B Vendor compliance to other Technical Terms

INTRODUCTION

a The objective of this RFP is to select a suitable vendor for the preparation of technical manuals into IETM Class IV standard for HAL Do-228 aircraft on the basis of existing technical documentation available in ATA 100 standard. Kindly confirm for having understood the nature of work for which the subject tender is issued.

TECHNICAL REQUIREMENTS

a

Technical specifications of the required workshop for IETM Class IVdocumentation are provided in the HAL Document No. HAL/KNP/DO-228/IETM/TS/001 enclosed as ANNEXURE -4. It includes IETM architecture and its technical features / requirements. Detailed information shall be provided to the vendor after the award of the contract.

b Offer shall include detailed description/information on functioning and characteristics of the hardware and software to be used in the project.

GENERAL REQUIREMENTSa Work shall be carried out in HAL TAD, Kanpur premises. Vendor shall

position its team for preparing IETM in-house at HAL TAD, Kanpur.

bVendor and its team shall adhere to HAL TAD, Kanpur’s security norms andfollow the shift timings.

cVendor shall arrange any items (software and / or hardware) requiredexclusively for the preparation work of the project and same can be taken back after the completion of the project.

d Vendor provided Software shall only be from reputed source(s) and vendorhas to transfer to HAL all the required license keys which must carry perpetual subscription (license) i.e. no software shall require renewal of its subscription (license) for continued use over the years.

e OEM of hardware being quoted or submitted by vendor should be renowned and should be positioned as Leaders in Gartner’s Magic Quadrant of Year2016-17.

ACCEPTANCE OF DOCUMENTARY SET UP (WORKSHOP)

aVendor shall assure that the documentary setup including software and hardware is in conformity with the ANNEXURE -4 Technical Specifications.

b Vendor shall notify HAL in advance of the date / time, when the setup shallbe ready for inspection / acceptance as per the ATPs.

c If, as a result of above inspection, any of the feature (s) / equipment or partthereof is found to be not in accordance with the specifications, vendor shall take necessary steps to ensure that such feature (s) / equipment or part thereof comply with the specifications.

d

Upon satisfactory completion of inspection / acceptance testing, HAL / EndUser shall issue a “Certificate of Acceptance”. The signature of HAL / End User’s authorized representative on the certificate of acceptance shall constitute the acceptance of the documentary setup.

C Qualification criteria for the Bidder/Vendor

a

Aerospace industry domain vendors with proven expertise in the preparation, setup and after sales support & maintenance of Interactive Electronic Technical Manuals (IETM) facility including its associated hardware developed and setup for fixed wing and/or rotary wing class of aircraft. Bidder should have proven knowledge & competence in area as mentioned above. Documentary evidence/ authentic information relating to the nature of business, manpower strength, product range, turnover, financial capability, infrastructure facilities, ISO (or equivalent) quality accreditations and copies of audited profit / loss account and balance sheets for at least last 3 years to be provided along with Technical Bid.

b The annual turn-over of the vendor shall be minimum Rupees four Crores (Rs. 4 Cr) each year for the last three years. The Balance sheet / Profit - Loss Account Statement for the same shall be produced. Bidder should have handled at least one aircraft interactive documentation creation and experience in IETM class IV. Details of the program/aircraft, client, contact person, purchase order/ contract detail, model number etc., to be provided along with Technical Bid for verification along with available qualification test details, etc.Note: If at any stage of Technical Evaluation, it is noted by HAL that vendoris not qualified as per above, its offer may be summarily rejected.

To convert HAL DO-228 technical manuals (AMM, IPC, POH, and theirsupplements) currently available in ATA100 format into IETM Class IV standard and to setup all the required hardware and software as per the Technical Specifications placed as annexure-4 of this document.

Familiarize aircraft installation and operational aspect of each specialized functional areas like System design, Structural design, Electrical / Avionics architecture design etc. and understand the Standard of Preparation (SOP), in co-ordination with HAL.

ivTo provide a detailed plan of action for the implementation of various activities during the course of the project keeping in view the Delivery Schedule (ANNEXURE- 3).

x To obtain acceptance on both the ATPs from HAL.

xi To perform ATP based acceptance testing of the IETM Class-IV documentation generated and of workshop setup post its commissioning at HAL TAD, Kanpur. Testing shall be deemed complete only after issuance of “certificate of acceptance” by HAL / End User.

xii To provide maintenance procedure for the delivered Documentary Setup.

xiii Vendor must have been certified for following quality standards for preparation,identification, indexing, release, and delivery of the interactive documentation:a. E TRAININGa Non-Admin training: To train the prospective end users with the basic concepts and

usage. The training shall demonstrate how to use and navigate through the technical data contained in IETM and to provide clear understanding and direction on the requirements to install and configure the View applications.

b Admin training: In addition to a) above, to train the prospective admin userswith the capability to act and be the focal point as a subject matter expert. Admin users shall be trained on how to fully utilize all the capabilities assigned to them as per ANNEXURE -4 Technical Specifications.

