Around 11:00PM, 16 December 2017,

Masoline and Matilde were at home when

their sons, Dante Romero and Ronnie

Romero, left to safe keep their motorcycle at

a neighbor's house. However, upon their

sons' return, a landslide and mudflow

transpired and trapped the two victims inside

their house. Previously reported missing.

Confirmed dead as of 24

December 2017.

On 16 December 2017, the victims were

aboard a motorcycle crossing a bridge

when they were swept by strong current.

The bodies were retrieved on 17

Decemberber 2017. Cause of death is due

to drowning.

On 13 December 2017, the victims reportedly

went to their farm within their barangay but

failed to return home. On 18 December 2017,

10:20 AM, Rosita Abantao reported to the

police that her husband and son have not

returned yet. The MDRRMO Hinabangan

immediately conducted Search and Rescue

(SAR) operations and at around 10:00 PM,

18 December 2017, the two cadavers were

found in a river near Brgy. Bucalan.

Brgys Magara, Caramay and Aboroan Roxas,

Palawan due to heavy rains.

Flood water level was approximately 0.3 - 0.6

meter deep. Caramay footbridge

(bamboo) was washed out due to strong current

of flood water.

An alternate route was used for the commuters.

While the affected families were evacuated to

higher ground.

As of 2:00 PM, 18 December 2017, all the

evacuees have returned home. Flood waters

subsided as of 20 December 2017, 8:00 AM.

A flooding incident transpired in Brgys Tiniguiban,

San Manuel, Iwahig, Napsan, Babuyan, Irawan,

Sicsican, San Pedro, Babuyan, Tagburos, and

Sta Lourdes Puerto Princesa City due to heavy

rains due to heavy rains. Flood water level was

approximately 1-meter deep. This resulted to

flooded agricultural land in Sta. Lourdes.

To date, flood waters are now subsiding. Affected

families stayed in their houses and others were

evacuated in their respective evacuation center.

A. National Disaster Risk Reduction and Management Council

1. NDRRM Operations Center (NDRRMOC)

a. The NDRRMOC raised its Blue Alert status effective 13 December 2017, 5:00 PM, to monitor the situation and maintain close coordination with concerned, Regional DRRMCs, member-agencies and offices.

b. Issued NDRRMC Memo No. 152 raising the alert status from BLUE to RED ALERT effective 8:00 AM, 15 December 2017.

c. Continuous monitoring and dissemination of weather advisories, 24-hour Public Weather Forecasts, Gale Warning, General Flood Advisories (GFAs) to all RDRRMCs/OCDROs through SMS, facsimile, and official social media websites for further dissemination to their respective Local Disaster Risk Reduction and Management Councils (LDRRMCs).

d. Conducted Pre-Disaster Risk Assessment (PDRA) Core Group Meeting for the Low Pressure Area East of Hinatuan (TD “URDUJA”) on 13 December 2017, 11:00 AM.

e. Disseminated the following Emergency Alert and Warning Messages (EAWM):

14 December 2017, 7:45 AM – For Region VIII due to the issuance of Orange Rainfall Warning to the Province of Eastern Samar

15 December 2017, 1:19 PM – For the Provinces of Eastern Samar, Samar, Biliran, Southern Leyte, and Leyte due to rainfall advisory

16 December 2017, 9:27 AM – For the Provinces of Albay, Sorsogon, Masbate, Northern Samar, Eastern Samar, Samar, Biliran, and Leyte due to the possibility of Storm Surge

16 December 2017, 10:32 AM – For the Provinces of Eastern Samar, Samar, Biliran, Southern Leyte, and Leyte due to rainfall advisory

16 December 2017, 2:47 PM – regarding URDUJA’s landfall in San Policarpio, Eastern Samar

17 December 2017, 11:24 AM – regarding URDUJA’s landfall in Masbate

2. Philippine Atmospheric, Geophysical and Astronomical Services Administration (DOST-PAGASA)

a. Continuous dissemination of weather forecasts, Gale Warning, General Flood Advisories (GFAs) regarding TS “URDUJA”.

b. Recommended the suspension of classes in Region VII on 15 December 2017.

