NATIONAL TRANSPORT & OVERSEAS SERVICES CO. “NOSCO”

GENERAL STATEME NT OF POL ICY

Our policy is to provide and maintain safe and healthy working conditions, equipment, environment and systems of work for all our employees, and to provide such information, training and supervision as they need for this purpose.

The allocation of duties for safety matters and the particular arrangements which we will make to implement the policy are attached.

The policy will be kept up to date, particularly as the business changes in nature and size. To ensure this, the policy and the way in which it has operated will be reviewed every year.

NOSCO SAFETY RISK ASSESSMENT

This procedure for ongoing identification of hazards, the assessment of risks, and the implementation of necessary control measures. And to explain the principles and practice of OH&S risk assessment and why it is necessary

THE FIVE STEPS TO RISK ASSESSMENT

1. LOOK FOR HAZARDS - WALK AROUND THE WORKPLACE AND LOOK AT WHAT COULD BE EXPECTED TO CAUSE HARM AND ASK OTHERS WHAT THEY THINK.

2. DECIDE WHO MIGHT BE HARMED - PEOPLE WHO ARE NOT ALWAYS AT THE WORKPLACE SUCH AS VISITORS, CLEANERS, and CONTRACTORS ETC MUST ALSO BE CONSIDERED.

3. EVALUATE THE RISK - DECIDE WHETHER MORE SHOULD BE DONE TO EXISTING HAZARDS AS EVEN AFTER ALL PRECAUTIONS HAVE BEEN TAKEN SOME RISKS REMAIN, THEN ASCERTAIN FROM THE REMAINING RISK WHETHER IT IS A HIGH, MEDIUM OR LOW RISK. ENSURE YOU HAVE COMPLIED WITH THE LAW AND IF YOU CANNOT GET RID OF THE HAZARD LOOK AT HOW YOU CAN CONTROL IT.

4. RECORD YOUR FINDINGS - YOU MUST RECORD THE SIGNIFICANT FINDINGS OF YOUR ASSESSMENT, AND SHOW THAT A PROPER CHECKS HAS BEEN MADE AND THAT REASONABLE PRECAUTIONS ARE IN PLACE.

5. REVIEW YOUR ASSESSMENT - FROM TIME TO TIME A REVIEW MUST BE MADE AS ANY NEW EQUIPMENT OR PROCEDURES COULD LEAD TO NEW HAZARDS. IF THERE ARE ANY SIGNIFICANT CHANGES THESE SHOULD BE ADDED TO THE ASSESSMENT TO TAKE INTO ACCOUNT THE NEW HAZARD.

Near Miss Reporting System: الكامن: الخطر تقرير تحرير نظام

1. Definition: - The near miss is a position or behavior, which in

different circumstances causes harm to people or property or environment.

2. Observer: - Take the immediately corrective action if

possible.- Report the description of hazard.- Give the original report to concerning supervisor

/ manager.- Give a copy to HSE representative.

3. Concerning Supervisor / Manager: - Put corrective action plan and forward it to HSE

representative within 24 hours.- Follow up and inform HSE representative by

completion date.

4. HSE Representative: - Review and analysis the near miss. - Classification.- Filling.

5. Management : - The high and medium class reports will be

reviewed during the central HSE monthly meeting.

- The HSE Manager. follows up the high-class reports.

- The Plant Manager. Will reward the best near miss for the month

FIRE NOT ICE

In case of fire (no matter how small) the following steps must be taken. Any person d iscovering a fire: 1. SOUND THE ALARM USING THE NEAREST MANUAL CALL POINT.

2. DIAL 122 TO CALL THE POLICE & FIRE BRIGADE.

3. ATTACK THE FIRE IF POSSIBLE WITH THE FIRE FIGHTING EQUIPMENT AVAILABLE (WITHOUT TAKING PERSONAL RISKS).

On hearing the fire alar m:

2.18 A daybook to be kept by operators for logging machinery malfunctions. The remedial action that follows must also to be logged.

