Why issue a Risk Assessment?

Writing Risk Assessment is a professional, well–proven, and structured way of identifying,avoiding, and minimizing risks and exposures in connection with the work you and your colleagues carryout onboard. Writing Risk Assessments gives a better overview of ideas than registering them in your head. They give you time to think and prepare yourself before starting up the job.

What is Risk Assessment?

In principle, Risk Assessment can be carried out in many ways but with the same goal that is to avoid or minimize the risks. The table below is meant to inspire and give you an overview of the steps in conducting Risk Assessment.

How to Issue Risk Assessment?

In order to prevent accidents, risks, and health hazards, everybody must participate during the

planning stage of the work, and ensure that it can be carried out safely and without any risk to

health.

Moreover, everybody must ensure to eliminate that the risks and exposures both in the short

and long terms.

Safety First

This is known to all seafarers who consider it as a principle to live by. However, the question is - how deeply entrenched is this idea in our safety activities? How high is our safety awareness when it comes to protection against cancer, eczema, or allergies? Seafarers are typically good in avoiding the risk of accidents (Important: Accidents still happen) but there is a lot to learn when it comes to protection of risks in the longer term.

Another interesting question to ask is: When starting up a job onboard, do I ask myself: What are the risks or do I focus on getting the job done? Therefore, safety first is more like an idea than a reality.

The risks and exposures onboard a ship can typically be divided into the following main

areas:

Principles of Prevention

When trying to perform the work in the safest and healthiest way, remember the following principles of prevention:

Remove risks and exposures – If there is a risk or exposure, which can possibly beremoved, make sure to remove it.

Examples:1. Remove oil spills on stairs and ladders.2. Always secure ladders.3. The risk of falling over board when setting the pilot ladder can be removed

by wearing a safety line.4. The risk of explosion due to gases in tanks can be removed through

ventilation or by inerting.

Assess the risks, which can’t be removed and take the necessary precautionaryactions. Make a written Risk Assessment and never start any work without havingidentified all risks. How to make a Risk Assessment can be seen at the end of thissection.

Carryout suitable instructions.

Plan the job in such a way that it gives overall protection.

Examples:1. When washing the floor in galley, warn crewmembers about the risk of

slippery floors.2. If handling benzene, make sure that all crewmembers are informed. 3. All crewmembers must be protected against vapors and gases from

chemicals or dangerous substances, not only the employees performingthe job.

Select the least dangerous working process or method.

Examples: 1. Always use the least dangerous chemical. Substitute if necessary. 2. Plan the job in such a way that it secures maximum safety.

3. Always adjust the working conditions for employees by properly designing

workstations.

Chemicals

Chemicals can be many things - paints, detergents, cleaning materials, degreasers, oil and additives. There must be written information about all these products aboard a vessel by way of safety data sheets, labels and workplace instructions.

Paint and detergents for paintwork must also have code numbers. The written information gives the harmful effects of the product and tells you how to protect yourself against them.

Contact Routes

Chemicals can come into direct contact with the skin and eyes, for example by splashes, direct contact or by your clothes being contaminated with chemicals. If you work with chemicals, you may come into direct contact with them in various ways:

You can inhale dust, vapour, gases or aerosols in the air.

You can get them in your mouth - and so your body - for example from dirty hands.

Chemicals can be absorbed through the skin and into the body.

When organising the workplace, choose working methods and personal protection that take all these risks of contact with chemicals into account.

Harmful Effects

Different chemicals have different harmful effects. These can be immediate (short-term effects) or can appear much later or after a period of repeated use of chemicals (long-term effects).

Short-term effects can be: Burns

Poisoning Irritation of the skin and eyes

Dizziness Nausea

Long-term effects can be:

Cancer Brain damage/damage to the central nervous system

Damage to the reproductive system

Damage to other organs

Some can be both short and long-term, e.g. Allergies

Information Chemicals

Before you start using a chemical, you should find out as much as possible about the product. The four most important sources of information are:

Hazard labels (See Hazard label section)

Order amending the order on Notice A from the Danish Maritime Authority

technical regulation on occupational health in ships

Section 1

In order no. 1246 of 11 December 2009 on Notice A from the Danish Maritime Authority, technical

regulation on occupational health in ships, as amended by order no. 817 of 30 June 2011, order no. 924 of 3

July 2013, order no. 1283 of 11 November 2013 and order no. 508 of 23 April 2015, the following amend-

ments shall be made:

1. The introduction shall be as follows:

"In pursuance of section 1(2) and (3), section 3, section 4(1)-(3), section 5, section 20(4) and (5), sec-

tion 27(4) and section 32(8) of the act on safety at sea, cf. consolidated act no. 72 of 17 January 2014, as

amended by act no. 1384 of 23 December 2013, act no. 618 of 12 June 2013 and section 1(2) and (3), section

3, section 4(1)-(3), section 5, section 20(4) and (5), section 27(4) and section 32(2) of the act on safety at sea

as enacted for Greenland by decree no. 71 of 29 January 2013, and by authority, the following provisions are

laid down:"

2. Chapter I, Part B, annex 2, shall be as follows:

"List of substances and materials with which young people below the age of 18 shall not work or to

which they shall not be exposed in any other way:

1) Substances and materials complying with the criteria for classification, cf. regulation (EC) no.