c Super-Admin (System Administrator and Maintenance) training: In addition toa) and b) above, to train the prospective super-admin users with the understanding of various components associated with the documentary setup, the architecture of the system, the files created and utilized and how to build and configure View dataset. Super-Admin users shall be trained on how to fully utilize all the capabilities assigned to them as per ANNEXURE -4Technical Specifications.

d Vendor shall supply 02 sets of Training documents, multi-media presentations,and other training aids catering the training needs of para E-a to E-c in hard as well as soft copies. Further, vendor shall supply additional 05 sets of Training documents, multi-media presentations, and other training aids catering the training needs of 05 end user sites.

e Interactive training software, if any, shall be provided by the vendor.

f Comprehensive training of 10 working days shall be imparted by the bidder to cater for the training needs. Training sessions shall have 10-15 trainees and shall be imparted at HAL TAD, Kanpur.

g In addition, 02 days’ Non-admin user training shall be imparted by the bidderat each end user sites (maximum 5). Names and addresses of the end user sites shall be intimated at a later stage.

F SCHEDULE

a The offer shall include a detailed program schedule showing activitiescommencing from the date of acceptance of HAL’s Purchase Order (PO) T0, up to the final delivery of the technical documents in IETM Class IV standard. The expected overall activity schedule with major milestones is given at ANNEXURE -3

b Kick-off meeting and supply of technical data by HAL. The vendor shallsubmit a detailed plan, within 2 weeks after acceptance of the PurchaseOrder, for timely development of publications..

G DELIVERABLES

a Supplied as per technical specification –Annexure-4, para-10

H ACCEPTANCE OF DOCUMENTARY SET UP (WORKSHOP)

a Vendor shall assure that the documentary setup including software andhardware is in conformity with the Technical Specifications annexure-4.

b Vendor shall notify HAL in advance of the date / time, when the setup shallbe ready for inspection / acceptance as per the ATPs.

c If, as a result of above inspection, any of the feature (s) / equipment or partthereof is found to be not in accordance with the specifications, vendor shall take necessary steps to ensure that such feature (s) / equipment or part thereof comply with the specifications.

d Upon satisfactory completion of inspection / acceptance testing, HAL / EndUser shall issue a “Certificate of Acceptance”. The signature of HAL / End User’s authorized representative on the certificate of acceptance shall constitute the acceptance of the documentary setup.

I DATA SECURITY

a The personnel should submit one time Police Clearance Certificate obtainedfrom competent authority for HAL security clearances.

b The vendor should execute Non-Disclosure agreement with HAL for datasecurity and the hard discs of all computers (apart from deliverable computers) used for development of publication and IETM should be left with TARDC with no additional cost.

c The computers and network should be properly secured as per HAL IT policyto avoid data theft / misuse.

d All security precautions towards handling of sensitive data shall be taken bythe vendor. All the information provided will be the property of HAL who will have sole rights of the manuals and will be free to share, provide information provided in the manuals to any other agency as deemed suitable. After delivery of the manuals, the vendor will return all documents / information gathered to HAL and the vendor will not keep any information related to the Do-228 or any other aircraft/project with himself.

JW arrantyThe vendor should provide 24 months standard warranty/AMC for software and hardware. (refer Annexure-4, para-7 & 8)

K Product SupportVendor has to provide the product support for functioning of the IETM set up including hardware and software for minimum 15 years.

L System Architecture:This conversion and enhancement work broadly consists of setting up the following:i) Client-Server architecture based IETM documentation generation,updation, and maintenance facility (referred as ‘workshop’ hereafter) atHAL TAD, Kanpur including server (s) and workstations.ii) Standalone Workstations, total qty. 22 for end user bases for easy use ofIETM documentation.

M Minimum Requirements in IETM Class-IV Documentationa All the workstation users in the workshop shall be able to access the same

information at the same time.

b Fast access to the information:i. Browsing the documentation by hierarchical access and through hyperlinks (hyperlink of text with sketches and vice versa).ii. Cross-hyperlinks between the manuals of the maintenancedocumentation (AMM & IPC).iii. Full text search through efficient search tool. The search box shall have the ability to suggest relevant search objects while typing into it. Thereshall be multiple suggestions (minimum 5) available as dropdown menu. iv) The interactive document could be quickly updated and immediatelyavailable to all users connected to the server. This should not involve restarting the server and/or the users’ systems.

c Nonlinear organization of the contents for easy cross referencing

d Innovative use of technology to move the diagram with the contents

e Interactive animations to be introduced in the documentation, with or withoutvoice, so that the functioning and service procedures can easily be explained. There will be minimum 20 minutes of 2D animation and 10 minutes of 3Danimation. Any CAD modelling required for the animations shall be done bythe vendor.

f The system shall have following levels of access:i) Non-admin: Users having non-admin class access can only view the IETMdocumentations.ii) Admin: Users having admin class access shall be able to create and update the IETM documentations in addition to the capability of viewing thedocumentations. Admin users shall also be able to create and delete non-admin users.iii)Super-admin: Users having super-admin class access shall be able, in addition to all the capabilities of admin class users, to perform all theadministrative and maintenance activities of workshop. Super-admin usersshall be able to create and delete non-admin, admin, as well as super- admin users. Super-admin users shall also be able to change (upgrade ordowngrade) the access class of existing users.

