DISTRICT SUPERINTENDENT'S REPORT To the 39th annual Conference of the Pilgrim Holiness Churches
of Ohio, we extend greetings: God has graciously permitted us to meet together again. During
the many years you have met here, a variety of national and international conditions have existed but perhaps these are the darkest days we have ever seen and the strongest influences prevail against the church and godliness.
Most of our homes have empty chairs, aching hearts, and flags with one or more stars, in our windows. The Honor Roll prepared for the sons of our Ohio ministers in the Service shows 47 names and the lay members would multiply this many times and both are ever increasing. Then, too, we suffered a great loss in the Home-going of our brother W. H. Dickinson, pastor of Bowersville Church and also the wife of Brother Earl Baker of Westboro. These experiences should draw us closer to the Lord and drive us to our knees. I believe many of us are profiting and going deeper in God's Grace. Sorrow has turned many people's minds God-ward--let us go to them quickly with Gospel hope. "If my people, which are called by my name, shall humble themselves, and pray, and seek my face, and turn from their wicked ways; then will I hear from Heaven, and will forgive their sin, and will heal their land." Shall we accept the challange? Perhaps the greatest tragedy of the war is that so many Service men and women have no one to mention their names in prayer. We cannot back them 100%, as they request, unless we intercede for them at the Throne of Grace—God help us to pray!
The Lord has helped us as a District and I believe we have made advancement on all important lines. Materially and financially, it has been the greatest year in the history of the District. Buildings have been improved, pastors' salaries have been increased, debts of long or short standing have been paid off—many churches have cleared their indebtedness among which are: Bradford—L. R. Roberts, pastor; Cincinnati 2nd—Mrs. H. C. Walker, pastor; Grand Rapids—Irene Tanier and Ray Richards, pastors; Lima—B. H. Lucas, pastor; Marion lst—R. W. Chatfield, pastor; Pleasant Valley— W. F. Crum, pastor; Portsmouth 2nd—N. L. Russell, pastor; Salt Creek Valley—Chas. Hook, pastor; Chillicothe—B. H. Pugh, pastor; and Williams. port—H. A. Taylor, pastor. Others have purchased buildings or lots and some are planning for parsonages.
The following churches have been dedicated: At Columbus, Rev. Carl J. Hahn and his people have completed one of the finest and best churches in our connection. At Bradford, Rev. L. R. Roberts and his people have built a beautiful frame church covered with white asbestos shingles. The day of Dedication, they burned the mortgage. The Lord used Rev. Walker Moore to direct his people in building a beautiful, commodious basement church in west end Dayton. Gordon Baumgardner and his people at Piqua also built a nice basement church with granite faced block. The churches at Greenville and Hamilton, hereafter mentioned, were dedicated, free from debt. Rev. B. H. Lucas and his people at Lima pur-

chased and paid for a frame church in an unusually short time. Rev. N. L. Russell and his people at Portsmouth built a nice concrete block church which is paid for. The growing church at Elmwood place, Cincinnati, Rev. Kermit Phillips, pastor, was dedicated July 25th out of debt. Salt Creek Valley church, Rev. Charles Hook, pastor, is also out of debt and ready for dedication.
The Home Missionary department, too, has made a good showing organizing 5 churches and 1 mission. At Pine Ridge, I believe evangelist Wm. Hannan should have the credit for our having this church with 22 members. Wm Loy is pastor and we have some very precious people in this place. At Ashley, evangelist Josie Smith of the Household of Faith helped us to get this church and there are no finer people anywhere than we have here. Rev. John Dean is the pastor with 25 members.
To Rev. Jacob Reigel, Virgil and Rosemary Caudill, goes the honor for the new church at Leipsic with its fine people, which Rev, and Mrs. Norval Rickner are now pastoring. It has a member-ship of 19.
The work at Deshler, Ohio is the result of a Zone project led by Irene Tanier and her co-laborers using a portable tabernacle. Rev. Keith Crocker is pastor at this place with 13 members.
The Lord has seen fit to show the Ohio District an unparallelled favor in giving us Mrs. Lily Lecklider as our friend who has given us two $10,000 gifts for churches. At Greenville she purchased a beautiful church building formerly an Evangelical church and the Ansonia membership united with a few saints in Greenville, went to work with a will, beautifying and repairing. A seven room parsonage was also purchased in connection with the church upon which very little debt remains. Things are moving forward under the leadership of Rev. Hurley Hill with 20 members. This is a field where we had no church. These five churches are ready to be accepted into the Conference with a total of 99 members, also a mission was organized in Lima, which Jacob Reigel established with 29 members.
The plans and policies of the Home Missionary board are under the direction of the District Council which has been very co-operative. I have investigated every lead into new fields and have some prospective places.
The second gift referred to was the Hamilton Church. The old building was sold and the amount added to the $10,000 along with other monies raised. An old mansion was purchased and remodelled into a church and parsonage combined which is beautiful indeed. Rev. Lundy Hill is pastor at this place. We do praise the Lord for such magnanimous gifts.
Revivals have been held in all the churches with gratifying results and most of our churches are still enjoying a high spiritual tide with new born babes to show their progress. We are not here to proselyte but to reach the unreached.
Our Ohio Evangelists are among the best in the nation. Let us keep them busy. We are glad to note that our evangelists are being better paid.

