Mississippi School for the Deaf: Strategic Plan School Improvement Goals and Objectives

Goal 1: Mississippi School for the Deaf students will demonstrate the academic, career and work, and life skills to become productive citizens and to achieve their maximum potential. Objective 1: MSD students will annually demonstrate progress in academic programs, career

and work programs, and life skills programs. Outcome Measures: 1: Percent of academic courses in which students obtain a passing course grade 2: Percent of graduates accepted in post-secondary education 3: Percent of career and work courses in which students obtain a passing course grade 4: Percent of life skills courses in which students obtain a passing course grade 5: Percent of all Mississippi Curriculum Tests and Subject Area tests passed at the state passing

standard 6: Percent of students in grades 3-12 who perform equal to or better than their deaf peers on the SAT-10 in the areas of Reading Comprehension and Total Mathematics 7: Percent of students graduating with a standard diploma under approved State Board of

Education graduation requirements. This will be looked at in two categories: Students receiving early education services at MSD and those entering our program with the majority of their time spent in their local school districts.

Strategy 1: Provide instruction utilizing a rigorous, relevant, comprehensive curriculum to

meet the needs of each learner. Output Measures: 1: Number of students enrolled at MSD 2: Number of graduates accepted in post-secondary education or training programs 3: Number of Standard Diplomas and number of Mississippi Occupational diplomas earned by MSD

students 4: Number of all state required tests passed at the state passing standard 5: Number of students in grades 3-12 who perform equal to or better than

their deaf peers on the SAT-10 in the areas of Reading Comprehension and Total Mathematics Efficiency Measure: 1: Average cost of instructional program per student per day

Strategy 2: Provide after-school residential, extracurricular, and athletic programs that

support student learning and acquisition of life skills. Output Measures: 1: Number of residential students 2: Number of students age 18 – 21 transitioning to post-secondary education, community college

education and the world of work Efficiency Measure: 1: Average cost of residential program per student per night Strategy 3: Provide related and support services necessary for students to benefit from

educational programs. Output Measures: 1: Number of comprehensives assessments completed for MSD students 2: Number of MSD Students receiving related services, vision services, spoken English services,

Auditory Training services and mental health services Efficiency Measure: 1: Average cost of related and support services per student Explanatory Measures: 1: Number of students who are emotionally disturbed or who have significant behavior or

attention problems

Goal 2: Mississippi students, professionals, families, individuals, local school districts, and agencies will benefit from the MSD Comprehensive Diagnostic Center and Outreach services. Objective 1: Mississippi students, professionals, families, individuals, local school districts, and Statewide agencies will receive quality Diagnostic assistance from MSD. Outcome Measures: 1: Number of students, professionals, families, individuals, local school districts, and agencies

that receive diagnostic services from MSD 2: Number of students and families transitioning in to MSD that receive diagnostic services from MSD 3. Number of children and families from the SKI*HI program that receive diagnostic services from MSD Strategy 1: Provide diagnostic services to include audiological, speech/language,

psychometric, behavioral, and linguistic assessments for students currently enrolled at MSD and students enrolled in public school systems.

Output Measures: 1: Number of students enrolled at MSD who receive diagnostic services 2: Number of students enrolled in SKI*HI who receive diagnostic services 3: Number of students enrolled in local school districts that receive diagnostic services Efficiency Measure: 1: Average cost of diagnostic services per student Strategy 2: Provide outreach services to students and families enrolled at MSD, enrolled in

SKI*HI, and enrolled in local school districts. Output Measures: 1: Number of students enrolled at MSD who receive outreach services 2: Number of students enrolled in SKI*HI who receive outreach services 3: Number of students enrolled in local school districts that receive outreach services Efficiency Measure: 1: Average cost of outreach services per student

Strategy 3: Provide related and support services necessary for students to benefit from educational programs at MSD. Output Measures: 1: Number of comprehensives assessments completed on MSD students 2: Number of MSD Students receiving related services, vision services, spoken English services,

Auditory Training services and mental health services Efficiency Measure: 1: Average cost of related and support services per student Strategy 3: Ensure all support services for MSD students are appropriately noted on the IEP

and comply with all federal and state laws regarding the IEP process. Output Measures: 1: Number of IEPs containing support services Efficiency Measure: 1: Use of Special Education Director in determining compliance on IEPs and number of family complaints indicating a need for additional services.

