EXECUTIVE SUMMARY

Roads and Maritime Services is proposing to implement additional clearway measures on Mona Vale Road from the Pacific Highway, Pymble to Kitchener Street, St Ives.

Early investigation shows this section of Mona Vale Road fulfils the criteria for a clearway:

Directional traffic flows exceeds 800 vehicles per hour per lane Travel speeds are 30km/h or below during peak periods The road is a strategic bus or freight transport corridor for moving people and goods Alternative public parking close to local businesses can be found, taking into account the

quantity and use of parking removed to extend or introduce a clearway.

The proposal is part of the Sydney Clearways Strategy which aims to reduce congestion on our roads. The Strategy outlines how to get more from Sydney’s roads now, by introducing new or extended clearways on roads that don’t perform to expectations.

Roads and Maritime invited community and stakeholder feedback on the proposal in February 2014. This included operating a clearway in both directions on Mona Vale Road between the Pacific Highway and Kitchener Street:

Weekdays from 6am to 10am and from 3pm to 7pm Weekends from 9am to 6pm.

We distributed 3500 letters in the local area inviting feedback, carried out a doorknock of businesses and held community information sessions.

We received comments from 68 people and organisations with more than half of these supportingthe proposal.

We will provide responses to all feedback both through this report and directly to the people and organisations that made comments.

Roads and Maritime would like to take this opportunity to thank everyone who provided comments and to the community and stakeholders for considering the project.

Roads and Maritime has considered all feedback and has decided to proceed with further consultation on a revised proposal. We have recently completed investigations and an additional parking study, so we will also consult on alternative parking arrangements.

This consultation will be carried out shortly and we will keep the community and stakeholders updated on progress.

1.0 INTRODUCTION

1.1 Background

On 1 December 2013, the Minister for Roads and Ports announced the Sydney Clearways Strategy as one of the NSW Government’s key initiatives to reduce congestion on Sydney’s roads. The strategy outlines how to get more from Sydney’s roads now – by introducing new or extended clearways on roads that don’t perform to expectations.

The NSW Government’s Long Term Transport Master Plan outlines a number of responses to traffic congestion in Sydney, aimed at improving travel on Sydney’s roads in both the short and the long term. One of the primary ways to achieve this is through the use of clearways.

The clearways network has been in place for several decades and has proven to be effective. There have been very few clearways added or extended in the past few years. Traffic growth in Sydney has reached a point where there is a need to consider further improvements in the use of the existing road network to reduce travel times. A particular need has been identified to extend clearways for weekend travel, where traffic growth has led to congestion levels similar to that of weekday periods.

The Strategy proposes that when shopping strip parking is removed from a major road to extend a clearway a similar quantity of alternative parking, based on demand, will be identified first. A $21 million fund has been set up to assist local councils with providing alternative business parking. Roads and Maritime will assess the alternative business parking arrangements and allocation of funds, in collaboration with the local council.

1.2 The proposal

The Strategy identifies Mona Vale Road from the Pacific Highway, Pymble to Kitchener Street, St Ives as a priority route for the introduction of additional clearway measures.

Early investigation shows this section of Mona Vale Road fulfils the criteria for a clearway:

• Directional traffic flows exceed 800 vehicles per hour per lane • Travel speeds are 30km/h or below during peak periods • The road is a strategic bus or freight transport corridor for moving people and goods • Alternative public parking close to local businesses can be found, taking into account the

quantity and use of parking removed to extend or introduce a clearway.

Any new clearway must consider access to local businesses and services, and providing alternative parking for businesses. One way to maintain accessibility for businesses is to provide parking close to the state road where the clearway is being introduced.

In February 2014, Roads and Maritime carried out community consultation with a clearway proposal in both directions on Mona Vale Road between the Pacific Highway and Kitchener Street:

Weekdays from 6am to 10am and 3pm to 7pm Weekends from 9am to 6pm.

Further consultation is planned to provide the community with an opportunity to comment on the alternative parking proposal for St Ives shops. The alternative parking has been developed in consultation with Ku-ring-gai City Council, following initial feedback on the clearway proposal.

As a result of community and stakeholder feedback about parking and access to the shops between Stanley Street and Rosedale Road, a more detailed investigation and an additional parking study have been carried out. As a result we are also carrying out further consultation on a

revised clearway proposal with reduced hours along this length of Mona Vale Road. For further information please refer to Section 4, pages 22-23 of this report.

2.0 CONSULTATION APPROACH

2.1 Consultation objectives

Roads and Maritime consults to seek feedback from the community, and consider comments in deciding the clearway solution and alternative parking arrangements.

Consultation allows Roads and Maritime to:

Build rapport with local businesses operators and residents, and use their knowledge and expectations to inform the project

Seek community feedback on Roads and Maritime proposal Advise directly affected stakeholders of the proposal and potential impacts Reassure local business operators and owners that a clearway will not be implemented without

a feasible alternative parking solution Advise the community about how to obtain further information or communicate concerns,

complaints or suggestions.

2.2 How consultation was done

Consultation was carried out in February and March 2014. The community and stakeholders were encouraged to provide their comments via mail, email, phone or through an interactive map.

We contacted people using a range of tools including:

3.0 CONSULTATION SUMMARY

3.1 Overview

Roads and Maritime received comments from 68 people and organisations with more than half supporting the proposal. There were 19 people who supported the proposal, 20 who supported it conditionally,18 who opposed it and 11 who were neutral and either provided or made requests for information.

The traffic lights on Mona Vale Road are linked to Sydney Coordinated Adaptive Traffic System (SCATS). SCATS is a traffic management system that synchronises nearby traffic signals to optimise traffic flow across the road network.

