WDC Local Plan - Background

• The Warwick District Council (“WDC”) Local Plan sets out Council’s policies and proposals to support the development of the District through to 2029

• The April 2014 Draft WDC Local Plan (“LP”) was published for a 6 week period of public consultation (16th May to 27th June 2014)

• A further, focused consultation is now being undertaken which closes on 12th Dec 2014 to consider:– Proposed major amendments to allocations within the Local Plan– To assess suitability of alternative employment land options

• It is now anticipated that the LP will be submitted to the Secretary of State by April 2015 (delayed)

• An Inspector will be appointed to conduct an Examination in Public in Summer 2015

• The plan will hopefully be adopted in Autumn 2015

Southern Sites Developments

• Within the LP, the southern sites housing developments are located within the Myton School and Campion School priority areas

• Within the April 2014 Draft LP, 4,918 houses were predicted within the southern sites developments. This number remains relatively unchanged at 5,040 houses.– Outline planning permission has already been given for

approximately 2,700 homes

• This number of houses yields 914 secondary students and 178 post-16 (total 1,092) over an estimated15 year period.

• In addition, basic need for places is also increasing – approx. 150 places over 10 years

2 secondary school solution• In the original LP draft published back in May 2012, it was

suggested that a new secondary school was built on Gallagher’s owned land, south of Harbury Lane)

• Myton School and Campion School presented a 2 secondary school solution to WCC and WDC instead to address the following:– A new secondary school built up over 15 years is not financially feasible– A new secondary school could have a significant adverse effect on

Campion School that serves the more challenging South Leamington community

– A new secondary school would potentially isolate the new community– A new secondary school would divert vital capital funding away from

investment in the current schools– Myton School and Campion School are both successful schools, that

serve their communities well and have capacity to work together to provide a 21st century education environment for an expanded Warwick and South Leamington community

2 secondary school solution• The 2 secondary school solution, as supported by WCC / WDC:

CAMPION SCHOOL– Campion would increase from 875 up to 1,400 (including 200 post-16) – an increase of

525 students. – This increase in capacity would occur in the later phases of the 15 year development

plan

MYTON SCHOOL– Myton School would develop an Education Campus by re-using some of its current

buildings and building new accommodation to increase from 1,702 up to 2,400 (including 425 post-16) – an increase of 698 students

– Currently it is anticipated that Myton would increase it’s capacity to approx. 2,100 by Sept 2018 (phase 1) followed by a further increase to 2,400 by Sept 2020 (phase 2)

– A 2 form entry primary school would also be built on the Myton School site and Myton School would become a 3 – 18 school. The primary school would be built as part of phase 1 of the building project

– Enhanced sports facilities would also be developed on the site in conjunction with WDC to ensure community use

– To part fund this initiative, Myton School would sell approx. 5 hectares of land running parallel to Myton School

– 9 hectares of additional education land would be donated to Myton School by developers on the south side of the school boundary

Working in Partnership• Myton School is working with a number of partners to

help deliver the Education Campus Vision:– WCC regarding pupil places (primary and secondary)– WDC regarding the local plan and also enhanced community

sporting facilities– Developers / WCC and WDC to ensure the appropriate

funding / educational land is provided to meet future educational needs

• Myton School is also working with specialists to help define an education solution for the 21st century– Turner & Townsend – Bond Bryan Architects– Nova Codesign as our creative design team
