MVCA BY-LAWS -1
35 REGISTRATION OF PLAYERS:
a) All players must register on the Official Association
Form.
b) No player shall take part in any match conducted by the
Association unless such registration is in the hands of
the Registrar of the Association prior to his taking part
with the exception of point d below.
c) Player registrations must be in the hands of the M.V.C.A.
registrar by 8.00 pm on the Friday preceding the player's
participation in his first roster match, with the
exception of point (d) below.
d) During the first four roster games of the season, sides
may register a maximum of two players on the Saturday of a
game subject to the approval of the opposing captain and
umpire.
e)Any club playing unregistered ,uncleared ineligible,unqualified
or expelled players shall forfeit all points for such match in
which defaulting players participate, and the opposing team
shall be granted maximum points awarded on that day in that
Grade. A fine of $30 shall also be applied
f) The Executive Committee may grant registration of a player
under special circumstances after this final date for
registrations.
g) No player shall register with more than one Association
Club, in the event of this occurring the player shall be
deemed the property of the Club whose registration reaches
the Association Registrar first.
h) Any player who does sign a registration form with more
than one Club will automatically be suspended for two roster
matches in which his Club participates. The Executive
Committee of the M.V.C.A. will have the power to intervene
and deal with the Clubs playing a player registered with two
Clubs.
I) A player must be 12 years old as at 1st roster game of the
current season to play in the MVCA competition for that
season
36. CLEARANCE: a) If a player wishes to obtain a clearance from the Club he
is registered with he must apply for such a clearance on the
cricket website My Cricket and follow the process.The player
shall not be permitted to play until the process has been
completed on this site (Both clubs and Association
statistician)
b) Any Club has the right to refuse a clearance to any player
on Financial Grounds or misconduct or any breach to the Club
concerning the player, however the player concerned has the
right of appeal to the M.V.C.A. Tribunal. He also has the
right of appeal to the Senior Body the Association is
affiliated with.
c) Subject to the above, if a player has not registered with
the M.V.C.A. for a period of two years he can then
register with any Club of his choice, but must still
follow My Cricket process for
registration/clearance/transfer.
d) Clearances, subject to the above, should be dealt with in
four days of receipt of the form. If not, the player may
appeal to the M.V.C.A. Executive.
37. QUALIFICATION OF PLAYERS:
a) No player shall be qualified to play in any Association
representative team unless he is qualified to play with a
registered Association Club.
b) No registered player shall compete in any other senior
competition during the season without, having been through
the appropriate transfer/clearance (My cricket) process or
the permission of the committee. Penalty for doing so is
expulsion.
c) Any player who has participated in 6 games of first grade cricket in a senior competition (A grade Cricket North
West, Tasmanian Premier League etc.)In the current season
shall not be eligible to play in the MVCA unless special
permission is requested and granted.
38 ELIGIBILITY OF PLAYERS -in Roster games and Finals :
a) Clubs will be required to forward a top 7 players For
A grade and A reserve by the 3rd Saturday in January,
who will be ineligible to drop back to a lower grade
after that date and up until finals commence.
b) Clubs with 2 sides in the one grade must also submit 7 players who will not be eligible to be selected in
another side.
c)Players registered in the last 3 weeks of the season
(who will not qualify for finals) ,must play in the lowest
grade for the club (Subject to MVCA approval)
d) Players must play an amount of games (as determined at
each annual AGM) with the Club to be eligible to play in
any finals.
In any season ,the following games played are required to
qualify for finals:
The rule of (1/3 of roster games +1) applies.
e) Clubs that field more than one side, the player must play
an amount of games as determined at each annual AGM in one
Grade to be eligible to play in said Grade. The exception
to this is clubs who have 2 teams in one grade. A player
must play the amount of games determined in a given team,
as opposed to the grade, to be eligible for finals.
f) Players may be promoted to a higher Grade but not demoted
to a lower Grade. The only exception being if a club has 2
teams playing in a final in consecutive grades on the same
day then 1 player may be eligible to be demoted to the
lower grade.
g) Once a player at a club that field’s more than one side
in one grade plays the determined amount of games decided
at the AGM, he must stay in this allotted team for the
remainder of the season, including all finals. (penalty
for breaching rule see 35e)
39 EXPELLED PLAYERS: a) An Association Club which has expelled a player from its
team shall forward to the Association Secretary within
one week of such expulsion, the name of the player,
together with particulars of the offence for which he
was expelled.
b) The player shall have the right to appeal to the
Tribunal.
c) No Club shall be allowed to play such expelled player
until his appeal if any, has finally been decided upon.