1272/2008 of the European Parliament and of the Council of 16 December 2008 on classification, labelling

and packaging of substances mixtures, etc., as amended (the CLP regulation), which can be labelled with at

least one of the following symbols or GHS pictograms:

GHS06, skull and crossbones

GHS08, health hazards

GHS05, corrosion

GHS01, exploding bomb

or which comply with the criteria for classification, cf. the CLP regulation, within one or more of the

following hazard classes and hazard categories, with one or more of the following hazard clauses:

ing with substances and materials.

3) Organic solvents on the list issued by the Danish Working Environment Authority of organic solvents

in the AT instruction on limit values for substances and materials.

4) Materials containing 1 % or more of solvents mentioned under item 3.

5) Biological agents in groups 3 and 4 of the order on biological agents and occupational health, or with

other work where they may – due to the nature of the work or the conditions under which it is carried out –

be exposed to the effect of such agents.

6) Lead and lead compounds insofar as they can be absorbed by the human organism.

7) Asbestos.

8) The handling of fireworks as well as different objects, machinery, etc. that contain explosives."

3. Chapter II, Part A, regulation 3, paragraph 1, shall be as follows:

"In case of acquisition in countries within the European Union, the labelling may be in English, cf.

article 17(2) of regulation (EC) no. 1272/2008 of the European Parliament and of the Council of 16 Decem-

ber 2008 on classification, labelling and packaging of substances and mixtures, amending and repealing

directives 67/548/EEC and 1999/45/EC, and amending regulation (EC) no. 1907/2006 (the CLP regulation)."

Section 2

This order shall enter into force on 1 July 2017.

Chemical occupational health effects

Part A Substances and materials

Regulation 1 Application 1 The provisions shall cover any work with substances and materials, including the use, handling,

storage, transportation and removal, as well as other work that, due to its nature or the conditions under which it is performed, may involve a risk to health and safety on board ships.

Regulation 2 Definitions 1 For the purposes of these provisions, the following definitions shall apply:

.2 "Substances" shall mean elements and their compounds. "Materials" shall mean compositions of two or more substances, including biological materials. "Substances and materials that may be hazardous to or in any other way impair health and safety" shall mean:

Substances and mixtures that meet the criteria for classification as hazardous according to the rules on classification laid down by the Ministry of the Environ- ment. Substances and materials included on the list of limit values for substances and materials issued by the Danish Working Environment Authority and annexes hereto. Materials containing 1 per cent or more – and, in the case of gaseous materials, 0.2 per cent – of a substance included with a limit value on the list of limit values for substances and materials issued by the Danish Working Environment Agency. Mixtures containing 1 per cent or more – and, in the case of gaseous mixtures, 0.2 per cent – of a substance classified as harmful to health or environmentally hazardous according to the rules on classification laid down by the Ministry of the Environment.Substances and materials that, due to their physical-chemical, chemical or toxic properties and the way in which they are used or occur on board the ship, may present a risk of effecting the health and safety of the employees.

.5 “Mixtures” shall mean mixtures or solutions made up of two or more substances. Unless provided otherwise, "limit values for substances and materials" shall mean the limit of the time-weighted, average concentration of a substance or material in the air on board ships that is inhaled by an employee in relation to a more specific reference period. "Biological limit value" shall mean the limit to the concentration of a given substance or material in a given biological environment, its decomposition products in the organism (metabolites) or effect indicators.

Regulation 3 Sale In connection with purchases in countries outside the European Community, the owner or the master shall ensure that the packing has been made and marked in accordance with the Order issued by the Ministry of the Environment on the classification, packing, marking, sale and storage of chemical substances and mixtures in force at any time; however such marking may be in English. From 1 June 2007, chemical substances and mixtures bought in countries outside the European Community may not contain substances included on the list of substances, cf.

REACH,1 annexes XIV and XVII, unless they are, in accordance with REACH, approved for the intended use or used with the restrictions determined accordingly. The Danish Maritime Authority may, upon request, or when conditions otherwise give rise hereto, see to it that investigations are carried out, possibly by special experts, and provide all the information necessary to ascertain whether a substance or material has effects that may involve a risk to health and safety.

Regulation 4 General 1 The Order contains rules supplementing the technical regulations on the performance of work

on board ships as well as relevant provisions in the regulations on safety work on board ships.The work with substances and materials shall, at all levels, be planned, arranged and carried out in a way that is in every respect reasonable from a health and safety perspective on the basis of an individual and an aggregate assessment of the occupational health conditions that may have an effect on physical or mental health in the short or the long term. This includes the avoidance of all unnecessary effects from substances and materials, cf. the technical regulations on the performance of work on board ships.

