PURPOSE OF REPORT
Birdseye Studios has been commissioned by The Department for Environment and Water, Government of South Australia (DEW) to develop detailed concept designs for the upgrade and development of the Murray Lagoon site, located within Cape Gantheaume Conservation Park.
PROJECT BACKGROUND
The Murray Lagoon site is located inland on Kangaroo Island, adjacent the renowned Seal Bay Conservation Park. Murray Lagoon is an integral site for wetland habitat, and is known for the abundant bird life. The site currently has various walks available for day visitors and is under the care and control of DEW. No camping is currently available at the site.
Following on from a site visit across Kangaroo Island, Murray Lagoon presented itself as a ‘quick win’ opportunity site to easily develop camp sites and day visitor facilities and encourage use of the site.
Due to the lower, sunken nature of the water body, the site provides ample views across various directions of the lagoon and is supplemented by a number of large existing trees, giving plenty of shade and amenity to the site.
Due to the existing trail infrastructure at the Lagoon, camping and day facility development will allow for extend stays, especially for keen bird enthusiasts.

Example of Camp Ground Layouts
Previous studies and policies of a general nature with relevance to the Murray Lagoon Camp Grounds include:
• Kangaroo Island Reserves Landscape and Facility Design (TCL + Shannon Architects, 1998)
• Adelaide Region Visitor Facilities Framework (TCL, URPS + Shannon Architects, 2010)• Eyes on Eyre Coastal and Inland Visitor Infrastructure Concept Design (Birdseye
Studios, 2019)
Kangaroo Island Reserves Landscape and Facility Design (TCL + Shannon Architects 1998)The Landscape and Facility Design document includes designs for 36 sites across Kangaroo Island, as well as an overarching set of facility elements and material selections which respond to the local environment and regional identity. The basis of design of these elements can be utilised in the detailed concept design of the Murray Lagoon Camp Grounds.
Adelaide Region Visitor Facilities Framework (TCL, URPS + Shannon Architects, 2010)The Framework provides 13 Guiding Principles which should shape the planning of visitor facilities across the Adelaide Region:

Each of these guiding principles will be considered during the detailed concept design process for the Murray Lagoon Camp Grounds.
Best Practice Camp Site ModelsDesign models for coastal based camp sites based on up to date analysis of current trends tourism throughout Australia have recently been developed in Western and Southern Australia. While there are some idiosyncrasies of Murray Lagoon not incorporated into these design models, a significant number of similarities mean the principles of the design models may be applied to the detailed concept designs.

CONCEPTCURRENT FACILITIES
Currently Murray Lagoon provides a day visitor park adjacent Seagars Road. There are multiple walking trails around the northern side of the lagoon, however these appear disconnected from the car park. There are no other facilities for visitor use on site.
The site previously had a variety of facilities available to visitors however these have been removed in recent years, and camping was prohibited from site.
It was identified at the site visit with DEW the site was easily developed to create new camp ground. The large open area rises up to provide views across the lagoon. This site is attractive due to the inland location, providing protection from southern ocean winds which are known to be brutal, especially over the winter season.
PROPOSED UPGRADES
Proposed vehicle access is incorporated with a dual access road, smaller one way access roads are provided to control vehicle movement, and limit works required to develop the site. Day parking will be provided, along with parallel parking suitable for RV’s, caravans or coaches. The existing access along the Lagoon Track will be fenced off.
The proposed redevelopment will see a total of 16 camp sites of various sizes. These will be easily accessed by all types of campers including caravans, RV’s, camper trailers and tent users. Fencing will be included to protect existing vegetation and the lagoon where required. The use of rocks or logs from site may be suitable in some locations, such as blocking off access to existing building access tracks. Where possible proposed sites make use of existing trees to act as barriers, while providing shade to the camp sites.
New toilet facilities will be provided adjacent the day visitor parking, and are proposed in a central location for ease of access by camp users.
A new large shelter structure, with multiple picnic tables and a BBQ is proposed, sited at the top of the ridge, taking in advantage of the views across the lagoon.
A small number of new paths are provided to best provide campers links with toilet and shelter facilities.