40 ROSTER - BYES :
Teams in A Grade or A Reserve having a Bye are eligible to
drop 3 players back to the grade below from the team that
played in the higher grade in the previous round.
i.e. If A Reserve is having a Bye in Round 6, 3 players from
the Round 5 A Reserve team can drop back to B Grade in Round
6.
If a Club has all its teams playing in any given round, then
there are no restrictions on moving players between grades(not
withstanding requirements of clause 38a).
Those teams having an ‘extra’ bye (i.e. some teams may have 3
byes where most only have 2) will be entitled to maximum
points available on the day and are also permitted to lodge a
team sheet for that round.
41. CONDUCT AND ATTIRE :
a)No player shall be allowed to take the field in any match
unless he is dressed in each club’s correct cricketing
uniform. Shorts are not permitted.
b) It is the responsibility of all Clubs and Club Captains
to see their team is correctly attired.
c) Any Club guilty of the above rule shall be fined an amount
which will be determined at each AGM for each defaulting
player for each day in which such offence occurs.
d) Alcohol, bad language and smoking will not be permitted
On the playing arena of any M.V.C.A match.(Code of
Conduct)
e) No player shall leave the playing field while a match
is in progress unless he first obtains Official Umpires
and opposing captains permission.
f) Helmets -All players under the age of 18 must wear a helmet
at all times while batting.
Any player fielding within 5 metres of the batsman on
strike, in front of the wicket, must also wear a helmet.
i.e. wicketkeepers and slips fieldsmen are not required to
wear a helmet even if within 5 metres of the batsman.
42. SCORESHEETS:
All Clubs must use Official Score Books.
Results of match must be recorded on score sheets and score
sheets signed by both Captains
Each Captain is to complete the umpire’s report sheet in the
scorebook. Score sheets must be to the statistician by no
later than 8pm on the Wednesday following the match.
- Captains and Umpire are to signoff/agree on the score at
change of innings.
- Scoresheets must be completely filled out (all
batting,bowling and fielding details)and signed off by
Captains and Umpire at the completion of the game
- Wides and No-balls must be scored as 1 run plus whatever
runs are taken by the batsmen. For example:
- if a batsman hits a no-ball for 2 runs, that is 2 runs to the
batsman, 1 no-ball to the extras and it counts as 3 runs
against the bowler.
- If a wide goes to the boundary, then this is a total of 5
wides.
- If a no-ball is bowled, strikes the batsman on the pad and 2
runs are taken, then this should be scored as 3 no-balls in
the extras and 3 runs (no-balls) against the bowler.
i.e. (Total Batting Runs + Extras) = (Total Bowling Runs +
Leg Byes + Byes)
- Any club failing to forward original or copy score sheets
correctly filled in and signed as above will automatically be
fined an amount which will be determined at each AGM $30 and
the loss of maximum premiership points for the round , . The
fine shall stand until it is paid.
43. MATCH RESULTS:
It is the responsibility of all Clubs to forward copies of
their teams to the 'Advocate' for publishing in Fridays
editions
Results must go to the Examiner by 7:30 pm on the day of the
game. It is the responsibility of the home team to place the
results.

a) All results must be published.
b) Any Club failing to adhere to this rule will be fined an
amount to be determined at each annual AGM by the M.V.C.A.
The Statistician to the Association will report all breaches
to the M.V.C.A. Executive whose decision will be final on
such issues concerning match publication.
c) If discrepancies occur in score sheets the Official
Umpires must take charge of books and hand them to the
M.V.C.A. Executive on the evening of the match.

