MEMORANDUM FOR THE .RECORD

SUBJECT : MKULTRA PROGRAM

1. A meeting was held in General Ca;.ter 's office on 29 Nove=nber. ·

1963 to discuss the subject program. Those present, in addition to

General .Carter , were Messrs . Helms, i r k p a t r i c k ~ "lGottlieb,.

and Earman. The main thrust of the discussitJn was the testing o£

certain drugf: on unwitting U. S. citizens. Dr. Gottlieb gave a brief

history of the MKULTRA program which was not in any wa /. a t variance .

with the IG report of August 1963 on this subject. ·

2. Messrs . Gottlieb and · c· Jargued for t ~ e ~ o n t i n ~ : ; ~ o n c

unwitting testing, u ~ i n g as the principal point that controlled test ing

can..not be depended upon for accurate resul ts. General Carter , Mr.

Kirkpatrick, and I do not disagree with this point. We also accept the

n e e s ~ i t y for having a "stable of drugs" on the shelf and the r e q u i r e m n ~or continued research and development of drugs--not only for possible

oper ational use but also to give CIA insight on the state o{ the a r t b . this

.field and in part icular to alert us to what the opposition is or might be

e x p e c t ~ d to do in the R8.t.D and.employment o{ drugs . .

Carter , he stated tliat since the IG report such testing has been held in

4. General Carter made i t clear that he understood the necessity

ftSr research and development o{ all type:- o£ drugs, to include their testing.

However, w troubled by the "unwitting .aspect". This led a. brlef

discussion on the EossibUity of Wlwitting te lts on foreign nationals,. bataccord ing to' L 'fthis had been ruled out as a rescl t o£ several ·

conversations he recently had with senior r.hie£s of stat ions--too dan&l rous

and the lack of controlled facilities. (This seemed an odd conclusion

a . That the char ter o£ MKULTRA would be revised

along the l ines recommended n the IG survey.

b . The procedu:t'es for testi;ng drugs are to be. reviewed ·

and,new alternative proposals submitted.

·c . U .i t is concluded by th DD/P that unwitting test ing

on American cit izens must be continued to operat ionally prove out these drugs, i t may become

necessary to place this problem before tho Director

6. I made the point t.hat the IG survey had found other problenua

. with the MKULTRA program in addition to the unwitting testirig, but

stated if the charter is rewrit ten along the l ines recommended, I

believe these problems would be corrected. . .