2.19 Machinery not in working order must be isolated from the electrical circuit and a "do not use" notice to be displayed in a prominent position.

2.20 Operators to take keys from and turn off machines/equipment before leaving them unattended for whatever reason.

2.21 Free standing ladders, when not in use, must be put in a safe position so that they are not a hazard. When in use a person must be stationed at the foot of the ladder to prevent the ladder slipping.

2.22 Racking system to be periodically checked for damage and replaced where necessary.

2.23 Lorry cleaning and general rubbish, banding, etc. to be cleared regularly.

2.24 Goods on vehicles to be carried so that the load is secure and safe. It should not cause a hazard to the driver or any other person.

2.25 If you see, or are in, a hazardous situation it is your duty to report immediately to the

Safety Officer.

2.26 All employees who receive visitors must ensure that the visitors are not exposed to risks to their health and safety while on the company's premises.

2.27 Employees who pass through or have a need to enter the warehouse must Conduct themselves so that they will not cause any risk to their, or others, health and safety.

2.28 No employee may lift, carry or move any load that is as heavy as to likely cause injury to their health.

2.29 Drivers, machine operators and any equipment handlers must not partake of alcoholic drinks that could impair their ability to work safely and avoid hazards.

2.30 Drivers, when delivering or collecting goods, must pay particular attention to the local conditions (camber of road, ramps to loading bays, etc.) to carry out their duties safely and to avoid hazards.

2.31 As far as is reasonably practicable, employees are not to cause disturbances to neighbors and/or expose them to risks to their health and safety.

2.32 Protective footwear must be worn by employees and visitors whose work involves the possible risk of personal injury.

2.33 Gloves to be worn when handling pallet-banding materials.

2.34 Hazardous goods to be used strictly according to manufacturers recommendations.

2.35 Warehouse areas to be kept tidy.

2.36 Hard hats to be worn at all relevant times.

2.37 All drivers and warehouse operatives to wear the company provided uniforms at all times.

2.38 All warehouse operatives and drivers to attend quarterly safety meetings with the management.

2.39 All company vehicles to be driven and maintained according to the company vehicle policy.

3.1 Damaged pallets must not be put on racking.

3.2 All freight put on racking above head height must be safe and secure, either by shrink wrapping or banding.

3.3. When working on racking areas hard hats must be worn at all times

3.4 Safe working load of beams must not be exceeded

3.5 Care to be taken when lifting pallets at height. Observe the forklift lifting capacity.

3.6 Report any damage to the racking to the warehouse manager.

3.7 Never climb onto racking. Always use forklifts to lower freight to floor.

3.8 Always check the emergency procedures when handling hazardous goods.

4.1 Only trained and authorized persons to use the forklifts. Fork Truck OperatorsSafety Code must be issued.

4.2 Forklift driver to check water, oil, fuel, hydraulic levels and tires first thing each day.

4.2 Any one discovering a fault on the forklifts must park in a safe place and remove the key.Report the fault to the warehouse manager who will organize repair.

4.4 As we have no means of separating pedestrians from forklifts, care must be taken at all times. Pedestrians always have right of way. Keep your speed down, especially when the warehouse floor is wet. DISCIPLINARY ACTION WILL BE TAKEN AGAINST ANYONE MISUSING THE FORKLIFTS.

4.5 Care to be taken when connecting / disconnecting forklifts to / from battery chargers. The power at the charger MUST be switched OFF before disconnection.When not in use, charger wires must be tidy and off the floor. Anyone discovering problems with battery chargers must isolate at the main switch and report the fault to the warehouse manager.

4.6 Forklift capacities and load centers to be observed at all times. Forklift drivers must not exceedThe lifting capacities.

5.1 User to inspect tools and work equipment prior to use. Pay particular attention to power tools and wiring. DAMAGED EQUIPMENT MUST NOT BE USED. Mark such equipment as “DAMAGED, DO NOT USE” and remove from area. Warehouse manager to organize repair or disposal.

