grants who will assist with finding opportunities that fit with college needs as well as assist with writing grants when needed.

Hanover consultant Paul Tuttle conducted a site visit in March and Hanover Grants has provided an Institutional Profile Memo targeting GBC’s greatest needs, which were determined by input from faculty and staff from throughout the service area. Much work was put into preparing for the site visit.

GBC is part of a consortium composed of TMCC, CSN and WNC. The colleges are working together on the C3TG grant that was funded by the Department of Labor with TMCC as the lead applicant. The funding will allow GBC to pilot embedding math curriculum into the diesel and electrical curriculum using the IBEST model. A math instructor and a Retention Specialist will be hired for the life of the grant (2.5 years) who will work directly with the C3TG cohort(s).

GBC received a Tumblewords grant from the Nevada Arts Council to bring poet Shaun Griffin to Elko to provide a reading and poetry writing workshop. Over 40 people participated from throughout the service area (IAV was used for both the reading and the workshop). Professor Susanne Bentley worked to tie this into her Poetry Appreciation class that has been offered this semester.

Professor Susanne Bentley applied for and received an NSHE grant to be used for course development. She is developing English 102 Online: Climate Change and Sustainability with deliverables by September 2012.

Upcoming in the grants office: Perkins Basic and Tech Prep grants are due in May. Nevada Arts Council grants for projects (Argentum and Performances) are also due in May.

Nevadaworks will conduct the annual monitoring of its grants the middle and end of May for both the programmatic and financial areas. The current Nevadaworks grants are providing training to over 40 low-income people in the areas of CDL, medical administrative assistant, pharmacy technician, CNA, medical transcription and medical coding and billing.

Battle Mountain – The Battle Mountain Center has 24 students graduating this Month, many with multiple degrees/certificates.  On May 23rd, we will be administering the Accuplacer to all Battle Mountain and Austin High School juniors and some seniors with an interest in attending GBC next Fall.  From June 18th-28th, the Battle Mountain Center will be hosting a Kids/Teen College, offering 25 classes to kids age 6-17.  This is the first year that this is being done in Battle Mountain and we have received a lot of community support, especially from Newmont Mining who granted the center $1,500 and whose employees will be teaching three science classes.

Ely Center – The Ely Center has seven graduates this spring: 2 Bachelor of Arts in Integrated Studies with Social Science emphasis, and 5 with Associate degrees (4 Associate of Arts and 1 General Studies). Two seniors completed internships: Nevada Northern Railway and Shoshone Tribal Court & McGill Town Council. One also represented GBC as a judge in the elementary school science fair. A dinner reception in honor of all graduates and their families was held May 11 where the guest speaker was GBC’s outstanding alumni.GBC’s Distinguished Alumni recognized by the Board of Regents is Faye Cavender, a 2006 Associate of Arts graduate from McGill who continued on to UNR in the 3 + 1 Bachelor of Social Work degree and currently works at Child and Family Services. In April, she received national recognition for her work in child services.

The director is presenting Junior Achievement programs at David E. Normal Elementary Kindergarten classes, “Learning about Ourselves in our Community”. The fun part of this time of year is also representing GBC at the high school scholarship awards program.

Eureka participated in interactive video classes again both semesters this year. Lynette Macfarlan has been working with an early childhood education student there.

Visitors to the Ely Center included: Lisa Frazer to train faculty (full time and adjuncts) in the new program for internet courses; Professors Laurie Walsh and Stephen Theriault whose interactive video classes originate in Elko so they were able to meet with students; Library Director David Ellefsen met with students writing research papers; President Mahlberg held a “Meet the President” day; and Bob Hannu repairs, replaces, and maintains the IAV equipment.

Center improvements: NDOT has agreed to crack seal our parking lot again this year. The front lighting on the building will also be replaced with brighter lights for safety of the students. The ElyCenter is also researching ways to conserve energy and money in how it operates.

Pahrump Valley Center  - The Pahrump Valley Center has just hired our new Advisor/Recruiter Brenda Lee McNeese, she goes by Lee. She will begin training in Elko come June 1st and we are very excited to have her on board!