3. Department of the Interior and Local Government (DILG)

a. Advised all concerned DILG Regional Offices to closely monitor flooding and landslides brought about to the effects of TS “URDUJA” to all high-risk LGUs.

b. Advised all concerned DILG Regional Offices NCR, III, VI and VII activate the DILG Regional Disaster Reporting and Monitoring for TS “URDUJA”.

c. Advised all DILG Regional Offices to monitor for possible floods and landslides.

d. Provided constant updates on weather alerts/advisories to all Regional Offices.

e. Continuous dissemination of list of barangays with greater than 100 mm rain and barangays with high to very high susceptibility to floods and landslides from PAGASA and MGB.

f. Advised Regional Offices of CALABARZON, MIMAROPA, V, and VIII on the updates of TS “URDUJA” to activate their disaster monitoring and reporting systems.

g. Alerted and advised all concerned LGUs to perform the following actions:

Initiate critical preparedness actions based on the Operation L!STO protocols, and prepare communities especially those in low-lying and/or landslide prone areas, highways and riverbanks, including fishermen

Activate concerned Barangay DRRMCs for early warning measures and vigilant monitoring of areas with settlements at the base of sliding slopes or ridges with manifestations of rockslide/landslide, tension cracks, and areas identified as very high/critical landslide zones

Vigilant monitoring and reporting of the impending weather disturbances and other incidents during this holiday season

Continuously inform/advise all communities thru but not limited to the local television channels and radio stations of the updates of the situation and preparedness actions of the localities

Vigilant monitoring of levels of river water and settlements in low-lying areas or near riverbanks which have experienced recent and repeated flooding

Vigilant monitoring for possible riverbank erosion and shift of river flow direction

Prepare to implement evacuation protocol in areas with high susceptibility ratings to landslide and flood

Restrict or ban tourist activities such as, but not limited to, mountaineering/hiking, surfing, diving, spelunking, etc., within their areas of jurisdiction during this period

Warn small scale miners to stay in safer grounds and avoid any mining activities

4. Department of Social Welfare and Development (DSWD)

a. The DSWD Central Office (CO), Field Offices (FOs), and National Resource Operations Center (NROC) have stockpiles and standby funds amounting to ₱762,432,382.75 with breakdown as follows: a. Stockpiles – a total of 356,490 Family Food Packs (FFPs) amounting

to ₱118,864,642.20 and available Food and Non-food Items (FNIs) amounting to ₱409,166,348.15

b. Standby Funds – a total of ₱245,908,160.62 standby funds in the CO and FOs. Of the said amount, ₱199,863,131.43 is the available Quick Response Fund in the Central Office:

B. Regional/Local Disaster Risk Reduction and Management Councils (R/LDRRMCs)

RDRRMC/OCDROs CALABARZON, MIMAROPA, V, VI, VII, VIII, and CARAGA are continuously disseminating weather advisories/ bulletins to RDRRMC member-agencies, P/C/MDRRMCs, and local media (radio stations) through OCD InfoBoard Text Blast System, and upload the same to social accounts to effectively ensure public safety and achieve zero-casualty.

Department of the Interior and Local Government (DILG) MIMAROPA a. Sent advisories to all provinces re TS “URDUJA”. b. Continuous monitoring and reporting based on Oplan Listo.

Department of Social Welfare and Development (DSWD) MIMAROPA a. Prepositioned a total of 45,099 Family Food Packs (FFPs) at regional

warehouses. b. Has available standby funds of ₱2,130,200.54. c. PSWDO Romblon provided one (1) sack of rice d. DSWD thru Social Welfare and Development Team (SWADT) in Romblon

released two (2) boxes of corned beef, pochero and laing, one (1) box of sardines and four (4) boxes of 3-in-1 coffee.

e. Utilized the kitchen facilities inside the PPA as community kitchen area for serving hot meals.

