Briefly, I requested any and all records associated with a program arranged by former CEO Arne Duncan (as described in my January 5, 2011 letter to you). You'll recall that Mr. Duncan contracted the Save-A-Life Foundation (SALF) to provide first aid training classes for 18,000 students during school years 2004/05 and 2005/06 for which CPS paid SALF $49,000 and for which Ronald McDonald House Charities of Oak Brook, IL, awarded SALF an additional $125,000. CPS's FOIA officer responded: The Chicago Public S chools does not have any responsive d ocuments to your April 29, 2011 request. The schools who received training from the Save A Life Foundation were selected by members of the former CPS Chief Education Officer’s  Office. The response raises obvious concerns, therefore this is to request that you amend my January 5 letter to in clude this e-mail and the aforementioned FOIA request and response; that your office contact Arne Duncan, who currently serves as the United States Secretary of Education; that you ask Mr. Duncan to provide you with the names of his staff members who were responsible for the program; and that you contact and interview those staff members. Also, this is to reiterate my  previous requests that you provide me with some indication how you intend to proceed in regards to my January 5 letter requesting that you review and determine whether or not the monies paid to SALF by CPS were properly administered. This is a public records request filed under all applicable public records laws.

According to the attached December 8, 2005 letter from Arne Duncan, Chicago Public Schools (CPS) vendor #30817, the Save-A- Life Foundation of Schiller Park IL (SALF), was paid $24,500 by CPS to provide first aidtraining classes to 10,000 grade school students during the 2005/06 school year.

According to the attached March 24, 2004 invoice, CPS paid SALF $24,500 to conduct a similar program theprevious school year.

Please provide me with a list of specific dates the training classes described above took place. Alongside eachdate, please indicate the name of the school(s) at which the training classes were held and the name(s) of theSALF representative(s) who conducted the classes.

If available, please provide the records in digital format. If the fee for completing my request exceeds $25, pleaseobtain my written approval prior to completing this request. If your office wishes to correspond with me, pleasefeel free to do so via e-mail.

Dear Ms. Srazzirri,

Thank you for providing training in basic life-support first aid skills to ourstudents. It is very encouraging to learn that 10,000 grade school students will be trainedduring the 2005-06 school year. Please send me a listing of the schools who will beparticipating in the training program this year.

Funding even basic health education programs is frankly challenging. As a resultof ourmeeting, I have authorized payment in the amount of $24,500 to fund your {program during the 2005-06 school year. Our contribution will complement the fundingyou have received from Ronald McDonald House Charities. We will process your jinvoice for $20,000 now and will disburse the remaining $4,500 upon receipt of a secondinvoice in January for the second semester of training. ;

Unfortunately, I am not able tomake an on-going commitment of our funds forthis program in future years due to our substantial budgetary constraints. I am alwayswilling to partner with you in the search for additional funding and will help share yourpositive results with appropriate sources of funding. Given that Illinois is 49"1 out of 50states in the amount of money that goes to pubic education, we struggle on an annualbasis to balance our budget. However, please know that I will continue to be supportiveeach year in any way that I can. I
