ADVERTISING%The$students,$staff,$or$facilities$of$Mills$School$shall$not$be$used$to$distribute$advertising$

material$or$make$announcements$regarding$commercial$enterprises.$Our$school$complies$

with$NCSD$Board$Policy$1340/1390$–$Advertising,$Sponsorships,$Partnerships,$and$Gifts.$

%ANIMALS%ON%SCHOOL%PROPERTY$The$presence$of$any$animal$on$the$school$grounds$is$a$possible$threat$to$the$safety$of$our$

students.$Please$assist$us$by$keeping$your$pets$at$home.$Permission$is$sometimes$granted$in$

the$case$of$unusual$pets$or$special$occasions$for$an$animal$to$be$brought$to$school.$$

Permission$must$be$obtained$from$both$the$teacher$and$the$principal.$$See$NCSD$policy$for$

further$information.$

%ARRIVAL%AND%DISMISSAL%It%is%District%Policy%that$students%are%not%permitted%on%school%grounds%before%8:00%a.m.$Students%arriving%before%8:00%a.m.,%who%do%not%attend%Boys%&%Girls%Club,%ride%a%bus%or%eat%breakfast,%will%be%sent%back%home%until%it%is%time%for%them%to%be%at%school.%Do%not%drop%off%your%children%before%8:00%a.m.,%no%supervision%will%be%provided.$$Students$riding$a$bus$and$arriving$before$8:00$a.m.$will$enter$the$building$and$stay$in$an$assigned$

area$until$the$person$on$duty$takes$students$outside.$Students$should$be$dropped$off$on$the$

playground,$not$at$the$front$entrance.$The$2nd$Street$doors$will$be$locked$at$all$times$

throughout$the$school$day.$Parents$and$approved$personnel$will$be$allowed$in$the$building$

only$if$they$need$to$speak$with$a$staff$member.$This$is$a$safety$precaution.$

$

ALL%STUDENTS$are$dismissed$through$the$playground$doors$at$the$end$of$the$day.$$Parents%will%pick%up%students%from%the%playground%after%school,%not%at%the%front%office.$$Students%are%asked%to%go%directly%home%after%dismissal%at%3:30%p.m.$unless$make>up$work$is$to$be$completed,$or$for$disciplinary$reasons.$On$several$occasions,$school$personnel$

and$parents$have$spent$many$hours$searching$for$children$who$have$gone$to$a$friend’s$home$

without$telling$anyone.$$We$expect$walking$students$to$leave$school$grounds$immediately.$$

They$may$not$stay$to$play$with$friends$who$ride$a$bus.$After$school$playground$supervision$

is$provided$for$bus$students$only$until$their$buses$arrive.$All$other$students$must$be$picked$

up$by$3:45$p.m.$If$children$wish$to$play$on$the$playground$after$school,$they$must$wait$and$

come$back$after$4:00$p.m.$$No$supervision$is$provided$at$this$time$and$children$play$at$their$

own$risk.$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$%$

ATTENDANCE%Success$in$school$is$dependent$upon$regular$attendance.$$Good$attendance$and$punctuality$

are$encouraged$from$every$student.$Research$shows$a$child$who$misses$school$in$his/her$

younger$years$will$also$be$absent$from$work$as$an$adult.$The$district$attendance$policy$has$

been$updated$and$new$regulations$set$in$place.$Mills$Elementary$abides$by$board$policy.$

If%your%child%is%going%to%be%absent,%please%notify%the%school%office%at%253/3700.$Please$try$to$call$before$class$convenes$at$8:50$a.m.$This$allows$us$to$respond$more$quickly$to$

unconfirmed$absences.$The$school$will$be$calling$to$verify$each$unconfirmed$absence$to$

extra$work$for$our$office$staff,$but$we$believe$our$students$are$worth$it!$

BACK%TO%SCHOOL%NIGHT%We$will$hold$Back>To>School$night$early$in$the$school$year.$This$is$also$a$Title$1$annual$

meeting.$On$this$night,$a$general$meeting$and$orientation$to$various$programs$of$the$school$

is$extended.$We$will$review$the$Title$1$plan$for$the$year,$school$goals,$student$achievement$

information,$and$parent$involvement$activities.$$

$

After$this$meeting,$teachers$will$be$available$in$their$individual$classrooms.$Teachers$will$

