Aff ordability and sustainability go hand in hand. In fact, here are two interesting facts when it comes to aff ordability: 1. Median housing costs are signifi cantly higher on the Coast than the rest of the state, yet median incomes are signifi cantly lower. 2. Between 2001 and 2006, median house prices increased by about 130 per cent, in the same period rents increased by about 9.5 per cent per year, which is greater than the national average. All this shows the market hasnt been delivering housing across a wide range of price points, hence the aff ordability issue. A few solutions have been formulated and this weeks cover story covers them. Sustainability is hot on everyones agenda, including the State Government, who has fast-tracked the sustainability declaration a two-page document for property sellers to fi ll out (see page 31). On a lighter note, a national auction record was set this month when Lachlan Murdoch laid down a cool $23 million for a property in Sydney, outbidding Nicole Kidman and Russell Crowe. Did someone say housing aff ordability problem?

Julie Gatehouse takes a look at sustainable housing the theory and the reality. What sort of home and lifestyle do you want for yourself, your kids and future generations on the Sunshine Coast?
A reinforced turf driveway that sucks in rainwater to irrigate surrounding plants and reduce run-off . A solar-heated pool that helps regulate the air temperature inside a house. A high-ceiling timber home that meets 9.5 green stars yet costs just $150,000.
Th ese are just some of the ways Coast home owners and builders are starting to inject sustainability into our lifestyles. Th e fi rst two are part of a private home worth more than $1 million that was recently completed at 10 Culbara Street, Mooloolaba. Th e third is a new display home on show at Mitre 10, Court Road, Nambour.
In practice, sustainability measures can be incorporated into any home, of any age or size, on any block, in any neighbourhood. In principle, housing sustainability is about local communities striving to better match their accommodation needs to their overall environmental, economic and social needs.
Its a concept that Sunshine Coast Regional Council intends to enshrine in its regional planning scheme. In consultation with government, industry and the public (get your submission in by December 7), the council is investigating methods such as strategic location of new housing, renewal of existing neighbourhoods and diversity of dwelling types, costs and designs.
It believes sustainability is inextricably linked to the goal of aff ordable living (see box Why aff ordablilty is an issue). While many people desire a big house on a big
block on the beachfront and can aff ord their dream, many others would be happy in a townhouse in a community full of facilities and transport to cut their cost of living. Th e councils manager of social policy Robyn Douglas says its about providing smart choices for home buyers and renters of all incomes, but goes well beyond house prices and fi nances.
At the councils Our Place, Our Future roadshows people tell us they love the way theyre living, Robyn says. Th ats great, and were not asking residents to make changes they dont like. Were asking them to think about all the diff erent stages of their lives. As circumstances change, for example when youre a uni student or an empty-nester or retired, you may not need the traditional big home. We need to ensure plenty of attractive alternatives are available. (See box Housing alternatives.)
Robyn says sustainability and aff ordable living are vital for future generations. I ask mums and dads, Do you have kids trying to get established on the Coast? Can they aff ord it? Where will your grandkids be able to live in 2031, when our population is forecast to be half a million? What sort of lifestyle do you want them to have?
In its Aff ordable Living Discussion Paper, one of the councils aspirations by 2031 is to reduce the ratio of detached housing on the Coast from the current 76 per cent to 53 per cent) of all stock. However, Robyn says thats just one factor among many in a gradual process to improve sustainability. Th e goal is for more people to live within their means, making whole neighbourhoods more economically and socially sustainable while cutting our carbon footprint to enhance environmental sustainability.

four bedrooms on larger blocks with only one or two occupants, she says. Why cant we put our housing stock on a diet to cater for small households also?
Better-designed neighbourhoods provide a variety of housing options close to facilities and services. Th is reduces driving, encourages local employment, schooling, shopping and recreation, and in turn creates healthier communities with fewer demands on valuable resources such as land, water and energy. Maroochydore, Kawana and Nambour are considered ideal for such urban renewal or growth, while the greenfi eld sites of Caloundra South and Palmview can be developed carefully from scratch.
It is a challenge for planners and the construction industry but the benefi ts to the Coast will be enormous, Robyn says. Sustainability is not just the green stuff , its about the way we live.
Housing design is integral to the Coasts sustainability, and thats just as relevant for large country homesteads as suburban unit blocks. Government and industry professionals say that aft er initial outlays, home owners save money through lowered power bills and water charges for example while saving the environment. And as of January 1, it will be mandatory for sellers across Queensland to complete sustainability declarations for buyers (see box, right).
Brad Th ompson of Th ompson Building Group thinks sustainability is imperative to the future of the industry and the Coast as a whole so hes just fi nished a Diploma of Environmental Management. We all talk about being sustainable, but what is it really? he asks. Th e Federal and State governments have given us the task of producing housing with minimum fi ve-star energy
ratings, but people dont realise the more stars, the more money youll save.
TBGs new division, Th ompson Sustainable Homes, has launched a display home that meets 9.5 stars, which is possibly the fi rst on the Coast with such a high green rating in such a low price bracket. We came up with this idea aft er buyers kept telling us they wanted to help the environment, but if it cost a lot at the start, the response was sorry, no thanks, Brad says. So we designed this display home for fi rst-home buyers, keeping costs low thanks to our suppliers.
Priced from $150,000, or $290,000 for home and land, the house is transportable and ideal for 300-square metre blocks. Its about 160 square metres and has a 10- to 12-week build time. Now we need the council to allow development approvals for smaller lots, like Gympie Council does, Brad says. Weve already sold a couple to Gympie and Dalby, so we hope the demand is here, too.
Director Brendan Th ompson lists some of the sustainability features. To reduce our carbon footprint during construction we used local products and suppliers to cut transport costs, such as timber from Beerwah forest, we manufactured at a Gympie factory, and used local tradespeople and delivery trucks, Brendan says. Th e home has three bedrooms, two bathrooms and high ceilings to allow natural breezes. Its a funky, modern design not just a box. Th e energy effi ciencies weve installed would help a home owner save something like $1200 a year in electricity alone.