We are still working on logistics of the property transfer from our current GBC building to the new property about 2 miles away. We have also been holding public stakeholder forums to obtain about 280 acres of BLM land for a future permanent location for the GBC-Pahump Valley Center. We had great turnouts at our last two meetings with constructive feedback from community members on what they would like to see in a new college location to be of benefit to the community.

On Friday, May 11th, the PVC Student Government will be holding their end of the year party and graduation celebration BBQ. We will be holding it outside in our parking lot and have it open to all students and their families. Otherwise, we are winding down the semester, gearing everyone for finals, and encouraging registration for Fall Semester.

We are also looking for a new coordinator at our Tonopah Site, as our current one Lauryn Hoffman will be leaving the area. She has been a huge asset to me in catching on to GBC policies and procedures and will be hard to replace. We also have new signs going in the location to give GBC more of a presence in Tonopah.

It is very exciting times throughout Nye County for Great Basin College!

Winnemucca Center – Spring semester is smoothly drawing to a close. Advisement and registration for fall semester is currently ongoing. There have also been various short-term classes in operation throughout the semester including contract computer training for Newmont, early childhood education, wild land fire science training, photography and a Biology field school to round out the term. Our Center will be open for classes throughout the summer with interactive video and live instruction. Students can also receive advising and registration assistance.

Preparation is underway for graduation activities and preliminary reports indicate at least 45 Winnemucca students graduating this semester. A graduation celebration will be held on May 17th for graduates, their friends and families. This event is well-attended each year and is sponsored in partnership with the Student Government Association.

Staff participated in Senior Exit Interviews at Lowry High School providing high schools seniors the opportunity to present their student portfolio and gain practical interview skills. Students interested in attending GBC in the fall were channeled to GBC staff for interviews so that they could ask and receive information about the college as well.

A summer Kids College program in Winnemucca will be held from June 18-29. Classes range from fun arts and crafts activities to challenging and interesting academic pursuits. Current GBC students and staff are gearing up as instructors as well as members from the local community.

STUDENT SERVICES

Admission Advising and Career Center – Pat Collins, DirectorThe Admission Advising and Career Center held its annual Career Fair on April 11, 2012.

We had 31 employers participate with 200 people attending; it was held in the Leonard Center for Student Life. This location was well received by all and we are planning to use the facility for further events.

Advising numbers have stayed steady as compared to last year's numbers. We are ready for the heavy advising season over the late spring and summer.

Student employment has more jobs than we have students to fill the jobs. It seems to reflect what is going on in Elko.

We have had a steady increase in on-line advising...but the majority of students prefer one-on-one advising. We have seen a steady increase in the student on-line employment services as well.

Admissions & Records Office - Jan King, Director

Page 9: MEMORANDUM - gbcnv.edu€¦  · Web viewGreat Basin College. Advisory Board Meeting. May 17, 2012. 7:00 a.m. PRESENT: Lisa Campbell. Hugh Collett. Susan Davis. David Friestroffer

Preparations are under way for the upcoming Great Basin College Commencement on May 19. Precise numbers will be provided in the next Advisory Report, but we will be awarding over 400 degrees and certificates.

A report was submitted to the Board of Regents, providing an overview of the many ways in which Great Basin College helps students find employment and careers. (See attached.)

A great deal of work was done to create the upcoming 2012-2013 Great Basin College Catalog. As with everything else, the new PeopleSoft system made it necessary to change processes in the creation of the catalog.

A search has begun for the Manager of Student Data position. This is a key position, overseeing all aspects of the current PeopleSoft system.

Department of Health, Safety & Security – Pat Anderson, Director The re-keying of all building in Elko is currently taking place. Once Elko is completed, then Ely and Winnemucca buildings will be re-keyed. Pahrump will be re-keyed as part of the move to their new location. We are also changing the type of door handles on classrooms and meeting rooms, so that they will be able to be locked with the turn of a button from the inside. This will allow staff and faculty to comply with the recommendations of the U. S. Dept. of Education and local law enforcement to lock down and shelter within during certain types of emergencies. Prior to this project most classrooms and meeting rooms could not be locked from the inside if there was ever an active shooter type situation.