inform$the$parents$of$routine$functions$and$special$events$for$the$year.$They$will$also$review$

the$Student,$Parent,$Teacher,$Principal$Compact,$their$classroom$procedures$and$

curriculum,$plus$their$qualifications.$(See$Title$One$Parent$Policy)$

%BEHAVIOR%REWARDS%The$staff$at$Mills$Elementary$School$has$incorporated$a$monthly$awards$assembly.$Students$

can$earn$Good$Sport$awards,$Attendance$awards$as$well$as$WOW$awards.$Good$Sport$

awards$are$given$to$students$who$exemplify$correct$playground$behavior$as$well$as$having$

good$sportsmanship.$$Attendance$awards$are$presented$to$students$who$have$perfect$

attendance$for$the$month$(including$no$tardies).$$Students$who$have$received$a$WOW$on$the$

ladder$system$are$put$into$a$drawing$for$special$prizes.$Students$earn$WOWs$on$the$ladder$

for$demonstrating$best$behavior$and$meeting$or$exceeding$classroom$expectations.$

$

Students$may$earn$Maverick$tickets$for$good$behavior.$Depending$on$the$teacher,$Maverick$

tickets$are$given$for$behaviors$including,$but$not$limited$to$following$directions,$picking$up$

garbage,$sitting$quietly$and$working$extremely$hard$in$class.$Different$colored$tickets$can$be$

put$towards$different$prizes.$ $ $

We$believe$it$is$important$for$students$who$continuously$do$the$right$thing$to$be$recognized$

for$such$actions.$Too$often$we$spend$a$great$deal$of$time$and$effort$dealing$with$negative$

behaviors$of$some$students,$which$results$in$others$being$overlooked.$We$would$like$to$

reverse$this$trend$by$spending$a$lot$of$time$rewarding$appropriate$behavior$and$actions.$We$

would$like$you$to$encourage$your$child’s$appropriate$behavior$at$school.$$

%BICYCLES,%SCOOTERS%AND%SKATEBOARDS$Bicycles$may$be$ridden$to$school$with$parent$permission.$$Students$are$expected$to$follow$

basic$bicycle$safety$rules.$$We$would$encourage$all$students$to$wear$helmets,$be$cautious$of$

cars$and$crossing$streets,$and$to$lock$up$their$bikes$at$the$bike$racks$at$school.$$$

$

During$recess$times,$when$feasible,$we$will$secure$our$bus$run$area$so$that$students$may$

ride$bicycles,$scooters,$skateboards$and$rollerblades.$Students$must$wear$a$helmet$in$order$

to$participate,$and$additional$safety$gear$is$encouraged.$Wheeled$items$may$not$be$used$in$

the$building.$MILLS$SCHOOL$IS$NOT$RESPONSIBLE$FOR$LOST,$STOLEN,$OR$DAMAGED$

ITEMS.$

%BIRTH%CERTIFICATES$Birth$certificates$shall$be$required$of$all$students$new$to$Natrona$County$School$District$#1.$$

A$pupil$entering$kindergarten$or$first$grade,$or$a$pupil$entering$from$another$district,$must$

present$a$birth$certificate$to$the$school$office$within$60$days$of$enrollment.$$A$CHILD$MUST$

ENROLL$UNDER$HIS/HER$FULL,$LEGAL$NAME.$$After$being$scanned$for$the$student’s$

permanent$file,$the$birth$certificate$will$be$returned$to$the$parent.$$We$are$required$to$use$

the$student’s$legal$name$on$all$report$cards,$Standard$Achievement$Tests,$and$permanent$records.$$$

$

BIRTHDAY%PARTIES$It$is$against$school$board$policy$to$celebrate$individual$birthdays$with$a$party.$$If$parents$

wish$to$send$a$cupcake,$cookie$or$other$treat$for$the$class,$time$may$be$found$to$enjoy$them.$$

This$will$be$done$at$a$time$that$will$not$interrupt$instructional$time.$

%BOOK%FINES$All$textbooks$are$loaned$to$students$free$of$charge$and$are$available$for$parent$inspection.$$

However,$students$are$responsible$for$lost$or$damaged$books$and$will$be$expected$to$pay$

for$them.$$Students$are$urged$to$take$good$care$of$books$to$avoid$a$fee$at$the$end$of$the$year.$$