Regulation 5 Workplace assessments, etc.The ship owner or, on his behalf, the master, shall ensure that written workplace assessments are made of the health and safety conditions on board, particularly with a view to ensure a written procedure in connection with the more detailed planning, arrangement and implementation of the workplace assessment, and he shall also ensure that the result hereof is made visible. A workplace assessment shall be made in consideration of the nature of the work, the technical aids, substances and materials, the working methods and processes used on board the ship, the arrangement of the workplace, the size of the ship, and the like. Observing the general preventive measures mentioned in regulation 6(1), a workplace assessment shall include an opinion about the occupational health problems on board the ship as well as a solution hereof. The necessary solutions shall be given in the workplace assessment.A workplace assessment shall be up-dated whenever changes are made to the work, working methods and processes, etc. that are of importance to occupational health on board the ship, however, at least every third year. A workplace assessment shall be carried on board the ship and shall be available to the ship owner, the master, supervisors, other employees and the Danish Maritime Authority. If the master himself in cooperation with the safety organisation does not have sufficient insight to make the workplace assessment, the ship owner or the master shall request the assistance of the Danish Maritime Occupational Health Service or the Danish Fishermen's Occupational Health Service or other special experts. If hazardous substances and materials are carried on board, including in the cargo, the following elements shall form part of the workplace assessment in addition to the provisions of regulation 5(1)-(6), cf. however regulation 5(14):

the hazardous properties of the substances and materials, the level of exposure, the type hereof and the duration, the conditions in relation to the work with hazardous substances and materials, including their quantity, the effect of the preventive measures that have been taken or are to be taken, .4

.5 where possible, the conclusions that can be drawn from the occupational medical examinations made, any stipulated limit value, and the information on health and safety provided by the supplier or the ship owner/master.

.7 The ship owner or, on his behalf, the master shall acquire further information necessary for the workplace assessment from the supplier or other easily accessible sources. The assessment shall also contain an inventory of the hazardous substances and materials used at the workplace with reference to the relevant workplace user instructions, cf. regulation 10(1)-(5). Repair and maintenance work and the like on board ships that may predictably give rise to substantial effects from substances and materials or that may impair health and safety for other reasons though technical precautions have been taken shall be included in the workplace assessment. If the work involves a risk of effects from more substances or materials, the total hazard related to the various substances and materials shall be assessed. To the extent that it is a consequence of the above-mentioned assessment in regulation 5(1)- (11) that there is a danger to the employees' health and safety, the special precautions mentioned in regulations 8 and 9 shall be taken. It shall, however, not be necessary to take such special precautions if the assessment shows that the quantity of hazardous substances and materials involves only a slight risk of effects. The provisions of regulation 5(7)-(11) shall not apply if the ship owner or, on his behalf, the master proves that the nature and the extent of the effects from the hazardous substances and materials have an unimportant extent and that the measures might be unnecessary. In the workplace assessment, the result of the assessment, including the precautions to be taken, may be described by referring to the workplace assessments that have been drafted under regulation 10(1)-(5).

Regulation 6 Preventive measures1 To the extent that it follows from the above-mentioned assessment, cf. regulation 5(1)-(11), the

effects from substances and materials shall be removed or limited as much as possible in connection with the performance of the work, cf. regulation 7(1)-(8) and regulation 8(1): .1 by removing, substituting or limiting the quantity of hazardous substances and materials

to the minimum extent necessary for the performance of the work; by arranging the workplace; by using technical aids; by limiting to a minimum the number of employees who are exposed to or who risk being exposed to the effects from hazardous substances and materials; by taking appropriate measures as regards hygiene; by using suitable working methods, including safe and secure handling, storage, transportation on board ships as well as removal of hazardous substances and materials; and by using suitable personal protective equipment.

Paragraph (1-1) shall not apply to the transportation of substances and materials as cargo. Employees engaged in work with hazardous substances and materials shall complete training approved by the Danish Maritime Authority before the work is carried out. It shall be possible to prove that such training has been completed.

Regulation 7 Substitute substances and materials (the principle of substitution) 1 The ship owner or, on his behalf, the master shall ensure that hazardous substances and

materials at the workplace are removed, substituted or limited to a minimum.

Paragraph (1) shall not apply to the carriage of substances and materials as cargo. Measures under paragraph (1) shall primarily be taken by substituting a hazardous substance or material by a non-hazardous, less hazardous or less annoying substance or material or workingprocess. In doing so, it shall be ensured that the substances and materials are used in the form that involves the least possible risk of effects during work. If substitution is not possible, this shall be proved to the Danish Maritime Authority upon request. Substitution shall be made though the effects from the hazardous substances and materials are unimportant. If the use of a substitute substance or material would involve considerable differences in the technical properties or expenses, the technical and economic consequences shall be weighed against considerations of health and safety. If substitution cannot be made under paragraph (6) or is omitted because a total consideration according to paragraph (7) shows that the use of a substitute substance or material would involve unreasonable extra expenses for the ship owner, this shall be proved to the Danish Maritime Authority upon request. The safety organisation of the ship shall be involved in the assessment of whether substitution is possible under regulation 5(14) and (3)-(8).

