MINUTES OF 362nd MEETING OF REGISTRATION COMMITTEE (RC) HELD ON

28.01.2016 IN COMMITTEE ROOM NO. 1 GROUND FLOOR, ICAR, KRISHI BHAWAN,

NEW DELHI

The 362nd Meeting of Registration Committee (RC) was held under the Chairmanship of Dr.

J.S. Sandhu, Deputy Director General (Crops Science) & Chairman of RC on 28.01.2016. The

meeting was scheduled to be held at 14:30 hrs, however, the meeting was postponed for one hour due

to pre-occupation of Chairman. The meeting started at 15:30 hrs. in the Committee Room No. 1,

Ground Floor, ICAR, Krishi Bhawan, New Delhi. Dr. S. N. Sushil, Plant Protection Adviser, Dr. P.

K. Chakraborty, ADG (PP), ICAR, Dr. Shalini Chawla, Professor, Maulana Azad Medical College,

Dr. K.K. Sharma, Project Coordinator, MPRNL, Dr. Rohit Misra, Assistant Industrial Adviser,

Depatt. of Chemicals & Petrochemicals, representative of DCGI Mr. P. Namavalan, Drugs Inspector

and Dr. B.S. Phogat, Addl. Plant Protection Adviser & Secretary (CIB&RC) attended the meeting.

At the outset, the Chairman welcomed the Members and requested APPA & Secretary

(CIB&RC) to take up the agenda, item-wise, for discussions.

1.0 Confirmation of minutes of the 360 & 361st meeting of the Registration

Committee

The minutes for 360th meeting were confirmed with slight corrections in the

minutes for Agenda item No. 6.9 of M/s Syngenta India ltd. Pune about registration

of Fomesafen 11.1% w/w + Fluazifop-p-butyl 11.1% w/w SL for Indigenous

manufacture wherein groundnut crop also be added with Soybean which was

inadvertently missed out.

In the minutes for 361st meeting, the Committee applauded and placed on record the

scientific contribution of Dr. Anupam Varma, the Chairman of the Expert

Committee for releasing the review report of 66 pesticides timely. The name of Dr.

Jasvir Singh, DD(Ento) may be added in the list of participants in the meeting .

2.0 Follow up action on the decisions taken by the Registration Committee in its

360 & 361st RC meeting.

The Committee noted the action taken by the Secretariat of CIB&RC and

appreciated the efforts of the Sectt. of CIB&RC in completing all the follow up

action in a time bound manner.

2.1 Applications pending under various sub-sections of the Insecticides Act, 1968.

Noted with satisfaction.

3.0 Government Business

3.1 Agenda amendment in the guidelines for registration under export category

with respect to Bio-pesticides / Botanicals.

The Agenda was deliberated in details and decided that data requirement will be

restricted to those parameters which are relevant to respective biopesticides as per

the guidelines for their use in India. The Committee decided that no certificate of

registration will be issued for export on the basis of registration of the strain of bio-

pesticides under section 9(3B). It was further decided that the following conditions

have to be incorporated in the Certificate of Registration of bio-pesticides for

Export as well as the Certificate of Registration for Indigenous use.

1. The applicant has to obtain No Objection Certificate from National

Biodiversity Authority (NBA), Ministry of Environment & Forest,

Government of India before exporting of the bio-pesticides.

2. The product being exported is in compliance of Biological Diversity Act,

2002.

3.2 Follow-up action on the recommendation of C.D. Mayee Committee regarding

Mancozeb.

The Agenda was deliberated in details and it was decided that a letter may be

written to the Medical Colleges from the Secretariat of CIB&RC for conducting the

required study on Mancozeb.

4.0 Export Cases

4.1 List under section 9(3) Export applications

The Agenda was deliberated in detail & it was decided that all the cases stand

approved as per Annexure 4.1.1, 4.1.2, 4.1.3 & 4.1.4 of agenda. The Committee

further decided that the application for of import for export category shall be

subjected to the decision taken by the Committee in its 357th meeting.

4.2 Consideration of an application of M/s Parijat Industries (India) Pvt. Ltd., for

grant of registration for indigenous manufacture of Isoprothiolane 28% +

Fipronil 5% (W/v) EC under section 9(3) for export only.

Approved.

4.3 Consideration of an application of M/s Sulphur Mills Ltd., for grant of

registration for indigenous manufacture of Dithanon Technical 95% min.

under section 9(3) for export only.

Approved. As the product is severely irritant to eye & toxic to fish. Therefore, a

condition/cautionary statement has to be mentioned on the CR that protective

devices like, goggles, gloves, apron etc has to be provided to the person

handling/engaged with the product.

Ltd., Bangalore for grant of registration for indigenous Bio-Pesticide

manufacturing of Bacillus thuringiensis var kurstaki 0.5% WP u/s 9(3B).