Our pastors have co-operated beautifully with the program of the district. They are devout, faithful and dependable. They have many problems which do not appear on the surface which they fight on their knees. Without this united effort progress would be impossible and they in turn could not accomplish without the clean, loyal Pilgrims supporting them. Cur Pilgrims are good prayers, livers and givers. Not one pastor has quit preaching for the lure of high wage jobs.
The District Treasurer's report shows the General budgets have been more than paid and pleasing gains in all funds. The district Trearurer has received $9,006.36 more than any year in the history of the District and the treasury has a cash balance of more than $9,000 (nine thousand dollars).
Every interest of the church has been faithfully looked after and every department and institution has been well supported. 32 churches have paid more than 90% of their total budgets. Why not make it unanirious next year?
As your servant, we have labored as faithfully and conscientiously for the Lord and the best interests of the District as we knew how, striving to lift, encourage and advise. There have been legal problems, spiritual problems—battles that caused us many sleepless nights and heart aches but thanks be to God who giveth us the victory through our Lord Jesus Christ. I have spared no time, travel or energy in performing my duty. The only vacation I took was ten days spent in Florida. The Lord has given me physical strength so that I am better in body than for years for which I praise the Lord.
I have traveled about 30,000 miles, held 30 annual meetings, 130 Board meetings, preached 170 times with 127 seekers at the altar, also preached two funerals, made 368 calls on pastors, churches attended the District Superintendent and the General Board meeting, Bible Holiness Seminary trustee meeting, council meetings and several zone rallies. This with church dedications, note burnings, young peoples' work, Home Missionary endeavors and the large volume of mail together with the care of all the churches and with my determined purpose to be fair and impartial to all, has kept me busy. I admit my hands have been well filled, but I am happy in the Lord.
A brief comparison of the District in 1936 and 1943, my seven years as your servant, will show something of the good hand of the Lord upon us and of which Ohio Pilgrims may well be proud:

