(4) Promotional organization of Minato City

Related departments will collaborate and cooperate in their efforts to realize the “Minato City

Biodiversity Regional Strategy.” To carry out the project, the “Minato City Green Planning

Committee,” formed from related departments in the city, will coordinate with related departments.

Meanwhile, the “Minato City Greenery and Water Committee,” comprising of residents, academics,

and businesses, will leverage declarations by professionals to ensure the project is carried out

comprehensively and effectively.

(5) Cooperation with the national government, Tokyo government, neighboring local governments, and people outside the city

Minato City will work to cooperate and collaborate with the national government, Tokyo

Metropolitan Government, and neighboring local governments through data sharing and technical

support. Speci�cally, efforts will be made to collaborate and cooperate with the Tokyo Metropolitan

Government in the protection of areas of greenery and the shoreline environment in light of the fact

that Tokyo manages primary areas of greenery and water resources that serve as habitats for living

things, such as Tokyo Metropolitan Parks, Furu-kawa River, and canals.

There will also be data sharing and collaboration with the neighboring Chiyoda, Chuo, Koto,

Shinagawa, Shibuya, and Shinjuku cities, and with Ota and Edogawa cities along Tokyo Bay.

(6) Progress management

Progress management will be carried out

annually by the “Minato City Green Planning

Committee,” formed from related departments in

the city, to carry out the project effectively while

making any necessary adjustments.

Professional statements issued by the “Minato

City Greenery and Water Committee,” comprised of

residents and academics, will be leveraged in

progress management. Results will be shared with

both the “Minato City Greenery and Water

Committee” and “Biodiversity Minato Network.”

The familiar bounty of biodiversity

The bounty provided by biodiversity can roughly be divided into four categories. These can also

be called “ecosystem services.”

Background to the creation of the “Minato City Biodiversity Regional Strategy”

Minato City encompasses residential areas with a population of 240,000 people while also

possessing some of the leading commercial and tourism areas in Tokyo’ s 23 cities. The topography

shifts from plateaus to reclaimed land, and the community still retains locally-indigenous nature. It is

also an international city with many embassies and foreign residents.

The fortunes of Minato City are made possible and supported by the natural resources, or in other

words, the biodiversity, found within its borders. Today, the biodiversity that has supported our daily

lives is rapidly disappearing throughout the world. In order for people in the future to enjoy the bounty

provided by biodiversity and live abundantly, it is necessary to maintain not only local natural

resources, but all of the biodiversity throughout the globe, so that they survive into the future.

To that end, each and every one of us must attain a correct understanding of biodiversity,

cooperate with each other, and take action to build a sustainable society. Furthermore, in Minato City,

as the center of the economy, there is a need to maintain the protection of biodiversity with the healthy

development and revitalization of the city in a balanced manner.

The city created the “Minato City Biodiversity Regional Strategy” in order to comprehensively

promote the protection and sustainable use of biodiversity with numerous interests through cooperation.

As a major city that enjoys the bounty provided by biodiversity from all over the world, Minato City

works proactively for the protection and sustainable use of biodiversity to ful�ll its role as a central

metropolitan city.

What is biodiversity?Biodiversity refers to a state in which numerous living things exist while interacting with each other.

Numerous living things have evolved while adapting to various environments over the many years

since the beginning of life on Earth, 4 billion years ago. Today, there are said to be more than 30 million

different types of living things on the Earth.

The Convention on Biological Diversity states that the three levels of diversity are ecosystem

diversity, species diversity, and genetic diversity.

Ecosystem diversity

Many types of ecosystems are formed in each region, such as forests, grasslands, rivers, and oceans.

Species diversity

Countless types of living things are surviving and thriving, including numerous animals, plants, fungi, and bacteria.

Genetic diversity

There are differences between living things at the genetic level even for the same species.

We humans are also part of biodiversity, connected to all the other many life forms, and enjoying the bounty

provided by biodiversity such as food and water.

The following are the current conditions and challenges facing biodiversity in Minato City.