(Strain source : Directorate of Oil Seds Research, Hyderabad).

It was observed that the name of company has been mentioned as M/s Phalat Agro

Research foundation Pvt. Ltd, Bangalore inadvertently, instead of M/s Phalada

Agro Research foundation Pvt. Ltd, Bangalore. The same was corrected &

approved with commercialization for a period of two years.

5.12 Consideration of application of M/s Super Agro India Pvt. Ltd., Kolkata for


Trichoderma viride 1.50% WP u/s 9(3B). (Strain source : IIHR TV-5,


The case has been shifted to 9(3) category which was inadvertently included in this

category. The decision may be read as Agenda Item No. 6.16.

5.14 Consideration of an application of M/s Deputy Director (Laboratory)

Commissionerate of Agriculture, Pune for 2nd extension of provisional

registration of Beauveria bassiana 1.15% WP.

Approved for 2nd extension with commercialization for a period of one year.

5.15 Consideration of an application of M/s Avdhut Agro Buio-Tech, Osmanabad

for 1st extension of provisional registration of Beauveria bassiana 1.15% WP.

Approved for 1st extension with commercialization for a period of one year.

6.0 9(3) CASES

6.1 Consideration of an application of M./s FMC India Pvt. Ltd., Bangalore for

grant of registration for import of Sulfentrazone Technical 91% w/w min. under

section 9(3).

The agenda was deliberated in detail & approved subject to clarification from

Central Insecticides Laboratory on IR and Uv-Vis Spectra. The validity of

Certificate of Registration (CR) will be up to 31st March, 2018 in consonance with

validity of source of import i.e. M/s. Jiangsu Lianhe Chemical Technology Co. Ltd,

Welson Road, Chenjiagang, Xiangshui, Jiangsu 224631, China.

The committee further decided that a condition may be incorporated on the CR,

“that the CR will be treated as deemed invalid in case the NMR report from CIL is

found unsatisfactory”.

A condition has to be mentioned on the CR that this product can contaminate

surface water and can leach through soil in to ground water and toxic to marine/

estuarine invertebrate.

6.2 Consideration of an application of M/s FMC India Pvt. Ltd., for grant of

registration for indigenous manufacture of Sulfentrazone 39.6% w/w SC under

section 9(3).

The Agenda was deliberated in detail & approved for controlling Acalypha Sp,

Commelina Sp, Digera sp, Cyperus sp., Echinocloa sp., Brachiaria sp, Dinebra sp.

weeds on Soybean crop subject to fixation of MRL. The validity of this Certificate

of Registration will also be co-terminus with that of technical import for this

product.

A cautionary statement may be incorporated on the label leaflets that this product

can contaminate surface water and can leach through soil in to ground water.

6.3 Consideration of an application of M/s BASF India Ltd., Mumbai for grant of

registration for import of Imazamox Technical 93% w/w min. under section

9(3) of the Insecticides Act, 1968 (already registered as FI without registering

of Technical).

The agenda was deliberated in detail & approved for technical import from M/s.

BASF Corporation, Hannibal Plant, 3150 Highway JJ, Palmyra Missouri, USA

subject to clarification from Central Insecticides Laboratory on IR and Uv-Vis

Spectra.




6.4 Consideration of an application of M/s Willowood Chemicals Pvt. Ltd.,

Kolkata for grant of registration for import of Lambdacyhalothrin Technical

96% w/w min. TI Vs TIM category under section 9(3).


Central Insecticides Laboratory on IR and Uv-Vis Spectra with validity of

Certificate of Registration (CR) up to 09th November, 2019 in consonance with

validity of source of import i.e. M/s Jiangsu Changlong Agrochemical Co., Ltd.,

No. 8, Tuanjiehe Road, Economic Development District of Taixing, Jiangsu, P.R.

The committee further decided that following condition may be incorporated on the

The agenda was deliberated in detail & approved, along with Certificate of

Registration (CR) validity up to 17th November, 2018 in consonance with validity

6.8 Consideration of an application of M/s Syngenta India Ltd., Pune for grant of

registration for indigenous manufacture of Thiamethoxam 1.0% w/w +

Chlorantraniliprole 0.5% w/w GR under section 9(3).

The Agenda was deliberated in detail & approved subject to fixation of MRL for

controlling of Stem Borer, Leaf folder, Brown Plant Hopper & Green Leaf Hopper

in Rice crop. A condition on Label/leaflets should be incorporated that the use of

product be avoided during active foraging period of honey bees.

grant of registration for indigenous manufacture of Carfentrazone ethyl 0.43%

+ Glyphosate 30.82% w/w EW under section 9(3).