5.2 User must be trained in use of tools and work equipment.

5.3 User to make sure work equipment is fit for the task in hand.

5.4 User to pay attention to hazards such as wet conditions and trailing power leads.

5.5 User to make sure he is safe, as well as persons in the vicinity.

5.6 User to wear appropriate personal protective equipment provided when using work equipment. Any PPE required but not provided will be supplied by the warehouse manager on request.

6.1 Avoid manual handling if at all possible use lifting equipment provided.

6.2 Warehouse staff to be trained on manual handling and lifting techniques, Computers and“Carry Safe” must be issued.

6.3 Lifters must use safe lifting practices such as straight back, bent knees and Keeping load close to body. Lifters to assess the load to be moved, taking into account:A) The task.B) If they are fit to lift the load.C) The weight and dimensions of the load.D) The environment in which the load is being moved.

6.4 Where possible, lifter to make use of barrows and trolleys provided. If need be, lifter to get help from one or more persons to move the load.

7.1 Crane operators must log risk assessment and safe working procedures with Companies prior to use and must have completed a major sub-contractor questionnaire which must have been approved by the safety director.

7.2 Crane to operate in a clear coned off area. Unauthorized persons to be kept out of this area.

7.3 Hard hats must be worn by persons working in crane area.

7.4 At least one person to be qualified in banks man operations.

7.5 Slings used must be certified, logged and used properly. Do not use uncertified or damaged slings.

7.6 Slings must be inspected for damage prior to use.

7.6 Procedures 4.5 and4.6 also apply to slings owned by crane operator.NOSCO are responsible for cranes working in the yard.

9.1 Each driver of a company vehicle must hold a full and current driving license.

9.2 Company vehicles must be serviced regularly and kept in a good roadworthy condition at all times. They should be regularly cleaned and valeted by the driver.

9.3 The company vehicle should always be kept locked and secured and, if possible, garaged overnight.

9.4. No Company vehicle may be used for any other commercial practice than working for the company. Any person found guilty of using any company vehicle for other commercial means may be immediately dismissed.

9.5 The company will not take responsibility for any fines etc. levied for offences committed by the driver when in possession of a company vehicle.

9.6 No major repair costs on company vehicles to be authorized without prior permission of a Director. All subsequent invoices to be sent via the Great Yarmouth office for countersigning.

9.7 No vehicle to be hired (unless rechargeable) without permission of a Director.

9.8 In the event of any accident our insurers are to be informed immediately. Under no circumstances is liability to be admitted.

9.9 The Company reserves the right to take action against employees to retrieve uninsured losses as a result of improper use of a Company vehicle

9.10 When using mobile phones a hands free system must be used at all times. This is obviously for road safety and also for the employee's protection.

9.11 Drivers must not continue their journey if feeling tired or drowsy BETTER TO ARRIVE LATE THAN NOT AT ALL.

9.12 Incorrect jump-starting is dangerous and can damage the vehicles. The correct procedures are available in the transport office. They must be adhered to. Anyone unsure of jump starting should leave well alone and contact the Health & Safety officer or warehouse Manager.

9.13 Each vehicle (truck and its trailer) must be pre-journey inspected (checked) according to the next checklist if

INTRODUCTION

The improper handling of goods and materials is the biggest single cause of accidents in the workplace.In the majority of cases the cause of injury can be traced back to poor handling and poor lifting techniques.

Injuries sustained during lifting and handling operations do not wholly or exclusively involve injury to the back; they also include strain and sprain injuries to the parts of the body, injury to feet and hands such as cuts, abrasions, bruising and fractures to fingers and toes.

The injuries outlined above do not occur only to those engaged in heavy or frequent lifting activities for much of their working day, them happen to all sorts of people in all sorts of occupations; in offices, shops, at home, in the garden as well as in factories. The pain and discomfort that results from such injuries, particularly those involving the back, may be both severe and prolonged. Moreover, injuries to the back are frequently recurring; often reduce mobility and the quality of the victim's life.