Minato City boasts important nature, history, and efforts by the people to support the Japanese

economy, all of which must be maintained for future generations. It is necessary to move forward in

the development of a community that coexists with nature and living things and promotes living and

working with a consideration for biodiversity while leveraging these local characteristics.

For a city, the environment features an abundance of greenery

Complex terrain and diverse environments

Minato City has a rich, rolling terrain. In addition to the

difference in elevation between the plateau to the west and

the reclaimed land along the shore, there is a variety of

environments including forests, rivers, the sea, and

grasslands. There are also many sources of spring water.

Spring water (Yanagi-no-ido)

The ratio of greenery in Minato City is 21.78%, placing the ward in 4th place among the 23 cities of

Tokyo, with an abundance of greenery in the city center. This is due to the many local areas of greenery

such as the Akasaka Estate and the Institute of Nature Study, as well as the increasing number of private

areas of greenery resulting from rooftop gardens and redevelopment projects.

* Connecting potential habitats for living things via small scale areas of greenery and areas of tree-lined roads forms a network of habitats which allows those living things to move. This is also called an ecosystem network.

These local areas of greenery are important habitats for living things where numerous endangered

species can be observed. They are also important for the formation of the city center Ecological Network.

Fully cleaned and managed parks, forests, and grasslands,

and canals and Furu-kawa River with concrete sides, are

dif�cult environments for living things to survive in.

High number of non-native species*

In Minato City, 2,171 species of living things have been

observed, but 212 of those are non-native species. Caution

is required because some non-native species have the

ability to cause harm to humans, such as by carrying poison

or as the source of infectious disease, or destabilize the

balance of the local ecosystem.

The “Minato City Biodiversity Regional Strategy” cannot be achieved by Minato City alone. It

requires the residents and businesses, preschool facilities and educational and research institutions,

as well as academics, to collaborate and cooperation with a mutual understanding of each other’ s

roles in order to carry out efforts for the protection and sustainable utilization of biodiversity.

(2) Establishment of the Biodiversity Minato Network

Minato City will take on the role of connecting the various stakeholders with an interest in

biodiversity. Minato City will establish the “Biodiversity Minato Network” as an organization to share

the information held by the city, residents, businesses, preschool facilities, educational and research

institutions, and academics, and cooperate to carry out projects. The organization will promote

autonomous efforts of each organization and collaborative efforts carried out among them.

(4) Promotional organization of Minato City

Related departments will collaborate and cooperate in their efforts to realize the “Minato City

Biodiversity Regional Strategy.” To carry out the project, the “Minato City Green Planning

Committee,” formed from related departments in the city, will coordinate with related departments.

Meanwhile, the “Minato City Greenery and Water Committee,” comprising of residents, academics,

and businesses, will leverage declarations by professionals to ensure the project is carried out

comprehensively and effectively.

(5) Cooperation with the national government, Tokyo government, neighboring local governments, and people outside the city

Minato City will work to cooperate and collaborate with the national government, Tokyo

Metropolitan Government, and neighboring local governments through data sharing and technical

support. Speci�cally, efforts will be made to collaborate and cooperate with the Tokyo Metropolitan

Government in the protection of areas of greenery and the shoreline environment in light of the fact

that Tokyo manages primary areas of greenery and water resources that serve as habitats for living

things, such as Tokyo Metropolitan Parks, Furu-kawa River, and canals.

There will also be data sharing and collaboration with the neighboring Chiyoda, Chuo, Koto,

Shinagawa, Shibuya, and Shinjuku cities, and with Ota and Edogawa cities along Tokyo Bay.

(6) Progress management

Progress management will be carried out

annually by the “Minato City Green Planning

Committee,” formed from related departments in

the city, to carry out the project effectively while

making any necessary adjustments.

Professional statements issued by the “Minato

City Greenery and Water Committee,” comprised of

residents and academics, will be leveraged in

progress management. Results will be shared with

both the “Minato City Greenery and Water

Committee” and “Biodiversity Minato Network.”