CHANGES TO AFFECT SELLERSThe State Government will require sellers of houses, townhouses or units to complete sustainability declarations as part of any sale from January 1.
The Department of Infrastructure and Planning says a declaration is a compulsory checklist that identi es a propertys environmental and sustainability features in four key areas: energy, water, safety and access.
It will increase the awareness and marketability of the dwellings sustainable building features and will act as an incentive to improve the sustainability performance of Queenslands 1.6 million existing homes, says the department.
Properties that have a greater number of sustainability features can have lower operating costs and be more energy and water ef cient. They use less energy for heating and cooling, generate fewer greenhouse gas emissions, use less water, and best of all, are more comfortable to live in.
However, the Real Estate Institute of Queensland is highly critical of the move, saying much more public education is needed. Managing director Dan Molloy says it will impact tens of thousands of Queenslanders every year via the selling process.
An agent will be unable to market a property for sale until this form is provided to them by the seller, Dan says. The declaration will be a major headache and expense for absentee owners as they may need to engage a consultant to complete it. No doubt a new industry of sustainability specialists will be created so yet another piece of paperwork can be completed before a property can be sold.

In the same period, rents on the Sunshine Coast increased by an average of 9.5 per cent per year, which is greater than the increase for the South-East Queensland region and Queensland and signi cantly more than the national average.
Rental diversity is lower on the Sunshine Coast than Queensland, indicating the market has not been delivering housing across a wide range of price points.

Th e project team behind Gaia House at Mooloolaba recently won the Housing Industry Associations 2009 greensmart energy effi cient home of the year award for Queensland. It was also commended at the national BPN Sustainability Awards in Sydney.
MPR followed its construction progress at Culbara Street a year ago and is stunned by the results. Before starting, client Mark Hall and local builders Hamish Gray and Aaron Nicholson of GNBC had studied Coast waterfront homes and decided they were oft en wasteful, ineffi cient and unsustainable. Th eir team then designed an outstanding contemporary home focused on sustainability, using methods architects and builders employed long before the time of grid power and mains water.
Mark wanted to create a comfortable, relaxed living space with the lowest practical environmental impact. A 70,000-litre water tank and solar PV system made the house independent in both power and water.
Th e orientation of the block and indoor/outdoor house design contribute to seasonal heating and cooling. A solar-heated pool located inside acts as a heat sink to achieve my goal of no artifi cial heating or cooling.
Aaron explains the principle in summer the breeze passing over the water helps cool the house, in winter the solar-heated pool runs at 26 degrees.
Renewable materials and recyclables also helped produce a minimum carbon footprint for this carefully thought-out mansion. However, Mark says the whole process has shown that more technical and fi nancial support is needed from all levels of government to promote wider sustainability in the industry, such as use of renewable energy sources. We have an abundance of wind, tide and sunshine and the ability to drive these technologies further to make it work, he says. But making the solar panel rebate means-testable, for example, discourages people like me making a long-term investment in the technology.
Maroochydore-based Conlon Birrell Landscape Architects established a reinforced turf driveway to allow rainwater to fi lter into the natural ground supplies and stop run-off into the stormwater system. Sustainable design techniques can be applied to all landscape projects, says Marc Conlon. Planting a tree to shade a building is the beginning. Environmental scientist and landscape architect Tim Hindley believes that while Coast residents and investors must back the push towards sustainability, government must take the blinkers off and think laterally about solutions in planning. Sustainability is not only about minimising the energy required to build houses and live in our neighbourhoods, its also about local government providing a sustainable supply of land at various scales to meet community needs, says Tim. Its not just beaches and waterfronts. Our hinterland areas are vital cogs in the sustainability wheel, providing economically viable homes and lifestyles for the average Coast family.
Tim, who is the Urban Development Institute of Australias representative on the councils Housing Aff ordability Taskforce, wants the new regional planning scheme to allow innovative products and ideas in engineering, design and planning to fl ourish. I hope the council will take some risks and provide strong leadership, he says.

