amination Law, the Administrative Commissionof Judicial Examination hereby establishes thefollowing Rule of the Administrative Commissionof Judicial Examination:

1. Conference of the Administrative Commissionof Judicial Examination:

Jl) The Conference shall be convened by the- Chairman of the Commission at therequestof

the commissioner.(2) No conference shall be held unless all the

commisioners are present.(3) Proceedings shall hi made by decision of

majority.2. Conference of the Examining Commissioners

for Judicial Examination:

(!) The Conference shall be composed of Ex- _•Eamining Commissioners for Judicial Examination.

(2) One who is elected by mutual vote of thecommissioners shall preside over the proceed-ings of the"conference as Chairman,

In case- the Chairman is prevented from dis-charging" his duties, one who is elected bymutual vole of the commissioners accordingto the preceding paragraph shall act as Chair-man.

(3) No conference shall be held unless thereis anattendance of more than one third ofthe comri'issioners. The proceeding's shall bemade by dicision of majority, and in casevoting is evenly divided,,the Chairman shallhave the casting vore.

(4) Any member of the Administrative Com-mission of Judicial Examination shall be al-lowed to state his opinion by attending thcTconference.Application Procedure for Examination:

(1) At the written and oral examinations ofsuch subjects as the Constitution, Civil Code,Penal Codo, Code of Civil Procedure, Code ofCriminal Procedure, Commercial Code, Bank-ruptcy Law and others which are deemed asnecessary subjects by the Administrative

Commission of Judicial Examination, shall be

given with text of laws shown to the appli-

cants.

(2)t As far as the Primary Examination to begiven in 1949 is concerned, the qualificationfor application and subjects required (themeand foreign language) shall follow the regu-lations concerning the Higher Civil ServicePreliminary Examination provided for in theformer Higher Civil Service ExaminationOrdinance.

(3) Those applicants who fail to present them-selves on the day of examination at the ex-amination room by the opening ho'ir, andthose who give up the examination in themiddle, siia.ll be omitted from the examination.

(4) The applicants shall observe notices issued

Article 1. In orderto promote urgent reclamationprojects, the Minister of Agriculture and Forestryshall, under the provisions of Arts. 10 and16 ofthe Local Finance Law (hereinafter called theLaw), pay Government allotments and grants-in-aid to the Metropolis, Hokkaido, Special Pre-fecture or Prefecture, or cities, towns or villagesfor meeting expenses necessary for settlementfacilities, under the provisions of this Rule.

Article2. Suchexpensesunder Art. 10 oftheLawas provided in the preceding Article, shall fallunder any of the following items.'(1) The local government's expenses required

to manage the action of thegroup of buildersfor reclamation purposes;

(2) The local government's expenses requiredto conduct business pertaining to the guidanceand supervision of settlement facilities.

2 Such expenses under Art. 1§ of the Law asprovided in the preceding Article and the stand-ards for subsidies thereto shall be as follows:(1) Expenses required by the Metropolis, Hok-

kaido, Special Prefcturc or Prefecture, orcities, towns or villages, for building dwelling-houses, or expenses required by the Metropolis,Hokkaido, Special Prefecture or Prefecture forgranting subsidies to cities, towns or villages,or other bodies deemed necessary by theMinister of Agriculture and Forestry or thelocal governor, for building settlers' dwelling-houses:

Not to exceed 54,000 yeii per house.(2) Expenses required by the Metropolis, Hok-

kaido, Special Prefecture or Prefecture,, orcities, towns or villages for building detachedclass-rooms of primary schools, or expensesrequired by the Metropolis, Hokkaido, SpecialPrefecture or Prefecture for granting subsidiesto cities, towns or villages for building de-tached-class rooms of primary schools:

Not to exceed 1,000,000 yen per building.

3 The Minister of Agriculture and Forestry may,if he deems it necessary to doso, grant subsidiesbeyond the standards provided in the precedingparagraph.

Article 3. In case an application is filed in ac-cordance with Regulations for Defrayment of

Government Allotments and Grants-in-Aid (here-inafter called the Regulations), said applicationmust be accompanied by documents mentionedbelow:

(1) Written project plan (Form No. 1 as shownin the attached papers);

(2) Written estimates of receipts and disburse-ments (Form No. 2 as shown in the attachedpapers) ;

(3) Such regulations of the Metropolis; Hok-kaido, Special Prefecture of Prefecture as re-lating to Defrayment of Grant-in-Aid;

(4) Other documents deemed necessary by theMinister of Agriculture and Forestry.

Article 4. In cases where the Metropolis, Hok-kaido, Special Prefecture or Prefecture, or city,town or village intends to make importantchanges in the statements of the documentsmentioned in par. 1 of the preceding Article, itmust give notice thereof beforehand to theMinister of Agriculture and Forestry.

2 In case* a notice as prescribed in theprecedingparagraph has been made, the Minister of Agri-culture and Forestry may, if hedeems it neces-sary to do so, give instruction to make altera-tions in the matters given notice of as prescribedin the preceding paragraph/

Article 5. The written results of project and thestatement of settled accounts of receipts anddisbursements unde the provisions of Art. 7

of the Regulations shall be prepared in con- >_formity with Forms Nos. 1 and 2 respectivelyas shown in the attached papers.

2 The Minister of Agriculture and Forestry maygive orders to file documents deemed necessaryby him, in addition tothe documents mentionedin the preceding paragraph.

Article 6. The Minister of Agriculture and For-estry shall defray grant-in-aid to agriculturalco-operative associations, federations thereof orother organizations thought fit by the saidMinister or the local governor (hereinafter calledorganizations), for their expenses for buildingsettlers' dwelling-houses.

2 Any organization which intends to apply forgrant-in-aid of the preceding paragraph mustfile a written application therefor through thegovernor of the Metropolis, Hokkaido, SpecialPrefecture or Prefecture to the Minister ofAgriculture and Forestry. - ^

3 In the case of the preceding paragraph, thegovernor of the Metropolis, Hokkaido, SpecialPrefecture or Prefecture must forward saidapplication together with his opinion in writing.with respect to the details of said expenses, tothe Minister of Agriculture and Forestry.

4 Except forthose provided in thepreceding twoparagraphs, matters concerning the payment ofgrant-in-aid mentioned in par. 1 of the presentArticle"shall be subject to the provisions con-cerning payment to the Metropolis, Hokkaido,Sepecial Prefecture or Prefecture of grant-in-aidin accordance with the provisions of Art. 16 ofthe Law.

Supplementary Provision:

This Rule shall take effect as from April 1, 1949*