The Agenda was deliberated in detail & approved subject to fixation of MRL for

The Agenda was deliberated in detail & the case was approved. The committee

further decided that a condition may be incorporated on the CR, “that the CR will

be treated as deemed invalid in case the NMR report from CIL is found

unsatisfactory”.

6.11 Consideration of an application of M/s Cheminova India Ltd., Mumbai for

grant of registration of indigenous manufacture of Difenoconazole Technical

The Agenda was deliberated in detail & approved with shelf life of two years only.

grant of registration of indigenous manufacture of Difenoconazole Technical

The Agenda was deliberated in detail & approved. The committee further decided

that a condition may be incorporated on the CR, “that the CR will be treated as

deemed invalid in case the NMR report from CIL is found unsatisfactory”.

6.13 Consideration of an application of M/s ADAMA India Pvt. Ltd., Hyderabad

for grant of registration of formulation import of Propaquizafop 2.5% +

Imazethayper 3.75% w/w ME under section 9(3).

The agenda was deliberated in detail & approved subject to fixation of MRL for

controlling of Grassy and Broad leaved weeds in Soybean along with Certificate of

Registration (CR) validity up to 05th October, 2018 in consonance with validity of

source of import i.e. M/s. ADAMA Agan Ltd., Northern Industrial Zone, P.O.B.

262, Ashdod 77102, Isreal with supplier name M/s. ADAMA Quena N.V., Pos

Cabai Office Park Unit-13, P.O.B. 403, Curacao.

It was also observed that some of the packing have been mentioned inadvertently in

the agenda and the Committee approved Metal Drum of capacity 200 liter for

importing the product. The above product shall be repacked in Co-extruded HDPE

container of capacity 100ml, 250ml, 400ml, 800ml and 04 liter as a primary

packing.

6.14 Consideration of an application of M/s Sumitomo Chemical India Pvt. Ltd.,

New Delhi for grant of registration for formulation import of Gibberellic acid

40% w/w WSG under section 9(3).

The agenda was deliberated in detail & approved subject to fixation of MRL as a

Plant Growth Regulator (PGR) in Grape & Rice under technical import from M/s.

Valent BioSciences Crop, 870 Technology Way, Libertyville, IL, 60048, USA .

6.15 Consideration of an application of M/s BASF India Ltd., Mumbai for grant of

registration of Bentazone 480 g/l SL for formulation import without registering

Technical under section 9(3).

The agenda was deliberated in detail & approved subject to fixation of MRL for

controlling of weeds such as Echinocloa colonum, Echinochloa crusgalli, Cyperus

rotundus, Achalipha indica, Commelina bengalansis in Soybean and Echinocloa

colonum, Echinochloa crusgalli, Cypoerus rotundus, Cyperus diformis, Ludwigia

It was observed that the agenda of the product has wrongly placed for 9 (3B)

categories whereas the case is for 9(3). The Agenda was deliberated in detail

specifically the issues raised on toxicity part of the agenda and approved. The

Committee further decided as under:-

i.) That “the health monitoring studies of the workers should not be

insisted upon, if applicant is directly applying under section 9(3)”

without obtaining provisional registration u/s 9(3B), in such cases a

condition may be incorporated in the Certificate of Registration that the

applicant has to submit health monitoring studies of the workers within

two years from the date of issue of certificate of registration, in case of

non-compliance of the condition the Certificate of Registration shall be

deemed invalid.

ii.) It was also decided that if the health monitoring and other studies/ data

on the strain has been submitted by any of the applicant and evaluated

by the Committee, the same should not be asked again from the

subsequent applicants.

11.1 Consideration of report of sub-committee constituted by Registration

Committee in its 358th meeting under the Chairmanship of Dr. S.N. Sushil with

reference to request of Registration of Acetamiprid 1.1% w/w + Cypermethrin

5.5% w/w EC u/s 9(3) by M/s gharda Chemical Ltd. And Acephate 45% +

Cypermethrin 5% DF by M/s UPL Pvt. Ltd., Mumbai.

The Chairman of the Sub-committee circulated the report in the meeting. After

detail deliberations the Committee approved both the combination formulations to

be used in Cotton for controlling sucking pests and boll worms (except white fly)

subject to fixation of MRL. The Committee further decided “that a condition may

be incorporated in the Certificate of Registration that one season study on

resurgence, development of resistance of these pesticides against aphids, jasids and

white fly has to be submitted by the registrant within two years from the date of

issue of the Certificate of Registration (CR) so that decision on continuance of label

claim on aphids and jassids and label expansion against white fly can be taken. In

case of non-compliance of the condition, the Certificate of Registration shall be

deemed invalid.

The Committee further decided that the study protocol may be prepared jointly by

the registrant & ADG (PP) and be submitted to the Sectt. of CIB&RC for approval

by Registration Committee.
