MORTON COUNTY COMMISSION REGULAR MEETING
January 10, 2019
The Morton County Commission Regular Meeting was called to order on January 10, 2019
at 5:30 PM by Chairman Strinden at the Morton County Courthouse, 210 Second Avenue NW,
Mandan, North Dakota. Others present were Commissioners Zachmeier, Schulz, Leingang and
Buckley, Auditor Rhone, States Attorney Koppy and Assistant States Attorney Grosinger.
Schulz moved and Leingang seconded to approve the agenda. All voting aye, motion carried.
Zachmeier moved and Buckley seconded to approve the minutes of the December 27, 2018
meeting with a correction. All voting aye, motion carried.
Schulz moved and Leingang seconded to approve bills and payroll. All voting aye, motion
carried.
Chairman Strinden released the chair for reorganization of the Board of Commission to Auditor
Rhone.
Rhone called for nominations for Chairman.
Schulz nominated Strinden for Chairman.
Schulz moved and Zachmeier seconded to cease nominations and cast a unanimous ballot for
Strinden. All voting aye, motion carried.
Rhone released the chair to Chairman Strinden.
Strinden called for nominations for Vice-Chairman.
Schulz nominated Zachmeier for Vice-Chairman.
Buckley moved and Strinden seconded to cease nominations and cast a unanimous ballot for
Zachmeier for Vice-Chairman. All voting aye, motion carried.
Zachmeier moved and Buckley seconded to accept final report on the Bismarck – Mandan
Regional Freight Study. All voting aye, motion carried.
Leingang moved and Schulz seconded to approve abatements# 5203 -5207 Homestead Credits.
All voting aye, motion carried.
Schulz moved and Leingang seconded to approve abatement # 5208 land re-assessment. All
voting aye, motion carried.
Leingang moved and Buckley seconded to approve the 2019 average Ag Land Valuation at
$370.15 per acre, a decrease of the State 2018 per acre value of $371.39. All voting aye, motion
carried.
Schulz moved and Leingang seconded to schedule the 2019 County Board of Equalization
Meeting on Monday, June 10, 2019 at 6:00pm. All voting aye, motion carried.
Schulz moved and Leingang seconded to approve 2019 Building Inspectors Annual Contract. All
voting aye, motion carried.
The total of all county funds expended from December 28, 2018 through January 10, 2019,
equals $10,288,999.72.
A detailed list of funds expended by check is available for public inspection anytime during
regular business hours at the Morton County Auditor’s Office.

STATEMENT/PURPOSE: 1) Establish a list of financial institutions that Morton County may use
for 2019.
2) First review of Pledges of Securities.
BACKGROUND/ALTERNATIVES: 1) State Auditor’s require a list of Depositories be provided to the
commission every other year on even numbered years. Due to the change in department head, I will provide
you with 2019 as well. 2) It is also required to present the commission with the current Pledge of Securities
twice a year for review. This is the first review for 2019.

SUBJECT: Bids Received for Motor Graders
STATEMENT/PURPOSE: Request for Approval for Purchase of one new Motor Grader and
Lease one New Motor Grader.
BACKGROUND/ALTERNATIVES: Bids were received for Purchase of one and Lease of one new motor graders. There were two bidders, RDO Equipment and Butler Machinery. The bids for purchase were based on an RFP that required a base bid, a guaranteed buy back price after 7 years and a number of alternates. The bids for the Lease were based on an hourly rate for 1,100 hours per year for seven years. Butler Machinery was the low bidder on the purchase for the base machine, the high bidder on the buy back and low bidder on the alternates recommended by the Highway Department. In fact, the Base Price for the Cat Motor grader plus the recommended alternates was lower than Base Bid for the John Deere Motor grade, with no alternates provided. The Total Life Cost for the Cat Motor Grader will be lower than the John Deere based on the Bids.

FISCAL IMPACT: Budgeted under Capital Outlay. Budgeted Purchase $ 320,000,
budgeted Lease $ 32,000. The combined Purchase and Lease will be below the $ 352,000 budgeted.