Journal Of Proceedings FIRST SITTING
The Thirty-ninth session of the Annual Conference of the Ohio District of the Pilgrim Holiness Church convened at 8:30 A. M. Monday, August 9, 1943, at the Sugar Grove Camp Ground, Spring-field, Ohio.
The Conference was opened with the congregational song, "Take the Name of Jesus with You". Prayer was offered by Rev. A. H. Wilson of New York State.
Rev. C. P. Pridgen, District Superintendent, then introduced to the conference, the General Superintendent, Rev. W. L. Surbrook, who gave an oral report of the growth of the church in general and an inspirational message from II Corinthians 4: 5, stressing the point that we preach not ourselves but Christ Jesus, Our Lord. He pointed out that a minister must have a definite relationship with God; he should be temperate in all things; should keep out of the rut and in the middle of the road. He should be neither harsh nor rash, neither loose or lower the standard. The church is the training institution. Make a business of your revivals and your work for God.
After the roll call of the ministers and deaconesses by the secretary, serveral delegates were authorized to act in the absence of the regular delegate.
The conference bar was then fixed to constitute the entire tabernacle with the exception of the corner to the left, which was reserved for visitors.
The motion carried that the time of the Conference Sittings be from 8:30 to 11:30 A. M., from 1:30 to 4:30 P. M. and from 7:30 to 10:00 in the evening.
The following committees were then appointed by the District Superintendent:
Resolutions Committee—W. L. Fisher, James Siders, C. M. Brown, C. A. Ford, and L. A. Williams.
Ways and Means Committee—H. E. Hill, Charles Hook, N. 0. Stuckey, Paul Lucas, and R. P. Baumgardner.
Auditing Committee—Lundy Hill, Earl McKinney, and Mrs. M. C. Kittle.
Reception Committee—Carl J. Hahn and Cora Hathaway. It was moved and carried that Paul Greenwood be granted a
Minister's license. Recessed until the next sitting.
SECOND SITTING Monday Afternoon
The conference was opened by singing the hymn, "Break Thou the Bread of Life", led By Sis. Josephine Sturk.
Rev. L. W. Sturk then led in prayer. Rev. W. L. Surbrook, chairman, called the conference to order
and the report of the Auditing Committee was read and accepted.
The Treasurer's report was then read and heartily accepted. The Ways and Means Committee reported as follows: Resolution No. 1 was referred for redrafting. Resolution No. 2 was referred for redrafting. Recommendation No. 3 carried. Recommendations No. 4, 5, 6, and 7 regarding salary of District
officers on motion. The District Superintendent's report was read and received with
a cheery "Amen". Five new churches were received into the District and the delegates

Sister Lily Lecklider was introduced to the Conference and was given a rising vote of appreciation for money given to the churches of Hamilton and Greenville.
Resolution Committe then reported. Resolution No. 1 was accepted on motion. Resolution No. 2 carried It was moved and carried that Resolution No. 2 be referred. Resolution No. 4 was adopted on motion. Resolution No. 5 carried. Resolution No. 6 carried. Resolution No. 7 was referred. Rev. A. H. Wilson of New York State and Rev, and Mrs. Orville
Smith of Michigan were introduced to the conference. It was moved and carried that Mrs. R. P. Baumgardner be
received as delegate for McLuney church. The motion for a ten minute recess was lost. The following ministers were recommended by the Council and
received into the Conference: Norval Rickner, Marshall Robins, Mary S. Logan, John L. Dean, Mrs. John Dean, Harold Monroe and L. Russel Enlow.
Before the election of officers, the Conference engaged in silent prayer for a short time, then was led by Rev. W. L. Surbrook.
The District Superintendent then appointed tellers. Ballots were cast for the District Superintendent. Rev. L. W.
Sturk was elected on the second ballot. The next ballot was cast for Assistant District Superintendent. Dismissed with prayer by Rev. L. W. Sturk.
TRD SITTING Monday Evening
The Evening Sitting was called to order by the Chairman, Rev. W. L. Surbrook. Rev. Dortha Dobie led in the singing of "I Need Thee Every Hour". Rev. L. R. Roberts led in prayer.

