A Transportation Advisory Committee meeting will be held at 3:30 PM on Thursday, October 8, in Conference Room New Bridge Street of Jacksonville City Hall (815 New Bridge Street). The purpose of this meeting is to consider adoption of Amendment 1 to the 2016-2025 Metropolitan Transportation Improvement Program and discuss our progress with the Prioritization 4.0 Work Program. An agenda for the meeting is attached. Those unable to attend in-person are encouraged to participate via conference call - (910) 938-6543.

I. Call to Order
Mr. Jack Bright called the Jacksonville Area MPO Transportation Advisory Committee Meeting to order at 3:26 pm on Thursday, August 13, 2015 in the New Bridge Street Conference Room of Jacksonville City Hall.
II. Welcome and Introductions
Mr. Bright welcomed everyone to the meeting and introduced our new TAC board member, Mr. Paul Buchanan. Introductions were made by everyone in the room.

The motion to approve the adoption of the April 9, 2015 meeting minutes was unanimously approved by the Committee Members present.

VI. Camp Lejeune Rail Study Resolution of Support
Mr. Anthony Prinz stated that over the past several years there has been a need for rail access in Onslow County and the greater Jacksonville area. He stated that fundamentally the need for the rail access, in regards to the MPO, is to continue to diversify the existing transportation network. Additionally, there is a need to more efficiently and effectively move freight into and out of the community. Finally, he stated that having the rail system will aid in the community’s economic development. Mr. Prinz went on to discuss the issues with the abandoned rail line. He stated the rail line abandonment in the late 1980s reverted the property back to its original owners. The other primary issue is one of cost. Due to the incredibly high cost of constructing a new rail line, alternative options were looked at, one of those being the current Camp Lejeune Rail Line. He stated that several months ago a group of stakeholders got together to discuss the possibility of opening up the Camp Lejeune Rail Line to commercial access; from that meeting the need for the Rail Study was formed. Mr. Prinz stated that Representative Shepard is very much interested in the study and had proposed some funding in the state budget for this project. Mr. Prinz asked the committee to consider approving the Rail Study resolution. Ms. Sandra Fountain asked how much the study will cost and Mr. Prinz responds that the Rail Department gave a rough estimate of $150,000 – $250,000.
Mr. Bob Warden made a motion to approve the Camp Lejeune Rail Study Resolution of Support. Ms. Sandra Fountain seconded the motion. Mr. Paul Buchanan declined to vote.
VII. OAJ Air Traffic Control Tower Resolution of Support
Mr. Prinz stated that OAJ is the third busiest airport in the country that does not have an air traffic control tower. This presents two concerns: safety and efficiency. Mr. Prinz stated that this project was submitted through the P3.0 process and given the maximum number of points available to it; however, it was not selected for funding. The estimated total cost of the project is $4.5 million and currently the FAA has approximately $2.5 million for the project,
leaving a gap of $2.0 million. He stated that the project is not eligible during the P4.0 process thus creating a need for alternative funding sources. Ms. Sandra Fountain has helped in requesting money from the state. The resolution is to demonstrate MPO support for the project as well as the money. Ms. Sandra Fountain stated that the money has been obligated and both Representative Shepard and Senator Brown are on board for the project. Mr. Prinz mentions that both the City Council and the Onslow County Board of Commissioners have approved similar resolutions. Mr. Bright asked for a motion to approve the OAJ Air Traffic Control Tower Resolution.
Mr. Paul Buchanan moved to approve the OAJ Air Traffic Control Tower Resolution of Support. Ms. Sandra Fountain seconded the motion and it was unanimously approved by the Committee Members present. Discussion Items:
VIII. P4.0 Work Program
Mr. Prinz discussed that we are getting ready to start the P4.0 process even though we have just finished the P3.0 process. He stated that we would like to take the same route we did in the P3.0 process in regards to the work program. A subcommittee will be formed to help the process and to meet necessary deadlines. The subcommittee composition is basically the same save one addition to the Camp Lejeune representatives. Mr. Prinz continued to discuss the deadlines associated with the work program, as well as, its timeline, which extends to June 2017. He stated that decisions will be funneled through the public involvement process and the TAC. IX. P4.0 Division Needs/Regional Impact Criteria Mr. Prinz starts by discussing the three tiers of the updated funding system, Statewide, Regional and Division. The Division level holds more local projects than the other two tiers. He went on to discuss the Regional and Division criteria and how they have been customized from what the work group originally decided on in Raleigh. He stated that every one of the stakeholders needed to be on board both Regionally and in the Division in order to alter the criteria. Finally he discussed the changes made to the original criteria. He noted that points were taken from Cost/Benefit and points were given to the Multimodal category in both the Regional level and the Division level.
X. Highway Projects In-Development Mr. Prinz stated that this is a “feel good” presentation to acknowledge the success of the P3.0 process. He began by discussing the project at the Western Boulevard and Gum Branch Road intersection. The project is to include dual left turn lanes from Gum Branch Road onto Western Boulevard. He stated this project was a carry over project before the P3.0 process and has been in design for a while. He went on to discuss the Western Boulevard drainage project. The scope of the project is to install two new 60” box culverts which will most likely require NCDOT to open cut the
road. The project is currently in design, is scheduled to start ROW this fall, and the easements needed with Camp Lejeune have been in process as well. He also stated that construction is supposed to start in 2016. Mr. Prinz continued on to discuss several additional projects. These included:
• Ridge Road Realignment: public meeting on September 17th • Improvements on US 17 North: safety project to construct a superstreet. It is
currently in design, with ROW in 2016 and it is set to start construction in 2017.
• Western/Henderson Improvements: safety project to add dual lefts both from Western to Henderson and vice versa. This project is in design, with ROW in 2016 and construction set to start in 2017.
• NC 172 Improvements: 3 lane widening from the back gate to Camp Lejeune to the intersection of NC 210 and NC 172. It is in design, with ROW set for 2016 and construction in 2017.
• Western Blvd and Piney Green Intersection: scoping is complete, with ROW in 2018 and construction proposed for 2019.
• Western/Gateway N and S Improvements: currently being scoped, with ROW in 2018 and construction proposed for 2019.
• Gum Branch/Bell Fork/ Marine Improvements: currently being scoped, with ROW in 2019 and construction proposed for 2020.
• US 17/ Old Maplehurst Improvements: project is currently in the queue for design. ROW is set for 2019 and construction is proposed for 2020.
Mr. Prinz discussed two additional projects not shown in the power point presentation. They are the widening of Gum Branch Road and a few pedestrian crosswalk projects that were made possible by construction funds provided by Ms. Sandra Fountain. Reports/Comments:
XI. Report from MPO Administrator Mr. Prinz gave a brief MPO update and discussed reauthorization of the federal transportation legislation. It was set to expire in May but was extended and will expire at the end of October. He also discussed the state transportation legislation. Ms. Sandra Fountain provided comment on this legislation. Lastly, he mentioned that we are now operating ITS on Camp Lejeune.
XII. Report from NCDOT Division 3 Mr. Patrick Riddle was present to give his update on the Division 3 projects. He mentioned a completion date of April 2016 is still set for Piney Green Road. He also briefly mentioned the bridge project in Surf City on NC 50.
XIII. Report from NCDOT Transportation Planning Branch
Ms. Nazia Sarder was present to give her report from NCDOT. She noted that the Jacksonville Model has been completed and that preliminary work has been started for the Onslow County CTP.
XIV. Report from FHWA Field Officer Mr. Bill Marley was not present at the meeting to give his report.
XV. Questions, Closing Comments
Mr. Bright asked for a motion to adjourn the meeting. Mr. Bob Warden made a motion to adjourn and Ms. Sandra Fountain seconded the motion. Mr. Bright called the meeting adjourned at 5:05pm.