Regulation 8 Special measures 1 If, due to the special nature of the work, it is not possible to remove the effects related to the

health and safety of the employees according to regulations 5, 6 and 7, the ship owner or, on his behalf, the master shall take the following measures on the basis of the assessment made under regulation 5(1)-(11) in the following order of sequence: .1 arrange working methods, carry out technical control as well as use suitable working

equipment and suitable materials to avoid or limit evaporations from hazardous substances and materials; use collective protective measures at the source of the hazard, such as sufficient ventilation and appropriate arrangement of the work; and use individual protective measures, including personal protective equipment.

.3 2 In connection with the special measures, occupational medical examinations shall be carried out

where relevant. Unless the ship owner or, on his behalf, the master is capable of proving clearly in any other way that sufficient protection has been achieved by means of the special measures taken, the ship owner or, on his behalf, the master shall regularly and when changes are made to the conditions that may involve a risk of effects on the employees' exposure to hazardous substances and materials carry out measurements, especially when it is deemed necessary to comply with the limit values. The ship owner or, on his behalf, the master shall take account of the results of the measurements mentioned in paragraph (3) when drafting and up-dating the workplace assessment. If the work is of such a nature that it is not possible to the prevent the presence on board of hazardous concentrations of flammable substances and materials or hazardous quantities of chemically instable substances and materials, the ship owner or, on his behalf, the master shall take measures on the basis of the workplace assessment and the general preventive principles in order especially to ensure in the following order of sequence: .1 that it is avoided that sources of ignition are present that may give rise to fires and explosions

or inappropriate circumstances that may cause chemically instable substances or materials to lead to harmful physical effects; and

.2 that the harmful effects to the employees' health and safety are reduced in the case of fires or explosions as a consequence of flammable substances or materials being ignited or

harmful physical effects as a consequence of chemically instable substances and materials.

Regulation 9 Measures in case of accidents, etc.1 If the use of hazardous substances and materials at the workplace causes an accident, an incident

or an imminent danger hereof, the ship owner or, on his behalf, the master shall immediately take measures to counter the effects hereof and to inform the employees hereof. The ship owner or, on his behalf, the master shall ensure that only employees whose work necessitates so have access to the areas concerned. These employees shall be provided with suitable personal protective equipment, cf. the technical regulations in chapter VII, part A, on the use of personal protective equipment on board ships. The ship owner or, on his behalf, the master shall ensure that information about emergency measures concerning hazardous substances and materials is available to the employees on board. The information shall include: .1 the hazards found during work with hazardous substances and materials, measures for

identifying hazards so that the necessary precautions may be taken, and .2 all information available about special hazards that might arise in connection with

accidents and incidents.

Regulation 10 Workplace user instructions1 Where employees are engaged on board in work with hazardous substances and materials,

workplace user instructions shall be drafted for each individual substance or material on the basis of the safety data sheet received from the supplier or similar information, cf. annex 1. The ship owner or, on his behalf, the master shall ensure that safety data sheets are acquired and ensure that the employees and their representatives have access to the information in the safety data sheet. In addition to the information provided in the safety data sheet, the workplace user instructions shall be supplemented by information of relevance to the ship and the workplace concerning the following headlines in annex 1: 4. 5. 6.

First-aid measures. Fire-fighting, including information about measures to be taken in case of fire. Measures to be taken in case of accidental leakages, including information about safety regulations in connection with spillages. Handling and storage, including information about safety regulations in connection with storage. The workplace user instructions shall be up-dated to the extent necessary. The workplace user instructions shall be kept in a place that is accessible to the employees. Employees engaged in work with substances and materials shall be guided about the use hereof, and the workplace user instructions shall be handed out to them along with effective instructions. The workplace user instructions shall be in Danish and, if another language is being used as the working language, it shall also be available in this other language. The workplace user instructions shall be easy to understand for the employees.

6 The requirements for the workplace user instructions mentioned in regulation 10(1)-(15) shall not apply to substances and materials that are carried as cargo, but the ship owner or, on his behalf, the master shall render similar information for use when drafting the workplace assessment, cf. regulation 5(1)-(11). The ship owner or, on his behalf, the master shall inform the safety organisation of the relevant limit values of the hazardous substances and materials. In ships where a safety organisation need not be established, the employees shall be kept informed in a similar way.

Regulation 11 Occupational medical examinationsThe ship owner shall ensure that the employees who are, according to an assessment, liable to be exposed to a risk of effects from substances and materials under regulation 5(1)-(11) have access to an occupational medical examination. The examination shall be carried out in accordance with the provisions of the technical regulations on occupational medical examinations under the Act on safety at sea if:

.1 the effects are of such a nature that an identifiable disease or health impairment may be connected with the exposure; it is likely that the disease or the effect may arise under the special conditions under which the employee works; the examination method used involves only a slight risk to the employee; and effective techniques for detecting indicators of the disease or the effect are available.