The Roll of Ministers and Lay delegates was then called. The Minutes were read and accepted. The New District Superintendent, Rev. L. W. Sturk, then sang
"I won't Have to cross Jordan Alone". He then spoke, accepting the office to which he had been elected.
Rev. W. L. Surbrook then spoke appreciatively of Rev. C. P. Pridgen's work in the district.
Rev. C. P. Pridgen, retiring superintendent, spoke in appreciation of the co-operation of the district.
The results of the ballot for Assistant District Superintendent were read. Rev. L. R. Roberts was elected. He spoke briefly accepting the office.
Ballots were cast for the District Secretary, Rev. B. A. Awe was elected.
Bro. and Sis. William Stone, evangelistic singers, then sang "Our Redemption Draweth Nigh".
The District Treasurer, Rev. 0. E. Rutledge, was re-elected by acclamation.
Ballots were cast for the three additional members to the Council. A motion carried that the tellers be excused to count the ballots.
Rev. M. H. Robbins, Rev. W. T. Crum, and Rev, and Mrs. Henderson were introduced to the conference.
A motion was made and carried that the Camp Meeting Board be elected by the Council.
It was moved and carried that the District Trustee be elected by acclamation. Rev. L. R. Roberts was re-elected for 5 years.
Rev. C. P. Pridgen was re-elceted for 2 years as trustee from this district to Bible Holiness Seminary.
The Council made the nomination and by acclamation Rev. Carl J. Hahn was elected to the Education and Examining
Board for 3 years. The Ways and Means Committee reported again. Recommendation No. 2 was referred to the Camp Meeting Com-
mittee and the Council for disposal. Recommendation No. 1 carried as amended. Recommendation No. 8 was ignored. A motion that the time be extended to hear the result of the
ballot for additional members of the Council. Rev. E. E. Connin, Rev. Joel Harmon, and Rev. C. P. Pridgen were elected.
The time was again extended on motion to hear from any committee having business.
The Resolutions Committee reported. Resolution No. 7 was accepted on motion. Resolution No. 8 carried. Resolution No. 9 was lost. Resolution No. 10 carried. Resolution No. 11 was referred to the Camp Meeting Committee
and Council. A motion carried to adjourn. Dismissed by Rev. B. A. Awe.

FOURTH SITTING Tuesday Morning
The Sitting was opened by the singing of the hymn "Blessed Assurance", led by Rev. John Sturk.
Rev. W. L. Surbrook requested special prayer for Sis. Thomas whose condition is grave. Rev. J. R. Walter led in prayer.
Rev. W. L. Surbrook led the devotions. He read from Hehews 11, and gave a timely exhortation on "Faith" as a title deed. "Hold your title deed," he said.
Moved and carried that the Roll Call be dispensed with for the remainder of the Conference.
The Minutes were read and approved as corrected.
The Ways and Means Committee reported as follows: Recommendation No. 9 carried. Recommendation No. 10 was referred to the District Council. Recommendation No. 11 was lost. Recommendation No. 12 was lost. Recommendation No. 13 carried.
N. 0. Stuckey was appointed to the Reception Committee in view of the fact that Rev. Hahn was elected to the Education and Examining Board.
The Resolutions Committee reported. Resolution No. 11 carried as corrected. Resolutions No. 12 and 13 carried.
Rev. C. M. Brown testified as he reported on the Church Extension Fund. His report was heartily accepted.
The motion carried to give him a love offering of $50 for his work over the period of years. Bro. Brown wished to return $25 to the Conference, but since it was a love offering the conference did not accept it.
Rev. M. G. Standley and Rev. Brant of God's Bible School were introduced to the conference. Rev. Standley was asked to sit on the platform.
Rev, and Mrs. Shields, Texas, and Rev, and Mrs. Singleton, Kentucky, were then introduced. Rev. Shields is the New Superin-tendent of the Home Missionary work in Texas. Rev. Singleton the Assistant Superintendent of the Kentucky District.
The Statistical Report was read and accepted.
Rev. Surbrook commended this report and admonished the churches to be aggressive in membership as well as finances.
A motion carried to recess to the call of the Chair. Announcements were made, by the Camp Secretary.
A motion carried to take an offering, $25 of which to go to Rev. Surbrook as a love offering, and the remainder to go to the kitchen expenses. This offering to be taken as the conference closes.

The conference was opened by singing the hymn "At the Cross" led by Rev. Helena Saneholtz. Rev. M. G. Standley led in prayer.

The Minutes of the previous sitting were read and accepted as corrected.
It was moved and carried that the District Council act as Church Extension and Home Missionary Board.
A Motion carried that the Camp Secretary be given a love offering of $50.
It was carried on motion to give the Camp Chairman, Rev. Joel Harmon, $50, as a love offering.
After much discussion a motion carried to Accept the Resolution Concerning Young People's Work.
The report from the Educational and Examining Board named the following for ordination: Mrs. Mary S. Logan, Harold Monroe, Viola Melling, George Poole, Helen Poole, Ray Sturch, Josephine Sturk, Bertha Hass, Marshall H. Robbins, Mrs. Lena Wilson, Orville Awe.
The names of those receiving new and renewal of credentials were read and accepted.
The Conference sang "What a Friend We Have in Jesus". While the congregation sang "Blest Be the Tie that Binds", a
love offering was given to Rev, and Mrs. C. P. Pridgen for their untiring labors.
Resolution No. 14 was accepted by a rising vote. A motion carried that Rev, and Mrs. Kilwy be given a love
offering of $50. The matter of a committee for a memorial service was mentioned. Announcements were made. A motion was made and carried that there be a recess to the
call of the Chair. Dismissed by Rev. L. R. Roberts.
P. S. Rev. Pridgen, after having consulted the Educational and Examining Board and the District Council made a motion that since Rev. Orville Awe holds a Th. B. Degree, he be granted ordination. The motion was accepted with a hearty "Amen".