In April 2015, a 2016-2025 Metropolitan Transportation Improvement Program (MTIP) was adopted by the Transportation Advisory Committee, marking the conclusion of our Prioritization 3.0 process. The adopted MTIP was crafted to align with the draft State Transportation Improvement Program (STIP), released in December 2014, which was anticipated to be adopted by the NC Board of Transportation in June 2015. Federal regulations require precise alignment between the MTIP and STIP for acceptance by the Federal Highway Administration and for projects contained within to be eligible for federal funding. Between April and June, minor adjustments to the STIP were made by NCDOT to improve the practicality of implementing several roadway construction projects within our area resulting in a misalignment between he adopted MTIP and STIP. Further, the NCDOT Public Transportation Division appropriated additional funds (commonly known as “Mobility Management”) within the Transit Element of the STIP that were not available in previous years and not reflected within the adopted MTIP. Amendment of the current MTIP is needed to align with the STIP so projects contained within may progress toward implementation. The proposed amendment was advertised in accordance with the MPO’s Public Participation Plan and no comments have been received to date. Review of the proposed amendment by the Technical Coordinating Committee was favorable and staff respectfully requests that the Transportation Advisory Committee endorse the amendment as drafted by adopting the attached resolution. The Jacksonville Urban Area Metropolitan Organization (JUMPO) has cooperatively developed this Metropolitan Transportation Improvement Program (TIP) with the North Carolina Department of Transportation (NCDOT), Jacksonville Transit, Onslow United Transit System (OUTS), and the Albert J. Ellis Airport as required by the Federal Highway Administration (FHWA) and Federal Transit Administration (FTA). JUMPO was undertaking the development of its most recent Long Range Transportation Plan (LRTP) during the process of developing the TIP. All projects included in the TIP are detailed in the 2040 LRTP, which was adopted in April 2015. Additional information on individual projects can be seen online at www.jumpo-nc.org. The North Carolina General Assembly passed Strategic Transportation Investment legislation in 2014 mandating how projects would be selected for the TIP. All projects were input into the SPOT Online system in early 2014. Based on scores and funding availability, a list of Statewide Mobility projects was released in spring 2014. All projects in all categories had quantitative scores assigned based on modal criteria and were released in early summer. A public comment period provided opportunities for members of the public to comment on projects and provide feedback to the Technical Coordinating Committee (TCC) and Transportation Advisory Committee (TAC) on how local input points should be assigned. The TAC assigned their local points at their August 2014 meeting. The draft list of projects to be funded was released by NCDOT in December 2014. This document reflects transportation investment priorities and programs transportation projects for potential funding over the ten year period of FY 2016-2025. Projects programmed in the first four years of the document (FY 2016-2019) depict the funding committed in the Transportation Improvement Program. Projects programmed in the remaining years (FY 2020-2025) are illustrative. All highway projects in the TIP, including all phases, are the responsibility of NCDOT. Preliminary Engineering for all projects (except Bicycle and Pedestrian Projects) is accounted for under a Statewide Line Item which also includes environmental analysis. Local match for all projects is provided by NCDOT unless otherwise stated. Costs listed in the document are total costs except for Transportation Alternatives Program (TAP) which show the local match separately. Most federal sources require a 20% local match, although some federal funding types either require no match or only 10%. The Public Transportation section documents the expenditures of the Sections 5307 and 5303 grants. The MPO public participation process for the development of the TIP meets the requirements for the FTA Programming of Projects. The final section of the document lists Statewide Projects. These projects are those that are programmed for work throughout the state and may be applicable in the Jacksonville area.
Financial Plan The Financial Plan includes all projects in the committed State Transportation Improvement Program (2016-2019) portion of the document. Information concerning the Developmental Program (2020-2025) projects is included for illustrative purposes. All expenditures are expressed in current year dollars as is listed in the document tables. However, it is anticipated that costs will rise over the life of the document by approximately 2% per year. Revenue is anticipated to be stable through the life of the document. Adjustments are made by NCDOT on an annual basis to ensure anticipated costs are reflective of the most current assessments. Funding from the following federal programs is included: • HP – Federal-Aid High Priority • HRRR – High Risk Rural Roads • HSIP - Highway Safety Improvement Program • NHP - National Highway Performance Program • NHPB - National Highway Performance Program (Bridge) • STP - Surface Transportation Program • STPOFF - Surface Transportation Program (Off System Bridge) • TAP - Transportation Alternatives Program • FMPL – Metropolitan Planning (Transit) • FUZ - Urbanized Area Formula Grant
Highway Highway projects fall within many categories, including roadway widening, new roadway, roadway modernization, access management, intersection improvements, interchange upgrade, and bridge replacement. It is anticipated that revenue from all sources, both federal and state, will be available at the necessary levels for completion of programmed projects.

