1. A meeting was held in General Ca;.ter 's office on 29 Nove=nber. ·

1963 to discuss the subject program. Those present, in addition to

on American cit izens must be continued to operat ionally prove out these drugs, i t may become

necessary to place this problem before tho Director

6. I made the point t.hat the IG survey had found other problenua

. with the MKULTRA program in addition to the unwitting testirig, but

stated if the charter is rewrit ten along the l ines recommended, I

believe these problems would be corrected. . .