44. UMPIRES:
Any person umpiring any part of any roster match conducted
by the Association shall be regarded as Officially engaged
by the Association. In the event of players from the batting
side umpiring, the fielding team Captain must approve before
the appointment is made.
Umpires for all matches to be appointed by the Mersey Valley
Umpires Association, subject to the M.V.C.A. accepting
Umpires from the Mersey Valley Umpires Association.
a) All umpires are to be paid during change of innings.
Umpires have the right to refuse to take the field until
such payments have been made. Fees: will be decided at each
annual AGM
c) Square leg umpires: Must be correctly attired, i.e.
Shirts, shoes, pants or shorts must be a contrasting colour
to the fielding side uniform
45.UMPIRES PAYMENT:
All Umpires are to be paid during change of innings. Umpires
have the right to refuse to take the field until such
payments have been made.
46.UMPIRES REPORT SHEET:
a) The Official Mersey Valley Cricket Association Umpire
report Sheets must be filled in on scoresheets and signed
by both Captains
b) A fine to be determined at each annual AGM will be
levied for non-compliance.
c)It is the responsibility of the HOME Team to ensure
that these are filled in and forwarded to the Association
47. BALLS: a) Two piece Kookaburra Tuff Pitch balls must only be used,.
48 FORFEITS:
a) Any side that forfeits a Roster Game and does not notify
its opponent, M.V.C.A. Secretary and the Official Umpire by
8pm. on the Friday shall be fined $50.00, payable within
fourteen (14) days of notification from M.V.C.A. Secretary.
M.V.C.A Secretary is to advise Statistician of a forfeit.
b) Team that forfeits after this time (48a) pays full amount of
Umpires fee if Umpires are not reappointed to another game.
c) If a Club forfeits it must forfeit its lowest side e.g. If a
Club fields an "A" Grade, "A Reserve" and "B" Grade it must
forfeit its "B" Grade side first.
d) If a Club cannot have 7 players to take the field at the
commencement of a match the game shall then be forfeited to
the opposing side.
e)If any side forfeits 3 consecutive games it will be expelled
from the roster
49. POSTPONEMENT OF MATCHES:
The committee can postpone matches at any time for good
and sufficient reasons.
50. WET WEATHER:
a) The decision of whether matches commence will be the sole
responsibility of the Wet Weather Committee.
b) If a match is cancelled by the Wet Weather Committee, teams
are required to still forward copy or original score sheet
to the Association Statisticians by the required time as per
normal matches. The score sheet must be signed by the Team
Captain before it is considered valid.
c) If matches are cancelled owing to wet weather all Clubs
will be notified through Sea FM Radio Station,or posted on
the MVCA Facebook site as soon as the decision has been made
d) Any game that commences and reaches a result, the points
shall count even if other games are washed out in that grade
e) If rain delays the start of a game more than 30 minutes or
are lost in total after the game has commenced the game
must be played until (6.30pm A grade ),(5.50pm A
res),(5.10pm B Grade ) unless the two captains agree to
abandon the game.
The captains and umpire may agree to reduce the number of
overs to be bowled i.e. 1 over each side reduced for each
8 minutes lost, however a game must consist of at least
80% of overs i.e.( A grade 80 overs, A Reserve 72 overs,
B Grade 64 overs)( for it to be recognized as a game).
The side batting first will bat until the reduced amount of
overs has been achieved. The side batting second will then
bat until the same amount of overs or to the finishing
time. If the reduced amount of overs are not faced by the
side batting second before finishing time the game will
result in a draw
The umpire will re-calculate amount of overs per bowler
upon loss of overs through interruption –e.g. 42 overs (2
X 9 and 3 X 8)
f) In rain affected games, overs are expected to be bowled at No less than 15 overs per hour (4 mins per over)as per all Calculations for overs reductions and play finishing times
g) If the two captains cannot agree as to whether a game
shall be abandoned, it becomes the responsibility of the
umpire(s). Score sheets still have to be submitted if a
game is abandoned.
