Introduction/Background

During the recent flooding in 2018, where 5,000 people were displaced in Sanamxay district, the Ministry of Labour and Social Welfare (MLSW) requested the assistance of the World Food Prorgamme (WFP) to provide transport, and assemble two Mobile Storage Units in Vientiane and two in Sanamxay. The Red Cross also requested assistance to assemble an MSU in the affected area. These requests, along with the resources required to support, highlighted the need to augment national logistics capacity and planning for a large-scale emergency. As a result, the MLSW and WFP (the two co-leads of Laos’ National Logistics Cluster)

worked collaboratively to develop a prepositioning strategy for temporary storage of relief items, and emergency shelter in high risk flood areas. This is in alignment with the Government’s new National Disaster Preparedness and Response Plan. WFP donated two more MSU’s to MLSW and will transport them to strategic locations and assist with the provision of training. To implement the strategy in a sustainable manner, a MSU assembly Training of Trainers (ToT) was held in Vientiane and included participants from National and Provincial MLSW, the military, and Lao Red Cross. The Global Logistics Cluster organised the training as part of the Logistics Cluster Preparedness Project with WFP leading the training. The participants trained in Vientiane will lead the

training in the three other provinces, with WFP support.

Training Objectives

Develop a sustainable pool of MLSW, Military, WFP and Red Cross staff across Laos, that can lead the assembly of pre-positioned MSU’s for future emergencies.

Training structure

Trainers • Lead trainer: Bounmy Mekchone, WFP storekeeper.

• Assistant trainers: o 10 MSU assembly standby labourers;

o Patricia Thornhill, GLC/WFP consultant (warehouse layout and considerations).

Training Participants • 13 MLSW staff (6 National, 7 Provincial)

• 5 Military camp 511;

• 2 Laos Red Cross staff;

• 2 WFP staff.

Methodology

Day 1 - Session 1 Day 1 began with an opening by Deputy Director General Social Welfare Department Mr Kindavong Luangrath. The session also included Orientation of MSU pieces and theory of assembly. Trainer Bounmy utilised the manual to show the MSU pieces to

participants and explained their use and considerations to be taken for assembly.

Day 2 - Session 1 Day 2 began with lessons on warehouse placement, layout, item storage considerations, and security. The session also included a demonstration, as well as questions and answers and inputs from participants on their experiences.

MSU Hand Over Ceremony and presentation of training certificates

The Director General of the Social Welfare Department, Mr Vilayphone Sisomvang, and the Country Director for the World Food Programme, Mr Jan Delbaere jointly signed the handover certificate of two new MSU’s from WFP to the MLSW. Following this, participants were presented with training certificates. A laminated photo of the training team was provided to the MLSW, the Military and the Lao Red Cross.

Evaluation

• All participants engaged well with the course material; working well together, displaying enthusiasm and teamwork and participating in all sessions across the two days.

• Day 1 was stretched for time with the opening, orientation and full assembly. While, the training finished on time at 16:00, with less participants this may go over time. Day 2 was completed early. Recommendation: assembly could be run over 1.5 days. With frame construction only on day 1. Adding of tarpaulins could be run on day 2 with warehousing considerations and disassembly.

• Positive feedback was received from Military participants, who noted that it would be beneficial for one personnel from

each of their provincial camps to be trained. Recommendation: 4-5 military personnel to be sent to each of the three provincial training locations. It is likely that the military will be called on to assemble the MSU’s in an emergency and the Director General of MLSW supported this proposal.

• All participants agreed that a second training would be required for them to be confident in retaining the knowledge.

• All wish to attend another provincial training, and support in facilitation. This is an important outcome to ensure knowledge transfer, as well as building leadership capacity among across the humanitarian logistics sector.

Next steps

Future MSU assembly training: • MSU assembly training will be conducted in Odoumxay, Champasack, and Khammuane. The locations where the MSUs

are pre-positioned. Participants from Attapeu will join the training in Champasack.

• The first Provincial MSU assembly training is tentatively scheduled for 10-11 September in Oudomxay. The provincial

participant from Oudomxay who completed the ToT training will assist leading the training, along with a MLSW, Laos Red Cross and Military participant from the ToT. WFP will support.

• Trainees should include two staff from Provincial Labour and Social Welfare from Oudomxay, two staff from Lao Red Cross, five staff from military (one from each of the surrounding provinces)