Ohio District Conference: In this changing and turbulent world we are glad to tell you
that we have our feet fixed upon the immovable and unchangeable "Rock of Ages"; our affections set on things above; our purpose to press the battle until our Lord and Master says it is enough. Brethren, let us so conduct our warfare that at the end we may be able to say with Paul, "I have fought a good fight, I have finished my course, I have kept the faith."
May we covet only His "Well Done!" and above all let us see to it that we "fall not out by the way," but that we "finish" that which we have begun. Yours to the end,

In Memoriain We as members of the Ohio District of the Pilgrim Holiness
Church convened at the 39th annual Conference, desire to honor the memory of several whose home-going occured during the past year.
Rev. W. H. Dickinson, who has so faithfully labored in the Ohio District for the past 22 years, went to Heaven March 11, 1943. During these years he served both as an Evangelist and pastor, doing much Home Missionary work. He was instrumental in or-ganizing new churches at Wilmington, Hamilton, and Bowersville. He served these Churches as pastor and in addition pastored our churches at Port Clinton and Defiance.
For the past eight years he supervised the lunch stand at our District Camp and Conference.
Bro. Dickinson was a student of God's Bible School, and an Ordained Minister of this District.
During the 22 years of active service as a Minister of the Gospel he labored untiringly and unselfishly for the Cause he loved, and his godly example will be long felt among the Pilgrims.
Mrs. Minnie Baker, wife of Earl Baker, passed away April 13, 1943 after a very brief illness, at her home in Westboro, Sister Baker was a local Deaconess, worked faithfully in her church and was much devoted to the work of the Lord.
Mr. Edwin L. Ford, son of Rev, and Mrs. C. A. Ford lived at Lima, Ohio. He was converted at a very early age and sanctified at the altar of his father. He was preparing for the Ministry near the time of his death which occurred Sept. 5, 1942 after an illness of seven years.
Bro. Ford was a Member of the Missionary Church of Lima and was a faithful Christian for many years.

B. H. Lucas, and R. P. Baumgardner. Auditing—Lundy Hill, Earl McKinney, and Fylena Beard. Statistical—Albert M. Hood.
ORDINATION SERVICE After the eleven candidates were seated, the conference sang
"A Charge to Keep I Have", led by Rev. Helena Saneholtz, and Rev. E. E. Connin led in prayer.
The Lord's characteristic qualification of a minister were given by Scripture reading by the following: Rev. L. R. Roberts, Titus 3:1-11; Rev. C. P. Pridgen, II Timothy 2: 1-8; and Rev. L. W. Sturk, I Timothy 3: 1-13.
Rev. W. L. Surbrook then delivered a very inspirational message emphasizing blamelessness in the sight of God. Blameless in demean-or, in duty, and Doctrine. (1) Be of good report, so that those without will say, "He is Honest". It takes a whole life time to build a character and it must not be torn down in an unguarded moment. (2) It is your duty to keep spiritual, to keep your church spiritual, to visit outsiders as well as members, to keep yourself clean, to keep out of debt without due care to discharge those debts. (3) Let your spirit and doctrine be in harmony with the Bible. Don't under-estimate or over-estimate your credentials. Commit yourself to God. Know the Doctrines of the Pilgrim Holiness Church.
Each of the candidates answered, "yes" to the questions: "Will you preach the doctrine because you believe it? Will you be under subjection to those who are in authority over you?
The Candidates all knelt at the altar and were duly ordained by the k'.ying on of hands and by prayer. Rev. W. L. Surbrook presented the Ordination Certificate. This ordination was very impressive. The congregation sang "Rock of Ages" while they con-gratulated the newly ordained ministers.
The motion carried that the District Council read and approve the minutes of the last sitting.
After a few closing remarks and announcements from the Dis-trict Superintendent, Rev. L. W. Sturk, he admonished to unity and co-operation. Labor every moment as if it were the last one.
It carried on motion that the price of the District Conference Minutes be 15l.
Dismissed with prayer by Rev. W. L. Surbrook and song "God be With you Till We Meet Again."