Replacement$cost$will$be$charged$for$lost$and$damaged$books.$$The$money$will$be$refunded$

if$the$book$is$found.$$Authorized$school$personnel$may$assess$a$fine$for$unusual$wear$or$

damage$to$a$text$or$library$book$on$a$judgmental$basis.$

$

BREAKFAST%AND%LUNCH%PROGRAM%We$provide$a$hot$lunch$and$breakfast$program$for$all$students.$Children$may$purchase$a$

school$prepared$meal$or$bring$a$sack$lunch$from$home.$Mills$School$is$a$participant$in$the$

free$and$reduced$federal$lunch$and$breakfast$program.$If$qualifications$are$met$under$

federal$guidelines,$you$may$opt$to$participate$in$this$program.$Applications$will$be$sent$

home$at$the$first$of$school$and$may$be$requested$at$any$time$during$the$year$if$financial$

conditions$change.$Since$guidelines$change,$application$must$be$made$each$year.$$The$

income$statements$on$these$applications$are$subject$to$review.$

$

When$a$child$eats$lunch$or$breakfast$at$school,$he/she$will$not$be$allowed$to$leave$the$

school$grounds$during$the$eating$period,$unless$a$verified$written$note$has$been$received$by$

the$school$office.$$Before$a$child$can$be$released$to$leave$school$grounds$at$lunch$or$at$any$

other$time$during$the$school$day,$a$note$or$parent$contact$must$verify$parental$

authorization$of$such$a$release.$$$

$

The$following$procedure$should$be$followed$for$payment$of$money$and$record$keeping.$$

This$will$help$us$in$ensuring$you$receive$proper$credit$for$paid$lunches.$

entire$process$the$adult$is$dealing$with$the$inappropriate$behavior$in$a$calm$manner.$$

%Process%of%an%Office%Intervention:%The$child’s$side$of$the$story$will$be$heard;$the$refocus$room$coordinator$or$principal$will$

then$meet$with$the$teacher$or$playground$aide$to$get$their$side$of$the$story$and$then,$

depending$upon$the$situation,$work$on$the$specific$skill,$for$example,$Accepting$“No”$for$an$

Answer.$It%is%important%to%note%that%the%story%given%at%school%is%the%one%we%will%work%with,%not%a%different%story%told%by%the%same%child%to%the%parents%at%home.$We$have$found$that$students$do$not$like$being$in$trouble$with$a$parent$or$guardian$and$may$tell$a$

slightly$different$version$of$the$story$at$home$to$avoid$punishment.$We$must$act$on$the$

information$collected$at$school$from$the$child,$the$adult,$and$all$witnesses.$Following$the$

intervention,$the$child$is$taken$back$to$the$classroom$where,$depending$upon$the$situation,$

the$child$apologizes$to$the$teacher,$aide$or$students$involved.$$$

$

Each$student$is$a$unique$individual$with$unique$personal,$social$and$educational$needs;$

therefore$every$situation$becomes$unique$in$nature.$$Consequences$for$misbehavior$

provide$the$best$learning$value$when$matched$to$the$unique$situations.$$Consequences$may$

differ$depending$on$the$situation,$number$of$infractions$and$each$individual$student.$The$

principal,$or$her$designee,$does$not$always$have$a$“black$and$white”$situation.$$We$often$

have$gray$areas$that$require$us$to$use$our$best$judgment.$$

$

Incident%Report%vs.%Office%Referral%The$school$staff$uses$2$different$forms$to$track$behavior$misconduct:$the$Incident$Report$

and$the$Office$Referral.$An$Incident$Report$is$used$for$minor$misbehaviors$that$do$not$

usually$require$a$consequence$or$parent$contact,$for$example,$repeatedly$interrupting$in$

class.$The$behavior$is$addressed,$the$student$returns$to$class,$and$the$Incident$Report$is$

kept$on$file.$If$a$student$receives$3$Incident$Reports$for$the$same$behavior,$the$4th$

occurrence$is$an$automatic$Office$Referral.$If$a$student$receives$7$Incident$Reports$for$

different$behaviors,$the$8th$occurrence$is$an$automatic$Office$Referral.$

$

The$following$infractions$will$constitute$an$automatic$Office$Referral:$Sexual$harassment,$weapons,$physical$aggression*,$fighting**,$theft,$drugs/alcohol$and$vandalism.$Parents$will$

the$parent$has$seen$the$form,$the$student$will$sit$the$bench$every$recess$until$the$form$is$