.4 3 The Danish Maritime Authority shall let the ship owner and the ship know whether the results

of the occupational medical examination give rise to new measures, including an up-dating of the workplace assessment, health examinations of the employees on a continuous basis as well as measures in connection with the planning and arrangement of the work.

Information on safety data sheet

This annex contains information on the information of safety data sheet contained in REACH.2

According to REACH, a chemical safety report shall be drawn up for a number of substances and mixtures incorporating the relevant application and exposure scenarios. These exposure scenarios shall be included as an annex to the safety data sheet. Users shall also, where possible, inform the manufacturer or the importer if they register other risks or health consequences than those given in the safety data sheet when using the chemical.The safety data sheet shall contain the below 16 headlines, contain information hereon and be dated.3

1. Identification of the substance or chemical mixture. Information about trade name, registration number, most important uses as well as description of the function of the substance. Name, address, telephone number and e-mail address of the one responsible for marketing and supplier user instructions as well as emergency telephone number for company and/or relevant official advisory body. Hazards identification. Description of hazards to human beings and the environment. Composition/information on ingredients. Description of ingredients and their concentrations. First-aid measures. Short and easily understandable information about symptoms, first-aid and medical aid, if relevant, is required. Fire-fighting measures. Information about measures to be taken in case of fire. Accidental release measures. Information about measures to be taken in case of accidental release. Handling and storage. Information about measures to be taken during handling and storage. Exposure controls/personal protection. Information about measures to be taken when being exposed to substances or mixtures, including suitable work processes, technical control, special work clothes, personal protective aids as well as any prohibition against working alone. Physical and chemical properties. Stability and reactivity. Indication of the stability of a substance or a chemical mixture as well as the risk of hazardous reactions occurring under certain conditions of use and in connection with release to the surroundings. Toxicological information (properties presenting a health risk).

Regulation 1 Application

1 The provisions of this part shall apply to work on board ships with code-numbered products.

2 The provisions of this part shall not apply to work covered by the Danish Working Environment Act.

3 The provisions of this part shall apply to work with the products listed in annex 1, for which a code number shall be determined in pursuance of the Order issued by the Danish Working Environment Authority on the determination of code numbers. In addition, products used when making ready for and ending such works shall be covered.

4 The provisions of this chapter shall also apply to work with substances and materials covered by the Order issued by the Danish Working Environment Authority on epoxy resins and isocyanates, etc.

Regulation 2 Definitions

1 "A code number for a product" shall mean a code consisting of two figures connected by a hyphen where

.1 "the figure before the hyphen" shall indicate the safety measures that shall at least be taken against breathing vapours from the product's content of volatile components, including organic solvents, and

.2 "the figure after the hyphen" shall indicate the safety measures that shall at least be taken against contact with the product on the skin, in the eyes and in the airways or against ingestion.

Regulation 3 Performance of work

1 Work with products covered by the provisions of this part shall be planned, arranged and carried out in accordance with the provisions of this part and, furthermore, in accordance with the provisions of chapter I, part A, on performance of work on board ships.

2 In the case of substances and materials covered by regulation 1(4), the work shall also be arranged and carried out so that skin contact is avoided.

Regulation 4 Code numbers

1 The master shall ensure that a product, cf. regulation 1(3) and (4), is provided with a code number before being used.

2 The code number of a product shall be clearly indicated on the packing or be given in writing in some other way. The year when the Order issued by the Danish Working Environment Authority in force at any time according to which the code number has

been determined shall be indicated together with the code number.

3 The code number shall be given in the workplace user instructions that must be drafted according to the provisions of chapter II, part A, on substances and materials used on board ships.

4 As regards substances and materials covered by regulation 1(4), the supplier and workplace user instructions shall also contain information about whether the substance and the material contain epoxy resins, monomeric epoxy compounds, reactive solvents or isocyanates as well as about the hardening time of the substance or material.

5 In the case of a product where a mixture of more components or addition of a diluent is prescribed, the master shall ensure that a code number has been determined both for each individual product and for the mixture when ready to use.

6 In the case of a product where use at a specific temperature is prescribed, a code number shall be determined both for the product at room temperature and for the product at the prescribed temperature.

7 The packing or the notice about the code number shall also contain information that the breathing mask shall be air-supplied if a product contains liquids that boil at low temperatures (substances with a boiling point below 65 C as well as a number of other substances that absorb poorly on charcoal filters) and if it is necessary to wear a breathing mask as a protection against the inhalation risk when working with the product.

Regulation 5 The use of products

1 A product, including the mixture when ready for use, may not be used if the product's code number is not given. This information shall be available to the employees.

2 If it is not possible to procure the necessary information about the determination of the code number, the requirements that apply when using the product shall be those that apply to the highest code numbers.

3 As regards substances and materials covered by regulation 1(4), they may not be applied by means of spraying (aerosol/atomisation), but only manually by means of a spatula, brush, roller, spray gun or the like.