The Director attended the SHEPAC (system EHS officers) meeting @ WNC and she helped Student Government Assoc. with their spring events.

Enrollment Management, Retention, and Services for Students with Disabilities – Julie Byrnes, DirectorThree IEP meetings were attended at high schools within GBC’s service area. These meetings were for potential GBC students with disabilities, transitioning to college in the fall of 2012.

The position description for the Retention Coordinator Position was written and advertised. The search committee for this position has been formed and candidates have been selected to be interviewed.

The new Director for the Academic Success Center is being trained as a back-up for Accuplacer programing. Additionally, she has been trained on People Soft so she can look up accommodations for testing. Students with testing accommodations will receive those accommodations at the Academic Success Center.

Seven students were tested on the Accuplacer at Carlin High School.

There was a web meeting for the GED State Taskforce I attended. The main focus of this taskforce is to prepare for the new Computer Based GED Testing that will be implemented beginning 2013.

Set up for the Accommodation tables in People Soft was completed and input of the student records has started. This is the area in People Soft where all information about students with disabilities can be stored. Once the student information has been input into People Soft, there will be a much larger opportunity to pull reports on students with disabilities at GBC and learn more about this population.

A faculty web page that includes several documents that students can print out and use when applying for services was set up. Additionally, students can schedule an appointment via e-mail.

A design for a new web page for Disability Services was completed and I am looking forward to putting that design in place in the near future.

Page 10: MEMORANDUM - gbcnv.edu€¦  · Web viewGreat Basin College. Advisory Board Meeting. May 17, 2012. 7:00 a.m. PRESENT: Lisa Campbell. Hugh Collett. Susan Davis. David Friestroffer

A webinar on the legal issues behind suicidal students on campus was viewed.

Twenty new students with disabilities were seen and received services.

Fourteen students were provided general advisement.

Eight new students were seen for referral to the UNLV/CIS Counseling Program.

Four students were seen concerning disciplinary issues.

Eight students were provided crisis intervention.

The GED was given eight times during this time period and 57 people were tested. On May 30th GBC will host the GED Commencement Ceremony for 2012.

Housing – Stacie Combs, Housing CoordinatorAll the empty apartments are ready for the Fall semester; however, one of the apartments is to be re-carpeted. There are only 30 beds available for the Fall semester. There are 18 families on the Married and Family waiting list. With the number on the Married and Family list, couples without children have been asked if they would move to a building in general Student Suites.

RA interviews for apartments and dorms is Thursday, May 10.

The number of those students staying through the summer is 19 and those students returning for the Fall semester is 19.

The Episcopal Church is providing a Spaghetti Feed for our housing students on May 7.

During the Spring semester, we had three evictions for those dropping classes and falling below nine credits and one eviction due to drugs. Office of Student Financial Services – Scott Nielsen, DirectorIn the Financial aid office, we have been busy working out the bugs in People Soft for the aid years 2012-2013. We have rolled over the financial aid information and added the new documents into People Soft to reflect the new legislation that comes into law July 1, 2012. We are still trying to fix our communication letters and emails to students.

A President’s Award Ceremony was held in April to recognize outstanding students chosen by each department.

The scholarship committee met and awarded 184 scholarships for the 2012-2013 award year.

Two members of the financial aid office attended WASFAA (Western Association of Financial Aid Administrators) to be taught by the Department of Education’s training staff on new laws and regulations. Some of the new more significant laws that take effect July 1, 2012 are as follows:

1) The elimination of the ability to benefit rules for new college students starting after July 1, 20122) Interest on subsidized loans issued after July 1, 2012 will go from 3.4% to 6.8%.3) Students now can only receive a Pell grant for 12 full time equivalent semesters with no grandfathered

individuals. Thus many of our students who have received a full-time Pell grant for more than 12 semesters will no longer be eligible for Pell grants in the future which could affect our enrollment.

Page 11: MEMORANDUM - gbcnv.edu€¦  · Web viewGreat Basin College. Advisory Board Meeting. May 17, 2012. 7:00 a.m. PRESENT: Lisa Campbell. Hugh Collett. Susan Davis. David Friestroffer

4) Changes were also made to items that we are required to verify for those students selected for verification.