THE SPINEThe spine has a number of functions:

a. It provides a support for the upper skeleton. b. It protects the spinal cord.c. It acts as a shock absorber.

Fortunately we can all avoid injuries, and the pain and suffering that accompanies them, by using correct lifting techniques at all times. There are six (6) basic principles involved in correct kinetic lifting.

1. Keep the back straight. In all acts of lifting the back should be kept as straight as possible. If it is necessary to bend forwards this should be achieved by bending forwards from the hips without curving the spine. Remember less weight can be lifted if the back is inclined from the vertical and risk of injury is greater if the spine is bent or curved. The action of ‘tucking’ the chin in when putting things down or when bending the knees in order to get into a ‘lifting position’ helps to keep the spine straight.

2. Use the leg muscles. Trained weight lifters never try to lever loads off the floor by using, and straining, their backs. They always use the powerful muscles in their legs, rising from a squatting position holding the upper part of the body erect. The same

techniques can be applied by anybody engaged on work involving the lifting of goods and materials at work.

3. Keep the load close to the body. It is important to keep the load as close to the body as possible during the lift and subsequent carrying. Not only is it more comfortable to do so but it is important to maintain your own stability. If a load has an uneven weight distribution always tries to get the ‘heavy end’ against the body.

4. Keep the elbows close to the side. Try to allow the elbows to ‘hang’ naturally from the shoulder if possible. This simple practice avoids placing unnecessary strain on the upper arms and shoulders.

5. Use a palm grip. Always try to hold in a firm grip; with the edges or corners of the load well

Into the roots of the fingers, the ‘palm’ grip.

6. Position the feet. The position of the feet is also very important when lifting. Ideally the feet should be about the width of the hips and shoulders apart, with one foot forward and facing in the direction of intended travel. Avoid lifting and turning movements, these can cause loss of balance or injury to the spine.

In addition to the six principles set out above there are other factors to be considered also.

a. If a load is too heavy, bulky or awkward for one person to lift help should always be provided. Where two or more persons are engaged in lifting a load the golden rule is that they should be of rough equal statue so as to avoid injury to any one of them. They must of course work in unison with each other.

b. The use of a person's own body weight is a useful point to remember. Often when a load is in a difficult or awkward position to lift cleanly and smoothly, the use of your own body weight may be all that is required to initiate movement of the load into more favorable position.

c. The weight of the load itself may be used to assist and make easier the task of lifting.This particular technique is often referred to as ‘pendulum’ lifting.

d. Dress. The manner in which a person is dressed affects the way in which they lift a load.When dressed in appropriate work clothing a person is more likely to adopt the correct lifting techniques than when inappropriately dressed and worrying about keeping his/her clothes clean.

e. Injuries to hands and feet. The use of appropriate gloves and safety footwear will reduce the chance of injury to hands and feet. Moreover, the use of well chosen gloves will enhance the grip, making the act of lifting and carrying easier. There are few jobs nowadays where there is no hand or foot protection available and workers should be encouraged to use such protection at all times.

f. Pushing /pulling loads. The strength of a push or pull depends largely on foot stability and body weight. The nearer the body can be to a horizontal position without the feet

Slipping the more effective will be the push or pull.

Stresses on the spine are generally higher for pushing than pulling. This is because theAbdominal muscles are also active, the shoulders are loaded and the rib cage is stiffened. Pulling is a more preferable method of applying horizontal force since the forces required to move the load can be applied fairly closely to the long axis of the spine.

A more preferable method to minimize the stress on the spine is to place the back against the load to be moved and use the thigh and leg muscles to provide the necessary motive force.

g. Always ‘size up the job’. Before attempting to lift or move any load determine the best method, ensure that hazards are removed or minimized and that the load can be lifted or moved without undue danger to the lifter or other persons.Of equal importance is the need to be able to put the load down without risk. Indeed the same kinetic principles should be used when putting down a load as are used when picking it up.