4 Persons with eczema, diagnosed epoxy allergy, asthma, chronic pulmonary diseases, diagnosed skin or bronchial allergy or much perspiring hands (hyperhidrosis manuum) may not work with substances and materials covered by regulation 1(4).

5 Employees engaged in work with the substances and materials covered by the provisions of this part shall have completed training approved by the Danish Maritime Authority before the work is being performed.

6 The master or the person substituting him shall see to it that the training mentioned in paragraph (5) takes place.

7 During working processes, products which, when ready for use, have a higher figure in the code number than the one listed in table 2.1 of annex 2 may not be used.

8 Exemptions may be granted from the provisions of paragraph (7) when special requirements are made for the properties of the surface or for the final work pursuant to other legislation.

9 A product may not be used if, for the intended use, it is possible to substitute it by a non-harmful, less hazardous or less annoying product. Hence, in general a product with the lowest possible code number when ready for use shall be applied.

10 When the use of a substitute product will involve significant differences in technical properties or expenses, all aspects of the technical and economic consequences shall be weighed against considerations of health, safety and the environment.

11 The ship's safety organisation shall be involved in the assessment of whether substitution is possible.

12 If substitution is not possible under paragraph (9) or the use of the product cannot be prevented because a total assessment under paragraph (10) shows that the use of a substitute product will involve unreasonable extra expenses for the ship owner/the employer, this shall be proved to the Danish Maritime Authority upon request.

Regulation 6 Protective measures

1 When work is being carried out with the products, including making ready for and completing the work, measures shall be taken to ensure that persons working with the products are protected as much as possible against exposure to the products used. This shall primarily be ensured by means of technical measures, cf. the principles of prevention in the provisions of chapter I, part A, on the performance of work on board ships.

2 When work is being carried out with the products, measures shall also be taken to protect the surrounding environment.

3 Where the technical measures mentioned in paragraph (1) cannot reasonably be taken or where conditions otherwise do not prevent the risk of exposure to unnecessary effects, the safety measures mentioned in annexes 2-4 shall be taken as a minimum.

4 When work is being carried out on hot surfaces with a temperature above 35 C, the safety measures shall be determined on the basis of the code number and the figure before the hyphen shall be increased to the closest higher figure. In addition, a full-face breathing mask shall always be used as a minimum.

5 When each individual piece of work has been completed and until the products applied have dried or hardened to such an extent that the risk of exposure to effects that are harmful to health has been eliminated, the safety measures under regulation 5 (9)-(12) shall still be taken.

6 Where it is necessary that more employees are carrying out simultaneous work with the products so close to each other that there is a risk of exposure to effects that are harmful to health in addition to what may be attributed to own work, sufficient safety measures shall be taken to counter the health risk.

7 Persons other than those carrying out the work with the products or necessary work in connection herewith may not be so close to the work that they may be exposed to effects that are harmful to health.

8 In connection with substances and materials covered by regulation 1 (4), warning signs shall be affixed, cf. the provisions of chapter VIII, part A, on signalling, safety signs and marking.

9 Each individual employee may not work wearing a breathing mask for more than six hours each working day in the case of an air-supplied breathing mask and not for more than three hours each working day in the case of a filtering breathing mask. In especially strenuous situations as a consequence of the nature of the work, temperature conditions or the like, the time shall be reduced. Work may not be carried out continuously when wearing a breathing mask.

10 If, already when planning the work, it is assessed that the work carried out by the employee while wearing a filtering breathing mask will last for longer than the period stipulated in paragraph (9), an air-supplied breathing mask shall be worn already when the work is started. If the work is so physically strenuous that it becomes hard to breathe through a filtering mask due to the resistance, an air-supplied breathing mask shall be used.

11 Where work is being carried out with substances and materials, sufficient relevant first-aid equipment shall be available, including a bottle of eye-rinsing solution.

Regulation 7 Storage and hygiene

1 The substance and the material shall be stored in a sound and secure way.

2 As regards substances and materials covered by regulation 1(4), waste, remnants, empty packing, discarded working clothes and used dispensable towels shall be placed in special waste receptacles clearly marked with the content.

3 During work with code-numbered products, personal protective equipment shall be stored in ventilated lockers, rooms or other spaces on board the ship outside the crew accommodation.

4 Persons working with substances and materials covered by regulation 1(4) shall have separate changing rooms. Ordinary clothes and working clothes shall be kept separate, and access shall be provided to showers with hot and cold water.

5 Access shall be provided to wash basins with hot and cold water. In connection with work with substances and materials covered by regulation 1(4), the taps may not be manually operated.

6 In connection with the washing facilities, a suitable detergent, mild soap, soft dispensable towels and suitable skin lotions for application after having washed as well as a waste receptacle shall be available.

Regulation 8 Other provisions

1 In the case of substances and materials covered by regulation 1(4), the employees shall also carefully follow personal hygiene procedures.

2 If the hands or other parts of the body have been in contact with the substances or materials, they shall be cleaned immediately

using suitable detergents. Subsequently, they shall be washed carefully with soap and water and a suitable skin lotion shall be applied.