51 Finals-Wet Weather
a) As per clause 15a1, the Grand Final will have 1 extra
week held aside in the event of wet weather or a tie. The
extra week (being 1 week after the proposed grand final
date), will not be pushed back any further.
b) In semi/pre finals, if a game is washed out or tied on
the Saturday, the game will be played on the Sunday.
If a semi/pre-final commences and is washed out on
Saturday the game will resume on Sunday at the score that
it ceased at the previous day. If this is again washed out
the higher ranked team progresses through then the highest
placed team at the end of the roster period (semi) or
after semi’s(pre) will be deemed the winner of that final.
c) In a grand final if on the first weekend the above
conditions apply, if a result is unable to be reached then
the games starts anew the next Saturday
52. PLAYING FIELDS:
All pitches must be marked clearly re: Batting and
Bowling lines. Boundaries must be clearly defined and this
will be the responsibility of the Home Club. Scoreboards
are to be supplied by all home teams.Clubs failing to do
so will be fined an amount which will be determined at
each AGM.
53. UNPLAYABLE GROUNDS:
If the rostered ground is unplayable and no other grounds
are available the match must be played on Sunday. The home
team is responsible for making the necessary arrangements,
and the appropriate people as per a forfeit must be
notified.
54. PLAYING 12 PLAYERS
Captains must supply Umpires with Team Lists prior to the
toss. They must nominate their 11 batsmen and 11 bowlers
– i.e. nominate 1 player who can only bowl (non-batter)
and 1 player who can only bat (non-bowler). The wicket-
keeper cannot be the Non-Bowler. With 12 players, one
player needs to be off the ground at all times. Players
can go on and off the ground at any stage provided the
umpire is notified.However each player must be on the
ground 2/5 of the set overs in each grade to be eligible
to bat ie (A grade 20 overs)
If a player starts the innings off the ground, he is able
to take the field and bowl immediately.
Absence from the field
If any fielder is absent or off the field for more than
eight (8 mins or 2 overs).After they retake the field,
they shall not be allowed to bowl until they have fielded
for the same amount of time that they were off the field.
They shall not be allowed to bat in the second innings
until either, time spent fielding after returning to the
field towards end of innings =

55 LATE ARRIVAL OF PLAYERS
Should one of the nominated 12 players not arrive within
1.5 hour (A grade),1.25 hrs (A Res),1 hr (B.Grade)of the
scheduled start time of the match, that player is not
eligible to take the field as part of the playing group.
As such, the remaining 11 players will form the side for
that match. The non-batter and non-bowler nominations
will then not apply.
The player who is excluded from the playing side may act
as a substitute fielder if another player becomes ill or
injured, providing permission from the Umpire and
Opposition Captain is sought. However, it does not count
as a ‘game’ for finals qualification purposes for this
player

Rules of Play
OVERS
Each side will face a maximum amount of overs to be
decided at each AGM. MVCA games are subject to a limit of
A Grade 50 overs per side with a bowler being allowed a
maximum of 10 overs.
A Reserve 45 overs per side with a bowler being allowed a
maximum of 9 overs
B.Grade 40 overs per side with a bowler being allowed a
maximum of 8 overs
STARTING TIME: Innings Start and End Times
The first innings of a Roster Game commences at 12:00pm
A grade 1st innings 12-.00-3.10 pm and 2nd innings 3.20pm-6.30
pm
A reserve 1st innings 12.00pm-2.50pm and 2nd innings 3.00pm-
5.50pm
B.Grade 1st innings 12.00pm-2.30pm and 2
nd innings 2.40pm-
5.10pm
Note the 1st innings finishes at 3.10 (A grade)even if delayed
for a period by rain
The 2nd batting side only receives the same number of overs as
the first batting side received.
Matches are to start at an appropriate time, which will be
decided at each annual AGM. Finals games to commence 12 noon.