RULES FOR CAMP MEETING WORKERS Resolutions relative to Rules and Regulations of Camp Meeting.
No. 1 Resolved that all workers who come to work their way for
their board shall, if possible, be members of some Pilgrim Holiness Church and bring recommendations from their pastors.
No.2 Resolved that such workers must come for the interests of the
camp and their own spiritual uplift and not for a social time and outing.
No. 3 Resolved that such workers must wear dresses with full length
sleeves and unbobbed hair. No. 4
Resolved that all men and boy workers also dress modestly and be of clean habits.
No. 5 Resolved that all such workers, when possible, must attend ser-
vices and not be lounging about on the ground or off the grounds. No.6
Resolved that all such workers must report to the Camp Manage- ment, president, or to the one in charge of them, before leaving the ground or place of work.
No. 7 Resolved that all platform workers be fully dressed, without
bobbed hair and without jewelry, meeting all other requirements of the Manual.

No. 8 Resolved that each pastor must instruct each worker in reference
to these rules before coming. No. 9
Resolved that the workers who become unwilling to be subordinate to these rules become subject to dismissal at once.
No. 10 Resolved that no person under 14 years of age be engaged to
work during the Camp and Conference. No.11
Resolved that only members of the Pilgrim Holiness Church in good standing are permitted to work their way through Camp Meeting.
REPORT OF THE WAYS AND MEANS COMMITTE AS ADOPTED BY THE CONFERENCE
No. 1 Tabernanele Fund
Inasmuch as our treasurer's report shows that there is $5000 surplus in the Tithe fund, be it resolved that we set aside $3000 for the creation of a fund toward a new tabernacle. The same ratio to apply the coming fiscal year.
No. 2 District Superintendent's Salary
Be it resolved that the District Superintendent's salary for the coming year be $3000, with an allowance of $600 for traveling expenses.

Auditing of Treasurer's Books In the light of good business and the fact that our District
Treasurer has handled over $33,000.00 in the past year, and since no provision has been made for the district treasurer to have the books audited by a Certified Public Accountant:—Be it resolved that in the future we employ an auditor for this purpose. The audit to be made after the books have been closed on July 20, and prior to the convening of the District Conference.
No. 8 Receipts
Resolved that the District Treasurer keep a carbon copy of all receipts sent to the churches. Same to be available to the auditor.

No. 9 General Conference Expense
Be it resolved that we raise 10 cents per member per year to take care of General Conference Expense.
No. 10 Housing Facilities
Be it resolved that we set before the people our need of housing facilities on the Camp Ground and we urge them to build their own cottages under the supervision of the District Council.
No. 11 Church Extension Loans
Inasmuch as many of our churches are struggling to enlarge and improve our buildings, be it resolved that our Church Extension Board loan from their funds, at 6 per cent interest, such loans not to exceed 5 years.
No. 12 Camp Meeting Expense for Workers.
Be it resolved that we authorize our Camp Meeting Committee to charge not more than ten cents per night for lodging to workers and this be left to the discretion of the committee.
No. 13 Bathing Facilities
Inasmuch as we have no bathing facilities on the Camp Ground, be it therefore resolved that plans be made for shower bath equip-ment before next Camp.
No. 14 Pastoral Duties
Resolved that no preacher be privileged to pastor a Pilgrim Holiness Church of this District until he has promised to include the various financial activities of the District in the program of his local Church.
No. 15 General Budget
Be it resolved that we request the General Board to send a deputation worker to visit our local churches and assist the pastors in raising District Home Missionary and General Budget funds.
No. 16 District Home Missions
Be it resolved that fifty cents per member in addition to all birthday offerings, be raised annually to constitue our District Home Missionary Fund.
No. 17 Tithe
Be it resolved that all persons generally support the interests of the church by their tithes and offerings, and that all gross receipts of the local church excepting foreign misionary funds, dis-trict home missionary funds, general church budget, and evangelistic support, be tithed, the same to be forwarded to the District Treasurer.
No.18 Bible School Trustee Expense
Be it resolved that the District Treasurer shall pay from the