3 Food and beverages, etc. may not be taken on the workplace, and smoking shall also be prohibited.

4 Working clothes used during the work with the substances and materials may not be worn during meals.

5 The master or the person substituting him shall ensure that it is effectively monitored that the employees comply with the rules stipulated in paragraphs (1)-(4).

Indoor work

1 Application area of the annex

.1 Work with products indoors on ships and on "general" installations in these areas, such as pipes, installation hatches and lockers.

2 Prohibition table

.1 Table 2.1 lists the highest permissible figure before the hyphen for paint products in a mixture ready for use for certain paint work.

3 Definitions

.1 "Light coverings" shall mean coverings made of tarpaulins or other tent-like material making it possible for some air to circulate through openings and leaks.

.2 "Workspaces with an installed mechanical extraction system" shall be workspaces that may be accepted for work on large items and that are provided with sufficient mechanical extraction.

4 Safety measures

.1 Ventilation

.1 Mechanical ventilation shall be installed as stipulated in table 2.2.

.2 Personal protective equipment

.1 The personal protective equipment that shall be used in connection with each individual task can be found by using table 2.3. Protective equipment stipulated for both the figure before and the figure after the hyphen in the code number shall be carried or combined according to the principles of annex 4.

Outdoor work

1 Application area of the annex

.1 Work with products outdoors on ships, including work on, for example:

decks, bulkheads, antennas and masts, fixed machinery, etc.

.2 Outdoor work shall, insofar as possible, be carried out with effective natural ventilation or under light coverings with mechanical ventilation installed.

2 Safety measures

.1 Personal protective equipment.

.2 It is stipulated in table 3.1 what personal protective equipment shall be used in connection with each individual task.

.3 Protective equipment stipulated for both the figure before and the figure after the hyphen in the code number shall be carried or combined according to the principles of annex 4.

Choice of personal protective equipment

1 Notes for tables 2.3 and 3.1 on personal protective equipment

0) In connection with spot painting and other types of finishing or repair work on rather small surfaces where the total consumption is not more than 1 litre of the product per day, work may be carried out outside niches and the like without wearing breathing masks.

1) In connection with work of short duration, such as spot painting and other types of finishing or repair work to a limited extent (for maximum one hour per day), a gas filter mask may be worn. However, an air-supplied breathing mask shall be used when working with products containing liquids with a low boiling point.

2) In connection with work of short duration, such as spot painting and other types of finishing or repair work to a limited extent (for maximum one hour per day), a combination filter mask may be worn. If the combination filter mask substitutes a full-mask, eye protection shall also be used. However, an air-supplied breathing mask shall be used when working with products containing liquids with a low boiling point.

3) If the hands do not get smudged by the product, the work may be carried out without wearing gloves.

4) In connection with splashing work, a face shield as well as a hood, helmet or cap with a large peak shall be used. Any requirement for eye protection shall not apply in such cases.

5) Overall suit shall be used where the work involves smudging to such an extent that ordinary working clothes do not protect the skin against contact with the product.

6) If half-mask together with other required personal protective equipment cannot be used easily at the same time, an air-supplied full-mask shall be used instead of a half-mask.

7) In niches, etc., the same personal protective equipment shall be used as in the case of "big surfaces".

8) A gas filter mask or appropriate ventilation shall be used when the product is applied in rooms that are poorly ventilated. However, any breathing mask shall be air-supplied when working with products containing liquids with a low boiling point.

9) An air-supplied half-mask shall be used when working with products containing liquids with a low boiling point.

10) In places with no circulation of air, a breathing mask shall be used similar to that used when working outdoors with products coded 3-.

11) Work with a glue gun or glue tube may be carried out without wearing a face shield and hood.

12) Work with a glue gun or glue tube may be carried out without wearing gloves if the hands do not get smudged by the product. Gloves shall be used when changing glue cartridges.

13) Work with a glue gun or glue tube may be carried outwithout wearing protective clothing if the clothes do not getsmudged by the product.

2 Choice between notes

1 If no personal protective equipment or the same personal protective equipment is stipulated for the same purpose with different notes, the more restrictive notes (4) – 10)) shall always apply. The less restrictive notes (0) – 3) and 11) – 13)) shall be left out.

3 Choice between personal protective equipment

1 If the composition means that it is necessary to choose between two different kinds of personal protective equipment with the same purpose, the final type of personal protective equipment shall be chosen as follows:

.1 An air-supplied full-mask shall precede

- an air-supplied half-mask,

- a mask with combination filter,

- a gas filter mask,

- a dust filter mask,

- eye protection, and

- a face shield.

.2 An air-supplied half-mask shall precede

- a mask with combination filter,

- a gas filter mask, and

- a dust filter mask.

.3 A mask with combination filter shall precede

- a gas filter mask, and

- a dust filter mask.

.4 Where a dust filter mask and a gas filter mask are stipulated at the same time, a mask with combination filter shall be used.