Should the clearway be installed, Roads and Maritime will review the phase timings for these signals.

Signalised pedestrian crossings are provided across Mona Vale Road at the traffic lights at Kitchener Street, Mawson Street, Ayres Road, Woodbury Road, Link Road, Stanley Street, Rosedale Road, Shinfield Avenue, Pentecost Avenue and Telegraph Road.

The pedestrian signals at traffic lights have green and flashing red pedestrian phases and both of these signals can be used for people to complete their crossing. The green pedestrian signal is displayed for a short period of time to enable pedestrians to leave the kerb to start crossing the road.

The flashing red pedestrian signal is then displayed for a length of time that enables a slow moving pedestrian to complete their crossing across the full width of the roadway. The walking speed used to determine this time is less than a normal walking speed, taking into account elderly and disabled people as well as children.

Pedestrians should not cross on the red man.

The pedestrian times at traffic lights have been examined and are suitable.

The NSW Police are responsible for the enforcement of the road rules, including speeding. NSW Police will continue to enforce the speed limits along Mona Vale Road to ensure that motorists travel within these limits should a clearway be introduced.

The proposed clearway on Mona Vale Road between Pymble and St Ives would remove parking in the kerbside lane during the proposed clearway hours. This is likely to improve line-of-sight for vehicles exiting driveways and vehicles travelling along the kerbside lane.

Mona Vale Road forms part of the A3 state road route and is an important freight corridor to the Northern Beaches. State roads are designed to carry large volumes of traffic including trucks. Trucks are legally permitted and encouraged to use the state road network for deliveries. Roads and Maritime does not support banning trucks on this important freight corridor.

Roads and Maritime reviewed the speed limits on Mona Vale Road between the Pacific Highway, Pymble and 215 metres west of Samuel Street, Mona Vale as part of the NSW Government’s 100 Day Action Plan in 2012. Mona Vale Road was assessed in accordance with the NSW Speed Zoning Guidelines. The speed limit review assessed a number of

As a result, the speed limit along Mona Vale Road between 215 metres west of Forest Way and 110 metres east of Cooyong Road, Terrey Hills in now 80km/h. The speed limits from St Ives to Pymble were not changed.

The current speed limits on Mona Vale Road are appropriate at this time and in accordance with the NSW Speed Zoning Guidelines.

Deliveries to residential addresses will need to consider the clearway restrictions in place and arrange for delivery outside these times, if they can not be accommodated within private driveways. This is similar to all other State roads where clearways and No Stopping restrictions are in place.

The proposed hours of the clearway are to ensure a balance between the local parking needs and traffic flow for all users.

Before a clearway can be implemented there is criteria that must be met. This criteria includes;

• Directional traffic flows exceed 800 vehicles per hour per lane

• Travel speeds are 30km/h or below during peak periods • The road is a strategic bus or freight transport corridor for

moving people and goods • Alternative public parking close to local businesses can

be found, taking into account the quantity and usage of parking removed to extend or introduce a clearway.

Analysis of the traffic flow and volume data for a road is then used to determine the clearway hours.

4.0 CHANGES TO PROPOSAL / DECISION

Further consultation is planned to provide the community with an opportunity to comment on the alternative parking proposal for St Ives shops and also the revised clearway proposal.

4.1 Clearway hours of operation

After considering the feedback received during the consultation process about parking and access to the shops between Stanley Street and Rosedale Road, Roads and Maritime has carried out a more detailed investigation and an additional parking study.

Following on from these, and in consultation with Ku-ring-gai Council, Roads and Maritime has developed a revised weekend clearway proposal which aims to balance the needs of local businesses between Stanley Street and Rosedale Road and through traffic on Mona Vale Road.

The revised weekend clearway is proposed to operate in the southbound direction between Stanley Street and Porters Lane from 2pm to 6pm, with one/two hour parking outside these clearway hours.

Along the remaining sections of Mona Vale Road from Pacific Highway to Kitchener Street the weekend clearway is proposed to operate from 9am to 6pm.

There is no change to the proposed weekday clearways of 6am to 10am and 3pm to 7pm in both directions along Mona Vale Road.

4.2 Alternative parking arrangements

The alternative parking for the St Ives shopping strip has been developed in consultation with Ku-ring-gai Council, following the initial feedback from the community on the clearway proposal.

Opportunities identified to facilitate parking being removed from Mona Vale Road because of the clearway proposal are:

Providing an extra 15 parking spaces at the existing Council car park opposite Stanley Street, meaning it will then accommodate 44 cars.

Implementing two hour parking restrictions on Porters Lane from 9am to 6pm, every day. Retaining two hour parking restrictions on Mona Vale Road between Rosedale Road and Porters Lane

from 10am to 3pm on weekdays and from 9am to 2pm on weekends, southbound Retaining one hour parking on Mona Vale Road outside clearway hours for sections:

o Between Denley Lane and Memorial Avenue from 10am to 3pm on weekdays, northbound o Between Stanley Street and Rosedale Road from 10am to 3pm on weekdays and from 9am to

2pm on weekends, southbound Installing parking signage to help customers identify where to find off street parking Increasing ‘No Stopping’ on Mona Vale Road from about 17 metres to 35 metres on approach to

Memorial Avenue, northbound.

The clearway proposal in partnership with the alternative parking opportunities are intended to provide a balance between local parking needs and traffic flow for all road users.

The benefits of the proposed project include:

Improvements to traffic flow and reduced travel times Reduced congestion and delays Increased off street car parking spaces Improved reliability of public transport.