Department of Health (DOH) MIMAROPA a. Advised Quad-Cluster Teams (Health, NIE, MHPSS, WASH) to be on

standby for deployment and augmentation of services. b. Advised Human Resource Management for Health to be available on their

catchment areas to augment health services and establish health assistance desk once evacuation starts.

c. Continuous coordination with other Regional agencies including, Philippine Coast Guard (PCG), Philippine Ports Authority (PPA), RDRRMC, OCD, LGUs, Philippine National Police (PNP) station, Provincial DOH Office (PDOHO), DOH retained hospitals, and HEMS point persons for any untoward incident.

d. Advised PDOHO to conduct roving to all areas of concern regarding potential risk for mass casualty incident and evacuation.

e. A total of ₱18,018,740.24 worth of logistics were mobilized. f. Prepositioned water disinfectant and collapsible Jerry Cans in flood prone

areas.

Department of Public Works Highways (DPWH) MIMAROPA a. Alerted maintenance crew of the District Disaster Risk Reduction and

Management Teams to monitor condition of national roads and bridges and other infrastructures facilities.

b. Prepared all equipment for mobilization if situation warrants.

Coast Guard District (CGD) Southern Tagalog a. Advised all CG stations and sub-stations to ensure strict implementation of

Guidelines on the Movement of Vessels during Heavy weather pursuant to

HPCG Memo Circular 01-09 and in the absence of Weather bulletin in the locality pursuant to HPCG Memo Circular 03-01.

CGD Palawan a. Advised all CG station and substation to ensure strict implementation of

Guidelines on the Movement of Vessels during Heavy Weather pursuant to HPCG Memo Circular 01-09 and in the absence of weather bulletin in the locality pursuant to HPCG Memo Circular 03-01.

b. Ensured the strict implementation of Standing Operation Procedure No. 001-12 on PCG Alert and Response Procedures in conducting Pre-Departure Inspections (PDI) to all vessels/motorbancas within the AOR.

c. Prepared PCG boarding teams, SAR assets and DRG Teams and closely monitors maritime traffic and weather condition for prompt, sustained, and effective implementation of existing command policies, rules and regulations, and doctrines.

d. Continuous monitoring of situation in their respective AORs. e. Placed assets on standby status ready for deployment on flood-prone and

coastal areas.

Police Regional Office (PRO) MIMAROPA a. Ensures the availability of search and rescue assets and personnel and

alerted all Police Provincial Office down to their lower units and continuous monitoring of situation in their respective AORs.

b. Coordinated with PAGASA, PDRRMC, and other agencies. c. Directed lower units to undertake precautionary measures and other

disaster preparedness activities such as the following:

Strengthen resilience of emergency communications.

• Prepare to implement evacuation protocol in areas with high susceptibility ratings to landslide and flood;

• Restrict or ban tourist activities such as, but not limited to, mountaineering/hiking, surfing, diving, etc., within their areas of jurisdiction during this period;

• Warn small scale miners to stay in safer grounds and avoid any mining activities; and;

• Visit the MGB Geo-Hazard Web Portal at gdis.denr.gov.ph/mgbgoogle for additional information.

f. Activate the alert level status and disaster monitoring and reporting systems.

DSWD FO VI a. Ensured availability and prepositioned a total of 2,000 family food packs in

Bacolod City. b. A total of 18,069 food packs are available but if the need arises, an

additional 1,600 sacks of rice, 6, 589 cases of sardines, 300 meat loaf and corned beef 3,400 cases are readily available and ready for packing.

A. Food and Non-Food Items (F/NFIs)

1. Lead – Department of Social Welfare and Development (DSWD)

a. Central Office (CO), Field Office (FO) and National Resource Operations Center (NROC) have stockpiles and standby funds amounting to ₱748,492,650.97.

b. Coordinated with RDRRMC VIII responded and provided assistance to the stranded DepEd personnel.

c. The LGU of Matnog, Sorsogon, Bulan and Pilar continuously provides hot meals three times a day through installation of communication kitchen to stranded families.

d. DSWD FO V provided 1,050 family food packs to stranded families. It also provided hot meals to other stranded passengers amounting to ₱319,565.00.