.5 Where a face shield and eye protection are stipulated at the same time, a face shield shall be used.

2 If an item of personal protective equipment is not chosen in accordance with the above, the notes that are related to the item of personal protective equipment in question shall not apply.

A) Outside niches, etc. and where the maximum consumption is 1 litre per day, spot painting and other types of finishing or repair work are allowed without using respiratory equipment.

B) Work of short duration, such as spot painting and other types of finishing or repair work to a limited extent (max. 1 hour per day), is allowed when using gas filter mask. However, respiratory equipment with air supply shall be used when working with products containing liquids with a low boiling point (boiling point less than 65° C).

C) Work of short duration, such as spot painting and other types of finishing or repair work to a limited extent (max. 1 hour per day), is allowed when using combination filter mask. When combination filter mask is used instead of full mask, eye protection must also be used. However, respiratory equipment with air supply shall be used when working with products containing liquids with a low boiling point (boiling point less than 65° C).

D) Work without gloves is allowed, if the hands do not get smudged by the product.

E) Face shield and either hood or helmet shall be used in connection with splas hing work. Requirements of eye protection shall not apply.

F) Overall suit shall be used where the work involves smudging to such an extent that ordinary working clothes do not protect the skin against contact with the product.

In all cases of doubt, or when symptoms persist, seek medical attention. Nevergive anything by mouth to an unconscious person.

Check for and remove any contact lenses. Immediately flush eyes with plenty ofwater for at least 15 minutes, occasionally lifting the upper and lower eyelids. In allcases of doubt, or when symptoms persist, seek medical attention.

Inhalation :

If swallowed, seek medical advice immediately and show this document. Keepperson warm and at rest. Do NOT induce vomiting unless directed to do so bymedical personnel. Lower the head so that the vomit will not reenter the mouthand throat.

Move the person into fresh air and keep the person under surveillance. Keepperson warm and at rest. If not breathing, if irregular breathing, or respiratoryarrest occurs provide artificial respiration or oxygen by trained personnel. Givenothing by mouth. If unconscious, place in recovery position and seek medicaladvice.

Contain and collect spillage with non-combustible absorbent materials, e.g. sand, earth, vermiculite, diatomaceousearth, and place in container for disposal according to local regulations (see section 13). Do not allow to enter drainsor watercourses. Clean preferably with a detergent; avoid use of solvents. If the product contaminates lakes, rivers, orsewers, inform the appropriate authorities in accordance with local regulation.

Exclude sources of ignition and be aware of explosion hazard. Ventilate the area..

Storage

Avoid inhalation of vapour, dust and spray mist. Avoid contact with skin and eyes. Eating, drinking and smoking shouldbe prohibited in area where this material is handled, stored and processed. Appropriate personal protectiveequipment: see Section 8. Always keep in containers made from the same material as the original one.

Vapors are heavier than air and may spread along floors. Vapors may form explosive mixtures with air. Prevent thecreation of flammable or explosive concentrations of vapors in air and avoid vapor concentrations higher than theoccupational exposure limits. In addition, the product should be used only in areas from which all naked lights andother sources of ignition have been excluded. Electrical equipment should be protected to the appropriate standard.To dissipate static electricity during transfer, ground drum and connect to receiving container with bonding strap. Nosparking tools should be used.

Store in accordance with local regulations for flammable liquids. Observe label precautions. Store in a cool,well-ventilated area away from incompatible materials and ignition sources. Keep out of the reach of children.Keep away from: Oxidizing agents, strong alkalis, strong acids. No smoking. Prevent unauthorized access. Containersthat are opened must be carefully resealed and kept upright to prevent leakage.

General :

Arrange sufficient ventilation by local exhaust ventilation and good generalventilation to keep the airborne concentrations of vapors or dust lowest possibleand below their respective threshold limit value. Ensure that eyewash stations andsafety showers are proximal to the work-station location.

Wear suitable gloves. Barrier creams may help to protect the exposed areas ofthe skin, but should not be applied once exposure has occurred. Barrier creamsmay not be used under or instead of gloves.It is not possible to specify precise type of gloves, since the actual work situationis unknown. Supplier of gloves should be contacted in order to find the appropriatetype.

Gloves must be worn for all work that may result in soiling.Apron/coveralls/protective clothing must be worn when soiling is so great thatregular work clothes do not adequately protect skin against contact with theproduct.

Effects and symptoms

Exposure to component solvent vapor concentrations may result in adverse health effects such as mucous membraneand respiratory system irritation and adverse effects on the kidneys, liver and central nervous system. Solvents maycause some of the above effects by absorption through the skin. Symptoms and signs include headaches, dizziness,fatigue, muscular weakness, drowsiness and, in extreme cases, loss of consciousness. Repeated or prolongedcontact with the preparation may cause removal of natural fat from the skin, resulting in non-allergic contact dermatitisand absorption through the skin. If splashed in the eyes, the liquid may cause irritation and reversible damage.Accidental swallowing may cause stomach pain.