District funds the fare of the Bible Holiness Seminary Trustees from Ohio, to and from trustee Meetings.
No. 19 Camp Ground
Inasmuch as no provision has been made to care for financial obligation of the camp ground, be it resolved that we ask the local churches to raise the equivalent of 25 cents per member per year to be forwarded to the District Treasurer. The same to be applied on the building of a new Tabernacle.
No. 20 General Budget
We recommend that the General Budget be raised monthly in the Sunday School or Church, taking any Sunday thought best for the offering.
No. 21 District Conference Expense
We recommend that all visitors attending the District Conference be charged a reasonable sum for meals, the price to be set by the committee in charge. This does not apply to ministers nor their wives. Amendment—that each church and Young Peoples' Society take a good liberal offering to provide for the expense of the delegate while attending the Annual Conference.
No. 22 Division of the General Budget
We recommend that the Manual provision for the division of the General budget be adopted. $1.90 for foreign missions; $ .60 for general home missions and $ .50 to administrative costs. "If the local church does not properly divide the money, the District Treasurer is authorized to do so."—Sec. 127, Par. 12. "No church is permitted to specify funds until its monthly quota for General interests is paid.
No. 23 Y. P. S. Expense Be it resolved that all the young people shall be urged to place
all their tithe in their own local church, in the usual way. All money sent the Y. P. S. District Treasurer must be over and above their tithe.
That each Y. P. zone contribute the amount equivalent to $13.00 per church or society annually—$10.00 of said amount to be sent to the District Church Treasurer for the Y. P. State Rally Expense; $3.00 of same amount to be forwarded to the Y. P. District Treasurer for the publishing of monthly paper, subscriptions to religious periodicals, stationary, stamps, incidental expense, etc.
Payment to be made monthly, the same to be raised at the discretion of the individual zone.
The maximum sum to be held by the District Y. P. Treasurer at any time shall not exceed $40.00. At such time as $40.00 is on hand not less than $15.00 shall be forwarded to the District Treasurer of the church, the same to be disposed of at the discretion of the District Council.

No. 24 District Superintendent's Traveling Expense
If any church calls the District Superintendent for more than his regular visits during the Conference year, the church calling him is required to pay the actual expense of such trips.
No.25 Offering for Bible Holiness Seminary
Resolved that we adopt the method as presented by a representa- tive from Bible Holiness Seminary, that we take second offering in the Sunday School the the third Sunday of each month for Bible Holiness Seminary.
No. 26 Provision for Camp
Resolved that each local church be asked to bring the District Provisions or an offering to alleviate the financial obligations of the camp.
REPORT OF THE RESOLUTIONS COMMITTEE AS ADOPTED BY THE CONFERENCE
No. 1 Report Blanks
Be it resolved that resolution No. 1 of 1942 be revised to read as follows: Report blanks shall be sent to all licensed, ordained ministers, and deaconesses by July 15. That all reports of the same be sent to the Statistician by July 25. If any fail to send this report by August 1, he must answer to the District Council and give reasons why he failed to do so.
No. 2 Officer's Assistants
Be it resolved that all officers receiving a salary for said office, when necessary to have assistance to care for their work, shall select help only from those already holding complimentary tickets or pay for the needed help during camp and conference out of his own salary.
No. 3 We recommend that all matters of salaries of District officers
be settled before the election of officers, inasmuch as it is embar-rassing to discuss these matters after election.
TO 4 Be it resolved that No. 6 in the 1942 Minutes be deleted.
No. 5 Be it resolved that all who rent rooms or a cot at Camp furnish
their own linen. No. 6
Resolved that Congregations be encouraged to conduct Daily Vaca- tion Bible Schools in their churches.
No. 7 Be it resolved that an Annual Sunday School convention be held
in each Zone, the same to be under the supervision of the District Superintendent.
No. 8 Be it resolved that we delete No. 8 (of 1942) from the Minutes.