1. INTRODUCTION

The fork truck has taken over much of the

work which was, in the past, carried out by manual labour. It has greatly reduced the number of accidents once caused by workers manhandling excessively heavy loads. In order to prevent such accidents being replaced by new accidents involving fork trucks, the fork trucks must be operated safely. This safety code is a set of rules for the safe operation of fork trucks and should be studied, understood and employed by all concerned with operating, instructing, supervising, or working in another capacity with them.It must be emphasized that knowledge of its code is not, on its own, sufficient to qualify anyone to operate a fork truck. Before being authorized to operate any truck the person should:1.1. Satisfy a thorough selection system which includes a medical and an eyesight test.1.2. Be properly trained.1.3. Have passed a competence test and be in possession of a certificate of

authorization to operate the fork truck.

For convenience and ease of understanding, the code has been divided into sections:- Preparation- Operation- Maintenance

2. PREPARATION

Before operating a fork truck, ensure that:

2.1. The daily inspection or pre-shift check has been carried out and recorded in the truck’s log book .

2.2. An faults previously entered in the log book have been rectified.

2.6. All safety guards are in place. These must be kept in place whenever the fork truck is in use.

2.7. Your clothing does not have loose or flapping parts which could catch on a working part of the truck or on an object being driven past.

3. OPERATIONWhen driving a fork truck, always:

3.1. Drive on the right-hand side of the road or aisle way, except when necessary to maneuver to pick up or place a load. Keep a safe distance from other trucks.

3.2. Ensure, by use of signals and horn, that others are aware of your intentions.Never drive directly towards anyone.

3.3. If requested to take a fork truck onto the public highway, ensure that both the truck and you, its operator, are correctly licensed.

3.4. Restrict the operation of the fork truck to its authorized working area, except if given explicit instructions by management.

3.5. Keep to a safe speed, taking into account both the type of load and the prevailing conditions.

3.6. Ensure, before overtaking, that you have good vision of the way ahead, and that it is free from hazards, obstructions, or intersections.

3.7. Approach hazards, such as crossings and doorways, with great care.Sound the horn and be prepared to stop.

3.8. Avoid making sharp turns, or sudden stops except in an emergency.

3.9. Cross such hazards as humps, railway lines or sliding door tracks slowly and at an angle of about 45° so that only one wheel rides the hazard at a time. Stop and remove loose objects lying in your path, do not drive over them.

3.10. Ensure that the truck has overhead clearance and will not collide with overhead obstructions.

3.11 Keep a firm grip on the steering wheel. Never operate with slippery hands

3.12. On inclines - with laden truck - have forks facing uphill. - With unlade truck - have forks facing downhill. Never turn on an incline.

3.13. Have the forks as close to the ground as possible, making allowance for ramps etc. Adjust both tilt and height to suit any incline. On a reach truck the forks should, for travelling, be approximately two inches above the reach legs.

3.14. Look in the direction of travel. Do not reverse without looking. If the load on the forks obstructs forward vision drive in reverse, keep a good lookout all around. On inclines the load must still face uphill, so it will be necessary to obtain assistance.

3.15. Refuse to give lifts to ANYONE, unless the truck has been properly adapted.

3.16 Remember what the truck is intended for, and do not use it for pushing or towing any other vehicle (unless the truck has been constructed or adapted for such a purpose and you have been specifically authorized).

3.17. Ensure that the driver of any vehicle which you are about to load or unload is aware of your intentions and has taken the correct precautions with his vehicle i.e. handbrake on, wheels checked, gears in neutral.

3.18. Check before entering an elevator or lift, or driving onto a dock leveler, bridge plate, or vehicle floor, that it is safe and able to take the combined weight of the truck and its load.