returned$to$the$school.$This$process$has$been$found,$when$presented$with$a$learning$

response,$to$be$extremely$effective$at$helping$children$accept$responsibility$for$their$

actions$and$to$then$alter$or$change$that$particular$behavior.$$$

*$Physical$Aggression$against$any$staff$member$will$result$in$immediate$suspension$followed$by$a$conference$with$parents,$staff,$and$administration$to$determine$length$of$suspension$and$the$development$of$a$behavior$

modification$plan.$**Fighting$is$defined$as$students$hitting,$kicking,$or$grabbing$other$student(s)$with$the$intention$of$causing$

physical$harm.$It$does$not$matter$“who$started$it,”$all$fighters$(those$who$hit,$kicked,$grabbed)$will$be$treated$

equally.$Depending$upon$the$situation,$fighters$can$expect$to$be$suspended$for$their$actions.$$$

Playground%Rules%and%Referrals$The$following$rules$cannot$possibly$cover$all$situations,$but$will$develop$more$consistent$

supervision.$These%rules%have%been%established%for%the%protection%of%the%students.$We$will$have$at$least$one$playground$supervisor$on$duty$at$all$times$the$children$are$outside.$

The$building$rules$apply$to$the$playground$(see$Building$Rules$and$Six$Pillars$of$Character).$

There$are$certain$types$of$behavior$that$cannot$be$allowed,$either$because$it$presents$a$

danger$to$either$the$child$or$others,$or$because$it$violates$what$is$commonly$accepted$as$

civilized$behavior.$Throwing$rocks,$gravel,$wood$chips,$sand,$ice,$and/or$snowballs$will$not$

be$tolerated.$

Mills$Elementary$staff$members$model$the$correct$playground$behavior$for$students$and$

cover$the$playground$expectations$at$the$beginning$of$the$school$year$as$well$as$

periodically$throughout$the$year.$$Given$the$fact$the$students$are$aware$of$the$playground$

expectations$and$correct$playground$behavior,$students$are$given$several$warnings$before$

an$Office$Referral$is$written.$$Depending$on$the$severity$of$the$offence,$students$are$given$a$

verbal$warning$or$warnings,$and$then$they$are$put$on$the$bench$to$take$a$time$out$from$

each$student$with$the$completion$of$assignments.$$There$are$many$fiction$and$non>fiction$

books$to$use$for$required$reading$or$simply$reading$for$enjoyment.$$Each$student$will$have$

policy,$school$wide$program$(1114)$(b)$–$except$if$the$school$has$in$place$a$process$

for$involving$parents$for$joint$planning$and$design$of$its$programs,$the$school$may$

continue$to$use$that$process,$if$there$is$adequate$representation$of$parents$of$

participating$Title$1$children.$

4) Provide$parents$of$participating$children$A) information$about$program$under$this$part$B) school$performance$profiles$required$under$section$(1116)$(a)$(3)$and$their$

child’s$assessment$results$plus$the$interpretation$of$the$results$as$required$

under$(1111)$(b)(3)(H);$

C) a$$description$and$explanation$of$the$curriculum$used$in$the$school,$assessments$to$measure$progress,$and$proficiency$levels$students$are$expected$to$meet;$

D) opportunities$for$regular$meeting$to$formulate$suggestions,$share$experiences$with$other$parents,$and$participate$in$decisions$relating$to$the$education$of$their$

children$if%the%parents%so%desire;$E) one$should$do$timely$responses$to$item$(D)$

5) If$the$school$wide$plan$is$not$satisfactory$to$the$parents$of$participating$children,$parents$may$submit$comments$to$the$LEA$when$the$school$presents$the$plan$to$the$

LEA.$

d) Shared%Responsibilities%for%High%Student%Performance$–$A$part$of$the$school>level$parental$involvement$policy$is$each%school%shall%develop%a%school/parent%compact.$$The$school>parent$compact$outlines$how$parents,$the$entire$school$staff,$and$

Each$compact$shall:$1) describe$the$school’s$responsibility$to$provide$high$quality$curriculum$and$

instruction$in$a$supportive$and$effective$learning$environment$that$enables$children$

to$meet$the$State’s$student$performance$standards;$the$ways$in$which$each$parent$

will$be$responsible$for$supporting$their$children’s$learning$–$monitoring$attendance,$

homework$completion$and$television$watching;$volunteering$in$their$child’s$

classroom;$

2) address$the$importance$of$communication$between$teachers$and$parents$–$at$a$minimum$