No. 9 Resolved that every church in the Ohio District grant its pastor
a two weeks vacation with pay, if the pastor so desires. No. 10
Whereas there is a growing need for concerted effort in our District with respect to Suncay School work, the General Sunday School Committee recommends that the District conferences provide for a District Sunday School Committee or Board to promote Sunday School interests in the District, and to co-operate with the General Committee. We further recommend that said committee or board be appointed by the District Council, and that the District Superin-tendent be a member of said board.
No. 11 Be it resolved that a new form of blank for church statistics
as per sample, held by Statistician be recommenied to take the place of our old blanks, be sent with our recommendation to our general secretary, Rev. S. M. Stikeleather, requesting official approval and adoption by our General Church Board.
No. 12 Inasmuch as the term "General Budget" included Foreign Missions,
General Home Missions, and General Administration (3 items), be it resolved that Resolution No. 17 in 1942 Minutes, Page 33, be called "General Budget" instead of "Foreign Mission and General Budget".
No. 13 Inasmuch as there was no engaged song evangelist during our
recent camp, and therefore resulted in an awkward situation in securing a song leader for some of the services, therefore be it resolved that the District Council engage a song evangelist or evangelists for 1944 Camp. These evangelistic singers to have charge of the music in the main services of the camp, and also be free to use other singers whenever convenient.
No. 14 Resolved that the Conference year end July 15, and the Treasurer's
Books close July 20, and all churches, in order to get their credit, must have their moneys in by that date.
No. 15 Only active and associate members of local Young Peoples' societies
and young people in our churches shall be invited to attend, with free entertainment, our State Young Peoples' Convention. Only active members are permitted to vote in the business meeting.
No. 16 The District Treasurer shall send a statement to all churches
that are in arrears with their budgets six weeks prior to the close of the conference year.
No. 17 Each church is requested to erect at its place of worship the
name of the church and the name and address of the pastor. No. 18
The District Council shall appoint two or more ladies to act as matrons in the girls' Dormitory, and two or more men to act as deans in the boys' dormitory, during the Young Peoples' Rally and the District Camp Meeting.

No. 19 Our Camp Meeting Evangelist shall preach Thursday night at
the Young Peoples' Annual Rally, as well as Friday night, that the young people may have the advantage of such ministry.
No. 20 That all money raised in the local church for District or General
budget be sent by the local church treasurer directly to the District Treasurer, so the local church may receive due credit.
No. 21 Because of the necessity of the pastors and others getting in
personal touch with the District Superintendent, be it therefore resolved that the District Superintendent have a telephone, the same to be paid for from District Funds.
No. 22 Be it resolved that the District Treasurer have cards printed
designating what each church is required to raise for the District and General interests, and the cards be forwarded to each pastor as soon after the Conference as possible.
No. 23 Part 1. Be it resolved that the District Superintendent, the
District Young Peoples' Secretary, the District Young Peoples' Treasurer, and the Editor of the District Young Peoples' paper constitute a District Young Peoples' committee. That the District Superintendent be the chairman of said committee.
Part 2. Be it resolved that the Committee meet once every three months.
Part 3. Be it resolved that the committee's expenses be met by the Young Peoples' District Treasury.
No. 24 Be it resolved:
A. That we extend to our General Superintendent, a vote of
thanks for his Christ-like spirit and labors, and the effecient
manner in which he has conducted the business of this conference.
B. That we extend a vote of thanks to the following: Rev. C. P.
Pridgen the outgoing Superintendent for his untiring labors and spirit of sacrifice during his time of service as superintendent, also
the District Secretary, District Treasurer, Statistical Committee, Camp Meeting Committee, the Educational and Examining Board, the cooks and all others who have helped in any way to make the
camp and conference the success and blessing that it has been.
C. Above all do we reverently offer thanks to our Heavenly
Father for His blessing upon us during the Camp and Conference.