The local match for capital projects is 20%. The local match for operating expenses is 50%. While the state can provide matching funds, these are awarded on a competitive basis and are therefore not assumed to be available. All revenue/expenditures for public transportation are based on year of expenditure, computed at 2% annually.

RESOLUTION AMENDING THE JACKSONVILLE URBAN AREA METROPOLITAN
PLANNING ORGANIZATION FY 2016-2025 TRANSPORTATION IMPROVEMENT PROGRAM
A motion was made by ___________________ and seconded by ____________________ for adoption of the following resolution, and upon being put to a vote, was duly adopted.
WHEREAS, the Federal Highway Administration and the Federal Transit Administration require Metropolitan Planning Organizations (MPO) to develop a Transportation Improvement Program (TIP) in cooperation with the State and affected public transportation operators within their planning jurisdiction; and
WHEREAS, the Jacksonville Urban Area MPO has developed a TIP to include capital and non-capital surface transportation projects within the Jacksonville urban planning area; and
WHEREAS, the TIP includes a financial plan that demonstrates how it can be implemented within anticipated fiscal constraints; and
WHERAS, modifications to the TIP were necessary to realign the year of expenditure with availability of funding for some projects; and
WHEREAS, the TIP was advertised for public comment in accordance with the adopted Public Participation Plan.
NOW, THEREFORE, BE IT RESOLVED that the Transportation Advisory Committee hereby amends the FY 2016-2025 Transportation Improvement Program, on this the 8th day of October, 2015.

Since August, a subcommittee of the Technical Coordinating Committee has implemented a Transportation Advisory Committee-endorsed Prioritization 4.0 Work Plan to ensure that the Jacksonville MPO complies with all deadlines and deliverables associated with P4.0. To date, the subcommittee has completed modifications to existing projects that remain in the P4.0 system from P3.0 and have also drafted a list of new multimodal transportation projects for submission. Prioritization 4.0 allows for the submittal of new projects relative to highway, bicycle and pedestrian, aviation and public transportation needs. The Jacksonville MPO is able to submit 13 new projects in each of these categories. At the Transportation Advisory Committee meeting, we will review our progress within the P4.0 Work Plan, in addition to existing projects that were modified within the P4.0 system and a listing of new projects for submittal. With consensus of the TAC, MPO staff will continue to implement the P4.0 Work Plan and provide updates as we progress. Attached for review prior to the meeting is a listing of highway projects modified within the P4.0 system as well as a list of new highway projects recommended by the subcommittee for submittal.