A) parent>teacher$conferences$at$least$annually$–$discuss$compact$and$how$it$relates$to$achievement;$

B) frequent$reports$to$parents$on$their$children’s$progress;$C) access$to$staff,$opportunities$to$volunteer$and$participate$in$their$child’s$class,$

and$observation$of$classroom$activities.$

e) Building%Capacity%for%Involvement$–$To$ensure$effective$involvement$of$parents$and$to$support$a$partnership$among$school,$parents,$and$community$to$improve$

student$achievement,$each$school$and$local$educational$agency$–$

1) shall$provide$assistance$in$such$areas$as$helping$parents$understand$the$National$Education$goals,$State’s$content$standards$and$State$student$performance$

standards,$how$o$monitor$a$child’s$progress$and$how$to$work$with$educators$to$

improve$the$performance$of$their$children,$how$parents$can$participate$in$decisions$

relating$to$the$education$of$their$children;$

2) shall$provide$materials$and$training$such$as$–$$A) coordinating$necessary$literacy$training$from$other$sources$to$help$parents$work$

with$their$children$to$improve$achievement;$

B) training$to$help$parents$to$work$with$their$children$to$improve$their$children’s$achievement;$

3) shall$educate$teachers,$pupil$services$personnel,$principals$and$other$staff$$with$the$assistance$of$parents$in$the$value$and$utility$of$contributions$of$parents,$how$to$

reach$out$to$parents,$implement$and$coordinate$parent$programs,$and$build$ties$

between$home$school;$

4) shall$coordinate$and$integrate$parent$involvement$programs$and$activities$with$Head$Start,$even$Start,$etc.$to$the$extent$feasible$and$appropriate;$

5) shall$develop$appropriate$roles$for$community>based$organizations$and$businesses$in$parent$involvement$activities,$including$providing$information$about$

opportunities$for$organizations$and$businesses$to$work$with$parents$and$schools,$

form$partnerships$that$include$a$role$for$parents;$

6) shall$conduct$other$activities,$as$appropriate$and$feasible,$such$as$parent$resource$centers$–$provide$opportunities$for$parents$to$learn$about$child$development$and$

child$rearing$issues$beginning$at$birth$of$a$child$–$parent$be$a$full$partner$in$the$

education$of$their$children;$

7) shall$ensure,$to$the$extent$possible,$that$information$related$to$school$and$parent$programs$is$sent$to$the$homes$of$participating$children$in$the$language$used$in$the$

homes;$

8) may%involve$parents$in$the$development$of$training$for$teachers,$principals,$and$other$educators$to$improve$the$effectiveness$of$such$training$in$improving$

instructions$and$services$to$the$children;$

9) may%provide$necessary$literacy$training$from$funds$received$under$this$part$if$the$LEA$has$exhausted$all$other$sources;$

10)may%pay$reasonable%expenses$associated$with$local$parental$involvement$activities,$transportation,$and$child$care$costs;$

11)may%train$and%support$parents$to$enhance$the$involvement$of$other$parents;$12)may%arrange%meetings$at$a$variety$of$times$in$order$for$parents$to$participate;$13)may%arrange%for%teachers$or$other$educators$who$work$directly$with$participating$children$to$conduct$in>home$conferences;$

14)may%adopt%and%implement$model$approaches$to$improving$parental$involvement,$such$as$Even$Start;$

15)shall$provide$such$other$reasonable$support$for$parental$involvement$activities$

under$this$section$as$parents$may$request$

f) Assessibility$–$In$carrying$out$the$parental$involvement$LEA’s$shall$provide$full$opportunity$for$the$participation$of$parents$with$limited$English$proficiency,$including$

information$and$school$profiles$in$a$language$and$form$such$parents$understand.$

g)$Parental%Information%and%Resource%Centers$–$In$states$where$parental$information$and$resource$centers$have$been$established$pursuant$to$section$401$of$Goals$

2000:$$Educate$America$Act$of$1994,$LEA’s$and$schools$shall$assist$parents$and$parent$

organizations$by$informing$them$that$such$centers$do$exist$and$the$purpose$of$such$center$

–$description$of$services$and$programs,$advising$parents$on$how$to$use$such$centers,$and$

helping$parents$contact$such$centers.$