Goal 3: Mississippi School for the Deaf will develop a plan for the new student enrollment process. Objective 1: MSD will utilize technology to expedite completion of forms required to make

application for enrollment in MSD. Outcome Measures: 1: Percent of families that make application through the online process 2: Percent of families that make application through a traditional US mail process Strategy 1: Provide all forms online that are required for admission committee’s review. Output Measures: 1: Number of families that utilize the online process to submit forms for enrollment at MSD 2: Number of families that utilize the US mail to submit forms for enrollment at MSD Efficiency Measure: 1: Percent of families utilizing the online process to expedite completion of forms. Objective 2: MSD will reach the goal of completion of enrollment and registration of students

determined for appropriate placement within 5 working days. Outcome Measures: 1: Percent of families that complete the enrollment process within 5 working days Strategy 1: Ensure all committee members view all application packets within 3 working

days after submission. Output Measures: 1: Percent of Admission Committee members that complete analysis of application packets

within 3 working days. 2: Analysis of feasibility of committee members to have access to packets within the 3 working

days timeline. Efficiency Measure: 1: Percent of families receiving notification of appropriate placement and registration within 5

working days.

Goal 4: Mississippi School for the Deaf will develop and receive state board approval on a Communication and Language Planning Policies. Objective 1: MSD will complete analysis of communication policies from sister Schools for the

DEAF for the purpose of developing a new communication policy for MSD. Outcome Measures: 1: Establishment of a Communication Policy for MSD within an established timeline. Strategy 1: The communication committee will research and review comparable policies for

the purpose of making recommendations for a new policy to be established at MSD. Output Measures: 1: Development of a Communication Policy to be submitted for approval to the State Board of

Education by September of 2011. Efficiency Measure: 1: Percent of time given to committee members to research and meet regarding this policy. Objective 2: MSD will complete analysis of language planning policies from sister Schools for

the DEAF for the purpose of developing a new language planning policy for MSD. Outcome Measures: 1: Establishment of a Language Planning Policy for MSD within an established timeline. Strategy 1: The communication committee will research and review comparable policies for

the purpose of making recommendations for a new policy to be established at MSD. Output Measures: 1: Development of a Language Planning Policy to be submitted for approval to the State Board of

Education by September of 2011. Efficiency Measure: 1: Percent of time given to committee members to research and meet regarding this policy.

Goal 5: MSD will establish a Recruitment and Retention Plan for staff members providing quality services to deaf and hard of hearing students at MSD. Objective 1: MSD will establish a Recruitment Plan to obtain quality teachers, support staff,

and residential staff for students enrolled at MSD. Outcome Measures: 1: Percent of staff members recruited that are deaf or hard of hearing. 2: Percent of staff members that are recruited and represent diverse backgrounds in ethnicity and race. 3. Percent of teachers that are recruited possessing Advanced or Superior Sign Language skills. 4. Percent of support staff that are recruited possessing Advanced or Superior Sign Language skills. 5. Percent of residential staff that are recruited possessing Advanced or Superior Sign Language skills. 6. Percent of teachers recruited possessing highly qualified status in certification. Strategy 1: Recruit staff through a variety of avenues to include web based, university

based, and media based advertisements. Output Measures: 1: Number of staff members hired who are deaf or hard of hearing. 2: Number of staff members hired who represent diversity in ethnicity and race. 3: Number of teachers hired possessing Advanced or Superior Sign Language skills. 4: Number of support staff hired possessing Advanced or Superior Sign Language skills. 5: Number of residential staff hired possessing Advanced or Superior Sign Language skills. 6: Number of teachers hired possessing highly qualified status in certification. Efficiency Measure: 1: Percentage of individual making inquiry for employment through each of recruitment avenues. Objective 2: MSD will establish a Retention Plan to ensure availability of quality teachers,

support staff, and residential staff for students enrolled at MSD. Outcome Measures: 1: Percentage of employees that maintain employment at MSD for at least 5 years and receive

highly successful evaluation scores.

Strategy 1: Provide mentorship support and feedback sessions to new employees to ensure

transition and immersion into school environment and procedures are successful. Output Measures: 1: Number of staff members who maintain employment at MSD for 5 years or more and receive

highly successful evaluation scores. Efficiency Measure: 1: Overall percentage rate of staff members successfully retained.