Go to plenty of open homes and auctions before you start looking for your dream home to ensure you understand the processes and the tricks of the trade. Th is will also help you to get a feel for any potential diff erence between the expected price and the actual selling price of properties relevant to your area and market conditions.
Th e sale of a home at an auction cannot be subject to fi nance if you win it, you buy it! Th erefore, you will need to arrange for pre-approved fi nance with your lender before bidding. A deposit, sometimes as much as 10 per cent of the purchase price, will need to be paid on completion of the auction.
Once your bid is accepted, theres no turning back, so you need to ensure the house is really what you want. Inspect it thoroughly. If necessary, arrange an independent valuation. If youre happy with the home, arrange for building and pest inspections, as a sale at auction cannot be subject to clauses such as inspections.
Seek advice from a solicitor or conveyancer to prepare for the auction. Ask the agent for a copy of the contract and have your legal rep check it over. Its important you understand your legal obligations, too, as a bid is legally binding. Th ere is no cooling-off period in relation to property bought at auction.
Aft er doing your research and getting a feel for the market, you need to set the maximum price you are willing to pay. Buying at auction can be stressful and competitive, so make sure you dont get carried away and pay more than you planned.

Buying under the hammer Theres a lot to consider when buying a home, especially purchasing at auction. If youve never been to an auction before let alone bought a house at one we show you how to buy under the hammer, without the stress.
Before the auction:
An auction is usually held in an auction room hired especially for the occasion or on site at the property itself. Either way, dont be overwhelmedby the number of people in attendance there may be only a few people actually prepared to bid for your property and many more onlookers just wanting to watch.
While dummy bidding (planting someone in the crowd to make false bids to help drive up the price) is illegal, a vendors bid is allowed. Th e auctioneer will declare and place a bid on behalf of the vendor to help the property reach its reserve. A co-owner someone who has a fi nancial share in the house who wants to buy out the other owners is also allowed to bid.
Before you bid, you need to register and show proof of identity such as a drivers licence or passport. You may also be given a number to display during bidding. Th e auctioneer will explain the contract and terms of the auction before bids are invited from the fl oor.
If you made the highest bid aft er the property was declared on the market, youve bought yourself a home. You will now have to fi nalise the paperwork and hand over the deposit. If the property did not reach the reserve and was passed in, you will be given a chance to negotiate with the owner to buy the home.
Th e reserve price is the lowest price the sellers are willing to sell their property for. As a rule of thumb, dont bid until the property reaches the reserve. Th e home isnt offi cially on the market until this price is reached. Th is is where auctions can really favour the buyer as you will know the lowest price the seller will accept, but they dont know your highest price.

Not all real estate agents are qualifi ed auctioneers, so as well as your agent, you may need to enlist the services of an experienced and licensed auctioneer with a track record in your local area.
Its incredibly important to eff ectively promote the auction of your home through your agent and in My Property Review. Your agent will guide you through this process, but dont be afraid to ask questions and make suggestions marketing is the key to selling your home for the best possible price.
While its important to set a reasonable reserve price the least amount you would happily sell your home for you should ensure this price remains a tightly guarded secret, between you, the auctioneer and your agent before the big day.
Once the propertys reserve has been reached, it is considered to be on the market and will be sold to the highest bidder. When the fi nal bid is reached and the seller is happy with the price, the auctioneer will say, going once, twice, three times and if no more bids are off ered he or she will then declare the property sold.
Th e law requires that a written contract is signed between the seller and the auctioneer. Th is Agency Auction Agreement sets the reserve price for your property, how much commission youll pay, and gives the agent exclusive rights to sell your property for a period aft er the auction if required. Negotiate the details of the agreement carefully before you sign it.
Youll need to hold a number of open homes and private inspections in the lead-up to your auction. Make sure the property is well presented as a potential buyers fi rst impressions are crucial to a successful sale especially at auction.
If your auction is going to take place in your property, your agent will hold one last open home on the day. All legal documentation must be displayed during this time, including contracts, the laws applying to auctions in Queensland, and the rules applying to your auction. Th e auctioneer must also make an announcement before the auction detailing this information.
Immediately following the auction, the stipulated deposit must be paid (generally 10 per cent). Th e balance is paid on settlement. Th e sale is not fi nalised until both seller and buyer have signed the contract and all transfers have been made. Time to celebrate!
Your potential buyers will need to be prepared for a possible sale well before auction day, therefore its important that your contract is fi nalised and made available well in advance of the auction date. Advise your solicitor or conveyancer of your intention to sell and have the contract ready to go.
You have the right to set the reserve price, below which the auctioneer is not permitted to sell. Bear in mind supply and demand in the area as well as other general market conditions. You may also choose to declare a vendors bid to help get the bidding up to your reserve price your agent will guide you through this process.
Th e auction generally starts with the auctioneer asking for an opening bid. Th ey will then set an amount by which all bids must rise, such as in increments of $5000. Bidders can off er an alternative amount but it is up to the auctioneer as to whether the off er is accepted.