3.19. When parking a fork truck, always:3.19.1. Lower the forks to the ground, put the parking brake on, put all controls into neutral,

switch off the engine or power supply, and remove the starter key.

3.19.2. Avoid parking on a slope. If it is necessary to park on a slope, then check the wheels of the truck in addition to carrying out the normal parking drill.

3.19.3 P a r k the truck in a position where it does not obstruct emergency exits, gangways, firefighting equipment or first-aid posts.

3.19.4. Return the truck’s key to the keyboard, unless the truck is only to be parked for a short time before you recommence operating it.

3.20. When picking up or placing a load with a fork truck always:3.20.1. Ensure that the load to be picked up is securely bonded with no loose items, which

could become dislodged, and is within the capacity of the truck.Never add additional counterweights to the truck.

3.20.2. Ensure that the load is central on the forks and the forks are fully inserted under it. When picking up the load take care that the fork ends, if they project beyond it, do not foul any other object.

3.20.3. Apply the parking brake before tilting the mast. Use extreme care whenever tilting the mast.

3.20.4 Stop the truck before raising or lowering the forks.3.20.5. Apply the parking brake before extending or retracting the forks on a

Reach truck.3.20.6. Tilt the mast backward for travelling with a load; adjust this tilt to suit an

incline.ver tilt loaded forks forward until the load is about to be deposited.

3.20.7. Retract the forks on a reach truck for travelling. The only exception to this rule is when it is necessary to ‘inch’ the truck with extended forks when positioning a load.

3.20.8. Use all controls smoothly and avoid snatching.

4. MAINTENANCE

In order to ensure that the fork truck is able to work safely and efficiently it must be regularly maintained and repaired. The more technical maintenance. And all repairs will normally be carried out by properly trained servicing staff but certain basic maintenance and inspection routines should be carried out at the start of each working day or shift by the operator.

Before commencing operation for the day check:4.1. That any faults previously entered in the log book have been rectified.4.2. That the brakes operate properly when the truck is operated in either direction.4.3. That tires are in satisfactory condition, free of swarf, and if pneumatic inflated to

the right pressure, which should be marked on the truck body just above the wheel.

4.4. That the horn works correctly.4.5. That the chains, chain mountings, and forks are not cracked, damaged or

distorted.4.6. That there is no hydraulic fluid leaking, as shown in patches on the floor or traces

of fluid on pipe work or unions on the truck.4.7. That the hydraulic fluid levels are correct. Report if not, as this may indicate a

fluid loss.4.8. That all controls, indicators, and instruments are working correctly.4.9. That the battery fluid level is correct and the specific gravity gives the required

reading.4.10. That the fuel level is sufficient for the job in hand.4.11. That the fire extinguisher is in position.4.12 That all covers and guards are properly fitted and secured.

On completion of the above checks, complete the log book, entering all faults. Do not operate the truck until the faults have been rectified.

At the end of operation for the day, the traction batteries on an electrically powered truck should be recharged using the proper charging plant and the instructions shown on the plant.

Caution: Never refuel a truck whilst its engine is running. Wipe away spillage, Replace filler cap and allow all spilled fuel to evaporate before starting the engine. Never smoke or use a naked flame when checking fuel or battery levels.

9) Safety manager to monitor and evaluate all staff to ensure continuance all Health & Safety requirements and also to ensure the effectiveness of their training programme which should be reviewed and updated when necessary e.g. (new equipment or new tasks).

5) Permanent on site clients / vendors personnel to attend appropriate Risk Assessment meetings.

6) Any breach of our Health & Safety and handling procedures by our client’s personnel must be advised to the Safety Director who depending on the seriousness of the situation may take the matter up with our client’s Health & Safety management.

7) Any vendors breach of Health & Safety and handling may if necessary impose a ban on the person responsible from our premises and possible exclusion of the supplier from our Approved Vendors List.

All non-conformances have to be dealt with by the Health & Safety audit.