e. Processed 4,200 family food packs in Daanbantayan. f. PPA CARAGA provided meals to all passengers stranded in Lipata

seaport. g. Distributed 200 pieces of malong to stranded passengers in Odiongan,

Romblon and additional 200 pieces to Dangay Port, Roxas, Oriental Mindoro.

h. Social Welfare and Development Team (SWADT) Romblon provided one (1) box of corned beef and three (3) boxes of 3-in-1 coffee.

i. DSWD FO VII distributed family food packs worth ₱3,398,400.00 for the affected families in Daanbantayan, Medellin, Madridejos, Pilar, Bantayan, and for the strandees in Dumaguete City.

j. Field Office VII delivered 2,700 Family Food Packs in the Province of Biliran.

k. The following FNIs are scheduled for shipment to DSWD Field Office VIII via BRP Tarlac LD601 (transportation facilitated/provided by the Logistics Cluster) in the morning of 20 December 2017:

a. Coast Guard Western Visayas provided meals to 661 stranded passengers.

3. Philippine Ports Authority CARAGA (PPA)

a. PPA CARAGA provided meals to all passengers stranded in Lipata Seaport.

4. PDRRMC Surigao del Norte

a. Distributed 1,000 food packs for the stranded passengers in Lipata Seaport, Lipata, Surigao del Norte.

5. MDRRMC Pambujan (Northern Samar)

a. Distributed food packs, consists of 3kg of rice, 3 canned goods, 2 noodles, and coffee, to the stranded passengers in sea ports.

6. MDRRMC Lope de Vega (Northern Samar)

a. Distributed food packs for the affected families in evacuation centers.

7. MDRRMC Bobon (Northern Samar)

a. Provided food packs (rice, noodles, and sardines) to the 374 families (1,863 individuals) in the municipality.

8. MDRRMC San Isidro (Northern Samar)

a. Extended food packs to the evacuees.

9. MDRRMC Bongabong (Oriental Mindoro)

a. Facilitated the distribution of food packs or the affected families.

B. Protection, Camp Coordination and Management (PCCM)

1. Lead - Department of Social Welfare and Development (DSWD)

a. Affected families inside evacuation centers are being attended by their respective LGUs and provided with relief assistance.

b. DSWD Regional Disaster Response Assistance Unit’s (DREAMU) are closely coordinating with Social Welfare Assistance Development Teams to ensure provision of relief augmentation to the affected areas.

c. CCCM and IDP Protection Cluster in continuous coordination with the DSWD Regional Offices VIII and CARAGA on protection issues for provision of appropriate interventions in all open evacuation centers.

e. Coordinated with the field offices in MIMAROPA, V, and VIII for the provision of early recovery and assistance through Emergency Shelter Assistance (ESA) and Cash For Work (CFW) to the affected LGUs.

DSWD MIMAROPA a. Extended financial and burial assistance for the victims of landslide in

Romblon.

DSWD VIII a. On-going withdrawal of Food and Non-Food items. b. Utilized water transportation (Navy Boats) in transporting relief

assistance for the Province of Biliran, and coordinated with the Office of Civil Defense regarding the transportation of goods to the Province.

2. MDRRMC Lope de Vega (Northern Samar)

a. Conducted medical check-up and distribution of medicines to affected families in evacuation centers.

3. CDRRMC Cebu City (Cebu)

a. Conducted Rapid Damage and Needs Assessment (RDANA) to determine the extent of damage on agricultural crops and to know the immediate needs of farmers.

4. MDRRMC Can-Avid (Eastern Samar)

a. Conducted relief operations for the evacuees and severely affected families of the municipality.

c. Dispatched 25 Personnel of the Special Rescue Unit (SRU) R8 for the SRR Operations of the landslide incident that happened in Brgy. Luksuhan, Naval, Biliran.

3. President Carlos P. Garcia Anti-Crime and Emergency Rescue Services (PACERS) Responders Team (Region VII)

a. Ongoing conduct of rescue operations in different areas in Tacloban City.

a. Conducted rescue and relief operations in their AOR.