g There should be provision to control viewing rights of any manual (AMM, IPC,or POH) on USER ID basis. A user with non-admin right can selectively be given privilege to view any or all of the manuals (AMM, IPC, or POH).

h If any chapter (or, if possible, any smaller unit) is being updated by any adminor super-admin user, it should get locked for editing by any other admin or super-admin user till the former completes his/her editing. A notice/flag showing name of the user editing the document should be shown to the user who is trying to edit the subject documentary unit.

i Facility to add and save Local as well as Global annotations/notes along withthe contents. Admin and Super-admin users should be able to add Local as well as Global annotations. Non-admin users should be able to add Local annotations only. Global annotations will be visible to all the users while Local annotations should be available only to the user who added it.

In case technical documents are to be delivered to the user through a CD/DVD for its installation/loading on a fresh COTS PC/Laptop at user base, facility/provisions shall be readily available to include all the required software along with IETM data to enable the ready installation and viewing of the IETM data.

q The graphical viewer section within IETM shall provide options like select,rotate, zoom, and pan.

r The IETM shall have ActiveX Controls that allow for rich media playback andfor robust application integrations to provide optimal user experiences when consuming content.

s The IETM should work on a light weight, open, HTML/XML-based architecture which must be future proof in terms of advancements in IETM software andhardware technologies.

t The system should have option to reduce data with respect to the original size before writing it on CD/DVD.

u The IETM shall have security features which:i) Allow user to put password on the files getting created to prevent unauthorized usage.ii) Prevents theft and reverse engineering. For this data may be encrypted before writing on CD/DVD so that it can only be viewed by genuine viewer.

v The system should be compatible and supportive on:Microsoft Windows Server 2008 32/64-bit, Microsoft Windows Server 201232/64-bit, Microsoft Windows 7 32/64-bit, Microsoft Windows 8.1 32/64-bit, Microsoft Windows 10 32/64-bit, and other latest Windows versions.

w IETM shall have all other basic features of class IV standard

x HAL will provide hard copy and soft copy of the relevant technical manuals(AMM, IPC, and POH including applicable supplements and TRs) of its Do-228 aircraft (approximately 13500 A4 pages and 500 A3 pages plus approx. 5000 sketches/diagrams/photographs). The soft copy of AMM, IPC, and POH provided by HAL will be in non-image pdf format. These documents are developed by HAL as per ATA 100 standard.Note:1. Vendor may need to re-generate and digitize the text pages.2. Images should be vectored wherever it is required for acceptable clarity.3. Vendor may need to modify the text/graphics/setup as required by the user/HAL till the final acceptance of the e-publication.

N Workshop Setup Requirementsa Vendor shall provide and install the workshop in HAL TAD, Kanpur.b Workshop setup, consisting of 20 workstations apart from the servers, shall

comprise the following:i) Seven (07) perpetual licenses of all software tools for creating, managing, and updating documentary objects. These licenses could be used across whole network on floating basis.ii)All the hardware based on required software tools, volume of data and number of users involved.

j The set up shall provide the facility for monitoring/controlling of outputgenerations (number of output CD/DVD, Printable files for hard copy, etc)through publishing tools.

O Workstation Setup RequirementsVendor shall provide total qty. 22 independent workstations for end user sites. All these 22 workstations shall be with technical specs as mentioned in Table- B of Annexure-4.Each Workstation shall comprise the following:1. All software tools required for viewing the IETM documentation. End users shall have Non-Admin class of access.2. All the hardware including PC with UPS etc. based on required software tools and volume of data.

P Software AMC / Subscription requirementsa) All the software used in the project shall be of perpetual subscription(licence) i.e. no software shall require renewal of its subscription (licence). b) Two years’ AMC shall be offered by the vendor for all the software used in the project including the workstations to be used by the at end user at itsbases.c) Vendor shall provide full support for any bug or patch update or software update or upgrade during the period of AMC. These updates and upgrades will be provided free of cost till AMC.

Q Hardware Warranty requirementsd) Two years’ warranty shall be offered by the vendor for all the hardware used in the project including the Servers, SAN Storage, Tape Library, SAN Switch, Network switches and workstations to be used by the at end user at its bases.a) Vendor should provide support through OEM of hardware and should submit MAF/ AMC/ Warranty document in support of this duly signed byOEM.b) Hardware support should be of 24 X 7 with 4 hours response time.

R Documentationa) Hard and soft copies of role-wise user manuals (that is, separate User Manuals for each user role) should be provided by the vendor. User manuals for Non-admin, Admin, and Super-admin roles must cover everything which is needed to enable them efficiently utilize their respective roles as specified in this document.b) Role-wise documentation as above must also be available in the IETMsetup under the “Help” tab according to the role of logged in user.