LATE STARTING: a) Any team or teams not ready to commence at the appropriate
starting time shall be liable to a fine. The amount of this
fine will be decided at each annual AGM.
b) The above offences concerning late starting must be reported
to the M.V.C.A. Secretary by the Officiating Umpire's before
the fine can be imposed.
c) In the event of a team or teams not being able to start
within 30 minutes of official starting time, it will be
deemed to forfeit the match with the opposing team receiving
the maximum points awarded on that day in that Grade.
FIELDING RESTRICTIONS-
The competition is played under International rules – i.e. no
more than 5 fielders allowed on the leg side
NO-BALLS- Deliveries Bowled Off the Pitch
Any delivery which bounces off the pitch shall be called a
no-ball.
A delivery which lands on the very outside edge of the
pitch and then deflects sharply away from the pitch,
provided it does not subsequently contact the striker’s
bat or person, shall be called wide ball.
If a full-pitched delivery that is
travelling off the pitch is struck by the batsman before it
has bounced, the delivery is not a no-ball.
SHORT PITCHED DELIVERIES
A short-pitched delivery is defined as a ball which, after
bouncing, passes or would have passed above the shoulder
of a batsman standing upright at the popping crease. This
is regardless of whether the ball contacts the striker’s
bat or person.
Bowlers are permitted to bowl one (1) short-pitched ball
per batsman per over.
Should any bowler exceed the limit above, the umpire shall
call and signal no-ball. The delivery will also count as a
short-pitched ball for the purpose of the over’s limit.
In the event that a batsman hits a ball at a height above
his head, provided that the ball is not already a no-ball,
then the ball is not wide and the batsman will be out if
the ball is subsequently caught.
Any short-pitched ball that passes or would have passed
above the head of a batsman standing upright at the
popping crease, provided it does not contact the striker’s
bat or person, shall be called wide ball.
(to be decided by central umpire) and any delivery over
the waist full toss to be called a no-ball.
LEG SIDE WIDES
Leg-side wide marker lines shall be painted between the
popping and bowling creases at a distance of 450mm from
middle stump.
Any ball which passes wholly outside the leg-side wide-
line without contact with the striker’s bat or person
shall be called wide ball.
However, should a ball down the leg-side pass between the
line of the leg stump and the striker, it shall not be a
wide ball regardless of the width.
PREMIERSHIP POINTS - Win 4 points
Tie or washout 2 points each (see note)
Forfeit or loss 0 points
(Note: It is necessary to share points for each washout as
with late rain some games may be completed, leaving
"washed out" teams at a distinct disadvantage).
In the event of teams being on the same points at the end
of the season, positions on the ladder to be decided
byNet Run Rate.
(RUNS SCORED/OVERS FACED)-(RUNS CONCEDED/OVERS BOWLED)
e.g. If a team scores 2,400 runs for the year and faces
800 overs and its opponents score 2,000
runs from 750 overs then
Net run Rate is (2400/800) -(2000/750)=3-2.666 =0.44,these
are worked out in My Cricket as part of results entry
Points for Cricketer of the Year/ Averages qualifications
1 per run
30 per unassisted wicket
15 per assisted wicket
15 per catch
15 per stumping
30 per run out (direct)
15 per shared run out
Under 21 and Under 16 Cricketer-of-the-Year points
The Under 21 Cricketer of the Year is based on total points
earned in each grade - the higher the grade, the higher the
points weighting.
The points weightings that applies to points earned in each
grade for the MVCA’s Under 21 Cricketer of the Year are as
follows:
1.50 x A-Grade points
1.25 x A-Reserve points
1.00 x B-Grade points
These revised points are then totalled to give the number of
Under 21 points
Batting average qualification - 9 innings ,minimum of 250 runs
Bowling average qualification - minimum of 80 overs
This Constitution is binding at all times. In the event of any problems
arising concerning members and players being brought before the Independent
Tribunal, all members and players have the right to appeal to the Senior Body
the Association is affiliated with within 5 days. The tribunal will be held at
the Devonport RSL at 7.30 pm on the following Wednesday.
