Model Estimate for IHHL

The estimated cost of IHHL is about Rs. 14500/- comprising unskilled labour component–3000/-, Skilled labour component 2500/- and material component 5500/-, which can be meet out as under:• Through NBA incentive – 4600/-• Through MGNREGA – 4500/-• Beneficiary Share – 5400/-

Provision through MGNREGA

Under MGNREGA Unskilled labour (up to 20 person days) and skilled labour (up to 4 person days under material component) on construction of Individual Household Latrine is permitted subject to total expr. up to Rs 4500/-. .

Provision through NBA

Under NBA an allowable incentive money of Rs. 4600/-, is being paid to beneficiary in two installments i.e. I installment of Rs. 3000/- as an advance for purchasing of material and remaining II installment of Rs. 1600/- after completion of IHHL and its valuation.

Steps taken by State for simplification of convergence for IHHL

1.Issuing TS as per model estimate :-

•TS are being issued on the basis of model estimate to save time for issuing Financial Sanction.

2. Simplified Performa for UC/CC and valuation

•A simplified Performa for valuation and issue of UC/CC has been developed for reducing lengthy paper work early payment.

4. Provision of mate for better implementation

• Govt has decide to engage a mate on a cluster of 20-25 households for construction of IHHL. • The so deployed mate will obtain form no. 6, will receive MR’s from block and will deposit filled MR’s back to PS after completion of cluster works. •The mate will be responsible for taking attendance of wage seekers, for valuation of toilet constructed and to issue UC/ CC.•The mate will be allowed maximum 20 days presence from either from administrative head of MGNREGA or from MGNREGA material component of Rs. 4500/-•The mate will be provided an incentive of Rs. 50/- per IHHL from NBA.

5. Sanctions of IHHL alongwith IAY/CMBPL :-

In Rajasthan, about 10 lacs Rural houses of BPL families are being constructed in IAY/CMBPL Aawas yojana and efforts are being made to sanction toilets in each house through convergence of NBA and MGNREGS.

6. Feeding of sanctions and MR’s in MIS:-

•Keeping in view huge pendency in feeding of sanctions and muster rolls in MIS, the feeding is permitted through out sourcing.•an incentive money is being granted to the MIS manager/Data entry operators.

Progress of IHHL works under MGNREGA through convergence with NBA

• Total works sanctioned under NBA – 9.31 Lacs (including 4.30 lacs of CM BPL & IAY).• Convergence with NREGA – 6.20 Lacs (including 2.85 lacs of CM BPL & IAY).• 93000 MR's (15%) have been issued against 6.20 lacs toilets.• 1.47 lacs (16%) Toilets have been completed against 9.31 lacs toilets.

Achievement •In the year 2011-12, 321 GP's had been declared as Nirmal Gram Panchyat (NGP) by Ministry of Driking Water and Sanitation (MoDWS).• In the year 2012-13, about 300 GP'S were made ODF, GoI is conducting survey to declared these GPS as NGP‘s. Likely ODF GPs - Bikaner (55GP) Churu ( 55 GP), Jhunjhunu (34 GP), Nagaur (30 GP) Jodhpur (28 GP), Hanumangarh (21 GP) Jaisalmer (21 GP), Ganganagar (14 GP) and Karauli (14 GP).•In Churu district, Taranager block has become the first ODF block of the State and verification process is going for declaring other block Sardarshar as ODF block.

Problems

•The feeding of sanctions and muster rolls in MIS is very time consuming, so reflected entered progress in MIS is not up to the mark.•A large no. of muster rolls are depositing back due to non deployment of wage seekers.

Suggestions •15 to 20 persondays may be added in the job card of beneficiary after completion of toilet.•Material cost (as a part of permissible assistance of Rs 4500/ from EGS) may be transferred into the account of beneficiary towards cost of Skilled labour and material.Or •There should be relaxation in depositing the muster rolls of IHHL works and it should be allowed for depositing after completion so as to save time and energy for frequent issuing of the same.
